Chandigarh, February 3: Paramjit Singh Kainth, Vice President, Bharatiya Janata Party Scheduled Caste Morcha, Punjab, today said that the Aam Aadmi Party government under Chief Minister Bhagwant Mann has failed the Scheduled Caste community at every level—policy intent, governance design, and measurable outcomes.
Kainth demanded that during the upcoming budget session, the Punjab government must place in the public domain department-wise vacant posts reserved for the Scheduled Castes, the status of SC officers eligible for promotion, and a factual assessment of what has materially changed for Scheduled Castes over the last four years.
He said that SC representation is a constitutional mandate, not a discretionary welfare initiative. Despite Punjab having the highest proportion of Scheduled Castes in the country, there is no credible, results-based evidence to show that proportional representation, employment opportunities, or institutional accountability have improved under the AAP government.
“Policies without data are meaningless. Governance without monitoring is cosmetic. The AAP government speaks the language of reform but refuses to institutionalize transparency. There is no public mechanism to track department-wise SC representation, vacancies, or promotion status. Without data, accountability cannot exist,” Kainth said.
The BJP SC Morcha leader demanded the immediate creation of a public digital dashboard to enable real-time, department-wise monitoring of SC representation, vacant posts, and promotions. “Transparency through technology is no longer optional. It is the only way to move from rhetoric to results,” he said.
Kainth also directly questioned Punjab Finance Minister Harpal Singh Cheema on the government’s track record. “Four years is not a short period. Where is the data? Where are the measurable improvements in representation, employment, promotions, or institutional participation for Scheduled Castes?” he asked.
“Transparency, accountability, and constitutional compliance must replace slogans,” Paramjit Singh Kainth asserted.
