*Previous Govts Always Complained About Empty Treasuries, But We Never Did: CM Bhagwant Singh Mann*
CHANDIGARH, 4th November 2026:Chief Minister Bhagwant Singh Mann on Wednesday announced a 3% hike in Dearness Allowance (DA) for Punjab Government employees and pensioners as a Diwali gift, taking the DA from 28% in 2022 to 53% under his government. With the enhanced DA/DR set to reflect in December salaries and pensions, the announcement marks an 11 percentage-point increase within just two months, benefiting over 8 lakh employees and pensioners. The Chief Minister said that unlike previous governments which frequently cited empty treasuries, his government had prioritised employee welfare and ensured that financial constraints never became an excuse for withholding their rightful benefits
Taking to X, CM Bhagwant Singh Mann stated: “Today, as a major Diwali gift to nearly 8 lakh employees and pensioners of Punjab, we have announced a 3% increase in Dearness Allowance (DA). With this, the DA has risen to 53%, providing employees with an annual financial benefit of approximately ₹3,988 crore. Employees are the backbone of our government, and we are fully committed to their welfare, rights and overall well-being. Heartiest Diwali greetings to all employees and their families.”
During a press conference, CM Bhagwant Singh Mann acknowledged the immense contribution of government employees and pensioners to the state’s administration and public service. “Employees and pensioners are members of the Punjab Government family and are the backbone of the administrative machinery. They are performing their duties with dedication and commitment to address the grievances of the common people, maintain law and order and implement various welfare schemes,” he said.
The Chief Minister noted, “The success we have achieved in implementing numerous public welfare schemes has been possible largely due to the invaluable contribution of our employees,” he added.
The Chief Minister sincerely thanked all employees for their dedicated service and highlighted the government’s recruitment initiatives. “Our government has undertaken the largest-ever recruitment drive in government departments over the past four years and nine months. We have provided 71,777 government jobs to our youth purely on merit, without any bribery or recommendation,” he said.
“I have always preferred dialogue to address the pending demands of employees, and our doors remain open for them at all times,” he added.
CM Bhagwant Singh Mann said that the announcement would bring particular joy to nearly 8 lakh employees and pensioners of Punjab. “It is a particularly joyful day for nearly 8 lakh employees and pensioners of Punjab. As a Diwali gift, they are getting an additional 3% increase in Dearness Allowance (DA) for government employees and Dearness Relief (DR) for pensioners,” he said.
“This increase will come into effect from November 1, and the salaries and pensions to be paid in December will include the enhanced DA/DR of 3%. With this increase, the DA in Punjab has risen from 50% to 53%. When we assumed office in 2022, government employees were receiving DA at the rate of just 28%,” he added.
The Chief Minister said that his government has consistently increased DA since assuming office in 2022. “From 2022 till date, the state government has increased DA by 25 percentage points. Just two months ago, in September, an 8% increase in DA was announced. This is for the first time that any government has increased DA by 11 percentage points within a span of just two months,” he said.
“The cumulative increase of 11 percentage points will benefit employees and pensioners by ₹1,813 crore during the current financial year,” he added.
CM Bhagwant Singh Mann said that when the state government assumed office in 2022, a substantial financial liability relating to the Sixth Punjab Pay Commission was already pending. “The benefits of the Sixth Punjab Pay Commission were supposed to be implemented with effect from January 1, 2016, but its recommendations were implemented only in July 2021. Consequently, arrears amounting to approximately ₹14,191 crore had accumulated for the period from January 1, 2016, to June 30, 2021,” he said.
The Chief Minister said that his government had systematically addressed this long-pending financial liability and prepared a phased payment plan to clear the outstanding arrears of ₹14,191 crore. “We gave priority to pensioners, and their arrears were released on April 1, 2025. The arrears of serving government employees have started being released from April 1, 2026,” he said.
“So far, arrears amounting to ₹4,891 crore have been released, and the remaining ₹9,300 crore will also be paid,” CM Bhagwant Singh Mann added.

*Political Opponents Can Hatch Conspiracies, But Our Focus Will Remain On Development & Public Welfare: CM Bhagwant Singh Mann*
CHANDIGARH, 4th November 2026:Chief Minister Bhagwant Singh Mann on Wednesday tore into the BJP-led Union Government over repeated raids by central agencies against AAP leaders, asserting that the BJP and its agencies could conduct as many raids as they wanted, but nothing would deter the AAP government from working relentlessly for the people of Punjab. Reacting to the raids at the residence of AAP MLA Dr Amandeep Kaur, CM Bhagwant Singh Mann said that central agencies were being directed by the BJP to target opposition leaders and suppress dissent, but would find nothing against AAP leaders who had been serving people with honesty and dedication.
The Chief Minister asserted that intimidation, political vendetta and conspiracies would neither weaken the AAP nor derail Punjab’s development agenda, adding that the Union Government should focus on addressing people’s concerns rather than misusing investigative agencies to settle political scores.
During a press conference, CM Bhagwant Singh Mann said, “The BJP-led Union Government is using central investigative agencies as political weapons to intimidate opposition leaders and silence those questioning its policies. These agencies are free to conduct raids at the behest of their political masters, but they will find nothing against AAP leaders who have been working honestly and discharging their responsibilities with dedication.”
The Chief Minister asserted, “Such tactics will neither frighten the Aam Aadmi Party nor weaken our commitment to serving the people of Punjab. The people of Punjab have given us a mandate for change and development, and no amount of political intimidation can derail this mission.”
Calling out the BJP-led Union Government, CM Bhagwant Singh Mann said, “Instead of using investigative agencies to settle political scores, the Union Government should focus on addressing the concerns of the people. Political conspiracies and pressure tactics cannot distract us from fulfilling the promises made to Punjabis.”

Democracy thrives on the freedom to express opinions and participate in political activities, and everyone has the constitutional right to do so.”
On another query, the Chief Minister said, “Merely becoming an MLA is not enough. Elected representatives also have a responsibility to stand firmly with their party, uphold its principles and actively contribute to organisational activities. Political responsibility does not end with winning an election.”
Highlighting the achievements of the AAP Government, CM Bhagwant Singh Mann said, “Our government has brought a major transformation in public service delivery through Aam Aadmi Clinics, improved government schools and the development of more than 2,000 playgrounds across Punjab. We are working continuously to provide better healthcare, quality education and modern infrastructure to the people.”
The Chief Minister further said, “Our government has undertaken the cleaning of drains through the Seechewal Model and restored canal-water facilities in areas that had remained deprived of this lifeline for decades. These initiatives demonstrate our commitment to addressing long-pending problems and ensuring that the benefits of development reach every corner of Punjab.”
*Farmers Receiving Electricity During Morning Hours, Bringing Major Relief*

Punjab has a rich sporting heritage, and our government is committed to strengthening this legacy through world-class sporting infrastructure and initiatives to encourage sports.”
He further said, “Punjab’s sporting heritage, combined with modern infrastructure and government support, is positioning the state as a leading sporting destination. We want our youth to excel in sports and bring glory to Punjab at national and international levels.”
*Will Never Hide Behind Empty Coffers To Escape Responsibilities Towards Punjabis*
Categorically rejecting the excuse of financial constraints in fulfilling public commitments, CM Bhagwant Singh Mann said, “Our government will never hide behind the excuse of empty government coffers to avoid its responsibilities towards the people. Public welfare remains our foremost priority, and we will make every possible effort to fulfil the aspirations of employees, farmers, youth and every section of society.”
The Chief Minister asserted, “The people of Punjab have entrusted us with the responsibility of improving their lives, and we are determined to honour that trust. Our government will continue taking decisions in the larger public interest without shirking its responsibilities.”
Taking strong exception to statements aimed at tarnishing Punjab’s reputation, CM Bhagwant Singh Mann slammed those attempting to malign the image of the state and its people by distorting facts.

Political opponents can resort to conspiracies and central agencies can be used to create pressure, but our focus will remain firmly on development, public welfare and delivering on our promises.”
CM Bhagwant Singh Mann concluded, “The people of Punjab have given us a mandate to bring change, and we will continue working with honesty, dedication and determination to fulfil their aspirations. Chandigarh, November 4: With the onset of the festive season, the Food Safety Department of Punjab has mounted an intensive statewide surveillance and enforcement blitz to curb food adulteration and guarantee the availability of safe, wholesome, and pure food products to consumers across the state.
Acting on the strict directions of Punjab Health and Family Welfare Minister Dr Balbir Singh and Principal Secretary Health & Family Welfare Kumar Rahul, special enforcement teams have been carrying out round-the-clock field inspections at manufacturing units, wholesale mandis, sweet shops, dairies, restaurants, and retail establishments across all 23 districts.
Highlighting the state government's resolute stance, Dr Balbir Singh asserted that the Chief Minister Bhagwant Singh Mann-led Punjab Government has adopted a strict zero-tolerance policy against those playing with public health for petty commercial gains. "Festivals are a time of joy and celebration, and ensuring unadulterated, nutritious food for every household is our foremost priority. Anyone indulging in adulteration, spurious manufacturing, or substandard food supply will face stringent legal action under the Food Safety and Standards Act, 2006," the Health Minister warned.
Divulging details of the ongoing drive, the Health Minister shared that over the last one month, the Food Safety Department has targeted high-risk festive commodities, including desi ghee, milk, paneer, khoa, traditional sweets, edible oils, vanaspati, and spices. During these coordinated raids, the department has seized a massive quantity of over 11 tons of suspected unsafe food products including Desi Ghee, Paneer, Khoa, Sweets, Edible Oil and Vanaspati. Furthermore, approximately 5 tons of adulterated milk products and sweets found completely unfit for human consumption were promptly destroyed in accordance with statutory procedures, preventing them from entering the consumer market.
Under the statewide festive campaign, the department has collected a total of 1,950 food samples for laboratory examination. In a targeted drive focused specifically on checking the purity of paneer and khoa, 437 samples of milk and dairy derivatives were drawn and analysed. Of these, 218 samples failed to meet prescribed regulatory standards, including 51 samples that were formally declared unsafe and adulterated. Appropriate legal proceedings have been initiated against all defaulting Food Business Operators (FBOs) under the law.
Meanwhile, Commissioner, Food and Drug Administration (FDA) Punjab Kanwal Preet Brar stated that Food Safety Officers have been directed to maintain rigorous surveillance on food units and send all suspected articles directly to the State Food and Drug Laboratory at Kharar for expedited testing. Special emphasis is being laid on maintaining personal hygiene, sanitary kitchen conditions, quality of raw ingredients, and proper storage standards, she said.
The FDA Commissioner appealed to all food business operators, confectioners, and sweet manufacturers to maintain the highest benchmarks of quality and hygiene during the festive rush. She also urged consumers to remain vigilant, report suspicious practices, and purchase food items only from registered and licensed food establishments.

*MANN GOVT PUMPS ₹1,325 CRORE INTO CRM MACHINERY OVER 4 YEARS, PUTS 94,456 MACHINES IN FIELDS*
*• Over 22K CRM machines procured for 2026-27 with ₹201 crore subsidy, 73% jump over last year, says Khudian*
Chandigarh, November 4:In a decisive push to curb stubble burning, the Chief Minister Bhagwant Mann-led Punjab government has pumped a whopping Rs 1325.35 crore into farm machinery in just four years, putting 94,456 Crop Residue Management (CRM) machines into the fields and driving farm fires down by a massive 90%, from 49,922 cases in 2022 to just 5,114 in 2025.
Revealing the over four-year data, Punjab Agriculture and Farmers Welfare Minister S. Gurmeet Singh Khudian said the government is not slowing down, with farmers already procuring 22,763 CRM machines for the 2026-27 cycle with nearly Rs 201 crore in subsidy, ensuring Punjab is battle-ready well in time. This marks a massive 73% increase compared to the 13,147 machines supplied during the entire previous year.
“Under the visionary leadership of CM Mann, we have ensured that no farmer is held back by financial constraints from adopting eco-friendly farm practices,” S. Khudian said, while adding that an investment of over Rs 1325 crore and more than 94000 CRM machines since 2022-23 shows our unwavering commitment to restore Punjab’s soil fertility and clean air.
Providing a year-wise breakdown of the drive, the Agriculture Minister said that a subsidy of Rs 279.96 crore was disbursed in 2022-23 for 27,250 machines, Rs 168.88 crore in 2023-24 for 13,179 machines, Rs 259.81 crore in 2024-25 for 18,117 machines and Rs 415.7 crore in 2025-26 for 13,147 machines.
Reiterating the Punjab government's zero-tolerance policy towards stubble burning, the Agriculture Minister appealed farmers to make optimum use of the subsidised machinery to protect the environment and public health. He said the early procurement of over 22,000 machines for the 2026-27 cycle ensures Punjab is fully prepared well in time, while enabling farmers to manage paddy straw scientifically without burning.
Emphasising the government's pro-farmer approach, S. Gurmeet Singh Khudian said 75% of Custom Hiring Centre (CHC) funds have been earmarked for Primary Agricultural Cooperative Societies (PACS) to empower small and marginal farmers, while Rs 6 crore has been allocated for bio-decomposer application under a massive IEC campaign.
S. Gurmeet Singh Khudian said this targeted allocation ensures economically weaker farmers can easily access machinery for in-situ and ex-situ management. The impact is clear as 3,247 machines have been provided to 846 PACS this year, a staggering surge over 1,262 machines to 300 PACS last year.
