Chandigarh, July 24- Haryana Chief Minister Sh. Nayab Singh Saini and Union Minister for Environment, Forest and Climate Change, Sh. Bhupender Yadav on late Friday evening held a high-level review meeting in Gurugram to review measures for controlling air pollution and improving ambient air quality in the National Capital Region (NCR).

During the meeting a detailed review of various agenda items under the action plan prepared for air pollution mitigation were discussed and directions were issued to the concerned departments to ensure time-bound implementation of all measures. Discussions covered the expansion of the Continuous Ambient Air Quality Monitoring System (CAAQMS), promotion of electric vehicles and electric buses, action against end-of-life vehicles, implementation of the ‘No PUCC-No Fuel' policy, construction and demolition (C&D) waste management, municipal solid waste (MSW) disposal, action against polluting industries and effective management of paddy crop residue. Haryana Forests, Environment and Wildlife Minister, Rao Narbir Singh was also present at the meeting.

*CM Directs Time-Bound Implementation, Union Minister Stresses Coordinated Action*

During the meeting, Sh. Nayab Singh Saini directed all departments to ensure effective implementation of every agenda item related to air pollution control within the prescribed timelines. He said there should be no laxity in expanding the CAAQMS network, increasing the number of electric buses and EV charging stations, taking action against end-of-life vehicles and implementing the ‘No PUCC-No Fuel' policy as scheduled.

The Chief Minister also directed officers to ensure regular monitoring of traffic congestion hotspots, road redevelopment works and pollution control projects.

*Union Environment Minister Emphasises Continuous Monitoring of Pollution Control Measures*

The Union Minister for Environment, Forest and Climate Change Sh. Bhupender Yadav said improving air quality in the NCR requires stronger coordination between the Central and State Governments. He directed officials to focus on stringent action against polluting industries, scientific management of construction and demolition (C&D) waste, proper disposal of municipal solid waste (MSW), prevention of biomass burning and effective management of paddy crop residue.

He said regular review and continuous monitoring of every component of the prescribed action plan alone would make it possible to achieve the desired improvement in air quality.

*Special Focus on Developing Major NCR Intersections as Green Spaces*

Union Minister for Environment, Forest and Climate Change, Sh. Bhupender Yadav directed officers to undertake large-scale greening of major intersections in the NCR districts of Gurugram, Faridabad and Sonipat. He said regular deep cleaning should be carried out at major traffic locations, while potholes and depressions along roads and adjoining areas should be filled and developed with grass and plantations to effectively control dust emissions, making the reduction of PM10 levels the highest priority.

The Union Minister directed officers to identify all such locations and prepare a comprehensive action plan within the next one month.

Meanwhile, the Chief Minister also directed that other major intersections be developed on the lines of Rajiv Chowk in Gurugram. He said the current monsoon season provides an ideal opportunity to enhance green cover. Officials should therefore undertake plantation and greening works at as many traffic points as possible to effectively reduce pollution.

*Directions Issued to Expand EV Charging Infrastructure at Key Locations*

The Chief Minister directed officers to develop a larger network of EV charging stations at key locations across Haryana's NCR region to promote the use of electric vehicles. He laid particular emphasis on increasing the number of charging stations along the National Highway in Karnal district, saying seamless charging facilities should be available for electric vehicles and buses travelling between Chandigarh and Delhi.

He said the large-scale expansion of charging infrastructure would be a significant step towards strengthening clean and green transportation in Haryana.

The Chief Minister informed the meeting that the Haryana Government is set to introduce a new Electric Vehicle (EV) Policy in the upcoming Cabinet meeting to provide incentives for electric vehicles. The policy, he said, would further strengthen environmental conservation efforts across Haryana, including the NCR.

*Comprehensive Action Plan Ordered for Traffic Congestion Hotspots*

Reviewing traffic congestion hotspots, Sh. Nayab Singh Saini directed officers to conduct detailed surveys of congestion-prone locations in Gurugram, Faridabad, Sonipat, Bahadurgarh and other major NCR cities and prepare a comprehensive action plan.

He said the causes of congestion at every hotspot should be scientifically analysed and permanent solutions implemented. Wherever road widening, improved traffic management, better signalling systems or other infrastructure is required, such works should be taken up on priority so that traffic congestion as well as vehicular air pollution can be effectively reduced.

*Emphasis on Public Awareness and Target-Based Action Plan for Paddy Crop Residue Management*

While discussing the paddy crop residue management, the Union Minister for Environment, Forest and Climate Change, Sh. Bhupender Yadav directed officers to launch an extensive public awareness campaign across villages in coordination with public representatives to encourage farmers not to burn paddy stubble.

He said the district administration, the Agriculture Department and local public representatives should work together to make farmers aware of the available alternatives and various government schemes.

The Union Minister further directed that clear targets be assigned to the concerned agencies as well as Deputy Commissioners for the scientific disposal and utilisation of paddy crop residue, and that their progress be reviewed regularly to ensure 100 per cent success in paddy residue management.

*Centre and State to Work Together Effectively for Environmental Protection*

Sh. Nayab Singh Saini expressed gratitude to the Union Minister for Environment, Forest and Climate Change, Sh. Bhupender Yadav said the Haryana Government would sincerely implement all the suggestions and directions issued by the Ministry for environmental protection and for reducing air pollution in Haryana's NCR region.

He directed officers to ensure the time-bound implementation of all decisions taken during the meeting and to take effective action on every component of the prescribed action plan so that the pollution control targets are achieved under all circumstances.

Chandigarh, July 24 – Haryana Vidhan Sabha Deputy Speaker, Dr. Krishan Lal Middha on Friday reviewed the implementation of development works announced by Chief Minister Sh. Nayab Singh Saini for the Jind Assembly constituency and directed officials to ensure that all projects are completed within the prescribed timelines while maintaining high quality standards.

Chairing a review meeting at the Mini Secretariat in Jind, the Deputy Speaker said that every announcement made by the Chief Minister reflects the government's commitment to the people and its timely implementation remains a key administrative priority. He stressed that there should be no negligence or avoidable delay in executing public welfare projects.

Deputy Commissioner Dr. Vaishali Sharma, SDM Sh. Satyawan Singh Mann and officers from various departments also remained present during the meeting.

Dr. Krishan Middha said that under the leadership of Chief Minister Sh. Nayab Singh Saini, several initiatives are being undertaken to strengthen infrastructure in the Jind Assembly constituency, including roads, drinking water supply, sewerage, education, healthcare, electricity, sports facilities and irrigation. These projects, once completed, will significantly improve civic amenities and contribute to the region's overall development.

Reviewing the progress of department-wise projects, he instructed officials to work in close coordination and accelerate pending works so that citizens can benefit from the schemes at the earliest.

The Deputy Speaker also directed Municipal Council officers to complete the required formalities for expanding the urban limits of Jind and forward the proposal to the headquarters, enabling eligible unapproved colonies to be considered for regularisation.

Reviewing the ongoing construction of the Government Medical College, he sought details of the progress on electricity, sewerage, drinking water supply, road connectivity and other essential infrastructure. He also instructed officials of the National Highways Authority of India (NHAI) to expedite the beautification of the Jind bypass and construct a speed breaker near Amarhedi village to improve road safety.

In the meeting reviews also done for the progress of several infrastructure projects, including the Khatkar–Barsola and Dalmwala–Jeevanpur roads, the new building for the Sainik Board, strengthening of the city's power distribution network, improvement of sewerage arrangements during the monsoon, HSVP road works worth about Rs. 19 crore and drainage measures undertaken in the Julana area. Officials were directed to speed up all incomplete works.

Bhakra canal-based drinking water project progressing steadily

Dr. Krishan Middha also reviewed the progress of the Bhakra canal-based drinking water project with Public Health Engineering Department officials. It was further informed that nearly 60 percent of the work on the new water works at Barodi village has been completed and efforts are being made to finish the project ahead of schedule.

Reviewing education-related projects, the Deputy Speaker directed the Education Department to ensure that all government schools are equipped with functional toilets, safe drinking water and other basic amenities without delay.

Chandigarh, July 24- The Haryana Government has appointed retired IAS officer, Sh. Sameer Pal Srow as the Chairperson of the Quality Assurance Authority (QAA). Orders to this effect were issued by the government on Friday.

A senior officer of the Haryana cadre, Sh. Sameer Pal Srow brings extensive administrative experience to the role. His appointment is expected to further strengthen the Authority's efforts to enhance quality oversight across government programmes and public service delivery.

The Quality Assurance Authority is responsible for monitoring and evaluating quality standards in government departments, public sector undertakings, and welfare schemes. It also works to promote greater transparency, accountability, and continuous improvement in the implementation of public policies and services.

Do Not Attempt to Repair Power Faults Yourself, Register Complaints Only Through Official Channels: UHBVN

Chandigarh, July 24: The Uttar Haryana Bijli Vitran Nigam (UHBVN) has appealed to farmers and general consumers not to tamper with electricity lines, transformers or any other electrical equipment, and to refrain from attempting to repair power faults on their own. It has frequently been observed that farmers and consumers try to rectify electrical faults themselves and climb electricity poles or transformers without following proper safety measures. Such practices have led to a continuous rise in electricity-related accidents.

Sharing this information, a spokesperson of the power utility urged farmers and consumers to avoid repairing electrical equipment themselves and instead register their electricity-related complaints through official channels, including all UHBVN mobile applications, the toll-free numbers 1912 and 1800-180-1550, or by visiting their nearest electricity office. The spokesperson said that the Corporation's employees are technically trained and specially equipped to carry out such work safely.

The power utility has appealed to the public to cooperate by avoiding unnecessary risks and registering complaints only through the prescribed channels. This will help prevent accidents and ensure a safe and reliable electricity supply.

Haryana Approves Strict Code of Ethics for Empanelled Valuers for Government Land Valuation; Violations May Attract Rs. One Lakh Penalty – Dr. Sumita Misra

Policy to ensure fair, transparent and accountable valuation of land and other government assets; mandates conflict-of-interest declaration, provides for de-empanelment for misconduct

Chandigarh, July 24 – The Haryana Government has approved a comprehensive Code of Ethics for empanelled valuers to ensure fair, transparent and accountable valuation of land under the policy notified 2021. Informing this, Dr. Sumita Misra, Financial Commissioner, Revenue and Disaster Management Department, said that valuers found violating the prescribed Code of Ethics may face de-empanelment, forfeiture of valuation fees and a penalty up to Rs. One lakh, depending upon the gravity of the violation.

The policy, prepared by the Revenue and Disaster Management Department, lays down a uniform ethical and professional framework for empanelled valuers engaged by the State Government for valuation of land.

Under the Code of Ethics, every empanelled valuer will be required to comply with the applicable provisions of the Haryana Land Revenue Act, 1887, the Indian Stamp Act, 1899, the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, the Real Estate (Regulation and Development) Act, 2016, the Companies (Registered Valuers and Valuation) Rules, 2017, and other relevant Central and State laws, rules, manuals and government instructions.

Dr. Misra said that valuers will also be required to follow the guidelines issued by their respective parent organisations, including the Income Tax Department, State Bank of India and Government-owned insurance companies, wherever applicable.

One of the key provisions of the policy makes it mandatory for every empanelled valuer to submit a conflict-of-interest declaration before undertaking any valuation assignment. The Code of Ethics will also be reviewed every two years to keep it aligned with changing legal and professional requirements.

The policy specifies several grounds for de-empanelment. These include under-valuation or over-valuation of land, preparation of valuation reports with malafide intentions, professional misconduct, involvement in fraudulent activities including raising fake bills, delay in submission of valuation reports beyond the agreed timeline, and threatening, intimidating or abusing government officers, employees or representatives.

Another significant provision is the automatic de-empanelment of a valuer if his or her registration is suspended or withdrawn by the parent regulatory body, such as SEBI, RBI, the Income Tax Department, SBI or any other competent authority.

The policy also provides a detailed grievance-handling mechanism. In cases involving alleged violations of the Code of Ethics, the Administrative Secretary of the concerned department will report the matter to the Revenue and Disaster Management Department with specific details. An officer appointed by the department will conduct an inquiry after giving an opportunity of hearing to both the concerned department and the empanelled valuer before making recommendations.

The Financial Commissioner, Revenue and Disaster Management Department, will be empowered to impose a penalty of up to Rs. One lakh, depending upon the gravity of the violation, besides forfeiting the valuation fee. The policy further provides that the penalty may be recovered as arrears of land revenue under the Haryana Land Revenue Act, 1887.

According to the policy, the framework is intended to ensure greater transparency, fairness and accountability in the valuation of land and other government assets undertaken for various Government Departments, Boards, Corporations, Panchayati Raj Institutions and Urban Local Bodies by prescribing uniform ethical standards and clearly defining the responsibilities and liabilities of empanelled valuers.

Haryana Opens Deputation Window for 32 Posts in Human Resources Department

Chandigarh, July 24: In a move aimed at strengthening its Human Resources Department with experienced personnel from across the state administration, the Haryana Government has invited applications for 32 posts to be filled on a three-year deputation basis. The vacancies are open to eligible regular officers and officials working in various departments of the state government.

According to a letter issued by the Human Resources Department, the recruitment drive covers eight different categories of posts, ranging from Superintendents and Private Secretaries to Clerks, Steno-Typists and Drivers. The deputation will initially be for three years, with appointments to be governed by the provisions of the Haryana Civil Services (General) Rules, 2016.

The department has notified 13 vacancies for Assistants, the highest among all categories, followed by six Clerks, three Superintendents, three Personal Assistants, three Steno-Typists, two Junior Scale Stenographers, one Private Secretary and one Driver.

The government has prescribed specific eligibility criteria for each post. Most positions require at least three years of experience on an analogous post, while Junior Scale Stenographers must have a minimum of two years' experience. For the post of Superintendent, officials who have served for more than eight years as Assistant or Deputy Superintendent are also eligible. Similarly, officials with over eight years' experience as Personal Assistant can apply for the post of Private Secretary.

Departments have been asked to forward the applications of willing and eligible employees, along with their bio-data in the prescribed format and summaries of their Annual Confidential Reports (ACRs) for the last five years, within 30 days of the issuance of the memorandum.

To ensure transparency in the selection process, the government has directed departments to recommend only those employees who are not facing any disciplinary proceedings, vigilance inquiry or punishment. Departments have also been asked to nominate officials who can be relieved immediately if selected.

Candidates may submit an advance copy of their application directly to the Human Resources Department. However, they will have to produce a No Objection Certificate (NOC) from their parent department before appearing for the interview. The final selection will be made by a committee constituted by the Human Resources Department.

Inaugurating the workshop as the Chief Guest, Haryana Education Minister, Sh. Mahipal Dhanda said that it is imperative to integrate education with skills and industry. He called upon the Vice-Chancellors and academic representatives of all universities in the State to make students employment-ready and entrepreneurial.

The Education Minister said that the National Education Policy-2020 has made the structure of higher education flexible and employment-oriented. He said that these policies must now be implemented on the ground. This alone will enable India to become an economic superpower and a developed nation by 2047.

He said that skills have to be integrated across all universities. This will give Haryana's higher education a distinct identity at the national level. He also reviewed the reports submitted by all universities on the work undertaken in the areas of skill-based programmes and micro-credentials.

Earlier, Education Minister, Sh. Mahipal Dhanda inaugurated the newly constructed conference room and released the newsletter Kaushal Samvad. He also planted a sapling on the university campus.

Chandigarh, July 24- Haryana Public Health Engineering and Public Works Minister, Sh. Ranbir Gangwa directed officers to ensure the prompt disposal of public grievances, stressing that unnecessary delays in resolving complaints cause avoidable hardship to citizens.

Chairing the meeting of the District Public Grievances Committee at the Bal Bhavan auditorium in Rewari on Friday, the Minister reviewed 16 complaints, of which eight were resolved during the meeting itself. He expressed concern that some grievances had remained pending for over a decade, depriving complainants of timely justice.

One of the cases was raised by Gajraj Singh, a resident of Sadat Nagar, who alleged that although his colony in Kosli had been regularised by the government, the administrative and planning framework had still not been finalised. He also pointed out that public pathways had been shown passing through his plot in the approved layout plan. Taking serious note of the matter, Sh. Ranbir Gangwa directed Additional Deputy Commissioner Rahul Modi to conduct a detailed inquiry and submit a report explaining why the complaint had not been addressed by the District Town Planner's office.

The Minister also reviewed a complaint from residents of Durga Colony regarding persistent sewer blockage. Officers informed him that the sewer network had been laid under the AMRUT Scheme and now falls under the jurisdiction of the Municipal Council. Sh. Ranbir Gangwa instructed the authorities to immediately clean the sewer line and take appropriate action against the contractor if contractual obligations had not been fulfilled. He noted that contractors are responsible for maintaining such infrastructure for five years after execution.

Earlier, Sh. Ranbir Gangwa inaugurated the renovated Bal Bhavan auditorium, where renovation works costing Rs. 27 lakh have recently been completed.

Haryana Records Major Gains in TB Fight, Ranks Second Nationally in TB Mukt Bharat App Registrations

Chandigarh, July 24- Haryana has posted significant gains in its fight against tuberculosis, registering 35,229 users on the TB Mukt Bharat App—the second-highest in the country—while increasing TB Preventive Treatment (TPT) coverage to 49 per cent, raising molecular (NAAT) testing to 67 per cent and extending differentiated TB care to 71 per cent of eligible patients. The achievements came to the fore during a review of the state's 100-Day TB Elimination Campaign chaired by Chief Secretary Sh. Anurag Rastogi.

During the review, officials informed the Chief Secretary that Haryana has witnessed steady progress across key indicators since the launch of the campaign on March 24, 2026. The state has not only secured the second position nationally in total registrations on the TB Mukt Bharat App but has also mobilised 22,888 volunteers and 2,067 Nikshay Mitras to strengthen community participation in the fight against tuberculosis. Out of 51,526 TB cases notified between January 1 and July 23, 8,939 TB patients have registered on the TB Mukt Bharat App, enabling better patient monitoring and support.

The review highlighted a significant improvement in TB Preventive Treatment (TPT) coverage. Of the 44,574 eligible household contacts of pulmonary drug-sensitive TB patients, 21,697 individuals (49 per cent) have received preventive treatment, compared with 31 per cent at the beginning of the campaign. Fourteen districts have already crossed the 50 per cent coverage mark. To further improve performance, particularly in districts below the national average, the Health Department has launched a 60-day intensive campaign, supported by training, supervision and home visits by ASHAs, Community Health Officers and TB Health Visitors.

Officials also reported substantial progress in active case finding and early diagnosis. So far, 4,711 screening camps, including 2,814 camps in high-risk villages and urban wards, have screened 5,31,178 vulnerable individuals. A total of 2,57,081 chest X-rays have been conducted as part of the screening exercise. To strengthen diagnostic capacity, the Government of India has allotted 200 handheld X-ray machines to Haryana. Of these, 36 have already been installed, while the remaining 164 machines are expected to be commissioned shortly.

The state's diagnostic capability has also improved considerably. Officials informed the Chief Secretary that 1.5 lakh NAAT tests have been conducted during the campaign, raising molecular testing coverage from 42 per cent to 67 per cent. Simultaneously, 22,571 out of 31,849 eligible TB patients (71 per cent) have been brought under differentiated TB care. Twenty districts have crossed the 50 per cent coverage mark under this indicator, and no district remains in the red category for differentiated TB care. The department is now working towards achieving 100 per cent upfront NAAT testing by August 2026 by extending testing hours, optimising the use of diagnostic equipment and strengthening private sector participation.

The review also assessed progress under the Nikshay Poshan Yojana and the Nikshay Mitra initiative. Officials said 55,348 beneficiaries have received Direct Benefit Transfer assistance under the 2025 component of the nutrition support scheme, while 9,000 beneficiaries have been covered under the 2026 component. In addition, 23,962 consenting TB patients have received nutrition kits through the Nikshay Mitra initiative. The state is also working with Panchayati Raj Institutions, local bodies and public sector organisations to further expand nutritional support for TB patients.

The review also covered the roadmap for the next phase of the campaign, including continued training of field staff, improved utilisation of X-ray facilities, installation of the remaining handheld X-ray machines, expansion of preventive treatment coverage and intensified monitoring of low-performing districts. The measures are aimed at accelerating Haryana's progress towards the national goal of eliminating tuberculosis through early detection, timely treatment and stronger community participation.

The review showed that Haryana has returned defrauded money to victims at nearly five times the national rate. Against a national average of 8 per cent, the state has issued restoration orders in 38 per cent of the 14,731 cybercrime cases received till July 22, 2026, releasing Rs 2.51 crore back to victims through the Money Restoration Module (MRM) developed by the Indian Cyber Crime Coordination Centre (I4C).

ADGP, Cyber (H), Charu Bali informed that Haryana has also demonstrated leadership in inter-state cooperation. Of the 9,437 assistance requests received from other states through the Samanvaya Portal, Haryana Police disposed of 9,156 — a 97 per cent response rate, underlining the state's proactive role in cross-border cybercrime investigation.

Since the rollout of e-Zero FIR on June 25, 2026, all complaints on the Dial 1930 helpline involving losses above Rs 1 lakh are being converted into e-Zero FIRs and forwarded to the concerned jurisdictional Cyber Police Station. So far, 233 e-Zero FIRs have been registered, of which 204 have already been converted into regular FIRs for investigation.

The state's takedown of unlawful online content has also accelerated sharply. Using the Sahyog Portal, Haryana Police took down 5,169 URLs of unlawful content through 2025, a figure that has already nearly tripled to 15,853 in under seven months this year (January 1 to July 22, 2026).

SP, Cyber, Sh. Mayank Gupta informed that 764 of 897 requests received on the Grievance Redressal Module (GRM) have been disposed of, with the remaining 133 still within the mandated 15-day window, meaning no complaint is pending beyond the stipulated timeframe.

He said the State Cyber Crime Coordination Centre (S4C), set up in 2023, has been substantially expanded this year with the addition of a Social Media Monitoring Unit, an OCWC Unit, a Creative Awareness Unit, an AI Integration Cell and a Secret Cell. Further expansion — including a Training Cell, Policy Division, R&D Division, and dedicated Dark Web, Virtual Digital Asset and AI divisions are also on the cards.

On enforcement against cybercrime hotspots, the review highlighted major action in Nuh, the only district identified as a cybercrime hotspot in the state. Between January 2025 and July 22, 2026, police registered 491 suo-moto FIRs, arrested 949 cybercriminals, and seized 772 mobile phones and 1,481 SIM cards. The Mobile Blocking Unit has proactively blocked 55,323 mobile numbers and 25,202 linked IMEIs in Nuh during the same period using tower dumps, IMEI linkage and location data from the Pratibimb Portal.

On capacity building, officials informed the meeting that 4,670 police personnel were trained through the online CyTrain portal and 5,454 through offline courses at the Haryana Police Academy, Madhuban, between January 2025 and June 2026. Of these, 675 police personnel are currently engaged in cybercrime investigation across the State.

Along with this, 1,322 Information, Education and Communication (IEC) programmes were also conducted between January and June 2026, reaching over 3.14 lakh participants through sessions at schools, colleges, bus stands, markets and public parks, backed by regular social media campaigns and printed material distributed to field units.
