Chandigarh, September 13: Haryana Chief Minister Sh. Nayab Singh Saini on Sunday attacked the Aam Aadmi Party government in Punjab, saying that the people of Punjab want development, employment, security for industries and solutions to their problems, not jokes, publicity and advertisements. There has never been any shortage of ability or hard work among the people of Punjab, but the policies, intentions and leadership of governments that have failed to provide the state with the right direction have pushed Punjab behind in the race for development.

The Chief Minister was addressing a public meeting organised at Kakrala village in Patiala on Sunday. Former Minister Preneet Kaur, Professor Malkit Singh and other dignitaries were present on the occasion. On this occasion, hundreds of people joined the Bharatiya Janata Party. The Chief Minister welcomed all those who joined the party.

Sh. Nayab Singh Saini said that although Punjab and Haryana are two separate states, their roots, culture and heritage are one. Paying homage to this great land of Gurus, Pirs and martyrs, he said that the people of Punjab are now asking why Punjab has fallen behind despite having fertile land, hardworking people and immense potential.

The Chief Minister said that at one time Punjab was counted among the most prosperous states in the country. Haryana, which came into existence nearly 19 years after Punjab was formed, has today moved far ahead of Punjab in terms of economic progress. In 2025-26, Haryana’s real economic growth rate is estimated at 9.5 per cent, while Punjab’s growth rate is only 6.1 per cent. Thus, Haryana is progressing 3.4 percentage points faster than Punjab. Similarly, in 2026-27, Haryana’s economy is estimated at approximately ₹15.18 lakh crore, while Punjab’s is estimated at approximately ₹9.81 lakh crore. There is a difference of approximately ₹5.38 lakh crore in the economic size of the two states. This difference is a difference of the right policy, clear intent and accountable leadership.

He said that in 2023-24, Haryana’s share in the country’s GDP was approximately 3.6 per cent, while Punjab’s share was approximately 2.4 per cent. Haryana’s per capita income was estimated at 176.8 per cent of the national average, while Punjab’s was estimated at 106.7 per cent.

The Chief Minister said that at one time, Punjab’s per capita income used to be nearly twice the national average, but the situation has changed today. He said that the people of Punjab want an answer as to why the state’s economic potential is not being fully utilised.

*Economy is strengthened by work, not publicity and advertisements*

The Chief Minister said that the Aam Aadmi Party government has given Punjab more publicity than work and more advertisements than results. Repeating false claims does not strengthen an economy. An economy becomes strong when industries receive security, youth get employment, traders have confidence, farmers receive remunerative prices and the benefits of government schemes reach people directly without discrimination.

He said that it is the government’s responsibility to go among the people, listen to their problems and resolve them. Jokes work in cinema halls, but among the people, the discussion is about work, development and solutions to public problems. He said that the Congress had also made big promises to the people of Punjab but failed to fulfil them. The Aam Aadmi Party also made numerous promises, but they remained merely promises and people did not get relief from their problems.

*Haryana Government has fulfilled 70 out of 217 promises*

The Chief Minister said that under the leadership of Prime Minister Sh. Narendra Modi, the present BJP government in Haryana has been working to fulfil the promises made to the people. Out of the 217 promises made during the 2024 Assembly elections, 70 have already been fulfilled within 18 months of the government’s tenure.

Sh. Nayab Singh Saini said that the Haryana Government has provided major relief to kidney patients. Patients had to spend between ₹25,000 and ₹30,000 per dialysis session. However, in accordance with the promise made in the election manifesto, the Haryana Government has implemented the decision to waive the entire cost of dialysis. Patients now do not have to spend money from their own pockets for this treatment.

He said that the Haryana Government has also fulfilled its promises regarding the dignity and empowerment of women. Women from families with an annual income of up to ₹1.80 lakh are being provided LPG cylinders at ₹500. In the last 18 months, more than ₹300 crore has been deposited into women’s accounts.

He said that the promise to provide monthly assistance of ₹2,100 to women under the Deen Dayal Lado Lakshmi Yojana has also been implemented. The government had made a provision of ₹5,000 crore for this in its very first budget. In the last 18 months, more than ₹2,000 crore has been deposited into women’s accounts.

*Entire crop of farmers being procured at MSP in Haryana*

The Chief Minister said that under the leadership of Prime Minister Sh. Narendra Modi, the Haryana Government has fulfilled its promise to farmers by procuring their entire crop at the Minimum Support Price (MSP). Haryana is the first state in the country where the entire crop of farmers is being procured at MSP. Full payment for the crop is being made into farmers’ accounts within 48 to 72 hours. If payment takes more than 72 hours, farmers are paid along with interest.

Chief Minister Sh. Nayab Singh Saini, targeting the Aam Aadmi Party government over the growing drug menace in Punjab and the future of its youth, said that when a person raised his voice before the government to keep children away from drugs, he was harassed and an attempt was made to silence his voice. Hurt by this, he ended his life. He said that this incident raises serious questions about law and order, sensitive governance and respect for the voice of ordinary citizens in Punjab.

The Chief Minister said that injustice is also being done to the youth of Punjab in the name of employment. He said that it has come to light that people close to MLAs got jobs in the recruitment of Excise Inspectors in Punjab. In contrast, under the leadership of Prime Minister Sh. Narendra Modi, the BJP government in Haryana has given priority to transparency and merit in government recruitment. In Haryana, youth are getting government jobs without “parchi and kharchi”, entirely on the basis of merit.

The Chief Minister said that some people talk about honesty but seek votes through jokes. He said that the people are concerned not with jokes but with work.

*Assurance to extend the benefits of Haryana’s schemes to the people of Punjab*

The Chief Minister said that the people of Punjab now want work on the ground, not merely announcements. He expressed confidence that Punjab can also be given strong momentum on the path of progress by advancing the policies of development, good governance and public welfare under the leadership of Prime Minister Sh. Narendra Modi. The public welfare schemes being implemented in Haryana under the leadership of Prime Minister Sh. Narendra Modi will also be extended to the people of Punjab. He said that just as schemes are being implemented in Haryana for the poor, women, farmers and needy families, similar efforts will be made with commitment to ensure that the people of Punjab also benefit from these schemes.

Former Minister Maharani Preneet Kaur said that under the leadership of Prime Minister Sh. Narendra Modi, India has established a strong identity at the global level. Cooperative institutions are being connected with technology, transparency, accountability and modern management to make them a strong foundation for the economic empowerment of farmers, employees, women and youth. The resolve of Prime Minister Narendra Modi for a Viksit Bharat and Union Home and Cooperation Minister Amit Shah’s mantra of ‘Sahakar Se Samriddhi’ are being rapidly implemented on the ground in Haryana under the leadership of Chief Minister Nayab Singh Saini. He said that the Prime Minister has resolved that every citizen will play an important role in making the country developed by 2047.

Dr. Arvind Sharma was addressing a programme of The Postal & RMS Employees Cooperative Bank in Ambala Cantonment on Sunday. He congratulated the bank’s Chairman Sachin Kharb, Board of Directors, officers, employees and the Postal and BSNL family for the institution’s long cooperative journey.

The Minister said that this cooperative institution, which began in Lahore in 1928, came to Ambala Cantonment after Partition in 1947 and is today moving forward with a legacy of nearly a century. The association of more than 13,000 permanent employees of the Postal and BSNL departments from Jammu and Kashmir, Himachal Pradesh, Punjab, Haryana and Delhi as shareholders reflects the strength of cooperation. He said that the provision of immediate loan facilities of up to ₹11 lakh to members when needed reflects the institution’s commitment to members’ welfare. When a cooperative institution stands with an employee during the education of children, marriage, construction of a house or an emergency requirement, it does not merely function as a bank but also plays the role of a family’s support system.

Dr. Sharma said that in Haryana, PACS are being transformed into multipurpose institutions instead of limiting them merely to the distribution of fertilisers and loans. Through the computerisation of 710 PACS and facilities such as Pradhan Mantri Kisan Samriddhi Kendras and Common Service Centres, efforts are being made to turn cooperative institutions in villages into strong service centres. HAFED and other cooperative institutions are playing an important role in procuring farmers’ crops and making fertilisers available, while dairy cooperatives are connecting thousands of livestock-rearing families with the market. Our effort is to ensure that this strength of milk and curd also becomes a source of economic prosperity for livestock rearers and rural families through cooperation.

The Cooperation Minister called upon the bank management to keep the welfare of members at the centre of every decision. He said that due to the efforts of the present Board of Directors, the bank’s working capital has increased by approximately ₹200 crore over the last nearly two years. The greatest capital of any cooperative institution is not merely its balance sheet, but the trust of its members. This trust should be further strengthened through transparency and better services.

Dr. Sharma highlighted the contribution of postal employees and said that despite changing times and technology, society’s trust in the Postal Department remains intact. There was a time when the village postman brought not just letters, but also the happiness and messages of families. The bank is carrying that same trust forward with the strength of financial support and cooperation. He said that the government and the Cooperation Department are ready to extend all possible support to strengthen cooperative institutions that are making positive efforts. Our goal is to make Haryana’s cooperative institutions an example for the country in terms of service, transparency, modern technology and members’ welfare.

The Education Minister said that under the leadership of Prime Minister Sh. Narendra Modi, several important decisions have been taken to strengthen the country’s internal and external security. Describing the abrogation of Article 370 in Jammu and Kashmir as a major decision, he said that it has created a new environment of development and peace there. He said that earlier, terrorism and separatism in Jammu and Kashmir had created numerous challenges for ordinary citizens. Today, a major change can be witnessed in the situation there. Similarly, systematic action has been taken against Naxalism, strengthening the environment of peace and security in several parts of the country.

*Basic facilities reached poor families*

The Education Minister said that under the Namo Seva Gatha programme, information about various public welfare schemes and policies implemented under the leadership of Prime Minister Sh. Narendra Modi will be taken to the common people. He said that information about Jan Dhan accounts, women and maternal health, skill development, Har Ghar Nal Se Jal and various other schemes will be provided to citizens at the booth level by workers and members of society. *Special activities for children and mothers at Anganwadi centres*

He said that a special programme titled ‘Aangan’ will be organised at Anganwadi centres. Various competitions and activities will be conducted for young children. The Education Minister said that healthy children and healthy mothers are the foundation of a strong India.

Sh. Mahipal Dhanda said that the Kahani Badlav Ki programme will showcase the changes that have taken place in the country during Prime Minister Sh. Narendra Modi’s 25 years of public life and take them to every section of society. Street plays, social media and other creative mediums will be used for this purpose. People will be informed about the transformation that has taken place over the years in the fields of roads, electricity, water, healthcare, education, security, technology and public welfare.

*‘Viksit Bharat Sankalp Yatra’ to convey the message of the 2047 goal*

The Education Minister said that through the Viksit Bharat Sankalp Yatra, the resolve to make India a developed nation by 2047 will be taken to every household and every village. He said that the goal of a developed India is not the resolve of any one individual or political party, but a collective resolve of 140 crore Indians. He called upon the youth and all sections of society to contribute to the building of a developed India. He said that positive thinking and collective efforts are essential to achieve the goal of making India a developed nation by 2047.

Sh. Dhanda said that a ‘Seva Jyoti Yatra’ will also be taken out during the Abhiyan. Its objective is to strengthen the spirit of service, dedication and commitment in society. Institutions and social organisations working in the field of service will be associated with it. He said that institutions working for society are also playing an important role in preserving our culture, traditions and social heritage. Efforts to familiarise the new generation with its traditional culture should also be considered an important form of service.

*‘Seva Mera Yogdan’ to make citizens partners in service*

The Education Minister said that the Seva Mera Yogdan programme will inspire every individual to serve society according to their ability. One person may contribute through a cleanliness drive, while another may serve through a blood donation camp. He said that service does not have a single form. Every positive action undertaken for society is a contribution to nation-building.

*108-metre-perimeter Rangoli Rashtra to be a special attraction*

Sh. Dhanda said that the Rangoli Rashtra programme will also be organised under the Abhiyan. Under this programme, a huge rangoli based on the map of India will be created within a perimeter of 108 metres. An effort will be made to depict the culture, cuisine and diversity of different states of India through this rangoli. He said that natural materials such as rice, leaves and other natural items will be used, while the use of plastic and chemical materials will be avoided. He said that students and talented individuals with an interest in art and painting will also be associated with the programme so that their creative talent can be connected with the spirit of national pride.

*National Innovation Challenge and Jan Seva Mahakumbh to be organised*

The Education Minister said that a total of 13 major programmes, including the National Innovation Challenge and Jan Seva Mahakumbh, will be organised under the Abhiyan. The objective of these programmes is to provide a platform for the talent, spirit of service and creativity of different sections of society. He said that the programmes being held from September 17 to October 17 should not be viewed merely as activities limited to one month; rather, their objective is to strengthen the spirit of service and nation-building in society for the long term.

Sh. Mahipal Dhanda said that there is a plan to take all these programmes to the booth level. Along with every worker, support will also be sought from social, religious, spiritual, literary and other organisations. Schools, colleges and various institutions will also be associated with the Abhiyan. He said that programmes will be organised on a large scale to take the major changes that have taken place in the country during Prime Minister Sh. Narendra Modi’s 25 years of public life, as well as his vision and ideas, to every section of society. The Education Minister said that the core spirit of the Seva Sankalp Abhiyan is to draw inspiration from Prime Minister Sh. Narendra Modi’s 25-year journey of service, dedication and nation-building and encourage every citizen to resolve to contribute to the country and society in their own capacity.
