Two Bills Passed During the Budget Session of the Haryana Legislative Assembly
Chandigarh, March 9 – During the ongoing budget session of the Haryana Legislative Assembly, two bills were passed today after discussion. The bills passed include the Haryana Extension Lecturers and Guest Lecturers (Assurance of Service) Amendment Bill, 2026 and the Haryana Travel Agents Registration and Regulation (Amendment) Bill, 2026.
Haryana Extension Lecturers and Guest Lecturers (Assurance of Service) Amendment Bill, 2026
The Haryana Extension Lecturers and Guest Lecturers (Assurance of Service) Amendment Bill, 2026 was passed to amend the Haryana Extension Lecturers and Guest Lecturers (Assurance of Service) Act, 2024.
The Haryana Extension Lecturers and Guest Lecturers (Assurance of Service) Act, 2024 was notified on January 16, 2025. Under this Act, the benefit of assured service will be provided to eligible extension lecturers and guest lecturers who have completed five years of service on or before August 15, 2024.
An amendment has been requested in Section 3 of the Act regarding the calculation of 240 days of service during the period of one year of contractual service instead of considering the calendar year.
It has also been observed that an amendment is required in Section 2, clause (g) regarding the definition of eligible extension lecturers. Under this amendment, the eligibility date has been extended from June 30, 2023 to July 21, 2025.
Further amendments are required in Section 4 of the Act regarding the benefits of Dearness Allowance (DA) to eligible extension lecturers and guest lecturers. In addition, there has been a request to include provisions for annual salary increment in the Act.
Accordingly, it has been proposed that eligible extension lecturers and eligible guest lecturers will be entitled to receive a consolidated monthly remuneration of ₹57,700. This remuneration will be increased in accordance with the rise in Dearness Allowance on January 1 and July 1 every year. The government may also notify annual increments on the consolidated monthly remuneration after the completion of the first year from the commencement of the Act and thereafter every year.
Moreover, amendments were also required in the Schedule under Section 4 of the principal Act regarding the benefits of ex-gratia financial assistance or compassionate appointment. Taking into consideration the request submitted by the Haryana Extension Lecturers Association, the above amendments have been incorporated in the Haryana Extension Lecturers and Guest Lecturers (Assurance of Service) Act, 2024.
Haryana Travel Agents Registration and Regulation (Amendment) Bill, 2026
The Haryana Travel Agents Registration and Regulation (Amendment) Bill, 2026 has been passed to amend the Haryana Travel Agents Registration and Regulation Act, 2025.
The Ministry of External Affairs, Government of India, has informed that some provisions of the recently implemented Haryana Travel Agents Registration and Regulation Act, 2025—which aims to regulate travel agents operating in the state—appear to be inconsistent with the Emigration Act, 1983, which governs the migration of Indian citizens for overseas employment.
Certain provisions, particularly those relating to the scope of work of travel agents, do not align with the provisions of the Emigration Act, 1983. There is also a possibility that travel agents may misuse some provisions of the state Act to violate the requirements of the Emigration Act, 1983, including mandatory registration with the Protector General of Emigrants (PGE).
To prevent violations of the Emigration Act, 1983 and to curb the increasing cases of illegal recruitment of Indian citizens for overseas employment by fraudulent agents, the Government of India and state governments are working in coordination to establish a strong regulatory framework ensuring safe and legal migration.
The objective of the Haryana Travel Agents Registration and Regulation (Amendment) Bill, 2026 is to remove inconsistencies by amending the Haryana Travel Agents Registration and Regulation Act, 2025 and to harmonize its provisions with those of the Emigration Act, 1983, thereby strengthening the regulatory framework governing recruitment agents.

Chandigarh, March 9 – Haryana Irrigation and Water Resources Minister, Smt. Shruti Choudhry, said that proposals of de-silting of Chautang Nallah, Somb River and Nakti River in the Sadhaura Assembly constituency are under the consideration of the government.
The Minister was replying to a question raised by a member during the ongoing Budget Session of the Haryana Vidhan Sabha here today.
She said that an estimate is being prepared to de-silt Chautang Nallah from Burji No. 3000 to 48000. The target is to complete this work by June 30, 2026.
She further said that tenders had been issued to desilt the Somb River, but the NGT (National Green Tribunal) has stayed the work on February 11, 2026. The next hearing in the matter is scheduled for May 15, 2026. Therefore, the tenders have been cancelled for now.
She said that the work of desilting in some parts of the Nakti River has already been completed. Work in the remaining parts will begin after resolving issues related to forest land. The matter has been taken up with the Forest Department. After the issue is resolved, there is a plan to complete the work before the monsoon.

Chandigarh, March 9 – Haryana Health Minister Arti Singh Rao informed that in the future, the state government will ensure the attendance of doctors in government hospitals through biometric or geofencing systems.
The Health Minister was responding to a question raised by a member of the House during the Budget Session of the Haryana Vidhan Sabha today.
She stated that currently, due to the poor condition of the doctors’ hostel at Al-Afia General Hospital located in village Mandi Khera, which falls under the Ferozepur Jhirka Assembly constituency, doctors have been permitted to reside in Gurugram, Faridabad and Rewari. In the future, efforts will be made to arrange facilities so that doctors posted at this hospital can live in the vicinity of the hospital.
Responding to the next part of the question, the Health Minister said that Mandi Khera Hospital already has all major health facilities such as OPD, IPD, Emergency Department, Blood Bank, NCD Clinic, SNCU, RTI & STI services, Operation Theatre, Physiotherapy, ICU, Isolation Ward, General Ward, X-ray, Ultrasound and Labour Room. Adequate staff, equipment and essential medicines are already available in the hospital.
She further informed that the hospital records an average of around 800 OPD patients daily, while about 40 patients are admitted as indoor patients. To reduce out-of-pocket expenditure for the public, the Health Department provides medicines and consumables free of cost to all patients as per the essential drug list. Medicines are procured at the state level through the Haryana Medical Services Corporation and supplied through designated warehouses.
If any medicine becomes unavailable, it is arranged locally using MMIY/User Charges after obtaining NAC through the Online Drug Inventory and Supply Chain Management System (ODIMS) portal, ensuring uninterrupted patient care and avoiding shortages of essential medicines. She added that currently 460 types of essential medicines are available at Al-Afia General Hospital, Mandi Khera.
Arti Singh Rao further stated that a Jan Aushadhi Kendra has also been functioning in the hospital since 5 February 2025, where 208 types of generic medicines are available.

Chandigarh, March 9 – Haryana Health Minister, Ms. Arti Singh Rao said that a Day-Care Cancer Centre will soon be started in the newly created district of Hansi as well. Earlier, such centres have already been started in 22 districts.

She said that Chief Minister, Sh. Nayab Singh Saini had inaugurated Day-Care Cancer Centres (DCCC) in all district civil hospitals of the state on February 11, 2026, bringing cancer care closer to patients’ homes. Dedicated Cancer OPDs, chemotherapy wards and Palliative Care OPDs have been made operational in Hub and spoke model in 22 districts including Fatehabad (linked with PGIMS Rohtak as Hub). In year 2025, DCCCs in district Faridabad, Panchkula, Kurukshetra and Yamunanagar have already provided chemotherapy services to 2,672 patients.
The Health Minister further said that Atal Cancer Care Centre (ACCC), Ambala Cantt, Regional Cancer Centre (RCC), PGIMS Rohtak, and the National Cancer Institute (NCI), Jhajjar are providing comprehensive cancer treatment in the state. Medical colleges in Hisar, Sonipat, Nuh and Karnal districts are also treating cancer patients.

Chandigarh, March 9 – Haryana Public Works (Buildings and Roads) Minister, Sh. Ranbir Gangwa said that a railway underpass has been proposed at the market area of Kosli Railway Station where the railway line passes through. The government has granted administrative approval of Rs. 520.15 lakh for the construction of the railway underpass.

The Minister said that the General Arrangement Drawing (GAD) was approved by the Railways on December 27, 2021. However, due to the presence of built-up areas along the proposed approach roads, local residents and shopkeepers had opposed the approved alignment. The revised General Arrangement Drawing (GAD) was submitted to the Railways on on March 2. Now, the detailed design will be submitted to the Railways, and after its approval, further action for execution of the work will be initiated.

Proposal under consideration to convert tube well-based system into Canal Water-Based Water Supply System
Chandigarh, March 9 – Haryana Public Health Engineering Minister, Sh. Ranbir Gangwa said that a proposal is under consideration to convert the existing tubewell system into a canal water-based water supply system in Murthal village of Rai Assembly constituency and its nearby villages. A Detailed Project Report (DPR) is being prepared in this regard.

He said that water supply in the Murthal area is currently being provided through three tubewells. According to the 2011 Census, the population of Murthal village is 16,722, which meets the norm of a minimum population of 10,000 required for providing a sewerage system under the Mahagram Yojana. However, this village had not earlier been notified under the category of Mahagram Yojana.
Under the Mahagram Yojana, it is feasible to augment the water supply and provide a sewerage system in Murthal village, and a Detailed Project Report is being prepared for the same. For declaring Murthal as a Mahagram village, the Gram Panchayat will have to provide suitable land for the construction of a Sewerage Treatment Plant and consent for taking sewerage connections will also be required. After completion of these two requirements, the estimate will be prepared.

Chandigarh, March 9 – Haryana Development and Panchayat Minister, Sh. Krishan Lal Panwar said that the appointments of Safai Karamchari in rural areas were made on the basis of village population as per the data of the 2011 Census. Now, the process of the 2021 Census has begun and once the census report is received, the number of Safai Karamchari will be increased according to the population of the villages.

Chandigarh, March 9 – Haryana Development and Panchayat Minister Sh. Krishan Lal Panwar informed that a two-bay bus stand will be constructed near Gadpuri Toll between Palwal and Ballabhgarh, if land becomes available.
The Development and Panchayat Minister was replying to a question raised during the Budget Session of the Haryana Vidhan Sabha today.
He stated that regarding buses passing through the flyover without stopping, the Transport Department officials will be instructed to ensure that buses arrive and stop at the bus stop, and transport inspectors will be assigned duty to monitor this.
He further informed that Gadpuri Toll is located about 17 kilometres from the main bus stand of Palwal and only 11 kilometres from Ballabhgarh. Haryana Roadways currently does not have any land available on the Palwal–Ballabhgarh route for constructing a bus stand. Therefore, no proposal for the construction of a bus stand at Gadpuri Toll is under consideration by the government at present. However, if land is made available, a two-bay bus stand will be constructed there.

Chandigarh, March 9 – Haryana Public Works (Buildings and Roads) Minister, Sh. Ranbir Gangwa said that the government is continuously making efforts to resolve the growing traffic congestion in Panipat city.
The Minister was responding to a question during the ongoing Budget Session of the Haryana Vidhan Sabha here today.
He said that the existing elevated highway on NH-44 provides smooth movement for main highway traffic. The existing Panipat–Rohtak section of NH-709 and the Panipat–Shamli section of NH-709AD serve as a western bypass for Panipat city.
The Minister further said that, further a 10-meter-wide road of 11.20 Km length has already been constructed on the Banks of Drain No. 2 from Barsat road to Sanauli road and it is proposed to construct the balance road of 2.90 Km length on this bank which will connect NH-44 (Delhi to Ambala) with NH-709AD (Panipat to Shamli) and will act as Eastern By-pass of Panipat City. The government has granted administrative approval for Rs. 3,207.05 lakh.
For further process, PWD (B&R) has sent the case to the Forest Department for obtaining NOC. The work will start after approval from the Forest Department.

Chandigarh, March 9 – Haryana Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana, said that farmers in the state are encouraged to plant single-bud sugarcane seed in order to increase sugarcane production. For this purpose, farmers are also provided a subsidy.
The Minister was replying to a question raised by a member during the ongoing Budget Session of the Haryana Vidhan Sabha here today.
He said that to increase sugarcane productivity, farmers are given a subsidy of Rs. 3,000 per acre for adopting the method of planting single-bud sugarcane. In the Budget for the financial year 2026–27, the government has proposed to increase this incentive from Rs. 3,000 to Rs. 5,000 per acre.
The Agriculture Minister further said that farmers are provided healthy and disease-free sugarcane seed, for which a subsidy of Rs. 5,000 per acre is given.
He added that in the Budget for the financial year 2026–27, the state government has proposed that farmers adopting the tissue culture method for sugarcane cultivation will be provided sugarcane seedlings free of cost. He also informed that the state government has proposed that cooperative sugar mills will provide sugarcane harvesters to farmers for harvesting their produce, which will help reduce the cost of harvesting sugarcane.

Approval granted by defence ministry to open Sainik School in Matanhail on PPP Mode: Rao Narbir Singh

Chandigarh, March 9 – Haryana Minister for Sainik and Ardh Sainik Welfare, Rao Narbir Singh said that the Defence Ministry has granted approval to open a Sainik School in Matanhail village of Jhajjar district on PPP mode. For this purpose, a proposal to transfer 60 acres of land from the Gram Panchayat is required.
Rao Narbir Singh was replying to a question raised by MLA, Smt. Geeta Bhukkal during the Question Hour in the ongoing Budget Session Haryana Vidhan Sabha here today.
He said that in 1987, the then Chief Minister, late Devi Lal had announced the opening of a Sainik School in Matanhail. After that, the demand remained pending till 2024. During this period, former Chief Minister, Sh. Om Prakash Chautala once and former Chief Minister, Sh.Manohar Lal twice wrote to the Defence Minister demanding the opening of the Sainik School.
He informed that at present, Sainik School Kunjpura and Sainik School Rewari are functioning in Haryana. He said that despite being a small state, the youth of Haryana have special enthusiasm and passion to join the armed forces. Keeping this in view, the Defence Ministry has now granted approval to open a Sainik School in Matanhail on PPP mode.
Rao Narbir Singh said that provisions for admission in Sainik Schools for the local village are decided according to the rules of the Ministry of Defence. He also said that the issue raised by the MLA regarding providing employment to local people in Group-D posts will also be considered by the government.

Chandigarh, March 9 — Haryana Chief Minister, Sh. Nayab Singh Saini said that the state government is steadfastly working to fulfil every promise made to the people with dedication and commitment. He said that under the visionary leadership of Prime Minister, Sh. Narendra Modi, the vision of building a Viksit Bharat is guiding policy decisions across the country, and the Haryana Government is actively contributing to this national mission through people-centric governance and development initiatives.
The Chief Minister was speaking during the ongoing Budget Session of the Haryana Vidhan Sabha here today. He said that the recent release of a substantial amount directly into beneficiaries’ bank accounts under various welfare schemes reflects the Prime Minister’s commitment to good governance and public welfare.
The Chief Minister further informed that on March 3, 2026, the state government released Rs. 68 crore to 602 Gaushalas across Haryana. Further, on March 8, 2026, on the occasion of International Women’s Day, the state government transferred Rs. 1,357 crore to about 35 lakh women beneficiaries covered under different welfare schemes. He said that on March 9, 2026, the government released Rs. 1,884 crore under various social security and welfare schemes. These include benefits under the Old Age Pension Scheme, DAYALU Yojana, Pradhan Mantri Fasal Bima Yojana, and several other schemes.
The Chief Minister said that within a short span of time, the state government has transferred a total of Rs. 3,309 crore directly into the accounts of beneficiaries across Haryana through various schemes, demonstrating the government’s commitment to public welfare under the leadership of the Prime Minister.
The Chief Minister also announced that directions have been issued to conduct an inquiry into the recent accident in Safidon of Jind district. He said that the families of those who lost their lives in the incident will be provided financial assistance of Rs. 5 lakh each, while the injured will receive Rs. 2 lakh each as relief.

Chief Minister expresses grief over the death of the women who lost their lives in a tragic accident in Safidon
Chandigarh, March 9 — Haryana Chief Minister, Sh. Nayab Singh Saini expressed deep sorrow over the untimely demise of Squadron Leader Anuj Vashisht and the death of seven women in a tragic accident in Safidon of Jind district. During the ongoing Budget Session of the Haryana Vidhan Sabha here today, Sh. Nayab Singh Saini, who is also the Leader of the House, paid tributes and read out the obituary resolutions.
The Chief Minister said that Squadron Leader Anuj Vashisht served the Nation with exceptional courage, dedication and a strong sense of duty. His untimely demise is an irreparable loss not only to the armed forces but to the entire nation. The courage, sacrifice and commitment of the country’s brave soldiers will always be remembered with respect and gratitude, said Sh. Nayab Singh Saini.
Expressing grief over the tragic accident in the Safidon area of Jind district in which seven women lost their lives, the Chief Minister said the incident is extremely unfortunate and heart-wrenching, leaving the entire state in mourning. He prayed for peace for the departed souls and strength to the bereaved families to bear this immense loss.
The Chief Minister said the government stands firmly with the families in this difficult time and assured that all possible assistance will be provided to them.
Meanwhile, Vidhan Sabha Speaker, Sh. Harvinder Kalyan also read the obituary resolutions and paid tributes to the departed souls. Congress MLA, Sh. B.B. Batra also read the obituary resolutions on behalf of his party.
The House observed a two-minute silence in memory of all the departed souls and paid heartfelt tributes.

Amendment introduced in line with suggestions of the Central Government and the Ministry of External Affairs
Strict action will be taken against those sending youth abroad through the ‘donkey route’: Nayab Singh Saini
Chandigarh, March 9 – Haryana Chief Minister Sh. Nayab Singh Saini said that only a minor amendment has been made in the Haryana Registration and Regulation of Travel Agents (Amendment) Bill, 2026, in accordance with the provisions of the Central Government. He said that no major changes have been made in the Bill.
The Chief Minister was speaking in the House during the ongoing Budget Session of the Haryana Vidhan Sabha on Monday on the Haryana Registration and Regulation of Travel Agents (Amendment) Bill, 2026 presented in the House. The Bill has been brought to amend the Haryana Registration and Regulation of Travel Agents Act, 2025.
He informed the House that under the amended provisions, if any travel agent sends a person abroad for service or employment and provides a work permit, then the agent will have to get registered under the relevant Central Act. Along with this, the agent will also have to provide the necessary information in this regard.
The Chief Minister said that after the Bill was earlier passed by the House, the state government had sent it to the President. The President’s Secretariat forwarded it to the Ministry of External Affairs, from where it was suggested that the Bill be amended in accordance with their provisions. Based on those suggestions, the state government has now brought the Bill again before the House with minor amendments.
He said that in matters related to foreign affairs, the state government has to frame laws in accordance with the guidelines of the Ministry of External Affairs. When the Bill was sent earlier, three new laws had come into force, making it necessary to introduce certain technical amendments.
The Chief Minister said that the government’s manifesto clearly states that if any person attempts to send the youth of the state abroad illegally through the “donkey route,” strict action will be taken against them. He said the state government is making efforts to ensure that no youth from the state goes abroad through the donkey route.
He further said that this law has been framed in accordance with the Constitution of India. All laws enacted by the state must be in conformity with the Constitution and Central provisions. If the Central Government or the concerned ministry suggests any amendment, it becomes the responsibility of the state government to make the necessary changes accordingly.
The Chief Minister added that the state government cannot go against Central laws, and therefore the amendment has been made fully in accordance with constitutional provisions and the directions of the Central Government.

Opposition’s allegations on Ayushman Bharat scheme baseless: CM Nayab Singh Saini
Opposition playing politics over health services; claims of payment irregularities and denial of treatment are factually incorrect: Chief Minister
Out of ₹1,236 crore claims, nearly ₹1,100 crore paid; treatment worth ₹3,862 crore provided to over 27 lakh people
Chandigarh, March 9 – Haryana Chief Minister Sh. Nayab Singh Saini said that the opposition’s attempt to portray a health emergency–like situation in the state is merely a politically motivated narrative. He stated that allegations regarding irregularities in payments under the Ayushman Bharat scheme and claims that private hospitals have stopped treatment are completely baseless, factually incorrect, and far from the truth.
The Chief Minister was responding to a Calling Attention motion brought by the opposition regarding the Ayushman Bharat scheme during the Budget Session of the Haryana Vidhan Sabha on Monday.
Addressing the House, the Chief Minister said that under the leadership of Prime Minister Sh. Narendra Modi, the Ayushman Bharat–Pradhan Mantri Jan Arogya Yojana was launched on December 23, 2018. Under this scheme, eligible families are provided health insurance coverage of up to ₹5 lakh per family per year. A total of 2,694 treatment packages are included under the scheme.
He further informed that the Chirayu Yojana was launched on November 21, 2022, through which the benefits of Ayushman Bharat were extended to Antyodaya families with an annual income of up to ₹1.80 lakh. Under this scheme as well, health coverage of up to ₹5 lakh per family is provided, and the entire cost is borne by the state government.
The Chief Minister said that in 2023–24, the scope of the Ayushman Bharat Chirayu scheme was further expanded to include families with an annual income between ₹1.80 lakh and ₹3 lakh. He added that Prime Minister Sh. Narendra Modi has also ensured that senior citizens aged 70 years and above receive the benefits of the scheme.
He said a strong grievance redressal mechanism has been established under the scheme. Complaints can be registered 24 hours a day at the National Health Authority’s call centre on helpline number 14555. The Chief Minister informed the House that as of January 22, 2026, a total of 784 private hospitals in Haryana are empanelled under the Ayushman Bharat scheme. In February 2026, up to February 21 alone, 33,911 pre-authorisation requests were received from private hospitals.
He said that if hospitals had actually stopped treatment, such a large number of pre-authorisation requests would not have been possible.
Similarly, during the financial year 2025–26, empanelled private hospitals submitted a total of 5,91,863 claims.
The Chief Minister said that some attempts are also being made to spread misconceptions regarding payments. He stated that during the Congress government, 700 doctors were available, whereas today the number has increased to 3,200 doctors.
He informed that during the financial year 2024–25, private hospitals submitted claims worth ₹1,236 crore, out of which nearly ₹1,100 crore has already been paid, reflecting about 89 percent claim settlement.
He further stated that in the past three months alone, approximately ₹250 crore has been released to empanelled hospitals.
Under the Ayushman Chirayu Yojana, treatment for 27,42,306 people has been provided in the state, with claims amounting to ₹3,862.36 crore already paid.
The Chief Minister also said that in the past five months, no beneficiary has lodged any complaint stating that a hospital refused treatment under the Ayushman scheme due to non-payment.
He added that when beneficiaries themselves are not facing problems, it is difficult to understand where the opposition sees a health emergency. The Chief Minister said that making such allegations regarding the state’s health services is not only fabricated but also an insult to the dedicated work of lakhs of doctors and paramedical staff.

Reply to the Calling Attention Motion Related to Ayushman Bharat
Chandigarh, March 9 – Haryana Health Minister Arti Singh Rao stated that under the “Ayushman Bharat–Pradhan Mantri Jan Arogya Yojana (AB-PMJAY)”, no complaint has been received in the last five months regarding any beneficiary being denied treatment due to pending payments to hospitals.
The Health Minister was replying to a Calling Attention Motion related to Ayushman Bharat during the Budget Session of the Haryana Legislative Assembly.
Arti Singh Rao said that the statement mentioned in the notice regarding the implementation of the Ayushman Bharat scheme in the state is factually incorrect and is categorically rejected. All eligible beneficiaries in Haryana are continuously receiving cashless treatment without any interruption in empanelled private hospitals, which is supported by available empirical data.
She informed that claims from both public and private hospitals are being processed transparently through the TMS portal of the National Health Authority (NHA) using a prescribed online system.
The Minister stated that the Ayushman Bharat scheme was launched on September 23, 2018, and it is the world’s largest government-funded health insurance scheme. Under the scheme, families identified on the basis of the Socio-Economic Caste Census (SECC) 2011 are provided health coverage of up to ₹5 lakh per family per year for secondary and tertiary hospitalization. The scheme includes 2,694 treatment packages. In Haryana, the scheme has also been extended to Antyodaya families.
She added that Ayushman Bharat is among the largest healthcare initiatives in the world, launched under the visionary leadership of Prime Minister Narendra Modi. The Prime Minister has consistently emphasized that quality healthcare should not be a privilege for a few but a right for every citizen. The scheme was designed to ensure affordable and dignified healthcare for economically weaker families.
Under the scheme, eligible families are provided healthcare coverage up to ₹5 lakh. Due to this historic initiative, lakhs of families across the country, including thousands in Haryana, have received free and cashless treatment.
Arti Singh Rao further stated that on November 21, 2022, the CHIRAYU Scheme was launched by the Chief Minister of Haryana. Under this scheme, Antyodaya families with an annual income of up to ₹1.80 lakh are provided health coverage of up to ₹5 lakh, similar to Ayushman Bharat. This scheme is fully funded by the state government.
She added that according to the Chief Minister’s Budget Speech for the financial year 2023-24, the Ayushman Bharat-CHIRAYU scheme was extended to verified families with an annual income between ₹1.80 lakh and ₹3.00 lakh. Such families can avail the benefits of the scheme by paying a nominal contribution of ₹1,500 per family per year.
Last year, in 2024-25, the Chief Minister also announced that all citizens above 70 years of age would be covered under the scheme without any income limit, and more than 2 lakh cards have already been issued under this provision.
The Health Minister said that the entire process—from beneficiary identification and registration to claim submission, document verification, claim approval, and payment to hospitals—is carried out through the online portal of the National Health Authority.
She informed that beneficiaries can lodge complaints related to the scheme through the National Health Authority’s 24×7 call centre (14555), the state-level 24×7 call centres (1800-180-2026 and 1800-180-2415), and online grievance platforms such as CPGRAMS, CGRMS, CM Window, Jan Samvad, and SMGT. Through these channels, beneficiaries can report denial of treatment or any other issues.
Responding to questions raised regarding the data under the scheme, the Minister said that the figures have been obtained from the online portal of the National Health Authority, as all activities of the scheme are conducted through this portal.
She stated that as of January 22, 2026, a total of 784 private hospitals in Haryana are empanelled under the Ayushman Bharat scheme and are actively providing treatment to eligible beneficiaries.
Clarifying allegations of denial of treatment, she said that during February 2026 (up to February 21, 2026), 33,911 pre-authorization requests were received from private hospitals, with a daily average of about 1,615. During the financial year 2025-26, private hospitals submitted 5,91,863 claims, with a daily average of around 1,804 claims. In January and February 2026, a total of 82,563 claims were submitted, with a daily average of about 1,588 claims.
She said that these figures clearly show that the scheme is continuously being utilized and the allegations of denial of treatment are factually incorrect.
Arti Singh Rao further stated that in financial year 2024-25, private hospitals submitted claims worth ₹1,236 crore, out of which ₹1,100 crore was paid, meaning about 89% of the total claim amount was settled. If the same ratio is applied to the claims submitted in the current financial year (2025-26), the payable amount would be around ₹1,128 crore, of which ₹918 crore has already been paid. Around ₹200 crore remains pending at different stages of verification within the prescribed timeline.
She added that between December 2025 and February 22, 2026, an amount of ₹250 crore has been released to empanelled hospitals, and the payment process is continuing regularly.
No claims from before 2025 are pending on the portal, provided there are no discrepancies in the claim documents. She said that ₹280 crore has been paid to hospitals in the last three months, and around ₹950 crore has already been paid in the current year.
Currently, 1.40 crore Ayushman Bharat cards are active in Haryana, and about 32.5 lakh people have received treatment under the scheme. So far, approximately ₹2,800 crore has been paid for their treatment.
Responding to allegations made by opposition members, the Health Minister said that beneficiaries from poor and middle-class families are continuously receiving treatment in both government and private hospitals under the Ayushman Bharat scheme. Therefore, the allegation that a health emergency-like situation exists in the state is baseless and factually incorrect.
