Chandigarh, Sept 8 – Haryana Chief Minister, Sh. Nayab Singh Saini said that the state government has sanctioned Rs 3.26 crore as reserve fund for districts to provide immediate relief to people affected by the flood-like situation caused by heavy rains. This amount is being utilized for food, clothing, temporary shelters, tents, fodder for animals and other essential items including petrol, diesel and fuels, along with transportation of relief material and drainage works in rural areas.
The Chief Minister was addressing a press conference after an informal meeting of the Cabinet held here today.
Sh. Nayab Singh Saini expressed grief over the loss of 13 lives in the state due to house collapses in this natural disaster. These include four deaths in Fatehabad, three in Bhiwani, two each in Kurukshetra and Yamunanagar, and one each in Hisar and Faridabad. The government has released an ex-gratia assistance of Rs 52 lakh for the bereaved families. An amount of Rs 4 lakh will be given to the family of each person. Apart from this, Rs 2 lakh has also been provided to those injured.
The Chief Minister further informed that the government has launched the e-Kshatipurti Portal to ease the process for citizens affected by floods in submitting claims for their losses. The objective is to simplify application procedures, ensure transparency in verification of damages, and facilitate timely distribution of compensation. So far, 2,53,440 farmers from 5,217 villages across the state have registered 14,91,130 acres of affected land on the portal. Verification work is currently underway.
He said that relief camps have been set up for people forced to leave their homes due to waterlogging. In the affected areas, compensation of up to Rs 15,000 per acre will be provided for damaged crops. To address the shortage of green fodder in such regions, arrangements are being made to procure dry fodder from districts unaffected by waterlogging.
The Chief Minister informed that all Deputy Commissioners have been directed to conduct surveys of houses that have collapsed or been partially damaged in waterlogged areas. Moreover, families residing on Panchayat land or other such land for the past 20 years, whose houses have been damaged, will also be included in the list of beneficiaries and extended financial assistance.
He further said that the government has made extensive arrangements for the treatment of affected people by sending teams of doctors to the flood-hit areas. Health facilities are being provided through medical camps. The Chief Minister also appealed to the public to ensure clean drinking water, advising them use boiled water before consumption.
Sh. Nayab Singh Saini said that in this hour of crisis, the state stands with its people and is continuously working to provide every possible assistance. In case of any loss, financial aid will be given to the affected as per the prescribed norms.

The Chief Minister said that during the past two days, he personally visited several waterlogged villages in various districts to review the situation and interact with the people. On the ground, crops of cotton, paddy and millet have suffered damage. For this, officials have also been directed to conduct mapping through drones. He said that the situation in the state is under control and officers and employees are actively providing necessary facilities and assistance to the affected people.

Chandigarh, Sept 8 – Haryana Chief Minister, Sh. Nayab Singh Saini said that the state government had recently provided financial assistance of Rs 5 crore each to the flood-affected people of Jammu & Kashmir and Punjab. Continuing this spirit of cooperation, the Haryana Government has now contributed Rs 5 crore to the Himachal Pradesh Chief Minister’s Relief Fund in view of the damage caused by heavy rains and floods in the state.
The Chief Minister was addressing the media persons after an informal meeting of the State Cabinet here today.
He informed that all Ministers, party MLAs, and supporting MLAs have been requested to donate one month’s salary to the Chief Minister’s Relief Fund so that rescue and rehabilitation work can be accelerated and immediate relief can reach the affected families. Similarly, officers and employees of the Haryana Government have also been requested to contribute voluntarily.
The Chief Minister further said that cooperation has been sought from social organizations and industrial establishments to ensure timely assistance to those affected.

Responding to a question regarding any appeal to opposition to contribute, Sh. Nayab Singh Saini said that the Chief Minister Relief Fund is open for everyone and any individual may contribute as per their wish.

Taking a dig at the Congress, he said that whenever a calamity strikes the country, the Yuvraj of Congress goes abroad. In contrast, whenever a natural disaster occurs anywhere in the nation, Prime Minister Sh. Narendra Modi cancels his programs and reaches directly among the people. Modi ji is the first Prime Minister who stands firmly with the citizens in times of crisis. Whatever he speaks from his mind and heart, he ensures its timely fulfillment, the Chief Minister added.
On a question regarding crop damage, the Chief Minister said that farmers are continuously registering their losses on the e-Kshatipurti Portal. He himself has visited the affected fields and assessed the crop damage. He informed that about a month ago, Rs 88.50 crore was released to farmers as compensation.
The Chief Minister further said that he is personally in constant touch with the people on the ground and is closely monitoring the situation. In this hour of crisis, the Haryana Government stands with its people and is committed to providing every possible assistance.

*Haryana’s ERSS-112 Emerges as a Model of Public Safety with Remarkable Achievements*
Chandigarh, September 8 – Since its launch on July 12, 2021, Haryana’s Emergency Response Support System (ERSS-112) has handled more than 2.50 crore calls, dispatched services in 51.95 lakh cases, reduced emergency response times from 24.18 minutes in 2021 to just 12.45 minutes in 2025, and achieved an impressive 91.63% citizen satisfaction rate. Additional Chief Secretary, Home Department, Dr. Sumita Misra said these achievements have firmly established ERSS-112 as a cornerstone of public safety in the State.
Dr. Misra stated that ERSS-112 consolidates all major emergency numbers into a single, unified system. This technology-driven platform unifies multiple emergency helplines like Police, Fire, Ambulance, Traffic, Cybercrime, Disaster Management, Women Helpline, and Child Helpline. This integration has eliminated confusion and enabled seamless coordination among multiple agencies, ensuring that citizens in distress receive timely and effective assistance, she added.
Dr. Misra said that the system operates through a modern centralized control room staffed with 180 Communication Officers and 125 Dispatch Officers, available round the clock. A fleet of 1,727 GPS-enabled Emergency Response Vehicles (ERVs) ensures swift deployment of resources. In a citizen-centric initiative, five private ambulances have also been integrated under the Pilot Scheme for Cashless Treatment of Road Accident Victims, launched by the Ministry of Road Transport and Highways (MoRTH). This ensures that accident victims receive timely medical attention without financial barriers.
Dr. Misra highlighted that the growth of Haryana 112 has been both consistent and impressive. The annual call volume has risen steadily from 54.44 lakh in 2021-22 to 69.26 lakh in 2024-25, reflecting growing public trust. Similarly, dispatch events have nearly tripled, increasing from 7.22 lakh in 2021-22 to 19.60 lakh in 2024-25.
She informed that one of the most significant achievements of ERSS-112 has been the drastic improvement in emergency response time. The average response time has been reduced by nearly half—from 24.18 minutes in 2021 to 12.45 minutes in 2025. Equally noteworthy is the citizen satisfaction level, with over 91.63% of callers expressing satisfaction with the services received. These figures underline the reliability, efficiency, and effectiveness of the system.
The Government of Haryana has remained committed to strengthening ERSS-112 through continuous innovation. By leveraging smart technologies and ICT solutions, the State has ensured that emergency response is faster, more coordinated, and citizen-friendly. “Haryana 112 is a pioneering step in building a safe, responsive, and technology-driven emergency management system. The growing trust of citizens, steady improvement in response time, and high satisfaction levels underline the State’s commitment to public safety. Chandigarh, September 8 – Haryana Chief Minister Sh. Nayab Singh Saini said the State Government is continuously taking concrete steps for women empowerment. He directed that Vita booths should be allotted to women on a priority basis so that they can become economically self-reliant. He said locations for these booths should be identified soon, and up to 50 percent reservation in them should be ensured for women. Similarly, the process of formation and operation of women PACS (Primary Agricultural Credit Societies) should also be accelerated so that rural women can be organized and made participants in economic activities.
The Chief Minister presided over a high-level review meeting of the Cooperation Department at the Civil Secretariat in Chandigarh today.
He said all cooperative banks in the state should be equipped with modern IT facilities so that farmers and consumers can get transparent, effective, and timely services. He clarified that payments given by the government to farmers and subsidy amounts under schemes like the Pradhan Mantri Kisan Samman Nidhi should be directly linked through cooperative banks. He directed that the process of registration of new PACS should be made simpler and more transparent. The Chief Minister said that sugarcane harvesting machines should be made available to farmers at low rent through cooperative sugar mills, which will reduce both labour and costs for sugarcane producers and increase production.
The Chief Minister also directed that the number of Jan Aushadhi Kendras in the state should be increased. Locations for these centres should be identified near hospitals and health institutions so that the general public can easily get quality medicines at affordable prices.

Chandigarh, September 8 – Haryana Chief Minister Sh. Nayab Singh Saini said to realise Prime Minister Sh. Narendra Modi’s vision of making ‘Viksit Bharat’ by 2047, the State Government has prepared a solid roadmap for “Viksit Haryana”. In this direction, efforts are underway to make Haryana a hub of drone technology, innovation, and new technologies.
The Chief Minister was addressing the convocation ceremony of drone pilots and technicians held at Haryana Niwas today. On this occasion, he distributed certificates to 252 drone pilots and 136 drone technicians certified by the Directorate General of Civil Aviation (DGCA).
The Chief Minister said this achievement is a big leap for Haryana in the field of drone technology. The country’s first Drone Manufacturing Technology Hub is being established at Sisai village in Hisar district, which will be the largest hub in South Asia. It will provide modern facilities for drone manufacturing, repair, and training. On this occasion, the Chief Minister also e-launched 5 drones for the Army and Armed Forces and inaugurated the Agriculture Drone Pavilion of AVPL International established at Sisai village.
He said the hardworking youth of Haryana are achieving new heights in drone technology. Among the 388 certified drone pilots and technicians, 53 are young women, setting an example of women empowerment. The Chief Minister said that schemes launched by the Prime Minister such as “Namo Drone Didi” and “Kisan Drone” are empowering rural communities and farmers. Drones are saving time and labour in agriculture while also increasing production and income.
He added that in the last 11 years under the leadership of Prime Minister Sh. Narendra Modi, the country’s progress has created a new identity in the world. In 2014, India was ranked 11th in the world economy; today, it stands at 4th place and is moving rapidly towards becoming the 3rd largest economy. Congratulating all the pilots and technicians, the Chief Minister said they will bring glory to Haryana and the nation in the coming times.

Chandigarh, September 8 – Haryana Public Works Minister Sh. Ranbir Singh Gangwa said heavy rains and breaches in drains have caused extensive damage to farmers’ crops and people’s property in various districts of the state. He made it clear that the State Government will not allow farmers or common people to face any kind of hardship and that relief will be provided to every affected person at the earliest.
He informed that the government has opened an e-Kshatipurti portal to cover farmers’ losses. On this portal, farmers can upload details of their damaged crops. He said that so far, 40,433 farmers from 276 villages in the district have registered crop losses over about 2,55,491 acres of land. The government will soon complete the verification of these claims and begin the process of providing compensation to the farmers.Sh. Ranbir Gangwa said not only farmers, but also those whose houses or roofs have been damaged will be given relief. The objective of the State Government is to extend support to every family affected by this disaster. He said that in this time of crisis, the government stands firmly with the people.
The Cabinet Minister further informed that all MLAs and supporting MLAs of the state will contribute one month’s salary towards flood relief works. This amount will be deposited in the Chief Minister’s Relief Fund so that it can be used to help the affected people. In addition, Chief Minister Sh. The decision was disclosed during a meeting of the State Cooperative Development Committee (SCDC) held under the chairmanship of Chief Secretary Sh. Anurag Rastogi, along with senior officers from Ministry of Cooperation, Government of India, namely Dr. Ashish Kumar Bhutani, Secretary, Sh. Pankaj Kumar Bansal, Additional Chief Secretary, Sh. Siddharth Jain, Joint Secretary, and Sh. Kumar Ram Krishna, Director. During the meeting, the Chief Secretary directed officials to diversify 34 PACS across Haryana and adopt best practices from successful models in other states, ensuring the state’s cooperative movement evolves as a benchmark for innovation and inclusivity nationwide.
*Strengthening Cooperative Education*
The Department of Cooperation announced its plan to affiliate the Centre of Cooperative Management, Rohtak with Tribhuvan Sahkari University. This affiliation is expected to give a strong boost to cooperative education and capacity-building, enabling better training for members of cooperative institutions.
*Draft Policy Committee Formation*
It was further informed that a Committee for drafting the State Cooperation Policy will be constituted within a week. The draft policy will take into account the experiences of other states while addressing Haryana’s unique requirements. It will provide a roadmap for expanding and modernizing cooperative institutions, ensuring their effective role in rural development, credit, housing, and allied sectors.
*Digital Revolution in Primary Agricultural Credit Societies*
Additional Chief Secretary, Cooperation Department, Sh. Vijayendra Kumar said the state has made remarkable progress in digitizing its Primary Agricultural Credit Societies (PACS), with 518 societies successfully completing their day-end processes as recorded on the CoopsIndia Portal. This digital transformation marks a significant leap in modernizing rural banking services and improving financial transparency.
The implementation of dynamic day-end systems has been particularly successful, with 39 PACS now operating under this advanced system. This technological upgrade ensures real-time financial reporting and better monitoring of cooperative activities. Additionally, 338 PACS have transitioned to the e-PACS mode, streamlining their operations and making services more accessible to rural communities.
In a testament to the state’s commitment to transparency and accountability, 57 PACS have completed their online audits for FY 2024–25, setting a new standard for digital governance in the cooperative sector.
*Ambitious Expansion Plans for Cooperative Network*
Registrar Cooperative Societies, Haryana, Sh. Rajesh Jogpal said Haryana has set forth an ambitious plan to establish new Multi-Purpose Cooperative Societies (M-PACS), Dairy Cooperative Societies (DCS), and Fishery Cooperative Societies (FCS) to ensure comprehensive coverage across all panchayats. The state aims to create 477 new M-PACS and 583 new DCS by 2028–29, significantly expanding the cooperative network’s reach.
The expansion program is already showing positive results, with 25 new DCS formed and 15 existing ones strengthened in the current financial year. Additionally, 22 new M-PACS have been successfully established and linked with District Central Cooperative Banks, facilitating better credit flow to rural areas. These new societies have already disbursed credit worth ₹31.57 crore, directly benefiting farmers and rural entrepreneurs.
*Healthcare and Digital Services Integration*
The state has made significant progress in integrating healthcare services with the cooperative network. Currently, 95 PACS have received initial approval to operate as PM Jan Aushadhi Kendras, with 9 societies already obtaining drug licenses and store codes. This initiative brings affordable medicines closer to rural communities, addressing a critical healthcare need.
Integration of Common Service Centres (CSCs) with PACS has also been highly successful, with 410 PACS now functioning as CSCs. These centers handle an impressive 517 transactions per month, valued at ₹6.26 lakh, providing 33 different types of services to rural populations. This initiative bridges the digital divide and brings government services directly to citizens’ doorsteps.
*Export and Organic Farming Initiatives*
Haryana’s cooperative sector is expanding its horizons through strategic partnerships with national organizations. HAFED has secured membership in the National Cooperative Exports Limited (NCEL) by investing ₹1 crore, positioning the state to tap into international markets for agricultural products. This membership opens new avenues for cooperative societies to participate in export activities and boost farmers’ income.
The state has also embraced organic farming through its partnership with the National Cooperative Organic Limited (NCOL). With HAFED serving as the nodal agency, 373 cooperative societies have already received membership, promoting sustainable agricultural practices and creating new market opportunities for organic produce.
*Insurance and Financial Services Expansion*
A significant development in the cooperative banking sector is the approval received by the State Cooperative Bank (StCB), on behalf of 19 District Central Cooperative Banks (DCCBs), from the Insurance Regulatory and Development Authority of India (IRDAI) to act as insurance corporate agents. Pending final RBI clearance, this move will enable cooperative banks to offer comprehensive insurance services to their members, enhancing financial security in rural communities.
*Looking Ahead: Comprehensive Development Program*
The state has outlined an extensive program for the remainder of 2025, focusing on inclusivity, cooperative education, collaboration, and future vision. Key initiatives include exposure visits for departmental officers, workshops on empowering marginalized groups, and the celebration of Cooperative Day on November 20, 2025.
The upcoming activities also include the release of a comprehensive report on the International Year of Cooperatives 2025, documenting achievements, lessons learned, and recommendations for future development.

On September 4, they visited the Royal FloraHolland auction center in Aalsmeer, the world's largest floral market, spanning 128 acres and handling 2 million flowers daily. The cooperative, run by producer farmers, facilitates 100-200 million euros in daily transactions, trading 11,469 flower and 11,764 plant varieties.
The team explored energy-efficient greenhouses producing 12 billion flowers annually and visited Keukenhof Gardens to study plant conservation. On September 5, they traveled by train from Paris to Rungis, touring the Rungis International Market, a 580-acre wholesale food hub. The "Pavilion Organic," launched in 2017, offers 32 organic products, supporting France’s 6% organic farmland (2.8 million hectares), a figure steadily rising.
Minister Rana discussed enhancing supply chains with French traders, planning to adopt similar systems in Haryana to increase farmers' income and product quality. He highlighted the ongoing development of India’s largest horticulture hub in Kundli, spanning 544 acres with a ₹2,595 crore budget, 45% complete. This hub will cover 50 lakh square feet, handle 20 lakh tons of produce annually, and include 14,907 cars, 3,305 trucks, 17 auction/trading sheds, and 13 modern buildings.
Rana termed the visit a game-changer for Haryana’s agriculture, with lessons from Aalsmeer and Rungis set to elevate farmers to global standards and strengthen the state’s economy.
