Chandigarh, August 10: Haryana Chief Minister Sh. Nayab Singh Saini said that the Tricolour represents the sacrifice of freedom fighters, the valour of brave soldiers, the penance of mothers, the hard work of farmers and the dreams of our youth. The whole Kurukshetra is conveying a single message—that nothing is greater than the nation, and there is no greater pride than waving the Tricolour.

At the call of Prime Minister Sh. Narendra Modi, the Har Ghar Tiranga campaign has now become a mass movement and a celebration of national pride. Launched in 2022, the campaign has strengthened the emotional bond of every citizen with the National Flag.

Chief Minister Sh. Nayab Singh Saini was addressing the state-level Tiranga Yatra organised in the Ladwa and Thanesar Assembly constituencies on Monday. Earlier, the Chief Minister flagged off the state-level Tiranga Yatra from Pipli Mandal. MP Sh. Naveen Jindal, former Minister of State Sh. Subhash Sudha, along with thousands of citizens and party workers, participated in the yatra. The Tiranga Yatra passed through the Police Lines, New Bus Stand and Dronacharya Stadium before concluding at the Shaheedi Smarak located at the Mini Secretariat in Thanesar.

Thousands of people participated in the yatra, carrying the Tricolour in their hands and raising spirited slogans of Bharat Mata Ki Jai, filling the atmosphere with the spirit of patriotism.

At the Shaheedi Smarak, Chief Minister Sh. Nayab Singh Saini paid floral tribute to the martyrs and honoured their family members by presenting them with shawls. Thereafter, Chief Minister Sh. Nayab Singh Saini, MP Sh. Naveen Jindal and former Minister of State Sh. Subhash Sudha planted Kadam saplings at the Shaheedi Smarak.

Chief Minister Sh. Nayab Singh Saini said that seeing the Tricolour in the hands of the common people filled his heart with reverence and patriotism. Kurukshetra is no ordinary land. It is the sacred land where Lord Shri Krishna gave humanity the immortal message of the Shrimad Bhagavad Gita—never step back from your duty. It is from this very land that the Tiranga Yatra is being taken out. This remarkable coincidence reminds us that fulfilling our duty towards the nation is the Rashtra Dharma of the modern era. He said that the Gita teaches us Karmayoga, while the Tricolour teaches us Rashtrayoga.

The Chief Minister said that there was a time when the Tricolour was seen only on government buildings. Today, it is waving in every street, every village, every rooftop, every shop and in the hearts of every Indian. When the Tricolour adorns a farmer’s tractor, every particle of the soil is filled with patriotism. And when a child walks carrying the Tricolour in his or her hands, we see in that child the future of a Viksit Bharat.

He said that today, in front of the Tricolour, our resolve should be that no daughter will remain deprived of education, no daughter will feel unsafe, and no daughter’s dreams will be restricted by discrimination.

He said that Prime Minister Sh. Narendra Modi has placed before the nation the resolve to make India a developed nation by 2047. When India completes 100 years of independence in 2047, what the country will look like will be determined by our actions today. He said that Haryana’s role in this grand vision of a Viksit Bharat is extremely important. We must modernise our villages without forgetting our culture.

The Chief Minister said that the Tiranga Yatra should also convey the message of social unity. Our languages may be different, our attire may be different and our ways of worship may be different, but our Tricolour is one. The Tricolour is the identity and heartbeat of 1.4 billion Indians. When the Tricolour flutters, all distinctions of big and small, rich and poor, urban and rural disappear. The only identity that remains is that we are all Indians.

He said that as the Tiranga Yatra moves forward, our resolve should also move forward with every step. There should be a Tricolour in every hand, India in every heart and national interest in every action. The Tricolour should flutter not only on the rooftops of our homes but should also be visible in our character.

Kurukshetra Lok Sabha MP Sh. Naveen Jindal said that the sight of the Tricolour in every hand in the holy city of Kurukshetra today represents a dream he had seen 34 years ago in the United States. Citizens in the US used to fly their national flag at their homes. This inspired him to dream that the same could be done in India. He fought a legal battle for 10 years and, with the support of his associates, succeeded in securing this right.

He appealed to citizens to rise above politics, caste and religion and hoist the Tricolour at their homes. He said that this is the resolve that will show the way towards achieving the goal of a developed India. The Tricolour is our identity and Vande Mataram is our voice. He said that Vande Mataram is completing 150 years.

He said that under the leadership of Chief Minister Sh. Nayab Singh Saini, Haryana is steadily moving towards becoming a developed state.

He said that whatever was sought for Kurukshetra was provided by Chief Minister Sh. Nayab Singh Saini. Former Minister Sh. Subhash Sudha also addressed the Tiranga Yatra on the occasion. Thousands of people participated in the Tiranga Yatra.

Chief Minister Transfers Over Rs. 1,595 Crore to Bank Accounts of More Than 50 Lakh Beneficiaries

Rs. 209.62 crore released to 9.98 lakh women as 10th instalment of Deen Dayal Lado Lakshmi Yojana

Assistance under Social Security Pension, Dayalu Yojana, Har Ghar-Har Grihini and Green Manure Scheme also transferred directly to beneficiaries

Chandigarh, August 10- Haryana Chief Minister, Sh. Nayab Singh Saini on Monday transferred Rs. 1,595 crore 50 lakh directly into the bank accounts of 50,04,873 eligible beneficiaries under various welfare schemes through Direct Benefit Transfer (DBT), extending a major benefit to lakhs of families across the state. By transferring the assistance directly into the beneficiaries’ bank accounts, the government has further strengthened a transparent and good governance-based system.

The Chief Minister specifically released the 10th instalment of the Deen Dayal Lado Lakshmi Yojana. Under this instalment, Rs. 209 crore 62 lakh was transferred to the bank accounts of 9,98,000 women. With this, a total of Rs. 2,042 crore 31 lakh has so far been provided to beneficiaries in 10 instalments under the scheme.

Income limit under Lado Lakshmi Yojana to be raised to Rs. 1.80 lakh

The Chief Minister said the State Government had launched the ‘Deen Dayal Lado Lakshmi’ app on September 25 on the occasion of the 109th birth anniversary of Pandit Deen Dayal Upadhyaya Ji. An allocation of Rs. 5,000 crore had been made for the scheme in the very first Budget, he said.

He said that this year, on the birth anniversary of Pandit Deen Dayal Upadhyaya Ji, the annual income limit prescribed under the scheme would be increased from Rs. 1 lakh to Rs. 1.80 lakh. He added that an allocation of Rs. 6,500 crore had been made for the Lado Lakshmi Yojana in the Budget for the current financial year. This would pave the way for more eligible women to benefit from the scheme.

The Chief Minister appealed to women from families with an annual income of Rs. 1.80 lakh to register for the Deen Dayal Lado Lakshmi Yojana from September. He made it clear that no other benefit being received by any woman under any existing scheme would be stopped on account of availing the Lado Lakshmi Yojana. He said there was no need to be misled by the Opposition on this issue.

Rs. 1,124.94 crore of Social Security Pension transferred to 34.93 lakh beneficiaries

The Chief Minister also transferred Rs. 1,124 crore 94 lakh directly into the accounts of 34,93,978 beneficiaries under 15 Social Security Pension schemes. These include the Old Age Samman Allowance, Disability Allowance and other social security pensions.

He said the government had changed the system by adopting a ‘pro-active model’. Under this system, eligibility is automatically determined on the basis of the Parivar Pehchan Patra database, enabling eligible citizens to receive the benefits of allowances at home without having to visit government offices or submit applications.

Sh. Nayab Singh Saini said the payment being made through Direct Benefit Transfer reflected the government’s commitment to transparency and good governance. This is ensuring that government assistance reaches those in need directly and promptly, he added.

Rs. 234.77 crore assistance provided to 6,224 families under Dayalu Yojana

The Chief Minister provided financial assistance of Rs. 234 crore 77 lakh to 6,224 families under the Dayalu Yojana today.With the amount released today, a total of Rs. 3,152 crore 48 lakh has so far been provided as financial assistance to 83,536 families under the scheme.

He said ‘Dayalu Yojana-2’ had been implemented in the state from September 11. The objective of the scheme is to provide financial assistance to families affected by accidental death, disability or injuries caused by dog bites and attacks by animals such as cows, bulls, oxen, donkeys, dogs, nilgai and buffaloes.

Har Ghar-Har Grihini’ subsidy transferred to accounts of 4.93 lakh women

The Chief Minister also transferred Rs. 19.17 crore, representing the subsidy for June under the Har Ghar-Har Grihini Yojana, into the bank accounts of 4,93,434 women.

He said that fulfilling the promise made during the elections, eligible women are being provided LPG cylinders at Rs. 500 per month.

With the amount released today, a total of Rs. 340 crore 14 lakh has so far been transferred into the bank accounts of 15,06,364 eligible women under the scheme.

Rs. 7 crore incentive transferred to 13,237 farmers for adopting green manure

Promoting environment-friendly farming, the Chief Minister transferred Rs. 7 crore into the accounts of 13,237 farmers as an incentive for adopting green manure. The amount has been released for adopting dhaincha and moong as green manure over 70,000 acres during Kharif 2026-27. He said the initiative aimed to promote crop diversification and water conservation in the state.

The Chief Minister said that the Green manure would help improve soil health, increase the nitrogen and organic matter content of the soil and enhance its water-holding capacity. It would also help reduce farmers’ dependence on chemical fertilisers.

He said that eligible farmers are being provided an incentive of Rs. 1,000 per acre for adopting green manure cultivation. Farmers are registered through the Meri Fasal-Mera Byora portal, following which crop verification is carried out as per the prescribed procedure, he said.

Green manure crops verified over 70,000 acres

Sh. Nayab Singh Saini said that during Kharif 2026, cultivation of dhaincha over 36,670 acres by 5,844 farmers had been verified. Similarly, cultivation of moong and other green manure crops over 33,330 acres by 7,393 farmers had been verified. Thus, during Kharif 2026, green manure crops over a total area of 70,000 acres cultivated by 13,237 farmers had been verified.

Focus on ensuring direct delivery of welfare benefits to eligible beneficiaries

The Chief Minister said the State Government’s policy is centred on transparency, good governance and ensuring that government assistance reaches eligible beneficiaries without any hindrance. Through the Parivar Pehchan Patra-based system, Direct Benefit Transfer and the pro-active model, the government is ensuring that eligible citizens do not have to make repeated visits to government offices to avail themselves of the benefits of welfare schemes, said Sh. Nayab Singh Saini.

He said schemes being implemented for the welfare of women, elderly persons, persons with disabilities, needy families and farmers are not limited merely to providing financial assistance. Their objective is also to empower the people of Haryana socially and economically.

Nayab Singh Saini, on Monday, remarked that Punjab Chief Minister Bhagwant Mann, instead of fulfilling the promises made to the people of Punjab, now seems to be busy worrying about Haryana. Bhagwant Mann now sees the Haryana Chief Minister even in his dreams, said Sh. Nayab Singh Saini while addressing a press conference here today.

He said that the Punjab Chief Minister should first account for the promises made to the people of his own state and tell them how many of those commitments had actually been fulfilled. The Aam Aadmi Party had made a series of tall promises to the people of Punjab before coming to power, but the people of the state today felt let down. With the Assembly elections only a few months away, he said, the same people are once again being subjected to fresh promises and announcements aimed at misleading them.

Sh. Nayab Singh Saini said that the Punjab Chief Minister can now be seen speaking from public platforms about releasing pension amounts for one or two months. If the intention was to provide benefits to women, why were these benefits not given from the very first year? he asked.

Haryana fulfilled its commitment to women in the very first Budget-CM

Sh. Nayab Singh Saini said that in contrast, the Haryana Government had honoured its commitment to women by deciding on its very first Budget to provide Rs. 2,100 to eligible women. He said the injustice suffered by women in Punjab could not be addressed merely by making a few announcements when elections are approaching. The people of Punjab deserve an account of the promises made to them, not another round of bogus political announcements, said Sh. Nayab Singh Saini.

AAP called itself staunchly honest, Punjab’s situation tells a different story-CM

The Chief Minister also launched a strong attack on the Aam Aadmi Party’s claim of being ‘staunchly honest’. He said the AAP had built its politics around the image of being a ‘staunchly honest’ party, but the present condition of Punjab raises serious questions about that claim. The Aam Aadmi Party used to call itself staunchly honest, but looking at the condition of Punjab today, one fails to understand what kind of honesty this is, Sh. Nayab Singh Saini said.

The Chief Minister said that the people of Punjab had first suffered exploitation under the Congress and that the Aam Aadmi Party had now taken that exploitation even a step ahead. He said the people of Punjab are well aware of the ground reality and will not be misled by political rhetoric and last-minute announcements.

If the Punjab CM claims there is a paper-leak gang, why doesn’t the Punjab Government act through its own police?

Responding to Punjab Chief Minister Bhagwant Mann’s allegations about a paper-leak gang in Haryana, Sh. Nayab Singh Saini said that if the Punjab Chief Minister genuinely believed that a paper leak gang was operating in Bhiwani, the Punjab Government should get its own police to take action. If you believe there is a paper leak gang operating in Bhiwani, why does the Punjab Government not take action through its own police? he questioned.

The Chief Minister said allegations without facts and political statements without evidence are neither appropriate nor responsible.

Bhiwani’s achievements speak for themselves

Sh. Nayab Singh Saini said Bhiwani, popularly known as Chhoti Kashi, had earned a distinct place for itself through its contribution to the state and the nation. He said sportspersons from Bhiwani had won five gold medals and brought glory to both Haryana and the country. This, he said, is a reflection of the dedication and hard work of the players as well as the results of the State Government’s sports policy.

The Chief Minister also pointed out that Bhiwani is the district associated with AAP leader Arvind Kejriwal and said this fact should also be kept in perspective while making allegations about the district. He said the Aam Aadmi Party and its leaders had developed a habit of making false statements, but the people of Haryana are fully aware of the facts and understood the difference between political rhetoric and ground reality.

BJP’s alliance is with the people of Punjab- Nayab Singh Saini

On questions regarding a possible alliance between the Bharatiya Janata Party and the Shiromani Akali Dal in Punjab, Sh. Nayab Singh Saini made it clear that the BJP’s alliance is with the people of Punjab. He said the people of Punjab had now realised that the state’s development and the welfare of its people could be ensured only through a double-engine government.

Referring to the recent meeting between Shiromani Akali Dal president Sukhbir Singh Badal and Prime Minister, Sh. Narendra Modi, he said the Prime Minister represented the aspirations and voice of 140 crore Indians. There is nothing unusual about anyone seeking a meeting with the Prime Minister. If anyone wants to meet him, they are free to do so, he said, adding that every meeting with the Prime Minister should not necessarily be viewed through a political lens.

BJP gaining ground in Punjab

The Chief Minister said public confidence in the BJP was steadily increasing in Punjab. He said the people had made up their minds that the state needed a government that could deliver tangible results in development, employment, security and public welfare. There is a favourable atmosphere for the BJP in Punjab, and the BJP is going to form the government in the state in the coming period, Sh. Nayab Singh Saini said.

No woman will lose any existing benefit; applications can be submitted in September

Clarifying the position on the Deen Dayal Lado Lakshmi Yojana, Chief Minister Sh. Nayab Singh Saini said women belonging to families with an annual income of up to Rs. 1.80 lakh would also be given an opportunity to apply for the scheme in September. He categorically assured that no woman would lose any benefit that she is already receiving.

The Chief Minister said some people are attempting to create confusion and mislead women over the scheme. He made it clear that the State Government remains firmly committed to safeguarding the interests of women and ensuring that eligible beneficiaries receive the benefits due to them.

In Punjab, an earlier pension was reduced under the Mukh Mantri Mawan Dheeyan Satkar Yojana

Sh. Nayab Singh Saini said people from Punjab had told him that after the ‘Mukh Mantri Mawan Dheeyan Satkar Yojana’ was introduced in the state, elderly persons who had earlier been receiving a monthly pension of Rs. 1,500 are no longer receiving that amount, as now they are getting only Rs. 1,000. He said the situation in Haryana is different. The Haryana Government, he said, is extending benefits to women strictly in accordance with the prescribed eligibility criteria.

Reiterating his assurance, the Chief Minister said, No woman in Haryana will have any existing benefit stopped. He said good governance and public welfare remained an unwavering commitment of the Haryana Government.

Opposition spreading lies, younger generation must know the reality of Congress rule

Taking on the Opposition, Sh. Nayab Singh Saini said it had made a practice of speaking without facts and continuously spreading misinformation. He stressed that it was important to make the younger generation aware of the reality of the Congress regime, as the hardships and difficulties of that period had actually been experienced by their elders.

The Chief Minister said that during the Congress era, people had to stand in long queues for several days, even in severe cold, to get LPG cylinders. He said the Congress had created a system in which people had to struggle even for basic necessities, but the younger generation today had not witnessed those difficulties and therefore needed to be made aware of the reality of that period.

In contrast, he said, Prime Minister Sh. Narendra Modi had transformed the delivery of government welfare by ensuring that benefits reached the intended beneficiaries directly through their bank accounts.

Sh. Nayab Singh Saini said the difference between the two approaches was clear, while people had earlier been forced to struggle to access basic government benefits, the present government had focused on ensuring direct, transparent and hassle-free delivery of welfare schemes to beneficiaries.

Haryana to observe Partition Horrors Remembrance Day on August 14

Sh. Nayab Singh Saini said Prime Minister, Sh. Narendra Modi had called upon the nation to observe August 14 as Partition Horrors Remembrance Day, recalling the immense human suffering caused by the Partition.

He said the freedom that the country celebrates today came at a tremendous human cost, with lakhs of people losing their lives and countless others enduring unimaginable suffering during the Partition.

Recalling the tragedy, the Chief Minister said August 14 marked the beginning of one of the darkest chapters in the country’s history, when lakhs of women, elderly persons, children and daughters were subjected to immense suffering. Many people were forced to leave behind their homes, livelihoods, businesses and even their families, he said.

Sh. Nayab Singh Saini said August 14 was an occasion to remember all those who lost everything during the Partition and to pay tribute to their courage and suffering.

He said programmes would be organised at different locations across Haryana with the objective of ensuring that the younger generation remained aware of the tragedy of Partition and understood the pain and hardships endured by people during that period.

Har Ghar Tiranga’ campaign emerging as a mass movement

The Chief Minister said Prime Minister Sh. Narendra Modi had called upon citizens to participate in Tiranga Yatras under the ‘Har Ghar Tiranga’ campaign and to hoist the national flag at their homes and establishments.

Following the Prime Minister’s appeal, he said, the campaign was steadily taking the shape of a mass movement across the country.

Sh. Nayab Singh Saini said the Tiranga Yatra had commenced from Narnaul on August 9, and lakhs of young people across Haryana are participating in various programmes with patriotic slogans of “Vande Mataram” and “Bharat Mata Ki Jai”.

He said the campaign was not an issue associated with any particular political party but a national endeavour in which every citizen should participate.

Calling upon people to come together in the spirit of national pride, the Chief Minister said Tiranga Yatras would be organised across Haryana to honour the revolutionaries and freedom fighters who made the supreme sacrifice for the country.

He said the national flag symbolised the sacrifices of those who fought for India’s freedom and urged people to participate in the campaign with a sense of collective responsibility and patriotism.

Haryana’s sports policy yielding results, sportspersons bringing laurels to the country and the world

The Chief Minister Sh. Nayab Singh Saini said the sports policy of Prime Minister Sh. Narendra Modi and the sports policy of the Haryana Government are yielding positive results. Today, Haryana’s sports persons are making their mark across the country and abroad and bringing laurels to the state, he said.

He said this was the result of the hard work of the sportspersons, the support of their families and the facilities being provided by the government. He said Haryana had around 2,000 sports nurseries and that sports infrastructure in the state was being continuously strengthened.

The Chief Minister said that during the Congress regime, there were only announcements regarding sports, whereas the BJP Government had worked on the ground to provide better sports facilities, training and opportunities to sportspersons.

Talks underway with electricity employees

Responding to a question regarding the strike by electricity employees, Chief Minister Sh. Nayab Singh Saini said that talks are underway between the government and the electricity employees.

He said the government is serious about the issues of the employees and is making efforts to find a solution through a positive dialogue.

Deadline Extended for Submission of Rooftop Solar Undertaking Forms for Government Houses in Chandigarh

Employees to Submit Undertaking Forms by August 31

Chandigarh, August 10: The Chandigarh Administration has extended the deadline for employees residing in government houses to submit their option/undertaking forms regarding the use of the rooftop solar energy system. Haryana Government employees residing in government houses allotted by the Administration can now submit their option/undertaking forms by August 31, 2026.

The House Allotment Committee has clarified that if an employee’s undertaking form is not received by August 31, 2026, it will be deemed that the concerned employee has not given consent for the use of the rooftop solar energy facility.

It may be noted that this initiative is being undertaken under the Central Government’s initiative with the objective of ensuring 100 per cent installation of rooftop solar systems in government residential buildings.

According to the Administration, the process has been initiated following representations received from government employees regarding solar user charges. Under this process, employees will have to select one of the prescribed options in the undertaking form. They may either consent to use the electricity generated by the rooftop solar plant and pay the prescribed user charges. Alternatively, they may opt not to use the facility or state that the option is not applicable to them.

The undertaking also states that employees who opt to use solar energy will be required to pay the prescribed solar user charges and allow authorised personnel access to the premises for maintenance of the solar plant. In the case of employees who do not wish to use the facility, the electricity generated by the rooftop solar plant will be transferred to the electricity distribution licensee through the gross metering system, as per the prevailing rules.

‘Har Ghar Tiranga’ Campaign Aims to Strengthen the Spirit of Patriotism among Every Citizen- Shyam Singh Rana

Chandigarh, August 10- Haryana Agriculture and Farmers’ Welfare, Fisheries and Animal Husbandry Minister, Sh. Shyam Singh Rana said the ‘Har Ghar Tiranga’ campaign, being organised across every corner of the country and the state following the call of Prime Minister, Sh. Narendra Modi, aims to strengthen the spirit of patriotism among every citizen. He said the campaign seeks to further strengthen the feelings of patriotism, national pride and respect for the national flag in the hearts of every citizen.

The Agriculture Minister said the ‘Har Ghar Tiranga’ campaign would be organised this year on a broader, more effective and more participatory scale. He said the Tricolour was integral to the identity of the nation and a symbol of the country’s unity. Every citizen, he added, was ready to make any sacrifice to uphold the honour and dignity of the national flag. This Tiranga Yatra will imbue every citizen with the spirit of patriotism, he said.

Sh. Shyam Singh Rana said the country had attained freedom after the sacrifices of millions of brave freedom fighters and it was the collective responsibility of every citizen to preserve that freedom.

He said that under the ‘Har Ghar Tiranga’ campaign, a range of programmes would be organised across all districts of Haryana at Anganwadi centres as well as at village, block and district levels. These would include Tiranga Yatras, Tiranga pledges, runs, fairs, canvas activities, singing of Vande Mataram, the National Anthem and ‘Har Ghar Tiranga’ programmes.

Paying tribute to those who sacrificed their lives for the nation

The Agriculture Minister said the country’s soldiers were prepared to shed every drop of their blood to uphold the honour of the Tricolour. Countless brave soldiers had laid down their lives for the freedom of the country, he said, adding that every citizen would always remember their sacrifice and draw inspiration from their supreme service to the nation.

He said the campaign was being organised across the country under the guidance of the Prime Minister. The enthusiasm and passion of the people participating in the ‘Har Ghar Tiranga’ campaign, he added, were also inspiring the soldiers of the country.

Chief Electoral Officer Reviews Progress of SIR Work with Deputy Commissioners

Directs districts to ensure timely, transparent and effective completion

Chandigarh, August 10- Chief Electoral Officer Haryana, Sh. A. Sreenivas held a video conference with all Deputy Commissioner-cum-District Election Officers to review the progress of ongoing electoral roll revision work under the Special Intensive Revision (SIR).

During the meeting, detailed discussions were held on various important aspects of the SIR process and measures to ensure its timely, transparent and effective completion across the State. Besides this, the status of preparation, printing and distribution of notices was reviewed. Discussions were also held on preparing lists of claims and objections received under Forms 9, 10, 11, 11A and 11B and sharing these lists with political parties weekly. Necessary directions in this regard were also discussed.

The progress in the disposal of Forms 6, 7 and 8 was also reviewed. The meeting further discussed organising special camps for eligible citizens registering as voters for the first time. A total of 17,926 Form 6 applications and 17,647 Form 8 applications have been received in the State. It was emphasised that a declaration is required to be submitted along with Forms 6 and 8.

The role of BLA-II (Booth Level Agent-II) was also discussed in detail. The meeting deliberated on the participation of political parties in the SIR process, coordination at the booth level and the role of BLA-II in matters relating to claims and objections. During the period for filing claims and objections, which continues till August 30, each BLA-II may submit a maximum of 30 forms, along with an undertaking, to the BLO.

The Chief Electoral Officer emphasised the need for continuous monitoring of SIR-related work, better coordination and completion of the exercise within the stipulated timeline. In the meeting, detailed discussions were also held on challenges emerging at the district level and measures for their effective resolution.

Chandigarh, August 10- As part of the special programmes organised by the State Government to mark Haryana’s completion of 60 glorious years of its journey, Chief Minister Sh. Nayab Singh Saini on Monday launched the Haryana Progressive MSME and Export Promotion Policy-2026 in Karnal. On the occasion, he extended his greetings and best wishes to the entrepreneurs of the state.

Vidhan Sabha Speaker Sh. Harvinder Kalyan, Industry and Commerce Minister, Sh. Rao Narbir Singh, public representatives, representatives of the industry, MSMEs, exporters, financial institutions and industry associations, besides entrepreneurs from Haryana and neighbouring states, were present on the occasion.

The Chief Minister said Haryana was entering the seventh decade of its development journey. The occasion, he said, was not only an opportunity to recall the state’s six-decade-long journey of development, but also to take new resolutions for the future.

He said Haryana had established itself among the country’s leading manufacturing economies on the strength of entrepreneurship, and the State Government was continuously working to take the state towards the next phase of industrial development.

Sh. Nayab Singh Saini said the real strength of any state came from its entrepreneurs, who transformed their dreams into industries, hard work into production and courage into employment. He said the government is endeavouring to create an environment where entrepreneurs could have confidence and better opportunities to establish, expand and grow their businesses.

The Chief Minister said the Haryana Progressive MSME and Export Promotion Policy-2026 was an important step towards giving a new direction to the MSME sector in the state. Through the policy, emphasis has been laid on strengthening access to finance, industrial infrastructure, technology, exports, skills and markets for entrepreneurs, said Nayab Singh Saini.

He said the government’s objective was to create an industrial and business ecosystem where innovation was encouraged, new enterprises were established, and employment opportunities expanded.

The Chief Minister said the government’s vision was to ensure that industries did not remain confined to big cities but became the identity of every district and every region of Haryana. He said the benefits of opportunities should reach the last entrepreneur in the state and local talent and resources should be transformed into a new force for development.

Sh. Nayab Singh Saini said the government was committed to making Haryana not merely a centre of investment, but also a capital of innovation, employment and trust. He expressed confidence that in the coming years, no young person from the state would feel the need to move outside Haryana in search of opportunities, but would proudly say, ‘Opportunities are in Haryana, and the future is also in Haryana.’

Policy focuses on ‘Make in India’ and ‘Make in Haryana’

The Chief Minister said the new policy had been prepared with ‘Make in India’ and ‘Make in Haryana’ at its core. The government’s objective was to promote micro, small and medium enterprises in the state and create new opportunities for investment and employment, he said.

An MSME Directorate has been constituted to promote industries

Sh. Nayab Singh Saini further shared that the government has also accorded priority to environmental protection under the policy. Through the Green Investment Fund, environment-friendly investments and green technologies will be encouraged.

The new policy is expected to promote the use of modern technology in industries. This, in turn, will create more employment and self-employment opportunities for youth and new entrepreneurs. The government’s goal is to develop Haryana as one of the country’s leading industrial and export hubs, he said.

During the programme, the Chief Minister also unveiled the policy document and a coffee-table book. On the occasion, he also inaugurated an exhibition showcasing products, technologies and success stories developed by MSMEs from different parts of Haryana.

Haryana Vidhan Sabha Speaker, Sh. Harvinder Kalyan said the MSME and Export Promotion Policy was an important step towards creating a better business environment and a strong ecosystem for industries in the state.

He said Haryana had immense potential in industry and entrepreneurship. With Haryana sharing its boundary with Delhi on three sides and having better infrastructure and facilities, the state was an important destination from the investment perspective, he said.

He said the objective of the policy was to provide new investors and entrepreneurs with appropriate opportunities and a roadmap to move forward. At the same time, it would encourage already established industries to expand and enhance their capacities, he said.

Sh. Harvinder Kalyan said the industry had an important role to play in fulfilling Prime Minister Narendra Modi’s resolve to make India a developed nation by 2047.

Entrepreneurs invest, work hard and take risks, he said, adding that these efforts strengthen the economy of both the state and the country.

Industry and Commerce Minister, Sh. Rao Narbir Singh said industry played a significant role in the economies of all developed nations across the world.

Alongside large industries, the MSME sector also makes an important contribution towards strengthening the pace of economic growth, he said.

He called upon entrepreneurs to develop quality products that could create demand and recognition in domestic as well as international markets.

For products manufactured in Haryana to establish a reputation for quality in international markets, the industry would have to maintain a continuous focus on innovation and quality, he said.

The Cabinet Minister said environmental protection was equally essential along with economic growth. He stressed the need to promote the use of environment-friendly materials during production and packaging in industries.

He urged entrepreneurs to focus on developing packaging materials that could decompose easily and would not harm the environment.

Nayab Singh Saini has placed the State’s 15 lakh MSMEs at the centre of its next phase of economic growth, with a new five-year roadmap aimed at helping enterprises scale up, modernise and compete in domestic and global markets. The Haryana Progressive MSME & Export Promotion Policy 2026 brings together 60 transformative initiatives covering finance, industrial infrastructure, technology, innovation, exports, sustainability and skills, with targets of attracting more than Rs. 55,000 crore in manufacturing investment, creating over five lakh new jobs and doubling Haryana’s exports by 2031.

A key institutional reform under the new policy is the establishment of a dedicated MSME Directorate, aimed at providing focused institutional support to Haryana’s vast MSME base and strengthening the ecosystem for enterprise growth. The move complements the Government’s broader strategy of facilitating investment, technology adoption, access to finance, infrastructure and markets for MSMEs across the State.

From Enterprise Creation to Enterprise Expansion

The policy marks a strategic shift from merely creating enterprises to enabling existing enterprises to grow, modernise and move up the value chain. Under the Haryana Udyam Vikas Mission, MSMEs in identified thrust sectors will receive support through capital investment subsidy, interest subsidy, stamp duty reimbursement, employment-generation assistance, insurance support and incentives for testing, automation, artificial intelligence and research and development. A State Venture Capital Fund and a Sectoral Credit Guarantee Fund have also been proposed to improve access to institutional finance and promote collateral-free lending.

Building a Future-Ready Industrial Ecosystem

The growth push will be backed by stronger industrial infrastructure and a simpler business environment. The policy provides for larger Cluster Plug & Play Industrial Estates and Common Facility Centres, while strengthening the Single Window System and introducing an MSME Right to Business Framework to reduce the time, cost and complexity of doing business. To make Haryana’s enterprises future-ready, the Government will promote automation, Industry 4.0, AI, advanced manufacturing, quality certification and R&D, supported by new Centres of Excellence, stronger industry-academia partnerships and convergence with the Government of India’s RAMP Programme.

Taking Haryana’s MSMEs from Local Markets to Global Value Chains

A major focus is on taking Haryana’s MSMEs from local markets to global value chains. The policy provides support for international quality certifications, export credit and insurance, freight assistance, e-commerce registration and participation in international trade fairs. The Mukhya Mantri Pratham Niryatak Protsahan Yojana will encourage first-time exporters by supporting the cost of securing their first international buyer.

The Haryana Niryat Centre will serve as a one-stop platform for export documentation, compliance, logistics, market intelligence and buyer connect, while Udaan Dwaar will facilitate export matchmaking, technology partnerships, international joint ventures and investor engagement. Reverse Buyer-Seller Meets, international roadshows, digital MSME pavilions and vendor development programmes will further connect Haryana enterprises with domestic and global value chains.

AI-Powered Haryana Udyog Saathi to Simplify Access to Policy Benefits

Reinforcing the technology-led approach, Chief Minister Shri Nayab Singh Saini has also launched Haryana Udyog Saathi, an AI-powered multilingual policy assistant that enables entrepreneurs to access information on incentives, eligibility, documentation and application procedures through voice or text.

The platform assists in Hindi, English, Hinglish, Haryanvi and Punjabi and covers the Haryana Progressive MSME & Export Promotion Policy 2026 and the Haryana Agri-Business & Food Processing Policy 2026.

Green and Inclusive Growth at the Core of Haryana’s Next Industrial Phase

The policy also puts green and inclusive industrial growth at the centre of Haryana’s next phase of development. It promotes cleaner production, renewable energy, resource efficiency and circular economy practices, while supporting Effluent Treatment Plants and Zero Liquid Discharge systems and proposing a dedicated Green Investment Fund.

Special initiatives will promote entrepreneurship among women, Scheduled Castes, Divyangjan, transgender entrepreneurs, ex-servicemen, Agniveers and first-generation entrepreneurs, alongside measures for skill development, employment generation and balanced regional industrial growth. As Haryana moves into its seventh decade, the 60-initiative roadmap seeks to build a new generation of globally competitive enterprises and further strengthen the State’s position as a leading manufacturing and export destination, contributing to the national vision of Viksit Bharat 2047.

Chief Minister offers prayers at Sthaneshwar Mahadev Temple on the second Monday of Sawan

Prays for peace, prosperity and well-being of the people of Haryana

Chandigarh, August 10- Haryana Chief Minister, Sh. Nayab Singh Saini said that the State Government has taken several initiatives to place Kurukshetra prominently on the global religious tourism map, he said.

He said the month of Sawan was dedicated to Lord Shiva and that he was fortunate to have received the opportunity to seek the blessings of Baba on the second Monday of Sawan. He prayed to Lord Shiva for continued peace, prosperity and happiness in Haryana.

On the auspicious occasion of the second Monday of Sawan, the Chief Minister visited the Sthaneshwar Mahadev Temple in Kurukshetra and offered prayers to Lord Shiva.

Amid the chanting of religious hymns and rituals, the Chief Minister performed Jalabhishek of Lord Shiva and offered belpatra, dhatura and flowers, praying for peace, prosperity and well-being of the people of the state.

After offering prayers, Chief Minister Sh. Nayab Singh Saini interacted with devotees at the temple and listened to their concerns.

The Chief Minister said Sthaneshwar Mahadev Temple is a centre of faith in Kurukshetra. According to belief, the Pandavas had installed a Shivling and worshipped Lord Shiva at this very place after the Mahabharata war, he said.

He said the administration had made adequate arrangements to facilitate devotees visiting the area for the Kanwar Yatra and Jalabhishek during Sawan.

The Chief Minister appealed to citizens to remain mindful of the environment during the holy month of Sawan, avoid the use of plastic and maintain cleanliness in the temple premises.

Haryana picks Mahendragarh & Kaithal for pilot project of digital fertiliser sale system

Chandigarh, August 10: The Haryana Government has chosen Mahendragarh and Kaithal for the pilot implementation of the Framework for Fertilizer Sales (FFS), signalling a shift towards advance digital booking and traceable distribution of subsidised fertilisers in the state.

The decision was taken at a meeting chaired by Chief Secretary Sh. Anurag Rastogi here today, where the government also examined the proposed mechanism for linking cultivator information available on Meri Fasal Mera Byora (MFMB) with the Farmer Registry. The selection of the two districts is part of the government's effort to test the system at the field level before considering its wider rollout.

Under the FFS mechanism being introduced, farmers will be required to apply in advance for their fertiliser requirement through the digital platform. The system provides for selection of a preferred authorised fertiliser outlet and generation of a QR code/token-based allotment after the booking is processed. This is aimed at replacing an entirely walk-in-based purchase process with a system in which the government can know the demand in advance and plan fertiliser supplies accordingly.

Additional Chief Secretary, Agriculture & Farmers’ Welfare, Sh. Vijayendra Kumar informed that the system will assess the fertiliser requirement on the basis of the crop and cultivated area declared by the farmer. Farmers can seek the recommended quantity or a lower quantity, subject to the prescribed norms.

He said the FFS process provides for Aadhaar-based biometric e-KYC or OTP authentication. Applications can be submitted through the mobile application or web platform, while assisted access is envisaged through Common Service Centres, cooperative societies/PACS, authorised retailers, departmental sub-depots and extension workers.

A key feature of the proposed system is that farmers can choose their preferred fertiliser sales outlet in advance. Once the booking is approved, the farmer will use the prescribed QR code/token or booking confirmation at the selected outlet.

Alongside the fertiliser-sale pilot, Haryana is working on a mechanism to transfer verified cultivator information from MFMB to the Farmer Registry.

The proposed SOP provides that farmers will declare the land they are cultivating through MFMB during the notified crop-season registration period and select the relevant land parcel from the Revenue Records database integrated with the portal.

Following verification, cultivator information will be shared with the Farmer Registry through secured APIs. The proposed data set includes farmer details, land parcel details, crop season, ownership details and consent status, wherever applicable.

Once registration is successfully completed, a unique Farmer ID will be generated and linked to eligible cultivation records. The system will maintain cultivator status on a crop-season basis, allowing the record to be updated when cultivation changes.

The Agriculture and Farmers’ Welfare Department will handle MFMB operations, validation and sharing of cultivator data and fertilizer sale-related grievances, while the Revenue Department will provide updated land records, facilitate ownership verification and resolve any disputes regarding landholdings.

Director General, Agriculture, Sh. Rajnarayan Kaushik, Joint Director Sh. OP Godara, and other senior officers were present in the meeting.
