The delegation requested the Chief Minister to attend this historic event on September 6 as the Chief Guest and also lay the foundation stone for the construction work on the allotted land.

The Chief Minister lauded the efforts made by the Khatik community for the upliftment and unity of society. He said that to promote social harmony and brotherhood, the Haryana Government has launched the “Sant-Mahapurush Samman Vichar evam Prasar Yojana” to disseminate the teachings and messages of saints and great personalities to the masses. Under this scheme, the birth anniversaries and special days of saints and revered figures from all communities are celebrated at the state level. He assured that the Haryana Government remains committed to fostering social harmony and uplifting all sections of society.

Chandigarh July 2: While reviewing the State’s preparedness in view of the ongoing Monsoon season, Haryana Chief Minister, Sh Nayab Singh Saini, directed that all drains be thoroughly cleaned and effective drainage systems be implemented to prevent waterlogging in both rural and urban areas across the state. He also emphaised the need to ensure that adequate pumps are installed and operational for efficient rainwater drainage.

Chief Minister, Sh Nayab Singh Saini also gave several other directions while presiding over a meeting with all the Deputy Commissioners of the State through video conferencing, here today.

Deputy Commissioners directed to identify waterlogging-prone areas and take timely preventive measures

Sh Nayab Singh Saini said that, in view of the possibility of heavy rains in the coming days, all Deputy Commissioners should make necessary arrangements in their respective districts to ensure the smooth flow of rainwater, thereby avoiding inconvenience to the public. He directed them to identify potential waterlogging prone areas and take appropriate action accordingly.

In the meeting, the Chief Minister sought details about the number of water pumps available in each district. He directed that all pumps be made fully functional to efficiently drain rainwater and prevent water logging. Further, the Chief Minister directed the Deputy Commissioners to prepare a comprehensive report on the pumps available with the Departments of Irrigation and Water Resources, Urban Local Bodies, Public Health Engineering and Haryana Shehri Vikas Pradhirkaran (HSVP) in their districts to ensure their optimal utilization when required. He directed them to regularly upload data on the availability of pumps in the prescribed format. Besides, he emphasized that provision of electricity backup must be ensured to guarantee uninterrupted operation of pump sets.

While reviewing the progress of drain cleaning, Chief Minister Sh Nayab Singh Saini directed that drains, especially those passing through cities and towns, must be thoroughly cleaned to prevent water overflow. He also instructed authorities to explore the possibility of covering the Gaunchi Drain in Faridabad, along with other similar drains in the State. He emphasized that drains should be beautified and that the disposal of waste material into drains should be prevented by installing nets.

Rs 4.50 lakh allocated to each district for flood preparedness; Rs 50 lakh granted to Public Health Engineering Department for dewatering operations

In the meeting, Chief Minister Sh Nayab Singh Saini also reviewed the progress of construction of various roads, bridges and laying of underground pipelines for the water drainage. It was informed during the meeting that an amount of Rs 4.50 lakh has been allocated to each district for flood preparedness. In addition, Rs 50 lakh has been provided to the Public Health Engineering Department for dewatering operations. Additional funds may also be allocated, if required, under the State Disaster Management Fund.

Instructions were also issued to the Deputy Commissioners to take appropriate measures to prevent the spread of waterborne and vector-borne diseases, especially during the monsoon season.

Meanwhile, Chief Minister Sh Nayab Singh Saini directed the Deputy Commissioners to ensure that complaints received during the Samadhan Shivirs are addressed promptly. He emphasized that it is the State Government’s endeavour to ensure that every eligible beneficiary receives the benefits of government schemes. In cases where an application is rejected, clear and specific reasons must be communicated to the applicant to enhance public satisfaction. The Chief Minister further stated that if any issue remains unresolved due to a policy constraint, the Deputy Commissioner should forward the application to the Chief Secretary’s Office for appropriate action.

Chandigarh, July 2 – In a significant initiative to transform Haryana into a global tourism hotspot, the ‘Nayab Sarkar’ is gearing up for a series of ambitious projects that promise to boost the economy, create jobs, and put Haryana firmly on the international map. From building a world-class Disneyland in the heart of Delhi-NCR region to expanding the scale of the International Gita Mahotsav, the Chief Minister, Sh. Nayab Singh Saini-led state government is set to become a hub of cultural celebration and spiritual heritage.

Additionally, to establish the state as a global destination for pilgrimage, a proposal has been made to organize three Melas every year at Surajkund and to celebrate the International Gita Mahotsav on a larger scale, with a request for financial assistance from the Central Government.

Leading this vision, on Wednesday, the Chief Minister paid a courtesy visit to the Union Minister of Culture and Tourism, Sh. Gajendra Singh Shekhawat in New Delhi to discuss these ambitious projects. During the meeting, the Chief Minister discussed ways to promote tourism in Haryana and preserve the state's rich cultural heritage, with the aim of establishing the state as a prominent tourist destination on the global map.

Sh. Nayab Singh Saini said that Disneyland in Haryana, particularly in the Delhi-NCR area, will be a game-changing project. This entertainment hub will bring economic, cultural, and social benefits not only to the state but to the country as a whole, he said.

The Chief Minister said that the objective of the project is to capitalize on market potential and connectivity to create a world-class amusement center. It will generate thousands of direct and indirect employment opportunities, develop infrastructure, and bring major changes in the surrounding areas, he said.

Sh. Nayab Singh Saini said that many Fortune companies have their headquarters in Gurugram, which is a major contributor to the state’s economy. The upcoming Global City project in Gurugram will be another milestone for the region. Hence, Gurugram is the most suitable location for the proposed Disneyland, he said.

He informed that approximately 500 acres of land near Pachgaon Chowk in Manesar, Gurugram district, have been identified for the project. This site is strategically located on the Kundli-Manesar-Palwal (KMP) Expressway and Haryana Orbital Rail Corridor, said the Chief Minister.

He said that the Disneyland project will significantly contribute to Haryana’s economic growth, and if Disneyland establishes its park in India, it will boost tourism and attract international tourists, thereby increasing revenue for both the state and the country, he said.

The Chief Minister further shared that the International Surajkund Mela is held annually in Faridabad district to position Haryana as a tourism hub and to provide a large platform for artisans from across India and abroad. The Mela showcases a unique blend of Indian art, culture, handicrafts, music, and cuisine. Every year, artisans, artists, and folk performers from around the world participate and exhibit their regional products and cultural heritage. The theme of the fair changes annually, focusing on a different Indian state to highlight its unique traditions and folk art. The Surajkund Mela is not only a celebration of Indian diversity but also a key cultural event that promotes tourism, he said.

The Chief Minister said that considering the popularity of the Surajkund Mela, the government is planning to organize a Diwali Mela and a Book Fair at Surajkund as well. This initiative will provide an excellent platform for artisans, artists, and folk performers from local, state, national, and international levels to showcase their talent, he said.

*CM urges Centre Government to support for International Gita Mahotsav*

The Chief Minister said that the Haryana Government organises the International Gita Mahotsav every year to spread the message of ‘karma’ delivered by Lord Krishna to the world. During the event, a crafts Mela and cultural programmes are held, attracting a large number of international artists and artisans, thereby fostering cultural exchange, he said.

He emphasised that the International Gita Mahotsav is a major platform for establishing Haryana as a unique spiritual tourism destination with high potential to attract global tourists. Chandigarh, July 2 – In a significant move to support the aspirations of daughters and bring joy to families from backward classes, the Haryana government has enhanced the financial assistance being provided to eligible families of backward classes under the Mukhyamantri Vivaah Shagun Yojana. The amount of shagun has been increased by Rs 10,000 for eligible families, ensuring that financial constraints do not stand in the way of a joyous and dignified wedding. The state government is committed to enabling every backward class family to celebrate their daughters’ marriages with pride. This increase will bring smiles to thousands of families and foster greater social harmony across the state.

Sharing details in this regard here today, an official spokesperson informed that following the approval of the proposal by Chief Minister Sh Nayab Singh Saini, the financial assistance under the Mukhyamantri Vivaah Shagun Yojan for eligible backward class families in the state has been increased from Rs 41,000 to Rs 51,000 on the occasion of a daughter’s marriage.

Describing the decision as a significant relief for economically weaker sections, the spokesperson said that this move ensures direct financial support from the government for the marriage of daughters belonging to disadvantaged communities. This assistance is not merely financial aid, it stands as a symbol of dignity and social inclusion, ensuring that no poor family feels helpless during their daughter's marriage due to financial hardship.With the increase in the shagun amount approved by Chief Minister Sh Nayab Singh Saini, the scheme marks a major milestone in the welfare of backward classes. It will directly benefit thousands of eligible families with an annual income of up to Rs 1.80 lakh.

Now these eligible beneficiaries will receive Rs 51,000 as shagun

The spokesperson further said that the objective of the scheme is to provide social dignity and security to girls from economically weaker and backward sections by offering financial assistance for their marriages. Under the revised provisions, backward class families living below the poverty line will now receive Rs 51,000 as shagun for the marriage of their daughters. In addition, female sportspersons from any category will be eligible for a grant of Rs 51,000 as a social incentive at the time of their own marriage. The same amount will also be extended to divyang couples, where either the bride or the groom is a person with a disability, to support them on the occasion of their marriage.

These beneficiaries are already getting the benefit of the scheme

The spokesperson also highlighted that under the Mukhyamantri Vivah Shagun Yojana, financial assistance in the form of a shagun amount is being extended not only to backward classes but also to other deprived and socially weaker sections of society. Eligible families belonging to Scheduled Castes, Vimukta Castes and the Tapriwas community are provided Rs 71,000 as shagun on the occasion of a daughter’s marriage. In addition, widows, divorced women, orphans, or destitute women are also being provided financial assistance of Rs 51,000 upon their remarriage provided they did not avail the benefit of the scheme during their first marriage. Furthermore, if both partners in a newly married couple are divyang, they are also getting Rs 51,000 under the scheme.

He said that ensuring inclusive and equal opportunities for the welfare of backward classes remains a top priority for the state government. The aim is to enable every individual to lead a life of dignity and self-reliance. The enhancement of the shagun amount reflects this commitment and is part of the government’s broader vision to empower deprived communities by providing them with equal opportunities and the means to live with pride.

Penalty of Rs. 5,000 Imposed on Officer Found Guilty of Violating Right to Service Act

Action Taken Over Delay in Disbursement of Financial Aid to MSME Unit

Chandigarh, July 2 – The Haryana Right to Service Commission has imposed a symbolic penalty of Rs. 5,000 on the D.O.-cum-Senior Account Officer of the MSME Department.

Sharing more details a spokesperson of the Commission informed that the Commission took serious note of the delay in disbursement of financial assistance to an MSME unit in Faridabad and made strong remarks regarding the role of departmental officers, along with issuing necessary directions.

Notably, the case was filed at the district office on December 24, 2024. However, prompt action was only taken after the Commission issued a notice on May 20, 2025, and the disbursement of funds was completed on May 30, 2025.

The Commission clarified that the issue was not limited to disbursement alone, but also involved the stages of approval, sanction, and distribution, all of which were to be completed within a total of 66 working days. Despite this, it took nearly five months to release a relatively small assistance amount of Rs. 2 lakh, which could be financially damaging to any MSME unit.

The Commission identified blatant disregard of the Gazette notification, lack of proper training, and absence of clear directives at both headquarters and district levels. It declared the actions of the officers responsible for SGRA and FGRA duties as "illegal" for not adhering to the notification, and barred them from repeating such actions.

The Commission also deemed the ambiguous remarks made by the officer serving as SGRA during appeal resolution as a legal violation and issued a warning in this regard. Furthermore, a show-cause notice has been issued to the Joint Director of the MSME Department, Faridabad, while the D.O.-cum-Senior Account Officer has been fined Rs. 5,000. This amount will be deducted from his July salary and deposited into the state treasury.

The Assistant at the headquarters has been let off with a warning this time and advised to be more vigilant in the future. Their name has also been recorded in the Commission’s database for future monitoring.

Additionally, the Commission has directed the Director General of MSME to conduct training-cum-awareness programs for officers at all district and headquarters levels, prepare a standard checklist, and submit a compliance report by July 30, 2025. The Commission also expressed its willingness to send a representative to conduct training on the Haryana Right to Service Act and the auto-appeal system.

The arrangements for the successful hosting of the event have been completed. Haryana, with its rich cultural heritage, is fully prepared to extend a grand welcome to delegates from across the country.

Divulging more details in this regard, Deputy Commissioner, Sh. Ajay Kumar said that the conference will be inaugurated on Thursday, July 3, by Lok Sabha Speaker Sh. Om Birla. Haryana Vidhan Sabha Speaker Sh. Harvinder Kalyan has been consistently reviewing the preparations.

The Secretary General, Lok Sabha, Sh. Utpal Kumar Singh will also be present during the inaugural session. The session will also be graced by the presence of Haryana Chief Minister, Sh. Eligible people should not face any problem in getting Backward Class certificate: Ranbir Gangwa

Chandigarh, July 2 - Taking cognizance of the problems arising regarding Backward Class (Non-Creamy Layer) Certificate in the state, Public Health Engineering and Public Works Minister Sh. Ranbir Gangwa has written a letter to the Chief Secretary of Haryana to issue clear instructions to the officers in this regard.

Delegations of various BC communities of the state had met the Cabinet Minister and told him that their children are facing technical problems through the Saral portal in getting Backward Class Certificate (NCL).

On this, the Cabinet Minister clarified that as per the notification of Haryana Government dated 16th July 2024, salary and agricultural income have been excluded from the income limit for determining the category of Backward Class (NCL). Individuals whose gross income is up to Rs 8 lakh fall in this category.

But, instead of complying with the notification, many Tehsildars and Naib Tehsildars are adding salary or agricultural income to the total income, due to which the real eligible people are facing difficulty in getting the certificate.

He directed to issue clear instructions to all Deputy Commissioners and Tehsildars through the Chief Secretary to ensure that the notification is followed as per the instructions.

He said, "Eligible people should not face any difficulty in getting the certificate. Officers should follow the rules properly and issue certificates to eligible applicants quickly. Negligence in this matter will not be tolerated and action will be taken against those who ignore the rules."

Haryana IAS Officers Can Opt For UPS by September 30

Chandigarh, July 2 - IAS officers coming under the National Pension System (NPS) in Haryana can now opt for the Unified Pension Scheme (UPS) till September 30, 2025.

According to a letter issued by the Chief Secretary, the last date for sending the choice has been extended from June 30, 2025 to September 30, 2025.

To opt for UPS, the officers will have to fill their option in the prescribed form and send it to the Services-3 branch of the Chief Secretary's Office via e-mail supdtservicesiiigmail.com.

Haryana Government appoints link officers to run administrative work smoothly

Chandigarh, July 2- The Haryana Government has appointed link officers to run administrative work smoothly. These link officers will take over the charge of that department in the absence of the concerned officer due to leave, training, tour, election duty or transfer or retirement or any other reason.

According to a letter issued by Chief Secretary Sh. Anurag Rastogi, in the case of District Municipal Commissioner, the Additional Deputy Commissioner has been appointed as Link Officer-1 and Chief Executive Officer of Zila Parishad and DRDA has been appointed as Link Officer-2.

Similarly, in the case of Chief Executive Officer (CEO) of Shri Mata Sheetla Devi Shrine Board, Sub Divisional Officer (Civil), North Gurugram has been appointed as Link Officer-1 and Sub Divisional Officer (Civil), Badshahpur has been appointed as Link Officer-2.

In the case of CEO of Shri Mata Mansa Devi Shrine Board, Sub Divisional Officer (Civil), Panchkula has been appointed as Link Officer-1 and Sub Divisional Officer (Civil), Kalka has been appointed as Link Officer-2.

Further, in the case of Sub Divisional Officer (Civil), Loharu, Sub Divisional Officer (Civil), Bhiwani has been appointed as Link Officer-1 and Sub Divisional Officer (Civil), Tosham has been appointed as Link Officer-2.

In the case of Sub Divisional Officer (Civil), Badhra, Sub Divisional Officer (Civil), Charkhi Dadri has been appointed as Link Officer-1 and Sub Divisional Officer (Civil), Bhiwani has been appointed as Link Officer-2.

Sensitive functions related to Human Resources and Accounts must be entrusted to regular employees only: Chief Secretary

Chandigarh, July 2 - Haryana Chief Secretary Sh. Anurag Rastogi has directed all Heads of Departments, Boards, Corporations, and Universities to ensure that sensitive functions related to Human Resources and Accounts are not entrusted to contractual employees.

The Chief Secretary underlined that Human Resources and Accounts are critical functions involving key administrative and financial responsibilities. Accordingly, all branches, divisions, or cells handling these matters must be staffed exclusively by regular employees belonging to Group A, B, C, or equivalent categories.

Departments and organizations have been strictly advised to assign such responsibilities only to regular staff to maintain operational integrity, confidentiality, and compliance. These instructions are to be followed in both letter and spirit, and all concerned authorities have been asked to ensure immediate implementation.

Referring to an earlier government instruction dated August 13, 2021, Sh. Rastogi reiterated that the charge of sensitive and financial dealing posts must be given only to regular employees. He expressed concern that, despite clear directions, some departments and organizations continue to engage contractual personnel in these crucial roles, which is in direct violation of government policy.
