The Haryana Right to Service Commission has imposed a fine of Rs. 5,000 on Lal B Mandal, then branch manager, State Bank of India, Badhra, Charkhi Dadri, for not providing the prescribed service within the specified period.

Chandigarh, May 10 - The Haryana Right to Service Commission has imposed a fine of Rs. 5,000 on Lal B Mandal, then branch manager, State Bank of India, Badhra, Charkhi Dadri, for not providing the prescribed service within the specified period. The commission has directed the Regional Manager, Rohtak, SBI to ensure that this amount is deducted from his salary in May 2024 and compliance is sent to the commission via his email ID.

Sharing information in this regard, the commission spokesperson said that the Chief Commissioner of the commission, Sh. T.C. Gupta, took note of the matter and conducted a hearing through VC, wherein Lal B Mandal, then branch manager, SBI - Badhra, Charkhi Dadri, Haryana, Rajesh, applicant (via telephone) participated. However, Bhagwan, the branch manager, did not participate in the hearing, citing election duty.

In this case, Lal B Mandal stated that he remained at the branch until June 2023, and the reason for non-disbursement of the loan during his tenure is that the applicant had given in writing on 29.06.2022 that he was not interested in it. When contacted on the telephone number provided by Rajesh, 98xxxxxx60, and informed about his written statement dated 29.06.2022, which was read out by the Chief Commissioner, he stated that he is not literate and only passed 5th grade, so he does not know who wrote the statement and he does not remember signing on any denial. When Lal B Mandal was informed about the statement, he insisted that it was given by Rajesh himself. Since the Animal Husbandry Department was informed about the reasons for non-disbursement of the loan in this case, they responded negatively, but stated that they had posted a message in the bank officers' WhatsApp group, of which LBM is also a member, that Rajesh is not interested in taking a loan.

The commission has carefully considered all the facts and circumstances of this case. It is surprising that immediately after the notice was issued by the commission, the branch disbursed the loan on 13.03.2024 with the permission of senior officers. This reinforces Rajesh's statement that he was always willing to take the loan and he did not give this statement. Therefore, Lal B Mandal was directed during the hearing to provide evidence to his senior officers or department regarding his unwillingness to inform Rajesh about taking the loan through email, letter, or WhatsApp group. Otherwise, why would a person from the weaker sections of society go through the hassle of filling out forms, fulfilling formalities, along with visiting the department and bank, finding a vendor and an animal, buying the animal, and spending money? If he had to write about his unwillingness to take a loan within the next 28 days, he would incur a loss in insuring it.

Lal B Mandal was directed to check the records of the SBI branch, Badhra, Charkhi Dadri, which is not far from his current posting, and send his response by 02.05.2024. However, no communication was received from Lal B Mandal till 06.05.2024. Therefore, the commission found him guilty of not providing the prescribed service to the applicant during his tenure as branch manager.

Political parties and candidates should strictly follow the ‘Dos’ and ‘Don’ts’ of election – Chief Electoral Officer

Cooperation from everyone is essential to ensure peaceful and orderly poll

Chandigarh, May 10 - The Election Commission of India (ECI) has drawn up a list of ‘Dos’ and ‘Don’ts’ to be followed by political parties and contesting candidates till the completion of the process of General Election to Lok Sabha 2024 in Haryana.

Giving more information, Chief Electoral Officer, Haryana, Sh. Anurag Agarwal said that political parties and candidates are advised to follow the guidelines and cooperate in conducting the elections in a free, fair and peaceful manner in the State.

While referring to the Dos to be followed by political parties and contesting candidates, he said that with a view to ensure a level playing field, public places like maidans and helipads must be available impartially to all parties and contesting candidates. He said that during elections, criticism of other political parties and candidates should be restricted only to their policies, programs, past records, and works.

He further said that the local police authorities should be fully informed and necessary permission is taken well in time, of the venue and time of the proposed meetings, he added.

Sh. Anurag Agarwal said that the restrictive or prohibitory orders in force, if any, in the place of the proposed meeting should be fully respected. He said that the permission must be obtained for use of loudspeakers or any other such facilities for the proposed meetings and police assistance should be taken from the police authorities, in case of any disturbance and untoward incident caused by any person.

He said that the time and place of the starting and termination of any procession and the route to be followed should be finalized in advance and prior permissions obtained from the police authorities. The passage of the procession must be without hindrance to traffic.

Cooperate with all election officials to ensure peaceful and orderly poll

The Chief Electoral Officer said that cooperation should be extended to all election officers to ensure peaceful and orderly voting. He said that all political workers engaged in elections have to show their badges or identity cards given to them by their parties. The informal identity slip issued to the voters should be on plain (white) paper and on which there should be no mention of any name, party symbol or the name of the candidate on it.

He said that restrictions on plying of vehicles during the campaign period and on the poll day should be fully obeyed and any complaint or problem regarding the conduct of elections should be brought to the notice of the Election Commission’s Observer, Returning Officer, Zonal or Sector Magistrate or Chief Electoral Officer/Election Commission of India.

Police personnel walk the path of duty with no regard for their own lives: DGP Shatrujeet Kapur

Chandigarh, May 10 - Haryana Director-General Police, Sh. Shatrujeet Kapur today inspected the Passing Out Parade of Basic Course Batch Number S-14 for Ex-Servicemen recruitment held at POP Ground, Police Training Center Sunaria, Rohtak.

After taking the salute at the parade, DGP, Sh. Shatrujeet Kapur addressed the soldiers, stating that the Passing Out Parade is a proud moment for any police officer. He congratulated all the soldiers on an excellent convocation parade after the Recruitment Basic Course, and said that all 452 constables in this batch are ex-servicemen who have received training in the army and are now serving the country. Their experience will now benefit the citizens of the state. He said that every police officer must maintain law and order and ensure the citizens' safety and security.

He said that Haryana Police is fulfilling every legal and departmental requirement to completely eradicate crime and criminals. Mahila Police Station and Mahila Desk have been established in every district for the safety of women. A special Haryana State Narcotics Control Bureau has been set up to completely eradicate the drug trade in the state and to keep the youth away from drugs, which is taking strict action against drug traffickers involved in the drug trade, along with running a drug-free campaign in every district. The immense participation in the Cyclothon organised by the department is evidence that the people of the state are fully aware of the fight against drugs and are working together against drugs.

He said that Cyber Police Stations have been set up in every district to deal with cybercrime. Our cyber cell has done the best work in stopping cybercrime across the country. In this context, the team deployed at the 1930 helpline has done excellent work. With all these efforts, Haryana is at the forefront of catching cybercriminals in the country.

He further said that while boosting the morale of the newly appointed constables, society expects service, security, and support from the police. Every policeman is working diligently to meet the standards of these expectations.

On this occasion, the DGP honoured the constables who secured the first, second, and third positions. A total of eight contingents of the Ex-Servicemen cadre of 452 soldiers passed the march past at the Passing Out Parade.
