HSVP launches new private property sale-purchase portal for citizens and allottees
Chandigarh, September 7- Haryana Shehri Vikas Pradhikaran (HSVP) has launched a new private property sale-purchase portal aimed at providing convenience to citizens and allottees. The objective of this portal is to enhance transparency, ease, and trust in property transactions. The use of this portal is completely voluntary. This portal offers a unique facility to plot holders who wish to sell their property from the comfort of their home, want to know its real market value, or do not want the payment in their bank account to be less than the market price.
Sharing information in this regard, an official spokesperson said that the portal is a significant opportunity for sellers. Participation is entirely at sellers will and is not mandatory. Sellers can withdraw their property from the portal or auction at any time and have full authority to accept or reject the highest bid. There is no compulsion in any part of the process. The seller is free to set their expected price (Ask Price), the earnest money amount, and the date on which they wish to receive the earnest money or final amount. Along with this, sellers can also upload pictures and videos of the property to show potential buyers. Additionally, sellers can set a preferred day and time when interested buyers may inspect the property. If the seller prefers, they can maintain privacy by not sharing their mobile number or other details. This is entirely their choice. Moreover, sellers are free to sell their property outside of the portal at any time. Thus, the portal serves only as an additional, transparent, and secure option for sellers.
The spokesperson said that the portal is equally beneficial for buyers. Only those properties that have been thoroughly inspected and verified by HSVP will be listed. The auction process is fully digital and transparent, starting at 80 percent of the seller’s stated price and proceeding in a competitive manner. The buyer's information will be kept confidential, and all payments will be made digitally to ensure complete security. Buyers can register online from anywhere and participate in the auction. Apart from this, they will have the right to inspect the property at a time specified by the seller. The registration fee is Rs. 1,000 plus 18 percent GST, totaling Rs. 1,180. If the seller withdraws the property after the auction or rejects the bid, Rs. 1,000 will be refunded to the buyer, with only Rs. 180 retained as GST, the spokesperson added.
Before participating in the auction, the buyer will have to deposit the amount asked for in his digital wallet, which is 0.5 percent of the expected price (Ask Price), in advance. Upon acceptance of the final bid, the buyer will have to pay a 0.5 percent commission fee of the final bid amount to HSVP.
The spokesperson further said that HSVP clarifies that this portal is only a facility and an option, not a mandate. HSVP’s role is limited to the point where the seller voluntarily accepts the bid and the buyer deposits the earnest money. Immediately after that, HSVP will issue the transfer permission in the name of the buyer. The date and time of registration will be mutually decided by the buyer and seller, and HSVP will not play any role in this matter.
This portal offers citizens a trustworthy, transparent, and secure platform to conduct property transactions according to their needs and preferences. This initiative is part of HSVP’s commitment to provide more convenient and transparent systems for citizens.
