Chandigarh, October 7: Haryana Chief Minister Sh. Nayab Singh Saini said that the state government is giving top priority to the development of villages. The government’s objective is to develop the villages of the state on the lines of cities. All basic amenities available in cities, including paved streets, drains, clean drinking water, street lights, parks, gyms, e-libraries and beautification of ponds, are also being provided in villages.

The Chief Minister visited his native village Mangoli Jattan in Kurukshetra district on Wednesday. During the visit, he inspected the village pond (Johad) in detail. Sh. Nayab Singh Saini directed Deputy Commissioner Sh. Vishram Kumar Meena to undertake the beautification of the pond and prepare a detailed action plan for the same. The Chief Minister also interacted directly with the villagers present at the site and listened to their concerns. Thereafter, he walked to the pond site to inspect the situation.

The villagers informed the Chief Minister that the Gram Panchayat had undertaken earth filling and constructed a shed near the pond. However, there is still a need for proper cleanliness, beautification and adequate seating arrangements at the site. They also apprised him that waterlogging becomes a problem during the monsoon season, causing inconvenience to residents living in the adjoining houses.

The Chief Minister directed the officials to ensure complete cleaning of the pond and construction of a strong boundary wall around it. He instructed that there should be no laxity in the execution of the work and that the work should be started at the earliest.

*Takes Stock of Paddy Procurement Arrangements; Directs Agencies to Coordinate and Ensure Smooth Procurement*

Chandigarh, October 7 — Haryana Development and Panchayats Minister Sh. Krishan Lal Panwar on Wednesday visited the Kaithal grain market and reviewed the arrangements for paddy procurement. He interacted with farmers who had brought their produce to the market and sought information from officials regarding the procurement process, while also issuing necessary directions. He made it clear that farmers should not face any inconvenience during the procurement season and that every grain of their produce meeting the prescribed quality standards would be procured at the Minimum Support Price (MSP).

Minister Sh. Krishan Lal Panwar also visited a heap of paddy brought to the market and got its moisture content assessed using a moisture meter. The farmers apprised the Minister of their problems, stating that their produce was not being procured at MSP and that they had to stay at two or three different markets, causing considerable inconvenience. He visited another heap of paddy and personally assessed its moisture content using the moisture meter. He directed the officials and procurement agencies present on the spot to undertake procurement. The Minister also directed all three agencies to carry out procurement in equal proportion.

He said that there are 270 arhtiya (commission agent) shops in Kaithal. Warehousing Corporation will undertake procurement at shops numbered 1 to 90, the Food and Supplies Department at shops numbered 91 to 180, and HAFED at shops numbered 181 to 270. He directed that two samples should be taken from each heap of paddy—one from the top and another from the bottom—in the presence of the farmers, and that they should be informed if the heap contains excess moisture and advised to allow the produce to dry in the air. He directed officials of the agencies to coordinate with one another for paddy procurement. The Nayab Government will procure every single grain, and farmers will not be allowed to face any kind of difficulty.

Minister Sh. Krishan Lal Panwar directed the SDM to submit a report on the procurement carried out by all three agencies. He warned that strict action would be taken against any official found negligent in the discharge of these duties. He also directed officials to expedite the lifting of paddy from the markets.

Regarding registration-related issues on the Meri Fasal-Mera Byora portal, the Minister said that the portal is open today and on October 8, and any farmer can get registered. One Patwari has been deputed at each market, and a committee has also been constituted to ensure that the process is carried out properly. He appealed to farmers to bring their paddy to the markets only after properly drying it, so that they do not face any inconvenience.

The Development and Panchayats Minister directed that all necessary basic facilities for farmers, including electricity, drinking water, toilets and adequate gunny bags, should be properly provided in the market. He also directed officials to ensure proper cleanliness and other arrangements at the market.

He said that under the leadership of Chief Minister Sh. Nayab Singh Saini, the Haryana Government is giving the highest priority to the interests of farmers. The State Government is procuring 24 crops at the Minimum Support Price (MSP), ensuring that farmers receive a fair price for their produce.

*Haryana tops voluntary blood donation for third year, collects 5.89 lakh units; unveils first disaster plan for blood centres*

Chandigarh, October 7 - Haryana ranked first among states in voluntary blood donation for the third consecutive year, collecting 5.89 lakh units through 8,189 camps against targets of 3.30 lakh units and 2,000 camps. It achieved a 92% voluntary donation rate. The state has also drawn up its first disaster management plan for blood centres to maintain blood safety and emergency preparedness, Additional Chief Secretary, Health & Family Welfare Department, Dr. Sumita Misra said on Wednesday.

The state was recognised by the Union Health Ministry’s Blood Transfusion Services for recording the highest number of blood donations per million population among states during 2025.

The Haryana State Blood Transfusion Council received the award at a ceremony organised by the Blood Transfusion Services, Directorate General of Health Services, Union Ministry of Health and Family Welfare, at Lady Hardinge Medical College in New Delhi on October 1 to mark National Voluntary Blood Donation Day. “Achieving the first position in the country for voluntary blood donation for three consecutive years is a matter of immense pride for Haryana,” Dr. Misra said.

She attributed the achievement to blood centre teams, voluntary donors, youth networks, NGOs, the Red Cross and other stakeholders involved in blood transfusion services.

Haryana organised 8,189 blood donation camps against a target of 2,000, more than four times the goal. It collected 5.89 lakh units against the Centre's target of 3.30 lakh units, exceeding it by nearly 78%. Voluntary donations accounted for 92% of the state’s blood collection.

The state operates 162 blood centres, 92% of which are equipped with component separation units. Single Donor Platelets are available at 12 government hospitals and medical colleges and are provided free of charge to eligible dengue patients, and those below the poverty line referred to government hospitals.

The Health Department has also formulated Haryana’s first disaster management plan dedicated to blood centres, an initiative designed to strengthen blood safety and ensure preparedness during emergencies and disasters.

Special campaigns contributed significantly to blood collection. A statewide blood donation drive yielded 10,183 units, while drives associated with the 350th anniversary of Guru Tegh Bahadur Ji's martyrdom collected 40,224 units. Women-focused initiatives were also undertaken under the Swasth Nari Sashakt Parivar Abhiyaan.

Dr. Misra said Haryana remained committed to ensuring a “safe, equitable, accessible and timely” supply of blood and blood components and urged regular non-remunerated voluntary donors to continue donating and encourage others to participate.

She also congratulated Director General Health Services Dr. Manish Bansal, Haryana State Blood Transfusion Services Member Secretary-cum-Project Director AIDS Dr. Mukta Kumar and the state’s blood safety teams.

“True service is measured by the lives it quietly transforms,” Dr. Misra said, adding that the state would continue strengthening voluntary blood donation and safe blood transfusion services.

Special Camps Conducted Across the State, Hearings Held in 28,000 Pending Cases

Voters Who Have Received Notices Urged to Appear for Hearing

Chandigarh, October 7 Special emphasis is being laid on the timely disposal of notices and hearing cases related to the electoral rolls under the Special Intensive Revision (SIR) campaign in Haryana. In this regard, special camps were organised across the State on Wednesday, during which hearings were conducted in approximately 28,000 pending cases.

A total of 44,91,923 notices have been generated in Haryana under the SIR exercise, out of which hearings in 3,15,173 cases are pending. The percentage of pending cases stands at 7.02 per cent.

The Commission is regularly reviewing the pending cases and has directed the concerned officials to ensure their expeditious disposal, undertake effective monitoring, and take necessary action as per the prescribed procedure.

Special Camps and Door-to-Door Survey Till October 9

With the objective of completing the hearing process within the stipulated time, necessary documents will be collected from the concerned voters during special camps and door-to-door surveys to be conducted on October 8 and 9. Voters who have received notices and have not yet submitted the required documents are requested to submit them to the concerned officials/BLOs within the stipulated period.

The Commission has appealed to all eligible voters who have not yet submitted their required documents to take advantage of this special campaign and provide the documents to their Booth Level Officer (BLO), so that the names of all eligible voters can be included in the final electoral roll to be published on November 6, 2026.

The objective of the Commission is to ensure that no eligible voter is left out of the electoral roll during the SIR process. Therefore, all voters who have received notices have been urged to appear for the hearing on the scheduled date and provide the necessary documents.

Chandigarh, October 7 — Haryana Chief Minister Sh. Nayab Singh Saini, while chairing a meeting in Chandigarh to review the ongoing procurement of Kharif crops at Chandigarh, directed officers to ensure the timely lifting of paddy and bajra procured at mandis across the State, so that farmers do not face any inconvenience in selling their produce. He directed that the entire procurement process—from purchase and lifting to timely payment—must function smoothly and efficiently.

During the meeting, the Chief Minister was apprised that 5 lakh quintals of paddy have been procured so far. The Chief Minister directed the officers to ensure that lifting of the paddy is done promptly to avoid accumulation of stocks in the mandis.

The Chief Minister said that the State Government will ensure that farmers receive the benefit of the Minimum Support Price (MSP) of Rs. 2,900 per quintal for bajra this year. He said that bajra will be procured by the Government at Rs. 2,300 per quintal. In case a farmer gets a price higher than Rs. 2,300 per quintal in the open market, the difference between the sale price and the MSP of Rs. 2,900 per quintal will be compensated by the Government under the Bhavantar Bharpai Yojana. Under the scheme, farmers will receive a benefit of Rs. 600 per quintal from the Government.

In the meeting, it was informed that bajra is currently being sold in the open market at an average price of around Rs. 2,235 per quintal. Bajra is also being procured by private dealers.

The officers further informed the Chief Minister that last year, the Government had initially fixed the procurement price of bajra at Rs. 2,150 per quintal, which was subsequently revised to Rs. 2,200 per quintal. The difference between the procurement price and the price of arhtiyas, the MSP of Rs. 2,900 per quintal was compensated separately by the Government to farmers.

*Administrative Secretaries directed to visit mandis and submit reports*

The Chief Minister directed the Administrative Secretaries to personally visit mandis and assess the ground situation with regard to procurement, lifting arrangements and facilities being provided to farmers. He directed the officers to monitor the arrangements on the ground and submit a report to the Government. To further facilitate smooth procurement operations, HCS-level officers have been deployed at each mandi to oversee the procurement process.

The Chief Minister said that teams of departmental officers have been constituted to address the issue of paddy stocks remaining with rice millers from the previous procurement season. For the convenience of traders, an amount of Rs. 2,777 per quintal has been fixed.

Chief Secretary, Sh. Anurag Rastogi, Additional Chief Secretary, Agriculture and Farmers Welfare Department, Sh. Vijayendra Kumar, Principal Secretary, Food, Civil Supplies and Consumer Affairs Department, Smt. Amneet P. Kumar, Deputy Principal Secretary to Chief Minister Dr. Yashpal, Managing Director, HAFED, Sh. Chander Shekhar Khare, Director General, Food and Civil Supplies, Dr. Anshaj Singh, and other senior officers were also present in the meeting.
