*Haryana a Small State with Big Contribution; Fifth Highest Among All States in GST Collection: CM Nayab Singh Saini*

*CM Nayab Singh Saini Attends 57th GST Council Meeting at Bharat Mandapam in New Delhi*

Chandigarh, October 8: Haryana Chief Minister Sh. Nayab Singh Saini on Thursday participated in the 57th meeting of the GST Council held at Bharat Mandapam in New Delhi under the chairpersonship of Union Finance Minister Smt. Nirmala Sitharaman. He said that Haryana is a small state, accounting for around 1.3 per cent of the country's total geographical area and around 2 per cent of its population. Yet, Haryana collected gross GST of ₹10,097 crore in September 2026. This is the fifth-highest collection among all states and accounts for more than 7 per cent of the country's domestic GST.

During the meeting, he also put forward the proposals. In his first proposal, he suggested providing another one-time relief in the time limit for filing appeals against orders relating to the initial years of GST, that is, financial years 2017-18 to 2019-20. In November 2023, an opportunity to file appeals was provided for a limited period. In Haryana, there are 646 such cases in which appeals were rejected solely due to delay. These cases involve a demand of ₹567.43 crore. Behind these figures are taxpayers who want their cases to be heard on merits. A fair and sensitive tax system should consider their difficulty. Under the previous notification, an appeal was not permitted against a demand that did not include tax. Our suggestion is that the proposed relief should cover every kind of demand, including tax, interest and penalty. It should also cover cases where there is no tax component and the demand relates only to interest or penalty. For this limited relief, the Council may consider recommending a special procedure under Section 148.

*Clear and Practical Mechanism for Administrative Coordination*

Chief Minister Sh. Nayab Singh Saini said that the second proposal relates to difficulties arising from enforcement actions being undertaken simultaneously by Central and State GST authorities. Taxpayers often have to face summons, investigations, inspections and other actions from both tax administrations on the same or interconnected issues. They are then required to spend time and resources repeatedly submitting documents and presenting their case. There should be a clear and practical mechanism for administrative coordination. Haryana has proposed that a technology-based mechanism be developed for this purpose. The legitimate enforcement powers of both the Centre and the States should remain protected under this mechanism.

The Chief Minister also welcomed the proposal placed before the Haryana Council, which seeks to establish a system under which a taxpayer whose Input Tax Credit is being withheld is given an opportunity to present his case. A new form, DRC-26, has been proposed for the order withholding the credit, and this order will be communicated to the taxpayer. Haryana has suggested that the grounds for withholding the credit should be clearly mentioned in the DRC-26 order and that the relevant documents or evidence should form part of the order. It should be mandatory for the officer to mention these grounds in the order and attach the supporting evidence.

*Welcomes New Reforms*

Chief Minister Sh. Nayab Singh Saini said that Haryana welcomes the new reforms being considered by the GST Council. Their objective is to usher in a new era of taxation based on system-driven risk assessment. These reforms also promote technology-enabled decision-making. He said that the proposals to increase the use of automation and technology in the processes of registration, amendment, cancellation and refunds are welcome and Haryana supports them. This will save the time and energy of tax officials, enabling them to focus on more productive tasks such as preventing tax evasion. It will also enhance transparency and make the system easier for genuine taxpayers. He also welcomed and supported the proposal for a simplified registration process for small taxpayers supplying through e-commerce operators and the system-based risk analysis mechanism for granting refunds.

*26 Per Cent Growth in the First Half*

Chief Minister Sh. Nayab Singh Saini said that in 2025-26, Haryana's State GST revenue, including the state's share in IGST settlement, increased from ₹39,743 crore to ₹48,289 crore. This 22 per cent growth was the highest among all states, against the national average of 6 per cent. He said that during the first six months of the current year, State GST revenue has reached ₹29,108 crore. During the corresponding period last year, it stood at ₹23,058 crore. This represents a growth of 26 per cent, which is the second-highest among the states, against the national average of 16 per cent. He attributed this growth to the hard work of Haryana's industrialists, traders and service providers as well as honest taxpayers. He said that to take this growth further, the Haryana Government organised a national conference on strengthening the state's tax revenue in Chandigarh on September 30.

*Lower Rates and Rising Revenue Have Moved Together*

Chief Minister Sh. Nayab Singh Saini recalled that one year ago, following the recommendation of the Council, a simplified GST rate structure was implemented across the country from September 22, 2025. Tax rates were reduced on motor vehicles and auto parts, tractors and agricultural machinery, cement, electronic goods, textiles, food items, daily-use goods and medicines. Life insurance and health insurance for individuals were exempted from tax. He said that while concerns over revenue at that time were natural, Haryana's experience over the past year has been encouraging. In sectors where rates were reduced, the turnover of Haryana's taxpayers is 33 per cent higher than a year earlier. The increase is 52 per cent in tractors and their parts and 46 per cent in auto parts, while revenue has also continued to rise. He said that Haryana is a major automobile manufacturing hub in the country, making this particularly significant for the state. The benefit of this relief has reached farmers, middle-class families and small traders and has returned to the economy in the form of increased demand.

*Haryana's Full Support for the Resolve of Viksit Bharat 2047*

Chief Minister Sh. Nayab Singh Saini said that Prime Minister Sh. Narendra Modi has set before the country the resolve to build Viksit Bharat by 2047. To achieve this, Haryana is continuously working to increase revenue in accordance with its economic capacity and to make better use of government resources. GST is a strong example of cooperative federalism in the country. Any reform that makes the system simpler for honest taxpayers while safeguarding revenue takes the country closer to the resolve of Viksit Bharat. He said that under the guidance of the Prime Minister and the leadership of the Union Finance Minister, Haryana will continue to work with the Centre and all States to fulfil the resolve of Viksit Bharat.

Chandigarh, October 8: The Gurugram Rapid Metro has registered an encouraging increase in passenger traffic and financial performance, reflecting growing use of the existing urban transit system. The details were highlighted in the 66th Board Meeting of the Haryana Mass Rapid Transport Corporation Limited (HMRTC), chaired by Chief Secretary Sh. Anurag Rastogi on Thursday.

During the meeting, Managing Director, Haryana Mass Rapid Transport Corporation Limited, Sh. Ajay Kumar informed that Rapid Metro carried 88.81 lakh passengers between April and August 2026, compared with 79.57 lakh during the corresponding period last year, registering an increase of 11.62 per cent.

HMRTC's revenue from operations increased to ₹18.60 crore during April-August 2026, compared with ₹16.66 crore during the corresponding period of 2025, marking an 11.64% increase. Non-fare revenue grew by 64.34% over last year. Rentals from spaces licensed out at Rapid Metro stations rose to ₹3.50 crore from ₹2.82 crore, while e-auction of sites for advertisement rights brought in ₹23.14 crore, up from ₹13.39 crore.

On the ongoing projects, Sh. Ajay Kumar informed that the proposed 136.30-km Delhi-Panipat-Karnal Namo Bharat corridor, estimated to cost Rs 33,051.15 crore, is among the most significant projects in the state's transport development pipeline. The corridor envisages 17 stations, with provision for four additional stations in the future, and is expected to provide an important rapid transit connection between Delhi and the industrial and commercial centres of Panipat and Karnal.

Another major proposal under consideration is the Gurugram-Faridabad-Noida-Greater Noida Namo Bharat corridor, aimed at connecting major employment, commercial and residential centres across Haryana and Uttar Pradesh.

The route alignment and stations in the Gurugram and Faridabad areas have been finalised at the state level, while the detailed project report has been forwarded to the stakeholders departments and development authorities for their comments.

In southern Haryana, the Ballabhgarh-Palwal Metro extension has achieved an important planning milestone, with the Chief Minister approving its final feasibility report. The project's detailed report has been submitted to the Union Ministry of Housing and Urban Affairs.

Haryana’s proposed metro corridor from Sector-56, Gurugram to Panchgaon is also moving through the final stages of approval. The 35.25-km elevated corridor will have 28 stations and is aimed at improving connectivity between Gurugram and the Panchgaon area, where it will link with the Namo Bharat (RRTS) corridor.

Additional Chief Secretary, Finance, Sh. Sudhir Rajpal, Additional Chief Secretary, PW (B&R), Sh. Apoorva Kumar Singh, Director General, Town & Country Planning, Sh. J Ganesan, and other senior officers were present in the meeting.

Drug-Free Haryana Campaign Gets a New Dimension, Government Keeps a Close Watch on Youth Health

Under the Leadership of Chief Minister Nayab Singh Saini, Focus on Keeping Youth Away from Drugs and Promoting a Healthy Lifestyle

Statewide Drive Launched to Check Quality of Protein Powders and Energy Drinks

Chandigarh, October 8: The Haryana Government has taken another important step towards protecting the youth from substance abuse and encouraging them to adopt a healthy and positive lifestyle. Under the leadership of Chief Minister Shri Nayab Singh Saini, the ongoing ‘Drug-Free Haryana’ campaign has been expanded, with increased focus on the quality of products related to youth health that are witnessing growing use in the name of enhancing fitness and energy.

The objective of this initiative is not only to keep young people away from drugs but also to make sports, fitness and a healthy lifestyle an integral part of their daily routine. With this objective, marathons are being organised every month across the state.

As part of this broader initiative, the Food and Drug Administration, Haryana, conducted a special statewide enforcement drive simultaneously across all districts on October 5. During the drive, 61 establishments, including manufacturers, distributors, retailers and chemist outlets, were inspected. A total of 73 samples of nutraceuticals, protein powders and energy drinks were collected under Section 30 of the Food Safety and Standards Act, 2006. These samples have been sent for testing to the State Food Laboratories in Chandigarh and Karnal, as well as NABL-accredited laboratories.

Investigation Initiated into ‘100% Natural’ Claim in Rohtak

During the campaign, a stock of ‘Natural Protein Powder’ (Code: RTK/DO/2025) was found at the premises of M/s The Variety Nutrition in Rohtak. The product carried an unsubstantiated claim of being ‘100% Natural’. In addition, mandatory information such as the expiry date, manufacturer’s address and FSSAI licence number was missing from the label.

Immediate legal action has been initiated against the firm under the Food Safety and Standards Act, 2006.

Strict Action to Follow Based on Sample Test Reports

The Commissioner, Food and Drug Administration, said that the government has issued clear and strict directions that no product or business entity compromising the health of the youth will be spared. He said that in the Rohtak case, the product carried a ‘100% Natural’ claim, while mandatory details such as the expiry date, manufacturer’s address and FSSAI licence number were not provided. Action is being taken in such cases under the Food Safety and Standards Act, 2006, and the relevant rules.

He informed that the 73 samples collected during the campaign have been sent to the State Food Laboratories in Chandigarh and Karnal and NABL-accredited laboratories. Further action will be determined on the basis of the test reports. If any sample is found to be unsafe, substandard, misbranded or non-compliant, strict action will be taken against the concerned manufacturer, distributor or seller as per the prescribed rules.

He said that the enforcement campaign will continue on a regular basis, with periodic inspections across the state to check the quality, labelling, licensing and sale of such products.

The Commissioner also clarified that action will be taken as per the rules against those selling such products to minor children, pregnant women and other vulnerable groups without the advice of a doctor or dietician.

He appealed to manufacturers and sellers to clearly display all mandatory information on their products and ensure complete compliance with food safety standards.

The Haryana Government’s youth-centric initiative is aimed not only at taking action against substance abuse but also at providing young people with healthy alternatives and guiding them towards a positive lifestyle. Along with awareness campaigns against drugs, sports activities and regular marathons, the action being taken by the Food and Drug Administration is further strengthening this comprehensive effort.
