Chandigarh, September 12 – Haryana Chief Minister, Sh. Nayab Singh Saini, said that India hosting BRICS is a matter of pride for the country. He said that under the leadership of Prime Minister Sh. Narendra Modi, India is continuously setting new milestones, and India’s leadership is being appreciated across the world.

The Chief Minister was interacting with media persons in Sirsa on Saturday after chairing a meeting of the District Public Relations and Grievances Committee. He said that resolving people’s problems is a priority of the government. He has directed the district administration to resolve people’s complaints in a time-bound manner. A total of 13 complaints were disposed of during the meeting.

Responding to a question, Sh. Nayab Singh Saini, said that the country is making continuous progress under the leadership of Prime Minister, Sh. Narendra Modi. He said that the Congress party made false promises to the people. Following Congress rule in Punjab, the people there also decided to opt for change. He said that there is now discontent among the people over the Aam Aadmi Party government as well, and attempts are being made to suppress those who raise their voice on serious issues such as drug abuse.

The Chief Minister said that the people of Punjab have faith in the leadership of Prime Minister Sh. Narendra Modi, and that a Bharatiya Janata Party government will be formed there in the coming time. He said that internal differences and infighting are prevailing within the Congress and other opposition parties.

The Chief Minister said that the government’s objective is to provide better governance to the people and ensure prompt resolution of their problems. Through meetings of the District Public Relations and Grievances Committee, people’s complaints are being heard and necessary directions are being issued to the concerned officers on the spot.

Chandigarh, September 12 – Haryana Chief Minister, Sh. Nayab Singh Saini, on Saturday, chaired the District Public Relations and Grievances Committee meeting held in Sirsa and heard public grievances related to various departments. Of the 16 complaints taken up at the meeting, 13 were resolved on the spot.

Vijay Kumar, a resident of Anand Vihar, Chattargarh Patti, stated that Flat No. 387 in Sector 21 had been allotted to him. He had deposited the prescribed amount and was also issued an allotment letter, but physical possession of the flat had not yet been given to him. According to the complainant, basic amenities such as sewerage, water and electricity connections were also not available in the flat.

The Chief Minister directed that the amount be refunded with interest, as desired by the complainant, and that the pendency of all refund cases be cleared within one month. He further directed that an inquiry be conducted to ascertain negligence on the part of any officer in the matter and action be taken against the concerned officer as per rules.

Another complainant, Pawan Kumar, stated that his wife and children were allegedly assaulted and that effective action had not been taken despite a complaint to the police. The complainant further stated that instead of action being taken against those involved in the case, he and his family were being harassed.

Sh. Nayab Singh Saini directed that both sides be heard, the matter investigated, and necessary action taken.

Ram Gopal, a resident of Kanwarpura village, stated that an insurance premium of about Rs. 76,960.31 had been deducted from his account under the Pradhan Mantri Fasal Bima Yojana, but he had not yet received the insurance claim for his cotton crop. He stated that other farmers in the village had already received the insurance amount. The Chief Minister directed the officers to thoroughly examine the matter, resolve the technical issue and ensure that the farmer receives the claim.

In another complaint, a disability certificate issued in the name of Krishna Devi was stated to be fake. The complainant said that the certificate carried the signatures of doctors of the Medical Board, while action was being taken in the matter on the ground that the certificate was fake. The complainant sought an impartial inquiry into the certificate and appropriate action if it was found to be incorrect.

The Chief Minister directed the Deputy Commissioner to conduct an inquiry against the officers responsible for keeping the matter pending for one-and-a-half years.

A complainant from The Janta Milk Society, Kariwala village, raised a complaint regarding the quality and payment of milk sent to the Sirsa Milk Plant through the Bulk Milk Cooler (BMC). According to the complainant, the milk was rejected on the ground of high caustic content, while there were also problems regarding the return of the milk and payment. The complaint also raised questions over the functioning of the concerned officers and employees and sought an inquiry into the matter. The Chief Minister directed strict action against the then CEO in the matter.

Anita Rani stated that her husband, Rajender Kumar, and other members of her family were allegedly assaulted. According to the complaint, family members sustained injuries during the incident and were subsequently threatened by the other party. Despite a police investigation, the complainant stated that appropriate action had not been taken and sought action against those responsible as per rules. The Chief Minister directed the Superintendent of Police to personally hear both parties and resolve the matter.

Charat Singh, a resident of Sector 19, stated that an access problem had arisen after construction of a house on his land. According to the complainant, there was no proper access route to his house. He had earlier approached the concerned officers, and directions had also been issued to provide access, but the matter remained pending. The complainant sought a proper access route to his house.

The Chief Minister directed that a committee headed by the Additional Deputy Commissioner be constituted to inquire into the matter.

Dabwali resident Dr Mohinder Bansal raised a complaint seeking action against Municipal Council officials for uploading an incorrect Action Taken Report (ATR) regarding the condition of trees during renovation of the divider in the grain market. The Chief Minister directed that all damaged plants be replaced and a committee be constituted to inquire into the matter.

Former Governor, Prof. Ganeshi Lal, Deputy Commissioner, Sh. Shantanu Sharma, former MP, Smt. Sunita Duggal, Sirsa Municipal Council Chairman, Sh. Shanti Swaroop, Chairman, Sh. **Haryana Tops India in Blood Donation for Third Straight Year; State to Receive National Honour on October 1**

**Record public participation, stronger infrastructure, digital integration and life-saving support power Haryana's remarkable blood donation success**

Chandigarh, September 12 - Haryana has emerged as the national leader in blood donation for the third consecutive year, reflecting the State's growing capacity to combine massive public participation with stronger blood transfusion infrastructure, digital integration, improved clinical safety and free life-saving support for patients.

With 5.89 lakh units of blood collected, 8,189 donation camps organised and complete licensed blood-centre coverage achieved across all districts, Haryana is now set to receive the country's top recognition in the field of blood donation.

The information was given by Additional Chief Secretary, Health and Family Welfare Department, Haryana, Dr. Sumita Misra, here today.

According to the official information, Haryana has stood first among all the States in blood donations per million populations, based on verified annual blood donation data recorded on the e-RaktKosh portal. The State will be felicitated by the Government of India on October 1, 2026, during the National Voluntary Blood Donation Day Programme at Lady Hardinge Medical College, New Delhi.

Dr. Misra said Haryana's achievement reflects sustained public participation and state’s continued efforts to strengthen blood transfusion services, improve clinical safety, promote digital integration and ensure access to safe life-saving blood and blood components. Significantly, Haryana has secured the top national position for the third consecutive year, having also received national recognition in 2024 and 2025.

**5.89 Lakh Blood Units Collected**

Highlighting the scale of the State's achievement, Dr. Misra said Haryana collected 5.89 lakh units of blood during 2025-26 and organised 8,189 blood donation camps during the financial year.

With the licensing of the blood centre at Charkhi Dadri District Civil Hospital, 22 districts of Haryana now have at least one functional licensed Government blood centre, achieving complete district-level coverage.

Haryana's blood transfusion network has also expanded substantially, with the number of blood centres increasing from 146 to 163. The State currently has 34 government and 129 private blood centres, while 150 blood centres (92 %) are equipped with blood Component Separation facilities, strengthening access to specialised blood components for patients.

**Voluntary Blood Donation Gains Momentum**

Dr. Misra said Haryana has made rapid progress in increasing voluntary blood donation through focused monitoring, direct engagement with blood centres.

The State's voluntary blood donation rate increased from 79 per cent to 92 per cent by August 2026, following direct online reviews with blood centres and coordinated resolution of operational issues.

The progress has brought Haryana closer to the national benchmark of 95 per cent voluntary blood donation. It reflects increasing public participation in the life-saving movement and sustained efforts by the state to ensure greater reliance on voluntary, non-remunerated blood donation.

**Digital Transformation Strengthens Blood Services**

Haryana has also made significant progress in integrating its blood transfusion services with digital health systems.

From a baseline of zero, eighty-nine (89) blood centres have integrated with the ABHA system within two months of initiation of the new ABHA-based donor registration feature on the National e-RaktKosh portal, according to the performance review.

At the same time, 134 blood centres are actively updating live information on the e-RaktKosh platform, strengthening transparency, improving real-time monitoring, enabling better visibility of blood availability and service performance.

**Better Clinical Safety, Lower Blood Wastage**

Haryana has also recorded strong performance on important clinical safety indicators. As many as 1,255 out of 1,305 high-risk reactive donors, or 96.17 per cent, were successfully tracked and linked with appropriate health programmes, exceeding the benchmark of 85 per cent. Blood wastage has remained under control, with the discard rate recorded at 2.69 per cent, below the benchmark of four per cent.

**Free Blood and Life-Saving Support for Patients**

Dr. Misra said Haryana continues to provide important blood-related services free of cost, strengthening access for patients requiring life-saving treatment.

Blood and blood components are provided free of cost to patients admitted to Government hospitals. Free Single Donor Platelets are also provided to eligible BPL and dengue patients in Government facilities.

The state also provides support to patients requiring repeated and lifelong treatment for disorders like Thalassaemia, Haemophilia and Sickle Cell Anaemia.

At present, 1,443 Thalassaemia patients and 1,018 Haemophilia patients are registered in District Civil Hospitals and receiving free iron chelation drugs and Anti-Haemophilia Factors, respectively, under the State’s support system.

**Massive Public Participation Drives Blood Donation Movement**

Dr. Misra said large-scale public mobilisation has played a major role in Haryana’s success. During a statewide blood donation drive held on May 5, 2025, as many as 10,183 citizens donated blood in a single day.

During Operation Sindoor in May 2025, Haryana collected 2,374 blood units through 51 youth-led blood donation camps. The initiative also saw the launch of Haryana's first Disaster Management Plan for blood banks, strengthening preparedness of the blood Transfusion services for emergencies.

The NCI Jhajjar Blood centre, the first paperless blood centre, was recognised as Haryana’s best blood centre by National Blood Transfusion Council (NBTC), Ministry of Health and Family Welfare, Government of India, on the occasion of World Blood Donor Day on 14th June 2026 in Gujarat, for its best performance on National key performance indicators and use of state -of-art advanced and automated blood centre technology.

**Next Phase: Advanced Testing and Further Expansion**

Looking ahead, Dr. Misra said Haryana is now moving towards the next phase of strengthening blood transfusion services through advanced technology for enhanced blood safety.

An ID-NAT machine facility has been approved for installation at the Blood Centre of PGIMS, Rohtak, which will further strengthen screening for transfusion-transmitted infections.

Dr. Misra said Haryana’s continued focus on voluntary blood donation, modern blood-centre infrastructure, digital monitoring, blood safety and patient-centred support will further strengthen the State’s blood transfusion system and ensure timely access to safe blood and blood components for those in need.

An official spokesperson said that the annual award has been instituted to recognise and honour the invaluable contribution and selfless service rendered by individuals and organisations in the field of disaster management. The award is announced every year on January 23, the birth anniversary of Netaji Subhash Chandra Bose.

The spokesperson said that only Indian citizens and Indian institutions are eligible to apply for the award. Voluntary organisations, corporate entities, academic and research institutions, response and uniformed forces, and other institutions may apply under the institutional category.

Applicants should have made significant contributions in the field of disaster management in India, including prevention, mitigation, preparedness, rescue, response, relief, rehabilitation, research or innovation.

Chandigarh, September 12 – Haryana Public Health Engineering Department (PHED) will digitally track its works from execution at the site to processing of bills, with photographs, videos and geo-tagging forming part of the official record. Public Health Engineering Minister, Sh. Ranbir Gangwa, has directed the Department to introduce the system for maintenance and capital works, including water supply, sewerage and other projects.

Under the system, photographs and videos will be recorded before commencement, during execution and after completion of each work, while its location will be captured through geo-tagging. The digital record will accompany the corresponding bill, enabling an accurate assessment of physical progress and actual execution before payment.

The Minister also directed that every departmental work and asset be assigned a Unique Asset ID, which will be mentioned on the bill. The IT Cell will develop a system at the headquarters level to securely maintain photographs, videos and other records, creating a reliable digital trail for future reference.

Sh. Ranbir Gangwa directed the Department to adopt Electronic Measurement Books (e-MB), wherever feasible, and develop a system for online submission and digital scrutiny of contractors’ bills. Field officers will also confirm the actual progress of works at the site.

Before approval of any procurement or work, the job card will be uploaded on an online system to be developed by the headquarters. Agreements for maintenance works will be executed in advance. In cases involving providing and fixing, procured material will first be entered in the MAS Register, with its consumption also recorded in the same register.

Directions have also been issued to invite quotations online, ensure execution of works in the presence or under close supervision of the SDE and JE, and match the physical progress of works with the details submitted during scrutiny of bills.

*Digital Dashboard to Monitor Works*

Sh. Ranbir Gangwa directed that a digital dashboard be developed at the headquarters level, bringing together details of work progress, expenditure, photographs, assets and their status. The team will also explore integrating it with PFMS, GIS and other government digital platforms.

The Minister said that the measures would strengthen oversight of departmental works, improve quality control and ensure better utilisation of public funds. The digital trail will provide a clear and accessible record of each work whenever required.

He directed the Department to formulate and implement a Standard Operating Procedure (SOP) covering these measures. The concerned officers and employees will be held responsible wherever violations of rules or financial irregularities are detected.

Chandigarh, September 12 – Bringing healthcare and diagnostic services closer to rural residents, a Smart Health Kiosk offering more than 70 types of tests has been installed at the Primary Health Centre (PHC), Gudha, Kurukshetra. The facility will benefit residents of Gudha and 23 surrounding villages, enabling them to access essential tests and healthcare services at the PHC itself instead of travelling to Ladwa Hospital.

Haryana State Council for Child Welfare Vice-President, Smt. Suman Saini, inaugurated the Smart Health Kiosk at the PHC on Saturday. The machine has been donated to PHC Gudha by the M3M Foundation.

Smt. Suman Saini said that the new development works being undertaken regularly in the Ladwa Assembly constituency are a result of the trust reposed by the people, who allowed them to undertake these works by electing their representative as Chief Minister. She said that the contribution of the M3M Foundation was not merely a donation of a machine, but an act of service to humanity and a significant investment in the healthy future of children and society.

She said that under the leadership of Chief Minister Sh. Nayab Singh Saini, in Haryana and the guidance of Prime Minister, Sh. Narendra Modi, the healthcare sector has witnessed a major transformation. *50-Bedded Hospital to Come Up in Ladwa Soon*

Smt. Suman Saini said that following the announcement by Chief Minister, Sh. Nayab Singh Saini, to upgrade the Community Health Centre (CHC), Ladwa, into a 50-bedded hospital, approval has been accorded for the hospital as well as augmentation of its staff. The 50-bedded hospital will come up in Ladwa soon.

She said that an anaesthesiologist has been appointed at CHC Ladwa this month, while one Medical Officer each has been posted at Barot and Gudha health centres. CHC Ladwa has also been renovated with a special grant of Rs. 51 lakh provided by Chief Minister, Sh. Nayab Singh Saini.

*Construction of New PHC Deeg Building Underway*

The Vice-President said that construction of the new building of PHC Deeg is underway, with nearly 40 per cent of the work completed. Construction of the Block Public Health Unit building on the premises of CHC Babain is around 85 per cent complete.

She said that construction of the new Sub-Centre building at Antehri is around 50 per cent complete, while the new building of Sub-Centre Bahlolpur is around 80 per cent complete. Construction of the new Sub-Centre building at Khanpur Jattan is around 90 per cent complete.

Chandigarh, September 12 – In a major push to Haryana’s rapidly growing startup ecosystem, Chief Minister, Sh. Nayab Singh Saini, on Saturday reviewed progress towards operationalising the proposed Haryana Startup Fund of Funds (FoF) with a corpus of Rs. 2,000 crore. The Fund is envisaged as a robust financial mechanism to support startups at different stages of growth, attract private capital and give further impetus to innovation and entrepreneurship in the State.

Chairing a high-level review meeting at the Secretariat, the Chief Minister said that in view of Haryana’s consistent progress in innovation and entrepreneurship, it is essential to put in place a strong financial mechanism to provide financial support to startups at various stages of their growth.

He said that timely access to capital is a key factor in the success of startups and directed that the process for the establishment and operationalisation of the Haryana Startup Fund of Funds be taken forward in a time-bound manner.

Sh. Nayab Singh Saini said that the Fund would play an important role in promoting investment and innovation in the State, attracting private capital and supporting high-potential startups emerging from Haryana.

He reiterated the State Government’s commitment to promoting entrepreneurship and innovation and emphasised the need to operationalise the Fund at the earliest and effectively achieve its stated objectives. Various aspects related to the Haryana Venture Capital Fund were also discussed during the meeting.

Chandigarh, September 12 – In a major push to ease traffic congestion and improve connectivity across Haryana, Chief Minister, Sh. Nayab Singh Saini, has approved the development of ring roads and National Highways outside cities and towns with a population of more than one lakh. The State will also take forward major bypass projects at Hisar, Kurukshetra, Narnaul, Jind and Sohna-Palwal, with an estimated investment of around Rs. 9,700 crore.

The Chief Minister was chairing a meeting at the Secretariat on the adoption of a financial model for State contribution under the master plan aimed at reducing congestion in urban areas along National Highways. Public Works Minister, Sh. Ranbir Gangwa, Chief Secretary, Sh. Anurag Rastogi, and other senior officers attended the meeting.

The Chief Minister directed that a policy for developing outer ring roads and National Highways under the master plan be formulated in accordance with the Central Government's policy framework so that road projects aimed at reducing traffic pressure in cities and towns can be implemented effectively.

During the meeting, a three-member committee comprising officers of the Finance Department, Public Works Department and Urban Local Bodies Department was constituted to work out matters related to the State's contribution under the cost-sharing arrangement with the Central Government.

*Major Bypass Projects Get Nod*

The Chief Minister approved the construction of the Hisar Bypass, Kurukshetra Bypass, Narnaul City Bypass, Jind Bypass and Sohna-Palwal Bypass.

The Hisar Bypass will provide connectivity from Hisar-Rajgarh Road (NH-52) to Hisar-Delhi Road and Hisar-Kaithal Road. The Detailed Project Report (DPR) for the Kurukshetra-Ladwa Bypass has also been prepared, and work on the project will commence soon.

The Chief Minister said that the Narnaul City Bypass would also be constructed. The nearly 11-km-long bypass will be connected to NH-148B. An outer ring road and a four-lane bypass on NH-352 will also be constructed on the other side of Jind.

The Palwal-Sohna Bypass from NH-919 will be upgraded, redesigned and constructed as a four-lane road over a length of approximately 24 km. These projects are estimated to cost around Rs. 9,700 crore.

*Connectivity to Jewar International Airport*

The Chief Minister said that connectivity would also be developed to link the DND-Faridabad-Ballabhgarh Bypass-KMP link and the Delhi-Mumbai Expressway with Jewar International Airport through greenfield connectivity.

He said that the land share for the Karnal Ring Road has also been deposited. The ring road connecting Ambala City and Ambala Cantt is under construction and will be completed at the earliest.

In the meeting Approval was also given for the construction of a railway underbridge on Civil Station Road in Sirsa on the Rewari-Bathinda railway line, besides additional works related to link roads from Kanina-Mahendragarh Road to Anawas; Dhani Rajawas School to Balana; Khatod to Budin, Nimbhera and Balecha; Mahendragarh-Bucholi Road; and Nangwas to Ateli.

*Cabinet Minister Inaugurates Three Development Projects Worth Rs. 6.97 Crore**

Chandigarh, September 12 – Haryana Cooperation, Jails, Tourism, Heritage and Elections Minister, Dr. Arvind Sharma, on Saturday inaugurated three major development projects completed at a cost of Rs. 6.97 crore in the Gohana area and said that development projects approved for the region are being implemented expeditiously under the leadership of Chief Minister, Sh. Nayab Singh Saini.

Dr. Arvind Sharma said that Chief Minister, Sh. Nayab Singh Saini, has given development projects worth nearly Rs. 700 crore to Gohana, with work on these projects progressing at different stages. He said that he regularly reviews progress reports with officers to avoid unnecessary delays. Officers have also been directed to ensure that there is no compromise on the quality of works related to public interest.

The Minister said that continuous efforts are being made to strengthen roads, drainage, irrigation, urban amenities and other infrastructure in Gohana. Development plans are being prioritised keeping in view the requirements of both rural and urban areas.

The Cabinet Minister also inaugurated the completed project for laying a 355-mm diameter underground pipeline from Shri Ram Talab to Drain No. 3 for the protection of the inhabited area. The project will help protect the area and improve the drainage system.

Dr. Arvind Sharma said that special emphasis is being laid on finding permanent solutions to problems related to rainwater and drainage.

Dr. Arvind Sharma said that Chief Minister, Sh. Nayab Singh Saini, has made it clear that there will be no shortage of funds for development works. He said that every project approved for Gohana would be implemented on the ground and unnecessary delays in works of public interest would not be allowed.

*From Litigation to Reconciliation: National Lok Adalat Gives Matrimonial Dispute a Happy Ending*

Chandigarh, September 12- The 3rd National Lok Adalat of the year was organised across the State of Haryana under the dynamic leadership and guidance of Justice Harsimran Singh Sethi, Judge, Punjab & Haryana High Court and Executive Chairman, Haryana State Legal Services Authority (HALSA). The National Lok Adalat was conducted across all 22 Districts and 38 Sub-Divisions of Haryana.

Today’s National Lok Adalat witnessed an unprecedented response and marked a historic milestone, recording the highest ever figures in terms of cases settled. More than 6,75,000/- cases were amicably disposed of.

A heartwarming example of the transformative potential of Lok Adalat emerged from Hisar, where a long-standing matrimonial dispute between the parties, pending before the Family Court, Hisar, was amicably resolved through mutual consent. Through the sincere intervention and counselling efforts of the Lok Adalat Bench, the parties were encouraged to resolve their differences and restore harmony in their relationship. The matter was settled on the very day of the National Lok Adalat. In a touching gesture, both parties fed sweets to each other and expressed their willingness to resume their family life together with mutual understanding and harmony. The settlement exemplifies how the National Lok Adalat can go beyond mere disposal of cases and, through dialogue, counselling, reconciliation and mutual consent, restore relationships, preserve families and bring renewed hope and peace to the lives of litigants.

As a symbolic gesture towards the National Lok Adalat and with a view to promoting environmental consciousness and sustainable development, Justice Harsimran Singh Sethi planted a sapling at the Administrative Building of HALSA, Panchkula.

On the day of the National Lok Adalat, Justice Harsimran Singh Sethi virtually interacted with some of the Lok Adalat Benches across the State and reviewed the proceedings. Justice Sethi emphasized that sincere and concerted efforts should be made to facilitate the amicable settlement of disputes through mutual consent, meaningful dialogue, reconciliation and compromise.

Thereafter, Justice Harsimran Singh Sethi visited the District Courts, Panchkula and personally inspected the Lok Adalat Benches and interacted with the litigants and reviewed the proceedings of Lok Adalat Benches.

The substantial disposal achieved during the National Lok Adalat was the result of the concerted efforts and continuous guidance of the Executive Chairman, HALSA, who had been consistently encouraging the Chairpersons and Secretaries of the District Legal Services Authorities, to take all necessary measures for the successful conduct of the National Lok Adalat including identification of suitable cases, pre-Lok Adalat sittings, effective coordination with stakeholders, maximum public awareness etc. Prior to the National Lok Adalat, Justice Sethi also held video conferencing with the Chairpersons and Secretaries of the District Legal Services Authorities and other judicial officers, reviewing the preparedness and progress and motivating them to demonstrate the highest level of commitment, efficiency and dedication and to make every possible endeavour to facilitate amicable settlements.

The National Lok Adalat, including pre-Lok Adalat sittings, witnessed substantial disposal of cases involving a wide variety of disputes. The massive response received from litigants reflected growing public faith in the mechanism of Lok Adalat as an effective mode of alternative dispute resolution. The settlements arrived at during the Lok Adalat not only saved valuable time and litigation expenses of the parties but also substantially contributed towards reducing pendency of cases in courts across Haryana. An amount of approximately Rs.78,44,79,92,903 was also disbursed/awarded during the National Lok Adalat.

For effective conduct of the National Lok Adalat, a total of 184 Benches were constituted across the State to take up both pre-litigation and pending matters including civil disputes, matrimonial cases, motor accident claim cases, bank recovery matters, cheque bounce cases under the Negotiable Instruments Act, traffic challans, compoundable criminal offences.
