Efforts to combat drug abuse to be strengthened, HSNCB presence boosted in Border Areas

Chandigarh, October 27 – Haryana Chief Minister Sh. Nayab Singh Saini issued clear directives to strengthen the campaign against drug abuse, stating that police officers and staff in areas where commendable work is being carried out will be recognized and honoured. The Chief Minister also said that strict action will be taken wherever negligence or laxity is observed. He added that the impact of action taken against negligent officials should be clearly visible, sending a strong message that those performing exemplary work against drug abuse will be rewarded, while strict measures will be taken in areas where drug abuse persists.

The Chief Minister was presiding over a meeting to review the Nasha Mukt Bharat Abhiyaan scheme here today.

He directed that villages declared drug-free be regularly re-evaluated and that the Haryana State Narcotics Control Bureau’s presence be strengthened in border areas. He also instructed that experts be included in the teams to ensure effective control over the drug supply. The Chief Minister called on all concerned departments to intensify the joint campaign against drugs, focusing equally on enforcement, de-addiction, and awareness, and to actively involve Panchayats as partners in the effort.

Nayab Singh Saini said that the Haryana State Narcotics Control Bureau, in coordination with other relevant departments, should launch a comprehensive campaign to ensure the thorough screening of youth affected by drug addiction. He called for detailed investigations to identify the sources and routes through which drugs are being supplied, enabling the complete disruption and control of the drug supply chain. The objective, he said, is not only to prevent drug abuse but also to reintegrate affected youth into mainstream society.

He said that the Narcotics Control Bureau, SEWA Department and the Health Department should jointly intensify efforts to eradicate drug abuse at its roots. In addition, all concerned departments must ensure the active participation of Panchayats in this vigorous campaign. Panchayats and Sarpanches who make notable contributions should be recognized and honoured. He said that all departments should work in close coordination and take concrete measures to make Haryana a drug-free state.

Also reviews projects progress on State Pragati Portal, Directs timely completion

Following this, Chief Minister Nayab Singh Saini reviewed the progress of seven different projects costing more than Rs 75 crore each on the State Pragati Portal. He directed officials to invite representatives from departments whose projects are being delayed due to inter-departmental issues to the upcoming meeting. The Chief Minister said that the presence of the relevant departments at such meetings will ensure the prompt resolution of these issues, facilitating timely project completion and the swift delivery of benefits to citizens.

The Chief Minister reviewed the progress of key infrastructure projects, including the four-lane road from National Highway-9 to National Highway-52 through Mirzapur Road in Hisar district, the Budhlada-Ratia-Fatehabad-Bhattu-Bhadra road, construction of two-lane relief road from Ghogripur to the Haryana-Delhi border, construction of master road from Noida to Gurugram via Faridabad, construction of two link roads providing seamless connectivity from West Faridabad to East Faridabad, the new judicial complex (Tower of Justice) in Gurugram and the 200-bed hospital in Sector-9, Fatehabad. He directed that all these important projects be completed within the stipulated timelines to further accelerate the pace of development across the state.

He will now also serve as Joint Chief Executive Officer of the Ayushman Bharat-Haryana Health Protection Authority.

‘Link Officer’ Appointed for Department of Future

Chandigarh, October 27- To ensure the smooth functioning of the Department of Future in the absence of its Administrative Secretary, the Haryana Government has designated the Administrative Secretary of the Housing for All Department as Link Officer-3.

According to a letter issued by Chief Secretary Sh. Anurag Rastogi, in the event of leave, training, tour, election duty, transfer, retirement, or any other reason leading to the absence of the Administrative Secretary of the Department of Future, the Administrative Secretary of the Housing for All Department will look after the work of the Department of Future.

Chandigarh, October 27 – The Haryana Government has announced the schedule for departmental examinations to be conducted for officers of various departments. These examinations will be held from December 15 to December 19, 2025, at Sarthak Government Integrated Senior Secondary School, Sector-12A, Panchkula.

According to the notification issued by Chief Secretary Sh. Anurag Rastogi, these examinations will be conducted for officers belonging to the departments of Revenue and Disaster Management, Forest, Agriculture and Horticulture, Animal Husbandry and Dairying, Fisheries, Jails, Cooperation, Development and Panchayats, Panchayati Raj, Wildlife Protection, and Elections, including Assistant Commissioners and Extra Assistant Commissioners.

Interested candidates must submit their applications to their respective Heads of Departments or Administrative Secretaries by November 24, 2025. Applications sent directly to the Central Examination Committee will not be accepted. Candidates who, for any reason, are unable to appear in the examination must inform the Secretary of the Central Examination Committee in advance.

Advisory Issued to All Allopathic Drug Manufacturers Regarding Risky Solvents: Arti Singh Rao

Haryana Health Minister Arti Singh Rao holds virtual meeting with Union Health Minister

Chandigarh, October 27 – Haryana Health Minister Arti Singh Rao said the state government has issued an advisory to all allopathic drug manufacturers regarding the use of risky solvents. Continuous inspections are being conducted, and notices have been issued to drug manufacturers found deficient in prescribed standards. Union Health Minister Sh. J.P. Nadda also appreciated the efforts being made by the state government in the health sector.

Health Minister Arti Singh Rao was briefing Union Health Minister J.P. Nadda virtually from Chandigarh about the various initiatives being undertaken by the state government in the health sector.

Present on the occasion were Health Department Secretary Dr. R.S. Dhillon, Commissioner, Food and Drug Administration Department Dr. Manoj Kumar, State Drug Controller Sh. Lalit Kumar Goel, and Assistant State Drug Controller Sh. Rakesh Dahiya.

The Health Minister informed that all allopathic drug manufacturers in the state have been instructed to exercise caution in the procurement, storage, and use of risky solvents such as propylene glycol, glycol, and glycerin. She said that inspections for verification of these solvents had already been initiated by the state government. So far, 37 inspections have been conducted and 54 samples have been collected and sent for testing.

Arti Singh Rao further said that joint inspections with the Central Drugs Standard Control Organization (CDSCO) have also been initiated. Till now, 14 inspections have been carried out, and 31 samples have been taken for testing. Notices have been issued to all firms where discrepancies were found. In addition, 267 samples related to solvents have been collected from Haryana’s sale units and sent for testing.

She also informed the Union Minister that Haryana’s Health Department is already operating on the Online National Drugs Licensing System (ONDLS). All licences related to manufacturing and sales are being issued through this portal.

Sh. J.P. Nadda appreciated the excellent work being carried out by the Haryana Government on this portal.

The Health Minister further shared that 33 risk-based inspections (RBI) of drug manufacturing units have been conducted, and action has already been taken in all cases. Twelve firms have been ordered to stop production, and two manufacturing licenses have been cancelled. Additionally, 17 risk-based inspections (RBI) of drug testing laboratories have been conducted, and action has been taken in all cases. The licence of one laboratory has been cancelled.

She also mentioned that a new drug laboratory equipped with all necessary instruments is being established, which will become operational within the next four months. A proposal is being sent to the Central Drugs Standard Control Organization to further strengthen the drug regulatory system, which includes setting up three new laboratories in Gurugram, Hisar, and Karnal, with an estimated cost of Rs 91.9 crore.

Arti Singh Rao reiterated that the state government is committed to ensuring the best healthcare for the people of Haryana, and necessary medicines and medical equipment are being provided as required.

The Union Minister was addressing a gathering as the Chief Guest at the event organized at Lohgarh, Yamunanagar, on the occasion of Baba Banda Singh Bahadur Ji’s birth anniversary.

He said that after his victory over Sirhind, Baba Banda Singh Bahadur established Lohgarh as his capital and brought relief to farmers by abolishing the feudal system. Banda Singh Bahadur fought bravely against injustice and sacrificed his life for religion and justice. His sacrifice continues to be a source of inspiration for future generations.

Agriculture and Farmers’ Welfare Minister Sh. Shyam Singh Rana and Public Health Engineering and Public Works (Building and Roads) Minister Sh. Ranbir Gangwa were also present on this occasion.

Sh. Shyam Singh Rana said that many brave heroes have laid down their lives to protect the culture and religion of our nation. The country will always remember the sacrifices of these valiant warriors.

At the event, the foundation stone for the construction of the Baba Banda Singh Bahadur Memorial and state-of-the-art museum was laid, marking the formal commencement of the project. चंडीगढ़, 27 अक्टूबर - मुख्यमंत्री नायब सिंह सैनी ने कहा कि छठ पूजा का सम्बन्ध हरियाणा से है। एक मान्यता के अनुसार छठ पर्व की शुरुआत महाभारत काल में हुई थी और सबसे पहले सूर्यपुत्र महावीर दानवीर कर्ण ने सूर्यदेव की पूजा यहां से 35 किलो मीटर की दूरी पर ही कर्ण की नगरी करनाल से शुरू की थी। वहां आज भी सूर्य पूजा का विशेष प्रभाव दिखता है।

मुख्यमंत्री नायब सिंह सैनी सोमवार को ब्रह्मसरोवर के पुरुषोत्तमपुरा बाग में छठ पूजा महोत्सव के प्रदेश स्तरीय कार्यक्रम को संबोधित कर रहे थे। मुख्यमंत्री नायब सिंह सैनी ने दीप प्रज्वलित करके कार्यक्रम का विधिवत रूप से आरंभ किया। मुख्यमंत्री नायब सिंह सैनी को पूर्वांचल सभा ने स्मृति चिन्ह देकर सम्मानित किया।

मुख्यमंत्री नायब सिंह सैनी ने पूर्वांचल भाषा में कहा, "रउआ सभ के छठ पूजा के हार्दिक शुभकामना। छठ मैया के कृपा रउआ सभ प बनल रहे आउर रउआ के जिंदगी मे खुशियां भर दे।" उन्होंने कहा, "ब्रह्मसरोवर के ई पवित्र भूमि प छठ मैया के पूजा-अर्चना करे के एकदम बेजोड़ अनुभव बा। एहिजा के आस्था आउर श्रद्धा दिल के छू जाला। ई पर्व भारतीय संस्कृति के सेतु हवे, जे देस के हर क्षेत्र के आस्था के धागा से जोड़े ला।"

मुख्यमंत्री नायब सिंह सैनी ने कहा कि आज जब ब्रह्मसरोवर के पावन तट पर छठ मैया की जय-जयकार हो रही है तो इस पर्व की महिमा कई गुणा बढ गई है। ऐसा लग रहा है, जैसे सूर्य देव का तेज और छठी मैया का आशीर्वाद इस ब्रह्मसरोवर के जल में उतर आया है। उन्होंने कहा कि यहां उस महान संस्कृति का सम्मान कर रहा हूं, जो बिहार, झारखंड और पूर्वी उत्तर प्रदेश से लेकर आए हैं। इसी संस्कृति में छठ पर्व भारतीय संस्कृति का सेतु है। इसमें चार दिनों तक व्रती माताएं और बहनें तप, संयम और श्रद्धा से व्रत करती हैं। ऐसी वीरांगना माताओं और बहनों को नमन है।

मुख्यमंत्री नायब सिंह सैनी ने कहा कि सूर्य की उपासना से हमारी संस्कृति व आस्था का प्रकृति से कितना गहरा जुड़ाव है। छठ पूजा के जरिए हमारे जीवन में सूर्य के प्रकाश के महत्व को बताया गया है। चढ़ते सूरज की पूजा हर कोई करता है, लेकिन आप सूरज के हर रूप की पूजा करते हैं। इसमें ढलते सूरज की पूजा करना भी अद्भुत है। इससे यह संदेश जाता है कि हमें जीवन के उतार-चढ़ाव में समान भाव रखना चाहिए।

मुख्यमंत्री नायब सिंह सैनी ने कहा कि बड़ी खुशी की बात है कि करनाल में सूर्य नारायण मन्दिर के सामने पश्चिमी यमुना कैनाल पर 4 करोड़ 48 लाख रुपए की लागत से स्नान घाट का निर्माण किया गया है। इसी घाट के सामने नहर के दूसरे किनारे पर भी स्मार्ट सिटी परियोजना के तहत एक और घाट का निर्माण हो चुका है। इसके अलावा पानीपत, सोनीपत व पंचकुला में भी घाट बन चुके हैं। वहां छठ पर्व पर भारी संख्या में महिलाएं पूजा करती हैं। कैथल में भी जल्द ही घाट बनने जा रहा है।

मुख्यमंत्री नायब सिंह सैनी ने कहा कि छठ पर्व को 'एक भारत श्रेष्ठ भारत' का उत्तम उदाहरण कहा जा सकता है। मूल रूप से पूर्वांचल में मनाया जाने वाला यह पर्व अब विभिन्न प्रदेशों की सीमाएं लांघकर देशभर में मनाया जाने लगा है। पूर्वांचल के मेहनती और कर्मठ भाई-बहन आज विभिन्न प्रदेशों में अपनी कड़ी मेहनत से वहां की अर्थव्यवस्था में योगदान कर रहे हैं। आप जहां-जहां गए, वहां-वहां छठ पर्व भी पहुंच गया और सनातन संस्कृति के वहां के पुजारियों ने भी छठ पर्व को श्रद्धा व आस्था के साथ मनाना शुरू कर दिया। इसीलिए प्रधानमंत्री नरेन्द्र मोदी ने छठ पर्व को राष्ट्रीय पर्व कहा है। उन्होंने कहा कि पूर्वाचल भाइयों ने कठोर मेहनत कर हरियाणा के विकास में अहम योगदान दिया है। आपने अपनी मेहनत और कौशल से उद्योगों की गति को बनाए रखा है तो खेतों में फसलें लहलहाने का काम भी किया है।

मुख्यमंत्री नायब सिंह सैनी ने कहा कि मातृशक्ति की क्षमताओं को पहचानते हुए प्रधानमंत्री नरेंद्र मोदी ने लोकसभा और विधान सभा में 33 प्रतिशत सीटें महिलाओं के लिए आरक्षित करने का प्रावधान किया है। प्रधानमंत्री के ही मार्गदर्शन में सरकार ने 'श्रमेव जयते' में विश्वास करते हुए पिछले 11 वर्षों में महिलाओं की सुरक्षा, सम्मान और समृद्धि के लिए अनेक योजनाएं शुरू की हैं।

मुख्यमंत्री नायब सिंह सैनी ने कहा कि असंगठित क्षेत्र में कार्यरत श्रमिकों के कल्याण के लिए 'हरियाणा असंगठित कर्मकार सामाजिक सुरक्षा बोर्ड' गठित किया गया है। विभिन्न योजनाओं के तहत हरियाणा भवन एवं अन्य सन्निर्माण कर्मकार कल्याण बोर्ड ने पिछले 11 वर्षों में निर्माण श्रमिकों के कल्याण के लिए 3 हजार 866 करोड़ रुपये खर्च किए हैं। हरियाणा श्रम कल्याण बोर्ड द्वारा भी 11 वर्षों में श्रमिकों के कल्याण के लिए लगभग 778 करोड़ रुपये खर्च किये गये हैं।

उन्होंने कहा कि 'मुख्यमंत्री श्रम पुरस्कार योजना' के तहत श्रेष्ठ श्रमिकों को 51 हजार रुपये से 2 लाख रुपये तक के पुरस्कार दिए जाते हैं। इसके साथ ही श्रमिक परिवारों को 'कन्यादान स्कीम' के तहत बेटियों की शादी के लिए हर शादी में 1 लाख 1 हजार रुपए का कन्यादान दिया जाता है। इसी प्रकार बेटे व स्वयं की शादी पर भी 21 हजार रुपए की शगुन राशि दी जाती है। 'अंत्योदय आहार योजना' के तहत श्रमिकों को रियायती भोजन उपलब्ध करवाया जा रहा है। इसके लिए प्रदेशभर में 131 कैंटीन चल रही हैं।

*श्रमिकों की वेतन सीमा 18 हजार रुपए से बढ़ाकर 20 हजार रुपए की*

मुख्यमंत्री नायब सिंह सैनी ने कहा कि सरकार ने वेतन सीमा बढाकर औद्योगिक और संगठित श्रमिकों को विभिन्न कल्याणकारी योजनाओं का लाभार्थी बनाया है। साइकिल, सिलाई मशीन, एलटीसी योजनाओं के लिए वेतन सीमा 18 हजार रुपए से बढाकर 20 हजार रुपए कर दी है। उन्होंने कहा कि निर्माण श्रमिक कार्यस्थलों पर अक्सर दुर्घटनाओं के शिकार हो जाते हैं। ऐसे मामलों में श्रमिकों को समय पर मुआवजा उपलब्ध करवाने के लिए एक श्रमिक हितैषी मुआवजा नीति बनाई है। इसके नीति के तहत 10 लाख रुपये से कम लागत वाले निर्माण कार्य में किसी भी दुर्घटना पर मुआवजा में किसी भी कमी की भरपाई सीधे हरियाणा भवन एवं अन्य सन्निर्माण श्रमिक कल्याण कोष से की जाएगी।

मुख्यमंत्री नायब सिंह सैनी ने कहा कि हर श्रमिक का अपने घर का सपना होता है। इसके लिए सरकार ने 'प्रत्यक्ष वित्तीय सहायता योजना' लागू की है। मुख्यमंत्री आवास योजना के पात्र निर्माण श्रमिकों को 2 लाख 50 हजार रुपये तक की वित्तीय सहायता सीधे ही दी जाती है।

*दोनों प्रदेश की संस्कृति का हो आदान-प्रदान: सुभाष सुधा*

पूर्व राज्यमंत्री सुभाष सुधा ने कहा कि छठ पर्व का यह त्यौहार परिवार के कल्याण के लिए चार दिनों तक मनाया जाता है, जो हमारे लिए प्रेरणा का स्रोत है। बिहार की संस्कृति को हरियाणा में और हरियाणा की संस्कृति को बिहार में साझा करने की जरूरत है
