CM urges union government to raise Himachal Scouts Battalion
Chief Minister Thakur Sukhvinder Singh Sukhu has urged the union government to raise a dedicated Himachal Scouts Battalion on the lines of the Ladakh Scouts, Sikkim Scouts and Arunachal Pradesh Scouts. The proposed battalion would provide a special recruitment focus for local youth, particularly those from border areas such as Kinnaur and Lahaul-Spiti districts, who are familiar with the challenging terrain and harsh climatic conditions of high-altitude regions.
He said that such a specialised force would strengthen India’s defence preparedness along the Sino-Indian border, particularly the Line of Actual Control, while enhancing operational capabilities in the region’s difficult mountainous terrain.
Sh. Sukhu said that Himachal Pradesh, besides being known as Dev Bhoomi, was also Veer Bhoomi, as more than one lakh youth from the state were serving in the Armed Forces, while a similar number of ex-servicemen had contributed to the nation’s defence and security.
Highlighting the state’s glorious military tradition, the Chief Minister said that Major Som Nath Sharma, the first recipient of the Param Vir Chakra, hailed from Himachal Pradesh. He said that the valour, dedication and spirit of sacrifice displayed by Himachal Pradesh’s soldiers were a matter of immense pride for the state. “Our soldiers have never hesitated to make the supreme sacrifice for the Nation. Himachal Pradesh has produced four Param Vir Chakra awardees, which stands as a testament to the state’s rich legacy of courage, patriotism and sacrifice,” he added.

Feature-State government advances digital governance through integrated e-governance initiatives
HimSeva, HimParivar and HimAccess strengthen citizen-centric digital services
Under the visionary leadership of Chief Minister Thakur Sukhvinder Singh Sukhu, the state government is advancing digital governance to make administration more transparent, efficient and citizen-centric in the state. By leveraging technology to simplify procedures, improve departmental coordination and enhance public service delivery, the state government is building a more accessible and accountable administrative system, particularly suited to the geographical challenges of a mountainous state.
A key step in this transformation is the digitisation of administrative processes. The Annual Performance Appraisal Report (APAR) Portal has streamlined the assessment of government officers and officials through online appraisal, review and acceptance, supported by Annual Work Plans and measurable performance goals. Complementing this initiative, the Meeting Management System digitises meeting schedules, notices, proceedings and follow-up actions. Automated reminders, task assignments and Action Taken Reports help ensure timely implementation of decisions and strengthen accountability across departments.
Further advancing the vision of paperless governance, the Document Management System (DMS) enables digital storage, retrieval and management of official records. Its AI-enabled features, including document summarisation and contextual and keyword-based searches, help official’s access essential information from lengthy documents more efficiently. These technology-driven improvements reduce dependence on physical records and support faster, more informed administrative decision-making.
The State Government is also strengthening citizen engagement through the Mukhyamantri Seva Sankalp Helpline (1100), which provides a centralised mechanism for registering grievances, assigning complaints to concerned departments and monitoring their resolution. With more than 10,000 officers across 93 departments mapped to the system, the platform reinforces institutional responsibility and enables systematic follow-up. WhatsApp-based chatbot functionality further expands access and makes grievance redressal more convenient for citizens.
Building on these administrative reforms, the HimSeva Portal brings government services together on a unified digital platform, facilitating online applications, workflow management, document verification, payments and service delivery. The development of HimSeva 2.0 and planned improvements in AI-based document verification aim to further simplify service access. Complementing this platform, HimAccess, the State’s Single Sign-On (SSO) and Digital Identity platform, enables users to access multiple government applications through a common authentication mechanism, reducing the need for separate login credentials.
Extending digital transformation to welfare administration, HimParivar, launched on 25 January 2025, serves as Himachal Pradesh’s unified Family and Social Registry. By consolidating family and individual information from different government systems, the platform supports eKYC, beneficiary verification, survey-based data collection and integration with departmental databases. This enables more systematic verification of welfare beneficiaries, improves coordination among departments and helps minimise duplication in records, laying the foundation for more targeted and efficient delivery of government schemes.
These initiatives reflect the state government’s sustained efforts to modernise governance through technology. From performance monitoring and paperless administration to grievance redressal, integrated service delivery and coordinated welfare management, Himachal Pradesh is strengthening the digital systems that connect government institutions with citizens. The focus remains on simplifying administrative processes, improving accountability and ensuring that public services become more accessible, responsive and efficient across the state.
