Chandigarh, June 3 – In the presence of Haryana Chief Minister Sh Nayab Singh Saini, a Memorandum of Understanding (MoU) was signed today between the Naveen Jindal Foundation and the Skill Development and Industrial Training Department, Haryana, for the establishment of the Mahatma Jyotiba Phule International Skill Centre at Mahatma Jyotiba Phule ITI, Bahlolpur in Kurukshetra district. The ITI will now be developed into an international-level skill centre and will be operated by the Naveen Jindal Foundation.

Member of Parliament Sh Naveen Jindal and Hisar MLA and former Minister Smt. Savitri Jindal were also present on the occasion. During the event, the Chief Minister released a souvenir highlighting the achievements of MP Naveen Jindal.

Speaking on the occasion, the Chief Minister said that Kurukshetra will play a pivotal role in realizing Prime Minister Sh Narendra Modi’s vision of a developed India by 2047. He expressed confidence that MP Naveen Jindal alongwith him would be at the forefront of achieving this goal and that by 2030, Kurukshetra and Kaithal would be recognized among the leading regions of the country. He commended Sh Jindal for fulfilling the promises he made to the people, one after another.

MP Naveen Jindal, while presenting a report on his first year in office, said that his vision is to ensure that the youth of the region gain meaningful employment opportunities abroad—not as unskilled labourers, but as trained professionals. He emphasized the importance of high-quality skill training to empower youth to pursue both self-employment and job opportunities in India and overseas. He said that Prime Minister Narendra Modi has constantly emphasized on skill based education since 2014. Taking inspiration from him, work is being done towards completing these tasks in Kurukshetra parliamentary constituency.

*CM Nayab Singh Saini directs timely issuance of certificates, Prioritizing eligible beneficiaries*

Chandigarh, June 3 – Haryana Chief Minister Sh Nayab Singh Saini has reaffirmed that the state government is committed to ensuring that all eligible beneficiaries receive their certificates promptly and on a priority basis. He said that clear instructions have already been issued to ensure timely issuance of certificates such as DSC, OSC, BC, and EWS.

The Chief Minister directed the concerned department officials to ensure that no eligible applicant faces any difficulty in obtaining their certificate.

Providing an update on the status so far, the department informed that between May 28 and June 3, a total of 1,17,778 certificates have been issued across the state. However, around 28,830 duplicate applications have also been received. Taking serious note of this, the Chief Minister instructed officials to closely monitor and resolve such duplicate cases at the Common Service Center (CSC) level itself.

The Chief Minister further directed all District Information Officers to strengthen infrastructure at the district level, so that the certificate issuance process becomes faster, more transparent, and efficient.

He also emphasized the importance of keeping applicants informed about the status of their applications and certificates through CSCs, to ensure transparency and prevent inconvenience.

The Chief Minister firmly warned officials that no certificate of an eligible beneficiary should be left pending, and any negligence in this regard will not be tolerated.

Chandigarh, June 3 – Director General of Mining and Geology Department, KM Pandurang has directed that all court cases related to the department be resolved at the earliest through active legal representation. He instructed officials to prepare a comprehensive list of all such cases and submit periodic reports detailing the actions taken.

Mr. Pandurang issued these directions during a review meeting with department officials at Haryana Bhawan, New Delhi, on Tuesday.

He said that several cases involving the department are currently pending in various courts and should be actively pursued to ensure timely resolution. He also directed to immediate recovery of outstanding dues from various mining companies. Stressing the importance of meeting recovery targets, he instructed the recovery cell to intensify efforts to collect all pending amounts promptly.

In addition, Mr. Pandurang directed all mining department officers to take strict action to curb illegal mining activities. He called for continuous patrolling and immediate action wherever illegal mining is detected. During the meeting, he reviewed all operational mining sites across the state. He also highlighted that if there are issues related to site marking, it is the responsibility of mining officials to resolve them in coordination with the Revenue Department.

The meeting was attended by Additional Director Mahendra Pal, State Mining Engineer Dr. Madhavi Gupta, State Geologist Deepak Kumar, and other departmental officials.

Election Commission to upgrade VTR sharing process

Chandigarh, June 3- Haryana Chief Electoral Officer, Sh. Pankaj Agarwal said that the Election Commission of India is now introducing a streamlined, technology- driven system to provide timely updates on the approximate voter turnout percentage trends. This new process significantly reduces the time lag associated with the earlier manual reporting methods. The initiative aligns with the Commission's commitment to ensure timely public communication, which has often been underlined by the Chief Election Commissioner, Sh. Gyanesh Kumar on various occasions.

Sh. Pankaj Agarwal said that under the statutory framework of Rule 49S of the Conduct of Elections Rules, 1961, Presiding Officers (PROS) are required to furnish Form 17C, detailing the account of votes recorded, to polling agents, who are nominated by the candidates and are present at the polling station at the close of poll. While this legal requirement remains unchanged, the process of updating the VTR App, which had evolved as a facilitative, non-statutory mechanism to keep the public informed of the approximate voter turnout percentage trends is being streamlined to ensure faster updation.

He said that under this new initiative, the Presiding Officer (PRO) of each polling station, will now be directly entering voter turnout on the new ECINET App every two hours on polling day in order to reduce the time lag in the updation of the approximate polling trends. This will be automatically aggregated at the constituency level. The approximate voting percentage trends will continue to be published every two hours as before. Notably, voter turnout data will now be entered into ECINET by PROS immediately after the close of poll, before they leave the polling station which will reduce the delays and ensure that the approximate percentage of votes polled would be available on the updated VTR App constituency-wise after the close of polls subject to network connectivity. Where mobile networks are unavailable, entries can be made offline and synced once connectivity is restored. This updated VTR App will become an integral part of ECINET before the Bihar elections.

He further said that previously, voter turnout data was collected manually by Sector Officers and relayed to Returning Officers (ROS) via phone calls, SMS, or messaging apps. This information was aggregated every two hours and uploaded to the Voter Turnout (VTR) App. The polling percentage trends were often updated hours later, based on physical records arriving late in the night or even the next day, leading to delays of 4-5-hours or more leading to misperceptions by some.

Chandigarh, June 3 – The Haryana Government has appointed Link Officers of various departments with the objective of ensuring smooth functioning of the concerned departments in the absence of Administrative Secretaries due to leave, training, tour, election duty or transfer or retirement or any other reason.

A notification to this effect has been issued by Chief Secretary Sh. Anurag Rastogi.

In case of absence of Administrative Secretary for Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya (SEWA), the Administrative Secretary of Development & Panchayats Department is Link Officer-I and Administrative Secretary of Environment, Forests & Wildlife is Link Officer-II.

In the case of Development and Panchayat Department, the Administrative Secretary of Environment, Forest and Wildlife Department will be Link Officer-1 and the Administrative Secretary of SEWA Department will be Link Officer-2.

In the case of Environment, Forest and Wildlife Department, the Administrative Secretary of SEWA Department has been assigned the responsibility of Link Officer-1 and the Administrative Secretary of Development and Panchayat Department has been assigned the responsibility of Link Officer-2.

In the case of Agriculture and Farmers Welfare Department, the Administrative Secretary of Cooperation will be Link Officer-1 and the Administrative Secretary of Food, Civil Supplies and Consumer Affairs Department will be Link Officer-2.

Apply by June 6 for Home-Stay Training

Chandigarh, June 3 – The Department of Skill Development and Industrial Training, under the Haryana Department of Youth Empowerment and Entrepreneurship, has decided to offer free home-stay training to young people. The goal is to help individuals turn some rooms in their homes into guest houses to earn extra income. Applications for this training are open until June 6,2025 and this training will be given free of cost.

Sharing information in this regard an official spokesperson said that earlier the department had invited applications till May 15, 2025 from youth aged 15 to 29 from the districts of Panchkula, Kurukshetra, Gurugram, and Faridabad. However, now the opportunity has been extended to youth aged 15 to 29 from all districts of Haryana.

Interested candidates can apply by June 6, 2025 at their concerned district’s nodal ITI. Application forms and full details, including rules and conditions, are available on the department’s website (http://www.itiharyana.gov.in).

The training will be provided free of cost, and the department’s decision in the selection process will be final.

Chandigarh June 3: Haryana Chief Minister Sh Nayab Singh Saini was today presented with the first set of 18 reports by the Chairman of the Rationalization Commission, Haryana, Sh Rajan Gupta, IAS (Retd.), during a meeting held here. The State Government had constituted the Rationalization Commission to recommend the restructuring of various government departments, boards, and corporations. The objective is to enhance the efficiency, transparency, and responsiveness of these bodies to better serve the public.

While accepting the reports submitted by the Commission, Chief Minister Sh Nayab Singh Saini directed the Chief Secretary and other officers present to initiate immediate steps for the implementation of the Commission’s reports. The Chief Minister emphasized that five departments should be taken up on a pilot basis for time-bound implementation. These departments include Haryana Public Health Engineering, Irrigation, Mines and Geology, Horticulture, and Urban Local Bodies.

The exercise of another 23 departments is at an advanced stage

The reports submitted by the Commission include 16 department-specific reports and two general reports. The 16 reports cover all engineering departments, as well as Transport, Urban Local Bodies, Agriculture, Higher Education, and others. Sh Rajan Gupta informed the Chief Minister that another set of 5 reports is nearly complete and will be submitted within a few days. The exercise in respect of another 23 departments is at an advanced stage.

Commission recommends creation of 1,05,832 posts against existing 1,04,980 posts in 21 departments

The Commission, in its report, recommended a revised structure for each of the 88 Municipal Corporations, Councils, and Committees, as well as for each of the 179 government colleges. It also proposed the creation of an independent Department of Drainage and Groundwater Recharging for flood control by dividing the existing Irrigation Department into two separate entities. Additionally, the report suggested the establishment of new institutions and the closure of redundant ones across several departments. With the exception of two or three departments, the number of posts is expected to increase significantly in almost all other departments. According to data available on the State Government’s Human Resource Management System (HRMS), the Commission has recommended creating 1,05,832 posts against the existing 1,04,980 posts in the said 21 departments.

Commission has restructured departments, from the lowest-level offices to departmental heads

Sh Rajan Gupta, Chairman of the Rationalization Commission apprised the Chief Minister that the Commission’s report aims to improve departmental efficiency by fully empowering the lowest levels of the departments that primarily interact with the public to be more responsive and accountable. The Commission has restructured all departments, from the lowest-level offices up to the office of the head of the department. It has recommended appropriate manpower, including IT and other technical staff, tailored to the requirements of each office level based on the nature of their duties. Additionally, the report includes provisions for spare capacity at each level to ensure departments can manage additional workloads effectively. Emphasis has also been placed on appointing suitable IT personnel at every level to facilitate the extensive use of modern technological tools.

He informed that the Commission, in its report concerning the Human Resource Management System (HRMS), has recommended a complete overhaul of the platform. It has recommended that the HRMS should include sanctioned posts for each functional and establishment office within the departments. This will facilitate smooth management of human resources, including the effective placement of employees.

The Haryana Government constituted the Rationalization Commission in 2023 to recommend restructuring of various government departments and their Boards and Corporations, with the objective of making these entities more efficient, transparent, and responsive to public needs. Additionally, the Commission was tasked with suggesting the introduction of modern management systems to improve departmental efficiency and enhance accountability at all levels of officers and officials.

Haryana Chief Secretary Sh Anurag Rastogi, Chief Principal Secretary to Chief Minister Sh Rajesh Khullar, Additional Principal Secretary to Chief Minister Dr Saket Kumar and other senior officers were also present in the meeting.

Haryana Launches E-Learning Portal to Enhance Digital Competence Among Employees

Integrated training initiative aims to streamline e-Office usage across departments

Chandigarh, June 3 - In a significant move towards fostering digital literacy and strengthening e-Governance, the Haryana Government has launched a state-of-the-art e-Learning Portal for government employees. The initiative will provide structured, accessible, and department-specific training on e-Office usage and other digital modules.

In a letter to all Administrative Secretaries, Chief Secretary Sh. Anurag Rastogi stated that every department and organization must appoint Nodal Officers to manage portal access and employee registration. Departments should also make sure their staff start the e-Office training module on time. Employees can log in to the portal using their HRMS (Human Resource Management System) code and a secure OTP-based system. The portal allows real-time tracking of training progress. Heads of Departments (HoDs) can monitor whether their staff have started or completed the training, while the Chief Secretary will oversee the overall progress across all departments.

Developed by HARTRON (Haryana State Electronics Development Corporation Limited), the e-Learning portal is envisioned to enhance digital competence among employees while streamlining the learning process across all departments through an integrated online platform. The portal can be accessed at http://elearninghartron.org.in.Initially featuring the e-Office usage module, the portal has been designed with the flexibility to accommodate a wide range of training modules from different departments. These modules can be tailored to specific departments or organizations, or rolled out universally, depending on training requirements. He urged departments to contact HARTRON for assistance in developing or delivering customized training through the portal, if required.

Haryana constitutes Internal Grievance Redressal Committee for SC employees

Will hear complaints related to employment, service, security of SC category employees

Chandigarh, June 3- The Haryana Government has constituted an Internal Grievance Redressal Committee under the chairmanship of IAS officer Sh. Vijayendra Kumar for the Scheduled Caste employees of the Haryana Civil Secretariat. This committee will hear complaints related to providing employment or service and security to the persons of Scheduled Caste category. This committee has been constituted in pursuance of the recommendation of the National Commission for Scheduled Castes.

According to a notification issued by Chief Secretary Sh. Anurag Rastogi, IAS officers Sh. Vijay Singh Dahiya, Sh. Sushil Sarwan, Sh. Pradeep Dahiya and HCS officer Smt. Varsha Khangwal will be the members of this committee.

The committee will investigate the complaints of SC employees in service matters. These include non-maintenance of reservation roster and non-filling of reserved vacancies, promotion/seniority/MACP/ACP. These include discrimination, non-appointment on compassionate grounds, APAR/ACR/downgrading, dismissal/removal from service, discrimination in transfer/appointment, denial of pensionary benefits and non-payment of arrears of pay.

The Committee shall be responsible for enquiring into the complaints to ascertain the veracity of the complaint and shall submit its report to the Head of the Organization within one month and ensure timely redressal of the complaint.

The Chairperson and Members of the Internal Grievance Redressal Committee shall not hold office for a period exceeding three years from the date of their nomination. The Chairperson and Members of the Internal Grievance Redressal Committee shall not be paid any fees or allowances for the proceedings of the Committee.

Health Minister Arti Singh Rao holds review meeting with department officials

Issues necessary instructions on filling vacancies, functionality of medical equipment and upgrading infrastructure

Chandigarh, June 3 – Haryana Health and Family Welfare Minister Arti Singh Rao held a review meeting with the Director Generals Health Services (DGHS) and Chief Medical Officers (CMOs) of Kurukshetra, Ambala, and Kaithal districts here today to assess the current status of healthcare facilities and chart out a roadmap for improvement.

During the meeting, the Health Minister emphasized the need to enhance the quality and accessibility of healthcare services across the three districts. She took detailed feedback on vacancies, availability and functionality of medical equipment, infrastructure maintenance, and other key departmental issues impacting public health delivery. She also took detailed information on availability of ambulances, the related equipment and their functioning.

Arti Singh Rao directed officials to expedite recruitment processes to fill vacancies, particularly of doctors, nurses, and paramedical staff. She also instructed that non-functional equipment be immediately repaired or replaced, and regular maintenance of healthcare facilities be ensured to provide a hygienic and patient-friendly environment.

“Health is a priority sector for the government. No district should lag behind in providing timely and quality healthcare to the people. Accountability and timely action are essential,” the Minister said.

The Minister also reviewed district-level health indicators and stressed the importance of regular monitoring, improved data reporting, and inter-departmental coordination. She assured full support from the state government to strengthen district-level health systems.

The DGHS and CMOs shared detailed updates and assured to implement the minister’s directives and complete projects within the prescribed timelines.

ACS-Health Sh. Sudhir Rajpal Chairs Weekly Meeting Of State Task Force (STF) For Improving Sex Ratio in Haryana

Chandigarh, June 3 - The weekly meeting of the State Task Force (STF) for Improving Sex Ratio in Haryana was held under the chairmanship of Additional Chief Secretary, Health and Family Welfare, Sh. Sudhir Rajpal here today. The meeting focused on intensifying efforts to curb illegal abortions and further improve the state's sex ratio under the ‘Beti Bachao-Beti Padhao’ campaign.

During the meeting, the Additional Chief Secretary directed officials to intensify enforcement against illegal abortion practices and take strict action against doctors found guilty of such violations, including cancellation of their licences. In one such case, the registration of a doctor from Kurukshetra has been recommended for cancellation by the Haryana Medical Council after being found complicit in malpractices.

The Additional Chief Secretary emphasized targeting BAMS doctors and unqualified practitioners (quacks) involved in illegal abortions, especially in 4 districts of Karnal, Palwal, Gurugram and Charkhi Dadri. He directed officials to involve the respective Deputy Commissioners and crack down on illegal MTP centres in these districts. Officials were directed to actively coordinate with police authorities and request the DGP to constitute a dedicated Task Force to combat illegal abortions.

The Additional Chief Secretary also ordered disciplinary action against District Monitoring and Evaluation Officer (DMEO) and Deputy CMO of Faridabad for negligence in duty. The officials were also directed to create unique pregnancy IDs to track every pregnancy and ensure more accurate data of pregnant women.

The meeting was informed that in the past week (May 27 to June 2, 2025), inspections were conducted across the state over the illegal sale of Medical Termination of Pregnancy (MTP) kits in which 2 MTP kits were seized and FIR registered. The number of wholesalers selling MTP kits has been reduced from 32 to 5 within a month in Haryana and the sale trend of MTP kits has seen a significant decline in 16 districts of the state. One firm has also been given notice under Drug and Cosmetics Rules, 1945 for violation of rules and legal proceedings shall be launched against it. Apart from this, 4 nursing homes in Palwal where illegal abortions were being carried out by quacks were raided and sealed by a team of the Health Department. An FIR has been registered and the accused have been arrested.

The meeting was informed that the Women and Child Development Department celebrated the Global Day of Parents on June 1 in Haryana. The event promoted pride in having a girl child and reinforced the government’s commitment to gender equality through community engagement, advocacy and awareness.

Secretary, Health Department and Mission Director, National Health Mission, Sh. Rippudaman Singh Dhillon, and senior officers of various departments were present in the meeting.
