Chandigarh, October 10— For three women beneficiaries and a farmer, Saturday’s disbursement of welfare benefits became a special moment when Haryana Chief Minister Sh. Nayab Singh Saini called them forward to press the button and initiate the transfer of Rs 1,634 crore 27 lakh into the bank accounts of 50,46,624 eligible beneficiaries across the state, thus giving them a direct role in delivering benefits to lakhs of people across the State. The four described the experience as memorable and appreciated Nayaab Sarkar's approach to governance.

Meanwhile, behind the financial assistance were stories of families finding relief and reassurance, as beneficiaries shared how the schemes had made a difference in their everyday lives. A woman beneficiary of the Deen Dayal Lado scheme expressed heartfelt gratitude to the Chief Minister, saying the assistance had enabled her to meet her children’s medical needs and provide them with basic necessities. Her experience reflected what timely support means to a mother, the ability to care for her children when they need her most.

Echoing these sentiments, a farmer benefiting from the Bhavantar Bharpai Yojana described the joy farmers feel when the Chief Minister presses the button, and the assistance reaches their bank accounts directly, without any middlemen. His words underscored the human significance of direct transfers: timely relief for families and the reassurance that the support meant for them reaches them.

The Chief Minister said that the beneficiaries had today witnessed firsthand the transparency with which government funds are transferred directly into the bank accounts of eligible beneficiaries. He said that DBT and the Parivar Pehchan Patra-based delivery system had further strengthened transparency in government schemes. By adopting a proactive model, the Government has established a mechanism to extend benefits automatically to eligible citizens.

The Chief Minister said that Prime Minister Sh. Narendra Modi’s 25 years of uninterrupted service to the nation and resolute leadership had enabled the double-engine government to deploy Rs 1.25 towards development for every rupee provided by the Central Government. He contrasted this with the Congress era, when Prime Ministers had acknowledged that only 15 paise of every rupee released by the Centre reached the grassroots. He reiterated the State Government’s commitment to ensuring that benefits reach the poor, farmers, women, youth, senior citizens and those in need directly in their bank accounts, without inconvenience or intermediaries.

*Twelfth instalment of Deen Dayal Lado Lakshmi scheme released*

The Chief Minister released the twelfth instalment of the Deen Dayal Lado Lakshmi scheme, transferring Rs 212 crore 16 lakh into the bank accounts of 10,10,000 women beneficiaries. He said that cumulative disbursements under the scheme had reached Rs 2,466 crore 63 lakh across 12 instalments.

The second phase of the scheme commenced on September 17. To expand its coverage, the Government has raised the annual family income eligibility limit from Rs 1 lakh to Rs 1.80 lakh. A total of 2,57,147 women have registered under the second phase and will receive their benefits in November.

*Rs 1,131 crore 7 lakh disbursed under social security pension schemes*

The Chief Minister facilitated the direct transfer of Rs 1,131 crore 7 lakh into the accounts of 35,13,295 beneficiaries under 15 social security pension schemes, including the Old Age Samman Allowance, disability allowance and other social security pensions.

He said that the Government had transformed benefit delivery by adopting a proactive model. Eligibility is determined automatically using the Parivar Pehchan Patra database, enabling eligible citizens to receive their pensions without submitting applications or making repeated visits to government offices.

*LPG subsidy released under Har Ghar–Har Grihini scheme*

Under the Har Ghar–Har Grihini scheme, the subsidy for August, amounting to Rs 20 crore 39 lakh, was transferred into the bank accounts of 5,14,000 women who had refilled their LPG cylinders.

The Chief Minister said that the scheme provides eligible women with an LPG cylinder every month at Rs 500. Including the latest release, a total of Rs 380 crore 21 lakh has been transferred to 14,65,000 eligible women.

*Rs 158 crore 80 lakh in financial assistance released to 4,222 families under DAYALU scheme*

The Chief Minister released financial assistance of Rs 158 crore 80 lakh to the bank accounts of 4,222 families under the DAYALU scheme. He said that, with this disbursement, total assistance under the scheme had reached Rs 3,479 crore 61 lakh, benefiting 92,220 families.

*Price-difference compensation released to farmers under Bhavantar Bharpai Yojana*

The Chief Minister released Rs 34 crore 79 lakh as price-difference compensation to 3,384 potato and cauliflower growers under the Bhavantar Bharpai Yojana. The amount includes Rs 34 crore 76 lakh for 3,364 potato growers and Rs 2 lakh 39 thousand for 20 cauliflower growers.

Compensation for potatoes was released to growers in Ambala, Kurukshetra, Yamunanagar and Sirsa, while compensation for cauliflower was released to growers in Kurukshetra and Yamunanagar. Including the latest release, cumulative compensation under the scheme stands at Rs 281 crore 74 lakh for 49,148 farmers.

*Online registration portal launched for allotment of 2,651 new ration depots*

The Chief Minister launched an online registration portal for the allotment of 2,651 new fair price shops (ration depots) across the State. He said that interested eligible applicants could register through the portal.

Of the new ration depots, 33 per cent have been reserved for women. The initiative will further strengthen the State’s public distribution system and improve services for eligible citizens.

*Pustak Setu portal to strengthen access to education and knowledge in villages*

The Chief Minister also launched the Pustak Setu portal for village Atal Libraries. He described the initiative as an important step towards providing better study facilities within villages for rural youth, students and candidates preparing for competitive examinations.

A total of 996 Atal Libraries have been established across the State, all of which have been connected to the Pustak Setu portal. Each library has been provided with furniture, an initial collection of books and BharatNet connectivity.

The Government will soon open another 650 libraries, including 500 that will be established by December 25, 2026. The Pustak Setu portal will also enable individuals to donate books free of cost to the Atal Library in their village.

*Rs 77 crore released for Scheduled Caste and Backward Class chaupals*

Sh. Nayab Singh Saini released Rs 77 crore 6 lakh for 1,723 works across 21 districts for the repair and renovation of Scheduled Caste and Backward Class chaupals.

He said that Rs 118 crore 47 lakh had previously been released for 2,930 works. With the latest release, cumulative funding stands at Rs 195 crore 53 lakh for 4,653 works.

Of the requests, 1,555 were submitted through field officers and 169 were raised directly by villagers on the Jan Samvad portal. The release includes Rs 8 crore 80 lakh for 169 works received through the Jan Samvad portal and Rs 68 crore 26 lakh for 1,555 works received from the field level.

*Farmers’ interests remain central to paddy procurement*

The Chief Minister said that paddy procurement commenced in 278 mandis across Haryana on September 29 and will continue until November 15. Common paddy is being procured at a minimum support price (MSP) of Rs 2,441 per quintal, while Grade A paddy is being procured at Rs 2,461 per quintal.

Sh. Nayab Singh Saini said that paddy arrivals in the mandis had reached 14.25 lakh metric tonnes as of October 9. Of this, 8.35 lakh metric tonnes had been procured, and 2.18 lakh metric tonnes had been lifted. Payments amounting to Rs 398 crore have been released to 19,155 farmers.

*Public welfare and transparent governance remain key priorities*

Sh. Nayab Singh Saini said that the State Government’s objective extends beyond formulating schemes to ensuring that benefits reach the right person at the right time. DBT, Parivar Pehchan Patra and proactive governance have eliminated the need for beneficiaries to make repeated visits to government offices.

He said that, guided by the spirit of “Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas”, the Haryana Government continues to work for the welfare and dignity of the poor, farmers, women, youth and every section of society.

Chandigarh, October 10: A 10-day deadline has been fixed for resolving complaints related to road repairs in Haryana. Chief Minister Sh. Nayab Singh Saini has directed officials to ensure that complaints received on the Mhari Sadak App are addressed and resolved within 10 days. He stressed that complaints must not remain pending and that the concerned officials must ensure timely completion of the work. The Chief Minister was reviewing the Mhari Sadak App and the condition of roads under various departments at the Chief Minister’s Secretariat.

Chief Minister Sh. Nayab Singh Saini said that there must be no compromise on the quality of road construction. He directed that RCC or bitumen should be used for road construction instead of tiles. Roads maintained by all departments, including the Panchayati Raj Department and the Haryana State Agricultural Marketing Board (HSAMB), must adhere to the quality standards prescribed by the Public Works Department (PWD).

If a road constructed under the supervision of an officer deteriorates before its stipulated time and an inquiry establishes negligence, the officer’s performance will be linked to their Annual Confidential Report (ACR).

During the meeting, roads under the PWD, HSAMB, Panchayati Raj Department, FMDA, GMDA, SMDA, PMDA, HSVP, HSIIDC and Urban Local Bodies (ULB) were reviewed. Complaints concerning roads under these departments, received through the Mhaari Sadak App, were also discussed. The Chief Minister directed that action be taken in cases where negligence was found.

Mobile Numbers to Be Made Public for Reporting Irregularities in Road Construction

The Chief Minister directed that the mobile numbers of the concerned departments be made public to enable people to report irregularities or the use of substandard materials during road construction. This will allow citizens to bring any shortcomings to the attention of officials while construction work is still underway.

Complaints regarding damaged roads or the need for repairs can be registered through the Mhari Sadak App, and these must be resolved within 10 days.

He also directed that signboards be installed at road construction sites displaying the name of the construction agency, the date of completion, the Defect Liability Period (DLP), and the names and mobile numbers of the officials concerned. This will enable people to easily access information about road construction and maintenance.

Model Roads in Every District; 10 Iconic Roads to Be Developed in Gurugram

PWD officials informed the meeting that the department is developing one model road in every district. The Chief Minister directed that road markings, edge lines and curves on roads wider than 18 feet be improved. Special attention should also be given to enhancing the appearance of roads in cities such as Gurugram, Faridabad and Panchkula.

Officials informed the meeting that 10 iconic roads would be developed in Gurugram. These roads will feature smart lighting, street furniture and greenery, along with facilities such as no-smoking zones, wheelchairs for persons with disabilities and awareness messages displayed on screens.

GIS Mapping to Ensure Complaints Reach the Concerned Officials Directly

The meeting was informed that GIS mapping of approximately 63,621.53 kilometres of roads has been completed. The system has been integrated up to the Sub-Divisional Officer (SDO) and Junior Engineer (JE) levels to ensure that complaints reach the officials responsible for the concerned areas directly, preventing delays in action.

Officials of HSIIDC and HSVP were directed to ensure that roads in areas under their jurisdiction remain in good condition. They were also asked to pay attention to the beautification of sector roads, including road markings, lines and painting.

The Chief Minister said that tenders and other procedures should be completed on time to ensure that road construction work is not adversely affected by the rainy season.

Colonisers Responsible for Repairing Roads in Their Colonies

The Chief Minister directed that colonisers would be responsible for the maintenance and repair of roads in colonies developed by them. If a complaint is received through the Mhari Sadak App, the concerned coloniser will be required to get the road repaired.

If the coloniser fails to carry out the repairs, the department will undertake the work itself and recover the expenditure from the coloniser.

Awareness Slogans Near Bridges; Messages Against Indiscriminate Use of Pesticides

The meeting also discussed the installation of awareness slogans near major bridges across the state. Messages on social issues such as Beti Bachao, Beti Padhao, education and other important themes will be displayed at these locations.

A special focus will also be placed on raising awareness against the indiscriminate use of pesticides. The initiative aims to convey this message to people travelling along these roads.

Improvement Works Approved for 7,352.26 Kilometres of Roads in 2026–27

The meeting reviewed a total of 63,621.53 kilometres of roads under various departments across the state.

For the financial year 2026–27, improvement works have been approved for 6,593 roads covering 7,352.26 kilometres. Of this, work covering 769.35 kilometres has been completed, while work on 1,347.14 kilometres is currently underway.

Directions were issued to ensure that the remaining work is also completed within the stipulated timeframe.

Technology Will Make It Easier to Address Complaints: Rajiv Yadav

Infrastructure Advisor Sh. Rajiv Yadav said that the Mhari Sadak App and GIS mapping would help ensure that road-related complaints reach the appropriate officials. These systems will make it easier to monitor complaints and ensure timely action.

He said that a focus on road construction quality and better coordination among departments would help provide better roads to the public. This would also make transportation more convenient in the towns and villages of the state.

*Haryana Cabinet Approves Devolution of Funds to Local Bodies as per 6th State Finance Commission Recommendations*

Chandigarh, October 10 – The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, approved the continuation of the recommendations of the 6th State Finance Commission for the devolution of funds to rural and urban local bodies from the financial year 2026-27 until the recommendations of the next State Finance Commission become available.

The decision has been taken as the 7th State Finance Commissionhas not yet submitted its report to the state government. Accordingly, as per the established precedent, the approved recommendations of the 6th State Finance Commission will continue to serve as the basis for the distribution of funds to local bodies during this period.

Under the approved framework, 7 percent of the State’s Own Tax Revenue (SOTR), on an actual basis, will be devolved to local bodies. The distribution of funds to Gram Panchayats and Urban Local Bodies will be based on a weightage of 80 percent for population and 20 percent for area.

For Zila Parishads and Panchayat Samitis also the distribution will be based on population data available on the ParivarPehchan Patra Portal as of December 31 of each year. The ‘inter-se’ distribution among Gram Panchayats, Panchayat Samitis and Zila Parishads will be maintained in the ratio of 75:15:10, respectively. As per the approved framework, local bodies will be permitted to utilise not more than 30 percent of the devolved funds for pavement of streets.

The framework also stipulates that the actual revenue of Urban Local Bodies must be at least 85 percent of their budgeted revenue, as reflected in the audited accounts of the previous year. In case of non-compliance, the concerned Urban Local Bodies will face a 20 percent reduction in their recommended share of the State Finance Commission grant due to them in the current year.

*Haryana Cabinet Approves Enhancement of Income Eligibility Criteria Under DeenDayalLado Lakshmi Yojana*

Chandigarh, October 10: The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, approved key amendments to the DeenDayalLado Lakshmi Yojana to extend the benefits of the scheme to more eligible women, simplify its implementation and strengthen the delivery of financial assistance.

Under the approved amendments, the annual family income eligibility limit under the scheme will be increased from ₹1 lakh to ₹1.80 lakh.

The scheme aims to promote women’s empowerment by strengthening their financial independence and providing social security. At present, more than 10 lakh women are benefiting from the initiative.

The Cabinet also approved the removal of the provision that allowed beneficiaries to choose a lower amount of monthly assistance. With this change, all eligible beneficiaries will receive the prescribed benefit of ₹2,100 per month, ensuring uniformity in disbursement and simplifying the administrative process.

Under the scheme’s payment mechanism, the first instalment for new beneficiaries will be credited in full to their savings bank accounts. From the second month onwards, ₹1,100 will be credited directly to the beneficiary’s savings account, while ₹1,000 will be deposited in a Government-operated Recurring Deposit or Fixed Deposit account, in accordance with the scheme’s provisions.

Quarterly liveness verification

To make compliance easier for beneficiaries while maintaining effective authentication, the Cabinet has approved changing the frequency of liveness verification from monthly to once every quarter. Beneficiaries will be required to complete face authentication through the Lado Lakshmi App every quarter to ensure continuity of financial assistance.The amendments will come into force from November 1, 2026.

*Haryana Strengthens Digital Governance Framework, Cabinet Approves Independent Department Status for CRID*

*HARTRON to come under CRID's administrative control for better coordination of e-Governance and digital services*

Chandigarh, October 10- In a move aimed at strengthening Haryana’s digital governance framework and ensuring better coordination of e-Governance and digital services, the Haryana Council of Ministers, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini, here today, approved independent departmental status for the Citizen Resource Information Department (CRID) under the Business of the Haryana Government (Allocation) Rules, 1974.

The Cabinet also approved bringing Haryana State Electronics Development Corporation Limited (HARTRON) under the administrative control of CRID to streamline related functions and ensure greater administrative efficiency.

The decision has been taken keeping in view the scale and nature of responsibilities handled by CRID, which oversees e-Governance and digital services and administers the Haryana ParivarPehchan Authority, the Haryana Space Applications Centre and DRISHYA. Considering the wide scope of these functions, independent departmental status was considered necessary for effective administration and clear allocation of responsibilities.

The transfer of HARTRON to CRID will bring its administrative control in line with the functions of the Department. HARTRON serves as the State's nodal technical agency for procurement of information technology and electronics infrastructure, support to e-Governance projects, provision of technical manpower and consultancy. Since these activities fall within the subjects handled by CRID, placing HARTRON under its administrative control will ensure better alignment and coordination of related functions.

The Cabinet has also approved the removal of duplication of four subjects presently allocated to both the General Administration Department and the Industries and Commerce Department. This will bring greater clarity in the distribution of Government business and avoid overlapping departmental responsibilities.

Following the decision, CRID will have 19 subjects under its independent departmental allocation, including HARTRON.

The Cabinet had earlier approved independent departmental status for CRID in April 2023. The present decision gives effect to that approval.

*Haryana Cabinet Approves Doubling of Financial Assistance for Media Personnel from Rs. 2.50 Lakh to Rs. 5 Lakh*

Chandigarh, October 10- The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, has approved an amendment to the Haryana Media Personnel Welfare Fund Administration Scheme, enhancing the maximum ceiling of financial assistance for eligible media personnel from Rs. 2.50 lakh to Rs. 5 lakh in each case.

Notably, the decision has been taken in line with the announcement made by the Chief Minister in the Budget Speech for the year 2026-27 in the Haryana Vidhan Sabha on March 2, 2026. During the Budget Speech, the Chief Minister had announced an increase in the maximum limit of financial assistance to media personnel in emergencies from Rs. 2.50 lakh to Rs. 5 lakh.

The decision will provide enhanced financial assistance to eligible media personnel and their dependents or legal heirs in cases of dire need arising from illness, demise, accident or other exigencies. However, the other eligibility criteria, terms and conditions of the Haryana Media Personnel Welfare Fund Administration Scheme will remain unchanged.

Chandigarh, October 10: The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, approved amendments to the state’s Agniveer policy to facilitate the rehabilitation and gainful employment of Ex-Agniveers by recognising their training, discipline and skills for service in government departments.

Under the approved amendments, Ex-Agniveers will be exempted from all types of examinations prescribed for direct recruitment to Group-C posts covered under the policy. They will be considered for direct appointment against advertised posts, subject to the prescribed reservation and other applicable recruitment provisions.

The Cabinet also approved exemption from the Physical Screening Test (PST) and Physical Measurement Test (PMT), as applicable, for Ex-Agniveers applying for the posts of Wildlife Guard in the Environment, Forest and Wildlife Department, Constable in the Indian Reserve Battalion (IRB), Constable in the State Disaster Response Force (SDRF), and Fire Operator-cum-Driver in the Revenue and Disaster Management Department. These posts were recently included under the state’s Ex-Agniveer reservation policy.

The amendments build upon the Haryana Government’s existing policy of providing horizontal reservation to Ex-Agniveers domiciled in Haryana in specified government posts.

The exemption from examinations will apply to direct recruitment to the covered Group-C posts. However, after appointment, all other applicable terms, conditions and provisions of the respective departmental service rules will continue to apply.

The Cabinet further approved that any consequential shortfall arising from the appointment of Ex-Agniveers will be adjusted in future recruitments in the relevant category.

Haryana Cabinet Approves Upgradation of Mining Guard Posts from Group-D to Group-C to Facilitate Benefits for Ex-Agniveers

Chandigarh, October 10 — The Haryana Cabinet, under the chairmanship of Chief Minister Sh. Nayab Singh Saini, approved in principle the upgradation of the post of Mining Guard in the Mines and Geology Department from Group-D (Direct Level) to Group-C (FPL-2). The decision aims to facilitate the implementation of reservation and other benefits notified by the state government for Ex-Agniveers in recruitment to government posts.

The Cabinet also approved bringing the post of Mining Guard under the relevant Haryana Mines and Geology Department Service Rules applicable to Group-C posts. Necessary amendments will be made to the Haryana Mines and Geology Department (Group-C) Service Rules, 1998.

Notably, the state government has notified various benefits for Ex-Agniveers in recruitment to government posts, including horizontal reservation, relaxation in the upper age limit, exemption from the Common Eligibility Test (CET) and exemption from the Physical Screening Test, wherever applicable.

The upgradation will bring the post in line with similar positions in other departments, such as Forest Guard in the Forest Department, Warder in the Prisons Department and Police Constable in the Home Department, which are classified as Group-C posts. Recruitment to Group-C posts involves multiple stages of selection beyond the CET, enabling an appropriate mechanism for assessing candidates while implementing the state's policy for Ex-Agniveers.

The Administrative Department has been authorised to undertake the consequential amendments to the relevant service rules and obtain the necessary approvals and concurrence from the Human Resources Department, Finance Department and other concerned departments, wherever required. The post of Mining Guard will also be omitted from the Mines and Geology (Group-D) Services Rules, 1998.

*Haryana Cabinet Clears Faster Approvals for Har-Hith Stores in Villages*

*Deputy Commissioners empowered to approve leases of Panchayat land up to 20 square yards; move to speed up store expansion and avoid delays in receipt of lease income by Gram Panchayats*

Chandigarh, October 10 – To accelerate the expansion of Har-Hith Stores in villages, the Haryana Council of Ministers, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, approved an amendment to the Haryana Village Common Lands (Regulation) Rules, 1964, delegating powers to the Deputy Commissioners concerned to accord approval to Gram Panchayats for leasing out land in shamilatdeh measuring up to twenty square yards, by way of allotment, to Haryana Agro Industries Corporation Limited (HAICL) for setting up Har-Hith Stores. The new rules will be called the Haryana Village Common Lands (Regulation) Fifth Amendment Rules, 2026.

HAICL, a State Government undertaking, operates the Har-Hith retail chain through franchisees. About 1,400 stores are currently operational against a target of 5,000. Village sites required for the remaining stores need no more than 20 square yards each.

At present, every such lease requires prior approval of the State Government. With approval powers delegated to the Deputy Commissioner concerned, proposals for these small sites can be processed at the district level, facilitating expansion of the retail network.

Under the amendment, Gram Panchayat land may be leased to HAICL by way of allotment for a period not exceeding five years at a time, renewable for a maximum period of three years. The lease money and other terms and conditions will be specified by the State Government from time to time.

The amendment also clarifies that operating a Har-Hith Store through an HAICL franchisee on such land will not be treated as a sub-lease.

While interacting with journalists after the Cabinet meeting, Chief Minister Sh. Nayab Singh Saini said that Haryana used to be number one from the bottom in the country, but thanks to the Prime Minister's visionary thinking and welfare policies, it is now number one from the top. During the Prime Minister's Sankalp Yatra, people were informed in detail about benefits for every individual, empowering poor people, and making life simple and convenient. He said that Congress ruled for 55 years, while Modi Ji prepared the vision of a Viksit Bharat in 12 years.

On this occasion, the Chief Minister appealed to farmers not to burn stubble during the paddy season. Stubble pollutes the environment. The government has made arrangements for stubble management. Farmers should take advantage of them.

Congress's Condition Will Deteriorate Further in the 2029 Elections

The Chief Minister said that the Prime Minister had benefited crores of citizens by providing GST relief during the previous year, which was widely discussed across the country. In this way, the Prime Minister has worked to take the country to greater heights at the global level. Only a visionary leader can do this work. However, the Opposition made fun of this as well. He said that people with vision never make fun. By making fun, the Opposition has harmed humanity. The BJP has also won the recent municipal and by-elections, and the condition of Congress is going to deteriorate further in the 2029 elections.

Congress Is Misleading the Youth

The Chief Minister said that Congress is only misleading the youth. However, the youth know their character and faces very well. He said that today's youth need to be informed in detail about Modi's policies. The youth do not have complete information about the misdeeds of the Opposition.

Sh. Nayab Singh Saini said that a few days ago, while a protest was taking place at Jantar Mantar on one side, one lakh youth participated when he launched the anti-drug campaign in Yamunanagar. There is no shortage of talent among the youth of Haryana, and it should be utilised positively. Only with their cooperation will the resolve of a Developed India be fulfilled.

The Chief Minister said that during the Cabinet meeting, Social Justice and Empowerment Minister Sh. Krishan Kumar Bedi moved the thank you resolution for the Prime Minister. Modi Ji has devoted 25 consecutive years to public service as the Prime Minister and the Chief Minister of Gujarat. During the Prime Minister's tenure, unprecedented changes have taken place in the country. The Prime Minister is a visionary leader who has worked to bring changes at the grassroots level, and the people of India have clearly witnessed transformative policies such as railway and airport connectivity over the past 12 years.

The Chief Minister said that through this resolution, gratitude had been expressed on behalf of the 3 crore people of Haryana towards his nation-dedicated leadership, tireless hard work and commitment to public welfare. He said that Modi Ji's journey from the Chief Minister of Gujarat to the Prime Minister of India shows that when the country is at the centre of leadership and the benefits of decisions reach ordinary citizens, change becomes visible in people's lives. He has defined public service through his conduct. For him, the position is a responsibility, and public trust has been the biggest inspiration to fulfil that responsibility.

The Chief Minister said that the Prime Minister has cared for the last person in society. PM's 18 Visits Brought Gifts of Various Development Projects Worth Rs. 86,000 Crore

The Chief Minister said that Modi Ji has a deep connection with Haryana, and this state has been his workplace. As Prime Minister, he has continuously provided affection, guidance and support to Haryana over the past 12 years. During this period, through 18 visits to the state, he has given the state the gift of various development projects worth more than Rs. 86,000 crore. In addition to these, Haryana has received more than Rs. 7 lakh crore under various schemes of the Central Government.

The Chief Minister said that the Prime Minister launched the Beti Bachao-Beti Padhao campaign from Panipat, conveying the message of respect for daughters to the entire country. His guidance at every step inspires us to keep the aspirations of farmers, the poor, youth and women at the centre of our work priorities. Inspired by him, Haryana has adopted the arrangement of procuring all 24 crops at the Minimum Support Price.

He said that while giving Haryana a new identity in the fields of modern transportation and clean energy as well, Prime Minister Sh. Narendra Modi Ji launched the country's first hydrogen train project from Jind. This initiative reflects his resolve to protect the environment, promote alternative sources of energy and give a new direction to the country's transportation of the future.

*Haryana Cabinet Approves Devolution of Funds to Local Bodies as per 6th State Finance Commission Recommendations*

Chandigarh, October 10 – The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, approved the continuation of the recommendations of the 6th State Finance Commission for the devolution of funds to rural and urban local bodies from the financial year 2026-27 until the recommendations of the next State Finance Commission become available.

The decision has been taken as the 7th State Finance Commissionhas not yet submitted its report to the state government. Accordingly, as per the established precedent, the approved recommendations of the 6th State Finance Commission will continue to serve as the basis for the distribution of funds to local bodies during this period.

Under the approved framework, 7 percent of the State’s Own Tax Revenue (SOTR), on an actual basis, will be devolved to local bodies. The distribution of funds to Gram Panchayats and Urban Local Bodies will be based on a weightage of 80 percent for population and 20 percent for area.

For Zila Parishads and Panchayat Samitis also the distribution will be based on population data available on the ParivarPehchan Patra Portal as of December 31 of each year. The ‘inter-se’ distribution among Gram Panchayats, Panchayat Samitis and Zila Parishads will be maintained in the ratio of 75:15:10, respectively. As per the approved framework, local bodies will be permitted to utilise not more than 30 percent of the devolved funds for pavement of streets.

The framework also stipulates that the actual revenue of Urban Local Bodies must be at least 85 percent of their budgeted revenue, as reflected in the audited accounts of the previous year. In case of non-compliance, the concerned Urban Local Bodies will face a 20 percent reduction in their recommended share of the State Finance Commission grant due to them in the current year.
