Chandigarh, September 17 – Haryana Chief Minister, Sh. Nayab Singh Saini, said that Prime Minister, Sh. Narendra Modi, has opened new avenues to channelise the energy of the country’s youth into the strength of the nation. Khelo India has provided a platform to sporting talent, Fit India has promoted the message of a healthy lifestyle, Skill India has connected skills with opportunities, while Startup India has infused a new spirit of entrepreneurship among the youth. Similarly, the MUDRA Yojana and Stand-Up India have opened new avenues for self-employment and entrepreneurship for the youth.

The Chief Minister said that the day holds special significance as it marks the birthday of Prime Minister, Sh. Narendra Modi, an inspiration and guide for the youth. On behalf of Haryana’s nearly 2.75 crore people, he extended heartfelt birthday greetings and best wishes to the Prime Minister and prayed for his good health and long life, as well as greater strength to his resolve to serve the nation.
Honouring Prime Minister, Sh. Narendra Modi’s 25 years of public service, the Chief Minister said that the Prime Minister continues to move forward with renewed energy of service and resolve. His public life over these years gives one clear message, service is greater than position, resolve is greater than power and the nation comes before self.
The Chief Minister said that it is with this spirit of service and resolve that the ‘Nasha-Mukt Haryana Namo Marathon’ is being organised from Ambala. Greeting every youth, sportsperson, student, daughter, parent, volunteer and all other participants in the marathon, he said, Namo Haryana Ka Yahi Armaan, Nasha-Mukt Rahe Har Insaan.
*Drugs May Give a Temporary ‘High’, But Bring an Entire Life ‘Low’*
The Chief Minister said that service does not merely mean helping someone; making a major challenge facing society one’s own resolve is also a form of service. One of the biggest challenges before society today is the decisive fight against drugs. Drugs are not a solution to any problem; they are themselves a major problem. Drugs may give a temporary ‘high’, but bring an entire life ‘low’. A few moments of intoxication can outweigh the dreams of a lifetime.
He said that drugs first weaken the body, then break self-confidence, take away dreams, destroy the happiness of families and gradually hollow out society. Therefore, every step being taken on the streets of Ambala today is not merely covering a distance; each step carries the message of distancing oneself from drugs and embracing life.
*Youth Must Not Let Their Parents’ Dreams Be Shattered*
Calling upon the youth, Chief Minister, Sh. Nayab Singh Saini, said, Say ‘No’ to drugs, say ‘No’ to bad company and say ‘Yes’ to your dreams. He said that young people are the hope of their parents, the pride of their families and the strength of India’s future.
He said that parents nurture countless dreams for their children and make innumerable sacrifices for their future. Even a small success of a child makes the entire family proud. He urged the youth not to let momentary pressure, showmanship or bad company shatter their parents’ dreams. Your life is precious, your future is precious and your dreams are precious, he said.
The Chief Minister said that the objective is not merely to stop drug abuse, but to give young people a life where sports replace drugs, opportunities replace despair, good values replace bad company and goals replace distractions.

The Chief Minister said that youth power is the biggest strength of Viksit Bharat-2047. The energy of the youth cannot be allowed to go to waste because of drugs. Their hands should hold sports equipment and tools of skill, not packets of drugs, he said.
Sh. Nayab Singh Saini said that the marathon is not merely a run, it is a run for awareness, a run for responsibility and a run for resolve. Ambala is sending a message to the entire State that Haryanvi youth will be known not for drugs, but for their courage and determination.
The Chief Minister also extended greetings to everyone on Vishwakarma Diwas. Calling upon the youth, he said, Run for your dreams, run for success, run for a drug-free Haryana. Haryana will win, drugs will lose. He congratulated all participants of the Namo Marathon as well as the district administration for the successful organisation of the event.
The Chief Minister flagged off the ‘Nasha-Mukt Haryana Namo Marathon’ and also joined the marathon, giving the youth the message of staying healthy and fit. On the occasion, he also administered a pledge to those present to stay away from drugs.
Renowned artist Amit Saini Rohtakiya energised the youth through his songs. The district administration also presented certificates of appreciation to the marathon participants to encourage them.

*Haryana Government Announces Scientific Beekeeping Training Programmes*
*Free Training to be Provided at Integrated Beekeeping Development Centre, Kurukshetra*
Chandigarh, September 17 – The Haryana Government will organise various training programmes on scientific beekeeping for farmers during 2026-27 at the Integrated Beekeeping Development Centre, Ramnagar, Kurukshetra. Farmers interested in participating in these training programmes will have to register online through the Department’s official website, kaushal.hortharyana.gov.in.
Sharing more details in this regard a spokesperson of the Horticulture Department said that the training programmes have been divided into three main categories i.e Weekly Beekeeping Training, Self-Financed Scientific Beekeeping Training and a 280-hour intensive training programme under the Pradhan Mantri Kaushal Vikas Yojana.
The spokesperson said that the Weekly Beekeeping Training sessions will be organised between September 2026 and January 2027, while the Self-Financed Scientific Beekeeping Training and the training programme under the Pradhan Mantri Kaushal Vikas Yojana will be conducted between November 2026 and February 2027.
He said that 20 seats have been fixed for each training session. Trainees will be selected on a ‘first come, first served’ basis according to the priority of online registration. Free boarding and lodging facilities will be provided by the Centre to farmers from Haryana throughout the training period.
The Department has clarified that farmers who have already undergone training on the same subject should not register again.

The Department will provide free boarding and lodging facilities to the selected trainees during the training period. Selected farmers will be required to bring photocopies of their Aadhaar Card and Parivar Pehchan Patra, passport-size photographs and the necessary original documents.

*Haryana Government Amends Instructions for Casual Leave and Tour Programmes of Divisional Commissioners*
Chandigarh, September 17: The Haryana Government has amended the instructions regarding casual leave and tour programmes of Divisional Commissioners in the State.
As per an order issued by the Chief Secretary’s Office, the earlier instructions dated November 30, 2017 required applications for casual leave and approval of tour programmes of Divisional Commissioners to be sent through the Additional Chief Secretary and Financial Commissioner, Revenue & Disaster Management and Consolidation Department, for approval by the Chief Secretary.
Under the amended instructions, the Additional Chief Secretary and Financial Commissioner, Revenue & Disaster Management and Consolidation Department has been authorised to accord sanction/approval in respect of casual leave and tour programmes of Divisional Commissioners at their own level.
The amendment has been made to the extent that all applications regarding casual leave and tour programmes of Divisional Commissioners shall be sent to the Additional Chief Secretary and Financial Commissioner, Revenue & Disaster Management and Consolidation Department for information to the department.

Chandigarh, September 17 – Haryana Chief Minister, Sh. Nayab Singh Saini, inaugurated an eye screening and anaemia testing camp organised jointly by the Health and Education Departments at Model Senior Secondary School, Police Line Ambala as a part of ongoing Seva Sankalp Abhiyan. Former Minister, Sh. Aseem Goel Naneola, was also present on the occasion.
Appreciating the initiative, the Chief Minister said that the camp would benefit students, particularly girl students. He said that girls found to be anaemic would be provided medicines as advised by doctors to address anaemia. On the occasion, the Chief Minister also distributed nutrition kits to girl students.
Sh. Nayab Singh Saini also inspected the eye screening camp and interacted with the doctors to learn about the eye examinations being conducted for students. He said that the primary objective of launching the 100-Day Anaemia-Mukt Bharat Campaign is to further strengthen the prevention and early detection of anaemia in the State and make public awareness efforts more effective.
Former Minister, Sh. Aseem Goel said that students whose eyes were examined at the camp were also provided spectacles free of cost as advised by doctors.
He said that under the Anaemia-Mukt Campaign, the Health Department would conduct haemoglobin (Hb) tests of children and adolescent girls in all schools. Following the tests, they would also be provided information about nutritious diet and measures to prevent anaemia.
Civil Surgeon, Dr. Renu Beri, said that during the 100-day campaign, various activities would be undertaken across the district at health institutions, Anganwadi Centres, schools and at the community level. Health Department teams would lay special emphasis on screening, treatment and follow-up of the targeted beneficiaries.

Sant Baba Isher Singh Ji dedicated his entire life to Naam Simran, Gurbani, Kirtan, Seva and the welfare of humanity. His tradition of spiritual devotion and service continues to inspire lakhs of devotees even today.
The Chief Minister on Thursday attended the 51st Barsi Samagam of Sant Baba Isher Singh Ji of Rara Sahib in Jurasi, Pehowa, Kurukshetra, and paid his respects to the revered saint. On the occasion, the Chief Minister announced Rs. 21 lakh for the Gurdwara Management Committee.
Sh. Nayab Singh Saini said that the Barsi of a great spiritual personality is not merely an occasion to remember his life, but also an opportunity to resolve to imbibe his teachings in our lives and follow the path shown by him. Saints may no longer be among us in physical form, but their words, thoughts and tradition of service continue to guide society forever.
The Chief Minister said that the day holds special significance. Bhagwan Vishwakarma Jayanti is being celebrated across the country today. Bhagwan Vishwakarma symbolises creation, craftsmanship, skill and labour. The day also marks the birthday of Prime Minister, Sh. Narendra Modi. On the occasion, various programmes associated with service, public participation and public welfare are being organised across the country and the State.
Recalling the life of Sant Baba Isher Singh Ji, the Chief Minister said that he was born on August 5, 1905, in village Alowal of Patiala district in Punjab to Mata Ratan Kaur Ji and Sardar Ram Singh Nambardar Ji. He was named Gulab Singh in his childhood. During his youth, he received the guidance and spiritual company of Sant Attar Singh Ji of Reru Sahib. Inspired by him, he partook of Amrit and came to be known as Isher Singh instead of Gulab Singh. Thereafter, he dedicated his entire life to Simran, Seva and the propagation of Gurmat.
Sh. Nayab Singh Saini said that Seva and human welfare held special significance in the teachings of Sant Baba Isher Singh Ji. Carrying forward the spirit of service and dedication towards society is the true tribute to such great saints.
Expressing happiness over the organisation of the 51st Barsi Samagam under the guidance of Sant Baba Mann Singh Ji with complete devotion and religious fervour, the Chief Minister said that various religious programmes, including Bhog of Sri Akhand Path Sahib and Sehaj Path Sahib, religious Diwans, Sant Samagam, Kavi Darbar, Ardas and Amrit Sanchar, are being held during the Samagam. Such programmes serve as an important medium to connect the Sangat with the Guru Ghar and take the teachings of saints to every section of society.

*Haryana to train 5,200 more youth as disaster responders; ₹12.16 crore plan for 14 districts*
Chandigarh, September 17: Haryana will expand its disaster-response volunteer network by training 5,200 youth in 14 more districts, with each trained volunteer to be provided an Emergency Responder Kit and three-year life and medical insurance cover.
Haryana Chief Secretary Sh. Anurag Rastogi presided over a meeting of the State Executive Committee on disaster management on Thursday.
Additional Chief Secretary, Revenue and Disaster Management, Dr. Sumita Misra said in the meeting that the National Disaster Management Authority's Yuva Aapda Mitra Scheme had been implemented in eight districts of Haryana during 2025-26, targeting the training of 5,400 youth volunteers from the NCC, NSS, Nehru Yuva Kendra Sangathan and Bharat Scouts and Guides.
Dr. Misra said the state now proposes to expand the programme to the remaining 14 districts as the Haryana Yuva Aapda Mitra Scheme, creating a network of another 5,200 trained volunteers based on the population and vulnerability profile of individual districts.
She said volunteers would be selected from the NCC, NSS, NYKS and Bharat Scouts and Guides through their designated nodal officers, while District Disaster Management Authorities would coordinate the training programmes.
The volunteers will undergo seven-day residential training in batches of 35 to 50. The training, based on NDMA-approved modules, will include theoretical and practical sessions on flood safety and response, fire-extinguisher handling, search and rescue techniques, first aid and basic emergency response.
The trained volunteers will be associated with district administrations and deployed during mock drills and emergency preparedness exercises conducted by district authorities, NDMA, NDRF and SDRF. They will also assist in crowd management at mass gatherings, relief distribution and humanitarian operations.
The committee also took up ex-post facto approval of compensation already released to farmers for crop losses caused by adverse weather.
Dr. Misra said ₹52.14 crore had been released for damage to the 2024-25 Rabi crop caused by rainfall and hailstorms. The agenda also covered compensation for the 2025 Kharif crop damaged by heavy rainfall and waterlogging, for which the presentation records releases of ₹116.15 crore and ₹370.52 crore.

Clear LTC Timelines for Haryana Employees and Pensioners, Government Issues Detailed Guidelines
Chandigarh, September 17: Haryana Government employees and pensioners seeking to avail Leave Travel Concession (LTC) benefits will have to strictly adhere to the prescribed time limits, with the government making it clear that claims submitted after expiry of the relevant block period will not be admissible unless specifically permitted under the existing rules.
The Chief Secretary's Office, in a communication dated September 17, 2026, issued the clarification after various departments, boards, corporations and public sector undertakings sought guidance on cases where employees or pensioners had failed to submit the required LTC application or claim within the prescribed block period but sought to claim the benefit after the period had expired.
The department has categorically clarified that LTC cannot be allowed in such cases after expiry of the relevant block period. The only exception will be where the existing government instructions or rules specifically permit such a claim.
The clarification relates to the new LTC scheme for visiting the home town or any place in India applicable to Haryana Government employees and pensioners.
The government has also placed the responsibility on competent authorities to ensure that LTC applications and claims are submitted and processed strictly within the prescribed time limits and conditions under the applicable rules.
The instructions have been circulated to Administrative Secretaries, Heads of Departments, Divisional Commissioners, Deputy Commissioners, Sub-Divisional Officers (Civil), the Registrar of the Punjab and Haryana High Court, Accountant General (A&E), Haryana, and heads of boards and corporations.
The department has directed all concerned authorities to ensure strict compliance with the clarification in letter and spirit, effectively ruling out routine consideration of delayed LTC claims once the prescribed block period has expired.
