*Haryana’s Progress and People’s Prosperity Are Our Shared Goal- Chief Minister*

*Political Ideologies May Differ, but We Are All Representatives of the People of Haryana, Says Nayab Singh Saini*

*Chief Minister Calls Upon Public Representatives to Uphold the Dignity of the Assembly, Strengthen Public Dialogue and Reflect Constitutional Values in Their Conduct*

*Addresses Inaugural Session of ‘Janpratinidhi Sammelan’*

Chandigarh, November 2 – Haryana Chief Minister Sh. Nayab Singh Saini said that public representatives may follow different political paths and ideologies, but Haryana’s progress and the prosperity of its people remain their shared goal. What unites them is their identity as representatives of the people of Haryana. He said public representatives have a responsibility to understand the aspirations and needs of the people and contribute to the state’s development.

The Chief Minister was addressing the inaugural session of the ‘Janpratinidhi Sammelan’, organised by the Haryana Vidhan Sabha at Panchkula today as part of the Samvidhan Pakhwada Programme.

He said Haryana had completed 60 years of its formation. Congratulating the people of the state on its Diamond Jubilee, he said the conference provided an opportunity to draw inspiration from the state’s glorious past and chart the course for its future.

The Chief Minister said the presence of Lok Sabha Speaker Sh. Om Birla had added to the significance of the ‘Janpratinidhi Sammelan’. His guidance on parliamentary procedures, the dignity of the House and the responsibilities of public representatives is valuable to all. He also recalled that President Smt. Droupadi Murmu had graced Haryana’s Diamond Jubilee celebrations and bestowed her blessings upon the people of the state.

The Chief Minister said Haryana’s 60-year development journey is not merely a story of expanding roads, institutions and industries, but also reflects the hard work of farmers, labourers, women, youth and ordinary citizens.

From green fields to industrial achievements, from village pathways to modern expressways, and from traditional wrestling arenas to international sporting platforms, Haryana had written new chapters of progress through hard work, courage and determination. The foundation of the state’s achievements had also been laid through discussions, decisions and legislation shaped by public representatives in the Vidhan Sabha.

The Chief Minister said Haryana came into existence on November 1, 1966, when the Legislative Assembly had 54 members. The number of Assembly seats increased to 81 in 1967 and subsequently to 90 in 1977.

He said there is now a need to increase the number of Assembly seats to ensure wider public participation and make more facilities accessible to the people.

The Chief Minister said Haryana is now carrying forward its democratic journey through the 15th Legislative Assembly. These figures reflected the expansion of representation and the growing aspirations of the people.

He recalled that the first sitting of the Haryana Vidhan Sabha was held on December 6, 1966. Resources were limited at the time, and expanding basic facilities such as education, healthcare, drinking water, irrigation, electricity, roads and administrative infrastructure posed major challenges.

He expressed gratitude to all public representatives who had worked under those circumstances to lay a strong foundation for Haryana’s future.

*Constitutional Values Must Be Reflected in Decisions and Conduct*

The Chief Minister said respect for the Constitution must be reflected in decisions and conduct. The Preamble embodies the ideals of justice, liberty, equality and fraternity, and public representatives have a responsibility to translate these ideals into governance.

He said constitutional values were strengthened when eligible citizens received their rights without discrimination, the concerns of vulnerable people were heard, and mutual respect increased in society.

The Chief Minister said the Vidhan Sabha is an important forum for making laws, approving the use of public funds and holding the government accountable.

A meaningful question raised in the House could help resolve a village’s problem, while a constructive suggestion on a Bill could improve the lives of lakhs of citizens.

Question Hour, Calling Attention motions, budget discussions and the work of legislative committees kept the parliamentary system vibrant. Effective use of these processes required study, preparation and continuous engagement with the people, he said.

*Differences of Opinion Must Not Undermine the Dignity of the House*

The Chief Minister said accountability strengthened governance. Listening seriously to issues of public interest raised by the Opposition is a democratic responsibility. Similarly, offering practical suggestions alongside criticism is an important service in public life.

He said debates in the House could be intense, but the dignity of language must always be maintained. Public representatives should challenge one another’s views through reasoned arguments and strengthen public confidence in democracy and the Constitution through their conduct.

Sh. Nayab Singh Saini said citizens could now instantly observe the words and conduct of public representatives through digital platforms. The younger generation, in particular, learnt from them how differences of opinion should be expressed in public life. It is therefore essential to verify facts, avoid personal attacks and use responsible language when referring to constitutional institutions. Once elections were over, a public representative represented the entire constituency, he said.

*Take Constitutional Awareness Beyond Conference Halls to Villages and Educational Institutions*

The Chief Minister said ‘Janpratinidhi Sammelan’ would become more meaningful when discussions extended beyond conference halls to villages, schools and residential communities.

Citizens should be informed in simple language about the functioning of the Vidhan Sabha, the legislative process, budget priorities and the ways in which public grievances could be raised.

He said people must also be made aware of their fundamental duties alongside their rights. Protecting public property, respecting women, conserving the environment and maintaining social harmony should become part of everyday life.

The Chief Minister urged serving and former MLAs to organise dialogues on the Constitution with young people in their respective constituencies.

Initiatives such as Youth Parliaments, readings of the Preamble and discussions on local issues should be organised in schools and colleges. These activities would help students understand the functioning of the Vidhan Sabha and the values enshrined in the Constitution while strengthening their faith in democracy.

*Public Participation Essential for Building a Developed Haryana*

The Chief Minister said public participation is essential for building a Viksit Haryana. People living in an area understand its needs better than anyone else. Therefore, the voices of women, farmers, labourers, youth, entrepreneurs and disadvantaged sections must be heard while determining development priorities.

He said public representatives should serve as an effective bridge of communication between the government and society. When citizens participated in planning, their involvement in implementation and protection of public resources also increased.

The Chief Minister said Haryana’s role in building a developed India by 2047 must be shaped from now onwards.

This requires serious efforts to advance quality education, skills, employment, modern agriculture and better healthcare services, along with water conservation, a clean environment and balanced urban development.

Opportunities arising from new technologies must reach every section of society, and the benefits of development must extend to both villages and cities. Along with prosperity, social trust and the dignity of citizens must also grow, he said.

*Chief Minister Calls for Collective Resolve to Strengthen Democracy*

The Chief Minister said the legacy public representatives should leave behind is a Haryana where opportunities were available to all, every citizen is treated with dignity, and public confidence in democracy continues to grow.

He said future generations would ask what those entrusted with decision-making powers had done for them. The answer to that question must be reflected in their work.

He called upon all public representatives to resolve to enhance the dignity of the House, strengthen dialogue with the people and uphold constitutional values through their conduct.

**Haryana Plans School-Based Mental Health Support for Students of Classes VI to XII**

**SAATH Project to Address Examination Stress, Bullying, Depression and Digital Addiction; 122 Health Department Counsellors to Coordinate with 400 Trained Teachers Across 200 Government Schools; Parents to Be Sensitised**

Chandigarh, November 2 - Haryana is planning to introduce a structured school-based mental health support system for students of Classes VI to XII under its proposed SAATH Project, aimed at the early identification of psychological difficulties, including examination stress, anxiety, depression, bullying, social isolation and excessive screen use.

Additional Chief Secretary, Health and Family Welfare, Dr. Sumita Misra, on Monday shared details of the proposed initiative, which envisages a coordinated mechanism involving the Health and School Education departments, teachers, parents, student volunteers, counsellors, clinical psychologists and psychiatrists.

The proposed framework identifies 122 counsellors from the Health Department as part of the professional support system. It also envisages the involvement of psychology-qualified teachers and specialised mental health services to ensure that students requiring professional assistance receive timely support. The initiative will adopt separate approaches for students of Classes VI to VIII and Classes IX to XII, keeping in view their distinct developmental and psychological needs.

For students of Classes VI to VIII, the focus will be on emotional awareness, self-confidence, puberty-related changes, examination anxiety, bullying, peer rejection and communication difficulties with parents. Teachers will be sensitised to identify early warning signs such as persistent sadness, irritability, social withdrawal, loss of interest in routine activities, poor concentration, declining academic performance and reluctance to attend school.

The programme will also address concerns arising from excessive gaming, social media dependency, inappropriate online content, sleep deprivation and prolonged screen exposure. Family conflicts, parental pressure, comparison among siblings, bereavement and exposure to violence or neglect will also be covered as possible factors affecting children's mental well-being.

For students of Classes IX to XII, the programme will place particular emphasis on board examination pressure, competitive entrance examinations, career uncertainty, fear of failure, peer pressure and emotional exhaustion. Awareness will also be created about anxiety, depression-related symptoms, body-image concerns, unhealthy eating patterns, relationship difficulties and substance-use risks.

Special attention will be given to recognising warning signs of self-harm and suicidal thoughts. Teachers and designated personnel will be sensitised to identify such situations and ensure urgent referral to appropriate mental health professionals.

**Parents and Student Volunteers to Be Involved**

Parent–Teacher Meetings will serve as an important platform for mental health awareness. Parents will be guided on recognising changes in children's behaviour, mood, sleep patterns, academic performance and social interaction. They will also be sensitised to communicate with children in a supportive manner without creating fear or stigma around psychological difficulties.

The project also proposes the creation of Student Health Ambassadors in participating schools. A senior Student Health Ambassador will be designated as the SAATH Coordinator to facilitate awareness activities and communication between students and designated school personnel. Their role will remain limited to peer awareness and supportive communication, without undertaking any diagnosis or treatment.

**Five-Stage Mechanism for Identification and Referral**

The proposed framework envisages a five-stage support and referral mechanism, beginning at the classroom level and extending to specialist psychiatric care wherever required. At the first stage, class teachers will observe behavioural or emotional changes, interact supportively with students and record relevant school-level interventions in a class-wise SAATH Assessment and Counselling Register.

At the second stage, Student Health Ambassadors and the SAATH Coordinator will facilitate peer awareness and help students approach designated school personnel for assistance. At the third stage, Health Department counsellors and designated psychology-qualified teachers will provide counselling, screening, assessment and guidance within their respective professional competencies.

Students requiring specialised psychological assessment will be referred to designated AFLC clinics, where clinical psychologists will assess their needs and provide appropriate interventions. At the fifth stage, students requiring psychiatric evaluation or treatment will be referred to Mental Health Clinics for assessment by psychiatrists, followed by treatment and clinical follow-up as advised.

The referral mechanism is intended to ensure that students requiring professional intervention receive continued support rather than being left to manage psychological difficulties through school-level assistance alone.

**122 Counsellors and 400 Teachers to Strengthen School Mental Health Network**

The Health Department has trained 122 counsellors to strengthen the implementation of the SAATH Project across Haryana. These counsellors will coordinate with two designated teachers in each of the 200 government schools identified under the initiative, creating a network of approximately 400 trained teachers.

The School Education Department will play a crucial role in facilitating implementation across these schools by identifying two teachers per school, ensuring their participation in structured training and integrating mental health awareness and early identification into the school environment.

All designated teachers will receive structured training on mental health issues, early identification of psychological distress, supportive communication and appropriate referral mechanisms. This will create a strong school-based network for mental health awareness, screening and early intervention.

Through this coordinated approach, the Health Department aims to reach students of Classes IX to XII across all 200 identified government schools within one year. The initiative will help identify vulnerable students at an early stage, facilitate timely professional support and promote a mentally healthy and resilient generation.

**Teachers to Receive Structured Training**

Training of school personnel will be another key component of the project. The Mental Health Department will prepare standardised, age-appropriate video training modules for teachers and counsellors, to be delivered through the ECHO platform and designated official digital channels, including YouTube.

Level 1 training will cover Classes VI to VIII and focus on basic child mental health, developmental changes, emotional difficulties, early warning signs, supportive communication and referral procedures. Level 2 training, intended for teachers dealing with Classes IX to XII, will cover adolescent mental health, examination-related stress, peer pressure, substance-use prevention, complex behavioural concerns and appropriate referral procedures. It will also include a recap of the foundational training.

The training modules will place emphasis on confidentiality, child safeguarding and sensitive communication to ensure that students experiencing psychological difficulties are not subjected to stigma or discrimination.

Dr. Brahm Deep, Director Mental Health, Haryana, said that early identification and timely intervention can prevent psychological difficulties among children from developing into serious mental health conditions. Through the SAATH Project, the aim is to build emotionally resilient students, create supportive school environments and ensure that no child struggling with mental health issues is left unidentified or without professional support.

Through the proposed SAATH Project, Haryana aims to establish an integrated and sustainable school mental health support system that brings together preventive awareness, early identification, counselling, professional assessment and specialised treatment. The initiative reflects the State Government's commitment to making mental health support an integral part of the school environment and ensuring that every student has access to a safe, supportive and stigma-free system of care.

However, after Independence, the Constitution granted universal adult suffrage to all citizens, ensuring equal voting rights for everyone, irrespective of whether they are rich or poor. However, dissent must also be respected. He said that dissent provides direction, offers a vision and inspires people to work. Despite differences of opinion, everyone must make collective efforts to take the country and the state forward. He added that running the government is a responsibility, but public service is an even greater responsibility.

Farmers, labourers, youth, entrepreneurs and sportspersons from this land have excelled in every field. He said that despite numerous challenges and difficulties during its 60-year journey, Haryana stands among the leading states in development, and this has been made possible by the Constitution.

The Lok Sabha Speaker said that the Constitution of India is not only a guiding document for the country but also serves as a guiding light for democratic nations across the world. The Constitution has carried forward India's democratic traditions. He paid tribute to the makers of the Constitution, the Chairman of the Drafting Committee, Babasaheb Dr. Bhimrao Ambedkar, all members of the Constituent Assembly and eminent personalities from the Haryana-Punjab region who contributed to the Constituent Assembly.

He said that the Constitution continues to guide all of us in a living and dynamic manner. It is not merely a framework for running the government but the very soul of India. It reflects the country's national consciousness as well as the aspirations and expectations of millions of people. The Constitution provides guidance in every perspective and every thought of our lives.

Sh. Om Birla said that when the Constitution was being drafted, members of the Constituent Assembly expressed their respective opinions and views, and after disagreements and extensive discussions, the Constitution took shape. Following Independence, the country faced numerous difficulties and challenges. Integrating different states, establishing a political system and adopting parliamentary democracy were major challenges. Despite diversity in language, culture, geographical conditions and religion, India embraced parliamentary democracy and granted voting rights to all citizens.

He said that alongside Parliament, Legislative Assemblies were established, followed by the development of democratic institutions under Panchayati Raj and in urban local bodies. India has a democratic system extending from the village panchayat to the national level, based on public participation, people's involvement and governance by the people. He added that the Constitution guarantees fundamental rights, equality, fraternity, equal rights, equal justice and individual freedoms to all. Every word and every idea enshrined in the Constitution guides our lives and gives direction to our working systems.

The Lok Sabha Speaker said that over the past 60 years, the Haryana Vidhan Sabha, guided by the Constitution and through the opinions, ideas and perspectives of its members, has contributed to the development of the state. The state's farmers have also played a leading role in adopting new technologies, and Haryana has brought laurels to the country in every field.

Haryana has made a significant contribution to the country's economy as well as its socio-cultural identity. From time to time, the State Assembly has enhanced its dignity through healthy traditions, high-quality debates, dialogue and reasoned discussions.

Sh. Om Birla said that democracy accommodates different perspectives, opinions and viewpoints, and it is only through collective efforts that the state and the country can progress. Therefore, there is a need to adopt and strengthen good traditions in democratic institutions. He said that the legislature is responsible for making laws and policies and conveying the expectations and aspirations of the people. The executive is responsible for implementing the laws impartially, while the judiciary has the responsibility of ensuring easy access to justice for all.

The Lok Sabha Speaker said that every provision and article of the Constitution provides direction. In a parliamentary democracy, there can be agreement, disagreement and differences of opinion, but taking the country and the state forward through collective efforts is the responsibility of every member of the Legislative Assembly.

He thanked all present and former public representatives for their contributions. He said that even those who are no longer members of the Legislative Assembly continue to perform the noble task of serving society. Bringing a positive change in the life of the last person in society and transforming their socio-economic conditions is everyone's moral responsibility. He emphasised that instead of allowing fatigue or disappointment to set in during social and political life, efforts must continue relentlessly to bring happiness to the face of the last person in society. Extending his greetings to all public representatives, he said that their contributions would always be remembered by the people of Haryana.

Mahipal Dhanda said that the Constitution is not merely a legal document but the soul of our democracy and the foundation of the country's unity.
