Meeting of HPPC and HPWPC held under the chairmanship of Chief Minister

Approval granted for contracts and procurement of goods worth over Rs 718 crores

Savings of over 26 crores achieved through negotiations with bidders

Chandigarh, June 27 -In the meeting of the High Powered Purchase Committee (HPPC), and High Powered Works Purchase Committee (HPWPC) held here today under the chairmanship of Haryana Chief Minister Sh. Nayab Singh Saini, approval was granted for contracts and procurement of various goods worth over Rs 718 crores . Following negotiations with various bidders, the committees succeeded in saving over Rs 26 crores by finalizing reduced rates during the meeting.

Cabinet Ministers Sh Mahipal Dhanda, Sh Vipul Goyal, Sh Shyam Singh Rana, Sh Ranbir Gangwa and Smt Shruti Choudhry were present in the meeting.

During the meeting, contracts worth approximately Rs 132 crore were approved for the manufacturing and supply of transmission line towers, sub-station structures, HT underground cables, and related components by Haryana Vidyut Prasaran Nigam Limited and Dakshin Haryana Bijli Vitran Nigam for the financial year 2024–25. In addition , approval was also granted for strengthening the distribution infrastructure to reduce Aggregate Technical and Commercial (AT&C) losses under the Revamped Distribution Sector Scheme (RDSS) in the Naraingarh Division of Ambala District. The project is estimated to cost approximately Rs 53.86 crore.

During the meeting, approval was granted for the purchase of approximately 220 lakh doses of the FMD+HS dual vaccine by the Animal Husbandry and Dairy Department, aimed at preventing foot-and-mouth and hemorrhagic septicemia diseases in cattle. The total cost of the procurement is estimated at Rs 73.45 crore. It was informed in the meeting that Haryana is currently free from both diseases, and regular vaccination campaigns are conducted to maintain this status. The vaccination is administered twice a year, at six-month intervals.

Projects worth over Rs 127 crore of GMDA approves

During the meeting, the project to further improve the quality of purified water by upgrading the existing 120 MLD STP at Berhampur was also approved. This project is expected to cost approximately Rs 33.88 crore. Additionally, the meeting approved the upgradation of the existing 100 MLD STP in Gurugram city and the establishment of a 75 MLD tertiary treatment plant, with a estimated cost of Rs 51.34 crore.

Chief Minister Sh Nayab Singh Saini directed that greater efforts be made to increase the utilization of treated water. He emphasized that treated water should be supplied to industries according to their requirements to reduce the consumption of clean water and curb groundwater extraction.

The meeting also approved the purchase and maintenance of non-medical equipment worth Rs 26.95 crore for Shri Sheetla Mata Devi Medical College, located in Sector 102A, Kherki Majra, Gurugram. Additionally, the relocation of recycled water pipelines at various locations along the Dwarka Expressway was also approved at an estimated cost of Rs 14.90 crore.

The projects of the Faridabad Metropolitan Development Authority were also approved in the meeting. Pipelines will be laid to improve the water supply in Faridabad, which will significantly benefit the NIT and Ballabhgarh areas. This project is estimated to cost approximately 13.85 crore rupees. Additionally, approval was granted for the cleaning and maintenance of the master sewerage and drain lines in Faridabad city, with a project cost of Rs 21.35 crore. Furthermore, a bus depot will be constructed in Sector-61 of Faridabad to support electric buses under the city bus service, including a provision for a charging station. This project received approval for Rs 18.48 crore.

Additionally, the construction of a Girls' Hostel at Pandit Bhagwat Dayal Sharma University of Health Sciences in Rohtak at a cost of Rs 23.64 crore, a 100-bed Mother and Child Hospital (MCH) block at the Civil Hospital campus in Sonepat district at a cost of approximately Rs 49 crore, and a 100-bed MCH at the SHKM Government Medical College campus in Nalhar, Nuh district, at a cost of Rs 27.95 crore were also approved.

In the meeting, several infrastructure projects were approved, including the construction of a ROB on the Jind-Panipat railway section and the Delhi-Ambala section in Panipat district; the extension of the existing two-lane ROB to four-lane ROB at level crossing (LC) 575B on the Mumbai-Delhi railway line on the Ballabhgarh-Pali-Dhauj-Sohna road in Ballabhgarh; and the construction of a RUB at LC number 576 on the Delhi-Mathura railway line, crossing Delhi-Mathura road to Mujesar in Faridabad district. These projects will cost approximately 109 crore rupees.

Dr. Arvind Sharma Conducts Surprise Inspection of Rohtak Vita Milk Plant, Sets Milk Collection Target

Instructions given to increase milk collection and sales at Vita booths

Chandigarh, June 27 - Haryana's Cooperative Minister Dr. Arvind Sharma said with the aim of making youth and women self-reliant, a special action plan is being run by the Dairy Federation in the state to establish Vita booths in 10 departments. Under this, 158 Vita booth locations have been marked in 7 districts falling under the scope of Rohtak Vita Plant. He instructed the officials to complete the process regarding these locations soon, so that Vita products can be delivered to every home.

Dr. Arvind Sharma today conducted a surprise inspection of the Vita Milk Plant located in Rohtak. During the inspection, the Cabinet Minister directed plant CEO Jaiveer Yadav to work towards the target of collecting 2 lakh liters of milk from the districts under the purview of the Vita Milk Plant, so that quality Vita products can be prepared. Along with reviewing the functioning of the plant, he also directed to increase the monitoring of 155 Vita booths operating in Rohtak, Sonipat, Jhajjar, Bhiwani, Rewari, Mahendragarh and Charkhi Dadri. The Cabinet Minister said special attention should be paid to cleanliness at the Vita booths and product sales should be ensured as per the rules of the Dairy Federation. Not only this, he directed to take strict action against Vita booth operators who sell milk products of other companies in addition to the milk products of the Vita plant.

Dr. Arvind Sharma appreciated the doubling of lassi and curd sales from the Rohtak Vita plant. He instructed the officers and employees to fulfill their responsibilities with full honesty, so that Vita products get continuous promotion through the Dairy Federation. Lok Sabha Speaker Om Birla to inaugurate 2-day conference of ULBs on July 3

Chandigarh, June 27 - A two-day national conference will be organized at the International Centre for Automotive Technology (ICAT) located in Manesar, Gurugram. On July 3 and July 4, the heads of Urban Local Bodies (ULBs) of the states and union territories will participate in the conference on the topic 'Role of urban local bodies in constitutional democracy and nation building'. The two-day conference will be inaugurated by Lok Sabha Speaker Sh. Om Birla.

During this, Speaker of Haryana Legislative Assembly Sh. Harvinder Kalyan, Secretary General of Lok Sabha Sh. Utpal Kumar Singh will also be present. Haryana Chief Minister Sh. Nayab Singh Saini, Union Housing and Urban Affairs Minister Sh. Manohar Lal and Haryana Urban Local Bodies Minister Sh. Vipul Goel will also attend the inaugural session.

Similarly, the July 4 session will feature group presentations on sub-themes, informal interaction with the Lok Sabha Speaker, and a closing session attended by Rajya Sabha Deputy Chairman Sh. Harivansh, Governor Sh. Bandaru Dattatraya and Haryana Assembly Deputy Speaker Dr. Krishan Lal Midda. Plant as many trees as possible for environmental protection: Rao Narbir Singh

20 lakh saplings ready for plantation in the nurseries of Forest Department for this season

Chandigarh, June 27 - Haryana's Forest and Environment Minister Sh. Rao Narbir Singh today visited the nursery of the Forest Department located in Panchkula district in view of the upcoming tree plantation campaign and instructed the officials to plant as many trees as possible. During this, he also visited the Nature Camp, and went to Triphala Vatika and saw the arrangements there.

Sh. Rao Narbir instructed the officials to plant as many trees as possible by running a campaign on a large scale during the upcoming plantation season so that the environment can be protected for the coming generations. While visiting the nursery of the Forest Department, the Minister also saw the plants planted 2 years ago and said arrangements should be made for proper care of all the plants so that there can be a substantial increase in the forest area.

He said the more trees we plant, the more we will be able to provide a safe environment to the coming generations. After visiting the nursery, the Forest Minister visited the Nature Camp at Thapli and saw the arrangements of the Naturopathy Centre established there. During this, the Minister was told that 20 lakh saplings have been prepared for plantation this year in the nurseries of the Forest Department located in Panchkula district.

The Forest Minister also inspected the Climate Change Lab established in the Nature Camp itself and learned about the projects going on there. During this, he was told that the students coming to this lab are given information and training about environmental protection as well as water conservation so that sufficient water is available for the coming generations. After visiting Nature Camp, he went to Triphala Vatika located in Mandhana village and took information about the medicinal plants planted there. He said medicinal plants should be preserved and grown in maximum numbers so that this garden can play an important role in treatment through Ayurveda. After this, the Forest Minister reached the fort located in Morni, where a demand letter was handed over to the Forest Minister on behalf of the Panchayats of Doodhgarh, Bhoj Rajpura and Baldwala, on which he assured the villagers that their reasonable demands will be considered and fulfilled soon.

The effective and impactful implementation of the Free Cashless Treatment Scheme, launched on October 1, 2024, has earned Haryana the top position at the national level. This achievement is the result of Haryana Police’s alertness, technological proficiency, and human sensitivity, which transformed this scheme into a robust, responsive, and impactful relief mechanism on the ground.

Since the implementation of the scheme, Haryana Police has provided free cashless treatment in 3,167 road accident cases through swift response and coordination. This figure is the highest among all Indian states. Using advanced technological platforms like e-DAR and TMS, each case was uploaded and approved in record time, with treatment covered through government funds.

Robust monitoring structure – A benchmark of 6-hour case approval

In every district, DSP/ACP-level officers have been designated as nodal officers, heading 24x7 active District Road Safety Cells. Upon receiving accident information, the case is digitally processed and approved within just 6 hours. A statewide dedicated WhatsApp network ensures real-time monitoring of every case — an innovative administrative model that serves as an example for other states.

Innovative integration of CCTNS and e-DAR – A model of digital coordination

Haryana became the first state in India to successfully integrate CCTNS (Crime & Criminal Tracking Network System) with e-DAR. This integration ensures that accident-related data is auto-transferred in real time, significantly accelerating reporting and investigation. This not only put a check on fraudulent claims but also significantly enhanced the transparency and credibility of the process.

Emergency synergy of 112 and 108 – Relief even before time

Haryana has developed an integrated response model by combining 112 emergency services with 108 ambulance services. As soon as an accident is reported, police, ambulance, and concerned police stations are simultaneously activated, ensuring the victim is transported to the hospital within minutes. This model has been recognized as exemplary by the Ministry of Road Transport and Highways (MoRTH).

Beyond administrative efficiency – Police sensitivity won hearts

In implementing this scheme, Haryana Police did not merely act as an administrative body, but also played the role of a compassionate and humane guardian. In critical situations like road accidents, where every second counts, the police’s rapid response, coordination with hospitals, and comprehensive support to victims and their families demonstrates that Haryana Police protects not just the law, but humanity as well.

Haryana Government sanctions Rs. 19.72 crore prize money for 13 players and medallists of Para Asian Games

After Health Minister Arti Singh Rao’s Intervention, Haryana’s Para Athletes Receive Cash Rewards

Chandigarh, June 27 – After immediate and swift action by Para Sports Association of Haryana President and Haryana Health Minister Arti Singh Rao, the Haryana Government has sanctioned a prize money Rs. 19.72 crore for cash awards to 13 players from Haryana who participated in the 4th Para Asian Games 2022.

Among the recipients, Haney, an Athletics player, will receive Rs. 3 crore for winning a Gold medal. Nitesh Kumar (Para Badminton), will receive Rs. 3 crore for winning a Gold medal and Rs 1.5 crore for wining the Silver medal. Sarita Adhana (Para Archery) will receive Rs 1.5 crore for wining the Silver medal. Pooja, Dharambir, Rinku, Parmod, Yogesh Kathuniya, Rampal, and Monu Ghanghas, all Athletics players, will each receive Rs. 1.50 crore for winning the Silver medal. Anju Bala, a Para Lawn Ball player, Jasbeer, an Athletics player, and Jaideep, a Canoeing player, will each receive Rs. 7.50 lakh for their participation in the games.

In addition, players Pranav Soorma, Raman Sharma, Sumit and Tarun Dhillon, all Athletics players, will also receive Rs. 3 crore each for winning gold medals. Their prize money will be sanctioned in the coming days.

Health Minister Arti Singh Rao said, “Our para-athletes have brought immense pride to Haryana and the nation. It was our duty to ensure they are honoured and rewarded without delay. Chandigarh, June 27 – Haryana Chief Secretary Sh. Anurag Rastogi chaired a high-level meeting with the Joint Finance Commission (JFC) of the Republic of Tanzania at Haryana Niwas, Chandigarh, today.

In an engaging session, Sh. Rastogi outlined India’s fiscal framework, detailing the division of tax collection responsibilities between the central and state governments, revenue sources, debt financing mechanisms, loans, and grants. He highlighted Haryana’s commitment to fiscal discipline, emphasizing that the state avoids off-budget borrowing.

Sh. Rastogi explained the principles of fiscal federalism in India, noting that states receive a share of central tax revenue based on Finance Commission recommendations. The 16th Finance Commission, currently active, is expected to submit its report by October 31, 2025.

He also discussed the roles of key institutions, such as NABARD, which supports agricultural and rural development projects, and the NCR Planning Board, which provides financial assistance to states in the National Capital Region. Additionally, he noted that the Reserve Bank of India facilitates State Development Loans (SDLs) or State Government Securities. Loans from foreign institutions and international banks, typically project-specific, are managed by the Ministry of Finance, Government of India.

The Chief Secretary also addressed queries from the delegation on financial management, debt servicing, and interest rates, fostering a productive exchange.

CISF National Fire training initiative : 380 Fire fighters trained in 150 cities, across 22 States/UTS

Chandigarh, June 27- The Central Industrial Security Force (CISF) designed a specialized course to upgrade the skills of state fire service personnel. Throughout 2023-24, the CISF's prestigious Fire Service Training Institute (FSTI) in Hyderabad conducted 11 training batches, training 274 personnel from 113 cities.

The CISF, India's dedicated fire wing, has been the only Central Armed Police Force (CAPF) spearheading a nationwide fire training programme. During the CISF Raising Day 2023, the Union Home Minister in his address has tasked the CISF with training firefighters from 100 Indian cities.

This momentum continued into 2025 with the allocation of five additional batches. Four of these have already been completed, benefiting 106 participants from 46 cities across 10 states. The fifth session is scheduled to begin on August 25, 2025. To date, this vital programme has successfully trained 380 firefighters from a total of 150 cities across 22 States and Union Territories. The CISF is also ready to accommodate additional training slots in the 2025 calendar if states are willing to nominate their firefighters for the course.

The training curriculum is designed to focus on modern firefighting and rescue techniques, alongside crucial disaster management skills. Special emphasis is placed on addressing the complex challenges posed by dense urban environments and hazardous industrial areas. The programme covers advanced topics such as sophisticated fire response mechanisms, preparedness for Chemical, Biological, Radiological, and Nuclear (CBRN) emergencies and the handling of chemical warfare agents, reflecting the evolving nature of modern threats.

Sharing information in this regard a CISF spokesperson said that as the only CAPF with a dedicated Fire Wing, the CISF is committed to enhancing the technical skills of fire personnel and fostering a proactive culture for fire safety and disaster management preparedness. Our training programmes are continuously updated to reflect the latest in fire safety research and practices, ensuring our firefighters are equipped not only for timely emergency response but also for prevention.

The FSTI in Hyderabad is a state-of-the-art facility and a cornerstone of firefighting training in India. It serves not only CISF personnel but also extends its expertise to members of various national and international organisations, underscoring the CISF's leading role in fire safety.

As this initiative progresses through 2025, the CISF aims to further strengthen its partnerships with state fire services. Chandigarh, June 27 – Haryana Minister for Civil Aviation, Revenue and Disaster Management, and Urban Local Bodies Department, Mr. Vipul Goyal, chaired a board meeting of the Haryana Airport Development Corporation (HADC). During the meeting, he reviewed all ongoing projects under HADC, discussed various issues raised by board members, and directed that developmental work be accelerated.

The Minister said that under the guidance of Prime Minister Sh Narendra Modi and the leadership of Chief Minister Sh Nayab Singh Saini, the primary objective of the Civil Aviation Department and HADC is to promote air services in Haryana and develop the state as an aviation hub. He said that Haryana is constantly progressing on the path of development, and the current government is committed to building essential infrastructure to support this growth. In this context, new initiatives in the aviation sector are imperative.

The Cabinet Minister further said that Prime Minister Sh Narendra Modi’s ‘Udaan Yojana’ must be effectively implemented in Haryana, and Chief Minister Sh Nayab Singh Saini’s ‘Nonstop Vikas’ campaign should be given wings. To achieve this, we need to strengthen air connectivity and consider it our collective responsibility to act swiftly.

He also informed that along with developing Hisar Airport as an integrated aviation hub through HADC, efforts are underway to expand helipad services from various cities across the state, including Gurugram. In this regard, he recently met with the Civil Aviation Minister of Rajasthan to advance official discussions on the possibility of starting helicopter services from Gurugram and Chandigarh to Khatu Shyam and Salasar Balaji. Various aspects of civil aviation were discussed in detail during the meeting, which is expected to provide a new direction for civil aviation development in Haryana.

Health Minister Arti Singh Rao Reviews Hospital Development Works in Rewari & Narnaul

Chandigarh, June 27 – Haryana Health and Family Welfare Minister Arti Singh Rao chaired a high-level meeting with senior officials in Chandigarh to review the status of ongoing infrastructure and service enhancement projects in government health institutions, particularly in Rewari and Narnaul districts.

The meeting focused on expediting key initiatives related to hospital safety, construction progress, utility infrastructure, and essential facilities aimed at improving healthcare delivery and patient experience.

During the review of District Hospital, Rewari, the Minister took up the issue of the Fire NOC, directing officials to work closely with the Fire Department to ensure that all compliance requirements are fulfilled and approvals are obtained at the earliest. She also emphasized the urgency of completing the land demarcation process and directed the Deputy Commissioner, Rewari to expedite the matter.

The Minister directed the Public Works Department (PWD) to complete all ongoing repair works at the hospital by the end of July. She also reviewed the construction of the foot overbridge connecting the hospital to the trauma centre and instructed the PWD to ensure that all four lifts are fully installed and operational by July 15.

On the proposed upgrade of the mortuary, it was informed that the plan is expected to be approved by the Chief Architect by Monday, after which the PWD will prepare a detailed estimate. The Minister also issued directions to resolve the issue of waterlogging at the Rewari Civil Hospital to prevent service disruptions during monsoons.

While reviewing the functioning of District Hospital, Narnaul, the Health Minister directed the PWD to initiate re-tendering for the construction of the 200-bed hospital and begin work without further delay. She also ordered the removal of waterlogging in the basement of the hospital building and instructed that proper drainage lines be laid to prevent future issues.

Further, the Minister directed the Chief Engineer, PWD and DGHS to jointly review and finalize the revised cost estimate for the 100-bed hospital project in Mahendragarh, ensuring that progress is not hindered by administrative delays.

Arti Singh Rao said the government was committed to delivering high-quality healthcare infrastructure across Haryana and stressed the importance of inter-departmental coordination to meet project deadlines.

Chandigarh, June 27 – Financial Commissioner Revenue and Disaster Management Department, Dr. Sumita Misra informed that the Haryana Government has constituted State and district-level committees for the implementation of "Operation Dronagiri.” This initiative, launched by the Central Government under the National Geospatial Policy (NGP), aims to support national development, economic prosperity, and a thriving information economy by strengthening the geospatial sector. Haryana is among the first five states selected for the initial phase of this national initiative, alongside Maharashtra, Andhra Pradesh, Assam, and Uttar Pradesh, Dr. Misra said.

Dr. Misra stated that ‘Operation Dronagiri’ aims to facilitate access to high-quality geospatial data for service providers to address sector-specific challenges in areas such as agriculture, transportation, infrastructure, livelihood, and skill development. The Survey of India (SoI), is the nodal agency for this operation and has identified Sonipat district in Haryana for the launch of ‘Operation Dronagiri’.

In order to ensure effective implementation, the Haryana Government has constituted a State Level Committee chaired by the Director, Land Records, Haryana. The Director, Survey of India, Haryana, will serve as the Member Secretary. Other members of the committee include the Director of HARSAC, the District Revenue Officer (HQ), the Assistant Director (HQ), the General Manager (IT) from the Office of Revenue and Disaster Management.

At the district level in Sonipat, the Deputy Commissioner will chair the committee, with the Superintendent Surveyor, Survey of India, Haryana, to serve as the Member Secretary. The District Revenue Officer, Sonipat, and the General Manager (IT), Revenue and Disaster Management, will serve as members.

These committees will play a critical role in establishing the operational framework, ensuring coordination between central and state agencies, and monitoring the smooth execution of the project. They will also address on-ground challenges and facilitate timely decision-making.

Dr. Misra further explained that "Operation Dronagiri" is a central government initiative utilizing advanced drone-based mapping and geospatial technologies to improve the efficiency of government services. Under this programme, farmers will benefit from precise, data-driven agricultural advisories, enabling them to optimize crop yields and resource use. This initiative will ensure that important information about an area is transparent, accessible, and used strategically by the government.

Chandigarh, June 27 – Haryana Chief Electoral Officer, Sh. A.Sreenivas, said that as per the guidelines of the Election Commission of India(ECI), the Chief Electoral Officers of States and Union Territories regularly conduct special campaigns to prepare error-free, updated, and transparent voter lists in their respective states. In this series, the Commission has decided to start a Special Intensive Revision (SIR) of the electoral roll in the State of Bihar.

He said that under this mega campaign, Booth Level Officers (BLOs) will conduct door-to-door verification of information to ensure that all eligible citizens are included in the list, ineligible names are removed, and the entries of ineligible persons are prevented.

Need of Special Intensive Revision

He said that the Commission believes that due to various reasons such as rapid urbanization, frequent migration, young citizens becoming eligible to vote, non-reporting of deaths and inclusion of the names of foreign illegal immigrants have necessitated the conduct of an intensive revision so as to ensure integrity and preparation of error-free electoral rolls.

Encouraging active participation of political parties

He said that the ECI has appealed to all political parties to appoint their Booth Level Agents (BLAs) for each polling station so that transparency is maintained during the revision and any irregularities can be corrected at the initial stage.

Mandatory compliance with constitutional and legal provisions

During the revision process, strict compliance will be ensured with the eligibility criteria mentioned under Article 326 of the Constitution and Sections 16 and 23 of the Representation of the People Act, 1950. The documents submitted for addition of names will be verified by the ERO (Electoral Registration Officer) and uploaded on ECINET to ensure complete transparency.

Special care for privacy

To maintain the confidentiality of voter documents, arrangements have been made that these documents will remain restricted only to authorized election officers. In case of any claims or objections, the Assistant Electoral Registration Officer (AERO) will investigate, and if needed, appeals can be made to the District Magistrate or the Chief Electoral Officer.

Special facilities for vulnerable groups

The Election Commission has given clear directions that elderly, sick, and other vulnerable voters should not face any inconvenience. For this, assistance from volunteers, special camps, and mobile teams will be arranged as required.

Public cooperation essential for overall success

The Election Commission has clarified that this important democratic exercise will be successful only with the full participation of voters and political parties. The revision process will not only improve the quality of the voter list but will also strengthen the transparency and fairness of the upcoming elections.
