Chandigarh, Sept 4 – Haryana Chief Minister Sh Nayab Singh Saini today said that with a view to further promote startups, the state government will establish a world-class incubator (H-HUB) in collaboration with leading startups, corporates and educational institutions of the state. The incubator will be equipped with state-of-the-art facilities to support startups. He further said that, in line with the Government of India’s vision to make the country a semiconductor hub, the Haryana government will frame a dedicated policy to promote semiconductor manufacturing in the state. Along with this, the state also aims to position Gurugram and Haryana as the Global Capability Center (GCC) capital of the world. For this, a special policy for GCCs will also be formulated.
The Chief Minister was addressing the “Interaction with Startups and Industry Leaders” event in Gurugram on Thursday.
Sh Nayab Singh Saini said that the world-class incubator (H-HUB), to be established in the state, will feature dedicated plug-and-play workspaces, meeting rooms, high-performance computing resources, and specialized innovation labs equipped with the latest technology for research in emerging fields. It will also include prototyping centers to support product development. These facilities will empower startups in Haryana to undertake cutting-edge research and development activities. He further mentioned that the state government is in the process of formulating a new industrial policy, along with sector-specific policies aimed at promoting growth and innovation across various industries.
*Chief Minister calls upon industrialists to “Make in Haryana” and “Design in Haryana”*
Sh Nayab Singh Saini said that Prime Minister Sh Narendra Modi has given a call to develop India through the visions of “Make in India” and “Design in India”. On the same lines, the Haryana government has set a goal to accelerate the state’s development. The Chief Minister urged all industrialists to contribute towards this vision by adopting “Make in Haryana” and “Design in Haryana”.
He said that the 2025–26 State Budget has announced the development of 10 new Industrial Model Townships (IMTs) across Haryana, which will be equipped with state-of-the-art industrial and startup infrastructure. To support this initiative, approximately 20,000 acres of land have been voluntarily offered by landowners through the e-Bhoomi portal. Inviting investors, the Chief Minister encouraged them to establish industries in these upcoming IMTs, assuring that the government will provide all necessary facilities under one roof to support their growth and operations.

The Chief Minister said that the state government is upgrading district-level hospitals with modern facilities, on par with those in private hospitals. He urged industrialists to utilize their CSR funds to strengthen the social sector, particularly healthcare services, emphasizing that a healthy society is the foundation of a productive economy. Such contributions, he said, would help build mutual trust between industry and society. He encouraged industrialists to recall the challenges they faced in their early days and to support emerging startups with the same spirit of solidarity. By mentoring and creating new opportunities for startups, industrialists can play a pivotal role in fostering innovation. This collaboration, he added, will not only benefit startups but also offer industries new possibilities and innovative solutions. He reaffirmed the state government’s commitment to providing comprehensive support and a robust platform for startups, with the aim of making Haryana a global hub for innovation and writing a new chapter of prosperity through entrepreneurship.
Highlighting Haryana’s legacy of perseverance and entrepreneurship, Sh Nayab Singh Saini said the state has always been a frontrunner from agriculture to industry and from education to innovation. Our vision is to make Haryana an ideal state of balanced development, where every sector contributes and every citizen benefits, he added.
The Chief Minister informed that Haryana currently ranks seventh in the country in terms of the number of startups, with more than 9,100 recognized startups operating in the state. So far, 19 unicorns have emerged from Haryana, and notably, 50 percent of the startups are women-led. Fortune companies already have offices in Haryana and the government aims to extend this recognition to startups as well.
The Chief Minister said that incubation centers will be established in all industrial estates across the state to strengthen the startup ecosystem. These centers will provide startups with local access to mentorship, resources, and networking opportunities, enabling them to grow and innovate more effectively. He further stated that state-of-the-art AI hubs are being developed in Gurugram and Panchkula. These hubs will promote AI-based startups and research, positioning Haryana as a center for technological innovation. Highlighting the government's forward-looking approach, he said that the Haryana Government has established a dedicated "Department of Future" to drive the adoption of emerging technologies such as artificial intelligence, robotics, biotechnology, and deep-tech. This department will play a key role in leading the state toward advanced technological development and innovation-led growth.
*State chapter of Women Entrepreneurship Platform being set up in Haryana, women entrepreneurs will benefit*
The Chief Minister said that the Haryana Government, in collaboration with NITI Aayog, is setting up a state chapter of the Women Entrepreneurship Platform, which will provide women entrepreneurs access to more than 200 mentors, sector-specific training, financial assistance opportunities, market access, and incubation support. To further facilitate investment by startups and industrialists, he informed that a mechanism will be developed to verify private land ownership, zoning, business, and other related parameters in a time-bound manner.
Highlighting major initiatives related to ecosystem creation, he said that a dedicated Commission is being established to institutionalize entrepreneurship and coordinate policy-making. In addition, centers of excellence are being set up in each district under the public-private partnership model to promote innovation and skill development. He further informed that the state government has recently provided financial assistance of Rs 1.14 crore to 22 startups to encourage innovation. Competitions are also being organized to promote entrepreneurship, with prize money of up to Rs 1 crore and microfinance support for promising ventures.

Chief Minister said that several significant decisions were taken during the 56th meeting of the GST Council. One of the key outcomes was the rationalization of GST rates, including reductions on goods commonly used by the general public. In addition, GST rates on food items, healthcare products, agricultural equipment and machinery, fertilizer inputs, renewable energy components, clothing, and other essential consumer goods have also been rationalised. He said that these changes will provide substantial relief to the common man and are expected to bring down inflation. Referring to Prime Minister Sh Narendra Modi’s Independence Day address, in which he had spoken about offering relief to the public, the Chief Minister said that within a month, the GST Council has taken decisive action to honor that commitment. Speaking on this occasion, Industries and Commerce Minister Rao Narbir Singh said that just as the Green Revolution made India self-reliant, enabling farmers to feed not only the nation but also other countries in need, there is now an urgent need to expand industrial development and advance new technologies. He said that no country can achieve comprehensive development based solely on agriculture. If India is to become a developed nation by 2047, in line with the vision of Prime Minister Sh Narendra Modi, it must make rapid progress in the fields of industry and technology.
The Minister highlighted that Haryana is making swift strides in industrial development. The state government has introduced several new policies to promote industries, and more will be launched in the coming months. Under the leadership of Chief Minister Sh Nayab Singh Saini, the state has significantly increased the industry budget rising by 126 percent from approximately Rs 800 crore last year to over Rs 1,800 crore this fiscal. This enhanced allocation will provide new momentum and direction to industrial growth.
Citing the example of Gurugram, Rao Narbir Singh explained how companies like Maruti and DLF transformed the once-small town into a cyber hub, a millennium city, and a major industrial center. Without the establishment of industries, the region would likely still be known only as a chawni. He stressed that it is the moral responsibility of industrialists to contribute to the state's development by investing, while the government, in turn, is committed to providing every possible support and facility.
The Minister assured that all necessary services for industries in Haryana will be made available under one roof. Efforts are underway to streamline the process of obtaining various No Objection Certificates (NOCs) required to set up industries, ensuring timely approvals. He also emphasized Haryana’s strategic geographical advantages, its proximity to Delhi, an international airport, railway connectivity, expressways, and 22 national highways all make it an ideal location for industries. No obstacle will be allowed to stand in the way of investors.
Rao Narbir Singh reassured industrialists that the Haryana government is fully committed to supporting them. In the coming years, Haryana will play a leading role in transforming India into a developed nation, he added.

Nayab Singh Saini, Japan’s renowned company ATL has started Asia’s largest lithium ion battery manufacturing mega project at IMT Sohna with an investment of more than Rs. 3,000 crore. With the launch of this project, over 5,000 youth will get direct employment. The establishment of this state-of-the-art lithium ion battery manufacturing unit will give Haryana a new identity in the industrial sector.
Union Minister, Railways, Information and Broadcasting, and Electronics and Information Technology, Sh. Ashwini Vaishnaw, inaugurated this mega project of ATL Battery Technology (India) Pvt. Ltd. at IMT Sohna on Thursday. Haryana Industries and Commerce Minister, Sh. Rao Narbir Singh, Sato and Shashida from TDK Group, Advisor to Chief Minister Haryana, Foreign Cooperation Department, Sh. Pawan Choudhary were also present.
Union Minister, Sh. Ashwini Vaishnaw said that just as Japan believes in quality in its products, similarly, products manufactured in Haryana will also match the highest standards of quality. He said that ATL Group (TDK Corporation, Japan) has taken a historic step by setting up this advanced state-of-the-art lithium ion battery manufacturing unit in Haryana. In the first phase of this project alone, investment of more than Rs.3,000 crore is being made, providing direct employment to over 5,000 youth. Earlier in 2020, the company had invested more than Rs.1,000 crore in Bawal, creating over 1,500 jobs.
The Industry Minister further said that the Haryana Government, under its Haryana Enterprises and Employment Policy, MSME Policy, and Startup Policy, is providing large-scale opportunities for investment and job creation. Detailing about this initiative, Dr. Sumita Misra, Additional Chief Secretary, Home Department, emphasized its alignment with the national drive to rejuvenate Civil Defence infrastructure. “This initiative will significantly strengthen our country’s preparedness and first-response capacity during emergencies,” she stated.
*Three-Pronged Strategy for Civil Defence Mobilization*
Dr. Sumita Misra has outlined a comprehensive three-point strategy that the state government will implement immediately to strengthen Civil Defence capabilities. The first step involves a wide-scale awareness campaign to be circulated among all state government employees and public sector undertakings. This campaign will highlight the importance of Civil Defence services and the opportunities available for participation.
Following the awareness campaign, a voluntary enrollment drive will be launched. The state will actively encourage interested employees to enroll as Civil Defence volunteers. Chandigarh, September 4- Haryana Health Minister, Ms. Arti Singh Rao has expressed her gratitude to Chief Minister, Sh. Nayab Singh Saini for opening the e-Kshatipurti portal for farmers of Southern Haryana.
She said that yesterday only she had written a letter to the Chief Minister requesting that, due to excessive rainfall this season, main crops like cotton and millet have been completely destroyed in several districts of Southern Haryana. To upload reports of crop damage and to provide compensation, it was necessary to open the Kshatipurti portal so that affected farmers could receive proper relief.
Ms. Arti Singh Rao said that the Chief Minister immediately accepted her request and, similar to other districts, directed that the Kshatipurti portal be opened in Mahendragarh, Bhiwani, and Sirsa as well. She expressed her thanks to the Chief Minister, saying that he is truly a well-wisher of the farmers.

*Haryana Government directs all departments to dispose of surplus and unserviceable material promptly*
Chandigarh, September 4 – The Haryana Government has directed all departments, boards and corporations to immediately initiate action for the disposal of surplus and unserviceable material.
Chief Secretary Sh. Anurag Rastogi, who also holds the charge of Additional Chief Secretary, Finance, has issued a letter in this regard. The letter states that in order to ensure financial discipline and optimal use of resources, it is necessary to declare such surplus and unserviceable material as unserviceable in time and dispose it of accordingly. For this purpose, the required indent should be sent to the Directorate General, Supplies and Disposals, or the concerned Deputy Commissioner, as per the government’s policies and guidelines. Before declaring material unserviceable and starting its disposal process, approval from the competent authority must be obtained.
The complete details of surplus or unserviceable government material pending for disposal must be submitted in the prescribed format to the Directorate of Supplies and Disposals, Haryana. This information should clearly mention the type of material, year of purchase, quantity, purchase price, current condition, and other remarks. An initial action taken report must be submitted within 30 days of the issuance of this letter, followed by regular quarterly progress reports. These instructions should be brought to the notice of all concerned officers and employees, and compliance should be ensured with immediate effect.
The government has taken note that a large quantity of surplus, unserviceable, and obsolete material is lying in various departments, boards, and corporations. Keeping such material for a long time not only blocks valuable storage space but also increases the risk of assets getting damaged. Moreover, public funds also remain unnecessarily blocked, which could otherwise be used for more productive purposes.

Chandigarh, September 4 - Haryana’s Public Works Minister Sh. Ranbir Gangwa has directed officials of the department to remain vigilant regarding the repair of roads affected by the recent continuous rains in the state and to ensure that no accident occurs on damaged roads. Sh. Gangwa said deep potholes on roads increase the risk of accidents, therefore they should be filled immediately. Where immediate repair is not possible, warning signboards should be installed first so that any loss of life or property can be avoided.
Sh. Ranbir Gangwa held an emergency meeting of the Public Works Department in Chandigarh today and took reports about the current condition of all the roads passing through the state.
The meeting also discussed in which districts the impact of rain on bridges and roads was more. Directions were given to send district-wise reports to the headquarters. The Minister also emphasized the regular inspection of bridges and culverts. Although the situation across the state is said to be under control at present, conditions may change after heavy rains and water drainage. Considering this, the Cabinet Minister directed the department to remain alert and to increase monitoring at every level.
*Officials must stay alert*
Sh. Ranbir Gangwa directed that traffic arrangements should not be affected in any way. Wherever waterlogging occurs on the road, permanent solutions like constructing culverts should be undertaken so that the recurring problem every year can be solved once and for all. Along with this, all bridges and culverts should be inspected. If any bridge becomes dangerous, a report must be sent immediately to the headquarters. Regarding the effect of rains on bridges, Sh. Gangwa said that such matters should be taken seriously and officials should remain alert.
*Leaves of field staff cancelled*
The leaves of field officers and employees have been cancelled. All employees and JEs/SDOs will remain deployed in the field and will not leave their stations. In the meeting, officials informed that all beldars have been put on duty. The Minister said that every officer and employee must remain present in the field and send reports to the headquarters from time to time. Sh. Ranbir Gangwa said that officials should always keep their mobile phones switched on and immediately take cognizance of public complaints.
*Prepare in advance for post-rain situation*
If due to flooding or heavy water flow a road gets washed away, immediate repair options should be explored, and if there are potholes, then the concerned area’s SDOs and JEs should fix them with the help of JCB machines so that the public does not face any inconvenience. Sh. Gangwa warned officials that after the rains stop, the condition of roads may worsen due to traffic pressure. In such a case, the department should already prepare a mapping of which roads and bridges will need urgent repairs. He clearly stated that it is the department’s primary responsibility to speed up repair work so that the public does not face inconvenience after rains.
*No compromise on quality*
Sh. Ranbir Gangwa clearly told the officials that there will be no compromise on quality. He said all works must be completed on time. Complaints coming through the Harpath app and other mediums must be resolved immediately. Delays in solving public grievances will not be tolerated.
The meeting was attended by Additional Chief Secretary, PW (B&R), Sh. Anurag Agarwal, Chief Engineers Sh. Anil Dahiya, Sh. Rajiv Yadav, along with senior officials. Superintending Engineers, Executive Engineers, SDOs, and JEs from across the state also joined the meeting through virtual mode.

Chandigarh, September 4 – Haryana Urban Local Bodies Minister, Sh. Vipul Goel, reaffirmed the government’s commitment to protecting cattle, stating that Chief Minister, Sh. Nayab Singh Saini has initiated a special grant scheme to provide fodder assistance to all registered gaushalas in the state.
In line with this, the Minister on Thursday distributed cheques worth Rs.1.45 crore at the UT Guest House, Chandigarh, for six gaushalas in Rohtak district.
Sh. Vipul Goel said that along with government efforts, several social and religious organizations are also stepping forward to support the care of stray cattle. He highlighted that the budget of the Haryana Gau Seva Aayog has been significantly increased, and the government is taking concrete steps to make gaushalas self-reliant, with many already performing commendably.
The Minister further stated that the government has made arrangements to ensure there is no shortage of fodder for cattle even during the monsoon season. The Revenue and Disaster Management Department has issued necessary precautionary guidelines to district administrations, and he himself is reviewing the situation from time to time with the District Deputy Commissioners, he added.
The cheques were distributed to Sh. Gaushala Khidwali, Sh. Haryana Pinjra Gaushala Gorakhnath Tirth, Lawaris Pidit Pashu Seva Sangh, Jan Sewa Sansthan, Sh. Vaishya Vyayamshala Avm Gaushala, and Sh. Baba Mastnath Pidit Bimar Lawaris Gaushala, Bohar.
