Chandigarh, July 11 – In Haryana, young professionals will now play a key role in ensuring quality standards across various ongoing development projects throughout the state. The State Government has decided to hire qualified youth as ‘Chief Minister Engineering Project Quality Monitors’ to oversee engineering works, ensuring quality and timely completion.
This decision was made during a meeting of the Quality Assurance Authority (QAA) held under the Chairmanship of Chief Minister, Sh Nayab Singh Saini here today.
Any compromise on quality will not be tolerated at any cost
The Chief Minister stated that the State Government is committed to maintaining high quality in development projects and emphasized that any compromise on quality will not be tolerated at any cost. He highlighted that young professionals bring greater zeal and enthusiasm to support the government in achieving this goal. He said that Graduate Aptitude Test in Engineering (GATE) qualified candidates could be hired for this work and directed to prepare a transparent system for recruiting these professionals.
QAA entrusted with comprehensive roles and responsibilities for ensuring quality in engineering works
The Haryana Government has established the Quality Assurance Authority in April 2023. It has been entrusted with a multifaceted set of roles and responsibilities for quality assurance in engineering works. These included streamlining and enforce existing quality protocols, technical quality audit of engineering projects, develop standard operating methods and procedures and other quality assurance parameters, empanelment of quality assurance monitors, empanelment of third party monitoring agencies and design and DPR consultants, strengthen existing infrastructure of quality testing laboratories, explore and adopt latest technologies and digital tools , promote the use of sustainable engineering practices and eco friendly materials and training and capacity building.
Government Officer, along with contractor, to be held accountable for project delays
Chief Minister Sh. Nayab Singh Saini directed the Quality Assurance Authority to conduct quality audits of major ongoing development works worth over Rs 100 crore, to ensure high standards and timely completion. He assured that adequate manpower would be provided to the Authority to enable smooth execution of its responsibilities. Sh. Nayab Singh Saini emphasized that in cases of delay in the completion of development works or projects, accountability would not be limited to the contractor alone. The concerned government officer overseeing the project would also be held responsible, and this accountability would be duly reflected in their Annual Confidential Report (ACR).
Chief Minister emphasizes capacity building for employees involved in engineering works execution
Chief Minister Sh. Nayab Singh Saini emphasized the importance of capacity building of employees involved in the execution of engineering works. He directed that workshops for employees and officers of all the Engineering Departments be conducted regularly through the Haryana Institute of Public Administration (HIPA) or other training institutes. These workshops will help them stay abreast of the latest technologies in the engineering sector, enabling better performance.
Chief Minister appreciated the effort made by QAA
The Chief Minister appreciated the effort made by QAA while preparing the detailed Standard Operating Methods and Procedures and in particular the marking system suggested by QAA for all the Engineering works being undertaken by Haryana Government. He directed QAA to immediately conduct the technical audit and award marks to the Engineering projects. He further directed that all the payments to the Contractors should be linked with the marking system so as to ensure the quality infrastructure. Further in case of any deficiency or substandard infrastructure not only contractors be blacklisted even the concerned government officer also be held responsible. QAA was directed to start the technical audit right from the inspection of the project till completion of the project by deputing the ‘Chief Minister Engineering Project Quality Monitors’ proposed by the Government.
QAA develops technical quality parameters across seven key sectors
Chairperson, Quality Assurance Authority Sh Rajeev Arora apprised the Chief Minister that QAA has conducted various activities to maintain quality standards in development works and projects across the state. The Authority has developed technical quality parameters for roads, buildings, water supply, irrigation, sewerage, power transmission, and power distribution. Additionally, it has prepared standard operating methods and procedures. DPR and design consultants, third-party inspection and monitoring agencies, as well as quality assurance monitors, have been empaneled. It was also highlighted that, for the first time, induction training for newly recruited Junior Engineers (JEs) of the Public Works (Building and Roads) Department and Sub-Divisional Engineers (SDEs) of the Development and Panchayats Department has been conducted.
Haryana Chief Secretary Sh Anurag Rastogi, Chief Principal Secretary to Chief Minister Sh Rajesh Khullar, Chairperson, Quality Assurance Authority, Haryana Sh Rajeev Arora, Director General, Information, Public Relations , Languages and Culture Department Sh K. Chandigarh, July 11 – Demonstrating his unwavering commitment to public safety, Haryana Chief Minister Sh. Nayab Singh Saini while chairing a high-level meeting on law and order late Thursday evening issued clear and strict directives to senior officers, emphasizing that the law and order situation must remain intact throughout the state and any disruptions should be dealt with swiftly and firmly. He stressed the need for each police station to consistently track crime patterns and respond swiftly to any rise in criminal incidents to maintain control. Accountability should be ensured not only at the district level but also at the police station level, said the Chief Minister.
Sh. Nayab Singh Saini said that negligence in crime control would not be tolerated under any circumstances. He directed officers to make maximum use of technology for real-time crime reporting and analysis, making the police system more efficient and responsive. He reiterated the government's commitment to curbing crimes and providing a secure environment to the public.
*Strict Orders on Ransom Cases – Immediate and Harsh Action on Offenders*
Taking serious note of ransom/extortion cases, the Chief Minister issued stringent directions, making it clear that such heinous crimes would not be tolerated under any circumstances. Immediate action must be taken to curb such cases, and the strictest punishment should be ensured for the culprits. He emphasized that the police administration must work with full alertness and readiness so that the common citizen feels secure and confident in the police’s role as a guardian of safety.
*Strong Directives for the Safety of Women and Girl Students*
Giving utmost priority to the safety of women and girl students, the Chief Minister ordered that police officers must conduct regular inspections of schools and colleges, especially girls’ institutions. He said officers should interact with students to make them aware and prevent any untoward incidents in time. He further directed that special patrolling be arranged during school and college dispersal hours to instill confidence among female students and their families.
During the meeting, officers apprised that the police have identified various hotspots and sensitive routes after interactions with working women and girl students. These areas are now under heightened vigilance with police presence and reinforced security arrangements.
The Chief Minister affirmed that the state government is committed to providing a safe environment for women and instructed the police to act diligently. He also directed that security measures be reviewed regularly and upgraded as needed so that women and girls do not face any fear or inconvenience.
*Patrolling in Crowded Areas Must Be Tight and Proactive*
Prioritizing public safety, the Chief Minister directed that effective patrolling must be ensured in markets and busy public areas, especially during peak hours. In addition, sensitive locations must be regularly assessed, and additional patrolling should be arranged as needed. Special patrolling by the Durga Shakti Force was also directed for women's safety.
*Responsibility Must Be Fixed in Drug and Narcotics Cases*
Addressing the issue of drug abuse and trafficking, the Chief Minister directed that strict measures be implemented to control both the supply and consumption of narcotics. He directed that specific police officers be made responsible for each district. He emphasized the government’s commitment to protect the youth from falling into the trap of addiction and called for a coordinated and robust campaign.
He said the state government is taking all necessary steps to achieve a ‘Drug-Free Haryana’ and that police should take strict action against drug peddlers. Drug-related cases at police stations should be regularly reviewed, and the prosecution process should be expedited to ensure swift punishment for offenders.
*Strict Action Against Police Personnel Found Consuming Alcohol on Duty*
To enhance the effectiveness and public-friendliness of the police system, the Chief Minister issued strong directions to improve the conduct and working style of police personnel. He directed all Superintendents of Police to clearly inform their field staff that any police personnel found consuming alcohol on duty or in uniform would face the strictest possible action. He asserted that the police exist to serve and protect the public, and indiscipline or irresponsible behavior will not be tolerated under any circumstances.
*Quick Response to Public Complaints, Ensure Justice to Complainants*
Sh. Nayab Singh Saini directed that all complaints received from citizens in writing and registered on the Jan Samvad portal must be acted upon promptly by the concerned police officials. He said that addressing public grievances is a primary responsibility of the administration, and complainants must receive timely justice. He directed officers to prioritize every complaint and ensure regular updates on their resolution status are posted on the Jan Samvad portal.
*Encourage Public Interaction, Take Swift Action in Extortion Cases*
In the meeting, Chief Secretary, Sh. Anurag Rastogi directed the officers concerned to go among the public, listen to their grievances, and ensure their resolution on a priority basis. He said that when officers establish direct communication with the general public, the image of the administration and police will be strengthened, and public trust in the police will also increase.
Chief Principal Secretary to Chief Minister, Sh. Rajesh Khullar, said that as per the directions of the Chief Minister, extortion cells should be set up in every district, and they should operate as special teams to thoroughly investigate cases of extortion. He directed the officers to take swift and effective action against the criminals involved in such cases so that they can be punished at the earliest and a strong message is sent to society.
*Citizens coming to Register Complaints at Police Stations must be given a Receipt/copy of complaint Immediately*
Additional Chief Secretary, Home Department, Dr. Sumita Misra directed Superintendents of Police to further strengthen police patrolling and vigilance across all districts so that a sense of security is maintained among the general public. Additionally, she directed that citizens coming to police stations to register complaints must be immediately provided with a receipt/copy of their complaint, ensuring transparency and timely justice to the victims.
Furthermore, Superintendents of Police should regularly inspect police stations in their respective areas and establish direct communication with the public. This will not only ensure swift resolution of people’s issues but also further strengthen public trust in the police administration.
She directed that continuous monitoring should be done of identified crimes, especially those against women and cases registered under the NDPS Act. A time-bound and impartial investigation must be ensured so that offenders are punished promptly.
Director General of Police Sh. Shatrujeet Kapur, Advocate General, Haryana and other senior police officers remained present in the meeting.
