Chandigarh, September 15: Haryana Chief Minister Sh. Nayab Singh Saini on Tuesday held a review meeting of the Chief Minister’s Good Governance Associates (CMGGAs) at Haryana Bhawan, New Delhi. During the meeting, he reviewed the work carried out by the CMGGAs and issued necessary directions. Deputy Principal Secretary to the Chief Minister, Dr. Yashpal, was also present.

Chief Minister Sh. Nayab Singh Saini said that the primary responsibility of CMGGAs is to strengthen the governance system at the grassroots level, enhance administrative transparency and ensure that the benefits of government schemes reach the last person in society. Therefore, all CMGGAs should closely monitor the implementation of government schemes in their respective districts and submit their evaluation reports to the CM Office from time to time.

He said that detailed reports should be prepared on the status of CM Announcements in the districts, clearly indicating which project is pending and the reasons for its delay. A detailed report should be submitted in this regard. Along with this, reports should also be submitted on the ground-level status of the Nirogi Haryana scheme. He also directed the CMGGAs to evaluate the Samadhan Shivirs organised at the district and sub-divisional levels. He said that surprise inspections of these camps should be conducted and factual reports submitted.

Chief Minister Sh. Nayab Singh Saini also directed all CMGGAs to submit reports on the sports stadiums and Vyayamshalas across the state.

*CMGGAs to Participate in Monthly District Meetings*

Chief Minister Sh. Nayab Singh Saini said that all CMGGAs should participate in the monthly meetings held regarding development works in the districts and apprise the authorities of the actual status of CM Announcements.

He also reviewed the e-Registry portal and directed that a departmental meeting be convened at the earliest to address the shortcomings pointed out by the CMGGAs. He issued necessary directions regarding the shortcomings in infrastructure highlighted in various industrial areas of the state.

He also directed the CMGGAs to give special focus to the parameters on which the NITI Aayog prepares reports under the Aspirational Districts Programme.

Various issues, including solid waste management, matters related to urban local bodies, NGO mapping, e-Office, CFMS and ACR, were discussed in detail, and necessary directions were issued.

*Negligence in Health Services Will Not Be Tolerated*

Chief Minister Sh. Nayab Singh Saini reviewed services related to the Health Department. He said that negligence in health-related services will not be tolerated at all.

He also directed that a meeting of all CMOs be convened at the earliest regarding government hospitals in all districts of the state.

He further directed that an SOP be prepared for both the monsoon and non-monsoon seasons to effectively deal with situations such as waterlogging across the state.

Chandigarh, September 15: Chairman, Haryana Bureau of Public Enterprises, Sh. Mohan Lal Kaushik said that farmers and the agriculture sector play an important role in Haryana’s economy and rural system. Therefore, it is necessary that every issue concerning farmers is addressed with sensitivity and priority.

Sh. Kaushik was chairing a review meeting with the Chairpersons and officials of various Boards, Corporations and Corporations at the Haryana Civil Secretariat, Chandigarh, today.

Sh. Kaushik said that special emphasis should be laid on promoting natural farming and organic farming. For this, farmers should be encouraged to increase their inclination towards such farming over larger farming areas. He said that efforts should be made to provide farmers with vegetable seedlings instead of vegetable seeds, so that farmers can easily access seedlings of better-quality vegetables. This will promote natural farming and also encourage people to take up kitchen gardening.

He said that special emphasis should also be laid on the time-bound resolution of farmers’ problems and establishing better coordination among Boards, Corporations and other institutions. All concerned institutions should work with complete commitment and mutual coordination to provide better systems and facilities to farmers.

*Certified Seeds to Be Made Available to Farmers and Sale of Fake Seeds to Be Curbed*

Sh. Mohan Lal Kaushik said that providing farmers with certified seeds of better quality is among the priorities of the government. In this direction, the system for making certified seeds available to farmers on time will be further strengthened, while the sale of fake and substandard seeds will be effectively curbed. He directed the concerned officials to make the monitoring system more effective to ensure the quality of seeds, so that farmers do not face any kind of difficulty and have access to quality agricultural inputs.

*Work to Be Undertaken Towards Setting Up New Organic Seed Labs in Hisar and Gurugram*

He said that work will also be undertaken towards setting up new laboratories related to organic seeds in Hisar and Gurugram districts to promote organic farming. With facilities for testing and certification of organic seed quality through these laboratories, farmers will have easier access to better-quality seeds, which will help promote organic and natural farming in the state. He said that the agriculture sector should be further strengthened by providing farmers with modern technology, quality seeds and necessary technical guidance.

*Farmers’ Demand for Olive Plantation Over 4,000 Acres in Morni to Be Considered Seriously*

Sh. Kaushik also took cognizance of the demand raised by farmers in the Morni block for olive plantation. He said that the farmers’ demand for planting olive trees over approximately 4,000 acres of land in the Morni area would be considered seriously. In this regard, while ensuring compliance with the directions of Chief Minister Sh. Nayab Singh Saini, the concerned departments will study the farmers’ demand, the geographical conditions of the area and the available possibilities, and take necessary action. He said that possibilities that can increase farmers’ income and promote diversification in agriculture should be worked upon on a priority basis.

He said that the Haryana Government is fully committed to the interests of farmers and is continuously working towards further strengthening a transparent, accountable and farmer-friendly system.

OSD to the Chief Minister Sh. Bharat Bhushan Bharti, along with senior officials of various departments and representatives of the concerned institutions, participated in the meeting. During the meeting, officials gave presentations on the progress of work, development activities and upcoming plans of their respective Corporations and Boards.

The meeting also witnessed a detailed review of the work of Agriculture, Cooperation, Rural Development, Haryana Seed Development Corporation, Haryana Warehousing Corporation, Agriculture Marketing Board, Haryana Agro Corporation, Mati Kala Board and Livestock Development Board.

Chandigarh, September 15: Haryana Chief Minister Sh. Nayab Singh Saini said that today is a historic day for Haryana. The signing of an MoU among six states regarding the Kishau Multipurpose Project is a significant step towards taking forward the project that has been pending for years.

Chief Minister Sh. Nayab Singh Saini was speaking to media persons in New Delhi on Tuesday after a meeting on the Kishau Multipurpose Project chaired by Union Home and Cooperation Minister Sh. Amit Shah. The meeting was attended by Uttar Pradesh Chief Minister Sh. Yogi Adityanath, Uttarakhand Chief Minister Sh. Pushkar Singh Dhami, Himachal Pradesh Chief Minister Sh. Sukhvinder Singh Sukhu and Delhi Chief Minister Smt. Rekha Gupta, along with the senior officers of the concerned states. Union Jal Shakti Minister Sh. C.R. Patil was also present at the meeting.

Speaking to media persons after the meeting, Chief Minister Sh. Nayab Singh Saini said that important decisions were taken during the significant meeting of the six states. Due to the initiative of Prime Minister Sh. Narendra Modi and the active efforts of Union Home and Cooperation Minister Sh. Amit Shah, the way has been paved for building consensus among the states on this issue that has been pending for years. He expressed his special gratitude to Prime Minister Sh. Narendra Modi and Union Home Minister Sh. Amit Shah for this important initiative.

He also thanked Union Jal Shakti Minister Sh. C.R. Patil and said that he has continuously worked to expedite the Kishau Project by coordinating with the states and concerned departments. The signing of the MoU among the six states under the chairmanship of Sh. Patil is a major achievement in this direction.

*Haryana Will Directly Benefit from Increased Water Availability in Yamuna*

The Chief Minister said that Haryana’s share in the water of the Yamuna is 48 per cent. Therefore, Haryana will directly benefit from increased water availability in the Yamuna. Along with the Kishau Project, the Renuka Ji and Lakhwar projects are also important for Haryana. Construction work on both these projects is already underway, and now work on the Kishau Project is also expected to begin soon.

*Water Availability to Increase Through All Three Projects*

Sh. Nayab Singh Saini said that Haryana’s share from all three projects — Renuka Ji, Lakhwar and Kishau — will be around 1,143 MCM. The three projects will collectively increase water availability by 2,676 cusecs, of which 1,280 cusecs will be Haryana’s share.

Chief Minister Sh. Nayab Singh Saini said that water is one of the most important requirements for the development of any state. With increasing population and development, the need for water will also increase in the coming years. Therefore, the additional water availability through these projects will prove to be extremely important not only for Haryana’s present requirements but also for future generations.

He said that with consensus now being reached among the states on the Kishau Multipurpose Project, which has been pending for years, the way has been cleared for its implementation. Reaching an agreement on important issues related to the project, including the sharing of water and power, is a positive step for all the concerned states.

Chief Minister Sh. Nayab Singh Saini said that the project is being taken forward with the guidance of the Central Government and mutual cooperation among the states. He expressed hope that work on the Kishau Project will begin soon and that Haryana will also benefit from it in the times to come.

Chandigarh, 15 September.In the presence of Union Home Minister and Minister of Cooperation Shri Amit Shah and Union Jal Shakti Minister Shri C. R. Patil, the Chief Ministers of Uttar Pradesh Shri Yogi Adityanath, Haryana Shri Nayab Singh Saini, Uttarakhand Shri Pushkar Singh Dhami, Himachal Pradesh Shri Sukhvinder Singh Sukhu, Rajasthan Shri Bhajan Lal Sharma and Delhi Smt. Rekha Gupta, today signed the Kishau Multipurpose Project agreement. On this occasion, the Union Home Secretary, the Secretary of the Department of Water Resources, River Development and Ganga Rejuvenation, and the Chief Secretaries of the concerned states were also present.

Addressing the meeting, Union Home Minister and Minister of Cooperation Shri Amit Shah said that today we have witnessed a historic agreement. He expressed confidence that once the project is completed, this event will become an important chapter in history. He said that the agreement reached today will benefit Himachal Pradesh, Uttarakhand, Uttar Pradesh, Haryana, Rajasthan and Delhi in one way or another. Shri Shah said that the most important aspect is that all six states have given their consent and signed the agreement. Union Home Minister congratulated the Chief Ministers of all six states and Union Minister for Jal Shakti Shri C. R. Patil for playing an important role in bringing the project to this stage. He said that the Government of India and the Chief Ministers of these six states of the Yamuna basin are committed to completing the project at the earliest.

Union Home Minister Shri Amit Shah said that since Shri Narendra Modi became Prime Minister, this is the tenth water dispute that is now set to be resolved. He said that under Prime Minister Narendra Modi’s leadership, an initiative has been undertaken to resolve serious disputes that had continued for the past fifty years. He said that first, in August 2018, the dispute over the Lakhwar Multipurpose Project was resolved. In the same month, the dispute over the Shahpur Kandi Dam Project was settled. In 2019, the dispute over the Renukaji Multipurpose Dam Project in the Upper Yamuna Basin was resolved. In 2021, Madhya Pradesh and Uttar Pradesh reached an agreement on the Ken-Betwa Link Project, benefiting the water-stressed region of Bundelkhand. The revised Parbati-Kalisindh-Chambal River Link project moved forward in 2024. The scheme for transferring water from Hathinikund to the Yamuna through an underground pipeline was approved in February 2024. The dispute over the rehabilitation of families displaced by the Narmada Project was resolved in July 2026. The dispute over water sharing between Bihar and Jharkhand in the Son Basin was settled in August 2026 and today, finally, an agreement has been reached on the Kishau Multipurpose Project.

Shri Amit Shah said that the period from 2018 to 2026, under the leadership of Modi Ji, will be remembered as a period in which almost all water disputes, from Kashmir to Uttar Pradesh, were resolved. He said that the foundation for these resolutions was laid in meetings of the Zonal Councils and the Ministry of Jal Shakti efficiently took these agreements forward. He said that after becoming Minister of Jal Shakti, Shri C. R. Patil took upon himself the responsibility of resolving long-pending disputes. He took initiatives at every level and, wherever assistance was required whether it was activating the Inter-State Council or involving the Ministry of Home Affairs, ensured that the task was brought to its conclusion.

Union Home Minister Shri Amit Shah said that with regard to the Kishau Multipurpose Project, an agreement was reached on 12 May 1994 that separate agreements would be entered into for each storage project coming up in the basin. Without that arrangement, this would not have been possible. Subsequently, after the disputes concerning the Lakhwar and Renukaji projects were resolved in 2019, work on Kishau moved forward. Formal agreement on the project was reached on 16 June this year. The Ministry of Jal Shakti took the matter forward and after securing the consent of all the states, while considering the technical and economic aspects and safeguarding the interests of all the states, brought the matter to a resolution.

Union Home Minister said that under the leadership of Prime Minister Shri Narendra Modi, the Government of India has declared the Kishau Multipurpose Project a National Project. The Government of India will bear approximately 90 per cent of its financial burden, while the remaining 10 per cent will be borne by the participating states in accordance with the 1994 agreement. He said that the Government of Uttarakhand had certain difficulties. On behalf of the Government of India, we have assured them that efforts will be made to accommodate their demands under the schemes of the Government of India, and going forward, we will also assist Uttarakhand in bearing the financial burden that may fall upon the state.

Shri Amit Shah said that a 232.6-metre-high concrete gravity dam will be constructed on the Tons River, which flows along the border of Uttarakhand and Himachal Pradesh, with a water storage capacity of 1,562 million cubic metres. It will irrigate 97,000 hectares of land and generate 1,476 million units of clean hydropower. He said that Delhi will be the biggest beneficiary of the project.

Union Home Minister said that when the waters of the Yamuna were allocated, there was a serious lapse on the part of policymakers. The environmental flow of the Yamuna was not calculated at all, and all the available water was distributed among the states. No water was left for the river itself. He said that 25 per cent of the water will become available through the Kishau Multipurpose Project Agreement, which will prove extremely beneficial for both Delhi and the Yamuna. It will also contribute to environmental conservation.

Shri Amit Shah said that ever since Smt. Rekha Gupta became the Chief Minister of Delhi, continuous work has been underway under Prime Minister Narendra Modi’s leadership to clean the Yamuna. He expressed confidence that we will be able to achieve the goal of a clean Yamuna by 2029. When the Yamuna becomes clean, the Ganga also becomes clean, because ultimately the Yamuna merges with the Ganga at Prayagraj. He said that until the dream of cleaning the Yamuna is fulfilled, the dream of a clean Ganga will also remain incomplete.

Union Home Minister Shri Amit Shah said that the Chief Minister of Delhi and all concerned stakeholders are moving forward with full cooperation and dedication towards making the Yamuna clean. He said that today’s success is an excellent example of Prime Minister Narendra Modi’s guiding mantra of “Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas” and the core mantra of Team India. It also reflects the vision of India in which everyone moves forward together. He expressed confidence that just as all the parties worked with a common purpose and in the same direction to reach this agreement, all the states will similarly work in one direction to complete the project. This will enable us to clean the Yamuna at the earliest and provide crores of people with water for drinking, agriculture, development and industrial use.
