Housing Board Haryana merged into HSVP

Chandigarh, February 20 - Haryana Chief Minister Sh Nayab Singh Saini said that the state government has dissolved the Housing Board Haryana and merged it into the Haryana Shehri Vikas Pradhikaran (HSVP) to enhance administrative efficiency, provide better housing facilities to citizens, and strengthen urban planning integration.

Sh Nayab Singh Saini was speaking while presenting a Government Resolution on the first day of the Budget Session of Haryana Vidhan Sabha here today.

The Chief Minister said that the functions of the Housing Board Haryana and Haryana Shehri Vikas Pradhikaran (HSVP) were largely identical. He assured that the interests of all employees of the Housing Board Haryana have been fully safeguarded.

This resolution was passed under the provisions of sub-section (1) of Section 80 of the Haryana Housing Board Act, 1971. Now, all the responsibilities of the Board will be vested in the Haryana Shehri Vikas Pradhikaran.

Chandigarh, February 20 - On the first of the Budget Session of the Haryana Vidhan Sabha, which commenced here today, obituary resolutions were passed to pay rich tributes to those prominent personalities who have expired between the period from the end of the previous session and the beginning of this session.

Chief Minister Sh. Nayab Singh Saini, who is also the Leader of the House, paid tributes and read out the obituary resolutions.

These include Sh. Ajit Pawar, Deputy Chief Minister of Maharashtra, Sh. Surinder Kumar Madan, former Minister of State, Sh. Anand Kaushik, former Member of the Haryana Legislative Assembly, Sh. Sahil Khan, nephew of Sh. Mamman Khan, MLA; Sh. Kesar Singh, brother of Sh. Ram Karan, MLA; and Smt. Nirmal Deep Chattha, mother of Sardar Mandeep Chattha, MLA. The House resolved to convey its heartfelt condolences to the members of the bereaved families.

Vidhan Sabha Speaker Sh. Harvinder Kalyan also read the obituary resolutions and paid tributes to the departed souls. Leader of Opposition Bhupinder Singh Hooda and Sh. Aditya Chautala also read the obituary resolutions on behalf of his party.

The House also paid tributes to the brave soldiers of Haryana who displayed indomitable courage and made the supreme sacrifice while safeguarding the unity and integrity of the nation. Chandigarh, February 20-Haryana Governor, Sh. Ashim Kumar Ghosh said that the present state government has replaced “red tape” with a welcoming “red carpet” to transform Haryana into one of India’s most trusted investment destinations. Policy clarity, strong infrastructure and reform-driven governance have significantly boosted investor confidence, attracted record investments and accelerated employment generation across the state. Besides this, in the Business Reforms Action Plan ranking released by the Government of India in November 2025, the state secured ‘Top Achiever’ status with an impressive score of 99.50 percent, implementing 400 difficult reforms, shared Sh. Ashim Kumar Ghosh.

Addressing the House on the first day of the Budget Session of the Haryana Vidhan Sabha which commenced here today, the Governor highlighted that Haryana is now firmly positioned as a preferred hub for global and domestic investors. He said that with its investor-friendly policies, Haryana is gradually emerging as a trusted investment destination. The State’s strategic location, strong infrastructure and public policy clarity have strengthened investor confidence. By adopting ‘Ease of Doing Business’ as a core work culture, the government has succeeded in attracting new investments and generating more employment opportunities, said the Governor.

State sets new export benchmark with Rs. 2.75 lakh crore total exports and ₹1,61,707 crore merchandise exports

Sh. Ashim Kumar Ghosh further said that in this new era, Haryana is emerging as a preferred destination for investors. As global supply chains continue to evolve, the state’s NCR region is developing into a major logistics hub. In 2023–24, the state’s total exports touched a historic figure of Rs. 2.75 lakh crore. Further, in the fiscal year 2024-25, our merchandise exports from the state touched a historic figure of Rs. 1,61,707 crores, registering a robust growth of over 10.62% from the previous year.

Haryana’s progress goes beyond rankings

The Governor said that Haryana’s progress goes beyond rankings. This august House has made history by passing the ‘Jan Vishwas Bill, 2025, decriminalizing 164 provisions across 42 State Acts, on December 22, 2025, reposing trust in our entrepreneurs. He said that the present state government has created a strong ecosystem for ease of doing business by removing outdated rules and complex procedures that delayed certifications, licences and approvals.

Sh. Ashim Kumar Ghosh further shared that the auto CLU approvals, simplified documentation and self-certification for fire NOCs have made processes easier. Labour reforms have been advanced, including extended working hours in shops and permitting women to work night shifts with strict safety measures.

New Rs.6,000 crore unit by Maruti Suzuki to commence production in April 2026 at IMT Kharkhoda

The Governor further shared that the current financial year has seen significant investments in mega projects in the state. Maruti Suzuki began commercial production in February 2025 at IMT Kharkhoda with an investment of Rs. 9,413 crore, with a further investment of Rs. 6,000 crore in a new unit which will commence production in April, 2026. The first phase of the world’s largest lithium-ion battery unit by ATL Battery Technology also commenced production at IMT Sohna in September, 2025 with an investment of Rs.3,000 crore.

He further shared that 49 applications for setting up of Common Facility Centres (CFC) under State Mini Cluster Development Scheme have been approved, out of which 32 Common Facility Centres (CFCs) are now operational and 17 are under implementation. Under the PADMA Policy one special product has been identified for each block. All 10 new clusters announced under PADMA Policy in the previous budget have received approval.

Chandigarh, February 20- Haryana Governor, Sh. Ashim Kumar Ghosh while presenting a comprehensive roadmap of inclusive urban growth and citizen-centric governance on first day of the Budget Session of the Haryana Vidhan Sabha which commenced here today, the Governor highlighted the Government’s sustained efforts to provide legal security to lakhs of families, expand affordable housing, strengthen urban infrastructure and ensure clean drinking water for every household across Haryana.

Addressing the House the Governor informed that 858 unauthorized colonies spread across 11,503 acres within municipal limits have been notified for regularisation, a historic step that will provide lakhs of families with legal recognition and access to essential civic amenities, while development works worth Rs.723.18 crore have already been approved to upgrade infrastructure in these colonies.

He said that the ‘Samadhan se Vikas’ scheme has successfully balanced revenue recovery with development. It has now been extended till March 31, 2026. Outstanding dues worth Rs.3,718.14 crore have been recovered so far. Additionally, 82 citizen services being provided by the Haryana Shehri Vikas Pradhikaran have been made online and integrated with digital platforms to ensure transparency and timely service delivery.

Extension of the Delhi Metro’s Red Line from Narela to Kundli has also been sanctioned

The Governor said that continuous efforts are being made to develop world-class urban transport. A budget provision of Rs.300 crore has been made for the Gurugram Metro Rail project, and construction of its first phase of 11-kilometres length has begun. Since 2014, metro lines spanning 34.76 kilometres have been made operational with an investment of Rs.5,500 crore. Extension of the Delhi Metro’s Red Line from Narela to Kundli has also been sanctioned, he said.

127 licences have been issued this year under the Deen Dayal Jan Awas Yojana across 1,100 acres

The Governor further shared that to fulfil the vision of housing for all, 127 licences have been issued this year under the Deen Dayal Jan Awas Yojana across 1,100 acres. This has enabled availability of 16,797 affordable plots for middle and low-income group families. Another 11,525 dwelling units have been approved under the Affordable Group Housing scheme.

Government is committed to ensuring clean drinking water supply for every citizen

Highlighting the state government’s achievements in the Public Health sector, the governor said that the present state government is committed to ensuring clean drinking water supply for every citizen. Drinking water supply has been ensured in 7,299 villages and 85 towns. During the current financial year, infrastructure has been further strengthened by constructing 17 canal-based water works, 287 tubewells and 52 boosting stations. He further shared that under AMRUT 2.0, 57 new drinking water and sewerage projects worth Rs.1,727 crore, are to be executed of which work on 56 projects is progressing rapidly.

Target set to equip all Government buildings with solar energy by December 2027

The Governor said that the present state government is working continuously to make Haryana self-reliant and surplus in the energy sector. Since 2020–21, investments of Rs. 4,818 crore have led to the establishment of 223 new substations and the laying of 1302 kilometres of transmission lines across the state.

He said that efficient management has reduced Aggregate Technical & Commercial (AT&C) losses from 30 percent in 2014–15 to just 9.48 in 2024-25. In line with the vision of energy self-sufficiency, Prime Minister, Sh. Narendra Modi laid the foundation stone on 14th April, 2025 for an 800 MW ultra-supercritical unit in Yamunanagar costing Rs. 7,272 crore, which will be a major milestone in meeting future energy needs.

Sh. Ashim Kumar Ghosh further shared that under the ‘Mhara Gaon Jagmag Gaon’ scheme, uninterrupted 24-hour electricity supply has been ensured in 6,019 villages. Rooftop solar panels have been installed in 55,157 homes under the PM Surya Ghar Muft Bijli Yojana, and our target is to equip all Government buildings with solar energy by December 2027.

The Governor shared that nearly 3.13 lakh tubewell connections have been issued so far since 2014–15. This compares well with 1,69,226 new tubewell connections issued in the previous 10 years’ period from 2004-2014. Haryana ranks second in the country with 1,88,116 solar pumps installed under the PM-KUSUM scheme.

He further informed the House that solar street lighting is also being installed in villages on a large scale. These efforts reflect the government’s commitment to making Haryana a clean, green and energy-secure state.

Ashim Kumar Ghosh said that more than 1,06,325 women in Haryana have already become ‘Lakhpati Didis’, marking a silent revolution in economic self-reliance and leadership among women. He further highlighted that with initiatives ranging from the Drone Didi Yojana and strengthened women’s safety infrastructure to the expansion of self-help groups and early childhood education, the government is firmly committed to ensuring dignity, security and sustainable livelihood opportunities for women, placing ‘Nari Shakti’ at the core of the state’s inclusive and all-round development.

Addressing the House on the first day of the Budget Session of the Haryana Vidhan Sabha, which commenced on Friday, the Governor, said that the strongest indicator of the progress of any society is the status of its women. My government views women empowerment as the development of Leadership and decision-making abilities in women. Therefore, the present state government is continuously working for their social, economic and educational upliftment.

The Governor said that 33 ‘Drone Didis’ have been trained and training of another 15 is underway. For another 1350 potential Drone Didis, training will soon be initiated. Notably, under the 'Drone Didi Yojana', rural women are being provided with state-of-the-art skill training through a state-owned company, 'Drone Imaging and Information Services of Haryana Limited', incorporated on September, 29, 2021.

Sanjha Bazaars to Atal Canteens: Rural Women Entrepreneurs Leading Inclusive Growth

The Governor said that the present state government has made exemplary efforts towards empowering rural women entrepreneurs through Self-Help Groups. 'Sanjha Bazars' and special shops at bus stands have been established in various districts of the state. These robust markets help rural women entrepreneurs to sell their products and earn a respectable income. 124 Atal Shramik-Kisan Canteens have been given to these groups for providing food services to marginalized labours. He further shared that special online portals have been launched to give global and digital recognition to products manufactured by self help groups (SHG), and they are being directly connected to the mainstream market through fairs and exhibitions.

Balvatika-III Ushers in a New Era of Play-Based Early Education Across Government Schools

The Governor said that while realising the vision of early childhood care and education, one year of pre-primary education, i.e., 'Balvatika-III', has been launched in all government primary schools of the state before Class 1. To ensure the holistic development of children, the teacher-student ratio has been maintained at the ideal level of 1:30. Child-friendly and dedicated classrooms have been created in approximately 8,600 schools across the state, providing children with a safe, home-like environment, he said.

More than 79,000 students have been enrolled in Balvatika-III in the academic session 2025-26

The Governor further shared that more than 79,000 students have been enrolled in Balvatika-III in the academic session 2025-26. These children are being provided education in a play-based, activity-oriented, and fear-free environment. Academic progress of these children is being continuously monitored through the Management Information System. To make the infrastructure of Balvatika-III world-class, 119 model Balvatikas equipped with special play material and necessary facilities have been established.

7 new women police stations will be established in Loharu, Barwala (Hisar), Narwana, Samalkha, Meham, Radaur and Pehowa in the next year

The Governor said, while reaffirming its unwavering commitment to peace, security and the rule of law, the state Government of Haryana has undertaken a series of decisive measures to strengthen law and order and ensure the safety of every citizen, particularly women and vulnerable sections of society. He said that to make women’s safety impregnable across the state, 33 women police stations and 239 women help desks are currently functioning with full efficiency. Another 7 new women police stations will be established in Loharu, Barwala (Hisar), Narwana, Samalkha, Meham, Radaur and Pehowa in the next year, shared Sh. Ashim Kumar Ghosh.

Haryana has secured second rank in the country in the implementation of the three new criminal laws

The Governor said that the state government is giving top priority to peace, security and the rule of law in the state. The positive results of this are clearly visible on the ground today. It is a matter of pride that Haryana has secured second rank in the country in the implementation of the three new criminal laws. Due to improved investigations and modern policing in the state, the conviction rate in cases registered from July 1, 2024, to 31st December, 2025 has risen to 74.13 percent, he said.

He further shared that as a result of the Government's commitment to women’s safety, crimes against women have decreased by 16 percent in 2025. Haryana leads the nation in the fight against cybercrime, by saving 36 percent of fraud amounts in real time and blocking 1.5 lakh fraudulent mobile numbers, securing ₹256 crore assets of our citizens.

The Governor said that the crime against women in respect of the Scheduled Castes has been declining for the last 4-5 years. The number of cases of outraging the modesty of such women has come down to 83 in the year 2025 from 257 in the year 2021, witnessing a 67% reduction over a period of 4 years. The incidence of rape cases decreased from 211 in 2022 to 105 in 2025, marking a 50% reduction, kidnapping cases have seen a reduction from 23 in the year 2020 to 10 in 2025, showing a decrease of almost 50% from the year 2020. The total number of cases registered exclusively under provisions of The Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act have come down to 48 in 2025 from 132 in 2021, shared Sh. 426 criminal gangs busted, the extradition and deportation of 15 gangsters ensured

The Governor said that striking a blow to organised crime, the state police have busted 426 criminal gangs and ensured the extradition and deportation of 15 gangsters who had taken refuge abroad, resulting in a 40 percent reduction in extortion incidents. He further shared that an investment of ₹300 crore is being made towards modernisation of the police force and the recruitment process for 5,500 new constables is underway. The quick response time of 9 minutes and 44 seconds through Dial-112 is a symbol of our accountable governance system. With the resolve for a drug-free Haryana, the state government is moving forward strongly with the Action Plan-2029.

The Governor said that with modern policing, technology-driven interventions and focused action against organised and cyber crime, the state has emerged as a national leader in effective criminal justice implementation, improved conviction rates and citizen-centric policing. These sustained efforts are yielding visible results on the ground, making Haryana safer, more secure and more responsive than ever before.

Chandigarh, February 20- Emphasising Haryana’s pivotal role in building a developed and self-reliant India by 2047, Haryana Governor, Sh. Ashim Kumar Ghosh highlighted the Government’s ambitious ‘Haryana Vision Document–2047’, describing it as a comprehensive roadmap to transform the State into a one-trillion-dollar economy and a leading contributor to the national mission of ‘Viksit Bharat’.

Addressing the House on the first day of the Budget Session of the Haryana Vidhan Sabha which commenced here today, the Governor said that it is our shared dream that by the time India completes 100 years of its independence, it will be a developed, self-reliant, and globally leading nation. Haryana's role in this national resolve would be extremely important and the Haryana Vision Document–2047 will steer the State towards becoming a one-trillion-dollar economy and a leading pillar of ‘Viksit Bharat’ by the centenary of India’s independence.

The Governor said that the Haryana Vision Document was launched by the Union Home Minister Sh. Amit Shah in Panchkula on December 24, 2025. This document is a strategic blueprint to firmly establish Haryana as an economy of more than one trillion dollars by the year 2047.

Haryana Vision Document–2047 lays out six main resolutions for building a Viksit Haryana

The Governor said that the Haryana Vision Document–2047 document lays out six main resolutions for building a ‘Viksit Haryana’. The first of these is to make Haryana a carbon-negative state by 2047 through a triple-C approach, i.e., Clean, Carbon Negative, and Conducive Environment. The second involves advancing Haryana's finance and security frameworks through a triple-S approach, i.e., Safe, Secure, and Sustainable policies. The third dimension of industrialization involves making Haryana a global industrial hub that meets international standards through a triple-I approach, i.e., AI Innovation, Inclusion, and International Alignment. The fourth resolution is a secure agricultural and food system for the future. This involves connecting Haryana's agriculture with water conservation, technology, and innovation through a triple-E approach, i.e., Equitable, Eco-friendly, and Experimental farming. The fifth pillar focuses on future-ready education and skills. Through a triple-R approach—Reimagine, Redesign and Reinvest—the aim is to prepare our youth for the jobs and opportunities of the future and the last resolution is to ensure that every family prospers in the years ahead. For this, the government is working with a triple-H approach—Healthy, Hopeful and Happy—to guarantee security, healthcare and dignity for every household. Active participation of all stakeholders in policy-making will be essential to achieve these goals for a Viksit Haryana.

Antyodaya – The Human Face of Development

The Governor said that Pandit Deendayal Upadhyaya’s philosophy of Antyodaya is a moral commitment to compassionate governance. Treading this path, social security pensions are now being delivered in a proactive mode. Eligible beneficiaries are identified through data from the Parivar Pehchan Patra (PPP), and pensions are automatically initiated upon eligibility without the need for applications or visits to government offices. He said that the state is providing one of the highest levels of social security pensions in the country, said Sh. Ashim Kumar Ghosh.

The Governor said that Senior citizens, widows, persons with disabilities and patients suffering from rare diseases receive Rs. 3200 per month. Notably, all 21 categories of disabilities under the Rights of Persons with Disabilities Act, 2016 have been included under the pension scheme. Additional financial assistance is also being provided for medical conditions such as thalassemia and haemophilia, shared Sh. Ashim Kumar Ghosh.

Deen Dayal Lado Lakshmi Yojana effectively implemented to strengthen the economic empowerment and social security of women

The Governor said that the government has effectively implemented the ‘Deen Dayal Lado Lakshmi Yojana’ with the objective of strengthening the economic empowerment and social security of women. Under this scheme, financial assistance of Rs. 2100 per month is being provided to those women aged 23 years or above whose family’s annual income is less than one lakh rupees. Additionally those mothers have also now been included in the schemes that are encouraging the education, nutrition and academic excellence of their children. So far, an amount of Rs. 634 crore has been deposited in four installments into the accounts of 9 lakh 22 thousand 452 beneficiary sisters, shared Sh. Ashim Kumar Ghosh.

He said that to support social upliftment, financial assistance of up to Rs.71,000 is being provided for the marriage of daughters from economically weaker families under the ‘Mukhyamantri Vivah Shagun Yojana’. The Governor further shared that under the ‘Deen Dayal Upadhyay Antyodaya Parivar Suraksha Yojana (DAYALU)’, families with an annual income of less than Rs.1.80 lakh are provided financial protection of up to Rs. 5 lakh in case of death or disability. So far, 49,983 beneficiaries have received assistance amounting to Rs. 1,881 crore. To support self-reliance among street vendors, loans and interest subsidies are also being provided under the PM SVANidhi scheme.

He further shared that under the Pradhan Mantri Awas Yojana (Urban and Rural), more than 1.56 lakh houses have been constructed in Haryana. Under the ‘Mukhya Mantri Shehri Awas Yojana’, 15,256 plots of 30 sq. yards (one marla) have been allotted across 14 cities. Similarly, under ‘Mukhya Mantri Gramin Awas Yojana’, 12,561 plots ranging from 50 to 100 sq. yards have been allotted.

The Governor said that the financial support for house construction is also being ensured under the PM Awas Yojana. Thousands of families in both urban and rural areas have received possession of plots and assistance for construction. Chandigarh, February 20- Haryana Governor, Sh. Ashim Kumar Ghosh said that reinforcing its commitment to fiscal discipline and citizen-friendly governance, the state government has achieved significant milestones in excise and taxation during the current financial year. The state has emerged as a national leader by securing the top rank in net State GST growth among all states in India till January, reflecting strong economic momentum, efficient tax administration and the growing entrepreneurial spirit of its people.

While addressing the House on the first day of the Budget Session of the 15th Legislative Assembly which commenced here today, the Governor said that the state government is prioritising fiscal stability and efficient tax administration. As a result, Haryana has set new benchmarks of economic strength. It is a matter of pride that during the current financial year, the state has ranked first among all the States in the country in net State GST Growth (SGST) till the month of January, said Sh. Ashim Kumar Ghosh.

He said that this remarkable rise in GST collection reflects not only the entrepreneurial spirit of Haryana’s citizens but also the steady expansion and strengthening of the state’s economy. Revenue from excise, VAT and CST is also increasing steadily in line with budget targets.

The Governor said that to make the tax system more humane and simple, the One-Time Settlement Scheme-2025 launched by the state government received wide public support and has benefitted over 1.15 lakh small traders. He said that transparency has been strengthened through taxpayer-friendly mobile applications and various e-governance initiatives. Under the Prime Minister, Sh. Narendra Modi’s visionary leadership, GST 2.0 reforms have marked a significant shift in the tax system, with a simplified two-slab structure, rationalised rates and faster refunds making GST more citizen-centric and business-friendly, he said.

Ashim Kumar Ghosh further said that despite accounting for only 1.34 percent of the country’s geographical area and 2.09 percent of its population, Haryana contributes an impressive 3.8 percent to the national GDP. He shared that Haryana’s GSDP is estimated to grow by 9.5 percent in 2025–26 at constant prices, reflecting real economic expansion. Per capita income at current prices has risen to Rs. 3.95 lakh, indicating improved living standards.

The Governor further shared that Haryana ranks fifth in the country with a 7.34 percent share in national GST collections, reflecting the strength of its tax system. He said that to make governance more transparent and inclusive, benefits of 160 schemes are being delivered directly to beneficiaries through DBT. During the current financial year, assistance worth Rs. 11,403 crore has been provided to beneficiaries of these schemes. Allocation for district plans has also been increased to Rs. 400 crore to strengthen decentralised planning.

The Governor said that the state government had made a strong case before 16th Central Finance Commission for increasing its share in tax devolution to the state keeping in view its major contribution in GDP and GST collections at the national level, its small geographical area & population size and sound fiscal parameters.

He said that the Commission recognized these facts and introduced a new criterion of "Contribution to GDP" with weightage of 10 points for the first time in tax devolution formula. Resultantly, share of Haryana in tax devolution increased from 1.093% in 15th Finance Commission to 1.361%, constituting a 24.52% increase. In absolute terms, Haryana received total tax devolution of Rs. 61, 736 crore during 15th Finance Commission’s period and as per 16th Finance Commission projection the State will receive about Rs. 1,42,156 crore which is 2.3 times of the earlier devolution, shared Sh. Ashim Kumar Ghosh. He said that Haryana has earned the distinction of being the top state with the highest percentage increase in devolution among all the states.

The present state government has prioritised the development of roads, transportation, urban amenities, and digital infrastructure, he said.

The Governor further informed that during the year 2025-26, special repair work of 6,030 kilometers of roads has been successfully completed. Furthermore, 68 kilometers of new roads have also been constructed in the current year. He said that the government has taken the decision of widening all 12 feet-wide roads in the state to 18 feet. In this direction, 1,275 kilometers of work will be completed by March 2026, and the remaining 2,225 kilometers will be completed by March 2027. Our vision is clear, that every district in the state should be directly connected to National Highways ensuring smooth and safe travel, said Sh. Ashim Kumar Ghosh.

Haryana City Bus Service Limited is spearheading a new revolution

The Governor said that to make urban life easier and more environment-friendly, the Haryana City Bus Service Limited is spearheading a new revolution. Currently, city bus services are available in 10 major cities; Rohtak Sonipat, Panipat, Rewari, Hisar, Ambala, Kurukshetra, Yamunanagar, Panchkula and Karnal, and 65 eco-friendly e-buses are already playing on the roads here.

He further shared that to strengthen the transport infrastructure, an electric bus depot in Panipat has been completed, and another depot in Yamunanagar-Jagadhri will be ready by 31st March, 2026. In addition, 650 standard floor AC buses are being introduced for metropolitan cities like Gurugram and Faridabad and ten more cities of Haryana, which will redefine urban transportation.

Haryana Orbital Rail Corridor project will prove to be a game-changer for the state's economy

The Governor said that the Haryana Orbital Rail Corridor project, costing Rs. 11,607 crore, will prove to be a game-changer for the state's economy. Its priority section, Patli-Manesar, has already been opened for freight trains, and the entire project is targeted for completion by June 2029. Simultaneously, we are eliminating level crossings for safer and smoother traffic flow on the roads. So far, 100 ROBs and RUBs have been constructed on various railway tracks, he shared.

In the field of air connectivity, Hisar is emerging as a major hub

Sh. Ashim Kumar Ghosh informed the House that in the field of air connectivity, Hisar is emerging as a major hub. He said that Prime Minister, Sh. Narendra Modi, formally inaugurated the flight operations on the Hisar–Ayodhya–Hisar route on April 14, 2025. This represents a confluence of faith and development for us. So far, approximately 4,000 devotees have travelled to Ayodhya Dham. Air services have also been started for Chandigarh and Jaipur from Hisar Airport.

The Governor said that villages of Haryana are its soul. The present state government has expanded rural development beyond basic amenities to focus on ensuring a dignified quality of life. Digital services have been extended to villages to make governance simpler and more transparent and empowered Panchayats are accelerating development based on local needs, he said.

The Governor said that through the BharatNet expansion project, all 6,222 Gram panchayats are being connected with high-speed broadband. Connectivity has already been established in around 82 percent of Panchayats, linking government schools, health centres and police stations to the digital mainstream. Under the Jal Jeevan Mission, Haryana is among the leading states to provide functional tap water connections to every rural household, he shared.

The Governor informed the House that under the Mahagram Yojana, efforts are underway to provide urban level facilities in Rural Areas. Projects have been completed in 19 villages and construction is underway in 43 villages. Further, to enhance the social environment in villages, the government has established 983 Atal libraries, 415 indoor gyms and more than 616 Mahila Sanskritik Kendras. Street lights have been installed in 830 villages to improve safety and unpaved village pathways have been converted into paved ones at a cost of Rs. 283 crore, shared Sh. Ashim Kumar Ghosh.

The Governor said that on the recommendation of all the members, new projects worth Rs. 963.40 crore have been approved so far in this financial year which will further accelerate regional development. He said that Under the Amrit Sarovar scheme, 724 ponds have been rejuvenated, helping to improve groundwater levels. Through the Swachh Bharat Mission (Gramin), efforts are being made to transform every village into an ODF-plus model, with thousands of solid and liquid waste management projects already completed, informed Sh. Ashim Kumar Ghosh. He said that the state government's commitment to implement the Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin) in the state and ensure 125 days of wages every year. Ashim Kumar Ghosh while addressing the House on the first day of the Budget Session of the Haryana Vidhan Sabha which commenced here today said that education is the long-term capital of any society, hence the government has focused on the quality, accessibility, and equal opportunities in education. Schools, colleges and universities are being developed to meet modern requirements, so that students acquire not only degrees but also life skills.

The Governor said that the government is fully committed to developing Haryana into a knowledge-based society. Under the ‘Guru-Shishya Yojana’, launched with the aim of reviving the guru-shishya tradition in a modern context, 219 gurus and 270 disciples have been enrolled so far. Of these, 126 gurus have been successfully certified. He said that in Palwal, Faridabad, Sirsa, Ellenabad, Hodal, and Panchkula, this programme is not only promoting skill development but also preserving our cultural heritage. For the year 2022-23, Haryana has achieved a Gross Enrollment Ratio (GER) of 34.8 percent.

Sh. Ashim Kumar Ghosh further shared that the enrollment of girls at 39.1 percent presents a positive picture of women's empowerment. This is significantly higher than the national average, and the state is on track to achieve the target of 50 percent in line with the National Education Policy-2020. To ensure easy access for students, especially girls, my government has established at least one college within a 20-kilometer radius, he said.

'Haryana State Research Fund' established to provide a new direction to scientific thinking among students and teachers

The Governor said that promoting innovation and research along with academic excellence is a priority for the state government. 'Haryana State Research Fund' established during the current financial year with an initial allocation of Rs. 20 crore, is providing a new direction to scientific thinking among students and teachers. Additionally, 24x7 library and reading room facilities have been started in 22 district-level colleges for the general public and students, he said.

Sh. Ashim Kumar Ghosh further shared that the 'Super 100' programme has proven to be a boon for giving wings to the dreams of meritorious students. Since the academic session 2023-24, children from government schools are excelling in IIT-JEE and NEET through this coaching programme. He said that the selection of 198 students in IITs & NITs and 252 students in prestigious medical colleges since 2018 is a testament to the success of this programme.

Under 'Mission Buniyad', 5,000 promising students are studying online at 103 centres

The Governor said, under 'Mission Buniyad', 5,000 highly promising students are studying online at 103 centres to strengthen their academic foundation in classes 9th and 10th, and they are also being provided with free uniforms and stationery. To ensure that our students do not lag behind in the era of global competition, teaching of French language has been initiated in government schools in a phased manner.

He said that the government is taking concrete steps towards making Haryana a global hub of science and innovation. Through Atal Tinkering Labs and Digital Labs, we are modernising the infrastructure of schools. The 'Aryabhatt Science Centre' being built in Ambala at a cost of Rs. 85 crore and the modernisation of the Kalpana Chawla Memorial Planetarium in Kurukshetra will help in further promoting scientific consciousness in the state, shared Sh. Ashim Kumar Ghosh.

He said that the 'Kalpana Chawla Scholarship Scheme' has been launched to encourage girl students in engineering subjects. Under this scheme, 250 scholarships of up to Rs. 1 lakh each will be provided annually. In addition, awards of up to Rs. 5 lakh are given under the 'Vigyan Ratna Award'.

Haryana's greatest strength is its youth

The Governor said that Haryana's greatest strength is its youth. This is the same youth power that toils in the fields, brings glory to the country in sports, and is playing a leading role in realising the vision of 'Viksit Bharat-Viksit Haryana' through innovation. The present state government has prioritised education, skill development, and employment opportunities for the youth. This has increased employment prospects and instilled confidence in the youth, said Sh. Ashim Kumar Ghosh.

He said that Haryana Kaushal Rozgar Nigam has played a transformative role in the state's recruitment process. Through it, approximately 1,18,000 contractual employees have been deployed so far. These young people have not only received employment but their future has also been secured by providing them with security of tenure, social security benefits, medical and life insurance, said Sh. Ashim Kumar Ghosh.

200 young persons have been appointed as construction workers in Israel

The Governor shared that Haryana Kaushal Rozgar Nigam has also registered itself as an authorised recruiting agent and established coordination with foreign employers. This has opened the doors to respectable employment opportunities for the state's youth at the international level. 200 young persons have been appointed as construction workers in Israel and another 210 young persons have been appointed as bike riders and warehouse assistants in the United Arab Emirates in a fair and transparent manner, said Sh. Ashim Kumar Ghosh.

4826 rural youth received skill training under Deendayal Upadhyaya Gramin Kaushal Yojana

The Governor said that to empower the youth of rural areas, my government is giving top priority to skill training. Under the 'Deendayal Upadhyaya Gramin Kaushal Yojana’, 4826 rural youth have been provided skill training. Through Rural Self-Employment Training Institutes, 14,198 young people have been trained this year, and 70 percent of them have been linked to self-employment, he said.

He said that the present state government's goal is clear that every young Haryanavi should become skilled in their own field. The launch of the state-of-the-art training through Shri Vishwakarma Skill University is a living example of this. To address future global and local challenges, we have established a first-of-its-kind ‘Department of Future’. This initiative is a far-sighted step towards realising the vision of ‘Viksit Haryana’ by 2047, which will elevate governance to new heights through data analysis and future-oriented policy making, said Sh. Ashim Kumar Ghosh.

The Governor said that Service and security of the nation are deeply ingrained in the values of our youth. The present state government is grateful to the brave soldiers who protect the country's borders and their families. In line with this commitment, 418 dependents of martyrs from the Armed Forces and Central Armed Police Forces have been provided government jobs on compassionate grounds between October 2014 till date, said Sh. Haryana to Honour 11 Eminent Scientists at State-Level Science Awards Ceremony on February 28

Chandigarh, February 20 – The Directorate of Science & Technology, Haryana will organize the Haryana Science Ratna Award and Haryana Young Science Ratna Award distribution ceremony on February 28 at Haryana Lok Bhavan. A total of 11 eminent scientists will be honoured during the ceremony.

A government spokesperson informed that at the state-level award ceremony, the Governor of Haryana, Prof. Ashim Kumar Ghosh, will be the Chief Guest, and the Chief Minister of Haryana, Sh. Chandigarh, February 20 – Haryana Education Minister, Sh. Mahipal Dhanda said that the Memorandum of Understanding (MoU) signed by the Haryana Government, through the Department of Technical Education, with the Indian Institute of Technology Roorkee (IIT Roorkee) on February 20, 2026 is a historic and visionary initiative in the field of technical education in the state. He said that this agreement will provide new momentum to academic excellence, research integration, faculty development, and innovation-driven teaching in government engineering, technology, and polytechnic institutions across the state.

The MoU was signed on behalf of IIT Roorkee by Dean (Sponsored Research and Industrial Consultancy) Prof. Vivek Kumar Malik, and on behalf of the Haryana Technical Education Department, Director General, Technical Education, Haryana, Sh. Prabhjot Singh. Senior officers from both institutions were present on the occasion.

Education Minister, Sh. Mahipal Dhanda said that IIT Roorkee, recognised as an institution of national importance, enjoys global recognition in the fields of engineering, technology, and advanced research. Through this collaboration, State Engineering and Technology Institutions (SIETs), government polytechnic institutes, and technical universities of Haryana will directly benefit. The agreement will establish a strong academic bridge between IIT Roorkee and the Technical Education Department, enabling students and faculty of the state to access national-level expertise and resources.

He said that key features of the MoU include joint training programmes, workshops, and structured knowledge-sharing initiatives for faculty development and capacity building. Training and research opportunities will be available at IIT Roorkee in accordance with institutional regulations under student training and project-based learning. Besides this, research collaboration will be promoted through joint research projects, faculty exchange, and shared use of academic resources. Active participation will also be ensured in hackathons, incubation programmes, start-up mentoring, and technology-driven initiatives to promote innovation and entrepreneurship.

He further said that the objective of the Haryana Government is not only to provide quality technical education to students but also to empower faculty members with modern research exposure, industry-oriented approaches, and innovative teaching methods. This agreement will lay the foundation for a dynamic, innovation-focused, and industry-connected educational ecosystem in the state.
