Haryana sets up four-tier mechanism to curb drug demand, strengthen prevention and rehabilitation
Chandigarh, August 14: The Haryana Government has set up a four-level Drug Demand Reduction Committee system at the state, district, subdivision, and village or urban ward levels. This system focuses on working together to prevent, treat, and support recovery, and to provide community support. These committees will enable organised tracking of drug-reduction activities and better cooperation among departments and agencies.
*State-level committee*
At the state level, the State-Level Steering and Monitoring Committee will be chaired by Chief Secretary Sh. Anurag Rastogi. Members will include Additional Chief Secretaries from the Home, SEWA, Medical Education and Research, Development and Panchayat, School Education, Higher Education, and Women and Child Development Departments; the Director General of Police (HSNCB); the Principal Secretary, Sports Department; and the Commissioner and Secretary, Urban Local Bodies. The Director, SEWA Department, will serve as Member Secretary. Two representatives from civil society, empanelled NGOs, or thematic experts will be invited as Special Invitees.
The committee will oversee the State Action Plan under the National Action Plan for Drug Demand Reduction (NAPDDR) and the Nasha Mukt Bharat Abhiyaan (NMBA). It will track yearly and quarterly goals for raising awareness, treatment, recovery, counselling, and training.It will coordinate efforts among departments responsible for social welfare, health, home affairs, youth affairs, women and child development, education, skill development, Panchayati Raj, rural development, local bodies, and civil society organisations.
The state committee will check the availability and performance of Integrated Rehabilitation Centres for Addicts, District De-addiction Centres, Addiction Treatment Facilities, and other treatment centres. It will find high-risk districts, approve focused action plans, evaluate district results, and guide improvements when needed. The committee will meet every three months.
*District-level monitoring*
At the district level, committees led by the Deputy Commissioner will develop district-level drug reduction plans, identify at-risk groups and problem areas, organise awareness programs in schools, workplaces, and communities, and oversee treatment and recovery centres. They will also carry out required inspections every three months of de-addiction centres and schools involved in prevention.
*Sub-division and community-level action*
At the sub-division level, committees led by the Sub-Divisional Magistrate will oversee progress, identify vulnerable areas, and carry out monthly inspections of de-addiction and treatment centres.
At the local level, Village-Level Nasha Mukti Taskforces will be set up for each Gram Panchayat, and Ward-Level Taskforces will work in urban areas. These groups will include members from local administration, police, education, health, youth groups, senior citizens, and community organisations.
The village and ward task forces will be the main way to identify and report suspected locations of drug use or trafficking. They will also send people showing signs of drug dependence to government-approved treatment, counselling, and recovery services at the Civil Hospital within 72 hours, keeping their privacy and respect. They will also conduct community awareness programs, including Gram Sabha and Ward Sabha sessions, to reduce stigma around seeking treatment and promote a drug-free culture.

Affordable Medicines Get Major Push in Haryana as five AMRIT Pharmacies Open on August 15
Quality medicines, Implants and surgical consumables at substantially lower prices; CM Saini’s vision of an AMRIT Pharmacy in every district begins to take shape
Chandigarh, August 14 - In a significant step towards making healthcare more affordable and accessible, five AMRIT Pharmacies will commence operations in Haryana on August 15, bringing quality medicines to people at substantially lower prices and helping reduce the out-of-pocket burden of treatment on families.
Additional Chief Secretary, Health & Family Welfare, Dr. Sumita Misra said here today that the five pharmacies would begin functioning at Fatehabad, Hansi, Sirsa, Charkhi Dadri and Hisar from Independence Day.
The rollout marks the beginning of the ground-level implementation of Chief Minister, Sh. Nayab Singh Saini’s vision to establish an AMRIT Pharmacy in every district of Haryana, so that people can access quality medicines closer to their homes without having to travel to bigger cities or depend on high-cost medicine outlets.
**Up to 50 per cent discount on MRP**
AMRIT — Affordable Medicines and Reliable Implants for treatment — is a flagship initiative of the Ministry of Health & Family Welfare, implemented through HLL Lifecare Limited. The initiative is aimed at reducing patients’ expenditure on treatment by making medicines, implants and surgical consumables available at discounts of up to 50 per cent on MRP.
The initiative is particularly important for patients suffering from serious and life-threatening conditions such as cancer and cardiovascular diseases, where the cost of medicines, implants and other medical consumables can place a considerable financial burden on families.
Dr. Misra said that affordable healthcare was not limited to building hospitals and expanding medical infrastructure; it was equally important to ensure that the cost of medicines does not prevent a patient from continuing treatment. The expansion of AMRIT Pharmacies is therefore being undertaken with a clear focus on making essential and quality medicines more accessible at the district level.
*AMRIT Pharmacies to reach every district*
In Haryana, AMRIT Pharmacies are being established across District Civil Hospitals, alongside Vita Milk Parlours spread over approximately 1,000 sq. ft., creating integrated and easily accessible facilities within the existing public healthcare ecosystem.
Sites have already been identified across Haryana, with 15 district locations allocated so far, while coordination is underway for the remaining locations. The five pharmacies becoming operational on August 15 represent an important first phase of the state-wide expansion.
The district-wise rollout is expected to provide particular relief to ordinary families, senior citizens and patients requiring long-term or regular medication, for whom even a modest reduction in medicine costs can translate into significant savings over time.
With the network being expanded progressively to every district, Haryana is moving towards a healthcare model in which quality treatment is supported by affordable medicines bringing relief closer to people’s homes and making healthcare more financially sustainable for families.

Haryana Government Reconstitutes Committee for Re-employment Cases
Action to be Taken Based on the Committee’s Recommendations
Chandigarh, August 14 — The Haryana Government has reconstituted the committee constituted earlier to examine and make recommendations on matters related to re-employment in government services, with partial modifications. The committee will submit its recommendations to the concerned administrative departments, based on which further action will be taken.
According to an order issued by Chief Secretary Sh. Anurag Rastogi, senior IAS officers Sh. Sudhir Rajpal, Dr. Sumita Misra and Sh. Vineet Garg have been included as members of the committee.
The committee will examine individual cases related to re-employment as well as cases concerning any class or category of employees referred by administrative departments. In such cases, re-employment will be considered only when it is deemed necessary for efficient delivery of public services and for fulfilling the objectives of the concerned departments.
It is pertinent to mention that the committee was originally constituted on June 20, 2025, and was also modified on September 5, 2025.

Statewide Mega Tree Plantation Drive Concludes with Plantation of over 15 Lakh Trees Across Haryana
Chandigarh, August 14 - Under the leadership Justice Deepak Sibal, Judge, Punjab and Haryana High Court and Executive Chairman, Haryana State Legal Services Authority (HALSA), a State-wide Mega Tree Plantation Drive undertaken by this Authority, in collaboration with the Forest Department, Haryana, concluded successfully with the plantation of an impressive 15,17,985 trees across the State
The plantation drive was launched on the occasion of World Environment Day by Justice Deepak Sibal with the objective of promoting environmental conservation and strengthening public participation in the protection of the environment. The campaign had initially envisaged plantation of approximately 15 lakh trees across Haryana during the monsoon season. The target was not only achieved but surpassed, with 15,17,985 trees planted across the State.
Justice Sibal emphasized the vital importance of environmental conservation and highlighted the collective responsibility of all stakeholders in creating a greener, healthier and more sustainable future for generations to come. He underscored that the success of a plantation drive cannot be measured merely by the number of saplings planted; rather, their protection, maintenance and nurturing are equally essential to ensure their healthy growth and long-term survival. It was further emphasized that the plantation targets fixed by the District Legal Services Authorities should be realistic, achievable and commensurate with the availability of adequate arrangements for the protection, maintenance and regular care of the planted saplings, so as to ensure that the plantation efforts translate into sustainable and lasting environmental benefits.
Under the initiative, all the District Legal Services Authorities (DLSAs) of Haryana undertook plantation activities in Court Complexes, Alternative Dispute Resolution (ADR) Centres, Judicial Residential Complexes and other suitable public places, in coordination with the Forest Department and other stakeholders. Emphasis was laid on planting indigenous, medicinal, fruit-bearing and shade-giving species, along with ensuring proper care, protection and maintenance of the saplings for their long-term survival.
The successful completion of the drive reflects the concerted efforts of the DLSAs, judicial officers, staff, Forest Department officials, volunteers and other stakeholders who contributed towards making the campaign a State-wide environmental movement.
The achievement of planting 15,17,985 trees across Haryana marks a significant milestone in HALSA’s commitment towards environmental protection and demonstrates the potential of coordinated institutional efforts in addressing issues of ecological sustainability and public welfare.

Haryana Strengthening Its Resolve for a TB-Mukt Bharat: Health Minister Arti Singh Rao
MPs and MLAs join the campaign to accelerate efforts towards TB eradication
Chandigarh, August 15- Haryana Health Minister Ms. Arti Singh Rao said that the State is strengthening its resolve towards a ‘TB-Mukt Bharat’. To give further momentum to efforts for the eradication of tuberculosis (TB), Members of Parliament and Members of the Legislative Assembly from across the State have also joined the campaign.
She said that on the occasion of India’s 80th Independence Day, the Haryana Health Department has reiterated its commitment to making the State ‘TB-Mukt’ and further strengthening the fight against TB. A community-based and coordinated approach is being promoted to take TB eradication efforts to the grassroots level and ensure wider public participation.
Ms. Arti Singh Rao further said that considering the serious public health impact of TB and the need for sustained and coordinated efforts at the grassroots level for its eradication, MPs and MLAs from every district of Haryana have been associated with the ‘TB-Mukt Bharat Campaign’ as district-level chairpersons.
She said that elected representatives have a direct and extensive connect with the community, and their role as district-level chairpersons will be important in creating greater awareness about TB, actively engaging communities in the campaign, motivating people to undergo timely testing and treatment, dispelling social misconceptions and stigma associated with TB, and ensuring effective coordination of TB eradication activities at the district level.
The Health Minister said that the initiative aims to bring elected representatives, the Health Department, local bodies, community organisations and the general public on a common platform to make efforts towards TB eradication more effective and give them the shape of a mass movement. Active participation of public representatives will help take the message of TB prevention, timely detection and completion of treatment to every section of society, she said.
Ms. Arti Singh Rao said that Haryana has made significant progress in TB detection, testing and treatment under the National Tuberculosis Elimination Programme (NTEP). The State is continuously accelerating its TB eradication efforts through improved case detection, strengthened diagnostic facilities, effective treatment outcomes and increasing community participation. However, she said, complete eradication of TB will be possible only when shared responsibility and collective participation are ensured at every level of society.
The Cabinet Minister said that the district-level chairpersons will play an important role in actively taking forward the campaign in their respective districts and building a strong community movement against TB. On this Independence Day, Haryana has reiterated its resolve that freedom from disease is an important part of the freedom to live a healthy and dignified life. Through collective efforts and public participation, the State remains committed to achieving the goal of ‘TB-Mukt Haryana’ and contributing to the larger goal of ‘TB-Mukt Bharat’, she said.

As per the list, MP Smt. Rekha Sharma has been given the responsibility of leading the campaign in Ambala, while Naraingarh MLA Smt. Shalley Chaudhary will lead the campaign in Naraingarh.
Bhiwani MLA Sh. Ghanshyam Saraf has been given the responsibility of leading the campaign in Bhiwani, while Bawani Khera MLA Sh. Kapoor Singh will lead the campaign in Bawani Khera.

SIR-2026: 19.35 Lakh Notices Issued for Verification of Electoral Rolls
Voters can submit their claims and objections by August 30 as per the prescribed procedure
Chandigarh, August 14 – Haryana Chief Electoral Officer, Sh. A. Sreenivas has appealed to citizens to check the names of themselves and all eligible members of their families in the draft electoral roll. If the name of any eligible person is not included in the electoral roll, a claim for inclusion can be submitted through Form-6 along with the required documents and declaration. So far, 25,315 Form-6 applications have been received.
Similarly, Form-8 can be submitted along with the required documents and declaration for correction of name, address, age, photograph or any other details in the electoral roll. So far, 27,426 Form-8 applications have been received. In case of an ineligible, deceased, shifted or otherwise already registered voter, an objection for deletion of the name can be filed through Form-7 as per the prescribed procedure. So far, 1,078 Form-7 applications have been received.
The draft electoral roll under SIR-2026 was published on July 31. August 30 is the last date for checking names in the draft electoral roll and filing claims and objections regarding any discrepancy or other issue.
*19.35 Lakh Notices Issued for Verification*
During the verification and scrutiny of the electoral roll, a total of 18,56,138 voters have been identified under No Mapping/Unmapped Cases, where their details could not be mapped with the previous electoral roll, while 26,31,312 voters have been identified with various types of discrepancies. These cases are being examined as per the prescribed procedure.
To provide the concerned voters an appropriate opportunity to present their case and submit the required documents and evidence, hearing notices are being issued. As of August 14, 2026, a total of 19,35,126 notices have been issued.
*Voters in Unmapped Cases Can Submit Available Documents*
Particularly in No Mapping/Unmapped Cases, the concerned voters may submit available documents relating to themselves, their family members, parents or relevant previous records. On the basis of these documents, the concerned officials will verify the available records and decide the cases as per the prescribed rules.
The Chief Electoral Officer, Haryana, has clarified that receipt of a hearing notice does not mean that a final decision has been taken to delete the voter’s name from the electoral roll. It is a part of the verification and hearing process, under which the concerned person is provided a full opportunity to present their case and submit the required documents.

Claims and objections can be submitted at the concerned ERO/AERO office. Citizens can also apply online through voters.eci.gov.in as per the prescribed procedure.

Chandigarh, August 14: Union Minister for Power and Housing, Sh. Manohar Lal said that the events of the Partition Horror should be preserved in history and included in the national curriculum to sensitise every family, particularly the youth, about the tragedy.
The Union Minister was addressing the state-level Partition Horror Remembrance Day programme organised in Gurugram. On the occasion, National President of the Bharatiya Janata Party and Rajya Sabha MP, Sh. Nitin Nabin, was present as the chief guest. Union Minister of State Rao Inderjit Singh, Rajya Sabha MP Sh. Sanjay Bhatia, BJP State President Dr. Archana Gupta, MPs and MLAs, Ministers of the Haryana Government, saints and seers, senior party functionaries and other dignitaries were also present.
He said that inclusion of the Partition Horror in the national curriculum would ensure that the youth of Haryana as well as the rest of the country learn about the tragedy. It would also inculcate a sense of national unity and patriotism among the youth. This would inspire young people to serve the nation and teach them the spirit of dedicating their lives to the country.
The Union Minister said that several major events had taken place across the world. The Ukraine war and the Second World War in Europe had caused immense loss of life, but the number of people killed was not comparable to the scale of the tragedy during Partition. More than 70 lakh people were killed and martyred during the Partition tragedy, while 1.5 to 2 crore families were displaced. Reflecting on these events leaves the mind deeply saddened and disturbed. He said that Prime Minister Sh. Narendra Modi had done a highly commendable job by announcing the observance of Partition Horror Remembrance Day.
*Two heart-rending lines were drawn across the map of the country*
Sh. Manohar Lal said that the day evokes a dual sentiment. When we remember Partition, we remember the freedom struggle for the independence of Bharat Mata; but when we recall the division, Punjab and Bengal were split into two, as if the two arms of Bharat Mata had been severed. During the horrific tragedy, young daughters and elderly women were killed so that their honour could not be violated. They had never imagined that such a huge price would have to be paid for independence.
He said that two heart-rending lines were drawn across the map of the country. People were not aware of the international boundary, and therefore, for two days, lakhs of people had to wander from one place to another. He said that Sh. Jawaharlal Nehru was aware of the situation, but attempts were made to spread violence, resulting in bloodshed and immense sacrifices.
*Social organisations helped displaced people overcome the tragedy*
Sh. Manohar Lal said that those who loved the country were accommodated in camps at Ambala, Kurukshetra and several other places after Partition. Organisations such as the RSS, Arya Samaj and Seva Dal worked together in the spirit of service and helped displaced people overcome the tragedy. At that time, Hindu and Sikh families were offered incentives to go to Pakistan, but they chose to come to India, reflecting their deep attachment to the culture of the country and its supreme importance in their lives.
The Union Power Minister said that there had been a debate over providing reservation to members of the community, but the proposal was declined. Instead, they became self-reliant, strengthened the country’s economy and moved forward on their own strength. Benefiting from their experience, they took up self-employment and also entered the industrial sector. The industrial sector of NIT Faridabad has a distinct identity of its own.
Earlier, a documentary film on the Partition Horror was also screened. Union Minister Rao Inderjit Singh also shared his views on the Partition Horror.
Addressing the gathering, Sant Swami Dharam Dev said that in the 1947 massacre, not only elderly people, mothers and sisters, but children too made sacrifices. It can never be forgotten. He said that Prime Minister Sh. Narendra Modi felt deeply about the tragedy and decided to observe Partition Horror Remembrance Day in its memory. Before this, no Prime Minister had done anything to commemorate the tragedy. He said that a national memorial should be built in memory of the Partition Horror and the subject should be included in the curriculum.

Narendra Modi to observe Partition Horrors Remembrance Day was aimed at ensuring that the new generation becomes aware of the reality of Partition and the suffering endured by ordinary people at that time.
Sh. Nabin said that during the difficult period, people from across society came forward to help affected families. He also highlighted the service work undertaken by workers of the Rashtriya Swayamsevak Sangh and said that the tragedy of Partition teaches us the importance of humanity, service and social unity.

He said that India’s greatest strength lies in its unity in diversity. Under the leadership of Prime Minister Sh. Narendra Modi, the country is moving forward on the path of development while preserving its rich cultural heritage. Strengthening the unity and integrity of the country is the responsibility of every citizen.
Sh. Nabin said that today, India’s youth are bringing laurels to the country through startups, sports, innovation and various other fields. Referring to the transformation among the youth of Jammu and Kashmir, he said that young people are now coming forward with a spirit of contributing to nation-building and the progress of the country.
Sh. Nitin Nabin criticised the Congress and said that the then leadership, which accepted the Partition of the country for the sake of power, played with the future of crores of people. He said that Congress has never publicly apologised to the families who suffered the pain of Partition and for a long time did not allow the truth of this tragedy to come to the forefront. He alleged that the Congress, which laid the foundation for the Partition of the country, talks about uniting the nation today, while its divisive mindset continues to be visible.
He said that the people of the country today want to move forward with national unity, heritage and development, whereas the politics of the opposition appears to be directed towards dividing society. He appealed to the youth to stay away from such politics and give priority to national interest and the building of a developed India.

He said that Haryana is emerging as a state known for a transparent system and for providing opportunities to its youth. The system of providing employment without “parchi-kharchi” has strengthened the confidence of young people in the state. Haryana’s daughters are consistently bringing laurels to the country and the state through their achievements in sports. He appreciated the contributions of Chief Minister Sh. Nayab Singh Saini and Union Minister and former Haryana Chief Minister Sh. Manohar Lal. He called upon the youth to learn from history and play their role in nation-building.
Sh. Nabin urged those present to ensure that their children are familiarised with the freedom struggle, the tragedy of Partition and the history of the country, so that the new generation can understand its past and contribute to building a bright future for the nation.

If they receive a hearing notice, they should take it seriously, appear on the prescribed date and submit the necessary documents, thereby cooperating in the process.
