Chandigarh, December 30 - The Panchkula Metropolitan Development Authority (PMDA) is going to give a ‘New Year Gift’ to the residents of Panchkula city by starting two big projects. These projects are Construction of Bridge on Ghaggar river near Golf Club on Sector-3/21 road (Estimate Cost-Rs 32.50 crore) and Beautification of two Jal Dhara passing through the Panchkula City (Estimate Cost-Rs 95.42 crore), namely the Jal Dhara starting from Mata Mansa Devi Mandir to Rajeev-Indra colony upto Punjab border (Length – 5.60 km) and Singh Nallah Chow from Sector-1 to Industrial Area upto Punjab border (Length – 5.30 km).

A PMDA spokesperson informed that the tenders of both these works have been approved in the ‘High-Powered Purchase Committee’ meeting held under the Chairmanship of CM Nayab Singh Saini on 27.12.2025. These projects have been approved on the long pending demand of the Panchkula residents and various Resident Welfare Associations of Panchkula City. Keeping in view the dire need, these projects have been sanctioned with the personal intervention of Sh. K.M. Pandurang, CEO, PMDA, to provide better facility to the residents of the city.

The first project pertains to the construction of a bridge on the Ghaggar river near the Golf Club on the Sector-3/21 road. The estimated cost of the bridge is Rs. 32.50 crore. The bridge will have a total length of 333.90 metres and a width of 14.0 metres, with provision for three lanes. At present, the existing two-lane bridge over the Ghaggar is not sufficient to handle the incoming and outgoing traffic load. Due to the inadequate width, residents of Panchkula Extension Sectors-23 to 28 are facing inconvenience because of frequent and prolonged traffic jams. After the construction of the new bridge, one-way traffic will be operated on both bridges, which will permanently resolve the problem of traffic congestion in the area. The construction of the bridge will be completed within a period of 24 months.

The second project relates to the beautification of two Jal Dhara passing through Panchkula City at an estimated cost of Rs. 95.42 crore. Both the natural rainy ‘nallahs’ mentioned above pass through densely inhabited areas of Panchkula City and are presently in a dilapidated condition. Due to uneven surface levels, spare and untreated water from adjoining areas remains stagnant at several locations, resulting in foul smell and creating breeding grounds for mosquitoes, which may pose serious health hazards. Unwanted vegetation growing along the streams gives an ugly appearance and provides shelter to poisonous insects and unscrupulous elements. In addition, residents of adjoining areas have been using these nallahs as garbage dumping sites.

The spokesperson said to address these issues, several provisions have been incorporated in the Detailed Project Report. A 1.5-metre-wide precast central channel along with RCC retaining walls of 0.45 metres height above ground level will be constructed. GI fencing of 2.00 metres height will be provided on both sides of the nallahs to regulate the regular flow of water and to prevent dumping of garbage. Provision has also been made for cycle tracks and walking tracks, construction of new steel bridges for crossing, street lighting and plantation between the tracks and the retaining walls. The adjoining land along the nallahs will be developed with facilities including one cafeteria, ten badminton courts, six yoga courts, two volleyball courts, two half basketball courts, one skating rink and two children’s play areas.

The work of beautification of the nallahs will be completed within 18 months from the date of allotment of the work. After completion, the residents will be able to use both side banks of the nallahs for morning and evening walks as well as for recreational activities. Provisions for food courts and children’s play areas have also been included to enhance the overall utility and livability of the surrounding areas.

Chandigarh, December 30 – Haryana Chief Minister Sh. Nayab Singh Saini said today, Gurugram has become not only the pride of Haryana but also the engine of India’s economic progress. Haryana is moving rapidly on the path of development, which is the result of the strong leadership of the ‘double-engine’ government with Prime Minister Sh. Narendra Modi at the Centre and the State Government in Haryana. The Chief Minister said the objective of the government is to ensure balanced and inclusive development of the entire Haryana, whether urban or rural, and the government is moving forward with full commitment to this resolve.

The Chief Minister was addressing the Viksit Gurugram Maharally organised in Gurugram on Tuesday on the occasion of the birthday of Gurugram MLA Sh. Mukesh Sharma. On this occasion, the Chief Minister extended birthday greetings to MLA Sh. Mukesh Sharma and New Year wishes to the people present. He said that the government fulfils the promises it makes. He stated that out of 217 promises made in the Assembly election manifesto, 54 have been fulfilled within just one year, while work on 163 promises is underway. This is a government of the people. The resolve of the government is “Sabka Saath, Sabka Vikas, Sabka Vishwas aur Sabka Prayas”. He made it clear that leaving behind the politics of regionalism and casteism, the government is working with full dedication on the mantra of “Haryana Ek, Haryanvi Ek”. Chief Minister Sh. Nayab Singh Saini today inaugurated and laid foundation stones of development projects worth a total of Rs 113.64 crore in Gurugram. The inaugurated projects include works worth Rs 72.96 crore, comprising a multi-level car parking facility in Sadar Bazaar at a cost of Rs 55.20 crore and a community centre in Sector-14 costing Rs 17.76 crore. Under the foundation-laying works, projects include an RMC model road and drain in Sector-16 at a cost of Rs 8.32 crore, sewerage and drinking water pipeline in Sector-17A at a cost of Rs 6.28 crore, hostel construction work in Sector-16 costing Rs 6.67 crore, and special repair work in the new vegetable market costing Rs 19.41 crore. These projects will strengthen Gurugram’s infrastructure and further enhance civic amenities.

The Chief Minister said that during the 11-year tenure of the government, extensive development works worth Rs 1,909 crore have been carried out in the Gurugram Assembly constituency. Out of 67 announcements made for the area during the last 11 and a half years, 39 have been completed and work on 11 is in progress. He said equal importance is being given to environmental conservation along with development, under which small oxygen pockets and parks are being developed in the heart of the city. Terming pollution as a major challenge, the Chief Minister said that efforts are being made to control it through the operation of electric buses and modern waste management techniques. He clarified that the objective of the government is holistic development, the benefits of which reach beyond roads and buildings to the last person standing at the end of society.

CM announces a series of projects for overall development of Gurugram

Chief Minister Sh. Nayab Singh Saini made several major announcements for the overall development of Gurugram on the detailed demand letter submitted by MLA Sh. Mukesh Sharma. He announced that a new school building would be constructed at a cost of about Rs 4.90 crore at the Gaushala ground near Gurugram Police Lines. He also announced the construction of a new modern sports hostel in place of the old sports hostel at Nehru Stadium. Thirty Ayushman Arogya Mandirs will be started in Gurugram. Construction of the Civil Hospital will also be started soon. Announcing the upgradation of the PHC at Wazirabad to a 50-bed hospital, he said that this work would be completed as soon as land is made available. He also announced early completion of Maitri Van in Wazirabad village, allotment of a plot as per rules on application by a religious institution for Khatu Dham, construction of a city bus terminal in Sector-29, and development of a city bus depot and other facilities at the old bus stand after its shifting. In addition, announcements were made for a library in the Biodiversity Park, entry gates in the names of Guru Dronacharya and Mata Sheetla, a cremation ground in the Rajendra Park area, a community centre in Kamla Nehru Park, and construction of a community centre in Silokhra village subject to land availability. Sadar Bazaar will be developed as a smart market with all basic amenities, and work on more than 100 kilometres of smart roads will also be started soon.

Rs 5 crore each announced for development of Gurugram, Sohna and Pataudi Assembly constituencies

The Chief Minister announced an additional Rs 5 crore each for the overall development of Gurugram, Sohna and Pataudi Assembly constituencies. He assured that major and long-term projects are being undertaken to strengthen Gurugram’s drinking water system for the next 50 years. He said that the government is moving forward with full commitment to make Gurugram and the entire region among the most developed and well-equipped cities in the country.

Welfare schemes rapidly being implemented on the ground in Gurugram under the leadership of CM: Rao Narbir Singh

Industries and Commerce Minister Rao Narbir Singh said that under the strong and visionary leadership of the Chief Minister, welfare-oriented policies are being continuously implemented on the ground in Gurugram. He said that Gurugram is a rapidly growing city and keeping its needs in mind, systematic efforts are being made under the guidance of the Chief Minister to strengthen education, health and other basic facilities. CAMPA Approves Nursery-Centric Afforestation and Wildlife Protection Projects in Haryana

Haryana to Undertake Soil and Water Conservation Study in Yamunanagar, Ambala and Panchkula Districts

Chandigarh, December 30 — Emphasising that effective forest conservation begins at the nursery level, the Haryana Government on Tuesday approved a series of supplementary and additional proposals under the Compensatory Afforestation Management and Planning Authority (CAMPA) to strengthen plantations, secure wildlife habitats and enhance protection infrastructure across the State.The approvals were accorded in today’s 9th meeting of the Steering Committee of Compensatory Afforestation Management and Planning Authority, Haryana, chaired by Chief Secretary Sh. Anurag Rastogi, in line with national guidelines governing the utilisation of Net Present Value (NPV) and interest funds. The meeting was attended by Sh. Sudhir Rajpal, ACS, Forests and Wildlife, Sh. Vineet Garg, IFS, PCCF (HoFF), Sh. Vivek Saxena, IFS, CWLW and Sh. Navdeep Singh, IFS, CEO, Haryana CAMPA.

Taking note of rising input costs and the State’s policy shift away from eucalyptus plantations, the Steering Committee approved the reallocation of funds for nursery operations and plantation activities. An amount of ₹1.65 crore earlier earmarked for raising clonal eucalyptus plants has been redirected to meet the higher cost of raising Melia dubia seedlings. The decision is expected to ensure healthier nursery stock and improved survival rates of plantations undertaken under compensatory afforestation programmes.

Approval was also granted for the reallocation of ₹1.48 crore under the NPV component for wildlife habitat improvement works during 2025–26. The decision followed a detailed proposal from the Wildlife Department and aims to prioritise ecological restoration and habitat management in protected areas.

Recognising the ecological sensitivity of the Shivalik region, the Committee sanctioned the purchase of three patrolling vehicles for the Kalka, Naraingarh and Chhachhrauli forest ranges at an estimated cost of ₹50 lakh. The vehicles will strengthen field-level vigilance and help curb forest and wildlife offences in vulnerable stretches.

To support long-term ecological stability in the Shivaliks, the Steering Committee approved ₹35 lakh for a detailed feasibility study on soil and water conservation works in Yamunanagar, Ambala and Panchkula districts. The study will provide a catchment-wise and year-wise action plan, building upon earlier assessments and guiding future conservation investments.

Haryana Chief Secretary directs speedy recovery of RTI penalties from SPIOs

Chandigarh, December 30 – Haryana Chief Secretary Sh. Anurag Rastogi today directed all Administrative Secretaries to ensure the speedy recovery of penalties imposed on State Public Information Officers (SPIOs) under Section 20(1) of the Right to Information Act, 2005.

Chairing a review meeting here today, the Chief Secretary instructed that the penalties be recovered in monthly installments directly from the concerned SPIOs.

Sh. Rastogi emphasized that strict compliance with the provisions of the RTI Act is essential to ensure transparency and accountability in governance. He reiterated that timely disposal of RTI applications and adherence to statutory timelines is a collective responsibility of all departments to uphold the spirit of the Act and strengthen public trust in the administration.

*Haryana Emerges as National Leader in Criminal Justice Reforms, Tripling Convictions and Pioneering Forensic Excellence – Dr. Sumita Misra*

Chandigarh, December 30 — Haryana has firmly established itself as a national frontrunner in the implementation of India’s new criminal laws, recording sharp gains in conviction rates, forensic compliance and investigation timelines, while simultaneously unveiling an ambitious reform roadmap encompassing mobile forensic units, major investments in DNA and cyber forensics, large-scale police recruitment and expanded prison infrastructure, said Additional Chief Secretary, Home Department, Dr. Sumita Misra.

While addressing prosecution officers as Chief Guest at a workshop organised by the Prosecution Department at PWD Rest House, Panchkula on the implementation of the new criminal laws in Haryana, Dr. Sumita Misra said the rollout of the Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam represents a comprehensive transformation of the criminal justice system. Describing prosecutors as the “architects of justice,” she said their legal acumen and courtroom advocacy are central to converting police investigations into meaningful justice for victims and society.

Between July 1, 2024 and December 24, 2025, the state registered 1,59,034 first information reports, of which charge-sheets or final reports were filed in 1,37,141 cases which is approximately 87 percent, Dr. Misra said. Nearly 70 per cent of cases falling under the mandatory 60-day investigation timeline were completed within the stipulated period, while compliance under the 90-day category stood close to 80 per cent. Several districts achieved compliance levels exceeding 85 per cent, reflecting tighter supervision, improved inter-district coordination and more effective monitoring mechanisms.

Highlighting forensic reforms, Dr. Misra said that in 2025 forensic experts visited 97.2 per cent of crime scenes requiring mandatory examination. Haryana has achieved zero pendency in all serious offences where mandatory forensic visits are required. In cases under the Protection of Children from Sexual Offences Act, the state reported a 99 per cent DNA positivity rate, setting a national benchmark in scientific evidence-based investigation.

On conviction outcomes, Dr. Misra informed that conviction rates under the new legal framework have nearly tripled, rising to 72 per cent compared to 24 per cent under the earlier system. More than 81,000 cases were disposed of in just 17 months, underscoring the effectiveness of the transition to the new criminal laws.

She further said that technology-driven justice delivery has played a critical role in these reforms, with extensive use of Aadhaar-authenticated workflows, eSign tools, real-time crime documentation, auto-registration of FIRs in vehicle theft cases and large-scale adoption of video conferencing. Nearly 78 per cent of under-trial court appearances are now conducted virtually, supported by more than 2,100 designated electronic witness examination facilities across the state.

Outlining the roadmap ahead, Dr. Misra said the Home Department has planned deployment of 40 mobile forensic vans, a Rs. 101 crore investment to modernize investigative equipment and an additional Rs. 18 crore allocation this financial year to strengthen DNA and cyber forensic capabilities. A new DNA Division at the Regional Forensic Science Laboratory in Gurugram is scheduled to become operational from January 1, 2026.

On the infrastructure front, she said construction of three new district jails at Charkhi Dadri, Fatehabad and Panchkula has been approved at an estimated cost of Rs. 284 crore, adding capacity for nearly 4,000 inmates, while an ultra-modern district jail complex at Fideri village in Rewari, built at a cost of Rs. 95 crore, has already been completed.

While addressing Dr. Misra stated that taking transformative approach to criminal justice that "restores as much as it corrects" Haryana become the first state to notify the Haryana Community Service Guidelines, 2025, under Section 4(f) of the Bharatiya Nyaya Sanhita, 2023, to institutionalize community service as an alternative to imprisonment for first-time offenders in minor crimes, establishing 17 unique types of community service including blood donation camps, environmental projects, Swachh Bharat Mission activities, support for NCC/NSS, maintenance of public parks, assistance in rural health centres, and conservation of heritage sites.

Dr. Misra emphasized that the guidelines incorporate special provisions for vulnerable groups—juveniles are assigned supervised activities such as NCC training, skill workshops, and environmental projects for skill development and discipline, while women offenders receive carefully matched placements in safe zones like Nari Niketans, anganwadi centres, maternity wards, and child care facilities, ensuring dignity and meaningful contribution.

*Gurugram Rapid Metro’s Performance Improves as Haryana Pushes Comprehensive Metro and Namo Bharat Expansion Plan*

Chandigarh, December 30 — As Rapid Metro-Gurugram continues to post encouraging gains in ridership and revenue, Haryana is simultaneously moving ahead with an ambitious and wide-ranging programme of metro and Regional Rapid Transit System (RRTS) projects aimed at reshaping urban and regional mobility across the National Capital Region and adjoining districts.

Sharing these details after presiding over a meeting of the Board of Directors of Haryana Metro Rail Corporation, Chief Secretary Sh. Anurag Rastogi, who is also the Chairman of the Corporation, said that the metro network carried more than 1.27 crore passengers between April and November 2025, compared to about 1.10 crore during the corresponding period last year. July 2025 recorded the highest monthly growth, with ridership rising by 22.93 per cent, while most other months also witnessed consistent double-digit increases, reflecting growing commuter confidence in metro rail services.

The financial performance of Rapid Metro has shown similar improvement. Fare revenue rose by 14.06 per cent to ₹23.37 crore during the period under review. At the same time, operational expenditure increased by 7.66 per cent. This gap between revenue growth and cost escalation indicates improved operational efficiency, better resource management and optimisation of day-to-day operations.

*Sector-56 to Panchgaon: Flagship Metro Corridor for New Gurugram*

Among the major upcoming projects, the proposed Metro corridor from Sector-56, Gurugram to Panchgaon has emerged as a flagship initiative. The 35.25-km corridor, comprising 28 elevated stations, has received approval for state funding. The final Detailed Project Report has already been submitted, with careful integration planned at Panchgaon with the proposed RRTS corridor to ensure seamless interchange without any adverse impact on alignment or station design. Once implemented, the corridor is expected to significantly improve connectivity to rapidly developing residential, industrial and institutional areas of New Gurugram.

*Ballabhgarh–Palwal Extension to Expand Metro Reach*

The proposed extension of the metro line from Ballabhgarh to Palwal, covering nearly 30 km with 18 elevated stations, is aimed at extending mass rapid transit deeper into southern Haryana. Feasibility and alternative analysis reports have been completed, and efforts are underway to align the project with the Namo Bharat corridor so as to maximise ridership, network integration and long-term viability.

*New Urban Corridors in Gurugram and NCR*

Several additional metro corridors within Gurugram and the wider NCR are also in the pipeline. These include the Subhash Chowk–Rajiv Chowk–Sohna Road–Railway Station corridor and the Golf Course Extension Road to Sector-5 corridor via HUDA City Centre. Consultants have been appointed for preparation of Detailed Project Reports, marking a transition from conceptual planning to execution-oriented stages.

In northern Haryana, the extension of the Delhi Metro from Narela to Kundli has received in-principle approvals. Haryana has agreed to provide land support and participate in joint property development, a move expected to substantially enhance access to Delhi’s Phase-IV Metro network and benefit rapidly growing urban clusters in the region.

*Namo Bharat RRTS Projects Gather Momentum*

Parallel momentum is visible in the Namo Bharat RRTS programme being implemented by National Capital Region Transport Corporation. The Delhi–Shahjahanpur–Neemrana–Behror corridor, approved up to Bawal, and the Delhi–Panipat–Karnal corridor have both received clearance from the Public Investment Board. The approved Delhi-Bawal RRTS corridor has a total length of about 93.12 km with 13 stations, at an estimated completion cost of ₹32,327.09 crore. Haryana’s share in the project stands at ₹6,956.74 crore, with a Financial Internal Rate of Return of 7.90 per cent and an Economic Internal Rate of Return of 20.13 per cent. These high-speed corridors are expected to sharply reduce travel time, spur industrial growth and strengthen economic integration across the State.

In addition, Detailed Project Reports are under examination for the Gurugram–Faridabad–Noida/Greater Noida corridor and the Delhi–Rohtak Namo Bharat corridor, further reinforcing Haryana’s position as a central mobility hub within the NCR.

Officials said that the improved operational performance of Rapid Metro, coupled with steady progress on multiple metro and Namo Bharat projects, reflects a coherent and long-term vision for sustainable transport in Haryana. The coordinated expansion of urban metro systems and regional rapid transit corridors is expected to ease congestion, reduce vehicular emissions and support balanced urbanisation across Gurugram, Faridabad, Panipat, Karnal and other fast-growing regions of the State.
