Vrindavan/Chandigarh, 11/05/2026: A 14-member strong delegation of Chandigarh Beopar Mandal (CBM), led by President Sh. Sanjeev Chadha, actively participated in the National Traders’ Convention held at Vrindavan. The convention was organized by the All India Udyog Vyapar Mandal.

Representing the trading community of UT Chandigarh, President Sh. Sanjeev Chadha strongly raised several long-pending issues before the national body. A detailed Memorandum of Demands was also handed over to Sh. Babu Lal Gupta, National President, Bhartiya Udyog Vyapar Mandal.

Key Issues Raised by CBM:

1. GST Reforms & Relief:
- Protection for Honest Buyers: Sought amendment in Section 16 of the CGST Act to ensure Input Tax Credit is not denied to bona fide buyers if the supplier’s GST registration is cancelled retrospectively.
- Export Timeline: Requested extension of export period from 90 days to 180 days to avoid undue tax burden due to logistical delays.
- GST on Rent for Composition Dealers: Demanded reduction of GST on rent from 18% to 5% for Composition Scheme dealers as they are not eligible for ITC.
- FSSAI Compliance: Urged further simplification and clarity in implementation of new FSSAI provisions to support ease of doing business for food traders.

2. MSME Benefits for Traders:
Demanded that traders be treated at par with manufacturers under MSME policies, including access to collateral-free loans, coverage under the MSME Samadhan Portal for delayed payments, and inclusion in all government schemes, subsidies and awareness programs.

3. Policy Parity with Neighbouring States:
- OTS for Old VAT Cases: Urged implementation of a One Time Settlement Scheme for old pending VAT assessment cases in Chandigarh on the pattern of Punjab.
- Level Playing Field: Chandigarh traders should get policy benefits and relaxations similar to Punjab and Haryana.

4. Local Chandigarh Issues:
- Obsolete Building Bye-laws & Unjust Penalty Charges require immediate rationalization.
- Lack of Support for New-Gen Entrepreneurs to establish and scale startups.
- Poor Ease of Doing Business due to procedural delays and administrative red tape.

Appeal to National Body:
President Sh. Sanjeev Chadha appealed to the All India Udyog Vyapar Mandal to take up the issues of Chandigarh traders with the Central Government on priority. He urged the national body to pursue trader-friendly amendments and approvals from the Centre for early resolution of these long-standing problems.
