Chandigarh, February 17 – In a major step towards accelerating development works in the state, the Haryana Government has finalized various procurement processes of more than 40 departments. The decision was taken in a meeting of the High-Powered Purchase Committee held today under the chairmanship of Chief Minister Sh. Nayab Singh Saini. Proposals related to projects of several departments, including Power, Public Health, Public Works, Irrigation, Transport and IT were approved, and tenders for multiple development works were issued.
During the meeting, the Chief Minister said that the primary objective of the government is to provide better and quality facilities to the people. He directed officials to ensure regular monitoring of all development projects so that works are completed within stipulated timelines and as per quality standards. He stated that he would personally review the projects and ensure judicious utilization of every penny. “No negligence in development works will be tolerated,” he said.
Approval for Drinking Water Projects
During the meeting, the tender for construction of two Ranney wells and one boosting station under the AMRUT-2 scheme to provide clean drinking water in Palwal city was finalized. The project will cost approximately Rs 100 crore.
Similarly, the tender for construction of a 6 MLD capacity water works in village Sirohi Bahali in Mahendragarh was finalized at a cost of Rs 53.47 crore. This facility will provide clean drinking water to around 39 nearby villages.
In Rewari city, an 8 MLD capacity raw water storage tank will be constructed at a cost of Rs 27 crore to strengthen the city’s water supply system.
Approval for Road and Building Construction Works
A project worth Rs 37.89 crore was approved for strengthening the Chhuchhakwas–Matanhail road in Jhajjar. Another Rs 46.20 crore will be spent on strengthening the Dharsul–Ratia road in Tohana.
In addition, construction of an academic block at Government Women’s College, Gurugram will be undertaken at a cost of Rs 9.37 crore, while an Excise Building will be constructed in Fatehabad at a cost of Rs 13.60 crore.
HSIIDC will also construct a Facilitation Centre for industries in Sohna at a cost of Rs 12.80 crore to promote industrial activities.
Boost to Urban Transport
The Chief Minister informed that the process to provide 200 city electric buses in Faridabad and Gurugram under the Prime Minister City Bus Service has been finalized. Additionally, electric bus depots will be constructed in Ambala at a cost of Rs 13 crore and in Hisar at Rs 14 crore.
Approval has also been granted for the purchase of 19 cranes for the Transport Department. A Gymkhana Club will be constructed in Faridabad at a cost of Rs 16.50 crore.
Key Decisions in Security and Energy Sector
The Police Department has completed the procurement process for 163 single-door and 183 CCTV-integrated multi-zone metal door machines for district secretariats and other government buildings.
In the energy sector, approval has been granted for purchase of transformers and other equipment worth Rs 57.25 crore for seven new 33 KV substations in Panipat and Karnal. Equipment worth Rs 62.75 crore will also be procured for seven new 33 KV substations in Sonipat, Rohtak and Jhajjar.
New 66 KV substations will be constructed at Musimbal in Ambala and Saidopur in Yamunanagar at a cost of Rs 40 crore. A 66 KV substation will be set up at Dharuhera in Rewari at a cost of Rs 33.75 crore, and a 220 KV substation will be established in Sector-75A, Gurugram at a cost of Rs 75 crore.
A bridge will be constructed in village Damla, Yamunanagar at a cost of Rs 13.39 crore. In Rohtak, Rs 97.45 crore will be spent on remodeling four RD of the Bhaloth Distributary and enhancing its capacity.

Chandigarh, February 17- Haryana Chief Minister Sh Nayab Singh Saini said that the government is committed to making Haryana’s law and order a model in the country by strengthening the police force with modern resources, improved infrastructure, and state-of-the-art training. He said that Rs 300 crore is being spent on police modernization, while the recruitment process for 5,500 new police personnel is underway.
The Chief Minister was addressing the Valediction Ceremony of the sixth batch of the SWAT Commando Course at the Commando Training Centre, Panchkula, as the chief guest. During the course, 88 personnel including 11 PSIs and 77 other ranks received training in modern weapons and specialized operational skills.
On this occasion, the Chief Minister also inaugurated a Firing Simulator constructed at a cost of Rs 85 lakh. This state-of-the-art facility integrates modern technology with training and provides personnel with an accurate experience of real-time situations. The simulator enables them to practice complex scenarios without risk, improves reaction time, and enhances firing accuracy. It will make training more effective, scientific, and result-oriented.
25,700 personnel trained at the Commando Training Centre so far
The Chief Minister said that the Commando Training Centre, Panchkula, was established in 1984 and has been formally imparting commando training since March 4, 1985. Keeping in view the emerging security challenges at the time, the centre was conceived to prepare a highly trained force for special operations. Spread over approximately 12 acres, it has today become a symbol of the bravery and professionalism of the Haryana Police. From the Basic Commando Course to the SWAT Commando Course, 12 types of specialised courses are conducted here. So far, 25,700 personnel have been trained here and have dedicated themselves to the service of the state and the nation.
Commando Training Centre to be equipped with more advanced technologies in the future
Addressing the SWAT Commandos, the Chief Minister said that becoming a SWAT Commando is not merely attaining a rank but assuming the responsibility of being a strong guardian of the state’s security. He said that during the course, personnel gained proficiency in specialised techniques such as anti-terror operations, close-quarters battle, drone operations, IED handling, and firefighting.
He added that the present era has moved beyond traditional crime patterns, with challenges such as terrorism, organised crime, cyber-enabled attacks, and drone-based threats emerging rapidly. In such circumstances, the role of specialised units like SWAT becomes extremely important. He further said that the Commando Training Centre, Panchkula, will be equipped with more advanced technologies in the future. Simulation-based training, virtual reality modules, and inter-agency joint exercises will be strengthened further. The government’s endeavour is to ensure that every personnel is fully capable not only physically but also mentally and technically, he asserted.
State Government continuously working to modernise the police force
Sh Nayab Singh Saini stated that the State Government is continuously working to modernise the police force. Modern weapons, improved bulletproof equipment, strengthened communication systems, establishment of cyber labs, and upgradation of training institutions are among the key steps taken in this direction. The government’s goal is to make Haryana’s security system the best in the country. He added that to achieve this objective, peace, security, and the rule of law are being given top priority in the state.
Haryana leading the Nation in the fight against cybercrime
He said that Haryana’s commitment to women’s safety has led to a 16 percent reduction in crimes against women in 2025. The state is also leading the country in the fight against cybercrime, protecting citizens’ assets worth Rs 256 crore by saving 36 percent of fraudulent amounts in real time and blocking 1.5 lakh fraudulent mobile numbers. Similarly, taking strict action against organised crime, the police have busted 426 criminal gangs and ensured the extradition of 15 gangsters who had taken shelter abroad.
The government is moving forward firmly with Action Plan 2029, committed to achieving a drug-free Haryana
The Chief Minister said that, with a commitment to a drug-free Haryana, the government is moving forward firmly under Action Plan 2029. He informed that the ‘TRAKEA’ bar-coding system has been implemented in the Forensic Science Laboratory at the Madhuban Police Complex, making Haryana the first state in the country to adopt such a system from the police station level to the forensic lab.
He said the swift response time of 9 minutes and 44 seconds through Dial-112 reflects the government’s accountable governance system. He added that 30 companies of the ‘Durga Shakti Rapid Action Force’ have been deployed and 33 Durga Shakti vehicles have been integrated with Haryana-112. A total of 33 women police stations have been set in the state, and 239 women help desks have been established to provide immediate assistance to women living in remote areas.
On this occasion, Chief Minister Sh Nayab Singh Saini honoured the commandos who performed exceptionally well during the SWAT Commando Course by presenting them with trophies. Earlier, he inspected various security equipment and the firing simulator at the Commando Training Centre.
Speaking on the occasion, Director General of Police Sh Ajay Singhal said that the Chief Minister is always committed to the welfare and improvement of the police department and believes that the morale of police personnel should never be low. Additional Director General of Police (CID) Sh Saurabh Singh congratulated all personnel who completed the SWAT Commando Course and said that during the three-month programme they received intensive training to handle critical situations and maintain law and order.
During the programme, the SWAT Commandos demonstrated a walk-about drill, hostage rescue operations, yoga, tile breaking, live firing, and other adventurous activities.

Chandigarh, February 17 – Haryana’s Public Works (Buildings & Roads) and Public Health Engineering Minister Sh. Ranbir Gangwa today chaired a meeting of officers of the Public Health Engineering Department at the Haryana Civil Secretariat, Chandigarh.
During the meeting, the Minister reviewed various key issues related to the department and took stock of the progress of projects concerning drinking water supply, sewerage systems and public health infrastructure across the state. He directed officials to ensure regular cleaning and proper maintenance of all water works, Sewage Treatment Plants (STPs) and other public health establishments so that better facilities can be provided to the general public.
Surprise Inspection via Video Conferencing; Emphasis on Timely Completion
The Minister conducted surprise inspections of water works, STPs and other public health establishments in different districts through video conferencing and issued necessary directions to the concerned officers. He stressed that all projects must be completed within stipulated timelines and that citizens should not face any inconvenience.
Comprehensive Review of Water Works
Sh. Ranbir Gangwa sought detailed information regarding various water works in the state. He reviewed water sources, the areas and villages being supplied with drinking water, population coverage, supply capacity, and the status and functioning of Water Treatment Plants (WTPs). He also directed special attention towards storage capacity, the condition of tanks, regular cleaning and adherence to hygiene standards.
The Minister instructed officials to ensure regular testing of water samples, strengthen monitoring of water quality, and maintain the pipeline network properly to provide safe and clean drinking water to the public.
Directions to Address Leakages and Supply Issues
The Cabinet Minister directed that villages facing drinking water shortages be identified and alternative water sources developed. In areas where groundwater levels are low, plans should be made to install new tubewells or develop suitable water sources.
He further instructed that complaints regarding pipeline leakages or supply of contaminated water be addressed on priority to ensure clean and quality water supply. While laying new pipelines, these must be kept separate from sewer lines to prevent contamination.
Special Preparations for the Summer Season
Keeping the upcoming summer season in mind, Sh. Ranbir Gangwa directed officials to ensure adequate drinking water supply. He emphasized special monitoring in areas that faced water scarcity in previous years and instructed coordination with district administration, electricity and communication departments to ensure uninterrupted supply.
He also directed the launch of awareness campaigns to prevent water wastage and promote water conservation. Participation of schools, youth, local bodies and gram panchayats in such campaigns should be ensured.
Instructions to Ensure Green and Clean Premises
During the meeting, directions were also issued to increase greenery around water works, New Booster Stations (NBS), STPs and other public health establishments by planting flowers and saplings. The Minister said regular cleaning, maintenance and a green environment should be ensured to keep these premises clean, safe and attractive. He also emphasized regular monitoring of sanitation and maintenance arrangements.
The Minister directed that necessary corrective action be taken wherever water pumps are not functioning satisfactorily. At the same time, officers and employees managing pumps efficiently as per standards should be encouraged by issuing appreciation certificates to promote a positive work culture within the department.
Focus on Solar Energy and Reuse of STP Water
The meeting also discussed the installation of solar energy systems at water works, NBS, STPs and other public health establishments to save energy and reduce operational costs. The Minister directed officials to study the feasibility of installing solar plants at these sites and prepare a concrete plan to reduce dependence on conventional electricity and promote environmentally friendly systems.
He also directed efforts to accelerate the target of reusing treated STP water by the year 2028 to ensure optimal utilization of water resources.
The Public Health Engineering Minister stated that the government’s objective is to provide clean drinking water and improved sewerage facilities to every citizen of the state. He emphasized that providing safe and clean water is a top priority of the government and all officers must discharge their responsibilities sincerely while maintaining quality standards. The government is moving forward with development works with transparency, accountability and quality.
The meeting was attended by Engineer-in-Chief of the Public Health Engineering Department Sh. Devender Dahiya along with senior officers of the department, while other officers joined through video conferencing.

Haryana Government Orders Time-Bound Recovery of Penalties Imposed Under the RTI Act
Chandigarh, February 17: In a decisive move to strengthen accountability under the Right to Information (RTI) Act, the Haryana Government has directed all departments to ensure the immediate recovery of pending penalties imposed by the State Information Commission.
In a letter issued by Chief Secretary Sh. Anurag Rastogi to all Administrative Secretaries, Heads of Departments, Chief Administrators and Managing Directors of Boards and Corporations, Divisional Commissioners and Deputy Commissioners, clear instructions have been given to implement the recovery process in a time-bound manner.
The total outstanding penalty amount stands at ₹2,94,87,657, which is to be recovered from defaulting State Public Information Officers (SPIOs) across various departments.
To ensure smooth compliance, the government has approved a structured monthly installment mechanism instead of lump-sum recovery. As per the approved schedule, recovery will be affected by the Drawing and Disbursing Officers (DDOs) from the salaries or pensions of the concerned officers. Class-A officers will contribute ₹10,000 per month (₹5,000 in case of retired officers), Class-B officers ₹7,000 per month (₹3,500 if retired), and Class-C officers ₹4,000 per month (₹2,000 if retired) until the entire outstanding amount is recovered.
The government has clarified that in cases where the concerned SPIO has expired, the penalty shall be waived. For serving Sarpanches, recovery will be made at ₹3,000 per month from their honorarium. Cases involving Ex-Sarpanches will be referred to the respective Deputy Commissioners for action under applicable revenue laws.
Administrative Secretaries have been asked to personally monitor compliance and submit periodic status reports to the State Information Commission, underscoring the government’s commitment to transparency and institutional discipline.

Vacant posts in AYUSH hospitals will be filled soon: Arti Singh Rao

Chandigarh, February 17 – Haryana Health Minister, Ms. Aarti Singh Rao has said that vacant posts in AYUSH hospitals across the state will be filled soon. Necessary directions have been issued to the concerned officers so that these positions can be filled at the earliest and healthcare services can be further strengthened.
She said the state government is committed to strengthening AYUSH medical services so that people can benefit from traditional and holistic systems of treatment. With adequate staff appointments, both the quality and availability of services in hospitals will improve.
The Health Minister said that various positions have been approved for the 25-bedded government hospital in Bhiwani. The recruitment process for these positions will begin shortly. She added that five posts have been sanctioned as per the prescribed norms of the National Health Mission (NHM). Apart from this, Yoga Instructors will be appointed on a part-time basis.
She said that the Haryana Government is continuously working to strengthen AYUSH and traditional healthcare services across the state so that citizens can receive comprehensive and quality healthcare facilities.

Chandigarh, February 17 – Haryana Chief Minister, Sh. Nayab Singh Saini on Tuesday said that the opposition has no real issues to discuss and therefore it is trying to spread rumors to mislead the people. He said that the traders, industrialists and people of the state are happy with the recent India-US trade deal. However, Prime Minister, Sh. Narendra Modi’s strategic moves have left the Congress party ‘Faded’.
The Chief Minister said this while addressing a press conference held at Haryana Niwas.
The Chief Minister shared that during his recent visit to Japan MoUs worth around Rs 5,000 crore were signed. Several investors have already identified land in the state to begin operations in this line. He said that major international industrial players have expressed interest in Haryana, and concrete steps are being taken to facilitate their entry.
The Chief Minister said that out of the 10 proposed Industrial Model Townships (IMTs) announced in the previous budget, sites for 6 have already been identified, and construction is progressing rapidly.
The Chief Minister further said that the upcoming general budget is expected to introduce several new pro-industry policies.
Taking a dig at the political turmoil in Punjab following his recent visits to the neighboring state, the Chief Minister said that both Congress and AAP governments have mismanaged Punjab's finances, whereas Haryana remains number one in economic management. He expressed confidence that the BJP will form the government in Punjab in the forthcoming election and will uplift the economy under Prime Minister, Sh. Narendra Modi’s leadership.
He said that Punjab's farmers are aware that Haryana buys 24 crops at MSP and provides timely compensation in case of natural disasters.
Clarifying opposition allegations regarding the hiring of youths from other states through the HPSC, the Chief Minister said that the Haryana government is committed to provide the jobs purely on merit basis. As youth from Haryana secure jobs in Punjab, UP, Rajasthan, and Himachal Pradesh, candidates from other states can be selected in Haryana based strictly on merit and transparency.
Sh. Nayab Singh said that this year, the government has provided jobs to 36,000 youth based on merit. Currently, recruitment for 12,500 vacancies is underway, including 5,500 positions in the Police Department.
Replying to a question regarding the reports of deaths in Palwal district, the Chief Minister said that the government is fully alert and has formed teams to investigate the matter. All possible medical assistance is being provided to those affected.

Chandigarh, February 17- Haryana Chief Minister, Sh. Nayab Singh Saini, while addressing a press conference on Tuesday, said the upcoming Budget Session of the Haryana Vidhan Sabha, beginning February 20, will provide a strong foundation for the state’s development roadmap, welfare priorities, and future planning. Reaffirming the government’s commitment to good governance, transparency, and public welfare, the Chief Minister said that the government’s Sankalp Patra placed before the people at the time of assuming office is akin to the Gita for the state government and reflects its firm commitment to good governance, transparency and public interest.
The Chief Minister said that the entire country is aware that Bharatiya Janata Party (BJP) governments consistently ensure that their actions match their words, leaving no gap between promise and delivery. He said that the present state government has worked to implement its commitments on the ground. Referring to the 217 sankalps made in the Sankalp Patra issued on September 19, 2024, he said that 60 sankalps have already been fulfilled, while work is progressing rapidly on 120 others.
The Chief Minister said that on March 17, 2025, he had presented his first Budget as Finance Minister in the Vidhan Sabha. He described it as a people’s budget shaped by public suggestions rather than merely a government document. He said that 248 announcements were made in that Budget, out of which 77 have already been fully implemented, while work on 165 announcements is in the final stages.
Over 2,000 suggestions received so far
The Chief Minister said that the process of preparing the Budget for 2026-27 is underway. Continuing the tradition of pre-budget consultations, he has held 13 meetings with stakeholders across sectors and received 2,199 suggestions. This time, the state government also introduced an AI chatbot through which around 12,400 suggestions have been received. Suggestions are still being received through letters and emails, and all are being reviewed. He said that at least 4,000 to 5,000 suggestions will be incorporated into the upcoming Budget for 2026-27.
Budget to Reflect Public Aspirations
Sh. Nayab Singh Saini said the upcoming Budget will fulfil the aspirations and expectations of the people and lay a strong foundation for the future development of families, villages, cities, districts and the entire state. With the inclusion of such a large number of suggestions, people will feel that the Budget has been shaped by them and not merely drafted in government offices.
State Economy on Strong Footing
Referring to Haryana’s economic position, the Chief Minister said that according to figures released by the Planning Department on January 29, 2026, the state’s Gross Domestic Product (GDP) for 2025-26 (advance estimates) stands at Rs.13,67,769 crore, compared to Rs. 12,13,951 crore in 2024-25, reflecting a growth rate of 12.67 per cent. He added that the state’s per capita income for 2024-25 is Rs. 3,58,171, significantly higher than the national average of Rs. 2,19,575, placing Haryana among the top five states in the country.
He said that over the past 10 years, Haryana’s per capita income has consistently increased, rising from Rs. 1,47,382 in 2014-15 to the current level, reflecting nearly two-and-a-half-fold growth. The actual expenditure of all state departments was Rs. 1,75,801 crore in 2024-25, compared to Rs. 61,904 crore in 2014-15. In the current financial year, the actual expenditure till February 16, 2026, stands at Rs. 1,59,747 crore and is expected to reach around Rs. 2 lakh crore by March 31, 2026, which would be nearly 98 per cent of the Budget estimate. He said this would be the first time in history that such a high proportion of the Budget is utilised.
Responding to opposition criticism, the Chief Minister said actual expenditure on the economy during the BJP government’s tenure has been nearly three times that of previous governments. He added that more than 80 per cent of the allocated expenditure for 2025-26 has already been incurred by around 11 departments, including Police, Transport, Revenue and Medical Education and Research. Around 21 departments have recorded over 70 per cent expenditure and about 18 departments over 60 per cent.
Fiscal Management and Deficit
Taking a dig at the opposition, he said those under whose tenure the system was weak are now questioning financial management. He said the fiscal deficit is the best indicator of financial management. The state’s fiscal deficit for 2024-25 stood at 2.83 per cent of GDP, compared to 2.88 per cent in 2014-15, both within the FRBM limit of 3 per cent, indicating improved fiscal discipline.
Higher share in Central Taxes
The Chief Minister said that as per the recommendations of the 16th Finance Commission (2026-31), Haryana’s share in central taxes has increased from 1.093 per cent to 1.361 per cent, marking a historic increase of 24.52 per cent over the 15th Finance Commission period. According to the 13th Finance Commission report, Haryana was ranked 20th in the share of central taxes received by the states, 17th in the 14th Finance Commission, and 21st in the 15th Finance Commission. But now, in the 16th Finance Commission, Haryana has come to the first position.
He said this increased share reflects the state government’s strong financial credibility and effective policy framework. Questioning the opposition, he asked how such growing trust and resources could have been secured without sound governance and intent.
Employment and Education Indicators
Referring to employment, he cited a NITI Aayog working paper published, stating that while about 90.61 lakh people were employed in government and private sectors in 2004-05, the number declined to 86.93 lakh in 2014-15. However, by 2023-24, employment had risen to 1.10 crore across sectors. This indicates that while nearly 3.68 lakh people lost employment between 2004 and 2014, about 27 lakh new employment opportunities have been created by 2023-24.
On education, he said the Gross Enrolment Ratio (GER) in higher education has increased from about 27 per cent during 2004-14 to 34 per cent during 2015-25. The number of universities in the state, which was around 45 between 2005 and 2014, has increased significantly with the establishment of 60 new universities between 2015 and 2025. He questioned critics who claim a decline in education standards, asking whether these figures do not reflect progress in the education sector.
He said that according to the white paper issued by the Finance Department, the state’s own revenue stood at Rs. 25,567 crore in 2013–14. By 2024–25, this had increased to Rs. 77,943 crore. Compared to 2013–14, this represents an overall rise of nearly Rs. 52,376 crore in the state’s own revenue.
Referring to data from the Reserve Bank of India, the National Sample Survey Office, and the Periodic Labour Force Survey, he said that Haryana’s ranking in urban unemployment among 37 states and union territories was 17th in 2004–05, which improved to 8th position in 2023–24. Similarly, in rural unemployment, Haryana ranked 22nd in 2004–05 and improved to 15th place in 2023–24.
Misinformation is being spread about industries shutting down
Sh. Nayab Singh Saini, targeting the opposition, said that they are spreading false propaganda about industries shutting down and attempting to create fear among the people of Haryana. He said the opposition has opened nothing but a “shop of lies.” The reality, he stated, is that Haryana’s industrial growth has accelerated rapidly in recent years and the state is now counted among the country’s major industrial hubs. In the financial year 2023–24, Haryana’s industrial output stood at Rs. 11.08 lakh crore, placing the state fourth in the country and indicating a strong industrial base. The average output per factory stood at Rs.13,549 lakh, nearly double the national average.
Sh. Nayab Singh Saini shared that to maintain coordination and cooperation between industry and labour, the government has constituted an Industry–Labour Friendship Council, whose first meeting was held on February 11, 2026. This is the first such council formed by any state. Its objective is to accelerate industrial development in the state and maintain coordination between industries and the labour community.
He said that since 2015, the MSME sector in Haryana has gained significant momentum and has become a key driver of employment and industrial development. Between 2004 and 2014, MSME activity remained limited, with around 33,000 units registered. However, between 2015 and 2025, more than 20 lakh MSMEs were registered on the Udyam and Udyam Registration portals, bringing a large number of small enterprises into the formal system.
The Chief Minister said that on the employment front, the contribution of the MSME sector is also clearly visible. Between 2014 and 2024, nearly 38 lakh new job opportunities were created through MSMEs. During this period, total industrial employment in the state rose from 10.16 lakh in 2018–19 to 11.91 lakh in 2023–24. Today, Haryana’s share in the country’s MSME ecosystem stands at around 9–10 percent.
He said, based on meetings with various companies, investment proposals worth approximately Rs. 5,800 crore have emerged in the sectors of renewable energy, advanced manufacturing and global capability centres. Between April 2024 and March 2025, Haryana’s total exports stood at 19.10 billion US dollars, reflecting the state’s growing strength in both investment and exports. From 2015 to 2024, Haryana's total exports were US$ 132.13 billion, whereas from 2004 to 2014, i.e., the previous 10 years, they were only US$ 61.60 billion.
He further shared that on October 8, 2025, the integration of the Meri Fasal–Mera Byora portal with the Integrated Fertilizer Management System improved transparency in fertilizer distribution. This led to savings of Rs. 709 crore in fertilizer subsidy for the central government, for which the entire state and its people deserve appreciation.
Public Endorsement of BJP Rooted in Trust and Governance- CM
The Chief Minister said that the growing public support for the Bharatiya Janata Party stems from people’s faith in the vision, integrity and leadership of Prime Minister, Sh. Narendra Modi. He said the continued mandate for the BJP at both the Centre and in Haryana reflects confidence in what he described as a stable and coordinated “double engine” government. Taking a jibe at the Congress, the Chief Minister said that its policies lacked direction and failed to uplift the economically weaker sections.
In contrast, he maintained, the BJP governments at the state and national levels are committed to transparency and accountable governance. Emphasising the Prime Minister’s “clear intent and decisive policy framework,” he said the opposition remains unwilling to acknowledge the scale and speed of development achieved in recent years.

Haryana Uploads Over 40 Crore Revenue Records; FCR Dr. Sumita Misra Reviews Comprehensive Reform Agenda with DCs
Chandigarh, February 17 - In a landmark push toward transparent and technology-driven land governance, Haryana has uploaded more than 40,09,10,631 revenue record images under the Modern Revenue Record Rooms (MRRR) initiative, marking one of the largest digitization drives in the State’s administrative history. The progress was reviewed during a meeting of all Deputy Commissioners chaired by Financial Commissioner Revenue & Disaster Management Department, Dr. Sumita Misra.
Dr. Misra described the digitization effort as a structural reform aimed at preserving historical land records, ensuring data security, and providing citizens seamless access to certified documents. She directed officers to maintain strict quality checks and uniform standards across districts.
Majority of Deed Registrations within Timeline
While reviewing pendency, it was noted that as of February 16, 2026, nearly 95% registries were successfully done within the prescribed time limit of within 5 days, indicating that most transactions are being processed within the normal timeframe. Officers were asked to ensure timely disposal of the remaining cases.
The meeting also reviewed the status of pending mutation cases across 7,104 villages and 143 tehsils. Directions were issued to expedite entries in Web-HALRIS and ensure that cases pending for sanction beyond stipulated timelines are cleared on priority. It was apprised in the meeting that 51, 199 pending mutation cases has been cleared across state in the last month itself. FCR, Dr. Misra directed officers to clear all the pendency within next month. She further directed officers to continue Jalsa-e-Aam campaign every Saturday to expedite the progress of pending mutation.
It was apprised in the meeting that under land record modernization, 60.79 lakhs Tatimas have been completed out of 64.34 lakhs received from the Survey of India. Additionally, 4,115 villages have been updated under Bhu-Naksha. Districts with higher backlogs were instructed to accelerate progress in a time-bound manner. FCR, Dr. Misra has directed all DCs to complete the Tatima updation work by February 28, 2026.
Under the AgriStack (Haryana Farmer Registry) initiative, the state government has recorded over 10.76 lakh Farmer Registry enrollments, with more than 6.37 lakh approvals completed. The Digital Crop Survey project is being implemented across 3,312 villages covering around 68 lakh plots, reflecting Haryana’s push toward data-driven agricultural governance.
The meeting also discussed compulsory partition of joint holdings under Section 111A of the Haryana Land Revenue Act, rectification of ownership entries, uniform nomenclature of government land, and digitization of mutation and fard badar records. Deputy Commissioners were directed to ensure strict compliance with prescribed procedures.

Haryana Launches 'Registration of Missing Persons' on HarSamay Portal; CCTNS Integration Strengthens Smart Policing
Chandigarh, February 17 - In a major push toward technology-driven citizen services and smart policing, Haryana has launched a new "Registration of Missing Persons" feature on the HarSamay Portal andintegrated verification service certificates with DigiLocker. A GIS map-based Police Station locator has also been introduced on the citizen portal to facilitate seamless online complaint submissions.
The developments were shared during the 32nd meeting of the State Apex Committee for CCTNS (Crime and Criminal Tracking Network and Systems), Haryana, chaired by Additional Chief Secretary, Home, Sh. Sudhir Rajpal.
The meeting was informed that the State has successfully completed the integration of CCTNS with eCourts and eProsecution systems, significantly reducing the need for investigating officers to frequently visit courts and law offices. Alerts have been institutionalized for Station HouseOfficers (SHOs) regarding the release of prisoners, enabling better monitoring of individuals of interest.
Additionally, an Aadhaar-based Generic eSign facility has been implemented for FIRs, challans, and other documents within CCTNS, resulting in substantial savings in time and stationery for field officers — a step seen as a direct boost to operational efficiency onthe ground.
NAFIS and Mobile Crime Units in All Districts
The National Automated Fingerprint Identification System (NAFIS) and Mobile Crime Units (MCUs) have been established across all districts of Haryana. Fingerprints, iris scans, and body measurements of arrested accused are now being systematically captured, creating a centralized and robust criminal database. Haryana ranks among the leading states in MCU deployment and NAFIS uploads, earning recognition as an advanced state in technology-enabled policing by the central government.
Top Position 41 Times in 55 Months on Pragati Dashboard
Haryana has consistently achieved a perfect 100% score on the Pragati Dashboard prepared monthly by the National Crime Records Bureau (NCRB), Ministry of Home Affairs, Government of India. The State has secured the top position 41 times in the past 55 months since June 2021 — a record of sustained performance that underscores the State'scommitment to digital policing.
Haryana Police has also won trophies at the Annual Conference for Good Practices of CCTNS-ICJS in both 2022 and 2023, reflecting national-level recognition of its technological advancements.
247 Vehicles and 400 Individuals Traced via ICJS
Haryana has effectively implemented new criminal laws within the stipulated timeframe, securing the second position nationally in this regard. The Interoperable Criminal Justice System (ICJS) has proved particularly effective, facilitating the tracing of 247 vehicles and 400 individuals. Haryana Police also maintains a perfect 10/10 score on the Right to Service(RTS) dashboard, having processed over 78.33 lakh citizen service applicationswithin prescribed timelines.
