Chandigarh, September 30 — Haryana Chief Minister, Sh. Nayab Singh Saini on Tuesday inaugurated 500 renovated Anganwadi buildings and 64 newly constructed centres across the state, built at a total cost of Rs. 24 crore. The Chief Minister said the state government is committed to further strengthening services related to child and maternal nutrition, health, and early education. He was speaking at the state-level function in Kurukshetra to mark the 8th anniversary of Poshan Maah on Tuesday. On the occasion, he unveiled a special ‘Poshan Calendar’ and honoured Anganwadi workers for their contribution. Along with other dignitaries, the Chief Minister also visited an exhibition showcasing schemes related to women’s health, family well-being and nutrition.
Extending greetings on Durga Ashtami, Sh. Nayab Singh Saini said it was symbolic that the celebration of Poshan Maah was taking place on the sacred land of Kurukshetra on this auspicious day. He recalled that since 2018, Poshan Maah has been observed nationwide to address women’s health challenges. Women often neglect their own health because of their devotion to family responsibilities. Recognising this, Prime Minister, Sh. Narendra Modi launched the nationwide Poshan Abhiyaan from Jhunjhunu, Rajasthan, on March 8, 2018, he said.
Over the past eight years, the campaign has become a key movement to protect women’s health and eliminate child malnutrition. Its focus is on improving nutrition among children below six years, adolescent girls, pregnant women, and lactating mothers. This year’s Poshan Maah began on September 17, the Prime Minister’s 75th birthday, when he also launched the Swasth Nari – Sashakt Parivar campaign from Madhya Pradesh.
Sh. Nayab Singh Saini said that the Poshan Abhiyaan has grown from a government initiative into a jan andolan (people’s movement), driven by Anganwadi workers, NGOs, panchayats and youth. This is not a one-day or one-month effort, rather it must continue throughout the year. That’s why the Poshan Calendar has been launched, he said.
*Theme focuses on lifestyle change and community participation*
The Chief Minister highlighted that the theme of the 8th Poshan Maah is broad and action-oriented, controlling obesity, improving childcare, planting trees in the name of mothers under the ‘Ek Ped Maa Ke Naam’ campaign, promoting men’s involvement in child and maternal care, and encouraging local foods. Our aim is not just to spread information but to bring about lasting lifestyle changes, he added.
He said that Poshan Maah is a multi-departmental movement involving education, agriculture, panchayati raj, women & child development, and rural development departments. Through the Integrated Child Development Services (ICDS), Haryana monitors the health, nutrition, psychological and social development of children up to six years. To strengthen early childhood education, 4,000 play-way schools have been opened for children aged 3 to 6 years. The 2025–26 budget provides for another 2,000 play-way schools to be run within Anganwadi centres.

The Chief Minister said that women’s health is the biggest asset of a family. A Swasth Nari builds a Sashakt Parivar, and strong families build a strong India. He said that lakhs of health camps are being organised nationwide in response to the Prime Minister’s call, where women undergo regular health check-ups. He urged all mothers and sisters to make their health a priority and participate in these camps.
Haryana has also become the first state in the country to implement a Comprehensive Crèche Policy for working women. The Centre has approved converting 628 Anganwadi centres into Anganwadi-cum-crèches. Currently, 500 crèches are operational, of these, 303 were upgraded Anganwadi centers. The remaining 197 are standalone creches. More than 3,670 working women are benefiting from these creche services, shared Sh. Nayab Singh Saini.
*10 lakh children and 2.5 lakh mothers benefit from nutrition schemes*
The Chief Minister said that the state is implementing a Supplementary Nutrition Programme for over 10.47 lakh children and 2.67 lakh pregnant and lactating mothers. The Mukhyamantri Doodh Uphaar Yojana provides fortified milk to around 8.28 lakh children and 3 lakh mothers. Financial assistance is also provided under maternity schemes, like Rs. 5,000 under the Pradhan Mantri Matru Vandana Yojana for the first child, Rs. 6,000 for a second girl child, and Rs. 5,000 for a second boy child under the state’s Mukhyamantri Matritva Sahayata Yojana.
He emphasised that women’s empowerment has remained a top priority for the state government. Recently, the Deendayal Lado Lakshmi Yojana was launched on September 25, and registration has begun to provide direct financial assistance to women. He also welcomed the passage of the Nari Shakti Vandan Bill in Parliament, saying it guarantees women’s equal participation in nation-building.
Sh. Nayab Singh Saini urged citizens to spread the message that food is not just to fill the stomach but to nourish the body and mind. He called for making nutrition a daily habit, not just a month-long celebration, to build a healthy and prosperous Haryana and India.

Speaking at the event, Women and Child Development Minister, Smt. Shruti Choudhry said that under the Prime Minister’s leadership, Poshan Abhiyaan has grown into a nationwide movement to ensure balanced diets and proper care for children aged between 0-6, adolescent girls, and pregnant women.
She said that Mission Poshan 2.0 and the Saksham Anganwadi Abhiyaan are strengthening maternal and child health across the country. This year’s focus is on lifestyle changes by reducing oil and sugar consumption, promoting millets and local grains, digitising services, and increasing male participation in maternal and child care.
In Haryana, about 10.47 lakh children and 2.67 lakh pregnant and lactating mothers are currently benefiting from supplementary nutrition programmes. Between April 2024 and August 2025, over Rs. 100 crore has been directly transferred to 2.95 lakh women under the PM Matru Vandana Yojana. Additionally, Rs. 29 crore has been disbursed to over 59,000 women under the state maternity assistance scheme.
She highlighted that 4,000 Anganwadi centres have been upgraded into play schools with over 50,000 children enrolled. She thanked the Chief Minister for inaugurating 64 new and 500 renovated Anganwadi buildings, calling it a major boost to early childhood care.
Smt. Shruti Choudhry added that the Deendayal Lado Lakshmi Yojana would be a milestone for women’s safety and empowerment. This clearly shows that the Chief Minister’s actions match his commitments, she said. She reaffirmed the government’s commitment, Har baccha poshit ho, har mahila swasth ho, har parivar sashakt bane. Only then will Haryana and India scale new heights of progress.

2,79,502.86 metric tonnes of paddy procured from Haryana’s mandis
Paddy has been procured from 28,599 farmers so far
Chandigarh, September 30 – During the Kharif procurement season-2025, a total of 2,79,502.86 metric tonnes of paddy has been procured from Haryana’s mandis. Out of this, 48,838.72 metric tonnes have already been lifted from the mandis/procurement centres.
Sharing details, a spokesperson of the Department of Food, Civil Supplies and Consumer Affairs, Haryana said that paddy has been procured from around 28,599 farmers across the state so far. All these farmers are registered on the ‘Meri Fasal Mera Byora’ portal.
The spokesperson further said that a total of 408,182.41 metric tonnes of paddy has arrived in Haryana’s various mandis this season.
Since the commencement of paddy procurement on September 22, 2025, the highest procurement has been carried out by the Food and Civil Supplies Department, which has so far procured 169,427.82 metric tonnes. HAFED has procured 82,785.87 metric tonnes, while the Haryana State Warehousing Corporation has procured 27,289.18 metric tonnes.
It is worth mentioning that procurement of paddy at the Minimum Support Price (MSP), fixed by the Government of India, started in Haryana on September 22, 2025.
District-wise, the highest procurement so far has been in Kurukshetra. In Kurukshetra district, 140,592.56 metric tonnes of paddy has arrived, of which 113,085.78 metric tonnes have been procured. From 10,298 registered farmers in the district, 113,085.78 metric tonnes of paddy has been purchased. Additionally, 41,210.06 metric tonnes of paddy have already been lifted from the mandis in the district.
In Haryana’s mandis/procurement centres, paddy procurement is being carried out by the Department of Food and Civil Supplies, HAFED, and the Haryana State Warehousing Corporation.

Haryana Government grants Rs. 13,000 Interest-Free Festival Advance to Class-IV Employees
Chandigarh, September 30 - The Haryana Government has decided to grant an interest-free festival advance of Rs 13,000/- for all eligible Class-IV State Government employees during the year 2025-26. A letter in this regard was issued by Chief Secretary Sh. Anurag Rastogi, who holds the charge of the Finance Department.
The advance is available to permanent and temporary Class-IV regular State Government employees who are likely to continue in service for at least another 10 months. Employees who wish to avail themselves of this advance must submit their applications by October 14, 2025. The Drawing & Disbursing Officers (DDOs) concerned are responsible for sanctioning the advance. All payments must be drawn and disbursed on or before October 17, 2025.
The festival advance will be recovered from the employee in 10 equal monthly instalments. For temporary government employees, the advance is admissible only upon providing a surety of a permanent government employee to ensure the amount's full security and recovery.
For the sanctioning of the advance, the concerned DDO must be satisfied that the employee will remain in service until the entire amount is recovered.
The advance will not be admissible to work charged, contingent paid staff, daily wagers, or contractual employees. It should not be granted by parent Departments to Class-IV employees who are on deputation to other Government bodies, Corporations, or Local Bodies. If both a husband and wife are employed by the State Government, the advance is allowed to only one of them. Furthermore, no advance shall be sanctioned or disbursed to Government employees who are under suspension or against whom proceedings are pending under Rule 7 of HCS (Punishment and appeal Rule 2016).
The order emphasizes accountability, stating that in case of the advance's misuse, a penal interest of @10% will be charged from the concerned employee. Additionally, the DDO concerned will be held responsible, and action will be initiated as per rules in the event of sanctioning the festival advance to an ineligible employee.

Meeting regarding reorganisation of administrative units held
Development and Panchayat Minister Krishan Lal Panwar chairs the meeting
Chandigarh, September 30 – Haryana Development and Panchayat Minister, Sh. Krishan Lal Panwar said that the State government is committed to reorganizing administrative units in accordance with the demands of local people and elected representatives.
Sh. Panwar was presiding over the meeting of the Reorganization-committee held here today. The meeting was also attended by Education Minister, Sh. Mahipal Dhanda, and Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana.
Speaking at a press conference after the meeting, Sh. Krishan Lal Panwar, said that the Reorganization Committee has so far received 73 proposals, including 11 for creation of new districts, 14 for sub-divisions, 4 for tehsils and 27 for sub-tehsils. In this regard, the committee has sent a recommendation to the state government for approval and inclusion of village Khunga from Sub-Division Uchana into Sub-Division Jind, and village Khanpur Roran of Tehsil Pehowa, District Kurukshetra, into Tehsil Thanesar.
Sh. Panwar said that the criteria for creating new districts, the requirements include 125 to 200 villages, a population of 4 lakhs and above, an area of 80,000 hectares and above, and a distance of 25 to 40 kilometers from other district headquarters. Separate criteria have also been set for the creation of subdivisions, tehsils, and sub-tehsils.
Sh. Panwar further said that the decisions taken in the meeting will be briefed to the Chief Minister, Sh. Nayab Singh Saini, for approval.
It was also informed that the proposals received for creation of new districts include Assandh, Naraingarh, Manesar, Pehowa, Barwala, Safidon, Pataudi, Dabwali, Hansi and Gohana.
Additional Chief Secretary and, Financial Commissioner, Revenue & Disaster Management department, Dr. Sumita Misra, Special Secretary, Sh. Kamlesh Kumar Bhadoo along with other officers also remained present during the meeting.

Chandigarh, Sept 30 – Haryana Chief Minister Sh Nayab Singh Saini said that the country’s second elevated railway track will soon be dedicated to the people of Haryana. He said that under the leadership of Prime Minister Sh Narendra Modi, the country’s first elevated railway track was also constructed in Haryana, and now the second track has been completed. The Chief Minister further stated that construction of the Thanesar railway platform is currently in progress. With the completion of this project, citizens will get permanent relief from traffic congestion at five level crossings in Kurukshetra.
The Chief Minister was addressing media persons at Thanesar railway station in Kurukshetra district today. Earlier, he reviewed the progress of the elevated railway track with railway officials and issued necessary directions.
On this occasion, Managing Director of Haryana Rail Infrastructure, Sh Narendra Chumber apprised the Chief Minister that construction work at all five level crossings has been completed, and the remaining platform works will also be finalized soon.
The Chief Minister Nayab Singh Saini said that the construction of the historic elevated railway line in Kurukshetra has been made possible with the blessings of the Prime Minister. He added that Prime Minister Sh Narendra Modi and Union Minister Shi Manohar Lal implemented this project keeping in view the problems faced by the people of Kurukshetra. He said that the elevated railway track will not only accelerate Kurukshetra’s development but also make a significant contribution to the overall progress of Haryana.

Chandigarh, Sept 30 – In a significant move, Haryana Government will develop state-of-the-art warehousing infrastructure at Maharaja Agrasen Airport, Hisar aimed at ensuring seamless storage and transportation of horticultural crops. The initiative seeks to preserve quality and freshness through controlled temperatures, boost agricultural exports, and help farmers realize maximum profits of their produce.
Under this initiative, the Haryana State Warehousing Corporation will set up modern cold storage and air cargo facilities at the airport premises. These facilities will enable the preservation and export of farmers’ produce in line with international standards, thereby further strengthening Haryana’s position as one of the country’s leading states in horticultural production.
This was shared during a meeting of the Haryana State Warehouse Corporation and the Civil Aviation Department, chaired by Chief Minister Sh Nayab Singh Saini here today. Agriculture and Farmers’ Welfare Minister Sh Shyam Singh Rana was also present on the occasion.
The Chief Minister said that the state government is taking concrete steps to enhance farmers’ income and connect their produce to global markets. The warehouse infrastructure being developed at Hisar Airport will not only provide farmers with a new identity but also play a pivotal role in establishing Haryana as an agricultural export hub. He said that controlled temperature storage and export facilities will directly benefit farmers by ensuring fair prices for their produce.
The Chief Minister said that districts such as Hisar, Sirsa and Fatehabad are rapidly emerging as major clusters for horticultural crops including strawberries, guavas and kinnows. He asked the Haryana State Warehousing Corporation to take proactive measures so that no farmer’s crop goes to waste, while extending maximum support in storage and export processes. He also stressed the importance of utilizing solar energy to maintain controlled temperatures in storage facilities.
It was informed during the meeting that priority will be accorded to promoting the export of horticultural and other products from the state, with a special focus on enabling air cargo services for perishable crops such as flowers and fruits.
On this occasion, the Chief Minister was also apprised of various projects under development at Maharaja Agrasen Airport.

*Cow Sanctuary to be set up for stray cattle in every district of Haryana – Minister Rao Narbir Singh*
Chandigarh, September 30- Haryana Industries and Commerce Minister, Rao Narbir Singh, has directed the officers of the Development and Panchayats Department and the Urban Local Bodies Department to make arrangements for establishing Cow Sanctuary in every district of the state to provide shelter to stray cattle.
The minister issued these directions while chairing a review meeting here today, regarding the establishment of Cow Sanctuary in Hasanpur Gram Panchayat of Nuh district and in Wazirpur village under the jurisdiction of the Manesar Municipal Corporation. Development and Panchayats Minister Sh. Krishan Lal Panwar was also present at the meeting.
Rao Narbir Singh said that the Gau Seva Aayog may also consider involving NGOs in the management and operation of gaushalas, as their participation could serve as an effective alternative for better gau seva
During the meeting, it was informed that Hasanpur Gram Panchayat has proposed setting up a Cow Sanctuary on 78 acres of land. Earlier in 2023, the Panchayat had also proposed opening a gaushala on 19 acres of land, which was approved by the Cabinet.

Haryana BJP State President Sh Mohan Lal Badoli also accompanied him.
The Chief Minister met the bereaved family members, including the late leader’s two sons, and consoled them. Expressing deep sorrow, he said that Sardar Harmel Singh was a respected and popular leader of Punjab, who always remained connected with the people and was known as a dedicated public servant.
“During his political career, late Sardar Harmel Singh achieved remarkable heights and earned immense love and respect from the people of Punjab. His memory will always inspire us. Chandigarh, September 30 — Haryana Irrigation and Water Resources Minister, Smt. Shruti Choudhry, said that keeping in mind the interests of farmers and the public, and due to delays in the projects of the LWS Circle, the orders issued in June 2020 have been cancelled. To rationalize the canal system, the canals that were handed over to Loharu Division have now been restored to their original divisions on farmers’ demand, to ensure efficient water management from head to tail.
Smt. Shruti Choudhry held a review meeting with officers of the Irrigation and Water Resources Department late Monday evening in Chandigarh. During the meeting, the June 2020 orders were reviewed and subsequently cancelled. These orders had transferred certain canal systems of Jui, Siwani, and Hisar Water Services Divisions to Loharu Division.
She said that during the past five years, practical difficulties had emerged because only the tail portions of these canals were with Loharu Division, while the main stretches remained under their original divisions. This split control led to inefficient water regulation in the canals, adversely affecting farmers, especially at the tail ends. The government has now decided to restore these canals to their original divisions. Additionally, after repair and rehabilitation work, the availability of water in these canals has improved.
Smt. Shruti Choudhry stated that this important step will bring both the head and tail sections of the canals under the same division, ensuring balanced water distribution from head to tail and better supply management. She added that returning full control to the original divisions will eliminate dual responsibilities and make officials’ accountability clear. Farmers in tail areas will now receive more reliable and timely water, which will reduce disputes and complaints. Canal monitoring, repair, and regulation under original divisions will make management smoother and more efficient, significantly improving operational effectiveness.
She said that avoiding duplication of staff and resources between two divisions will result in savings and better utilization of government expenditure. This decision reflects the government’s willingness to review old orders in light of ground realities and take corrective steps, demonstrating policy transparency.
She further informed that in village Kheda of Siwani block, district Bhiwani, the construction of an office complex, canal rest house, and staff quarters is in progress at a cost of Rs. 17.54 crore. About 80 percent of the work has been completed. SDOs of Loharu, Siwani, and Mikada divisions will sit together at this location. This will allow farmers to resolve their issues in one place, near their villages. Loharu Division’s headquarters will remain in Loharu to ensure administrative continuity. She noted that this single decision will bring dual benefits: better canal management and doorstep services for farmers, ensuring fair water distribution from head to tail and clear accountability of officials.
The Irrigation and Water Resources Minister emphasized that this decision reflects the government’s commitment to farmer welfare and efficient water management. She said that the government reviews past decisions in light of on-ground realities and takes decisions in the interest of farmers and the public. Along with restoring proper canal management, the government is also investing in modern infrastructure to ensure that every farmer can access services easily and without hassle. This will streamline operations, improve service delivery, and increase satisfaction among the farming community, she said.

In addition, officers and employees in these Metropolitan Development Authorities have been immediately assigned the additional responsibility of implementing the Pre-Audit Scheme.
For the Faridabad Metropolitan Development Authority, the additional charge has been given to Sh. Rajiv Sharma, Joint Director in Municipal Corporation Faridabad; Sh. Amit, Senior Auditor in YMCA Faridabad; Sh. Krishan, Auditor in Faridabad Circle-1; and Sh. Ankush Kumar, Auditor in HVSU Palwal.

Chandigarh, September 30 – Haryana Development and Panchayat Minister, Sh. Krishan Lal Panwar said that the State government is committed to reorganizing administrative units in accordance with the demands of local people and elected representatives.
Sh. Panwar was presiding over the meeting of the Reorganization-committee held here today. The meeting was also attended by Education Minister, Sh. Mahipal Dhanda, and Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana.
Speaking at a press conference after the meeting, Sh. Krishan Lal Panwar, said that the Reorganization Committee has so far received 73 proposals, including 11 for creation of new districts, 14 for sub-divisions, 4 for tehsils and 27 for sub-tehsils. In this regard, the committee has sent a recommendation to the state government for approval and inclusion of village Khunga from Sub-Division Uchana into Sub-Division Jind, and village Khanpur Roran of Tehsil Pehowa, District Kurukshetra, into Tehsil Thanesar.
Sh. Panwar said that the criteria for creating new districts, the requirements include 125 to 200 villages, a population of 4 lakhs and above, an area of 80,000 hectares and above, and a distance of 25 to 40 kilometers from other district headquarters. Separate criteria have also been set for the creation of subdivisions, tehsils, and sub-tehsils.
Sh. Panwar further said that the decisions taken in the meeting will be briefed to the Chief Minister, Sh. Nayab Singh Saini, for approval.
It was also informed that the proposals received for creation of new districts include Assandh, Naraingarh, Manesar, Pehowa, Barwala, Safidon, Pataudi, Dabwali, Hansi and Gohana.
Additional Chief Secretary and, Financial Commissioner, Revenue & Disaster Management department, Dr. Sumita Misra, Special Secretary, Sh. Kamlesh Kumar Bhadoo along with other officers also remained present during the meeting.
