Chandigarh, February 4- Haryana Chief Minister Sh. Nayab Singh Saini, while coming down heavily on the Congress for its illogical claims, said that the party has turned confusion into its only policy. Calling Congress, a “tweet master party”, the Chief Minister said that it survives on rhetoric and confrontation, while asserting that under the leadership of Prime Minister, Sh. Narendera Modi, Bharatiya Janata Party is steadily expanding its footprint not only in Haryana but also in Punjab and Bengal.

Addressing a press conference on Wednesday, Sh. Nayab Singh Saini said the Congress has no roadmap for development and has reduced itself to reactionary politics. ‘Congress sirf tweet master ban kar reh gayi hai’ (Congress has been reduced to merely a tweet-master party), the Chief Minister remarked, underlining the contrast between online noise and on-ground governance.

The Chief Minister strongly criticised the Congress for what he termed as irresponsible, half-baked and misleading politics over the Union Budget, stating that the opposition has neither read nor understood the budget and is opposing it merely for the sake of opposition. He said that the second budget of the Prime Minister, Sh. Narendra Modi–led Government 3.0, presented for strengthening Viksit Bharat, is a comprehensive and reform-oriented budget for the country’s 140 crore citizens, including the 2.80 crore people of Haryana. Our opponents are making baseless allegations without even waiting for the complete presentation of the budget, he said.

The Chief Minister further said that when the opposition does not know how to oppose facts, it resorts to protests just to mark attendance. Some people rushed to Twitter midway claiming that Haryana got nothing. At least wait for the budget to be fully presented, he said, adding that there seems to be a competition within Congress about who can please Rahul Gandhi the most.

Referring to Rahul Gandhi’s past statements, the Chief Minister said that during his visit to Kurukshetra, Rahul Gandhi made illogical remarks, including questioning whether the Pandavas had imposed GST. Such statements clearly reflect the level of seriousness and understanding of the Congress leadership, he said.

The Chief Minister strongly objected to statements claiming that ‘Haryana is missing from the budget’ or ‘the government is missing’, calling it cheap and irresponsible politics. I want to show them the mirror, Congress thrives on ‘virodh’ politics while BJP focuses on governance, he said.

Sh. Nayab Singh Saini said that during Congress rule, budgets were limited to ‘revdi culture’, while Prime Minister, Sh. Narendra Modi has been presenting non-stop, development-driven budgets. The three budgets presented under the Modi government have significantly strengthened infrastructure. Today, every citizen of the country is discussing development, even within Congress households, women are discussing how the country is progressing, he said.

He further said that Congress opposes the budget not because of ideology, but only to remain in headlines and get their photos published. This is not a budget for show, it is a budget for reforms but Congress lacks the understanding to grasp this, he remarked.

Responding to claims that Haryana received nothing, the Chief Minister reminded that during Congress rule, budgets never reached the poor. People only heard populist promises but got nothing. Under Modi ji, the budget is not alluring but reform-oriented, he said, taking another swipe at Rahul Gandhi for standing in Parliament merely holding a book instead of engaging in constructive debate.

Referring to misleading tweets, Sh. Nayab Singh Saini warned that Tweet Masters should refrain from spreading misinformation, or they risk losing whatever credibility they have left. He questioned Congress leaders on facts, asking how much allocation was made for agriculture during their tenure. It was merely Rs. 25,000 crore. How would the country develop with that? Today, under Prime Minister Modi, the agriculture budget stands at Rs. 1.62 lakh crore, he said.

The Chief Minister said that the nation has completely rejected Congress, and governments are being formed with strong mandates under Prime Minister Modi’s leadership. Modi ji does not sleep, he worries about every section of society. Which section did Congress ever care for? he asked, accusing the party of lying habitually and lacking both policy and intent.

He further criticised Rahul Gandhi for mocking the Constitution at times and questioning the electoral process at others, stating that during Congress rule, even small budgets were misappropriated. Congress believed in making the poor poorer, whereas this government has lifted nearly 25 crore people out of poverty,” he said.

On allegations that the budget offers nothing for youth, Sh. Nayab Singh Saini said that the government’s vision is to make youth job creators, not job seekers. “There should be a limit to lying. Congress needs training on how much one should lie,” he remarked.

Praising infrastructure development, the Chief Minister said, In the matter of roads, the Prime Minister is like Spider-Man. Today, India has even surpassed the United States in road infrastructure.

Union Budget 2026–27 is a Roadmap for Haryana’s Next Leap in Growth-CM

Chandigarh, February 4- Haryana Chief Minister, Sh. Nayab Singh Saini on Wednesday said that the Union Budget 2026–27 is a decisive step towards building a self-reliant, competitive and socially inclusive India, and will significantly accelerate Haryana’s growth across sectors.

Addressing a press conference, the Chief Minister said the budget reflects the vision of Prime Minister, Sh. Narendra Modi is rooted in the principle of “Vikas bhi, Vishwas bhi.” He said the budget is not a routine financial exercise but a strategic national blueprint that ensures economic expansion while safeguarding the interests of the poorest and most vulnerable sections of society.

The Chief Minister said the budget reinforces the idea that development is not limited to large cities alone, but equally encompasses villages, farmers, women, youth and workers. Economic strength, he added, has been aligned with social security, dignity and opportunity for every citizen.

He said the four pillars of Viksit Bharat—the poor, youth, women and farmers, remain central to the government’s policy framework. The budget prioritises action over ambiguity, reforms over symbolism and public interest over populism, while maintaining fiscal discipline alongside social justice, with a targeted growth rate of nearly 7 percent.

Rs. 12.2 Lakh crore Capex Push to Directly Benefit Haryana

Highlighting the sharp increase in public capital expenditure, Sh. Nayab Singh Saini said the allocation of nearly Rs. 12.2 lakh crore for infrastructure will strengthen roads, railways, urban infrastructure, industrial corridors and logistics systems across the country. Given Haryana’s strategic location in the Delhi-NCR region, the Chief Minister said the state will be a direct beneficiary, with faster execution of development projects and creation of lakhs of employment opportunities, especially for the youth.

Youth-Centric Budget with Focus on Skills and Future Technologies

Stating that the government considers youth as the nation’s biggest strength, the Chief Minister said Rs. 1.39 lakh crore has been allocated for education and skill development, and over 1.5 lakh young people will be trained in new-age skills. More than Rs. 15,000 crore has been earmarked for skill development, employment generation and future technologies. A dedicated Rs. 10,000 crore fund has been created for Artificial Intelligence, robotics, biotechnology and cyber security, which will directly benefit technology and education hubs such as Gurugram, Faridabad, Panchkula and Rohtak, enabling Haryana’s youth to access high-income, global-standard jobs.

Startups, IT and Sports to create New Employment Avenues

The Chief Minister said the Rs. 7,500 crore provision for startups and entrepreneurship will further strengthen Haryana’s startup ecosystem and encourage innovation, turning youth into job creators rather than job seekers. A high-level permanent committee has been constituted to integrate education with employment and entrepreneurship.

To promote the digital and creative economy, AVGC content creator labs will be established in 15,000 secondary schools and 500 colleges across the country. In the IT sector, the safe harbour threshold has been raised from Rs. 300 crore to Rs. 2,000 crore, which will lead to large-scale creation of high-quality IT jobs.

In sports, the Khelo India Mission is being developed as an integrated talent development pathway with scientific training, modern infrastructure and technology. With nearly 65 percent of Haryana’s population being youth, the budget provides a clear roadmap to link young people with education, skills, technology and employment.

Women and Poor at the Centre of Social Justice Agenda

Terming the budget a strong instrument of social justice and economic empowerment, Sh. Nayab Singh Saini said women’s self-help groups will be developed into community-level entrepreneurship hubs. Nearly Rs. 8,000 crore has been allocated for women’s employment, self-employment and entrepreneurship, while over Rs. 40,000 crore has been provided for social security, pensions, nutrition and income-support schemes.

He said financial and institutional support will boost women’s participation in agriculture, dairy, food processing and rural entrepreneurship, directly benefiting women SHGs and entrepreneurs in Haryana. Provision for women’s hostels in STEM institutions in every district reflects the government’s commitment to girls’ education and safety.

Health Sector Gets Major Boost

The Chief Minister said the budget offers a major opportunity for Haryana’s healthcare sector. Under the Biopharma Shakti Initiative, Rs. 10,000 crore has been allocated, along with Rs. 20,000 crore for health infrastructure and Rs. 5,000 crore for medical tourism.

This will accelerate the development of pharma clusters, medical colleges and modern hospitals in Gurugram, Panchkula, Rohtak and Karnal, while generating large-scale employment for doctors, nurses, technicians and paramedical staff. Additionally, 1.5 lakh multi-skilled caregivers, mostly women, will be trained, creating significant employment in the health and care economy.

Farmer-Friendly Budget Anchored in Technology

Calling the budget particularly beneficial for farmers, Shri Saini said Rs.1.62 lakh crore has been allocated for agriculture and allied sectors, including Rs. 6,153 crore for animal husbandry and dairy, Rs. 2,500 crore for fisheries, and continued support of Rs. 63,500 crore under the PM-Kisan scheme.

Through the Bharat Vistar Yojana, farmers will be connected to AI-enabled digital agriculture platforms, providing accurate information on weather, soil and markets, leading to reduced costs and higher incomes. Development of reservoirs and Amrit Sarovars will strengthen water conservation and groundwater recharge. Promotion of horticulture, high-value crops, AgriStack and digital agriculture will open new income avenues, especially in southern and arid regions of Haryana.

Industry, MSMEs and Infrastructure to gain Momentum

The Chief Minister said the budget brings renewed confidence for Haryana’s industrial sector, where the state already leads in automobiles, electronics, pharmaceuticals and textiles. Incentives for semiconductors, electronic components and biopharma will attract fresh investments in Gurugram, Faridabad and Sonipat.

The revival of 200 old industrial clusters will rejuvenate traditional industrial centres such as Panipat, Yamunanagar and Ambala, while a Rs. 10,000 crore MSME development fund will benefit lakhs of small entrepreneurs and artisans.

Infrastructure development will be further strengthened through high-speed rail, urban economic zones and focused growth of Tier-2 and Tier-3 cities, promoting employment-led urbanisation in Rohtak, Hisar, Karnal, Sirsa and Rewari. Emphasis on green energy and battery storage will expand solar and renewable energy projects, ensuring energy security and environmental sustainability.

Relief for Middle Class, Simpler and Transparent Tax Regime

For the common citizen, the Chief Minister said the budget provides tangible relief through simplified tax procedures, duty exemptions on life-saving medicines, and reduced costs of education and healthcare. Reforms in TDS and TCS, flexibility in return-filing timelines, decriminalisation of compliance-related offences and a digital single-window customs system will further improve ease of doing business.

Railway Push to Transform Haryana into Logistics Hub

Sh. Nayab Singh Saini said Haryana has received a strong railway roadmap with an allocation of Rs. 3,566 crore, including Rs. 315 crore for priority projects. Thirty-four railway stations are being modernised under the Amrit Bharat Station Scheme, focusing on passenger amenities, digital services, accessibility and local identity. Enhanced connectivity with the Dedicated Freight Corridor will increase freight capacity by nearly 11 times, benefiting industries, farmers and youth, and firmly positioning Haryana as a major industrial and logistics hub.

Finance Commission Boost Strengthens State Finances

Referring to the 16th Finance Commission, the Chief Minister said Haryana’s share in central taxes has increased from 1.093 percent to 1.361 percent, a historic rise of nearly 24.5 percent. As a result, Haryana will receive about Rs. 20,772 crore in 2026–27, nearly Rs. 5,547 crore more than last year. Over five years, this will translate into nearly Rs. 28,000 crore in additional resources, with total receipts nearing Rs. 1 lakh crore.

Developed Haryana – Developed India is Achievable Goa

The Chief Minister said Haryana’s economy is strong, stable and fully under control, and the Union Budget 2026–27 will play a decisive role in making India the world’s third-largest economy. He said the budget opens new avenues for farmers, youth, women, entrepreneurs and citizens of Haryana, and under the leadership of Prime Minister, Sh. Narendra Modi, it will prove to be a milestone in making Haryana stronger, self-reliant and more prosperous.

29 Services of Haryana Labour Welfare Board Brought Under Right to Service Act

Notified services to be provided within stipulated time-frame

Chandigarh, February 04 — The Haryana Government has brought a total of 29 services of the Haryana Labour Welfare Board under the ambit of the Haryana Right to Service Act, 2014, and has fixed time limits for the delivery of these services. A notification has been issued by Chief Secretary Sh. Anurag Rastogi in this regard.

The notified services include financial assistance for school uniforms, books and notebooks for the children of workers from Class I to XII, scholarships, coaching for entrance examinations for vocational courses, and financial assistance for preparation for the main examination after clearing the preliminary examination of UPSC and HPSC. In addition, financial assistance to the children of workers for participation in sports competitions and cultural competitions has also been notified.

Financial assistance for the marriage of women workers and daughters of workers under the Kanyadaan scheme, Shagun assistance for the marriage of male workers and their sons, and maternity assistance for women workers and wives of male workers have also been brought under the Right to Service Act. Further, services providing assistance for dental treatment, spectacles, bicycles, sewing machines for women workers, LTC, disability, artificial limbs, hearing aids/hearing assistive devices, tricycles, and financial assistance for visually impaired, physically or mentally disabled children of workers have also been notified. A time limit of 60 days has been fixed for all these services.

The notification also includes financial assistance to dependents of deceased workers, assistance under the Mukhya Mantri Samajik Suraksha Yojana for deceased workers, and financial assistance for the last rites of deceased workers. A time limit of 15 days has been prescribed for these services.

Additionally, services under the Haryana Silicosis Rehabilitation Policy have also been brought under the ambit of the Haryana Right to Service Act. These include rehabilitation assistance for workers affected by silicosis, silicosis rehabilitation pension, family pension, financial assistance for children’s education, and financial assistance for the marriage of girls and boys. A time limit of 60 days has been fixed for these services, while 15 days have been prescribed for post-death assistance and funeral assistance.

As per the notification, for most services of the Haryana Labour Welfare Board, the Labour Welfare Officer has been designated as the Designated Officer, the Deputy Labour Commissioner (Welfare) as the First Grievance Redressal Authority, and the Welfare Commissioner as the Second Grievance Redressal Authority. In cases related to services under the Haryana Silicosis Rehabilitation Policy, the Assistant Director/Deputy Director has been notified as the Designated Officer, the concerned Joint Director as the First Grievance Redressal Authority, and the Labour Commissioner as the Second Grievance Redressal Authority.

This initiative aims to empower capable young people to play a decisive role in strengthening the nation and achieving the goal of a Viksit Bharat by 2047.

He said that the 'Screen Time to Sports Time' campaign, launched by the Akhil Bharatiya Vidyarthi Parishad (ABVP) from Panjab University, Chandigarh, under its nationwide 'Screen Time to Activity Time' campaign, will serve as a strong medium for bringing positive change among the youth of not only Chandigarh, but also Haryana and Punjab.

Citing the example of Haryana, he said that under the leadership of Chief Minister, Sh. Nayab Singh Saini, Haryana is emerging as a state of athletes. Today, Haryana is known not only in the country but across the world as a sports powerhouse. Since 2014, the BJP government has awarded Rs. 683 crore in cash prizes to 16,418 players, while 231 sportspersons have been given government jobs according to their educational qualifications.

Approval Granted to open 26 AYUSH Dispensaries in Haryana: Arti Singh Rao

Chandigarh, February 4 — Haryana Health Minister Arti Singh Rao said that AYUSH dispensaries help in building a healthy nation by making India’s traditional health systems safe, affordable and accessible. Keeping this in view, the State Government has decided to open government AYUSH dispensaries across the state. At present, Chief Minister Sh. Nayab Singh Saini has approved the opening of 26 more AYUSH dispensaries in five districts, and soon, after mapping, these dispensaries will also be opened in the remaining districts.

The Health Minister stated that the State Government is continuously working to provide affordable and accessible treatment to the people of the state, and hospitals are being opened as per requirement along with the provision of low-cost medicines. She informed that government AYUSH dispensaries will be opened in 5 villages of Rewari district — Lisan, Karwara Manakpur, Rohdai, Jaisinghpura, Jhabuwa; 6 villages of Mahendragarh district — Surjanwas, Gudha, Buchawas, Bawania, Rambas, Rasoolpur; 1 village of Karnal district — Fafdana; 4 villages of Kurukshetra district — Ajrana Kalan, Kalsa, Nalvi, Mohri; and 10 villages of Yamunanagar district — Mahiyuddinpur, Ratangarh, Bhangra, Takpur, Khurdaban, Tajewala, Hadauli, Ledi, Kot Baswa Singh and village Darpur.

Arti Singh Rao said that the Haryana Government is promoting the AYUSH system in the state. AYUSH services are being strengthened, and an AYUSH University is being established in Kurukshetra. She added that the State Government is committed to improving the health of the people of Haryana.
