Chandigarh, January 1 — Taking serious note of the irregularities related to the verification of work slips and registration of workers in the Haryana Labour Department, Chief Minister Sh. Nayab Singh Saini has directed immediate action. On Chief Minister’s orders, a high-level inquiry committee has been constituted to conduct a thorough investigation into the matter, which will submit its detailed report to the government within one month.
Media reports have claimed that the Labour Minister, Haryana, had written a letter to the Chief Minister informing him about the matter; however, no such letter was received in the Chief Minister’s Office. Nevertheless, a file on the issue was presented by the department, in which the Chief Minister was informed that the department had constituted a committee to investigate the matter and that reports from 13 districts had been prepared, while reports from the remaining nine districts were pending. Therefore, the department stated that a complete report would be submitted after receiving reports from the remaining districts.
The Chief Minister took the issue seriously and returned the file the very next day, directing the Labour Minister to submit a complete report from all districts along with accurate figures of financial loss. However, the report is still pending. The issue pertains to construction workers and the benefits provided to them under various schemes of the Labour Department. It has been alleged that the works on which these individuals claimed to have laboured were not genuine, thereby casting doubt on their registration as building and construction workers.
Considering the seriousness of the allegations, the Chief Minister has constituted a high-level committee under the chairmanship of Sh. Pankaj Aggarwal, IAS, with Sh. Rajiv Rattan, IAS, and Sh. Pankaj Nain, IPS, as members.
The committee will investigate the entire matter and ascertain the irregularities committed by various officers and other individuals. In addition, the committee will also recommend corrective or preventive measures to ensure that such incidents do not occur in the future. After examining all facts, the committee will submit its report within one month.

He said that his vision is to make Haryana a model state for the country in the field of good governance, and that Chief Minister Good Governance Associates (CMGGAs) will play a significant role in achieving this objective.
Chief Minister Sh Nayab Singh Saini was presiding over the first meeting of the newly appointed Chief Minister Good Governance Associates (CMGGAs) under the Chief Minister’s Good Governance Associates 2.0 programme at the Swarna Jayanti Haryana Institute of Fiscal Management, Sector-3, Panchkula today. On this occasion, the Chief Minister allotted stations to the Good Governance Associates by pressing a button on a remote control. All CMGGAs will assume charge in their respective districts from tomorrow, January 2.
Chief Secretary Sh Anurag Rastogi, Principal Secretary to the Chief Minister Sh Arun Gupta, Additional Principal Secretary Dr. Saket Kumar, Deputy Principal Secretary and Project Director of the CMGGA programme Sh Yashpal , OSD to the Chief Minister Sh Rakesh Sandhu, and Deputy Commissioners of all districts were also present on the occasion.
The Chief Minister extended New Year greetings to the newly appointed CMGGAs and all the Deputy Commissioners present, and said that for him, good governance means transparency, accountability, and inclusion. He stated that “Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas” is not merely a slogan, but the government’s administrative resolve.
To fulfill this resolve, he said, a strong framework must be built, based on essentials such as effective waste management, efficient human resources, and robust governance systems. Sh Nayab Singh Saini emphasized that good governance truly takes shape when farmers and labourers receive the benefits of government policies on time, marginalized sections get their rightful entitlements, citizens are provided respectful and quality services at health centres, and children receive quality education in schools. He added that good governance means that implemented schemes and policies deliver tangible results on the ground.
The Chief Minister said that the government has worked to bring about systemic change in the state. Today, people are receiving the benefits of various welfare schemes from the comfort of their homes and no longer need to visit offices for routine work. As a result, public trust in the government has strengthened, which he described as the hallmark of good governance.
He further said that despite being a small state in terms of area and population, Haryana is leading in many sectors across the country. He added that it is a matter of pride that Prime Minister Sh Narendra Modi has described Haryana as the growth engine of the nation. The Chief Minister emphasized that Haryana will play a crucial role in realizing the Prime Minister’s vision of making India a developed nation by 2047.
He said that the CMGGAs are valuable partners of the Deputy Commissioners, and that these young professionals will work at the grassroots level in coordination with various departments. He urged the Deputy Commissioners to make full use of the support of the Good Governance Associates in the development of the state, stating that they will work together to strengthen the administrative capacity.
On this occasion, he appealed to the Deputy Commissioners and Good Governance Associates to work collectively in the six priority areas identified by the state government—education, health, waste management, human resources, infrastructure, and good governance and make a meaningful contribution towards realizing the vision of a developed Haryana and a developed India. Emphasizing waste management, he said that concrete steps must be taken in this direction, as it is not merely an issue of cleanliness but is closely linked to public health, environmental protection, and the dignity of citizens.
Interacting with the CMGGAs, the Chief Minister said that under the leadership and guidance of Prime Minister Sh Narendra Modi, the double-engine government has worked tirelessly for the development of Haryana and the welfare of its people. He said that the government now also has a third engine in the form of Good Governance Associates, who understand ground realities, listen to the genuine concerns of citizens, and help make the administration more effective in identifying and implementing solutions.
Earlier, Deputy Principal Secretary to the Chief Minister and Project Director of the CMGGA programme Sh Yashpal gave a detailed presentation on the modules of the CMGGA programme. Director of the Global Village Foundation Sh Sumit Kumar, said that the newly appointed CMGGAs have undergone over 140 hours of training on various subjects, including administrative reforms and policy-making, and that more than 68 training sessions have been conducted.

Haryana Government Promotes IAS Officers Across Multiple Batches
Chandigarh, January 1 — The Haryana Government has approved a significant series of promotions for Indian Administrative Service (IAS) officers across multiple batches, effective from January 1, 2026. Orders in this regard were issued by Chief Secretary Sh. Anurag Rastogi.
The government has promoted Sh. Shyamal Misra, IAS officer of 1996 batch, in the Chief Secretary’s Grade (Level 17 in the Pay Matrix).
In addition, four IAS officers from the 2001 batch have been promoted to the Higher Administrative Grade (Level 15 in the Pay Matrix). The officers promoted within the state cadre are Sh. Vijay Singh Dahiya and Smt. Amneet P. Kumar. The government has also granted proforma promotion in the Higher Administrative Grade to two officers currently on central deputation: Sh. Vikas Gupta and Sh. Pankaj Yadav.
The government has also promoted five officers from the 2010 batch to the Super Time Scale, categorized as Level 14 in the Pay Matrix. The promoted officers include Sh. Prabhjot Singh, Sh. Rajnarayan Kaushik, Sh. Jitender Kumar, and Smt. Hema Sharma. Dr. Garima Mittal, also of the 2010 batch, has been granted a proforma promotion to the Super Time Scale.Further, eight officers from the 2013 batch have been granted the Selection Grade at Level 13 in the Pay Matrix. The list includes Sh. Parth Gupta, Sh. Ajay Kumar, Sh. Pradeep Dahiya, Smt. Sangeeta Tetarwal, Smt. Mandeep Kaur, Smt. Pratima Chaudhary, and Sh. Virender Kumar Dahiya. Sh. Nishant Kumar Yadav, currently on deputation with the Chandigarh Administration, received a proforma promotion in this grade.
The government has also promoted nine officers from the 2017 batch to the Junior Administrative Grade of IAS at Level 12 in the Pay Matrix. The promoted officers are Sh. Vishram Kumar Meena, Sh. Haryana Government to honour senior citizens and institutions with state awards
Awards of up to one lakh in Institutional categories and Rs. 50,000 in Individual Categories
Chandigarh, January 1 – The Haryana Government is continuously taking concrete steps to honour senior citizens and to benefit from their experience in building society. In this direction, applications have been invited under the State Award For Old Persons Scheme for the year 2025–26 to recognize senior citizens and promote their welfare.
Sharing information in this regard a spokesperson of the Haryana Social Justice, Empowerment, Scheduled Castes and Backward Classes Welfare and Antyodaya (Seva) Department said that the scheme will provide recognition and encouragement to senior citizens who have done outstanding work in fields such as social service, art, sports, and bravery.
The spokesperson said that under this scheme, awards will be given in various categories including Centenarian Award, Best Mother, Courage and Bravery, Lifetime Achievement, as well as to senior painters, sculptors, musicians, and sportspersons. In addition, awards will also be given for Best Panchayat, Best Voluntary Organisation, Best Old Age Home, and Best Day Care Centre.
Under the award scheme, in the art and sports categories, the first prize will be Rs. 50,000, the second prize Rs. 30,000, and the third prize Rs. 20,000. Similarly, in institutional categories such as Best Panchayat and NGO, the first prize will be Rs. 1,00,000, the second prize Rs. 75,000, and the third prize Rs. 50,000.

Chandigarh, January 1 — Haryana Environment, Forest and Wildlife Minister, Rao Narbir Singh said that the Haryana Government is committed to the conservation of the Aravali mountain range. With this objective, the state government is effectively implementing the Haryana Aravali Green Wall Project, which focuses on addressing major environmental challenges such as desertification, land degradation, and drought. A detailed action plan has been prepared to implement this project by the year 2030.
Expressing gratitude to the Central Government, he said that Haryana getting the opportunity to host this important event at the IUCN Pavilion is a matter of pride for the state.
He said that under the visionary leadership of Prime Minister, Sh. Narendra Modi, landmark initiatives such as Mission LiFE (Lifestyle for Environment) and ‘Ek Ped Maa Ke Naam’ have been launched, which have transformed environmental conservation into a mass movement. These initiatives are inspiring people at the global, national, and local levels to adopt sustainable lifestyles.
Inspired by the Prime Minister’s vision, and under the leadership of Chief Minister, Sh. Nayab Singh Saini, the Haryana Government has launched innovative initiatives such as Oxy Van, Pran Vayu Devta Yojana, and Van Mitra Yojana to promote community participation. The Forest Minister said that a proposal has been prepared to provide annual honorarium to farmers for the conservation of native tree species such as 'Jati' and 'Roheda' in the southern Haryana regions of Mahendragarh, Rewari, Narnaul, Charkhi Dadri, Badhra, and Loharu, on the lines of the Pran Vayu Devta Yojana. This initiative aims to maintain greenery in the Aravali region and directly involve local communities in conservation efforts.
Aravali is the backbone of Haryana’s environmental balance
Rao Narbir Singh said that the Aravali mountain range holds immense ecological significance for Haryana. It acts as a natural barrier against desertification and is a vital source of biodiversity, water security, and climate balance. The Aravali plays a crucial role in groundwater recharge, improvement of air quality, mitigation of climate change impacts, and supporting livelihoods in arid and semi-arid regions.
He said that the Aravali range is globally recognized as a landscape of cultural and historical significance, symbolizing the deep relationship between humans and nature.
The Forest Minister said that through the Aravali Green Wall Project, Haryana is committed to cooperation with all Aravali states, including Rajasthan, Gujarat, and Delhi. Projects such as the Gurugram Aravali Biodiversity Park are successful models of ecosystem restoration and have been declared India’s first OECM (Other Effective Area-Based Conservation Measure), validating IUCN’s global guidelines.
He further said that to connect youth with this noble cause and generate local employment opportunities, Van Mitras have been appointed at the village level across the state. Under the Pran Vayu Devta Yojana, trees older than 75 years are being provided an annual pension of Rs. 2,500. To improve air quality in urban areas and prevent desertification, Oxy Vans are also being established.
Rao Narbir Singh said that Haryana welcomes the new definition of the Aravali mountain range given by the Supreme Court. He informed that the state government has prepared a proposal to conserve nearly 90 percent of the Aravali area. The government aims to create green employment, enhance public participation, and strengthen biodiversity conservation and environmentally friendly resource management in the Aravali region.

Government will not compromise in matters concerning public health: Arti Singh Rao
Ban imposed in Haryana on oral formulations of Nimesulide containing more than 100 mg in Immediate Release dosage form
Chandigarh, January 1 — Haryana Health Minister Arti Singh Rao stated that the manufacture, sale and distribution of all oral formulations for human use containing more than 100 mg of Nimesulide in Immediate Release dosage form have been banned with immediate effect in Haryana. The primary objective of this decision is to protect people from potential adverse effects and to ensure that only safe and approved medicines are used in the state. She clearly stated that the government will not compromise in any manner when it comes to public health.
The Health Minister said that this decision has been taken entirely keeping in view the interest and safety of the people. Medicines are meant to provide relief to patients, not to endanger their health. When scientific evidence points towards risks associated with a medicine and safer alternatives are available, it becomes the government’s duty to take firm decisions in public interest.
She further informed that the Health Department has issued strict instructions to drug manufacturers, wholesale and retail distributors, chemists, and medical stores to comply with this ban. Regular inspections and monitoring mechanisms have also been put in place, and strict action will be taken against violators.
The Health Minister also appealed to doctors and healthcare professionals to prescribe safe alternative medicines strictly in accordance with prescribed medical guidelines and to provide correct information to patients.
State Drugs Controller Sh. Lalit Kumar Goyal stated that giving priority to public health, the state has effectively implemented the notification issued by the Government of India, under which the manufacture, sale, and distribution of all oral formulations containing more than 100 mg of Nimesulide in Immediate Release dosage form have been prohibited.
He said that after an in-depth evaluation of scientific evidence and consultation with the Drugs Technical Advisory Board, the Government of India concluded that oral medicines containing more than 100 mg of Nimesulide could pose risks to human health, while safer alternatives are available. In line with this, the Haryana Government has implemented the notification without any delay.
By promptly enforcing the Central Government’s notification, the Haryana Government has once again demonstrated its firm commitment to taking science-based decisions and protecting the health of the people.

Haryana Government forms State Samiti for Prime Minister Dhan-Dhaanya Krishi Yojana with Chief Secretary as its Chairperson
Chandigarh, January 1 — The Haryana Government has notified the formation of the State Samiti for the implementation of the Prime Minister Dhan-Dhaanya Krishi Yojana (PMDDKY).
The State Samiti is chaired by Chief Secretary Sh. Anurag Rastogi. The Administrative Secretary of the Agriculture & Farmers’ Welfare Department serves as the Member Secretary, supported by Administrative Secretaries from various key departments, including Fisheries, Irrigation, Cooperation, Animal Husbandry & Dairying, Industries, Development and Panchayat, and Rural Development as Members. The committee members also include Vice-Chancellors from all State Agriculture, Horticulture, Veterinary, and Fisheries Universities in Haryana, as well as representatives from NABARD and the State Level Banker’s Committee (SLBC).
The primary responsibility of the State DDKY Samiti is to ensure adequate fund flow to all schemes being converged in project mode within selected districts. The Samiti is mandated to oversee the timely release of funds and facilitate seamless convergence among all participating departments. While district-level plans will address inputs and production, the State Samiti will specifically focus on supporting the marketing, branding, and value addition of agricultural products from these regions.
Furthermore, the State Level Committee will conduct regular reviews of scheme implementation. This oversight includes ensuring that field-level positions are filled, funds are distributed promptly, and all relevant agencies provide adequate support to district operations. The Samiti is also tasked with ensuring that all departmental annual plans are properly integrated into the annual plans of each respective scheme before the start of the financial year.

Haryana Government brings 5 services of SMDA under Right to Service Act
Chandigarh, January 1 — The Haryana Government has brought 5 services of the Sonipat Metropolitan Development Authority (SMDA) under the ambit of the Haryana Right to Service Act, 2014.
In a notification issued by Chief Secretary Sh. Anurag Rastogi, it is stated that the Change of Land Use (CLU) permission for units situated within the SMDA area, excluding those under the competency of the Government, must now be processed within 60 days from the date of receipt of complete documents. Similarly, the sanctioning of building plans for sites that have already received SMDA-granted CLU permissions must be completed within 90 days.
The notification also details timelines for the issuance of Occupation Certificates for sites with SMDA-granted CLU permissions. If the composition of an offence is not involved, the certificate must be issued within 60 days. However, if the composition of an offence is involved, the time limit is extended to 90 days.
Additionally, the state has mandated a 30-day timeline for the issuance of licences for brick kilns and charcoal kilns under the provisions of the Haryana Scheduled Roads and Controlled Area Restrictions of Unregulated Development Act, 1963 (41 of 1963).
The District Town Planner of the SMDA will be the Designated Officer for these services. The Chief Town Planner or Senior Town Planner shall be the First Grievances Redressal Authority and the Chief Executive Officer of the SMDA shall be the Second Grievances Redressal Authority.

Advertisement Issued for CET Phase-II Recruitment to 5,500 Haryana Police Constable Posts
Chandigarh, January 1 - The Haryana Staff Selection Commission has issued Advertisement No. 01/2026 inviting online applications under CET Phase-II for the posts of Haryana Police Constable (Male, Female and Haryana Railway Police). Under this recruitment advertisement, a total of 5,500 posts have been notified, including 4,500 posts of Male Constable, 600 posts of Female Constable and 400 posts for Haryana Railway Police. This information was shared by the Commission’s Chairman, Sh. Himmat Singh.
He informed that the online application process will begin on January 11, 2026 and will remain open till January 25, 2026 up to 11:59 PM. No application fee will be charged from candidates belonging to any category. The detailed recruitment advertisement is available on the official website of the Commission.
Sh. Himmat Singh stated that for candidates belonging to BC-A, BC-B and EWS categories, the supporting certificate must have been issued between April 1, 2025 and January 25, 2026. For candidates of DSC and OSC categories, the supporting certificate must have been issued after November 13, 2024 and up to the last date of submission.
He further informed that for family members of Ex-Servicemen (ESM), the eligibility certificate must have been issued or renewed after January 12, 2025.
The Commission Chairman clarified that candidates who had earlier applied under Advertisement No. 14/2024 will also be required to submit a fresh application for this recruitment process, and they will be granted age relaxation as per rules.
The dates for downloading admit cards and the examination schedule will be announced separately by the Commission at a later stage.
Sh. Himmat Singh appealed to all eligible candidates to carefully read all the instructions and annexures mentioned in the advertisement before applying and to ensure that the application process is completed well before the last date.
He specifically urged candidates to fill the application form themselves and not to apply through any CSC centre or other intermediaries. He clarified that if an application is rejected due to any error, no correction portal will be opened for rectification. Such applications will be treated as final and automatically rejected. Therefore, candidates are advised to fill the application form themselves with utmost care to avoid any mistake.

Haryana Cabinet Extends OPS, Other Benefits to 347 Contractual Drivers Appointed in 2002
Chandigarh, January 1 – The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, gave a major relief to employees of the State Transport Department as it decided to extend the benefits of qualifying service and the Old Pension Scheme to 347 drivers who were appointed on a contractual basis in the year 2002.
The decision aims to remove long-standing pay anomalies and ensure parity among similarly placed employees. These drivers were initially appointed on contract in 2002 and were subsequently regularised in 2006 under the Haryana Transport Department (Group-C) Haryana Roadways Service Rules, 1995, as amended from time to time. However, since the mutual settlement in January 2014 between the Government and employees’ unions applied only to those appointed on or after January 1, 2003, the drivers appointed in 2002 were excluded from its benefits, resulting in a situation where junior drivers were drawing higher pay and pensionary benefits than their seniors.
With this decision, the drivers recruited in 2002 will be treated as regular from their initial date of appointment. It also ensures the grant of benefits such as ACP by counting service from the initial appointment date, coverage under the Old Pension Scheme and Family Pension Scheme, 1964, opening of General Provident Fund accounts.

Haryana Amends Urban Development Law, Cabinet accords approves the Ordinance

Chandigarh, January 1- With the objective of preventing misuse of exchange deeds for unauthorized land transactions in notified urban areas, the government proposes to amend section 7A of Haryana Development and Regulation of Urban Areas Act, 1975 (hereinafter called the principal Act), by inserting 'exchange deeds' under this section.
The State Cabinet which met under the Chairmanship of Chief Minister, Sh. Nayab Singh Saini here today approved the said amendment by issuance of the ‘Haryana Development and Regulation of Urban Areas (Haryana Amendment) Ordinance, 2025’.
The amendment seeks to ensure that exchange deeds, which are increasingly being used as indirect sale instruments, are brought under the regulatory framework of the Act.

Haryana Cabinet Approves Key Amendments to Deen Dayal Lado Lakshmi Yojana to Strengthen Women Empowerment
Chandigarh, January 1 - The Haryana Cabinet, which met under the chairmanship of Sh. Nayab Singh Saini here today, approved significant amendments to the Deen Dayal Lado Lakshmi Yojana (DDLLY), 2025 with the objective of strengthening women’s financial empowerment and promoting long-term savings.
Under the proposed amendments, the monthly benefit under the scheme will remain Rs 2,100 per eligible woman. However, from the second month onwards, the assistance will be released in two parts — Rs 1,100 will be credited directly to the beneficiary’s savings bank account, while Rs 1,000 will be deposited in a Government-operated Recurring Deposit (RD) or Fixed Deposit (FD) account. The accumulated amount, along with interest, will be paid to the beneficiary on maturity. The tenure of the RD/FD will be decided by the Government and will not exceed five years.
The amendments also propose integration of social development-linked eligibility criteria. In addition to income-based eligibility, mothers whose children studying in Government schools have demonstrated academic excellence by securing more than 80 percent marks in Class 10 or 12 board examinations, or have achieved grade-level competency under the NIPUN Bharat Mission in Classes 1 to 4, will be considered eligible. Haryana Cabinet Extends OPS, Other Benefits to 347 Contractual Drivers Appointed in 2002
Chandigarh, January 1 – The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, gave a major relief to employees of the State Transport Department as it decided to extend the benefits of qualifying service and the Old Pension Scheme to 347 drivers who were appointed on a contractual basis in the year 2002.
The decision aims to remove long-standing pay anomalies and ensure parity among similarly placed employees. These drivers were initially appointed on contract in 2002 and were subsequently regularised in 2006 under the Haryana Transport Department (Group-C) Haryana Roadways Service Rules, 1995, as amended from time to time. However, since the mutual settlement in January 2014 between the Government and employees’ unions applied only to those appointed on or after January 1, 2003, the drivers appointed in 2002 were excluded from its benefits, resulting in a situation where junior drivers were drawing higher pay and pensionary benefits than their seniors.
With this decision, the drivers recruited in 2002 will be treated as regular from their initial date of appointment. It also ensures the grant of benefits such as ACP by counting service from the initial appointment date, coverage under the Old Pension Scheme and Family Pension Scheme, 1964, opening of General Provident Fund accounts.

Haryana Amends Urban Development Law, Cabinet accords approves the Ordinance

Chandigarh, January 1- With the objective of preventing misuse of exchange deeds for unauthorized land transactions in notified urban areas, the government proposes to amend section 7A of Haryana Development and Regulation of Urban Areas Act, 1975 (hereinafter called the principal Act), by inserting 'exchange deeds' under this section.
The State Cabinet which met under the Chairmanship of Chief Minister, Sh. Nayab Singh Saini here today approved the said amendment by issuance of the ‘Haryana Development and Regulation of Urban Areas (Haryana Amendment) Ordinance, 2025’.
The amendment seeks to ensure that exchange deeds, which are increasingly being used as indirect sale instruments, are brought under the regulatory framework of the Act.

Haryana Cabinet Approves Key Amendments to Deen Dayal Lado Lakshmi Yojana to Strengthen Women Empowerment
Chandigarh, January 1 - The Haryana Cabinet, which met under the chairmanship of Sh. Nayab Singh Saini here today, approved significant amendments to the Deen Dayal Lado Lakshmi Yojana (DDLLY), 2025 with the objective of strengthening women’s financial empowerment and promoting long-term savings.
Under the proposed amendments, the monthly benefit under the scheme will remain Rs 2,100 per eligible woman. However, from the second month onwards, the assistance will be released in two parts — Rs 1,100 will be credited directly to the beneficiary’s savings bank account, while Rs 1,000 will be deposited in a Government-operated Recurring Deposit (RD) or Fixed Deposit (FD) account. The accumulated amount, along with interest, will be paid to the beneficiary on maturity. The tenure of the RD/FD will be decided by the Government and will not exceed five years.
The amendments also propose integration of social development-linked eligibility criteria. In addition to income-based eligibility, mothers whose children studying in Government schools have demonstrated academic excellence by securing more than 80 percent marks in Class 10 or 12 board examinations, or have achieved grade-level competency under the NIPUN Bharat Mission in Classes 1 to 4, will be considered eligible. Chandigarh, January 1 — Haryana Chief Minister Sh. Nayab Singh Saini said that the state government has launched a campaign to make Haryana a leading state in the country in development. In the New Year, this campaign will be given fresh momentum. The state government will work with focused attention on three core objectives based on the principles of Antyodaya.
The Chief Minister made these remarks while addressing a press conference on Thursday. Cooperation Minister Dr. Arvind Sharma was also present.
Sh. Nayab Singh Saini said that the government’s first objective is women empowerment. Under this, providing financial assistance to all eligible women through the Pandit Deendayal Lado Lakshmi Yojana is a top priority of the government. So far, an amount of Rs. 250 crore has been disbursed in two installments to 8 lakh women under this scheme. He appealed to women across the state who are eligible under the scheme to register on the portal and avail its benefits.
The Chief Minister said that the second objective of the state government is to provide maximum employment opportunities to the youth. The government has prepared a driven roadmap for 2026. Under this roadmap, Haryana AI Mission Centres will be established in Gurugram and Panchkula, where youth will be trained in future technologies such as Artificial Intelligence and advanced robotics. The government is actively working in this direction. He also informed that an advertisement for the recruitment of 5,500 constables in the Police Department has been issued today.
He said that the third objective of the state government is to promote nature-friendly farming. Under this initiative, farmers will be encouraged to grow alternative crops in place of paddy. A target has been set to bring one lakh acres of land under natural farming through this scheme.
The Chief Minister further said that the accelerated completion of the Haryana Orbital Rail Corridor within this year is also a key objective of the government. This project will establish new dimensions of better connectivity, reduce traffic pressure around Delhi and the NCR region, and give a boost to industrial development. He added that the government will similarly expedite several new projects in the New Year.
Chief Minister Sh. Nayab Singh Saini said with the aim of ensuring balanced development of the region and improving basic civic amenities, the government has granted Municipal Committee status to Kunjpura (Karnal), Matlauda (Panipat) and Shahzadpur (Ambala).

Haryana Government Promotes IAS Officers Across Multiple Batches
Chandigarh, January 1 — The Haryana Government has approved a significant series of promotions for Indian Administrative Service (IAS) officers across multiple batches, effective from January 1, 2026. Orders in this regard were issued by Chief Secretary Sh. Anurag Rastogi.
The government has promoted Sh. Shyamal Misra, IAS officer of 1996 batch, in the Chief Secretary’s Grade (Level 17 in the Pay Matrix).
In addition, four IAS officers from the 2001 batch have been promoted to the Higher Administrative Grade (Level 15 in the Pay Matrix). The officers promoted within the state cadre are Sh. Vijay Singh Dahiya and Smt. Amneet P. Kumar. The government has also granted proforma promotion in the Higher Administrative Grade to two officers currently on central deputation: Sh. Vikas Gupta and Sh. Pankaj Yadav.
The government has also promoted five officers from the 2010 batch to the Super Time Scale, categorized as Level 14 in the Pay Matrix. The promoted officers include Sh. Prabhjot Singh, Sh. Rajnarayan Kaushik, Sh. Jitender Kumar, and Smt. Hema Sharma. Dr. Garima Mittal, also of the 2010 batch, has been granted a proforma promotion to the Super Time Scale.
Further, eight officers from the 2013 batch have been granted the Selection Grade at Level 13 in the Pay Matrix. The list includes Sh. Parth Gupta, Sh. Ajay Kumar, Sh. Pradeep Dahiya, Smt. Sangeeta Tetarwal, Smt. Mandeep Kaur, Smt. Pratima Chaudhary, and Sh. Virender Kumar Dahiya. Sh. Haryana Government to honour senior citizens and institutions with state awards
Awards of up to one lakh in Institutional categories and Rs. 50,000 in Individual Categories
Chandigarh, January 1 – The Haryana Government is continuously taking concrete steps to honour senior citizens and to benefit from their experience in building society. In this direction, applications have been invited under the State Award For Old Persons Scheme for the year 2025–26 to recognize senior citizens and promote their welfare.
Sharing information in this regard a spokesperson of the Haryana Social Justice, Empowerment, Scheduled Castes and Backward Classes Welfare and Antyodaya (Seva) Department said that the scheme will provide recognition and encouragement to senior citizens who have done outstanding work in fields such as social service, art, sports, and bravery.
The spokesperson said that under this scheme, awards will be given in various categories including Centenarian Award, Best Mother, Courage and Bravery, Lifetime Achievement, as well as to senior painters, sculptors, musicians, and sportspersons. In addition, awards will also be given for Best Panchayat, Best Voluntary Organisation, Best Old Age Home, and Best Day Care Centre.
Under the award scheme, in the art and sports categories, the first prize will be Rs. 50,000, the second prize Rs. 30,000, and the third prize Rs. 20,000. Similarly, in institutional categories such as Best Panchayat and NGO, the first prize will be Rs. 1,00,000, the second prize Rs. 75,000, and the third prize Rs. 50,000.

Chandigarh, January 1 — Haryana Environment, Forest and Wildlife Minister, Rao Narbir Singh said that the Haryana Government is committed to the conservation of the Aravali mountain range. With this objective, the state government is effectively implementing the Haryana Aravali Green Wall Project, which focuses on addressing major environmental challenges such as desertification, land degradation, and drought. A detailed action plan has been prepared to implement this project by the year 2030.
Expressing gratitude to the Central Government, he said that Haryana getting the opportunity to host this important event at the IUCN Pavilion is a matter of pride for the state.
He said that under the visionary leadership of Prime Minister, Sh. Narendra Modi, landmark initiatives such as Mission LiFE (Lifestyle for Environment) and ‘Ek Ped Maa Ke Naam’ have been launched, which have transformed environmental conservation into a mass movement. These initiatives are inspiring people at the global, national, and local levels to adopt sustainable lifestyles.
Inspired by the Prime Minister’s vision, and under the leadership of Chief Minister, Sh. Nayab Singh Saini, the Haryana Government has launched innovative initiatives such as Oxy Van, Pran Vayu Devta Yojana, and Van Mitra Yojana to promote community participation. The Forest Minister said that a proposal has been prepared to provide annual honorarium to farmers for the conservation of native tree species such as 'Jati' and 'Roheda' in the southern Haryana regions of Mahendragarh, Rewari, Narnaul, Charkhi Dadri, Badhra, and Loharu, on the lines of the Pran Vayu Devta Yojana. This initiative aims to maintain greenery in the Aravali region and directly involve local communities in conservation efforts.
Aravali is the backbone of Haryana’s environmental balance
Rao Narbir Singh said that the Aravali mountain range holds immense ecological significance for Haryana. It acts as a natural barrier against desertification and is a vital source of biodiversity, water security, and climate balance. The Aravali plays a crucial role in groundwater recharge, improvement of air quality, mitigation of climate change impacts, and supporting livelihoods in arid and semi-arid regions.
He said that the Aravali range is globally recognized as a landscape of cultural and historical significance, symbolizing the deep relationship between humans and nature.
The Forest Minister said that through the Aravali Green Wall Project, Haryana is committed to cooperation with all Aravali states, including Rajasthan, Gujarat, and Delhi. Projects such as the Gurugram Aravali Biodiversity Park are successful models of ecosystem restoration and have been declared India’s first OECM (Other Effective Area-Based Conservation Measure), validating IUCN’s global guidelines.
He further said that to connect youth with this noble cause and generate local employment opportunities, Van Mitras have been appointed at the village level across the state. Under the Pran Vayu Devta Yojana, trees older than 75 years are being provided an annual pension of Rs. 2,500. To improve air quality in urban areas and prevent desertification, Oxy Vans are also being established.
Rao Narbir Singh said that Haryana welcomes the new definition of the Aravali mountain range given by the Supreme Court. He informed that the state government has prepared a proposal to conserve nearly 90 percent of the Aravali area. The government aims to create green employment, enhance public participation, and strengthen biodiversity conservation and environmentally friendly resource management in the Aravali region.

Ban imposed in Haryana on oral formulations of Nimesulide containing more than 100 mg in Immediate Release dosage form
Chandigarh, January 1 — Haryana Health Minister Arti Singh Rao stated that the manufacture, sale and distribution of all oral formulations for human use containing more than 100 mg of Nimesulide in Immediate Release dosage form have been banned with immediate effect in Haryana. The primary objective of this decision is to protect people from potential adverse effects and to ensure that only safe and approved medicines are used in the state. She clearly stated that the government will not compromise in any manner when it comes to public health.
The Health Minister said that this decision has been taken entirely keeping in view the interest and safety of the people. Medicines are meant to provide relief to patients, not to endanger their health. When scientific evidence points towards risks associated with a medicine and safer alternatives are available, it becomes the government’s duty to take firm decisions in public interest.
She further informed that the Health Department has issued strict instructions to drug manufacturers, wholesale and retail distributors, chemists, and medical stores to comply with this ban. Regular inspections and monitoring mechanisms have also been put in place, and strict action will be taken against violators.
The Health Minister also appealed to doctors and healthcare professionals to prescribe safe alternative medicines strictly in accordance with prescribed medical guidelines and to provide correct information to patients.
State Drugs Controller Sh. Lalit Kumar Goyal stated that giving priority to public health, the state has effectively implemented the notification issued by the Government of India, under which the manufacture, sale, and distribution of all oral formulations containing more than 100 mg of Nimesulide in Immediate Release dosage form have been prohibited.
He said that after an in-depth evaluation of scientific evidence and consultation with the Drugs Technical Advisory Board, the Government of India concluded that oral medicines containing more than 100 mg of Nimesulide could pose risks to human health, while safer alternatives are available. In line with this, the Haryana Government has implemented the notification without any delay.
By promptly enforcing the Central Government’s notification, the Haryana Government has once again demonstrated its firm commitment to taking science-based decisions and protecting the health of the people.

Haryana Government forms State Samiti for Prime Minister Dhan-Dhaanya Krishi Yojana with Chief Secretary as its Chairperson
Chandigarh, January 1 — The Haryana Government has notified the formation of the State Samiti for the implementation of the Prime Minister Dhan-Dhaanya Krishi Yojana (PMDDKY).
The State Samiti is chaired by Chief Secretary Sh. Anurag Rastogi. The Administrative Secretary of the Agriculture & Farmers’ Welfare Department serves as the Member Secretary, supported by Administrative Secretaries from various key departments, including Fisheries, Irrigation, Cooperation, Animal Husbandry & Dairying, Industries, Development and Panchayat, and Rural Development as Members. The committee members also include Vice-Chancellors from all State Agriculture, Horticulture, Veterinary, and Fisheries Universities in Haryana, as well as representatives from NABARD and the State Level Banker’s Committee (SLBC).
The primary responsibility of the State DDKY Samiti is to ensure adequate fund flow to all schemes being converged in project mode within selected districts. The Samiti is mandated to oversee the timely release of funds and facilitate seamless convergence among all participating departments. While district-level plans will address inputs and production, the State Samiti will specifically focus on supporting the marketing, branding, and value addition of agricultural products from these regions.
Furthermore, the State Level Committee will conduct regular reviews of scheme implementation. This oversight includes ensuring that field-level positions are filled, funds are distributed promptly, and all relevant agencies provide adequate support to district operations. The Samiti is also tasked with ensuring that all departmental annual plans are properly integrated into the annual plans of each respective scheme before the start of the financial year.

Haryana Government brings 5 services of SMDA under Right to Service Act
Chandigarh, January 1 — The Haryana Government has brought 5 services of the Sonipat Metropolitan Development Authority (SMDA) under the ambit of the Haryana Right to Service Act, 2014.
In a notification issued by Chief Secretary Sh. Anurag Rastogi, it is stated that the Change of Land Use (CLU) permission for units situated within the SMDA area, excluding those under the competency of the Government, must now be processed within 60 days from the date of receipt of complete documents. Similarly, the sanctioning of building plans for sites that have already received SMDA-granted CLU permissions must be completed within 90 days.
The notification also details timelines for the issuance of Occupation Certificates for sites with SMDA-granted CLU permissions. If the composition of an offence is not involved, the certificate must be issued within 60 days. However, if the composition of an offence is involved, the time limit is extended to 90 days.
Additionally, the state has mandated a 30-day timeline for the issuance of licences for brick kilns and charcoal kilns under the provisions of the Haryana Scheduled Roads and Controlled Area Restrictions of Unregulated Development Act, 1963 (41 of 1963).
The District Town Planner of the SMDA will be the Designated Officer for these services. The Chief Town Planner or Senior Town Planner shall be the First Grievances Redressal Authority and the Chief Executive Officer of the SMDA shall be the Second Grievances Redressal Authority.
