Chandigarh, Sept 11 – Haryana Chief Minister, Sh. Nayab Singh Saini said that Gurugram has been made number one in cleanliness rankings through effective administrative management and active public participation. With the theme ‘Mera Gurugram – Swachh Gurugram’, the people of Gurugram are encouraged to move forward together in creating a clean and pure environment for a healthier city.
On Thursday morning, the Chief Minister conveyed the message of cleanliness to the public by personally participating in the Mega Swachhata Abhiyan at Sohna Chowk and Sector 52 under the Haryana City Swachhata Abhiyan.
MLA Mukesh Sharma (Gurugram), MLA Tejpal Tanwar (Sohna), along with senior administrative officials accompanied the Chief Minister. Leading by example, Sh Nayab Singh Sainni cleaned the area alongside Swachhata Mitras and motivated the public to adopt cleanliness as a way of life.

Addressing the public during the Mega Swachhata Abhiyan, the Chief Minister said that cleanliness is the foundation of a healthy life. Therefore, everyone must adopt cleanliness as a continuous part of their lifestyle to create a pleasant environment. He assured that the Haryana Government will extend full support in realizing the vision of ‘Mera Gurugram – Swachh Gurugram’. The Chief Minister added that with the end of the monsoon, development works in Gurugram district will be expedited for the convenience of the people, bringing them direct benefits. Highlighting the 11-week special campaign under the drive, he said that the focus will be on the beautification and upgradation of every urban area. The cleanliness ranking of cities will also be determined and Gurugram will secure a prominent position.
Cleanliness is becoming a public movement under the leadership of the Prime Minister
The Chief Minister said that the Swachh Bharat Mission was launched by Prime Minister Sh Narendra Modi on October 2, 2014. Under his visionary leadership, cleanliness has grown into a people’s movement across the country. He said that cleanliness is not merely the responsibility of the government but a collective duty of every citizen. Everyone should actively participate in this noble campaign by keeping their homes, streets, localities, and wards clean. He informed that beginning September 17, the birthday of Prime Minister Sh Narendra Modi, Sewa Pakhwada will be celebrated in Haryana. As part of this initiative, activities such as cleanliness drives, tree plantation, health camps and sports awareness programs will be organized to bring about social change. The Sewa Pakhwada will continue till October 2.
He also extended special thanks to various religious and social organizations, Resident Welfare Associations, and trader bodies for their active participation in the Mera Gurugram – Swachh Gurugram campaign.

He appealed to the citizens to actively participate, stressing that such an initiative cannot succeed through government efforts alone, every resident of Gurugram must contribute. He further said that Swachhata is not merely a cleanliness drive but should become an integral part of our mindset and way of life.

*Haryana Home Department Issues Comprehensive Cyber Security Directives for Robust Digital Safety – Dr. Sumita Misra*
Chandigarh, September 11 - Haryana has initiated the implementation of the Central Cyber Reporting Portal and National Cyber Crime Helpline Number 1930 to strengthen its fight against cybercrime. This was stated by Additional Chief Secretary, Home Department, Dr. Sumita Misra, here today.
She said that now citizens can also report incidents of cyber fraud, financial scams, identity theft, and online harassment through the portal (www.cybercrime.gov.in) or by calling the helpline number 1930. The move is expected to ensure timely complaint registration, faster police response, and better inter-departmental coordination.
Dr. Misra said that the Home Department has issued comprehensive cyber security directives to create a robust digital safety ecosystem across all government departments and citizen services. She explained that a six-point action plan has been drawn up for immediate implementation throughout the state. Under this framework, all digital literacy programs and public awareness campaigns at the state and district levels will now incorporate cyber security modules. Citizens will also receive enhanced support through the official “Cyber Dost” social media handles, which the Home Ministry’s cyber security wing will actively promote to ensure authentic information reaches the public.
The directives further emphasize that information about the helpline number 1930 and the cyber reporting portal will be prominently displayed at public information centers, police stations, government offices, and other state facilities. Cyber security awareness will also be integrated into all state government schemes and programs so that beneficiaries receive consistent guidance on digital safety. Alongside this, local administrative officials, educational institutions, and community leaders will work together to spread awareness at the grassroots level. Schools and teacher training programs are being mandated to include cyber security topics in their curricula, ensuring that digital safety awareness reaches both students and educators across Haryana. Dr. Misra emphasized that citizens should promptly report cybercrimes to improve chances of recovery and action against offenders.

Chandigarh, September 11- Haryana Social Justice, Empowerment, SCs and BCs Welfare and Antyodaya (SEWA) Minister, Sh. Krishan Kumar Bedi said that the government is determined that the benefits of schemes reach the last person of the society and no class should be left behind for development. The government is continuously working for this.
Sh. Bedi has also issued several directions while holding a meeting of the officers of Social Justice, Empowerment and Scheduled Caste and Backward Class Welfare and Antyodaya Department today. He also reviewed the departmental work to be done regarding Seva Suraksha Pakhwada and gave important directions in this regard.
The Cabinet Minister said that the Haryana Government has always made social justice, transparency and good governance its priority. Empowerment of the poor, needy, Scheduled Castes, Backward Classes and deprived sections of the society is the basic spirit of our policies. He said that our government is determined to deliver the benefits of schemes to the last person of the society with a spirit of service and every section should get equal opportunity.
It was also discussed in the meeting that 93 de-addiction centers are operating in Haryana and through these centers, efforts are being made to give the right direction to the youth who have fallen prey to drugs. The Cabinet Minister directed that during the Seva Pakhwada, the conditions of the de-addiction center will be reviewed. The shortcomings will be rectified, apart from this, if needed, opening of new centers will also be considered.
Besides this, the pension distribution system was also reviewed during the meeting. To which the Minister directs that if a wrong pension has been issued at any level, then its recovery status should be clear. Also, the pension process has been done in pro-active mode so that the common man does not have to face any kind of problem. A report was also presented about the progress of the UDID card in the meeting, he added.
The Cabinet Minister also took details of the Vivah Shagun Yojana and directed that those cases will be investigated in which wrongful benefits have been taken in the name of inter-state marriages.
Additional Chief Secretary, Social Justice, Empowerment, SCs and BCs Welfare and Antyodaya (SEWA), Dr. G. Anupama, Managing Director, Haryana Scheduled Caste Finance and Development Corporation, Smt.Geeta Bharti and other officers were also present in the meeting.
While interacting with the media Sh. Bedi said that the Social Empowerment Department will now celebrate the birth anniversary of a great man every year as 'Seva Diwas'. On this occasion, the employees of the department will also be honored. A proposal will be prepared in this regard and approval will be taken from the Chief Minister. This is being done so that the service spirit gets further strengthened in the departmental work. He said that helping the weaker sections of the society is our biggest goal and continuous efforts will continue in this direction.
*Preparation to bring one time settlement*
Sh. Bedi said that, earlier subsidy of up to Rs.10,000 was given in the loan scheme of Haryana Scheduled Caste Finance and Development Corporation, which has now been increased to Rs. 50,000. Besides this, an opportunity of one time settlement will also be given to those defaulters who are unable to repay the loan due to any reason, so that they can deposit their outstanding amount and join the loan process again. He informed that from 2013–14 to 2025–26, an amount of Rs 338.65 crore has been distributed to 51,030 beneficiaries. He laid special emphasis on the Antyodaya scheme of the government and said that in accordance with the spirit of Antyodaya, our objective is to make the needy persons of the society employable by providing them loans and other assistance.
While responding to a question regarding the opposition calling the flood relief package given by the Central Government to Punjab as inadequate, Cabinet Minister Sh. Krishan Kumar Bedi said that the Aam Aadmi Party government of Punjab had earlier said that they did not need the package, but Prime Minister, Sh. Narendra Modi gave the relief package out of concern for the people.

*Haryana Government notifies Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana-DAYALU-II*
*Scheme to provide financial aid for accidental death, disability or injury caused by stray/wild animals and dog bites*
Chandigarh, September 11 – The Haryana Government has implemented the Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana (DAYALU-II) to provide financial assistance to residents of the state in cases of accidental death, disability, or injury caused by dog bites or attacks by stray or abandoned animals such as cows, bulls, oxen, donkeys, dogs, nilgai, buffaloes, etc. The scheme will cover all families registered under the Parivar Pehchan Patra (PPP) with an annual family income of less than ₹1.8 lakh, as verified in the Family Information Data Repository (FIDR).
Chief Secretary Sh. Anurag Rastogi, who also holds the charge of Additional Chief Secretary, Finance & Planning Department, issued the notification in this regard. The scheme comes into effect from the date of notification. The earlier notifications, dated May 25, 2023, and November 9, 2023, will automatically stand cancelled after 90 days of this notification.
Under DAYALU-II, financial assistance will be provided according to the age of the victim in cases of accidental death or permanent disability (70% or above). Children up to 12 years of age will receive ₹1 lakh, those between 12–18 years ₹2 lakh, 18–25 years ₹3 lakh, 25–45 years ₹5 lakh, and those above 45 years ₹3 lakh. For disabilities below 70%, compensation will be calculated according to the percentage of disability as per the provisions of the Employees’ Compensation Act, 1923, with a minimum of ₹10,000. For minor injuries, a fixed amount of ₹10,000 will be given. In dog bite cases, ₹10,000 will be provided for each teeth mark, and where flesh has been torn from the skin, ₹20,000 for every 0.2 cm of the wound.
To ensure proper implementation, a District Level Committee has been constituted under the chairmanship of the Deputy Commissioner. Members include the Superintendent of Police, Sub-Divisional Magistrate, District Transport Officer, a representative of the Chief Medical Officer, and the Planning/District Statistical Officer. Depending on the nature of the case, officials from Panchayats, Forest, Municipal bodies, PWD, NHAI, or other concerned departments may also be included. The committee will verify claims, determine compensation within 120 days, and, in cases involving pet animals, give the owner an opportunity to be heard.
The claims must be filed online within 90 days of the incident at https ://dapsy.finhry.gov.in Required documents include a death certificate, FIR/DDR, hospital records, disability certificate, photographs of wounds, and other necessary evidence.
The compensation will be transferred directly into the Aadhaar-linked bank account registered in the PPP database. In case of death, the amount will be given to the Head of the Family. If the head has passed away, it will go to the eldest family member below 60 years, or, if unavailable, to the nearest member above 60 years. If all surviving family members are below 18 years, the assistance will only be released when a member attains majority.
Haryana Parivar Suraksha Nyas (HPSN) will be the nodal agency for the scheme, and its Chief Executive Officer will be responsible for implementation. Compensation approved by the District Level Committee will be disbursed by HPSN within six weeks. The amount will then be recovered from the responsible department, agency, or individual. Any false claims or suppression of facts will lead to recovery of the amount with 12% annual interest.

*Assistance provided to victim of house collapse due to heavy rains - Shyam Singh Rana*
Chandigarh, Sept 11 – Haryana Agriculture and Farmers Welfare Minister, Sh Shyam Singh Rana, during his visit to Yamunanagar, handed over a cheque of Rs 4 lakh as government assistance to Smt. Usha Rani, wife of Sh Maan Singh, a resident of village Baindi, who lost his life when the roof of his house collapsed due to heavy rains. The Minister expressed his heartfelt condolences to the bereaved family.
The Minister said that he is continuously visiting villages in the area to meet people, assess their situation, and review the damage caused by waterlogging and heavy rainfall. He informed that the Chief Minister Sh Nayab Singh Saini has already announced relief measures for farmers whose crops have been damaged due to heavy rains. He assured the farmers that there is no need to panic, as the state government is making every possible effort to support them.
He further said that heavy rains had caused waterlogging at several places in the district, resulting in extensive damage to crops and houses. Appealing to farmers, he urged them to register their crop losses on the e-Kshatipurti portal by September 15, 2025, so that officials can verify the damage on the spot and ensure timely disbursement of compensation.
The Minister reiterated that the Haryana Government always stands with farmers and is committed to safeguarding their interests. While acknowledging that people faced difficulties due to waterlogging in several areas, he said the situation has now returned to normal. He added that Chief Minister Sh Nayab Singh Saini has directed all ministers and MLAs to visit waterlogged areas and directly interact with the people.
Sh Rana also mentioned that he had earlier visited various villages in Radaur sub-division, where he met families whose houses were damaged due to rains. He personally inspected the damaged houses and assured the victims of prompt financial assistance from the government. Emphasizing the value of service to humanity in times of crisis, he said it is the collective duty of all to extend help to those affected by heavy rains.
He also appreciated the efforts of officers and employees of different departments for providing timely facilities and relief to people in waterlogged areas.

Chandigarh, Sept 11 - The State Support Mission (SSM), Haryana, under the aegis of the Swarna Jayanti Haryana Institute of Fiscal Management (SJHIFM), in collaboration with the Archives Department, Haryana, organized a consultation meeting to deliberate upon the formulation of a comprehensive Archives Policy for the State of Haryana. The initiative is being undertaken in line with the guiding principles of the Indian Knowledge System (IKS) and the National Education Policy (NEP), ensuring that the State’s archival management framework is both progressive and rooted in India’s cultural ethos.
The meeting was conducted under the vision of Dr. Raj Nehru, Director General, SJHIFM and was guided by Dr. Neeru, Joint Director, SJHIFM & Nodal Officer, State Support Mission, along with Ms. Manju Yadav, Deputy Director, Archives Department, Haryana. Mr. Rahul Singla, Team Lead, State Support Mission, Haryana initiated the meeting by outlining the role and vision of SSM, emphasizing the need and importance of drafting a policy for institutional strengthening of the Indian Knowledge System. Officers from the Archives Departments of various States and Union Territories also joined the proceedings through video conferencing, thereby ensuring broad-based National representation and collaborative engagement.
The consultation provided a platform for in-depth discussions on the functioning of Archives departments across India. Participants shared insights, highlighted challenges, and exchanged best practices. The deliberations covered a wide spectrum of issues, including digitization of archival records to ensure their long-term preservation, development of internship and capacity-building policies to engage youth and researchers, identification of funding mechanisms for sustainable archival development, review of prevailing legal frameworks, and the adoption of outreach strategies to strengthen citizen engagement with heritage preservation. This initiative aims to facilitate researchers in India and strengthen the Indian knowledge system. A special focus was placed on developing a robust policy framework for digitization, which would address the recovery, procurement, and technological preservation of archival records.
Addressing the gathering, Dr. Neeru emphasized that the initiative being undertaken by the State Support Mission would provide Haryana with a strong and future-ready Archives Policy. She stated that the proposed policy would serve as an instrument for preserving heritage, promoting access to knowledge for researchers and citizens, and contributing to the fulfilment of Sustainable Development Goals (SDGs) and strengthening institutions. She further underlined that the policy framework has the potential to become a benchmark of good governance in archival management, which can be replicated across other States and Union Territories.

Panchkula September 11: Haryana Urban Local Bodies Minister Sh Vipul Goel has directed that a special cleanliness drive be launched jointly by the Haryana Shehri Vikas Pradhikaran (HSVP), the Municipal Corporation, and other concerned departments to enhance the cleanliness and beauty of the Mata Mansa Devi Temple complex. The objective is to ensure that devotees visiting the temple experience a sacred and pleasant environment.
Sh Vipul Goel issued these directions while chairing a review meeting on the preparations for the upcoming Ashwin Navratri Mela, scheduled to begin on September 22. The meeting was held today in the conference hall located within the Mata Mansa Devi Temple complex. Deputy Commissioner and Chief Administrator of the Shri Mata Mansa Devi Shrine Board, Sh Satpal Sharma, was also present on the occasion.
He said that lakhs of devotees from across the country visit Mata Mansa Devi Temple for darshan, and all necessary facilities should be adequately arranged for their convenience. He directed that all cleanliness-related work in the temple premises be completed in a time-bound manner.
Sh Vipul Goel further said that Chief Minister Sh Nayab Singh Saini envisions Panchkula as a slum-free city, and for this purpose, all concerned departments must ensure that no illegal encroachments are allowed anywhere.
He informed that the Urban Local Bodies Department is currently conducting an 11-week Swachhata Abhiyan, which began on August 24, and includes cleanliness drives in roads, buildings, parks, and other public spaces across the state. In addition, a ‘Seva Pakhwada’ will be organized from September 17 to October 2, during which a series of cleanliness activities will also be carried out throughout the state.
The Urban Local Bodies Minister, Sh Vipul Goel, while issuing directions, emphasized that cleanliness must be strictly maintained in and around the Mata Mansa Devi Temple complex. He instructed that all roads leading to the temple should be repaired as required, which will further enhance the beauty and sanctity of this religious site.
He also directed that a nodal officer be appointed to ensure that the quality of food served in the bhandara meets the prescribed standards. Additionally, a weekly menu should be prepared for the dishes served in the bhandara, and it must be ensured that the prasad distributed to devotees is of high quality.
To reduce dependence on conventional electricity, solar panels should be installed on the old age home and other buildings within the temple complex, he said. Furthermore, cleaning, painting, and varnishing works should be completed on a priority basis in all dharamshalas.
Sh Goel also stressed the need to implement a system of online booking for the dharamshalas, so that devotees can make reservations as per their convenience. He directed that all toilets within the temple premises be cleaned regularly, and that separate caretakers be appointed for male and female toilets to maintain hygiene standards effectively.
He said that a master plan has been prepared to develop the Mata Mansa Devi Temple in a grand and comprehensive manner, under which several development and beautification works are proposed within the temple complex. Sh Vipul Goel added that he will soon conduct a detailed review of the master plan to ensure that the planned works can commence at the earliest.
