State Witnessing All-Round Development Under CM Nayab Singh Saini’s Leadership: Cabinet Ministers
People of Uchana Shattered the Myth of Only Political Dynasties Winning from Uchana: Ranbir Gangwa
No One’s Pension Has Been Stopped: Krishan Kumar Bedi
All-Round Development Underway in Haryana: Dr. Krishan Middha
Chandigarh, February 18 – Haryana Chief Minister Sh. Nayab Singh Saini inaugurated and laid the foundation stones of five development projects worth ₹103.31 crore during the Uchana Dhanyavad Rally held in Uchana, Jind district today. These included three inauguration projects worth ₹28.54 crore and two foundation stone projects worth ₹74.77 crore.
On the occasion, the gathering was also addressed by Public Health Engineering and Public Works Minister Sh. Ranbir Gangwa, Social Justice and Empowerment Minister Sh. Krishan Kumar Bedi, and Deputy Speaker of the Haryana Vidhan Sabha, Dr. Krishan Middha.
Public Health Engineering and Public Works Minister Sh. Ranbir Gangwa said that under the leadership of Chief Minister Sh. Nayab Singh Saini, the double-engine government is carrying out development works at a rapid pace across the state. Referring to the Assembly elections, he said the people of Uchana played a decisive role in forming the BJP government.
He stated that the Chief Minister is ensuring equal development across Haryana. Sh. Gangwa said there was a misconception that only political dynasties could win from this constituency. Another myth was that the BJP formed the government only after certain leaders joined the party. The people of Uchana have dispelled both these misconceptions. He added that those who had been Ministers at the Centre, MPs and MLAs were shown that it is the people—not political families—who decide who will win.
No pension has been stopped in state: Bedi
Social Justice and Empowerment Minister Sh. Krishan Kumar Bedi said that the Bangar region has always played a significant role in politics. There was a time when the Congress won five seats from here, and leaders like Chaudhary Devi Lal also won from this region. However, he said that now the people have placed their trust in the BJP, Sh. Narendra Modi and Sh. Nayab Singh Saini.
Sh. Bedi said that leaders elected from here earlier used their political gains for positions at the national and state levels but did not devote time to the development of this area. In contrast, Chief Minister Sh. Nayab Singh Saini is reaching out to the people directly, resolving their issues and accelerating development works.
He alleged that the opposition is unable to digest the welfare measures being undertaken and is spreading misinformation among the public. On the issue of pensions, he clarified that the government has neither stopped nor planned to cut anyone’s pension. Only those cases where complaints were received were temporarily held for verification by officials. However, the Chief Minister directed that verification may continue, but pensions should not be stopped.
He further said that during the tenure of former Chief Minister Sh. Bhupinder Singh Hooda, pensions of elderly people were not only stopped but notices were also issued asking for recovery with interest and penalties. In contrast, the present government has not taken such action and has increased pensions every year.
All-round development taking place in Haryana: Middha
Deputy Speaker of the Haryana Vidhan Sabha, Dr. Krishan Middha, said that Chief Minister Sh. Nayab Singh Saini believes in service and not enjoying power. In this spirit, the Chief Minister is visiting all 90 Assembly constituencies to accelerate development works.
He said the state government is implementing development projects at a fast pace. Highlighting recent works carried out in Jind district, Dr. Middha mentioned the construction of a new bypass, a medical college, a new railway station, and the establishment of an IMT in Jind district. He added that the pace of development has unsettled the opposition, which had earlier claimed it would return to power, but the people rejected those claims.

CM Nayab Singh Saini Addresses Dhanyavad Rally in Uchana, Launches Development Projects Worth ₹103.31 Crore
Pace of development in Uchana will now be accelerated: CM
CM Attacks Congress, Says It Has No Work Except Spreading Misinformation
Chandigarh, February 18 — Haryana Chief Minister Sh. Nayab Singh Saini said the government has been formed for the third time in the state on the strength of its integrity, policies and commitment to ‘Antyodaya’. He said the pace of development in Uchana will now be accelerated and no stone will be left unturned in ensuring the prosperity of the area.
The Chief Minister was addressing a Dhanyavad Rally in Uchana, Jind district, on Wednesday. He was welcomed by the rally organizer and MLA from Uchana Assembly constituency, Sh. Devender Chaterbhuj Attri. Earlier, the Chief Minister inaugurated and laid the foundation stones of five development projects worth ₹103.31 crore, including three inaugurations worth ₹28.54 crore and two foundation stones worth ₹74.77 crore.
Public Health Engineering and Public Works Minister Sh. Ranbir Gangwa, Social Justice and Empowerment Minister Sh. Krishan Kumar Bedi, Deputy Speaker of the Haryana Vidhan Sabha Dr. Krishan Middha, and MLA Sh. Pawan Kharkhoda were also present on the occasion.
Addressing the gathering, Sh. Nayab Singh Saini said that the land of Uchana represents a confluence of hard work, tradition and progress. He said that despite being the land of hardworking farmers, Uchana had long been neglected. False promises were made and votes were taken for two to three generations, but little was done in the name of development. He alleged that those trapped in dynastic politics were never serious about the future of the people’s children and focused only on securing their own families’ future. In contrast, the present government has ensured the region’s rightful development and will continue to do so.
78 out of 98 Announcements Fulfilled
The Chief Minister said that the government views politics not merely as a means to power but as a medium of service. In the past 11 years, 98 CM announcements were made for the development of Uchana Assembly constituency. Out of these, 78 have been fulfilled and 15 are under progress.
He stated that ₹1,409 crore has been spent on development works in Uchana during the past 11 years, compared to only ₹386 crore during the 10-year tenure of the Congress government. Under BJP rule, Uchana Tehsil was upgraded to Sub-Division and Alewa Sub-Tehsil was given the status of Tehsil. He said that in its third term as well, the BJP government is working at full pace for public welfare, aiming not just to win elections but to win people’s trust. The opposition only levels allegations, whereas the government has a report card of the work done.
Government Fulfilling Its Promises
Sh. Nayab Singh Saini said that the Congress government merely made hollow promises to seek votes. Today, the opposition is issue-less. He said that out of 217 commitments made in the party’s election manifesto, 60 have already been fulfilled within one year.
He said that in its third term, the government has taken concrete steps for holistic development and protection of all sections of society. Under this, poor women are being provided LPG cylinders at just ₹500 per month to support their households.
He added that farmers remain at the centre of government policies. While the Swaminathan Commission recommendations were ignored during Congress rule, the BJP government has consistently worked for farmers. Today, all crops in the state are being procured at Minimum Support Price (MSP). So far, ₹1.64 lakh crore has been transferred into the accounts of 12 lakh farmers for crop procurement. In addition, over the past 11 years, ₹15,448 crore has been provided to farmers as compensation and under the Pradhan Mantri Fasal Bima Yojana. In contrast, only ₹1,138 crore was released as compensation during the 10-year Congress rule.
The Chief Minister said that Congress and the Aam Aadmi Party contest elections together, as seen during the Lok Sabha elections in Kurukshetra, but the public taught them a lesson. He said that in Punjab, AAP promised ₹1,000 per month to women, but with only 7–8 months left before elections, nothing has been delivered.
In contrast, the Haryana BJP government launched the ‘Deendayal Lado Lakshmi Yojana’ to provide economic and social security to women. Under this scheme, financial assistance of ₹2,100 is provided. So far, more than 9.22 lakh women have received ₹634 crore under the scheme.
He further said that in the past year alone, 36,000 youths have been given government jobs without “parchi-kharchi. In total, 1.80 lakh jobs have been provided over the past 11 years.
Congress Spreading Misinformation
Sh. Nayab Singh Saini said that Congress is engaged solely in spreading misinformation. He said that to curb corruption under MGNREGA, the central government launched Viksit Bharat–G Ram G Gramin initiative, guaranteeing 125 days of employment instead of 100 and allocating ₹1,51,282 crore for the purpose. Yet, the Congress has been spreading misinformation about it as well.
He said the Congress promised 24-hour electricity but failed to deliver. It also tried to mislead people on the issue of pensions.
Uchana Moving Rapidly on the Path of Development: MLA Devender Chaterbhuj Attri
MLA Sh. Devender Chaterbhuj Attri said the Dhanyavad Rally is not just a programme but a message that Uchana is progressing rapidly on the path of development. With the BJP forming the government for the third time, the pace of development has further accelerated.
He thanked Chief Minister Sh. Nayab Singh Saini for selecting six villages of Uchana for inclusion in the IMT. He said that earlier, those who won elections from Uchana remained engaged in politics in Delhi and Chandigarh and held high positions, but had little connection with the local people.

Anurag Rastogi, has approved four Community-Based Solar Powered Integrated Micro Irrigation Projects under the Micro Irrigation & Command Area Development Authority (MICADA), Haryana.
With a total investment of ₹402.41 crore, the projects will be implemented across 61 canal outlets covering 20 blocks in Bhiwani, Jhajjar, Kurukshetra and Mahendragarh districts. Scheduled for completion between 2026-27 and 2028-29, the initiative will bring 11,040 hectares of culturable command area under advanced micro-irrigation systems and directly benefit 8,926 farmers across 94 villages.
The district-wise allocation includes ₹95.78 crore for Bhiwani, ₹114.68 crore for Jhajjar, ₹77.17 crore for Kurukshetra and ₹114.78 crore for Mahendragarh. The benefit-cost ratio ranges from 1.21:1 to 1.65:1, indicating strong economic viability and long-term returns for the farming community. By promoting drip and sprinkler systems within canal command areas, the projects aim to significantly improve water use efficiency, reduce transmission losses and enhance crop productivity.
Chairing the meeting, the Chief Secretary emphasized that integrated supply and demand management of water is essential to address climate variability and declining groundwater levels. He directed departments to ensure timely execution, strict monitoring and effective coordination so that benefits reach farmers within the stipulated timeframe. The adoption of solar-powered systems will also lower operational costs and make irrigation environmentally sustainable. He also directed officers to go in the field and share best practices with farmers.
The Committee reviewed and approved a comprehensive reform 16 agendas pertaining to registration of manufacturer/suppliers as per PDMC Guidelines, 2025 and to strengthen transparency, accountability and farmer protection. A total of 147 manufacturers and suppliers were found eligible for registration for 2025–26 to 2029–30 after rigorous scrutiny of 165 applications. Vendors agreed to align their rates with approved State/PDMC norms under the Per Drop More Crop (PDMC) programme, ensuring that farmers are shielded from inflated pricing.
The scheme will continue under a beneficiary-driven Direct Benefit Transfer/Kind through model, enabling farmers to select suppliers while subsidies are released within approved cost ceilings. To enhance transparency, the MICADA portal will be integrated with the GST portal for digital authentication of invoices, preventing fake or inflated billing. A component-wise bank guarantee mechanism has also been approved to ensure financial accountability of vendors, and GST has been included as part of admissible subsidy as per norms.
Quality assurance mechanisms were further strengthened with State-level scrutiny of laboratory testing reports, strict penalty provisions for violations and independent monitoring of at least 20 per cent of projects annually. A cluster-based implementation strategy and a pilot Public-Private-CSR model were also discussed to expand coverage and ensure long-term maintenance support, particularly for SC, Small & Marginal farmers.
Notably, between 2022-23 and 2024-25, MICADA successfully implemented 99 NABARD-funded Micro Irrigation Fund schemes across 18 districts at a cost of ₹563.43 crore, with auxiliary infrastructure fully completed and micro-irrigation systems installed over nearly 40 per cent of the targeted area. The newly approved projects build upon this strong foundation and reaffirm Haryana’s commitment to climate-resilient, technology-driven and farmer-centric agricultural development.
Principal Secretary to Chief Minister, Sh. Arun Kumar Gupta, Additional Chief Secretary, Irrigation & Water Resources, Sh. Anurag Agarwal, Principal Secretary, Agriculture & Farmers’ Welfare, Sh.
