Haryana Approves Major Child Welfare Reforms Under ‘Mission Vatsalya’

Ayushman Bharat coverage, vocational training, sports activities and child care infrastructure to be strengthened across state

Chandigarh, July 22: The Haryana Government has approved a series of major initiatives to further strengthen child protection, healthcare and rehabilitation services under Mission Vatsalya. The State-Level Monitoring Committee, chaired by Chief Secretary Sh. Anurag Rastogi, approved the proposal to extend Ayushman Bharat health coverage to all eligible children residing in these institutions. The committee also reviewed and approved measures to strengthen specialised healthcare, bridge education, vocational training, adoption services, sports activities, legal support, institutional infrastructure and inter-departmental coordination to ensure holistic care, protection and rehabilitation of vulnerable children across Haryana.

Chairing the meeting, the Chief Secretary said Mission Vatsalya is creating a comprehensive child protection ecosystem that integrates healthcare, education, counselling, rehabilitation, legal assistance and social reintegration for children in need of care and protection as well as children in conflict with law. He emphasised coordinated action among all stakeholder departments to ensure timely delivery of child welfare services.

To further strengthen healthcare services, the committee decided that Ayushman Bharat cards would be issued to all eligible children residing in Child Care Institutions, ensuring timely access to quality healthcare and financial protection for medical treatment. The committee also decided that specialised quarterly health check-ups under the Rashtriya Bal Swasthya Karyakram (RBSK) will be conducted in all Child Care Institutions, covering dental, ENT, skin and other specialised medical interventions. The Health Department was directed to ensure expeditious preparation of Medical Examination Reports (MERs) to facilitate timely adoption of children, particularly those with special needs.

The committee also emphasised timely issuance of Non-Claimant Certificates (NCCs) by the police and regular updating of child-related information on the Mission Vatsalya portal to expedite adoption procedures and improve monitoring of children requiring care and protection.

Recognising education as an essential pillar of rehabilitation, the committee reviewed measures to strengthen bridge education in Observation Homes, Special Homes and Places of Safety by ensuring the availability of qualified teachers. It also decided to expand skill development and vocational training programmes to equip children with employable skills and improve their future livelihood opportunities. Vocational courses, including CCTV repair and tailoring, are already being conducted for children in institutional care.

A key proposal discussed during the meeting was to collaborate with the State Institute of Mental Health, Haryana, for deploying psychologists in Child Care Institutions across the state. The committee also reviewed measures to strengthen the functioning of Special Juvenile Police Units (SJPUs) by ensuring continuity of trained Child Welfare Police Officers and improving support for tracing families of children belonging to other districts and states. It also stressed better coordination among the Home Department, Women and Child Development Department, Police and other agencies for effective implementation of child protection laws.

To strengthen rehabilitation and positive engagement of children in Child Care Institutions, structured and regular sports and physical activities shall also be organised to channelize their energy constructively and promote physical fitness, discipline, teamwork, and emotional well-being.

Reviewing infrastructure development, the Chief Secretary took stock of the Integrated Child Care Complex being developed at Hisar, comprising an Observation Home, Special Home and Place of Safety with a capacity of 50 children in each unit. The committee also reviewed staffing requirements for the new complex and existing institutions to ensure quality care and efficient management.

The meeting further emphasised strengthening free legal aid for children in conflict with law and improving coordination between the Prosecution Department and District Child Protection Units to ensure timely legal assistance and better monitoring of POCSO cases across the state.

Commissioner & Secretary, Women & Child Development Department, Sh. Shekhar Vidyarthi informed that Haryana has established a robust institutional framework under Mission Vatsalya with 22 Child Welfare Committees, 22 Juvenile Justice Boards, 56 Child Care Institutions for Children in Need of Care and Protection and seven institutions for Children in Conflict with Law. The state has also organised 641 awareness camps on Mission Vatsalya and the POCSO Act till June 2026, benefiting 37,136 children through awareness programmes on child rights, legal safeguards, online safety and prevention of abuse.

Director, Women & Child Development Department, Dr. Priyanka Soni highlighted the progress of Haryana's flagship child welfare initiatives, including the Harihar Policy, which provides employment, educational and financial support to eligible abandoned and surrendered children after they attain adulthood, and the Mukhya Mantri Bal Sewa Yojana, which continues to support children who lost parents or guardians during the COVID-19 pandemic.

The Chief Secretary reiterated the Haryana Government's commitment to building a responsive, inclusive and child-centric protection system by strengthening healthcare, education, counselling, legal support, skill development and institutional infrastructure so that every vulnerable child receives the care, protection and opportunities needed for a secure and dignified future.

Chandigarh, July 22- Describing journalists as the vigilant conscience of democracy, Haryana Chief Minister, Sh. Nayab Singh Saini on Wednesday said journalism derives its true strength not merely from the written word but from truth, credibility, public trust and an unwavering sense of responsibility towards society and the nation. He said journalists do far more than report events, they give words to the present and shape the history of the future.

Interacting with the senior journalists of the Senior Journalists Forum, Chandigarh, at Sant Kabir Kutir, the Chief Minister said every news report becomes a document of its time and every photograph reflects the collective conscience of society. Journalism, he said, is not confined to reporting facts; it plays a defining role in shaping public opinion, preserving history and strengthening democratic institutions.

Welcoming the senior journalists, Sh. Nayab Singh Saini said democracy flourishes only when dialogue within society remains continuous, meaningful and vibrant. Such dialogue, he said, is sustained by a free, responsible and credible media that serves as a bridge between the government and the people. Journalists, therefore, have an indispensable role in deepening democratic values and strengthening public confidence in institutions.

Journalism is not driven merely by pen and ink. It is guided by public trust, informed opinion and a deep sense of responsibility towards democracy, the Chief Minister said, adding that journalists shoulder the responsibility of presenting facts with fairness, balance and integrity.

Highlighting India's rich journalistic tradition, Sh. Nayab Singh Saini said the roots of Indian journalism are deeply embedded in the country's timeless civilisational heritage. Referring to Maharishi Narad as the world's first messenger, he said Narad's mission was not merely to disseminate information but to uphold truth, maintain balance and work for the larger welfare of society. He said the essence of responsible communication has always been an integral part of India's cultural ethos.

The Chief Minister also recalled the contributions of Lokmanya Bal Gangadhar Tilak, Mahatma Gandhi and Shaheed Bhagat Singh, whose writings became powerful instruments of social awakening and inspired the spirit of nationalism during India's freedom struggle. Their journalism, he said, demonstrated that the written word has the power to unite society, challenge injustice and inspire transformational change.

Referring to the rapidly evolving media landscape, Sh. Nayab Singh Saini said the age of artificial intelligence and social media has fundamentally transformed the dissemination of information, enabling news to reach every corner of the world within moments. However, he observed that the greatest challenge before society today is not the speed of information but its authenticity and credibility.

In this changing environment, the Chief Minister said experienced and responsible journalists have a greater role than ever before. At a time when misinformation and unverified content can spread rapidly, he said, society looks towards credible journalism to distinguish fact from falsehood. He urged journalists to continue upholding the highest professional standards so that truth prevails over misinformation.

Sh. Nayab Singh Saini said criticism remains one of the greatest strengths of democracy, provided it is rooted in facts and guided by objectivity. Constructive criticism, he observed, strengthens governance, improves public institutions and ultimately serves the larger public interest.

The Chief Minister further said society today requires much more than breaking news. It also needs constructive thinking, meaningful solutions and inspiring examples capable of creating positive social change. Journalism, he said, becomes a powerful instrument of nation-building when it is guided by truth, sensitivity, objectivity and accountability.

Reaffirming the Haryana Government's commitment to transparency, accountability and continuous dialogue with the media, Sh. Nayab Singh Saini said the State Government remains equally committed to safeguarding the dignity, security and welfare of journalists.

He said the Haryana Government has implemented a Pension Scheme for senior journalists. In addition, the entire premium under the Group Insurance Scheme for journalists is borne by the State Government. Financial assistance is also provided through the Journalists' Welfare Fund to journalists and their families in cases of serious illness, accidents or untimely death.

The Chief Minister said the welfare of journalists remains an important priority for the government, as a vibrant democracy requires a secure, independent and empowered media. He expressed confidence that journalists would continue to discharge their responsibilities with impartiality, credibility and dedication while further strengthening the democratic fabric of the nation.

The Chief Minister said that under the visionary leadership of Prime Minister, Sh. Narendra Modi, India is moving ahead with renewed confidence and unprecedented momentum, while Haryana is setting new benchmarks in inclusive and sustainable development through transparent, accountable and citizen-centric governance.

Referring to the Ayushman Bharat and Chirayu Haryana health insurance schemes, Sh. Nayab Singh Saini said these initiatives have enabled lakhs of families to receive quality medical treatment free of cost, significantly reducing the financial burden on economically weaker sections and ensuring access to affordable healthcare.

Highlighting the government's focus on education, the Chief Minister said transformative initiatives such as Mission Buniyaad and Super-100 have created new opportunities for talented students from economically weaker families. He said the remarkable success of students from the Super-100 programme, who have recently secured admission to prestigious institutions after qualifying examinations such as IIT, NIT and NEET, reflects the State Government's commitment to nurturing talent and ensuring quality education for every child, irrespective of socio-economic background.

Speaking about the expansion of healthcare infrastructure, Sh. Nayab Singh Saini said Haryana had only a limited number of medical colleges before 2014. Today, medical colleges have been established in most districts, while work on the remaining institutions is progressing rapidly. He added that the State Government is also committed to upgrading district hospitals by providing facilities comparable to those available in private hospitals, thereby ensuring quality healthcare closer to people's homes.

The Chief Minister said the State Government remains committed not only to accelerating the pace of development but also to strengthening public trust through transparent governance, responsive administration and continuous engagement with citizens. He said the government's objective is to create an environment where development is accompanied by social harmony, public participation and confidence in democratic institutions.

Expressing confidence in the media fraternity, Sh. Nayab Singh Saini said journalists have always played a pivotal role in shaping public discourse and strengthening democratic values. Chandigarh, July 22 – Haryana Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana said that the India International Horticulture Market (IIHM) project at Ganaur is an ambitious initiative that will give a new direction to the horticulture sector in the state. The project will provide farmers with better market facilities, modern infrastructure, and opportunities to sell their produce at the global level.

Sh. Shyam Singh Rana was presiding over a review meeting of Haryana National Horticulture Marketing Corporation Limited, Ganaur, held in Chandigarh on Wednesday. During the meeting, detailed discussions were held on six major agenda items related to the India International Horticulture Market project.

The Agriculture Minister directed the officers to complete the entire project at the earliest. He said that the Ganaur market will become the first choice for farmers and traders in the coming times. The market is being developed as a state-of-the-art and world-class facility for farmers and traders. The key objective of this ambitious project is to ensure remunerative prices for fruits, vegetables, and horticulture produce of farmers from Haryana and neighbouring states, while reducing their dependence on middlemen.

Sh. Shyam Singh Rana said that equipped with international-level facilities, the market will have modern cold storage, processing, and packaging facilities. Through electronic trading and efficient logistics systems, large traders from across the country and abroad will be able to directly connect with farmers.

He said that with 67 per cent of the construction work already completed and the allocation of the business plan expected within this month, the market will soon emerge as a global trade hub, increasing farmers’ income and giving a new dimension to horticulture trade.

The Agriculture Minister issued strict directions for completing the remaining works at the earliest. During the meeting, approval was also granted for important agenda items related to shed number 14 and false ceiling works.

The Agriculture Minister was apprised that tenders have already been invited for preparing a business plan to ensure the smooth functioning and commercial success of the project. The business plan is expected to be allotted within this month.

A child from Panipat to receive advanced bionic limbs after Haryana approved important healthcare proposals*

Chandigarh, July 22 - The Haryana Government has approved advanced bionic limbs worth approximately Rs. 35 lakh for a child from Panipat who lost both arms and one leg due to Electrocution. The state-of-the-art prosthetic limbs are expected to significantly improve the child's mobility, independence and quality of life, enabling him to perform everyday activities with greater confidence and dignity.

The decision was approved during the 40th Board of Directors Meeting of the Haryana Medical Services Corporation Limited (HMSCL), chaired by Dr. Sumita Misra, Additional Chief Secretary, Health & Family Welfare. The Board also cleared several important proposals aimed at strengthening healthcare infrastructure and expanding access to advanced medical technology in government health institutions across Haryana.

Among the key decisions, the Committee approved procurement of a 3-D Cone Beam Computed Tomography (CBCT) X-ray machine for the Centre of Excellence at the Post Graduate Institute of Dental Sciences (PGIDS), Rohtak around Rs 82 lakh. This advanced imaging system will enable accurate diagnosis of complex dental and jaw disorders, facilitating better treatment planning and improved patient outcomes.

The Committee also cleared the procurement of 30 micro-centrifuge machines amounting to Rs. 20 lakh approx. for government health facilities across Haryana. These machines will enable faster and more accurate processing of blood and other clinical samples, leading to quicker diagnosis and timely initiation of treatment.

In a move to further strengthen the State’s dengue preparedness, the Committee approved the procurement of 2500 Dengue NS1 diagnostic kits for deployment across Haryana amounting Rs. 47 lakh. The kits will aid in early detection of dengue infections, supporting prompt treatment and more effective disease surveillance during the monsoon season. During the meeting several agendas were discussed and approved.

Chandigarh, July 22- Haryana Chief Minister, Sh. Nayab Singh Saini on Wednesday said the State Government is ushering in transformative reforms in the industrial sector to translate the vision of 'Haryana Vision @2047' into reality. He directed officers to promote startups in every district and ensure that entrepreneurs do not face any administrative hurdles while setting up new businesses.

The Chief Minister was chairing a review meeting at the Civil Secretariat on the Vision to Action Plan under Haryana Vision @2047 with the officers of the MSME Department, Industries Department, Startup Haryana and the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC).

Boost to Local Employment and Indigenous Enterprises

The Chief Minister directed officers to develop a dedicated Wood Zone and Wood Market at Barwala, complete with modern showrooms. He said the initiative would enhance the income of local artisans and generate substantial employment opportunities.

He further directed officers to prepare a calendar for organising Swadeshi Melas across every district of the State. Self-Help Groups (SHGs) engaged in the production of Rakhis will be integrated into the initiative on a large scale, and their products will be linked to leading global e-commerce platforms such as Walmart and Amazon to expand their market reach.

To further improve the ease of doing business, the Chief Minister said the formation of the State Innovation and MSME Council and the Startup Advisory Council Haryana.

Under the revamped Single Window Clearance System, the time taken for business approvals will be reduced from 45 days to 30 days, with a long-term target of cutting approval timelines by 50 per cent. Dedicated Startup Nodal Officers have also been deployed in every district to provide handholding support to entrepreneurs.

Ten New PADMA Clusters and Rs. 2,000-crore Startup Fund

The Chief Minister was informed that 10 new industrial clusters are being established across the State under the flagship PADMA Scheme.

To strengthen access to growth capital for startups, the State is setting up a Rs. 2,000-crore Haryana Startup Fund of Funds, while a Rs. 250-crore Atmanirbhar Startup Venture Fund has already been launched.

Focus on Rural Skill Centres, ITI Reforms and Green Industrial Growth

Officers informed the meeting that, in collaboration with the Skill Development Department, 100 high-potential rural clusters will be identified for establishing specialised skill centres. These will focus on region-specific industries, including bead manufacturing in Hisar, handloom in Panipat, agricultural equipment and dairy in Karnal, and pottery in Yamunanagar.

Under the PM SETU Scheme, new courses will be introduced in Industrial Training Institutes (ITIs). At least 25 industry-driven ITIs will be adopted by private industries to ensure that over 70 per cent of trainees secure direct employment.

Under the new policy, more than 2,000 MSMEs adopting rooftop solar systems will receive financial incentives. A 10,000 TPA Green Hydrogen Project is also being established in Panipat.

Greater Push for Women Entrepreneurship

To promote women-led enterprises, Rs. 11.5 crore has been earmarked under the Women Entrepreneurship Platform, which will provide mentoring and financial linkages to 500–600 aspiring women entrepreneurs.

The State Government will also establish crèche facilities in industrial areas to support working women entrepreneurs.

The Chief Minister was further informed that Kurukshetra, Hisar and Rohtak will be developed as alternative IT hubs on the lines of Technopark, Thiruvananthapuram.

In addition, Haryana will attract large-scale investments in green industries through the Make in Haryana Industrial Policy 2026 and the Haryana Progressive MSME & Export Promotion Policy 2026.

Haryana Expands Service Security Net for Contractual Employees; Registration Reopens for Four Additional Categories

Chandigarh, July 22: In a significant move to widen the coverage of the Haryana Contractual Employees (Security of Service) Act, 2024, the Haryana Government has reopened the online registration portal for four additional categories of contractual employees, bringing them within the ambit of the state's service security framework.

According to a communication issued by Chief Secretary Sh. Anurag Rastogi, eligible employees belonging to the newly notified categories can register on the dedicated portal, www.secureemployees.csharyana.gov.in, by July 31. The registration will be followed by a time-bound verification process before employees are considered under the provisions of the Act and the Haryana Contractual Employees (Security of Service) Rules, 2025.

The additional categories brought under the registration exercise include Computer Faculty and Computer Lab Attendants working under the School Education Department, contractual employees engaged through the Department of Information Technology and Science (excluding HARTRON), and contractual employees serving in the Haryana Staff Selection Commission (HSSC). These categories were not covered during the earlier phase of registration.

The government has prescribed a three-tier verification schedule to ensure timely processing of applications. While online registration will remain open until July 31, the respective Drawing and Disbursing Officers (DDOs) have been directed to complete verification of service records by August 7. The final scrutiny and approval by the concerned Heads of Departments (HoDs) must be completed by August 15.

The communication has been addressed to the Director General, School Education, Chairman of the Haryana Staff Selection Commission and all Deputy Commissioners, directing them to ensure strict adherence to the prescribed timeline so that eligible employees are not deprived of the benefits of the legislation due to procedural delays.

To facilitate the verification process, the Human Resources Department has also asked the Director, Treasuries and Accounts, Haryana, and the Managing Director, Haryana Kaushal Rozgar Nigam Limited (HKRNL) to furnish service records and other relevant particulars of employees belonging to the newly included categories to the Human Resources Department and the Haryana Knowledge Corporation Limited (HKCL) at the earliest.

Cabinet Minister Krishan Lal Panwar chairs District Public Grievances Committee meeting, orders to Register FIR Against Ansal API Without Delay

Cabinet Minister disposes of 8 out of 11 cases at , directs repair of EWS sewerage system within 15 days and action on land compensation issues

Chandigarh, July 22- Haryana Development and Panchayats Minister, Sh. Krishan Lal Panwar on Wednesday directed officers to register an FIR against Ansal API at the earliest in connection with complaints related to Ansal Sushant City. He also instructed all concerned departments to extend full cooperation in the investigation.

The Minister directed the Deputy Commissioner to obtain reports from all relevant departments and sought feedback regarding the proposed handover of the colony. He further directed officers to ensure the provision of basic civic amenities to residents. The Haryana Shehri Vikas Pradhikaran (HSVP) and the Municipal Council were asked to jointly work out an alternative sewerage arrangement to provide immediate relief to residents facing hardships.

Sh. Krishan Lal Panwar gave these directions while presiding over the monthly meeting of the District Public Relations and Grievances Redressal Committee at the auditorium of the New Mini Secretariat in Kurukshetra. Of the 11 agenda items taken up during the meeting, eight were resolved on the spot, while directions were issued to committees and departmental officers to dispose of the remaining three cases. Deputy Commissioner Vishram Kumar Meena welcomed the Cabinet Minister and other dignitaries at the meeting.

Directions issued for Expeditious Investigation

Hearing a complaint filed by Rajpal Khurana, a resident of Sector-6, Panipat, the Minister directed that members be associated with the Special Investigation Team (SIT) constituted to probe the case following the registration of an FIR. He instructed the police to complete the investigation at the earliest.

In another matter concerning The Kirmach Cooperative Society, the Cabinet Minister directed that if the society's manager failed to recover dues within the stipulated 15-day notice period, departmental action should be initiated against him. He also instructed the department to resolve the matter without further delay.

33 kV Power Line to Be Shifted

Taking up a complaint filed by Rajdev Kumar, a resident of Parshuram Colony, the Minister directed the Power Department to prepare a special estimate for shifting a 33 kV electricity line passing over residential houses. The complainant stated that the high-voltage line running above his house posed a constant risk of accidents.

The Minister also disposed of complaints submitted by former Municipal Councillor Devi Dayal Jangra of Ward No. 1, Shivam, proprietor of National Fire Solution, and Meenu, Sarpanch of village Bhukhari.

Strict Action Against Harassment

Acting on a complaint filed by a woman from a village in Shahabad tehsil, Sh. Krishan Panwar directed the police to take stringent action against the accused. He directed that if the accused harassed the complainant again, an additional case should be registered.

In another case, the Minister directed the police to take strict action against the accused. He further directed the police to maintain surveillance around the accused's residence and initiate immediate action if any unlawful activity was noticed.

While hearing the complaint of Hukam Chand, a resident of Sirsama village, the Minister directed the Development and Panchayats Department to prepare a proposal for allotting Panchayat land in lieu of the complainant's land that had been occupied by the village phirni and the Primary Health Centre (PHC).

Repair Sewerage System in EWS Quarters Within 15 Days

On a complaint filed by Sukhwinder Singh, President of Lotus Green City, Sector-9, the Minister directed the officers of the Housing Board to repair the sewerage system in the Economically Weaker Section (EWS) quarters adjoining Lotus Green City within 15 days. Officials were also instructed to submit a photographic compliance report to the Deputy Commissioner within the same period.

Thanesar MLA, Sh. Ashok Arora, Shahabad MLA, Sh. Ram Karan, former Minister of State, Sh. Subhash Sudha, Superintendent of Police, Sh. Chander Mohan, and other officers also remained present during the meeting.
