CM visits Hisar, Expresses Condolences to Grieving Families
Chandigarh, December 16— Haryana Chief Minister, Sh. Nayab Singh Saini on Tuesday visited Hisar to express his condolences to the families mourning the loss of their loved ones.
During the visit, the Chief Minister paid tributes at two separate locations. He first reached Mohalla Sainian, Hisar, where he offered tributes to the late Sh. Budhram Rada. He expressed condolences to the bereaved family and prayed for peace of the departed soul.
Subsequently, the Chief Minister also visited the residence of the late Sh. Prithvi Singh Saini. He paid tributes to the departed and extended condolences to the grieving family.
The Chief Minister said that the social contributions and life values of the departed would continue to serve as an inspiration and would always be remembered.
Cabinet Minister, Sh. Ranbir Gangwa, MLA, Sh. Randhir Panihar, Mayor, Sh. Praveen Popli, former Minister Dr. Kamal Gupta and other dignitaries also remained present.

Set Target to Achieve Sex Ratio of 920 by year-end: ACS Sudhir Rajpal
Sex ratio improves by 9 points compared to last year
Chandigarh, December 16 — Haryana’s Additional Chief Secretary, Health Department, Sh. Sudhir Rajpal, directed departmental officers to aim for achieving a sex ratio of 920 by the end of this year. He emphasized ensuring registration of all newborn births, particularly in areas with a migrant population in cities and towns.
He was chairing the weekly meeting of the State Task Force constituted to improve the sex ratio, held here today.
Secretary, Health Department, Sh. R.S. Dhillon, Director General Dr. Manish Bansal and Dr. Kuldeep Singh, Director Dr. Virender Yadav, and other senior officers were present in the meeting.
Sh. Sudhir Rajpal said that due to the sustained efforts of the officers, the sex ratio in the state has been consistently improving. While the sex ratio stood at 907 on November 15, 2024, it has now increased to 916, registering an improvement of 9 points. He encouraged officers to work towards achieving a sex ratio of 920 by December 31, 2025.
He further directed that in slum areas where registration of newborn births is low, registration should be ensured by organizing camps or by creating awareness among the people, so that families can receive government benefits in a timely manner.

Haryana to Register 1.38 Crore Farmers Under AgriStack; OTP-Aadhaar Based Registration*

Chandigarh, December 16 - Haryana is set to register 1.38 crore farmers under the Farmer Registry (AgriStack) through an OTP-based Aadhaar authentication process. This was disclosed by the Financial Commissioner, Revenue & Disaster Management Department, Dr. Sumita Misra, while reviewing the progress of the Farmer Registry (Agristack) and Digital Crop Survey (DCS) in a video conference with Deputy Commissioners, District Revenue Officers and Tehsildars.
During the review, Dr. Misra directed the Deputy Commissioners to launch special campaigns by organizing village-level camps in close coordination with the Revenue and Agriculture Departments to accelerate implementation. She instructed that both the Farmer Registry and the Digital Crop Survey be completed by February 2026, stressing that maximum farmer participation and focused outreach in rural areas are crucial for comprehensive coverage.
Calling the initiative transformational for farmers, Dr. Misra said Aadhaar OTP-based authentication will be used to create 1.38 crore Farm IDs, ensuring accuracy, transparency and targeted delivery of benefits. She underlined that accurate and timely data collection would strengthen digital land and crop records, improve targeting of agricultural schemes and enable efficient and transparent benefit delivery. She added that Additional Deputy Commissioners have been designated as nodal officers in each district to monitor field-level progress and address operational issues, while Deputy Commissioners will conduct weekly reviews to ensure inter-departmental coordination.
She further informed that the registration process will begin from tomorrow in three districts—Ambala, Panchkula and Faridabad. Emphasizing timely completion, Dr. Misra said the Farmer Registry will be directly linked with the PM-KISAN scheme and other beneficiary schemes, making it essential that registration targets are met within the stipulated time frame.
Highlighting the need for discipline in file processing, Dr. Misra stated that Paperless Registration cases should not be reverted more than twice under any circumstances. To expedite decision-making, the revert window has been reduced from five days to 48 hours. Deputy Commissioners and District Revenue Officers were directed to personally monitor approvals and strictly follow the FIFO (First-In, First-Out) system to eliminate delays and procedural bottlenecks.
Senior officers from the Government of India, Chief Knowledge Officer and Advisor, Ministry of Agriculture and Farmers Welfare, Sh. Rajeev Chawla, participated in the review through video conference. Dr. Misra said the Revenue and Agriculture Departments will jointly conduct special registration camps to enable seamless linkage of land records with agriculture-related welfare schemes.
To ensure close supervision, Deputy Commissioners, Sub-Divisional Magistrates and senior district officers will oversee implementation in Ambala, Panchkula and Faridabad. Joint teams of Revenue and Agriculture officials will begin AgriStack registration camps from tomorrow. Dr. Misra noted that nearly 46,000 paperless registrations have already been completed, reflecting steady on-ground progress, and emphasized that continuous monitoring, clear accountability and strong inter-departmental coordination are key to the success of digital governance reforms.

Chandigarh, December 16- Haryana Chief Minister, Sh. Nayab Singh Saini on Tuesday announced that Hansi will be accorded district status as the 23rd district of Haryana, marking a significant administrative milestone for the region. The Chief Minister further stated that the official notification will be issued within a week, after which Hansi will formally attain district status from the revenue administration perspective.
Addressing a ‘Vikas rally’ in Hansi, the Chief Minister also inaugurated and laid foundation stones of three development projects worth Rs. 77.30 crore.
Recalling Hansi’s rich historical and cultural legacy, Sh. Nayab Singh Saini described it as a land of valour and sacrifice, once known as the gateway of Hindustan. He paid homage to the sacrifices made during the First War of Independence in 1857, stating that the historic Lal Sadak still bears testimony to the brutal atrocities of the British, where freedom fighters were mercilessly crushed. He said Hansi’s prominence predates even the freedom struggle, noting that the town was earlier known as Asi and Asigarh, and during the reign of Emperor Harsha, it served as the capital of the Satluj province.
Reaffirming the government’s commitment to regional development, the Chief Minister said that no stone would be left unturned for the progress of Hansi. Highlighting development works, he stated that projects worth Rs. 1,008 crore have been executed in the Hansi Assembly constituency over the last 11 years, whereas only Rs. 253 crore worth of works were undertaken during the Congress regime.
*54 Promises of the Sankalp Patra Fulfilled in One Year*
The Chief Minister said that out of the 217 promises made in the Sankalp Patra election manifesto, the double-engine government has fulfilled 54 promises within a year, while work on 163 promises is currently underway. Though one year may appear brief, he said, it has witnessed development progressing at three times the earlier pace, reflecting the government’s commitment to non-stop development. He added that during its third term as well, the government has taken decisive steps to ensure inclusive growth and safeguard the interests of all sections of society.
*Government’s Key Achievements*
Listing major welfare initiatives, Sh. Nayab Singh Saini said that under the Deendayal Lado Lakshmi Yojana, eligible women are provided financial assistance of Rs. 2,100, and so far more than seven lakh women have received Rs. 258 crore in two installments. He further said that to support poor households, the government is providing LPG cylinders at Rs. 500 per month, benefiting around 14.7 lakh families across the state.
*Strong Focus on Farmers’ Welfare*
Speaking on agricultural reforms, the Chief Minister said that the state government is procuring all crops at Minimum Support Price (MSP). He informed that Rs. 1.64 lakh crore has been directly credited to the accounts of nearly 12 lakh farmers for crop procurement.
Over the past 11 years, farmers have received Rs. 15,448 crore as compensation under crop damage and the Pradhan Mantri Fasal Bima Yojana. In contrast, during its 10-year tenure, the Congress government disbursed only Rs. 1,138 crore and left Rs. 269 crore unpaid, which was cleared by the BJP government after assuming office in 2014, said Sh. Nayab Singh Saini.
The Chief Minister also highlighted that the BJP government has abolished the British-era Abiana and introduced fully digital, paperless registration of land and property, making the entire process transparent and efficient.
The Chief Minister said that the second phase of the Mukhyamantri Antyodaya Parivar Utthan Yojana has been launched from Sonipat, with the objective of ensuring that the annual income of the poorest families reaches at least Rs. 1.80 lakh. He said the government has ensured reservation rights for Deprived Scheduled Castes, increased social security pension by Rs. 200 to Rs. 3,200 per month, raised the creamy layer income limit for backward classes from Rs. 6 lakh to Rs. 8 lakh, and extended reservation to Backward Class-B in Panchayati Raj Institutions and Urban Local Bodies. Under the Pradhan Mantri Awas Yojana, 1.56 lakh houses have been allotted to poor families. Additionally, 15,765 urban poor families in 14 cities have been allotted plots under the Mukhyamantri Awas Yojana (Urban), while 12,031 plots have been provided in village panchayats under the Mukhyamantri Awas Yojana (Rural). Emphasising healthcare access, he said that under the Ayushman Bharat–Chirayu Scheme, 25.39 lakh patients have received free treatment worth Rs. 4,126 crore, ensuring that no poor person is denied medical care due to financial constraints.
*Congress Allegations Aimed at Misleading Democracy*
The Chief Minister said Haryana is progressing steadily under the leadership of Prime Minister, Sh. Narendra Modi, with clarity in policy, intent and leadership. However, he said, the opposition is unsettled by this progress and is resorting to false propaganda for political gain.
Rejecting Congress allegations of “vote theft”, Sh. Nayab Singh Saini termed them a conspiracy to mislead democracy, stating that the Congress party has a long history of electoral malpractices, corruption, and suppression of democratic rights, including the imposition of the Emergency.
He cited instances of booth capturing in Rohtak, Bhiwani and Faridabad, cases related to manipulation of voter lists.
*Congress Spreading Misinformation on SIR*
Targeting Congress over its criticism of the Special Intensive Revision (SIR) of electoral rolls, the Chief Minister said that intensive revisions have been conducted several times since Independence, including in 1952, 1957, 1961, 1965–66, 1983–84, 1987–89, 1992–93–95 and 2002–03—often when opposition parties were in power. Democracy was never under threat during those periods, he said, questioning why objections are now being raised in 2025 when the Election Commission is performing its constitutional duty to update electoral rolls.

Cabinet Minister, Sh. Ranbir Gangwa said the double-engine government is delivering development at a rapid pace, resulting in BJP forming the government for the third consecutive term in the state.

Chandigarh, December 16 — Giving fresh momentum to the all-round development of the Hansi region, Haryana Chief Minister, Sh. Nayab Singh Saini on Tuesday announced a series of major initiatives related to infrastructure, healthcare, basic amenities, roads and irrigation.
Addressing a Vikas rally in Hansi, the Chief Minister announced that the existing 50-bed hospital in Hansi will be upgraded to a 100-bed facility. In addition, a special grant of Rs. 5 crore was announced exclusively for the development of Hansi.
The Chief Minister said that a permanent drainage system will be constructed at the Hansi bus stand to ensure proper disposal of rainwater. He also announced the construction of an STP and WTP in Sector-5, Hansi. For irrigation of agricultural land in the Sultanpur area, a new distributary will be constructed from the OP Jindal Minor. The water works of Kumbha–Thurana will be connected to the Bhakra Branch to prevent drinking water shortages. He further stated that NHAI will be requested to provide a service road on the Hansi–Bhiwani stretch in Dhana Kalan and Dhana Khurd.
The Chief Minister announced that a modern police line with residential facilities for police personnel and officers will be developed in Hansi in a phased manner, and the foundation stone of its boundary wall has already been laid. He also announced the construction of a sports stadium subject to availability of land and beautification of Amti Lake.
He shared that roads under the PWD in Hansi will be repaired as per requirement. In addition, four roads with a total length of 10.5 km will be constructed at a cost exceeding Rs. 6 crore. He also announced repairs of 33 roads under the Marketing Board through the DLP. Furthermore, about 25 km of unpaved farm paths in the Hansi area will be converted into paved roads.
*Inauguration and Foundation Laying of Projects*
The Chief Minister inaugurated and laid the foundation stone of three development projects worth Rs. 77.30 crore. These include the foundation laying of a water management project worth Rs. 61.44 crore from Barwala Branch to Hansi city, the inauguration of a newly constructed 33 kV power substation in Dhandheri village built at a cost of Rs. 7.42 crore, and the inauguration of a power substation of similar capacity constructed in Lohari Ragho village at a cost of Rs. 8.44 crore.

*Haryana Government Seeks Suggestions on Draft Group-C Drivers Service Rules, 2025*
Chandigarh, December 16 - The Haryana Government has initiated the process of framing common service rules for Group-C Drivers across all state departments. The step is intended to standardize the recruitment and conditions of service for these posts.
A letter in this regard has been issued by the Human Resources Department to all Administrative Secretaries, requesting their suggestions and observations on the draft rules by December 31, 2025.
The draft rules will be called the Haryana Group-C Drivers (Recruitment and Conditions of Service Rules, 2025) and shall come into force from the date of their publication in the official Gazette.
For direct recruitment, the age limit is set between 18 and 42 years. Relaxations in the upper age limit shall be provided for candidates belonging to Scheduled Castes, Backward classes, Ex-Servicemen, and persons with Disability categories, as fixed by the Government from time to time. Regarding qualifications, all drivers, whether appointed by direct recruitment or transfer/deputation, must have a minimum of 10+2 or its equivalent, a valid driving licence for light or heavy transport vehicle that is at least three years old, and must have passed the driving test. Additionally, passing Hindi or Sanskrit as one of the subjects in the Matric Standard, or Hindi as one of the subjects in a higher standard, is compulsory for all irrespective of the mode of appointment.
The selection process for the post of Driver shall comprise a written examination of total 100 marks. The selection process will include a skill test of driving for light/heavy vehicles as well, as prescribed in the service rules of the concerned department. The new common rules will have an overriding effect and will prevail over any departmental service rules framed for the posts of Driver under article 309 of the Constitution of India.

Chandigarh, December 16 – Haryana Environment, Forest and Wild Life Rao Narbir Singh said that climate change today is not just a challenge for one country but has become one of the biggest global concerns. International seminars are being organised on this serious issue, where environmental experts are sharing their experiences and carrying out new research.
He said that environmental imbalance in India’s NCR region is a matter of serious concern. The Haryana Government is committed to controlling environmental pollution and is ensuring strict compliance with the directions issued by the National Green Tribunal (NGT) and the Supreme Court.
To address air pollution, the World Bank has also taken an initiative. Under this, a proposal has been made to provide Haryana with assistance of about Rs. 3,000 crore till the year 2030, out of which Rs. 1,000 crore will be provided in the first phase by 2026. All necessary procedures in this regard are being completed by the department.
Rao Narbir Singh recently reviewed the current status of environmental pollution control and directed officers to prepare a future action plan. He said that during November–December, the problem of smog in Delhi and surrounding areas is not caused only by stubble burning or seasonal factors, but vehicle emissions, construction activities, and industrial emissions are also major contributors.
He said that during this period, the Central Government implements GRAP–III and IV to control air pollution, which is followed by all NCR-adjacent states. To tighten control over vehicular pollution, regular inspections of pollution-check equipment installed at petrol pumps will now be conducted by officers of the Environment Department. Further, the responsibility of regulating companies issuing pollution certificates will now be transferred from the Transport Department to the Haryana State Pollution Control Board.
He made it clear that pollution control should not remain limited to paperwork, but its real and positive impact should be visible in the lives of the common people. He directed all departments to work in coordination, fix responsibilities, and give top priority to the goal of providing clean air and pure water to citizens.
He said that no country can become developed without industries. Keeping in mind Haryana’s agrarian character and the vision of Developed India–2047, the state will establish a new identity in industrial development. For this purpose, a comprehensive industrial roadmap for the next five years is being prepared, under which 10 new Industrial Model Townships (IMTs) will be developed in the state. Out of these, two IMTs will be established around Gurugram.
He also informed that on the occasion of Pravasi Bharatiya Divas, a “Global Investment Summit” will be organised in Gurugram, in which investors from India and abroad will be invited to set up industries in Haryana.
The Industry minister said that the government’s objective is to make Gurugram an ideal example of environmental conservation along with industrial development. For this, support will be taken from large industrial units through CSR funds under the “Green Gurugram Campaign.”
Gurugram and Sohna to be developed with Hi-Tech nurseries
The Forest Department has prepared a plan to develop all nurseries in Gurugram and Sohna as model hi-tech nurseries. These nurseries will prepare plants that can be planted in different parts of the city after one to two years. For this purpose, modern nurseries of South India will be studied and similar advanced nurseries will be developed in Haryana.

Chandigarh, December 16 – Haryana Cooperation, Heritage and Tourism Minister, Dr. Arvind Sharma said that to realise Prime Minister, Sh. Narendra Modi’s vision of a Developed India, Union Home and Cooperation Minister, Sh. Amit Shah has set a target of establishing 150 new sugar mills across the country. In this direction, the process of setting up a cooperative sugar mill in Naraingarh, Haryana, is underway. He said that Chief Minister, Sh. Nayab Singh Saini has announced the sugarcane price at Rs. 415 per quintal. Haryana today stands ahead of other states in terms of sugarcane payments and facilities provided to farmers.
Dr. Arvind Sharma on Tuesday formally inaugurated the 36th crushing season (2025–26) of the Meham Cooperative Sugar Mill. He said that Prime Minister, Sh. Narendra Modi, who has always been sensitive towards farmers’ welfare, has recently released an installment of Rs. 9.18 crore to farmers under the PM Kisan Samman Nidhi Scheme. The government is continuously working for the welfare of farmers.
Dr. Sharma said that the cooperative sector will play an important role in achieving the goal of making India a developed nation by the year 2047. Several sugar mills in the state have been expanded. Sugar mills are the result of farmers’ struggles and collective efforts. The sugar industry will make a significant contribution towards building a self-reliant India.
Addressing the farmers present on the occasion, he urged them to increase the sugarcane cultivation area and join sugar mills in larger numbers. Under the leadership of Prime Minister, Sh. Narendra Modi and Chief Minister, Sh. Nayab Singh Saini, the government is committed to protecting farmers’ interests. He assured that payments for sugarcane will be made on time during the current crushing season. The government is also making efforts to resolve issues related to sugarcane harvesting.
Dr. Arvind Sharma said that Chief Minister, Sh. Nayab Singh Saini has increased the sugarcane price even before the start of the crushing season. The government has fixed the rate at Rs. 415 per quintal for early varieties and Rs. 408 per quintal for medium and late varieties. The entire payment for the sugarcane crop of the 2024–25 crushing season has already been made to farmers.
He said that special emphasis will be laid on increasing sugar recovery rate and improving sugar quality during the current crushing season to strengthen the financial position of the mill. He directed the mill administration to enhance communication with farmers and encourage sugarcane cultivation over a larger area. At present, 1,200 farmers are associated with the Meham Sugar Mill, and 200 new farmers have joined the mill this year. The sugarcane area has also increased.
The Cooperation Minister said that under the leadership of Prime Minister, Sh. Narendra Modi and Chief Minister, Sh. Nayab Singh Saini, the Central and State Governments are continuously implementing new schemes for the welfare of every section of society. Under the Deen Dayal Lado Lakshmi Scheme, benefits have been provided to 7.5 lakh women. Interest on loans taken by farmers from PACS has been waived. Compensation has been released to farmers affected by natural disasters. Relief has also been provided to farmers under the Bhavantar Bharpai Yojana. Various incentives are being given to sugarcane growers, and sugarcane payments are being made regularly by sugar mills with government support.

Chandigarh, December 16 – Haryana Energy Minister, Sh. Anil Vij said that the Pradhanmantri Surya Ghar Muft Bijli Yojana will be expanded across the state in the form of a campaign so that Haryana emerges as the leading state in the country in implementing this scheme and rooftop solar systems are installed in the maximum number of households. In this regard, Sh. Vij said that monitoring committees will be constituted by the Uttar Haryana Bijli Vitran Nigam and the Dakshin Haryana Bijli Vitran Nigam to ensure rapid expansion of the PM Surya Ghar Muft Bijli Yojana.
Sh. Vij was chairing a review meeting today in Chandigarh with senior officers of the Energy Department regarding the implementation of the PM Surya Ghar Muft Bijli Yojana.
The Energy Minister directed officers that monitoring committees should be formed by both power distribution corporations to speed up the expansion of the scheme, so that complete information related to the installation of rooftop solar systems under the scheme is readily available. He further directed that an online system be developed to ensure real-time availability of information regarding solar systems installed at each household, so that it can be clearly tracked how many rooftop solar systems have been installed so far in different divisions, circles, and other units.
*Explore possibilities of appointing a dedicated agency for installing rooftop solar systems in the state – Vij*
During the meeting, the Energy Minister also directed officers to explore the possibility of appointing a dedicated agency to install the maximum number of solar systems in Haryana. He said such an agency could be engaged to cover as many eligible households as possible for the installation of rooftop solar systems, thereby promoting green energy and connecting a larger number of people with the scheme. He added that such an agency could install rooftop solar systems at the homes of eligible beneficiaries and help expand the reach of the scheme extensively.
*A revolving fund of Rs.200 crore to accelerate the expansion of the PM Surya Ghar Muft Bijli Yojana – Vij*
Sh. Vij said that a revolving fund could be created for this purpose. Officers informed the Energy Minister that Rs.100 crore each would be allocated to the Uttar Haryana Bijli Vitran Nigam and the Dakshin Haryana Bijli Vitran Nigam, and that government approval for this allocation has already been obtained. With the availability of this fund, the PM Surya Ghar Muft Bijli Yojana will be expanded at a much faster pace.
During the meeting, the Principal Secretary of the Energy Department, Sh. Shyamal Misra, assured the Energy Minister that the PM Surya Ghar Muft Bijli Yojana would be rapidly expanded and closely monitored. Sh. Misra stated that the scheme would be implemented through a target-based approach. In response, Sh. Vij directed officers to also utilize digital advertisements and other promotional tools to expand the scheme, so that more and more people become aware of the PM Surya Ghar Muft Bijli Yojana.

During the meeting, Principal Secretary Sh. He stated that under the PM Surya Ghar Muft Bijli Yojana, solar systems are to be installed in approximately one crore households, for which a provision of around Rs.75,021 crore has been made. The scheme was launched on February 13, 2024.
He further informed that during the years 2025–26 and 2026–27, the Uttar Haryana Bijli Vitran Nigam has set a target of installing rooftop solar systems in 1 lakh households, while the Dakshin Haryana Bijli Vitran Nigam has set a target of installing 1.22 lakh rooftop solar systems. He added that under the PM Surya Ghar Muft Bijli Yojana, eligible beneficiaries with an annual income of up to Rs.1.80 lakh are provided a subsidy of Rs.60,000 by the Central Government and Rs.50,000 by the State Government for installing rooftop solar systems of up to 2 kilowatts—amounting to a total subsidy of Rs.1.10 lakh.
Principal Secretary, Energy Department Sh. Shyamal Misra, Managing Director, Uttar Haryana Bijli Vitran Nigam Sh. Mani Ram Sharma, Director, Department of New and Renewable Energy, Smt. Sangeeta Tetarwal, along with other senior officers of the department remained present during the meeting.
