Chandigarh, June 5- In a major relief for Haryana's sunflower growers, Chief Minister, Sh. Nayab Singh Saini on Friday announced that the registration portal for sunflower procurement will be reopened for the next 60 days, enabling eligible farmers who missed the earlier deadline to register and sell their produce.
The announcement was made while the Chief Minister inaugurated the JICA-funded Sustainable Horticulture Promotion Project and attended a World Environment Day programme in Panchkula. Alongside the farmer-centric decision, he also unveiled a series of initiatives aimed at environmental conservation, biodiversity enhancement and promotion of eco-tourism across the state.
Addressing the gathering, Sh. Nayab Singh Saini said that some farmers could not complete their registration for sunflower procurement within the stipulated period due to various reasons. Reaffirming the State Government's commitment to safeguarding farmers' interests, he said that no eligible farmer should be deprived of the opportunity to sell his produce. He directed the concerned officers to reopen the portal for the next 60 days to facilitate registration by such farmers.
Making a number of key announcements, the Chief Minister said that the State Government is implementing several ambitious projects to strengthen environmental protection, biodiversity conservation and eco-tourism in Haryana.
He announced that Pipli Zoo will undergo comprehensive renovation at an estimated cost of Rs. 70 crore, while Bhiwani Zoo will be upgraded and modernised at a cost of Rs. 25 crore.
The Chief Minister further announced that a Bird Sanctuary will be developed in the Saraswati Conservation Forest at a cost of Rs. 55 crore. The project is expected to benefit more than 100 species of resident and migratory birds by providing them with a suitable habitat and conservation support.
He also said that infrastructure and visitor facilities worth Rs. 10 crore will be developed in Kalesar National Park to promote eco-tourism and wildlife tourism in the region.
To strengthen conservation efforts and encourage bird tourism, the State Government will develop a dedicated Bird-Watching Tourism Circuit linking Sultanpur National Park, Bhindawas Bird Sanctuary and Kotla Lake. The initiative aims to promote the conservation of local and migratory bird species while enhancing nature-based tourism opportunities.
Highlighting Haryana's commitment to increasing green cover, Sh. Nayab Singh Saini said that the Forest Department will undertake plantation of 1.5 crore saplings during the current year. Of these, 50 lakh saplings will be distributed free of cost among the public.
He further announced that plastic bags currently being used for raising plants in all Forest Department nurseries will be replaced with biodegradable bags as part of the Government's commitment to environmentally sustainable practices.
Under the Paudhagiri Campaign, 20 lakh saplings will be distributed among schoolchildren this year to encourage public participation in environmental conservation and transform it into a people's movement.

Chandigarh, June 5- Haryana Chief Minister, Sh. Nayab Singh Saini on Friday said that farmers, youth, women and modern technology will play a pivotal role in achieving the vision of Viksit Bharat–2047. He said that making Haryana the country’s leading state in horticulture, agri-business, cold chain infrastructure, food processing and agricultural exports is among the government’s top priorities.
Calling for collective action, the Chief Minister urged all stakeholders to work together towards making agriculture more sustainable, modern and profitable, transforming water conservation into a mass movement, and ensuring a clean and healthy environment for future generations.
The Chief Minister was addressing a programme organised in Panchkula on the occasion of World Environment Day, where he launched the Japan International Cooperation Agency (JICA)-funded Sustainable Horticulture Promotion Project worth Rs. 2,738 crore and laid the foundation stone of the Haryana Agri-Business and Cold Chain Centre. He said both initiatives would not only enhance farmers’ incomes but also serve as milestones in transforming Haryana’s agricultural ecosystem into a modern, sustainable and high-value sector.
Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana was also present on the occasion. Earlier, both leaders planted saplings under the ‘Ek Ped Maa Ke Naam’ campaign launched by Prime Minister, Sh. Narendra Modi and visited an exhibition organised by the Horticulture Department. An environmental conservation pledge was also administered during the event.
Among those present were JICA Chief Representative Takeuchi Takuro, First Secretary (Food and Agriculture) Hayase Takehiko , and British Deputy High Commissioner Alba Smeriglio. All three dignitaries appreciated the Haryana Government’s initiatives aimed at strengthening the agricultural sector and improving farmers’ welfare.
Addressing farmers, the Chief Minister said that the day marked not merely the launch of two projects but the beginning of a new chapter for Haryana’s agriculture, environment and rural economy. He expressed confidence that Haryana would once again show the way to the nation and lead a horticulture and agri-business revolution, just as it had spearheaded the Green Revolution decades ago.
He said that while Haryana had played a defining role in ensuring India’s food security through the Green Revolution, changing climatic conditions, declining groundwater levels, rising cultivation costs and shrinking landholdings now necessitate diversification. He said horticulture, fruits, vegetables, spices, medicinal plants, floriculture, mushroom cultivation and beekeeping offer immense opportunities for farmers to increase their incomes.
The Chief Minister announced that to address waterlogging and soil salinity issues in several districts, the government would undertake plantation activities on 1,000 hectares of waterlogged land this year using biodrainage technology, thereby restoring the land for agricultural use. In addition, 25 new water storage dams will be constructed and 25 existing dams renovated in the Shivalik and Aravalli regions to strengthen groundwater conservation efforts.

Highlighting the Sustainable Horticulture Promotion Project, the Chief Minister said that nearly 20–30 per cent of fruits and vegetables currently perish before reaching markets. The project seeks to address this challenge through the development of robust post-harvest infrastructure.
Under the initiative, 400 horticulture clusters will be developed, 500 producer groups will be organised and strengthened, and infrastructure including 402 pack houses, four lead pack houses, three fulfilment centres and 44 retail outlets will be established. The project also envisages the construction of 1,000 rainwater harvesting structures and the expansion of micro-irrigation systems to cover 65,000 acres.
He said the project would strengthen the entire farm-to-market value chain and enable farmers to realise better prices through a modern cold chain network. Advanced technologies such as Artificial Intelligence, real-time monitoring systems, soil and water analysis, digital agricultural advisory services, Internet of Plants, geospatial technology, e-marketing and modern packaging solutions will be integrated into the project.
The Chief Minister further informed that knowledge and research exchange between Maharana Pratap Horticultural University, Karnal and Kochi University, Japan, would provide farmers with access to world-class technologies and technical expertise. Agriculture, he said, is no longer limited to cultivation but has evolved into a major business sector where drones, Artificial Intelligence, data analytics, smart sensors, digital marketing and e-commerce play a critical role.
Youth Should Become Job Creators
Calling upon the youth to embrace entrepreneurship, the Chief Minister urged them to become employment generators rather than job seekers by exploring opportunities in agri-business, food processing, agricultural exports and allied industries.
He also underscored the importance of women’s participation in building a self-reliant Haryana, particularly in sectors such as horticulture, mushroom cultivation, beekeeping, food processing, packaging and marketing.
The Chief Minister said the Haryana Agri-Business and Cold Chain Centre would be developed as a world-class training hub for farmers, Farmer Producer Organisations (FPOs), entrepreneurs, start-ups and agricultural professionals. The centre is expected to benefit more than three lakh farmers directly and indirectly, improve supply chain efficiency by over 75 per cent and reduce post-harvest losses by 10–15 per cent.
He added that the adoption of international standards such as GAP, GMP, GHP and HACCP would further accelerate agricultural exports from the state.
Strong India–Japan Partnership Reflected in Haryana
Referring to India–Japan relations, the Chief Minister said that ties between the two countries span centuries and continue to deepen. Haryana currently hosts 394 Japanese industries and more than 600 Japanese business establishments, reflecting the strength of bilateral cooperation and friendship.
He expressed gratitude to the Government of Japan and JICA for their continued support in strengthening Haryana’s agricultural infrastructure and value chains.
Special Message on Environment Day
The Chief Minister said that environmental protection remains a key priority for the state government. Referring to a recent Memorandum of Understanding signed in Morni for promoting natural farming, he said the partnering company has proposed cultivation of crops such as ginger and chilli on nearly 4,000 acres of agricultural land, creating new income opportunities for farmers.
Referring to the Prime Minister’s call for fuel conservation in view of global developments, including the evolving situation in the Middle East, he said the Haryana Government is actively promoting sustainable transport solutions. Electric buses have already been introduced, and an additional fleet of 780 electric buses will be inducted in 2026 to strengthen clean public transportation.
Sharing details of the state’s environmental initiatives, he said that Online Continuous Emission Monitoring Systems (OCEMS) have already been installed in 1,308 out of 1,349 industrial units in the NCR region to curb air pollution. Twenty-three new Continuous Ambient Air Quality Monitoring Stations (CAAQMS) are also being established across the state.
For the conservation of the Yamuna River, six Sewage Treatment Plants (STPs) with a combined capacity of 133 MLD are currently under construction. Work is also underway for the upgradation of seven existing STPs and the construction of 11 new STPs. In addition, eight Common Effluent Treatment Plants (CETPs) with a total capacity of 147.5 MLD will be established for industrial wastewater management.
The Chief Minister appealed to every citizen to plant at least one tree and emphasised that respect for Mother Earth and environmental conservation must be transformed into a people’s movement.

He observed that while many governments have ruled the country since Independence, sustained efforts under Prime Minister Narendra Modi’s leadership to enhance farmers’ income and make agriculture more profitable have enabled India to achieve new milestones in agricultural production.
He said there was a time when India depended on imports to meet its food grain requirements, but the hard work of farmers and reforms in the agricultural sector have made the country self-sufficient in food production.
Reiterating the Haryana Government’s commitment to farmers’ welfare, he said farmers in the state are benefiting from schemes such as Minimum Support Price (MSP) and Bhavantar Bharpai. Haryana, he added, is among the leading states taking proactive and effective measures to address farmers’ concerns and requirements.
The Minister said that fruits and vegetables are highly perishable commodities and therefore require modern cold chain infrastructure for efficient storage and marketing. The Haryana Agri-Business and Cold Chain Centre is being established to meet this need, helping farmers secure better returns and reduce post-harvest losses.
He added that alongside agriculture, horticulture, animal husbandry and dairy farming remain important avenues for increasing farmers’ income, and the government is actively promoting these sectors through various schemes and interventions.

He said that it was on this very day in 2024 that Prime Minister, Sh. Narendra Modi launched the ‘Ek Ped Maa Ke Naam’ campaign to promote environmental protection and encourage mass participation in tree plantation.
The Chief Minister urged citizens to actively support the campaign and make it a success by planting a tree and nurturing it.
The Chief Minister planted a sapling on World Environment Day at the premises of the PWD Rest House in Ladwa, Kurukshetra, on Friday. Upon his arrival at the PWD Rest House, party workers welcomed him with bouquets. During his visit, the Chief Minister also interacted with residents of the Ladwa Assembly constituency, listened to their grievances and directed concerned officials to ensure prompt redressal of the issues raised.
Sharing his message on environmental conservation, Sh. Nayab Singh Saini said that humanity’s relationship with nature should not remain confined to symbolic observances on a single day. Environmental protection, he said, is a continuous responsibility that requires meaningful contributions from every individual through everyday actions.
He observed that planting a sapling is not merely an act of increasing greenery but an investment in the future. When we plant a tree, we strengthen the very foundation of life for future generations, he said.
The Chief Minister called upon citizens to take responsibility by planting at least one sapling every year and ensuring its proper care until it grows into a mature tree. He said that only when planted saplings develop into full-grown trees can they provide life-sustaining oxygen, cooling shade and support biodiversity. He stressed that people should remain environmentally conscious and make consistent efforts every day towards building a cleaner, healthier and more sustainable society.
Emphasising the need for collective action, the Chief Minister said that the time has come to completely discontinue the use of banned plastic products and adopt environmentally friendly alternatives. He also appealed to citizens to create awareness among their family members, friends and communities about the harmful effects of single-use plastic and polythene, and to actively contribute towards eliminating their use.

Digital Supervision for Quality in Haryana: QAA Transforming the Entire Project Monitoring System
QR Code-Based Information System to Be Introduced; Complete Details of Every Project Will Be Available to Citizens
Chandigarh, June 5 – To ensure the quality of development works across Haryana, the Quality Assurance Authority (QAA) is developing a robust technology-driven monitoring mechanism. QAA Chairman Sh. Rajeev Arora said that ensuring the quality of every government construction project in the state is the top priority, and comprehensive arrangements are being strengthened for monitoring, testing, and evaluation of construction works. Digital technology is being extensively utilized for this purpose.
He said that under the leadership of Chief Minister Sh. Nayab Singh Saini, the state is developing a system that will enable scientific evaluation of quality at every stage of a project, including planning, design, DPR preparation, construction, and maintenance. The Chief Minister himself is regularly reviewing and monitoring these efforts through special meetings. No compromise with quality in development works is acceptable, and accountability must be ensured at every level. In compliance with these directions, the Quality Assurance Authority (QAA) is implementing a special strategy. From small to large projects, meticulous monitoring is being carried out, and surprise inspections are conducted regularly. Special laboratories are also being established to test the quality of materials used in construction works.
Sh. Rajeev Arora said that the objective of QAA is not merely to identify deficiencies but also to foster a quality-oriented work culture within engineering departments. In this direction, technical audits of projects being executed by various departments are being conducted to assess the actual status of construction works and facilitate timely corrective measures. The system of third-party inspection and monitoring is also being strengthened for all major projects.
He further stated that, to enhance transparency, a QR code-based information system is being planned at every project site. Through this system, citizens will be able to easily access information related to project cost, duration, implementing agency, and progress. Special emphasis is also being placed on preventing unnecessary fragmentation of projects and ensuring that essential provisions such as drainage and water disposal systems are incorporated at the design stage itself.
The Chairman said that extensive training programmes are being organized for officers and engineers to encourage the adoption of modern engineering technologies and quality management systems. Haryana is now moving towards setting new benchmarks in quality, transparency, and accountability in public infrastructure development.

Haryana, he added, is among the leading states taking proactive and effective measures to address farmers’ concerns and requirements.
The Minister said that fruits and vegetables are highly perishable commodities and therefore require modern cold chain infrastructure for efficient storage and marketing. The Haryana Agri-Business and Cold Chain Centre is being established to meet this need, helping farmers secure better returns and reduce post-harvest losses.
He added that alongside agriculture, horticulture, animal husbandry and dairy farming remain important avenues for increasing farmers’ income, and the government is actively promoting these sectors through various schemes and interventions.

The Chief Minister said that by joining the BJP, Engineer Rishi Pal has expressed his faith in the party’s policies and development-oriented works, and the party wholeheartedly welcomes his decision. Upon his arrival at the programme, the Chief Minister received a grand welcome from BJP leaders, office-bearers and organizers.
Addressing the gathering, Chief Minister Sh. Nayab Singh Saini said that the BJP government is continuously carrying out development works across the state. He stated that previous governments led by opposition parties worked primarily for their own interests rather than for the welfare of the state. In contrast, the BJP has fulfilled a large number of the commitments made to the people of Haryana before the elections, and the remaining commitments will also be completed soon. He emphasized that the BJP has consistently acted upon its promises and continues to move forward with determination.
The Chief Minister said that Haryana is the only state in the country where the highest number of crops is being procured at the Minimum Support Price (MSP). The government has always prioritized farmers' welfare while formulating policies and schemes, and farmers are benefiting from these initiatives. He added that provisions have been made to provide appropriate compensation in case of crop damage. Under the leadership of Prime Minister Sh. Narendra Modi, the country is progressing steadily, and Haryana is also advancing on the path of development under his guidance.
Referring to healthcare services, the Chief Minister said that free dialysis facilities have been made available in government hospitals and medical colleges, benefiting lakhs of patients. In the education sector, efforts have been made to provide better opportunities to girls by establishing government colleges within a radius of every 20 kilometres and by strengthening the infrastructure of schools.
The Chief Minister said that the memorandum submitted by Engineer Rishi Pal regarding development works in the Sadhaura area would be considered positively and development projects would be prioritized. Announcing a special grant of Rs. 5 crore for development works in the Sadhaura region, he assured that there would be no shortage of funds for the area's development. He added that the state government is efficiently implementing public welfare schemes under the guidance of Prime Minister Sh. Narendra Modi. The government remains committed to providing every possible facility to farmers and the needy, with the objective of ensuring benefits reach every citizen.
Chief Minister Sh. Nayab Singh Saini also planted a sapling at the Government Senior Secondary School, Vyaspur, and extended greetings to the people on the occasion of World Environment Day. He announced that the Forest Department would plant a total of 1.5 crore saplings across the state this year, of which 50 lakh saplings would be distributed free of cost. He appealed to everyone to take forward the ‘Ek Ped Maa Ke Naam’ campaign.
Earlier, the Chief Minister paid a courtesy visit to the residence of former MLA Balwant Singh, interacted with party workers and office-bearers present there, and extended his greetings on World Environment Day.

Cabinet Minister Sh. Ranbir Gangwa directed officials to ensure prompt, transparent, and effective resolution of matters concerning the public. He said that any negligence in addressing citizens’ issues would not be tolerated. Several cases were resolved on the spot, while necessary directions were issued to concerned departmental officials for the early disposal of the remaining matters.

Chandigarh, June 5: On the occasion of World Environment Day, Haryana Revenue and Urban Local Bodies Minister Sh. Vipul Goel, while participating in various programmes organized in Faridabad, called for transforming environmental conservation into a mass movement through public participation. He said that environmental protection is not solely the responsibility of the government but a shared responsibility of every citizen, and collective efforts are essential from today itself to ensure a secure future for coming generations.
Sh. Vipul Goel said that the “Ek Ped Maa Ke Naam” campaign launched by Prime Minister Sh. Narendra Modi is an inspiring initiative that connects nature with culture. Appealing to citizens, he urged every individual to plant at least one sapling every year and take responsibility for its care and preservation. He emphasized that society must not only focus on plantation drives but also ensure that saplings grow into fully developed trees.
He further stated that in line with Prime Minister Narendra Modi’s vision of “Vikas Bhi Aur Virasat Bhi” (Development as well as Heritage), environmental conservation is being transformed into a mass movement across the country. Under the leadership of Chief Minister Sh. Nayab Singh Saini, the Haryana Government is continuously working towards the goals of sustainable development, a greener future, and a cleaner environment.
Making an announcement, Sh. Vipul Goel said that 45 new Eco Vans (Forests) will be developed in the Faridabad Assembly constituency within the next 15 days. He informed that 15 Eco Forests already developed in the area are operating successfully, and a target has been set to increase their number to over 100 in the coming years.
He said that Eco Forests are not merely a means of increasing greenery but also play a vital role in pollution control, biodiversity conservation, temperature regulation, and providing a clean environment. These green spaces help create natural habitats for birds and strengthen ecological balance in urban areas.
Sh. Vipul Goel appealed to social workers, industrialists, Resident Welfare Associations (RWAs), social organizations, youth, and citizens to actively participate in the Eco Forest campaign. He said that such initiatives become sustainable and successful only through public participation. He added that the younger generation is the strongest pillar of environmental conservation efforts, and if young people pledge not only to plant a sapling but also to nurture it, Haryana’s environment can become even more prosperous and balanced.
During the programme, a Waste Management Park was inaugurated, and various environmental activities were organized. Minister Vipul Goel stated that scientific waste management, cleanliness, and environmental conservation complement one another. Initiatives such as Waste Management Parks will further strengthen the resolve of “Swachh Bharat, Swasth Bharat” (Clean India, Healthy India).

Bhalot and Jhajjar Sub-Branch Reconstruction Works Gain Fresh Momentum as Consensus Reached Between Farmers and Irrigation Department: Shruti Choudhry
Chandigarh, June 5: Owing to the efforts of Haryana’s Irrigation and Water Resources Minister Shruti Choudhry, the long-standing deadlock over the reconstruction of the Bhalot Sub-Branch and Jhajjar Sub-Branch canals has been resolved. As a result of continuous dialogue and positive initiatives involving farmers, villagers, and officials of the Irrigation Department, an important consensus has been reached among all stakeholders, paving the way for the reconstruction work on both canals to resume with renewed momentum.
Shruti Choudhry said that the state government is committed to modernizing and strengthening the irrigation infrastructure while safeguarding the interests of farmers. She emphasized that the success of any development project is possible only when the sentiments, suggestions, and needs of local people are respected. Keeping this approach in mind, farmers’ concerns were heard seriously, and a mutually acceptable solution was reached through consultation with all stakeholders.
It is noteworthy that farmers and residents of several villages associated with the Bhalot and Jhajjar Sub-Branches had objected to the proposal of completely lining the canal bed with cement concrete. Farmers expressed concerns that such a measure could adversely affect groundwater recharge and disturb the region’s water balance. Taking these apprehensions into account, the Irrigation Department examined various technical alternatives and maintained a continuous process of dialogue with the stakeholders.
In today’s meeting, farmers and villagers from Jouli-Lath, Tewri, Reethal, Chiri, Dhamar, Kiloi, Bohar, Makrauli, Maina, and nearby villages participated. Following detailed discussions, it was agreed that the canal bed would be developed with concrete lining up to a width of 10 feet, while block lining would be carried out in the remaining portion. Additionally, keeping in view the convenience and safety of farmers, stairways will be constructed between every two bridges, and ghats will be developed alongside each bridge.
Shruti Choudhry described the agreement as a positive example of effective coordination between farmers, local residents, and the department, and expressed gratitude to all stakeholders. She said that the decision is an important step towards maintaining a balance between development needs and public sentiments. On the one hand, it will strengthen the water-carrying capacity of the canals and improve irrigation facilities, while on the other hand, it will ensure that the concerns of farmers are duly addressed.
The Irrigation Minister directed departmental officials to commence the reconstruction work on a priority basis and ensure its completion within the stipulated timeframe while maintaining high-quality standards. This, she said, will enable farmers in the region to benefit from improved irrigation facilities and provide a fresh boost to agricultural productivity.

Chandigarh, June 5- Haryana Chief Minister, Sh. Nayab Singh Saini extended his greetings to the people on the occasion of World Environment Day and appealed to every citizen to contribute towards environmental conservation by planting at least one tree.
He said that it was on this very day in 2024 that Prime Minister, Sh. Narendra Modi launched the ‘Ek Ped Maa Ke Naam’ campaign to promote environmental protection and encourage mass participation in tree plantation.
The Chief Minister urged citizens to actively support the campaign and make it a success by planting a tree and nurturing it.
The Chief Minister planted a sapling on World Environment Day at the premises of the PWD Rest House in Ladwa, Kurukshetra, on Friday. Upon his arrival at the PWD Rest House, party workers welcomed him with bouquets. During his visit, the Chief Minister also interacted with residents of the Ladwa Assembly constituency, listened to their grievances and directed concerned officials to ensure prompt redressal of the issues raised.
Sharing his message on environmental conservation, Sh. Nayab Singh Saini said that humanity’s relationship with nature should not remain confined to symbolic observances on a single day. Environmental protection, he said, is a continuous responsibility that requires meaningful contributions from every individual through everyday actions.
He observed that planting a sapling is not merely an act of increasing greenery but an investment in the future. When we plant a tree, we strengthen the very foundation of life for future generations, he said.
The Chief Minister called upon citizens to take responsibility by planting at least one sapling every year and ensuring its proper care until it grows into a mature tree. He said that only when planted saplings develop into full-grown trees can they provide life-sustaining oxygen, cooling shade and support biodiversity. He stressed that people should remain environmentally conscious and make consistent efforts every day towards building a cleaner, healthier and more sustainable society.
Emphasising the need for collective action, the Chief Minister said that the time has come to completely discontinue the use of banned plastic products and adopt environmentally friendly alternatives. He also appealed to citizens to create awareness among their family members, friends and communities about the harmful effects of single-use plastic and polythene, and to actively contribute towards eliminating their use.
