Chandigarh, November 13 – Haryana Chief Minister Sh. Nayab Singh Saini said under the Dayalu Scheme, the benefits to citizens affected by accidents caused by stray animals will now be delivered more quickly and accurately. For this purpose, the Dayalu- II Scheme Portal has been simplified. The Chief Minister launched the Dayalu-II Scheme Portal today in Chandigarh.
On this occasion, Chief Secretary Sh. Anurag Rastogi, OSD to Chief Minister Sh. B.B. Bharti, Additional Principal Secretary to Chief Minister Dr. Saket Kumar, Principal Secretary, Tourism, Smt. Kala Ramachandran, and several senior officers were present.
The Chief Minister said the Dayalu-II Portal is another significant step towards transparent and simplified service delivery by the government. With this digital initiative, eligible families will receive the benefits of this scheme more swiftly and precisely. The financial assistance under the scheme will be directly transferred to their bank accounts through DBT.
He informed that under the Dayalu Scheme, the government provides financial assistance ranging from Rs 1 lakh to Rs 5 lakh to families in case of death or disability of a family member due to an accident involving stray animals. In case of injuries, a minimum amount of Rs 10,000 is provided.
The Chief Minister added that to avail of the scheme’s benefits, registration under the Parivar Pehchan Patra (Family ID) is mandatory. The final decision regarding financial assistance will be taken by a committee constituted at the district level under the chairmanship of the Deputy Commissioner. The District Statistical Officer will act as the nodal officer at the district level to ensure coordination of claims.
Citizens can apply for the benefits of this scheme through the portal http:// dapsy.finhry.gov.in. In addition, applications can also be submitted through the government’s Jan Sahayak mobile app.

Chandigarh, November 13 – Haryana Chief Minister Mr. Nayab Singh Saini directed that all works under the Kurukshetra Development Board (KDB) be completed within the stipulated time frame, with special emphasis on maintaining quality in every development project. He made it clear that any negligence or laxity in this regard would not be tolerated.
The Chief Minister was chairing a review meeting today to assess the progress of restoration, renovation, and beautification works being carried out at pilgrimage sites under the KDB.
Mr. Saini stated that the restoration and beautification works at Brahmasarovar and Jyotisar should be completed on priority before the start of the fair so that visitors can access these sites conveniently. He directed that prior permission must be obtained for any changes in approved projects. Development work should commence only after the preparation of proper drawings, and timelines should be fixed for drawings, DNITs, and related activities.
Reviewing the work at the Bhaur Sainda tiratha in Pehowa, the Chief Minister instructed that the construction of a ghat on the pond and the installation of paintings and other displays for visitors be initiated soon. He added that a separate meeting will be held shortly to review KDB’s development projects and directed officials to present a detailed report on all ongoing works.
The Chief Minister also took note of the issue of crocodile reportedly found from the Bhaur Sainda pond and expressed concern that no action had been taken yet. He directed Additional Principal Secretary Dr. Saket Kumar to investigate the matter and submit a report. He reiterated that the restoration and beautification of Brahmasarovar and Jyotisar must be completed before the fair begins so that visitors arriving for the Gita Jayanti can have a meaningful and informative experience.
He also directed the concerned departments to expedite the installation of plaques displaying verses from the Mahabharata at the 182 pilgrimage sites under the KDB. In addition, work on installing high-mast lights and tricolor lighting at pilgrimage sites such as Brahmasarovar, Gyan Sarovar, Jyotisar, and others should be completed swiftly to create a grand and beautiful ambiance during the Gita Mahotsav and Aarti.
The Chief Minister reviewed in detail the works being undertaken by the Executive Engineers of the Public Works Department, Electrical Department, and Panchayati Raj Institutions associated with the KDB. He instructed that works which have already reached 80–90 percent completion must be finished by December, and those in progress should be accelerated to meet the set deadlines.

These include two officers from the PWD, six from the HSAMB, two from the HSIIDC, one from the Zila Parishad, five from ULBs, and three from the HSVP. The Chief Minister also directed that strict action be taken against contractors who fail to address complaints within the stipulated time frame.
The Chief Minister issued these directions while chairing a review meeting on complaints received through the ‘Mhari Sadak App’ held here today. He emphasized that all tasks assigned to officials, as well as complaints received from the public, must be resolved in a manner that is clearly visible on the ground.
The Chief Minister further stated that officials should close road-related complaints submitted through the app only after ensuring their complete resolution. He said that any officer found closing complaints without proper redressal would face stringent action. He also instructed that white stripes and signboards be properly installed on all state roads to ensure public safety and better road management.
Mr. Nayab Singh Saini, while instructing officials, said that all complaints received through the ‘Mhari Sadak App’ must be resolved within the stipulated timeframe to ensure that the public does not face any inconvenience. He directed that if any official fails to address a complaint promptly or provides incorrect information, the respective department must take strict action.
He further emphasized the need to raise public awareness about the ‘Mhari Sadak App’. He directed officials to educate people through various means about the app and encourage them to download it so that they can easily report road-related issues. Additionally, potholes on the roads must be properly filled. Negligence in this regard will not be tolerated.

He further directed that citizens who upload photos of potholes on the app should be contacted for verification and feedback. He emphasized the need to train field officers on the use of the app so that they can operate it efficiently and accurately. The Chief Minister also instructed that departments whose roads have not yet been mapped should complete the mapping process at the earliest, as this will facilitate future maintenance and development work. Apart from this, a separate cell should be created on the app and complaints regarding NH roads should be uploaded on it.

Haryana joins Nationwide Digital Life Certificate Campaign 4.0 for pensioners’ convenience
State-wide drive to help over 2.41 lakh pensioners submit Digital Life Certificates with ease
Chandigarh, November 13 – The Haryana Government has announced its participation in the Nationwide Digital Life Certificate Campaign 4.0 (NWDLC), being conducted across the country by the Government of India from November 1 to November 30, 2025. The campaign will be implemented throughout Haryana to ensure ease and convenience for pensioners in submitting their Digital Life Certificates.
Sh. C.G. Rajini Kaanthan, Director General, Treasuries & Accounts Department, Haryana, stated that for effective implementation and coordination of the campaign, the Joint Director, Pension Disbursement Cell (PDC), Panchkula, Sh. Rakesh Rathee has been designated as the State Nodal Officer, while all Treasury Officers of Haryana (including Chandigarh) have been appointed as Sub-Nodal Officers for their respective districts. Treasury Officers have been instructed to take all necessary measures to ensure the smooth and successful execution of the campaign.
Approximately 2.41 lakh Haryana Government pensioners and family pensioners, drawing pensions through Treasuries/Sub-Treasuries via e-Pension and through Pension Disbursing Banks (SBI, PNB, BOI, UBI, CBI, Canara Bank), will benefit from this initiative.
The campaign aims to facilitate pensioners in submitting their Digital Life Certificates (DLCs) through simple digital methods, thereby ensuring timely and uninterrupted pension disbursement.
All pensioners are requested to make full use of this campaign and submit their Digital Life Certificates either at the nearest Treasury Office or through the “Jeevan Pramaan” portal or mobile app, from the comfort of their homes using smartphones.

Chandigarh, November 13 – Financial Commissioner Revenue and Disaster Management, Dr. Sumita Misra, today chaired a detailed video conference with all Deputy Commissioners to review the progress and field-level functioning of Haryana’s Paperless Registration System.
Dr. Misra announced a series of major reforms aimed at enhancing efficiency and citizen convenience. She stated that the existing five-day revert time on applications would soon be shorter to expedite approvals and ensure faster service delivery. To safeguard data from accidental loss, all filled documents will now be automatically saved for 72 hours before deletion, while registration fees will remain applicable throughout the process until completion. She added that all issues flagged by Deputy Commissioners are being rectified in real time by the technical team. She also directed the establishment of dedicated help desks at every tehsil and the appointment of a nodal officer whose contact details must be made publicly available to assist citizens. Additionally, she instructed that a state-level helpline number be launched immediately to provide real-time support for citizens facing technical or procedural issues related to paperless registration.
Dr. Misra directed all DCs to ensure seamless internet connectivity at tehsil offices and to address server-related issues promptly. She emphasized that no technical or administrative bottleneck should be allowed to delay this transformative reform.
Calling the initiative “the biggest systemic change in Haryana’s revenue administration,” Dr. Misra said that any officer found obstructing or spreading misinformation against the reform would face immediate disciplinary action. She remarked that resistance to change is natural during major transitions, as was witnessed during the introduction of appointment-based registries and the Web-HARIS platform, but reiterated that the paperless registration reform is irreversible and represents a decisive step toward transparency and accountability.
To ensure smooth implementation, Dr. Misra directed all Deputy Commissioners to conduct regular hands-on training sessions for tehsil staff, Sub-Registrars, and deed writers so that every stakeholder is fully familiar with the new system.
Dr. Misra underscored the need for comprehensive public outreach to educate citizens about the functioning and benefits of the paperless registration system. She directed that all communication channels—print, electronic, and social media—be used effectively to spread accurate information, clarify misconceptions, and counter rumours. She emphasized that the success of this reform depends not only on technological readiness but also on citizen confidence and awareness.
Reviewing the performance data between November 1 and November 12, 2025, Dr. Misra shared that a total of 5,334 applications were received across the state, out of which 2,110 deeds were approved, 915 applications were under submission, 611 were approved by Sub-Registrars, and 626 were rejected due to documentation or technical errors. Additionally, 308 payments were processed online, 387 registrations were cancelled by citizens, and 377 cases fell under miscellaneous categories. When compared with the previous review period from September 29 to October 31, 2025—during which only 1,662 applications and 1,074 approvals were recorded—both applications and approvals have more than doubled, indicating a rapid adaptation to the digital platform.
Among the districts, Kurukshetra led with 810 applications and 524 approvals, followed by Mahendragarh with 428 applications and 205 approvals, Karnal with 409 applications and 208 approvals, and Jind with 384 applications and 131 approvals. Districts such as Faridabad, Gurugram, and Yamunanagar also reported steady growth, while Sirsa, Charkhi Dadri, and Panipat are expected to improve as familiarity with the new system increases. Dr. Misra pointed out that only seven out of the twelve review days were effective working days, as five were consumed by document approval processes, and observed that the system is now stabilizing across all tehsils.
Expressing concern over the spread of false information, Dr. Misra noted that some vested interests had circulated misleading claims that the paperless registration system had been shut down for ten days or that stamps purchased after November 1 would not be valid. She clarified that these were completely false rumours and that the system remained fully operational throughout the period. “These are baseless attempts to create confusion among citizens and deed writers,” she said, warning that strict action would be taken against those deliberately spreading such misinformation. She instructed all Deputy Commissioners to launch proactive awareness campaigns to counter such rumours effectively.
The document upload limit has been enhanced from 10 MB to 50 MB to accommodate more complex transactions. For government conveyance deeds, only the department name will be required, with no need to provide PAN or Aadhaar details. Mandatory Khasra or Killa entries have been removed for HSVP, HSIIDC, HSAMB, and Housing Board properties. The system now captures attendance automatically in GPA cases, supports multiple parties in a single transaction. NOC numbers will now automatically appear on deeds, and terms and conditions can extend up to 10,000 words. Furthermore, a Block Khasra Page has been introduced for officers’ convenience, and no physical documents will be demanded at the time of objections. In urban local body areas with a single owner, the ownership share is automatically treated as one-to-one, and the system dynamically defines the “first party” based on the type of deed—identifying the vendee as the first party in sale deeds and the principal in GPA cases.
Dr. Misra commended the proactive approach of district administrations and technical support teams in addressing on-ground challenges and maintaining continuous coordination. Chandigarh, November 13 — Haryana’s Public Works and Public Health Engineering Minister, Sh. Ranbir Gangwa, announced that the Public Works Department (PWD) will soon establish a Vigilance Cell. This cell will investigate complaints related to the quality of road works, building constructions, and other departmental projects. In cases where irregularities are found, both legal and departmental actions will be ensured against those responsible.
He further directed all Superintending Engineers (SEs) and Executive Engineers (XENs) to inspect the quality of 18 roads every month and send detailed reports to him.
Cabinet Minister Sh. Ranbir Gangwa chaired a departmental review meeting at the Civil Secretariat on Wednesday. The meeting was attended by Additional Secretary Sh. Hitesh Kumar Meena, EIC Sh. Rajeev Yadav, HSRDC MD Sh. V.S. Malik, SEs, XENs, and other officials from different regions, while SDOs joined online. District-wise progress reports and the status of road construction works were discussed in detail.
During the meeting, the Minister directed officials to immediately hand over completed building projects to the concerned departments.
He emphasized that tenders related to road and building works must undergo mandatory scrutiny to ensure there is no compromise on quality. “Whenever a road construction project is underway, the SDOs and JEs must remain present in the field and conduct regular inspections. If negligence is observed or complaints are received from the public, immediate action must be taken and a report submitted,” he said.
“Every officer has a responsibility to meet public expectations,” said Sh. Gangwa, adding, “The days of delaying work by keeping files pending are over. The public now demands accountability, and we must deliver. I will personally monitor the progress.”
Review of ‘Mhari Sadak’ App status
The Minister also reviewed the status of the ‘Mhari Sadak’ mobile application. Officials informed that 6,523 complaints have been received so far, out of which 2,611 have been resolved. Sh. Gangwa said that this app serves as a direct bridge between the public and the department, and instructed that all pending complaints be resolved on priority.
Special instructions on fog safety
Sh. Gangwa stated that with the fog season approaching, road safety must be given top priority. He directed officials to paint white road markings, install reflectors, and put up warning signboards immediately. “Visibility decreases during winters, making this the most accident-prone time. Small preventive steps can save many lives,” he said. “Roads are not just a means of travel, but also a promise of safety.” He directed officers across the state to complete all necessary preparations before the onset of the fog season.
Despite winning five seats, Congress still cries foul
After the meeting, while interacting with media persons at his office in the Civil Secretariat, Cabinet Minister Sh. Ranbir Gangwa criticized the Congress. Responding to a question, he said, “The Congress continues to cry about vote theft. If votes were stolen, how did they manage to win five seats? They have nothing left are now spreading lies. The truth is, the people have given them a befitting reply.”
He added that during the Lok Sabha elections, the Congress tried to mislead the public by spreading rumours that the BJP would change the Constitution if it formed the government for the third time. “Such politics of fear-mongering will not work anymore,” he asserted.
Commenting on the Congress submitting a memorandum to the Governor regarding Haryana, Sh. Gangwa said, “Congress’s so-called concern for the poor is nothing but pretence. When BPL cards were issued, they questioned where so many poor people came from; and now when incomes have increased and some names have been removed, they have objections again. They now pretend to care for farmers — but where were they when farmers’ lands were being grabbed under their rule? Back then, jobs were sold and their eyes remained shut.”
“The BJP government has worked with transparency, accountability, and has the trust of the people,” he added.

*’Har Ghar Chhat’ scheme will prove to be a boon for the poor: Shyam Singh Rana*
Chandigarh, November 13 – Haryana’s Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana, said that the “Har Ghar Chhat” scheme will prove to be a boon for poor individuals. The objective of the scheme is to ensure that the benefits reach the needy immediately.
Sh. Rana was speaking at a programme organized under the “Har Ghar Chhat” scheme in Yamunanagar.
On this occasion, MLA Sh. Ghanshyam Das Arora participated as the special guest, while the event was presided over by Deputy Commissioner Sh. Parth Gupta. During the programme, the Agriculture and Farmers’ Welfare Minister distributed certificates to eligible beneficiaries.
During the event, he also interacted with several beneficiaries of the “Har Ghar Chhat” scheme and listened to their experiences. He said that governments are formed for the welfare of the people, and based on public feedback, they design and implement schemes for their benefit. He emphasized that it is the responsibility of elected representatives to play an active role in public welfare initiatives. He also appreciated the efforts of district administration officials and the CSR partners associated with the “Har Ghar Chhat” scheme for their dedicated contribution to this noble cause.
Sh. Shyam Singh Rana further said that no eligible person should be deprived of the benefits under the “Har Ghar Chhat” scheme. He advised administrative officers to ensure that houses damaged during the monsoon are properly repaired under the scheme, as this is an appropriate time for such work. Houses with cracks should be repaired from the foundation to the roof, and the damaged roofs must be properly reconstructed so that poor families can live comfortably and safely.
Deputy Commissioner Sh. Parth Gupta, stated that the “Har Ghar Chhat” initiative is being implemented under the Public-Private Partnership (PPP) model. This initiative will help relieve poor families from the mental distress they face during the monsoon season. With the support of the district administration and CSR partners, roof construction and repair work for 100 eligible families has already been completed, with financial assistance of about Rs 40 lakh. He added that the “Har Ghar Chhat” scheme was conceptualized after poor individuals frequently approached his office seeking help for house construction or roof repair. In response, he appealed to reputed companies in the district to contribute to the scheme, leading to remarkable results in its implementation.

*Haryana Gives One-Time Relief to Clerks as Strike Period to Be Treated as Service Leave*
Chandigarh, November 13 – The Haryana Government has taken a significant decision regarding the strike period from 12th August 2024 to 16th August 2024 for the clerical cadre. The government has decided that this period will be treated as “Leave of the Kind Due”. Accordingly, adjustments will be made from clerks’ earned leave and half-pay leave, and if necessary, earned leave in advance may also be sanctioned.
As per the order issued by Chief Secretary Sh. Anurag Rastogi, who also holds the charge of Additional Chief Secretary, Finance Department, the strike period will first be adjusted against the earned leave already accumulated by the clerks prior to the strike. If earned leave is insufficient, the remaining period will be adjusted from half-pay leave. If any portion of the strike period still remains, it may be sanctioned as earned leave in advance, to be debited from the employee’s leave account in the future.
The government has clarified that this relaxation is a one-time measure and shall not be treated as a precedent for future cases. Under this decision, the clerks’ salary for the strike period will not be deducted, and the strike will not be considered a break in service.
This order is applicable only to clerks who participated in the strike between 12th and 16th August 2024.
The government has directed that the clerks’ salary for the strike period should be released only after verification by SAS cadre officials working in the respective departments.
