*Haryana Cabinet Approves Amendments to Transferable Development Rights Policy*

*Amendments aim to address concerns regarding declining value of TDR certificates and facilitate land assembly for infrastructure projects*

Chandigarh, November 3: The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, approved amendments to the policy for grant and utilisation of Transferable Development Rights (TDR), dated November 16, 2021, to address issues related to the valuation, transfer and utilisation of TDR certificates and facilitate the implementation of infrastructure development projects across the state.

The existing TDR policy provides for granting TDR certificates to landowners who surrender their land required for critical infrastructure development projects in favour of the Government. Such certificates enable landowners to monetise their development rights by selling them to developers or other users within the same Development Plan.

Under the amended policy, the formula for calculating the notional land for which a TDR certificate is issued will be revised. The calculation will be based on the weighted average collector rate applicable to the surrendered land as on the date of submission of the application, instead of the existing provision linked to the rate applicable on January 1 of the calendar year of application.

The Cabinet has also approved changes in the formula for calculating the notional land of the receiving site. The revised calculation will take into account the weighted average collector rate applicable to the receiving site as on the date of application submission on the basis of which the TDR certificate was granted.

Further, the collector rate notified by the Deputy Commissioner concerned and prevailing on the date of application submission will be considered for granting the TDR certificate, irrespective of the date on which it is eventually utilised.

The amendments also provide that the revised formula will apply to all pending applications for grant of utilisation certificates where no permission, including in-principle approval for utilisation of the TDR certificate, has been accorded.

In another significant change, TDR certificates issued under the policy will be valid for utilisation either in the same Development Plan or in any lower-potential Development Plan of the State, instead of being restricted only to the Development Plan in which they were originally issued. This provision is intended to facilitate cross-utilisation of TDR certificates and enable project proponents across Haryana to avail the benefits of the policy.

The amendments are aimed at addressing concerns regarding the declining value of TDR certificates over time, improving their utilisation and facilitating land assembly for critical infrastructure projects, including sector roads, green belts and other planned development works.

*Haryana Cabinet Approves Land Pooling Policy-2026; Landowners to Get 50 Per Cent of Saleable Area*

*Landowners to receive annual interim financial support of Rs. 1 lakh per acre for four years*

*Four-year deadline for infrastructure development; land to revert to owners if deadline is missed*

Chandigarh, November 3 – The Haryana Council of Ministers, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, approved the Land Pooling Policy-2026, replacing the existing Land Pooling Policy-2022, to facilitate landowners’ participation in development projects.

Under the new policy, landowners will be offered 50 per cent of the total saleable area of the project as per the approved layout plan, while the remaining 50 per cent will be retained by the development organisation. The earlier provisions linking the landowners’ share to market value have been removed.

Within the landowners’ 50 per cent share, commercial sites will be offered according to the prescribed entitlement. The remaining area will be allotted as residential, industrial or institutional plots, depending on the purpose of the project.

The policy provides annual interim financial support of Rs. 1 lakh per acre, proportionate to the land contributed, for four years from the date of registration of the sale deed. If the amount is not transferred within 15days of the sale deed, the landowner will be entitled to simple interest at nine per cent per annum for the period of delay.

The project completion period has been reduced from five years to four years. The development organisation will be required to complete infrastructure facilities within four years from the date of final approval of the project, failing which the land will revert to the landowners.

The minimum sizes of developed plots to be offered to landowners have been fixed at 100 square metres for residential plots, 250 square metres for industrial plots and 500 square metres for institutional plots. The actual area allotted will be determined in proportion to the land contributed. Commercial plots in the form of kiosks or booths will be allotted, as applicable, where the land contribution exceeds 2,000 square metres.

Landowners contributing less than 999 square metres will receive monetary compensation under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, or at the reserve price of the plot, whichever is higher.

Holders of Land Entitlement Certificates will be able to club their certificates and jointly apply for larger developed plots. The period for buyback of allotted plots by the development organisation has been extended from one year to three years.

The policy also fixes the land aggregator’s remuneration at 0.5 per cent of the collector rate for agricultural land in the concerned revenue estate. This remuneration will be borne by the development agency and paid after completion of the project’s sale deed process. Land pooling through e-Bhoomi has been excluded from the new policy.

Director General, Information, Public Relations, Languages and Culture Department, Dr. Aditya Dahiya, and Additional Director Capt. Manish Lohan were also present on the occasion.

*Poor, Youth, Women and Farmers Being Empowered Under Modi Government’s Leadership*

The Chief Minister said that under the leadership of Prime Minister Sh. Narendra Modi, development works across the country and Haryana are progressing at three times the earlier pace. Before 2014, he said, there were only announcements and promises, while corruption prevented funds meant for development from reaching the intended beneficiaries. The present government has effectively curbed corruption and ensured that the benefits of government schemes reach eligible beneficiaries directly. Today, financial assistance under various schemes is being transferred directly into beneficiaries' bank accounts, ensuring that people receive the intended benefits.

He said that the Haryana Government has provided government jobs to youth through a transparent recruitment process, following the principle of Bina Parchi, Bina Kharchi. Earlier, young people had to rely on money and recommendations to secure jobs, but the BJP Government has transformed this system by giving priority to merit.

The government has also encouraged sportspersons, as a result of which Haryana's athletes continue to bring laurels to the state and the nation. The coverage of the Ayushman scheme has also been expanded, while approximately 1.60 lakh houses have been constructed and provided to needy families across the state. In this direction, the State Government provided grants amounting to Rs. 86.95 crore to 629 gaushalas across Haryana the previous day. The funds will be utilised for the maintenance of gaushalas, fodder arrangements, shed construction and other essential works.

He said that the government remains committed to cattle protection and is making sustained efforts to provide gaushalas with the necessary resources.

*Chief Minister Predicts BJP Government in Punjab, Targets Congress and Aam Aadmi Party*

Responding to questions concerning Punjab politics, the Chief Minister launched a sharp attack on the Congress and the Aam Aadmi Party (AAP), asserting that the time had come for a BJP-led government in Punjab.

He alleged that both Congress and AAP had made tall promises to the people but failed to fulfil them. While Congress had promised employment in every household, AAP had pledged to provide jobs to 25 lakh people. He said that five years had now passed and AAP must explain to the youth of Punjab how many people had actually been provided employment.

The Chief Minister said that AAP leaders were currently busy cutting ribbons and gathering crowds at events in Punjab, while the people were demanding accountability for their promises and performance. He reiterated his claim that a BJP-led government would be formed in Punjab.

Targeting AAP over its promises to farmers and women, the Chief Minister alleged that the party had exploited farmers and disappointed women by failing to fulfil its promise of financial assistance. He questioned what AAP had actually done for farmers and women after coming to power, despite making extensive promises before forming governments in Delhi and Punjab.

Responding to a question regarding attempts to prevent him from attending political programmes in Punjab and alleged threats to event organisers, the Chief Minister said that efforts were being made to stop the Haryana Chief Minister from entering Punjab and that pressure was being exerted on those organising such programmes. He alleged that these developments reflected a disturbing aspect of the functioning of the Punjab Government.

*Haryana Performing Better in Stubble Management; Farmers Benefitting from Financial Incentives and Modern Equipment*

Responding to a question on incidents of stubble burning, the Chief Minister said that numerous cases had been reported in Punjab, while Haryana had recorded a decline in such incidents.

He said that the Haryana Government is providing an incentive of Rs. 1,200 per acre to farmers for stubble management. In addition, agricultural equipment has been provided to more than 1.5 lakh farmers, enabling them to manage crop residue effectively and move towards converting it into a source of income.

The Chief Minister said that earlier, AAP leader Arvind Kejriwal used to raise questions about smoke originating from Punjab. However, now that AAP is in power in Punjab, he should explain what concrete measures the government has taken for stubble management.

He said that the Haryana Government is not only encouraging farmers to refrain from burning stubble but is also promoting better utilisation of crop residue through modern technology and financial assistance.

Responding to a question regarding contesting elections from Dhuri, the Assembly constituency of Punjab Chief Minister Bhagwant Mann, Chief Minister Sh. Nayab Singh Saini took a dig at him, saying that Bhagwant Mann himself had maintained a distance from Dhuri for the past five years.

*Chief Minister Urges Citizens to Embrace PM’s Vocal for Local Call, Prioritise Swadeshi Products*

Referring to Prime Minister Sh. Narendra Modi's call for Vocal for Local, the Chief Minister urged every citizen to give preference to indigenous products in their daily lives, particularly during festivals.

He appealed to people to light earthen lamps during Diwali and purchase goods from local artisans and shopkeepers. This, he said, would ensure that money remains within the country while generating employment opportunities and strengthening the economic position of local communities, small traders and artisans.

The Chief Minister said that the participation of every citizen is essential to realise Prime Minister Sh. Narendra Modi's vision of Atmanirbhar Bharat. Adopting indigenous products is not merely about making purchases but also serves as a means of strengthening the national economy and creating employment opportunities at the local level.

Over these six decades, the hard work of the state's farmers, workers and entrepreneurs had established Haryana as a leading centre of agriculture and industry.

He said the government's next objective was to take Haryana's products to markets across the world. Under the leadership of Prime Minister Sh. Narendra Modi, India's Free Trade Agreements had opened up new opportunities for accessing the markets of 36 developed countries. The Haryana Government was committed to extending the benefits of these opportunities to the state's industries, MSMEs, farmers and youth.

New Export Policy Aims to Double Haryana's Exports in Five Years: CM

The Chief Minister said that Gurugram's automobile and IT sectors, Faridabad's engineering products, Panipat's home textiles, Karnal's basmati rice, Jhajjar's footwear and Ambala's scientific instruments had established Haryana's identity in international markets.

He said the implementation of the India-UK Free Trade Agreement had opened new opportunities for Haryana's textile, garment, footwear and other sectors. The policy includes special provisions to connect small entrepreneurs, first-time exporters, women entrepreneurs and rural producers with global markets while reducing their risks. Similarly, the Make in Haryana Industrial Policy-2026 provides special export-linked incentives for large industries.

He called upon entrepreneurs to manufacture high-quality products and compete effectively in international markets. He also urged experienced exporters to encourage and guide new entrepreneurs so that more industries could become part of the export ecosystem and India could establish a stronger presence in global trade.
