Chandigarh, August 29:Punjab Chief Minister Bhagwant Singh Mann on Friday constituted a high powered committee comprising three top officers of the state to supervise the relief and rescue operations in the flood affected districts of the state on a day to day basis.
Chairing a high-level meeting to review the situation of floods, the Chief Minister said that the committee comprising senior officers of Revenue, Water Resources and Food and Civil Supplies department will remain permanently stationed at Amritsar and other flood affected districts permanently. He asked the Deputy Commissioners and other officers to ensure that the directions of this high powered committee are implemented in right earnest to provide succor to the flood affected people. Bhagwant Singh Mann categorically said that the state government is fully committed to bail out the people in this hour of crisis and no stone will be left unturned for this noble cause.
The Chief Minister also asked the Chief Secretary to visit the flood affected areas and ensure the work of relief and rescue was carried on more effectively. He said that the Chief Secretary should tour the flood ravaged districts and ensure that the entire government machinery makes more efforts to serve the people. Bhagwant Singh Mann said that the sole motive is to accelerate the relief operations so that people get major reprieve.
The Chief Minister said that the heavy flow of water from hilly areas have created havoc for the state adding that 14.11 lakh cusec water has been received in river Ravi till date. He said that this is the highest discharge the state had ever received as it was 11.20 lakh cusec when the state had witnessed severe floods in the year 1988. Bhagwant Singh Mann said that the state government has already written to Haryana and Rajasthan to withdraw maximum water from the rivers.
The Chief Minister said that the Indian Army has been already deployed in the five flood affected districts and was conducting rescue operations along with the administration by using state of the art equipment and machinery. Bhagwant Singh Mann also said that 17 teams of NDRF have also been deployed for relief measures so that the flood affected people can be rescued. He was apprised that continuous on-ground operations are going on to evacuate people stranded in floods, assess damage caused due to floods and check outbreak of disease, across all the flood-hit areas.
The Chief Minister said that a strong multi-department workforce is working round the clock, on the ground, to complete the relief and rescue work. Bhagwant Singh Mann directed that the breaches along the flooded rivers should be plugged and medical teams should provide preventive care against diseases in every village. He said that along with relief works teams should be ready to undertake water sampling, outdoor and indoor spray, water chlorination, fever survey, card tests for timely detection of malaria and dengue, distribution of sanitary napkins and mosquito nets in coming times.
The Chief Minister also said that the water supply and sanitation department should press in water tankers for providing clean and potable drinking water in the villages until the supply through water supply schemes is fully restored. Likewise, Bhagwant Singh Mann said that Water testing teams should check water quality in all the villages to avoid any epidemic outbreak. He said that besides water, dry ration kits, sugar, rice, wheat flour, ghee, milk powder should be provided to the people in marooned villages.
The Chief Minister said that pumping operations are already in progress on a war footing, inundated villages are being cleared of water. He asked the Mandi Board and PWD (B&R) to carry out a detailed survey of the extent of damage to the bridges, roads and government buildings in flood affected areas. Bhagwant Singh Mann said that medical relief should be provided to the affected people in relief camps, medical camps and even at their doorsteps adding that Mobile Medical Units should be deployed in the villages to impart quality health facilities.
The Chief Minister also said that Dedicated anti larva teams should be deployed to detect dengue larva in flood-hit villages adding that special teams should visit villages to teach the people about measures to prevent diseases like malaria, dengue, diarrhoea, typhoid and skin problems, since community engagement is necessary to combat these diseases. Bhagwant Singh Mann further said that Veterinary teams should also be deployed in large numbers for the treatment and vaccination of the affected cattle, deworming of the animals and provision of feed/fodder. He said that a major sanitization drive should be launched in the villages, fogging teams should be deployed to check the spread of water borne diseases while sanitary workers and MGNREGA workers should be assigned the task of professionally cleaning the villages adding that bleaching powder should be sprayed in the drains to ward off foul smell and prevent the outbreak of related diseases.

Chandigarh, August 29:Punjab’s Social Security, Women and Child Development Minister, Dr. Baljit Kaur, today said during a press conference at Punjab Bhawan that under the leadership of Chief Minister S. Bhagwant Singh Mann, the Punjab Government is taking immediate and appropriate steps to ensure safety and relief for the people affected by floods. She emphasized that protecting human lives and providing security to citizens is the government’s foremost priority.
Special Arrangements for Senior Citizens
Dr. Baljit Kaur informed that currently 41 Old Age Homes are operational in Punjab, with a total capacity of housing 572 senior citizens, which is being expanded to 700. She said that elderly persons affected by floods will be provided safe accommodation, food, clothing, medicines, and regular medical checkups in these homes. She added that District Social Security Officers, District Programme Officers, Child Protection Officers and Anganwadi workers have been deployed to safely relocate the elderly to secure places.She said that as a special measure, the Punjab Government has directed the concerned district authorities to utilize all Old Age Homes in the state as temporary shelter homes for the flood-affected people.
Initiatives for Children
The Minister said that Anganwadi Centres in flood-hit areas have been prepared as safe shelters for children. Through these centres, khichdi, porridge, and other ready-to-eat meals will be provided. Pregnant women and lactating mothers are also covered under this plan. For child-related emergencies, the 1098 helpline will remain functional 24×7.
Support for Women
Dr. Baljit Kaur stated that Sakhi One Stop Centres are equipped to provide special assistance to pregnant and needy women. In addition, free sanitary pads are being distributed to flood-affected women.

CHANDIGARH, August 29:With the heavy rainfall in the catchment areas continues to swell the Sutlej, Beas, Ravi and Ujh rivers, Punjab Police along with the teams of Indian Army, Border Security Force (BSF), National Disaster Response Force (NDRF), State Disaster Response Force (SDRF) and Civil Administration have been working in tandem and as many as 7689 people have been evacuated and shifted to safe places so far, informed Special Director General of Police (Special DGP) Law and Order Arpit Shukla here on Friday.
The districts, which are affected by floods, includes Pathankot, Hoshiarpur, Gurdaspur, Kapurthala, Tarn Taran, Fazilka and Ferozepur.
Special DGP Arpit Shukla, who has been personally supervising the situation in the state, said that Punjab Police has set-up relief camps at flood affected areas wherein food and medicine langars have been organised for people being evacuated, while, cattle fodder is also being provided for bovines. “Drones are being used to trace people for evacuation, and also to deliver food packets and other essential items,” he said.
He informed that 20 choppers of the Indian Army have been stationed in the state to evacuate and shift people to safer places.
He said that SSPs of flood-affected districts have been asked to remain in the field and personally monitor the situation in their respective districts regularly. All the arrangements are in place and SSPs personally monitoring the relief work and people are being shifted to safer places, he said.
With Meteorological Department has issued four-days alert, the Special DGP informed that the Punjab Police has been kept on alert and geared-up to deal with any kind of flood-related exigencies.

Says, Benefit of GST Rate Rationalization Should Reach Poor People, rather than Corporate Houses

Chandigarh/New Delhi, August 29-Punjab Finance Minister Advocate Harpal Singh Cheema stated that the central government, under the current proposal to rationalize Goods and Services Tax (GST) rates, should provide adequate compensation to states to prevent financial instability. He emphasized that the benefits of this measure should reach the poor people of the country who are facing inflation, rather than corporate houses.
He stressed that if the current proposal for price rationalization is implemented without a provision for compensation to cover revenue loss, it will lead to financial instability in the states and harm the country's federal structure, which is unacceptable.
Punjab cabinet minister Mr. Cheema who attended an important meeting on-‘consultation of GST rate rationalisation’ along with finance ministers and representatives of states including Karnataka, Himachal Pradesh, Jharkhand, West Bengal, Kerala and Telangana organised at Karnataka Bhawan here said that it is the considered recommendation of the States that rate rationalisation should be supported by a robust revenue protection framework. Only such a balanced approach will protect the fiscal autonomy of States while advancing the objectives of GST reform in the true spirit of cooperative federalism.
Punjab finance minister said that the GST was rolled out in July 2017 and the principal of revenue neutrality was central to this design but after its implementation, states have to face significant revenue losses. Mr. Cheema said that after the implementation of this, Punjab has to bear financial loss of around 1.11Lakh Crore though the state received 60000cr when the compensation cess was active, but till date no step has been taken on part of the centre government to compensate the remaining loss amounting to 50000 crore to Punjab.
Interacting with the media, he said that all these states have strongly voiced for a mechanism of additional levy on sin and luxury goods to be imposed in order to maintain the current effective level of taxation. These proceeds must be fully transferred to the States to compensate them for experiencing rising fiscal stress alongside an erosion of fiscal autonomy.
“Without revenue stabilisation, how can the states perform their constitutional duty of social welfare. The centre should not incline towards the theory of shifting the burden on the shoulders of the states and retain the revenues with itself. If the states are financially strong only then they can play a pivotal role in further strengthening the country so the revenue interests of all the states must be protected and robust mechanism should be made in achieving this goal” said Mr. Cheema adding further that these states are representing all the other states on this issue.
Giving reply to a question on the situation of floods Punjab Finance minister said that the union government should come forward to help Punjab in this calamity, He said that the Punjab government is working sincerely to help the people of state in the current tough times and will demand a special package from the centre after duly assessing the damage.

RTI Commissioner Sandeep Singh Dhaliwal Disposes of 175 Cases
Chandigarh, August 29:Punjab State Information Commission’s Commissioner, Sandeep Singh Dhaliwal, has disposed of 175 cases filed under the RTI Act by a single individual.
Providing details on the matter, a spokesperson of the Punjab State Information Commission stated that these 175 cases were filed by Sarabjit Singh Gill, a resident of Maha Singh Nagar located on Daba-Lohara Road in Ludhiana, and were listed for hearings on various dates in August before the bench of Commissioner Sandeep Singh Dhaliwal.
According to the spokesperson, out of the total cases filed by Sarabjit Singh Gill, 36 cases were listed for hearing on August 5, 2025, 26 on August 6, 35 on August 7, 30 on August 19, and 26 on August 20, 2025. The concerned parties appeared with the relevant information, and each case was individually heard by the Commissioner.
The spokesperson further informed that the complainant, Sarabjit Singh Gill, did not appear during the hearings. As a result, the Commission granted him an additional 10 days to present his cases. However, he still failed to do so within the given time.
Later, the Commissioner held re-hearings for these cases on August 20 and August 28, 2025. Since the complainant did not present his cases, all 175 cases filed by Sarabjit Singh Gill were disposed of.
While hearing the Commission observed that this persistent absence and non-participation caused substantial wastage of the Commission’s time and resources and led to unnecessary disruption of official duties of Respondent Public Authorities, who were repeatedly required to attend hearings and file replies. Such conduct not only prejudices the rights of genuine litigants but also hampers the Commission’s ability to effectively address its heavy pendency of cases.
The Commission reiterated that in view of the growing pendency, frivolous, repetitive, and abandoned litigation cannot be allowed to consume public resources. Accordingly, the appeals filed by Sarabjeet Singh Gill were dismissed for non-prosecution.
It is also noteworthy that Sarabjit Singh Gill had been blacklisted by the Chief Information Commissioner of the Punjab State Information Commission on February 25, 2025, for alleged misuse of the RTI Act.

CHANDIGARH, August 29:In a major breakthrough against organised crime, Anti-Gangster Task Force (AGTF) Punjab apprehended one of the main shooters involved in the sensational murder of Rakesh Kumar alias Gaggi at village Khwaja Basal in Una, Himachal Pradesh and recovered one .32 bore country-made pistol along with six live cartridges from his possession, said Director General of Police (DGP) Punjab Gaurav Yadav here on Friday.
The arrested accused has been identified as Vipan Kumar, a resident of Bassi Muda, Baghpur Mandir in Hoshiarpur.
DGP Gaurav Yadav said that preliminary investigation has revealed that this incident (Rakesh Gaggi’s murder) was a direct consequence of gang rivalry between foreign-based gangsters Laddi Bhajal alias Kooner and Monu Gujjar (Ravi Balachauria gang) with Babbi Rana (Sonu Khatri gang). The deceased, Rakesh Kumar alias Gaggi, was an associate of foreign-based gangster Babbi Rana, who is a close aide of Sonu Khatri, he said.
The DGP said that further investigations are on to establish forward and backward linkages in this case.
Sharing more details, Additional Director General of Police (ADGP) AGTF Promod Ban said that acting on reliable inputs, police teams from AGTF led by DSP AGTF Rajan Parminder arrested the accused from near Village Khanpur in Kharar.
The ADGP said that the arrested accused has a criminal background and apart from his involvement in Rakesh Gaggi’s murder case, the accused has been facing cases pertaining to attempt to murder, Arms Act and NDPS Act in Punjab and Himachal Pradesh.
In this regard, a fresh case FIR no. 326 dated 28/08/2025 has been registered under section 25 of the Arms Act at Police Station City Kharar in SAS Nagar.

500 villages in Punjab affected by floods: crops over lakhs of acres destroyed
New Delhi/Chandigarh, 29 AugustTaking serious note of the large-scale devastation caused by floods in Punjab, Rajya Sabha Member Sant Balbir Singh Seechewal has written a letter to Prime Minister Shri Narendra Modi demanding that the situation be declared a National Calamity. In his letter, he stated that cloudbursts in Himachal Pradesh and Jammu & Kashmir have caused heavy loss of life and property. He further mentioned that rains in Himachal Pradesh and Punjab have also worsened the situation.
Quoting media reports in his letter, he pointed out that nearly 500 villages, 300 government schools, and crops belonging to 3 lakh farmers have come under the grip of floods in Punjab. On the night of 26 August, the Ravi River had a water flow of 14.11 lakh cusecs, whereas in 1988 the highest flow recorded in Ravi was 11.20 lakh cusecs. Sant Seechewal further said that this time, even the Beas River has witnessed a water flow of 2.5 to 3 lakh cusecs. He highlighted in his letter that the current water flow has broken all previous records in Punjab.
Sant Seechewal stated that the water from the Beas River has destroyed thousands of acres of crops belonging to farmers. Presently, all three regions of Punjab — Majha, Malwa, and Doaba — are badly affected by floods. The districts of Gurdaspur, Pathankot, Amritsar, Tarn Taran, Kapurthala, Ferozepur, and Fazilka are facing severe flood situations.
He wrote in his letter that farmers of Punjab, along with its youth, have always played a crucial role in filling the country’s food grain reserves and have consistently stood and fought for the nation’s interest.
Sant Seechewal also sent a copy of his letter to Punjab Chief Minister Shri Bhagwant Singh Mann, urging him to strongly present Punjab’s case before the Central Government. He appealed to the Chief Minister that Punjab Government should also write to the Government of India with facts, highlighting how heavy rainfall in Himachal Pradesh and other hilly regions is causing floodwaters to enter Punjab’s rivers and create massive devastation. This, he said, would ensure that farmers, laborers, and other affected people of the state receive proper and adequate compensation, and that such compensation be linked with the current inflation index to ensure fairness.
During his interactions, Sant Seechewal reiterated his demand that compensation must directly reach the cultivators.

Chandigarh, August 29:Chief Minister S. Bhagwant Singh Mann led government has been carrying out relief and rescue operations on a war-footing to deal with the unprecedented flood situation caused by heavy rains. Punjab Cabinet Ministers and local MLAs are personally reaching flood-affected areas to lead and support the district administration as well as extend aid to the people. Relief in the form of food, fodder for cattle, medicines and other essential supplies is being delivered to the affected families.
Forest Minister Lal Chand Kataruchak today visited villages Bamial and Narot Jaimal Singh in Bhoha constituency to review the damages. He assured the people that the state government stands firmly with them in this hour of crisis and that compensation will be given for all losses suffered during the floods. He also said that special girdawari will soon be carried out to assess the damage to houses and crops and adequate financial assistance will be provided.
Revenue Minister Hardeep Singh Mundian visited flood-hit areas of Sultanpur Lodhi including villages Kammewal and Baguwal. He met affected families, listened to their hardships and distributed tarpaulins, mosquito nets, ration kits and other essentials.
Health and Family Welfare Minister Dr. Balbir Singh flagged off relief trucks for flood-affected areas in the presence of the Mayor, Chairman and other dignitaries.
Cabinet Minister Laljit Singh Bhullar personally supervised relief distribution in flood-affected villages near Tarn Taran and assured the people that compensation will be released promptly after damage assessment.
Panchayat Minister Tarunpreet Singh Sond visited flood-hit Gulaba Bhaini village and nearby hamlets in Fazilka constituency. He distributed relief material to affected families besides dispatching a truck carrying feed from Khanna for livestock assistance. Earlier, he reviewed the detailed report from the district administration and instructed that all forms of government aid must reach the people without any delay.
Complying with the directions of Chief Minister Bhagwant Singh Mann, the Sri Muktsar Sahib district administration dispatched two relief trucks from the District Administrative Complex, flagged off by MLA Jagdeep Singh Kaka Brar. The trucks carried nearly 1000 ration kits for flood-affected families in Fazilka district containing wheat flour, tea, sugar, pulses, edible oil and other essential daily-use items.
The Amritsar district administration, with support from the Red Cross, distributed 45,000 water bottles and more than 17,000 food packets. Besides this, the Animal Husbandry Department in collaboration with Punjab Agro supplied 100 quintals of dry fodder and 850 feed bags of 50 kg each. Veterinary doctors were deployed at various sites for free treatment of livestock. Three relief centres have been set up at Ajnala to provide food and shelter to around 3000 people. Dedicated helpline numbers have also been issued. Medical teams along with ambulances and medicines have been stationed for the affected population.
In Mansa district, 163 people have been accommodated in the relief centre at village Khattriwala, Budhlada. Fodder and medicines have also been arranged for livestock.
In Barnala district, MLA Labh Singh Ugoke dispatched 1000 ration kits for Ferozepur. In village Wajidke Khurd, where many kachha houses are located, a temporary relief camp was established at the local Dharamshala. Six Rapid Response Teams of the Health Department were deployed in Barnala, Tapa, Dhanaula, Mehal Kalan, Bhadaur besides deploying two mobile teams for health services in Barnala and Dhanaula.
In Kapurthala district, 240 families were evacuated from floodwater and 1250 ration kits were distributed. Livestock fodder including 600 quintals of silage and 300 quintals of feed was also provided. Four relief camps are operational in the district. Eight medical teams examined 1379 individuals while four ambulances have been stationed to deal with emergencies.

GURMEET KHUDIAN SEEKS REPORT ON DAMAGED LINK ROADS FOR IMMEDIATE SUBMISSION TO CENTRE
• Final report to be sent to Central Govt to seek necessary assistance for restoration, says Agriculture Minister
Chandigarh, August 29:To ensure swift restoration of road connectivity crucial for the upcoming Kharif procurement season, Punjab Agriculture and Farmers Welfare Minister S. Gurmeet Singh Khudian today directed the Punjab Mandi Board officials to immediately prepare and submit a detailed assessment report on the damage caused to link roads due to recent floods.
S. Khudian, along with Punjab Mandi Board Chairman S. Harchand Singh Barsat, reviewed the status of Mandi Board roads in flood hit areas during a high-level meeting with officials from the Agriculture Department and the Punjab Mandi Board officials here at his office.
The Agriculture Minister said that the final report will be sent to the Central Government expeditiously to seek necessary assistance for restoration.
"Our focus is to ensure that every grain of our farmers' produce can reach the mandis without any hindrance. The first step is to have a complete picture of the damage to our rural link roads so that restoration work can begin on a war footing," said S. Khudian.
In addition to the flood damage assessment, the meeting also reviewed the progress of ongoing link road projects initiated by the Punjab Government.
To fast-track pending works, S. Khudian and S. Barsat ordered that all necessary approvals for the repair and upgradation of link roads be cleared immediately, enabling tenders to be floated and work to commence at the earliest.
The Administrative Secretary of Agriculture and Farmers Welfare department Dr. Basant Garg also directed the officials to expedite the execution of all the ongoing development projects of the Mandi Board, while stating that these measures are a key part of the Chief Minister S. Bhagwant Singh Mann-led government's commitment to strengthening agricultural infrastructure and supporting farmers, especially in the wake of natural calamities.
Secretary Punjab Mandi Board Mr. Ramvir, Chief Engineer Punjab Mandi Board S. Gurinder Singh Cheema and Chief Engineer Punjab Mandi Board S. Amandeep Singh and other senior officials were also present in the meeting.

• Cabinet Ministers Aman Arora & Harjot Bains assure support to university administration in facilitating approvals for establishment of premier ‘varsity
Chandigarh, August 29:With aim to empower the state's youth with cutting-edge skills and entrepreneurial expertise to bridge the gap between education and the demands of industry, Punjab is all set to get a world-class university in Ludhiana, named after the legendary freedom fighter Shaheed Udham Singh. This esteemed institution will foster innovation, creativity and self-reliance and produce industry-ready graduates who can drive economic growth and development in Punjab.
The proclamation ceremony for the establishment of “Shaheed Udham Singh Skills Development & Entrepreneurship University” was attended today by Punjab Employment Generation, Skill Development and Training Minister and State President AAP Mr. Aman Arora, Technical Education and Skill Development Minister S. Harjot Singh Bains and Incharge AAP Punjab Sh. Manish Sisodia.
The Shaheed Udham Singh Skills Development & Entrepreneurship University will be established on 50 acres of prime land donated by the Kamboj Community, with an estimated investment of Rs 500 crore. The state-of-the-art campus will be equipped with ultra-modern infrastructure, digital classrooms, Research centres, Innovation hubs and Incubation facilities. This university aims to provide students with the skills and resources needed to succeed in today's fast-paced, technology-driven economy, fostering innovation, entrepreneurship, and industry-oriented ventures.
The Punjab Cabinet Ministers, Mr. Aman Arora and S. Harjot Singh Bains, have highlighted the Chief Minister S. Bhagwant Singh Mann led Punjab government's efforts to bridge the skill gap in industry demands. They assured that the university administration will be extended every possible support, while facilitating them with all necessary approvals for the establishment and operation of the university.
While addressing the gathering, Sh. Manish Sisodia emphasised that the Shaheed Udham Singh Skills Development & Entrepreneurship University marks a significant step in boosting Punjab government's efforts in skill development and fostering economic growth. By focusing on practical skills and industry partnerships, the university is poised to produce employable graduates. Sh. Sisodia also praised the Kamboj community's contribution to education, acknowledging their role in donating prime land for the university.
MLA Jalalabad Mr. Jagdeep Goldy Kamboj stated that the Shaheed Udham Singh Skills Development & Entrepreneurship University will transform Ludhiana into a hub for skill development and entrepreneurship, attracting students from India and abroad. For the Kamboj community, this project marks a historic milestone, reflecting their commitment to education, youth empowerment and honouring Shaheed Udham Singh's legacy.
On this occasion, acknowledging the contribution of Dr. Sandeep Singh Kaura towards education, skills and your empowerment, the Kamboj community declared him “Founder Chancellor” of this university in the presence of all the dignitaries.
Dr. Sandeep Singh Kaura highlighted the university's focus would be on cutting-edge technologies like Artificial Intelligence, Data Science, Robotics, Cybersecurity, and Advanced Entrepreneurship Programs.
The ceremony commenced with the blessings of Baba Brahm Das Ji (Dera Baba Bhuman Shah, Sirsa) having a following of millions in India and abroad. Eminent Kamboj Community Leaders from abroad also attended the event virtually and ensured their selfless commitment to the university project. The foundation event also witnessed the presence of MLA Dr. Jameel-ur-Rehman, Malkeet Thind (Chairman, Punjab State Backward Classes Commission), S.Balwinder Singh Jammu, President All India Journalist Association, Dr. Avtar Singh, Chairman Aman Group of Hospitals, Former Jathedar Sri Akal Takhat Prof. Manjit Singh, Mr. Jasbir Singh Thind and many other prominent personalities of Kamboj Community.
