Chandigarh, Nov 19 – Prime Minister Sh Narendra Modi today released the 21st installment of the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) Yojana into the accounts of farmers across the country from Coimbatore, Tamil Nadu. On this occasion, Rs 316.38 crore was directly transferred to the accounts of 15.82 lakh farmers in Haryana.
A state-level function was organized in Palwal district, where Haryana Chief Minister Sh Nayab Singh Saini attended as the chief guest. Similar programs were held across all districts, attended by Cabinet Ministers, State Ministers, and Members of Parliament. The Prime Minister’s address was broadcast live during the events.
Expressing gratitude to the Prime Minister on behalf of the state’s farmers, the Chief Minister stated that Rs 14.86 crore has been credited today to the bank accounts of 74,299 farmers in Palwal district. With this 21st installment, a total of Rs 7,233.74 crore has been disbursed to Haryana farmers under the PM-KISAN scheme so far.
In his address, Chief Minister Nayab Singh Saini highlighted that Prime Minister Narendra Modi is consistently working to empower farmers and enhance their prosperity. He urged farmers to move beyond traditional farming, focus on value-added crops, establish farm processing units, adopt the farm-to-fork model, and promote agri-tourism and branding.
Farmers to be Self-Reliant and Digitally Empowered by 2047
Nayab Singh Saini said that Prime Minister Sh Narendra Modi has emphasized four key pillars to achieve the vision of a developed India by 2047- farmers, the poor, women and youth. He highlighted that the prosperity of farmers—the first pillar—is crucial to realizing this vision. To achieve this, Haryana is continuously working to ensure the welfare of farmers and make agriculture a profitable sector. Under the visionary leadership of Prime Minister Narendra Modi, Haryana is progressing rapidly towards the goal of a “Developed India – Developed Haryana.”
He added that by the year 2047, when India celebrates the centenary of its Independence, farmers will be self-reliant, water and environment conscious, digitally empowered, connected to global markets and a center for high-quality and branded produce.
Referring to the various schemes implemented for farmer welfare, the Chief Minister said that under the Prime Minister’s leadership, farmers have become the center of national policy. While the state promotes natural farming, the government is also encouraging horticultural crops as an alternative to traditional crops to boost fruit and vegetable cultivation. He informed that the incentive under the Stubble Incentive Scheme has been increased from Rs 1,000 to Rs 1,200 per acre. Under the Bhavantar Bharpai Yojana, designed to protect horticultural farmers from market fluctuations, assistance totaling Rs 135 crore has been directly transferred to the bank accounts of about 30,000 farmers over the last 11 years.
The Chief Minister further said that Haryana is the first state in India where all crops are procured by the government at Minimum Support Price (MSP), and payments are made to farmers within 48 hours. He added that today’s youth are adopting farming as an innovation-driven and entrepreneurial activity, and that through digital data systems, farmers can now access scheme benefits quickly, transparently and easily.

Addressing the event, Haryana Public Works Minister Ranbir Gangwa said that today the Prime Minister has released crores of rupees into the accounts of farmers as the 21st installment. Under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) Yojana, farmers receive financial assistance of Rs 6,000 per year. He further said that, under the Prime Minister’s leadership, numerous key schemes are being implemented for the benefit of farmers, enabling farmers across the country to directly reap their benefits.

Complete Development works in a time-bound and phased manner, says Shyam Singh Rana
Chandigarh, November 19 — Haryana Agriculture and Farmers' Welfare Minister, Sh. Shyam Singh Rana, chaired a meeting of the District Mineral Foundation (DMF) in Yamunanagar. Reviewing in detail the development works underway in the district, he directed officers concerned to ensure that all projects are completed in a phased and time-bound manner. Yamunanagar MLA, Sh. Ghanshyam Das Arora was also present in the meeting.
The Minister directed the officers to ensure that all works related to their respective departments are completed by November 30, and to carry out regular inspection and quality checks of materials used in construction activities. He emphasized that all departments must assess and fully utilize the budget allocated for the welfare of farmers and the general public so that no funds lapse.
He sanctioned Rs. 5 lakh to the Red Cross Society for distributing tricycles, artificial limbs, and hearing aids to eligible registered Persons With Disabilities.
The Agriculture Minister further directed the officers to submit the Utilization Certificates (UCs) for all development works completed so far, enabling the government to initiate further projects without delay.
He added that officers of all departments must take every necessary measure to implement the Haryana Government’s policies and schemes effectively so that the public receives the full benefit. Whatever support is required, the government is ready to provide, he assured.

Deadline for Online Applications Extended for Central Sector Scheme of Scholarship for College and University Students
Chandigarh, November 19 – Under the Pradhan Mantri Uchchatar Shiksha Abhiyan, run by the Ministry of Education, Government of India, the last date for submitting online applications for the Central Sector Scheme of Scholarship for College and University Students (PM-USP CSSS) for the year 2025-26 has been extended. Earlier, the last date was November 15, 2025, which has now been extended to November 30, 2025. The application process had begun on June 2, 2025.
Sharing this information, a spokesperson of the Board said that the merit cut-off list for fresh eligible students under this scheme is available on the Board’s official website www.bseh.org.in. Additionally, students eligible for renewal may apply as per the guidelines issued by the Ministry of Education, Government of India, New Delhi. These guidelines are available on the National Scholarship Portal (www.scholarships.gov.in).
He informed that online applications for fresh and renewal scholarships received by all colleges/universities/institutions (L-1 level) must now be verified by December 15, 2025, and verification at the State Nodal Officer level (L-2) must be completed by December 31, 2025.
He further added that eligible students applying for fresh scholarships or for first, second, third and fourth renewals must ensure they submit their online applications on the National Scholarship Portal (www.scholarships.gov.in) by November 31, 2025. All colleges/universities/institutions have also been instructed to inform students at their level and verify their applications online at the earliest, so that the scholarship amount may be disbursed on time.

Chandigarh, November 19 – After the approval of the Ministry of Home Affairs to raise the ceiling limit of Central Industrial Security Forces (CISF) personnel to 2.2 lakh, a total of 11,729 newly passed-out Constables (GD) from six Regional Training Centres across the country have joined the Force. This large-scale induction will result in an 8 percent increase in the overall operational strength of the CISF, including 1,896 women constables.
Sharing information in this regard, a CISF spokesperson posted at the Punjab and Haryana Civil Secretariat, Chandigarh, said that the CISF—which provides security to more than 360 vital installations, including airports, seaports, nuclear plants, space facilities, metro networks, steel plants, and units located in high-threat regions—will receive a significant operational boost from this augmentation.
The spokesperson said that recently, the Ministry of Home Affairs has assigned the security of Jewar Airport, Navi Mumbai Airport, Bhakra Dam, and other critical infrastructure projects to the CISF.
With this added manpower, CISF is set to further strengthen its footprint across India’s most sensitive and high-traffic installations, reaffirming its commitment to providing secure, efficient and technology-enabled protection to the nation’s critical infrastructure.

‘Student Science Village’ to be held at Panjab University from December 6 to 9
Chandigarh, November 19 – With the aim of increasing students’ interest in science and connecting them with modern scientific thinking, the Ministry of Earth Sciences, Government of India, along with the India Meteorological Department, is organising the India International Science Festival–2025 (IISF–2025). As part of this series, the ‘Student Science Village’ programme will be held at Panjab University, Chandigarh, from December 6 to 9, 2025.
Sharing information in this regard an official spokesperson said that the Director General, Science and Technology Department and Department of Higher Education, Haryana, has been designated as the nodal officers for this event.
The spokesperson further said that during the programme, 35 students from Classes 8 to 11 and 5 teachers from each district of Haryana will participate. Separate arrangements will be made for buses to transport the participants to the venue and bring them back.
The spokesperson said that special transportation facilities will be provided to ensure the daily participation of 2,000 students from Panchkula and nearby areas.
In addition, one copy of the programme details has been sent to the Higher Education Department, School Education Department, Transport Department, Tourism Department, Hospitality Department, and the Deputy Commissioner, Panchkula, so that all departments can extend their support in coordination.

Chandigarh, November 19 – A group of 16 outstanding students, led by the Director General of the Haryana Technical Education Department, Sh. Prabhjot Singh, undertook an educational visit to Infosys, Rajiv Gandhi IT Park, Chandigarh. The visit is an important initiative to familiarize students with real industrial work practices, new technologies and modern research activities.
Director General Sh. Prabhjot Singh stated that industry exposure is essential for connecting students with the rapidly changing technological landscape at the global level. Keeping this vision in mind, the department is regularly organizing such educational visits.
Providing information, a department spokesperson stated that students from all five State Institutes of Technology (SITs) in Haryana, Guru Jambheshwar University of Science & Technology, Hisar, and Deenbandhu Chhotu Ram University of Science & Technology, Murthal, from the final year of Computer Science, participated in the visit.
Upon their arrival at Infosys, the departmental team and students were welcomed by Ms. Dimple Bhasin and Sh. Harpreet Singh. Infosys organized a special interactive session for the students on Artificial Intelligence, research work and emerging opportunities in the IT industry.
Afterwards, the students were taken on an extensive tour of the Infosys campus, where they observed and learned about the latest technologies, advanced labs, work culture and real industrial working environment.
The spokesperson further mentioned that prior to this, the department had also organized an educational tour for 28 students to ISRO Ahmedabad. The visit to Infosys is the next important milestone in this series. Recently, students from Computer Engineering, Electronics & Communication Engineering and Electrical Engineering were taken on study visits to ISRO Ahmedabad, CSIR-CSIO Chandigarh, PEC Chandigarh, SCL Mohali, NABI and the IIT Extension Campus.
The spokesperson also informed that under the guidance of Sh. Prabhjot Singh, more than 400 faculty members from Civil, Textile, Mechanical, Computer, Electrical, Electronics and Communication branches have also visited the IIT campus in New Delhi.

SIR Phase II Achieves 98.54% Distribution of Elector Enumeration Forms
Chandigarh, November 19 - The Election Commission of India today released updated data on the ongoing Special Intensive Revision (SIR) Phase II of the electoral roll, covering the Enumeration Phase from 4th November to 4th December 2025. The Commission reported steady progress in the distribution and digitisation of Elector Specific Enumeration Forms (EFs) across all participating States and Union Territories.
A spokesperson for the Commission stated that as of November 12, 2025, a total of 50,97,44,423 electors are included in the summary revision across the regions covered. A workforce comprising 5,33,093 Booth Level Officers (BLOs) and 10,41,291 Booth Level Agents (BLAs) has been engaged in the exercise. Out of the total EFs assigned, 50,25,13,094 forms have already been distributed, reflecting a completion rate of 98.54 percent. Meanwhile, 5,99,84,032 forms have been digitised so far, representing 11.76 percent of the total.
Among the States and UTs, Madhya Pradesh distributed 5,72,299,774 forms with a 99.69 percent completion rate, while Uttar Pradesh achieved distribution of 15,33,39,459 forms, marking 99.29 percent coverage. Kerala distributed 2,67,78,609 EFs, marking 96.15 percent coverage. West Bengal has distributed 7,63,63,675 forms (99.64%), while 100% forms have been distributed in Goa and Lakshadweep.
All recognised political parties have been requested to extend support through Booth Level Agents (BLAs) to ensure accuracy in the enumeration process.
