Haryana to Launch Dedicated Citizen Helpdesk for Revenue Grievances; 48-Hour Resolution
Chandigarh, April 17 - Haryana Revenue Department has announced the launch of a dedicated Citizen Helpdesk aimed at ensuring time-bound redressal of public grievances related to registration and other revenue services. Financial Commissioner Revenue & Disaster Management Department, Dr. Sumita Misra said that it has designed to eliminate delays, curb malpractice, and make government service delivery more citizen-friendly across the state.
The Citizen Helpdesk will function as a single-window platform where residents of Haryana can lodge complaints related to a wide range of issues, including delays in token approvals, technical glitches in the online registration system, paperless registration problems, corruption, harassment by officials, or any other form of malpractice in accessing government services, particularly those related to property registration.
Dr. Misra informed that citizens can reach the helpdesk through two channels — by calling the dedicated landline number 0172-271-1693, or by writing to the official email address helpdesk-rev@hry.gov.in. The helpdesk will be operational on all working days, Monday to Friday, from 9:30 AM to 5:30 PM.
Once a complaint is lodged, an auto-generated unique complaint number will be shared with the complainant on their registered mobile number. This mechanism ensures real-time tracking and brings transparency to the grievance redressal process, allowing citizens to follow up on the status of their complaints without having to visit government offices repeatedly.
Strict Timelines to Enforce Accountability
One of the most notable features of the initiative is the introduction of clearly defined service timelines. Under the new system, if a registration token is not approved within five days, citizens are entitled to directly escalate the matter to the helpdesk. Token holders who face undue delay at any stage are also encouraged to reach out immediately. Once a token is approved, applicants must book their appointment within ten days, failing which the token will be automatically cancelled by the system.
Further, if an appointment is booked but the registration process is not completed within twenty days, the corresponding token will also be liable for automatic cancellation. These auto-cancellation provisions are intended to prevent misuse of the system and ensure efficient utilisation of registration slots.
48-Hour Resolution Guarantee
All complaints registered through the helpdesk are mandated to be resolved within 48 hours. This strict deadline reflects the department's commitment to swift redressal and is expected to significantly reduce the backlog of unresolved grievances that citizens have historically faced in revenue-related matters.
Centralised Monitoring Dashboard
To ensure that the helpdesk does not become another bureaucratic bottleneck, a centralised monitoring dashboard has been put in place. This dashboard will be accessible to the FCR and Deputy Commissioner, enabling senior officers to track grievance redressal in real time and intervene wherever delays or irregularities are observed. This layer of administrative oversight is expected to bring greater accountability at the district level and ensure that field-level officials adhere to the prescribed timelines.
For grievances specifically related to paperless registration, citizens must mandatorily provide their registration token number while filing a complaint. This requirement helps the helpdesk team quickly identify and address the relevant transaction in the system.
The launch of a dedicated helpdesk with a 48-hour resolution mandate and a real-time monitoring dashboard addresses these concerns head-on. Dr. Sumita Misra underlined that the initiative is aimed at making the revenue services ecosystem more secure, transparent, and citizen-friendly.
By providing citizens a direct and accessible channel to report problems, and by holding officials accountable through defined timelines and digital oversight, the Haryana government is sending a clear signal that delays at any level in public service delivery will not be tolerated.

Tight Monitoring for Local Body Elections; State Election Commission Appoints General, Police and Expenditure Observers
Chandigarh, April 17: Haryana State Election Commissioner Sh. Devinder Singh Kalyan has announced the appointment of General, Police and Expenditure Observers to ensure that the upcoming local body elections scheduled for May 10 are conducted in a free, fair, transparent and peaceful manner, along with strict enforcement of the Model Code of Conduct.
The Commission has deployed senior IAS, IPS and HCS officers on “deemed deputation” and assigned them to Ambala, Panchkula, Sonipat and other concerned districts to monitor every stage of the election process.
These observers have been assigned responsibilities across three key categories to oversee all aspects of election management. General Observers, who are senior IAS/HCS officers, will function as representatives of the Commission at the ground level. They will supervise the randomization of EVMs and polling personnel, oversee the nomination process and scrutiny of nomination papers, ensure availability of basic facilities at polling stations, and directly report any irregularities or attempts to influence voters to the Commission.
Police Observers, who are senior IPS/HPS officers, will monitor law and order and security arrangements. They will assess the sensitivity of polling stations, review deployment of police forces and Home Guards, ensure strict enforcement of prohibitory orders on liquor and arms, and oversee the single-window system for granting permissions for rallies and use of loudspeakers.
Expenditure Observers, who are DETC officers, will work to curb the influence of money power in elections. They will monitor candidates’ daily expenditure registers, coordinate with Static Surveillance Teams and Flying Squads to prevent movement of illegal cash or inducements, and ensure adherence to prescribed expenditure limits.
All these observers will remain deployed in their respective districts until the completion of the counting process on May 13, 2026. For the convenience of the public, the contact details of these observers along with their local addresses of stay will be published in local newspapers and on the websites of the respective district administrations. This will enable any citizen, candidate or public representative to directly approach the observers during designated public hearing hours to report violations of the Model Code of Conduct.

Transfers of Officials and Employees Engaged in Census Put on Hold
No Transfers Till March 31, 2027
Chandigarh, April 17: The Haryana Government has decided to impose a ban on the transfer or posting of officers and employees associated with Census-2027 work till March 31, 2027, to ensure the smooth conduct of the census exercise.
Necessary directions in this regard have been issued to all concerned departments by Chief Secretary Sh. Anurag Rastogi.
As per the State Government’s decision, officers and employees deployed for Census-2027 or those directly under its administrative control will not be transferred till March 31, 2027.
The order will be applicable to IAS/HCS officers, Tehsildars, Naib Tehsildars, District Revenue Officers, and officials of the Education Department, Urban Local Bodies Department, Economic and Statistical Department, and Information, Public Relations and Languages Department.
The State Government has directed that these orders be communicated to all concerned officers and employees and ensured strict compliance.
It is noteworthy that officials have been appointed at various levels for the census exercise. Divisional Commissioners have been designated as Divisional Census Officers, Deputy Commissioners as Principal Census Officers, while Additional Deputy Commissioners and City Magistrates have been appointed as Additional District Census Officers.
At the district level, District Statistical Officers, District Planning Officers, District Education Officers, District Elementary Education Officers, District Revenue Officers, and District Information Officers have been designated as Sub-District Census Officers.
At the sub-division level, Sub-Divisional Officers (Civil)/Sub-Divisional Magistrates have been appointed as Sub-Divisional Census Officers, Tehsildars as Charge Census Officers, and Naib Tehsildars as Assistant Charge Census Officers.
In urban local body areas, Municipal Corporation Commissioners have been designated as Principal Census Officers, Additional Commissioners and District Municipal Commissioners as City Census Officers, while Chief Executive Officers, Executive Officers, and Secretaries of Municipal Councils/Committees have been assigned the responsibility of Charge Census Officers.

Chandigarh, April 17: In a significant step towards strengthening the business ecosystem and providing social security to traders and the industrial community, the Haryana Government, under the leadership of Chief Minister Sh. Nayab Singh Saini has introduced key welfare initiatives for traders and extended the last date for registration under these schemes to May 31, 2026.
The State Government has operationalized two major schemes — the Chief Minister Traders Group Personal Accident Insurance Scheme and the Chief Minister Traders Compensation Scheme — aimed at providing financial protection and support to registered traders in case of unforeseen events.
Under the Chief Minister Traders Group Personal Accident Insurance Scheme, traders will be provided financial assistance of ₹5 lakh in case of loss of life or permanent disability due to an accident. The scheme offers affordable coverage with a nominal registration fee of ₹50, and applications can be submitted through an online portal.
Under the Chief Minister Traders Compensation Scheme, financial assistance will be provided to compensate for losses incurred by traders due to incidents such as fire or natural disasters that result in damage to stock. Registered traders will receive compensation based on their annual turnover, ranging from ₹5 lakh to ₹20 lakh, through the Haryana Government Security Trust.
As per the eligibility criteria, traders with an annual turnover of up to ₹20 lakh will be entitled to assistance up to ₹5 lakh with a registration fee of ₹100. Traders with turnover between ₹20 lakh and ₹50 lakh will be eligible for assistance up to ₹10 lakh with a registration fee of ₹500. Those with turnover between ₹50 lakh and ₹1 crore can avail assistance up to ₹15 lakh with a registration fee of ₹1,500, while traders with turnover between ₹1 crore and ₹1.5 crore will be eligible for assistance up to ₹20 lakh with a registration fee of ₹2,500.

He said Kabir’s fearless voice against religious orthodoxy, hypocrisy, and social discrimination in the 15th century continues to inspire society towards unity, harmony, and universal brotherhood.
Addressing a seminar on the life and teachings of Sant Kabir in Mohali, Punjab, on Friday, the Chief Minister remarked that any gathering resonating with the wisdom of saints transcends a mere seminar and becomes a spiritual congregation. Such platforms, he said, infuse society with positive energy and foster inner peace through spirituality.
Highlighting the current global context marked by unrest and conflict, Saini said Kabir’s philosophy holds even greater significance today. His teachings serve as a beacon for humanity, illuminating the path of peace, love, and fraternity, he added.
Describing Sant Shiromani Kabir Das Ji as a true humanist, the Chief Minister emphasized his unwavering opposition to caste divisions, social hierarchies, and all forms of discrimination. He said that the simplicity and clarity of Kabir’s message made it deeply accessible to the masses and continues to inspire generations.
The Chief Minister said the Haryana Government has launched the ‘Sant Mahapurush Vichar Samaan Parsar Yojana’ to disseminate the teachings of great saints across society. He reaffirmed the government’s commitment to inclusive development, ensuring that the benefits of progress reach the last person, in line with Sant Shiromani Kabir Das Ji’s ideals of equality and social harmony.
Under the ‘Mukhyamantri Teerth Yatra Yojana’, he said, senior citizens from economically weaker sections are being facilitated to visit prominent religious destinations. A special train was recently flagged off from Ambala to Ayodhya, with more such initiatives planned.
He further highlighted that financial assistance is being provided for visits to key Sikh shrines under the ‘Swarn Jayanti Guru Darshan Yatra Yojana’. Support is also extended under the ‘Swarn Jayanti Sindhu Darshan Yojana’ and the ‘Kailash Mansarovar Yatra Yojana’ to enable devotees to undertake sacred journeys.
Sh. Nayab Singh Saini underscored that Kabir’s life and teachings reinforce the importance of unity and brotherhood in society. “A truly harmonious and discrimination-free society can only be built by imbibing his ideals,” he said.
Appreciating the seminar organisers, the Chief Minister said that true reverence towards saints lies not merely in reading their words but in practicing them in everyday life. He paid floral tributes to Sant Kabir Das and urged citizens to follow his path.

Chandigarh, April 17 - Financial Commissioner Revenue and Disaster Management Department, Dr. Sumita Misra, today inspected the Barwala Grain Market to review wheat procurement and lifting operations for the Rabi season 2026–27. She also carried out a detailed assessment of the facilities available to farmers and arhtiyas in the mandi.
During the inspection, she was accompanied by Deputy Commissioner Sh. Satpal Sharma, Kalka SDM Sh. Sanyam Garg, District Food and Supplies Controller Sh. Jatin Mittal, and Secretary, Barwala Market, Surender Singh.
Dr. Misra reviewed the gate pass and biometric systems and cross-checked the weight of wheat sacks, which was found to be satisfactory. She sought detailed information from officials regarding wheat arrivals, procurement, and lifting operations, and also interacted directly with farmers and arhtiyas to obtain feedback.
She also inspected the ‘Atal Canteen’ established for farmers and labourers and assessed the quality of food being served at a nominal price of Rs. 10. Demonstrating a hands-on approach, she dined at the canteen as a regular citizen and made due payment. She appreciated the canteen operators for maintaining good food quality.
Interacting with media persons on the occasion, Dr. Sumita Misra stated that the mandi has so far recorded an arrival of 1.56 lakh quintals of wheat, of which 1.27 lakh quintals have been procured, while 46,700 quintals have already been lifted. She said that both procurement and lifting operations are progressing smoothly.
She further informed that biometric machines have been installed at multiple locations in the mandi to enable farmers and arhtiyas to complete verification conveniently. In addition, several mobile points have been set up for issuing gate passes to avoid overcrowding.
She stated that all necessary amenities are being provided to farmers in the mandi, while directing officials to ensure that no inconvenience is caused to them. She issued clear instructions that payments for procured crops must be credited to farmers’ bank accounts within 72 hours.
She further informed that procurement at the Barwala grain market is being carried out by HAFED and the Haryana State Warehousing Corporation (HSWC). Directing the agencies to expedite the lifting process, she was assured by officials that lifting would exceed 80 percent by next week.
Subsequently, Dr. Sumita Misra who also holds the charge as Additional Chief Secretary, Health and Family Welfare Department, conducted a surprise inspection of the Primary Health Centre (PHC) at Batour. She interacted with patients to gather feedback on the healthcare services being provided at the facility.
She examined the doctors’ attendance register and reviewed the daily patient footfall in the OPD. She also inspected the in-house pharmacy and verified the stock of medicines, directing that there should be no shortage of essential medicines at the health centre.
While inspecting the emergency ward, she directed that a separate entry route be provided for patients to ensure ease of access and to avoid inconvenience. She also instructed that a clearly visible signboard be installed to help patients easily locate the emergency ward. She further inspected the General OPD, Ayurvedic OPD, Nursing Station, Labour Room, and Dental OPD, and interacted with patients, doctors, and paramedical staff.

Ensure Strict Enforcement of Model Code of Conduct During Municipal Elections- State Election Commissioner
State Election Commissioner reviews poll preparedness in Sonipat and Rewari, directs officers and issues detailed guidelines
Chandigarh, April 17– Haryana State Election Commissioner, Sh. Devender Singh Kalyan has directed officers to ensure strict compliance with the Model Code of Conduct for the upcoming Civic Body Polls, so as to ensure that polls are conducted in a free, fair, peaceful and transparent manner.
Reviewing election preparedness during a meeting with administrative and police officers of Sonipat and Rewari at Rai Rest House on Friday, the Commissioner undertook a detailed assessment of arrangements and made it clear that any violation of the Model Code of Conduct would invite prompt and strict action.
He said elections are a key festival of democracy and preserving their sanctity is a collective responsibility of the administration, political parties, candidates and the general public. He directed Deputy Commissioners to hold meetings with all political parties and ensure that they are fully apprised of the provisions of the Model Code of Conduct. He also stressed maintaining transparency at every stage of the election process and ensuring robust law and order arrangements.
The Commissioner said that voter convenience must remain the top priority. Necessary facilities should be ensured at every polling station, while help desks must be established to provide booth-related information and assistance to voters. He also directed that special arrangements be made for senior citizens, persons with disabilities and women voters.
He directed officers to maintain strict surveillance along inter-state borders, particularly areas adjoining Uttar Pradesh. Police checkpoints should remain alert round the clock to prevent the movement of illegal liquor, cash, gift items or any other inducements.
Clear Guidelines for Candidates and Political Parties
Issuing clear directions for political parties and candidates, the Commissioner said seeking votes on the basis of caste, religion, language or community is strictly prohibited. Strict action will be taken against the use of religious places for election campaigning. Prior permission will be mandatory for rallies and public meetings, while officers were directed to develop a single-window system for issuance of no-dues certificates.
He further clarified that criticism of opponents must remain confined to policies and performance, and personal allegations or misleading propaganda should be avoided.
He said bribing voters, intimidation or offering any inducement to influence voters is a punishable offence. Public meetings will remain prohibited during the 48 hours preceding polling, while campaigning within a radius of 100 metres of polling stations will be completely banned.
The Commissioner further directed that sale, distribution and consumption of liquor shall remain totally prohibited. Candidates should also sensitise their supporters in this regard.
Regarding private property, he said putting up posters, banners or writing slogans on any property without permission is prohibited. Damaging campaign material of rival parties will also invite strict action.
Directions for Public Meetings and Processions
The Commissioner said prior intimation to and permission from the local administration and police would be mandatory for organising meetings and processions. Organisers must ensure that traffic is not disrupted and the public does not face inconvenience.
If more than one procession is proposed on the same route, necessary coordination should be ensured. Organisers must also maintain control over participants. Provocative acts, effigy burning or any activity likely to create disorder shall remain strictly prohibited.
He directed that candidates must issue identity cards to their authorised agents. Unnecessary crowding around polling stations should be avoided, and no campaign material or food arrangements should be made at camps near polling centres. Only valid pass holders will be permitted entry into polling stations.
Issuing stern directions to government officers and employees, the Commissioner said no employee shall work in favour of any political party or candidate. Use of government resources, vehicles and funds for election campaigning is completely prohibited. Ministers shall not combine official visits with election campaigning, nor announce new schemes, lay foundation stones or inaugurate projects during this period. He added that government institutions will also be barred from issuing advertisements that may benefit any particular party or candidate.
The Commissioner directed all officers to remain vigilant and proactive and ensure immediate action on any complaint of Model Code violation. He also ordered strict monitoring of social media to curb misleading propaganda.

Haryana Chief Secretary Directs Foolproof Arrangements for HCS and NEET Exams
93,696 Candidates to Appear at 337 Centres, Aadhaar-Based Biometric Verification for HCS Prelims on April 26
Chandigarh, April 17: Haryana Chief Secretary Sh. Anurag Rastogi today reviewed the administrative and logistical arrangements for the Haryana Civil Services (Executive Branch) and Allied Services Preliminary Examination-2025, scheduled to be held on April 26, 2026 (Sunday).
The examination will be conducted in two sessions — the Morning Session from 10:00 AM to 12:00 Noon (General Studies) and the Evening Session from 3:00 PM to 5:00 PM (CSAT). A total of 93,696 candidates are registered to appear in the examination across 337 centres spread over 8 districts of the state.
The examination centres have been set up in the districts of Ambala (31 centres), Faridabad (80 centres), Gurugram (56 centres), Karnal (48 centres), Kurukshetra (37 centres), Panipat (19 centres), Yamuna Nagar (23 centres), and Panchkula (43 centres).
During the review meeting, the Chief Secretary directed Deputy Commissioners of all eight districts to ensure foolproof arrangements including uninterrupted power supply, deployment of Duty Magistrates, and enforcement of Section 144 around strong rooms and examination centres. Each district headquarters has also been directed to keep an ambulance on standby for any medical emergency.
Nodal Officers from IAS and HCS cadres have been appointed in each district to oversee strong room management, question paper distribution, and post-exam material dispatch to the Haryana Public Service Commission (HPSC), Panchkula.
Modern technology is being deployed to ensure a fair and transparent examination. Strict instructions have been issued to Commissioners of Police and Superintendents of Police for adequate police deployment at strong rooms from April 24 onwards, checking of hotels, coaching centres and photocopy shops, and verification of all private agency staff deployed on examination duty. All necessary arrangements have been made at the examination centres, including thorough frisking of candidates, adequate deployment of CCTV cameras for continuous surveillance, and Aadhaar-based biometric authentication, to ensure a secure, fair, and transparent conduct of the examination.
During the meeting, the Chief Secretary also reviewed the arrangements for the NEET examination, which shall be conducted on May 3 (Sunday), and directed all Deputy Commissioners to ensure foolproof arrangements for this prestigious national examination.
The Chief Secretary emphasized that all arrangements must be completed well in advance to ensure smooth, fair, and transparent conduct of both these examinations.
