Chandigarh, December 28 - Chief Minister Sh. Nayab Singh Saini said that seeing India move rapidly on the path of development in line with the vision of Viksit Bharat 2047, the entire world is looking at Prime Minister Narendra Modi’s work with renewed hope and optimism. Major achievements in the field of science and continuous innovations have impressed countries across the world. Today, the passion to do something new is clearly visible among the youth of the country.
The Chief Minister was listening to the 129th episode of Prime Minister Narendra Modi’s Mann Ki Baat programme on Sunday at the Dharamshala located in Pipli Grain Market. Before reaching the venue of the Mann Ki Baat programme, the Chief Minister listened to the problems of the people present there and assured them of solutions by forwarding their issues to the concerned officers.
He said that under the leadership of Prime Minister Narendra Modi, the National Youth Day programme is being organised on the occasion of the birth anniversary of Swami Vivekananda. On the same day, the Young Leader Dialogue programme will also be organised. In this programme, the youth of the country will share ideas on subjects such as innovation, fitness, startups and agriculture, which will help in making the country developed. Participation of youth in this programme is continuously increasing.
He said that through the Mann Ki Baat programme, Prime Minister Narendra Modi shares information about people working for social welfare and national interest in different corners of the country, which inspires other citizens to move forward and make efforts to contribute. Such programmes instill a spirit of work among the youth. Hundreds of young people have started their initiatives inspired by the Mann Ki Baat programmes held so far.
The Chief Minister said that in the Mann Ki Baat programme, the Prime Minister apprised the citizens of the achievements made during the year. He also praised the commendable work done by the Archaeology Department after the discovery of the figure of a Buddhist stupa in Jammu and Kashmir.
The Chief Minister said that under the leadership of Prime Minister Narendra Modi, the state government is ensuring uniform development of every corner of the state so that all facilities are easily available to citizens.
On this occasion, former Haryana Minister Subhash Sudha, Haryana Sikh Gurdwara Prabandhak Committee President Jagdish Singh Jhinda, Deputy Commissioner Vishram Kumar Meena, BJP District President Tajinder Singh, along with other dignitaries, were present.

High Powered Works Purchase Committee Meeting Held Under the Chairmanship of Chief Minister Nayab Singh Saini
Savings of approximately Rs 150 crore achieved through negotiations
Boost to infrastructure development in Haryana; Committee approves major projects
Chandigarh, December 28 —A meeting of the High Powered Works Purchase Committee (HPWPC) was held on Saturday at Haryana Niwas under the chairmanship of Haryana Chief Minister Sh. Nayab Singh Saini. During the meeting, proposals related to important infrastructure and development projects of various departments were deliberated upon, and key decisions regarding procurement of services and works were taken.
A total of 58 tenders with an estimated cost of approximately Rs 4216 crore were considered in the meeting. Out of these, it was decided to order re-tendering for 2 projects. For the remaining 56 tenders, with an estimated cost of about Rs 4166 crore, detailed negotiations were held with the bidders, after which the total agreed value of works was finalized at approximately Rs 4016 crore. Thus, through the negotiation process, an estimated saving of about Rs 150 crore was ensured, strengthening the State Government’s financial management, transparency and efficient utilization of resources.
Energy Minister Sh. Anil Vij, Education Minister Sh. Mahipal Dhanda, Revenue and Disaster Management Minister Sh. Vipul Goel, Public Works Minister Sh. Ranbir Gangwa, and Irrigation and Water Resources Minister Smt. Shruti Choudhry were present in the meeting.
To strengthen the power distribution sector, proposals submitted under the Revamped Reforms-based and Results-linked Distribution Sector Scheme (RDSS) were approved. Under this, approval was granted for awarding works to firms/agencies that have completed the tender process for distribution infrastructure development, reduction of line losses, establishment of new 33 kV substations, and expansion and strengthening of existing substations in various areas of Dakshin Haryana Bijli Vitran Nigam and Uttar Haryana Bijli Vitran Nigam.
Under Dakshin Haryana Bijli Vitran Nigam, works related to distribution infrastructure development and substation strengthening were approved for the Dabwali, Narwana, Sohna, Sirsa, Gurugram-II, Fatehabad, Hisar, Narnaul and Rewari areas.
Similarly, under Uttar Haryana Bijli Vitran Nigam, works related to strengthening of the distribution system and expansion of substations were approved in various areas of the Panchkula, Pinjore, Barwala, Raipur Rani, Panipat, Karnal, Samalkha and Rohtak zones.
The proposal related to implementation of SCADA and DMS/OMS systems in Gurugram was also approved in the meeting.
Regarding the agenda item, it was decided to re-tender the tender for works related to strengthening and modernization of 11 kV urban and industrial feeders connected to 66 kV substations in Faridabad and Gurugram under the RDSS scheme.
In addition, several other important projects related to urban development and basic infrastructure were approved in the meeting. These include the four-laning and improvement of the remaining stretches of master roads between Sectors 5/6, 6/9 and 5/10 under the Sonipat Metropolitan Development Authority; construction of a new high-level bridge near the existing bridge close to Panchkula Golf Club on the road connecting Sector-3 and Sector-21 with Sector-23 and Sector-25 over the Ghaggar river in Panchkula (on EPC mode); projects related to beautification and rejuvenation of two water channels passing through the city under the Panchkula Metropolitan Development Authority and commercial and recreational utilization of the surrounding areas; construction of modern hostel buildings for working women in Sector-78, Faridabad and Sector-9, Gurugram, including civil, electrical, plumbing, fire fighting, fire alarm, CCTV, HVAC, lift, horticulture and other allied works along with maintenance for a specified period.
Besides this, the proposal related to completion of the remaining works of the convention centre building at the Board of School Education complex in Bhiwani was also approved.
Chief Minister Sh. Nayab Singh Saini directed the officers to ensure that all approved works are completed with full quality, transparency and within the stipulated timelines. He emphasized that special attention should be given to achieving maximum quality at minimum cost in all projects, and that sustainable, long-lasting and low-maintenance construction materials should be used.

Chandigarh, December 28 – Haryana Chief Minister Sh. Nayab Singh Saini said that the government believes in good governance and transparency for the development of every Haryanvi who wishes to contribute to building a strong, prosperous and self-reliant state. He said that no stone would be left unturned in the development of the state.
The Chief Minister was addressing a development rally in Kharkhoda on Sunday. He also laid the foundation stones of two sub-health centres in villages Sohanti and Thana Kalan of Sonipat district. These two development projects will be completed at a cost of Rs. 1.10 crore. The Chief Minister announced a series of projects for Kharkhoda and declared a separate grant of Rs. 5 crore for the development of the town. He announced the beautification of Thana Chowk and Delhi Chowk in Kharkhoda city, Rs. 8 crore for the main park and Rs. 3.50 crore for the renovation of the stadium. A waste management plant will be set up in the city at a cost of Rs. 8.37 crore.
The Chief Minister announced that a digital library would be built in the city. A drinking water project costing Rs. 26.46 crore is currently underway, which will be completed by December 2026. In addition, subject to availability of land, a rest house and a multi-storey parking facility will also be constructed. In the Kharkhoda Assembly constituency, Rs. 28.30 crore will be spent on nine PWD roads with a total length of 45 km. Similarly, six roads with a total length of 35 km will be repaired. A total of 42 roads with a length of 175 km and Marketing Board roads with a length of 31 km will be repaired under the DLP. Repair works of seven roads measuring 20 km are being carried out at a cost of Rs. 4.65 crore. The Chief Minister also announced the paving of 25 km of kachcha roads.
Addressing the rally, the Chief Minister said that as per the BJP’s manifesto, two lakh youth will be given jobs soon, out of which 34,000 youth have already been provided employment. A large number of job opportunities in the police and other departments will be announced in the New Year.
The Chief Minister said that the state government is committed to the welfare of farmers, providing employment to youth, ensuring safety and self-reliance for women, a dignified life for senior citizens, and rights for the poor. With this vision, the government has given a new direction to Haryana over the past 11 years. He said that the government is fully committed to developing world-class infrastructure in Kharkhoda and is working continuously to realise this goal.
The Chief Minister said that development works worth Rs. 2,081 crore have been carried out in the Kharkhoda Assembly constituency during the 11 years of the government’s tenure. These include infrastructure development works worth Rs. 1,027 crore in IMT Kharkhoda. A mini secretariat has been constructed in Kharkhoda at a cost of Rs. 9.21 crore. He said that a judicial complex has been built at a cost of Rs. 6.56 crore, a 4.5 MLD capacity sewage treatment plant has been renovated at a cost of Rs. 4.54 crore, and the new grain market has been expanded at a cost of Rs. 1.65 crore.
Sh. Nayab Singh Saini said that this land of soldiers and farmers has now emerged as a rapidly growing industrial hub in the NCR region. The area offers immense opportunities for the development of automobile, manufacturing, warehousing and logistics sectors and is becoming an attractive destination for businessmen and investors. In this direction, an ultra-mega automobile industry project is being set up by Maruti Suzuki in IMT Kharkhoda with an investment of Rs. 18,000 crore. Suzuki Motorcycle is also setting up an industry with an investment of Rs. 2,000 crore.
The Chief Minister said that the government is moving forward under the leadership of Prime Minister Sh. Narendra Modi. What has been promised will be delivered. The policy, intent and leadership of the government are clear. The BJP government is fully committed to fulfilling every promise. Out of 217 promises made in the Assembly election manifesto, 54 have been fulfilled within one year, while work on 163 promises is in progress. The government had resolved to ensure non-stop development in one year and is working at triple speed to achieve this goal.
Sh. Nayab Singh Saini said that in its third term, the government is taking several concrete steps at triple speed to ensure comprehensive development of the state and safeguard the interests of every section of society. To provide economic and social security to women, the Deendayal Lado Laxmi Yojana has been launched. So far, over seven lakh women beneficiaries have received Rs. 258 crore in two instalments.
He said that poor women are being provided LPG cylinders for only Rs. 500 per month to run their kitchens, benefiting around 14.70 lakh families in the state. Paperless registration of land and property has been started in the state, making the entire registry process fully digital. The second phase of the Mukhyamantri Antyodaya Parivar Utthan Yojana has been launched from Sonipat, with the objective of raising the annual income of the poorest families to at least Rs. 1.80 lakh.
The Chief Minister said that 1.56 lakh houses have been constructed and allotted under the Pradhan Mantri Awas Yojana to provide shelter to the poor. Under the Mukhyamantri Awas Yojana–Urban, plots have been allotted to 15,765 poor families in 14 cities, while under the Mukhyamantri Awas Yojana–Rural, 12,031 plots have been allotted in gram panchayats. He said that the government is working with farmer-friendly policies and all crops are being procured at Minimum Support Price. So far, Rs. 1.64 lakh crore for crop procurement has been directly transferred to the bank accounts of 12 lakh farmers.
The Chief Minister said that no poor person will be deprived of medical treatment due to lack of money. Under the Ayushman Bharat–Chirayu Yojana, free treatment worth Rs. 4,126 crore has been provided to 25.39 lakh patients. Free dialysis services have been started for kidney patients in all government hospitals and medical colleges.
On this occasion, Sh. Nayab Singh Saini also released the book Pandit Lakhmichand Ka Brahm Gyan, authored by Pandit Dadhichi Rishi Vats and published by the Haryana Sahitya and Sanskriti Academy, Panchkula.

Addressing the rally, Haryana Cooperation and Tourism Minister Dr. Arvind Kumar Sharma said that the credit for the BJP forming the government for the third time under the strong leadership of Chief Minister Sh. Nayab Singh Saini goes to the people of Kharkhoda, Gohana and surrounding areas, who not only voted but also created a positive environment to ensure the BJP’s victory. Calling the Nayab government a people’s government, he said it is their own government in which every section has full rights and participation. He expressed gratitude to the Chief Minister for approving sewerage and drinking water projects worth Rs. 68 crore for the Gohana region.

Welcoming the Chief Minister at the vikas rally, Kharkhoda MLA Sh. Pawan Kharkhoda said that under the able leadership of the Chief Minister, the present state government is setting new dimensions of development and public welfare. He said that government policies are centred on the poor, farmers, youth, women and workers, ensuring that the benefits of schemes reach the last person in society.
MLA Sh. Pawan Kharkhoda said that transparent, accountable and sensitive governance has been strengthened in Haryana. Chandigarh, December 28 – As a result of the continuous efforts of Haryana Development and Panchayat Minister, Sh. Krishan Lal Panwar, development works in Panipat district and surrounding areas are progressing rapidly. In this sequence, the road construction project from Panipat to Jind has received fresh approval. The tender process for this project was initiated during the HPPC meeting held on December 27, 2025 under the chairmanship of Chief Minister, Sh. Nayab Singh Saini.
Sh. Krishan Lal Panwar said that the renovation work of the Panipat–Jind road will be carried out in two phases. He said that an amount of Rs. 53.91 crore will be spent on the construction of a four-lane road from Panipat to Dariyapur Mod. The length of this four-lane stretch from Panipat to Dariyapur Mod will be approximately 25 kilometers.
He further said that widening work of the road from Dariyapur Mod to Jind will be carried out at a cost of Rs. 59.48 crore. The length of this stretch will be approximately 50 kilometers.
The Minister said that drains will also be constructed alongside the road as per requirement to ensure proper water drainage, so that there is no problem of waterlogging during the rainy season. An additional amount will be spent for this purpose.
He said that upon completion of this important project, people of Israna Assembly constituency in Panipat district, Safidon in Jind district, and Assandh constituency in Karnal district will benefit. The project will improve connectivity and give a boost to trade and economic activities in the region.
Sh.Panwar said that under the leadership of Chief Minister, Sh. Nayab Singh Saini, development works in Haryana have gained new direction and momentum. The government is giving special attention to strengthening roads, bridges, connectivity routes, and urban amenities. At the same time, several important steps are being taken in the fields of education and health, directly benefiting the general public.
He expressed confidence that the completion of this road project will provide better transportation facilities to people of several districts and mark the beginning of a new chapter of development.
