Chandigarh, October 8 — The three-day visit to Japan led by Haryana Chief Minister Sh. Nayab Singh Saini has proved to be a historic step for the state’s industrial, agricultural, and technological development. During this high-level delegation’s visit, investment opportunities worth about Rs 5000 crore have emerged, marking the beginning of a new chapter in Haryana’s growth.
It is significant that the Chief Minister chose Japan for his first foreign visit. This is the same country that, in the 1980s, began investment in India through Maruti Industries in Gurugram. Haryana has always been a global investment destination for Japanese companies, where favourable industrial policies, strong infrastructure, and an investor-friendly environment have strengthened the confidence of foreign investors. Over the past 11 years, this confidence has grown even stronger.
During this visit, the delegation led by the Chief Minister met leading Japanese companies and industrial groups, including AISIN, Air Water, TASI, Namboob, Denso, Sojitz, Nissin, Kawakin, Daikin, and Toppan. As a result of these meetings, more than 10 Memorandums of Understanding (MoUs) worth over Rs 4400 crore were signed, paving the way for employment opportunities for thousands of youth in Haryana.
The Japanese industrial sector, impressed by the transparent governance and industry-friendly policies of the Haryana Government, has extended its hand of cooperation in the fields of industrial and infrastructural development, research, and innovation.
Dream of a ‘Mini Japan City’ in one of the 10 new Industrial Model Townships
Chief Minister Sh. Nayab Singh Saini has taken a concrete step toward fulfilling the promise made in his first Budget Speech (2025–26) regarding the establishment of 10 new Industrial Model Townships (IMTs). His vision is to develop one of these IMTs exclusively with the cooperation of Japanese companies. He invited investors to invest in Haryana so that the new generations of Japan and Haryana could collaborate and contribute together in the development journey.
At Osaka’s Kubota Plant, the Chief Minister became a ‘Farmer Ambassador’
Being a farmer himself, the Chief Minister wishes that, along with industries, Japan should also make its technology available for Haryana’s agriculturally driven farmers. During his Japan visit, he toured the Kubota Tractor Plant in Osaka. Kubota has proposed to invest over Rs 2000 crore in Haryana. The day is not far when Japan’s Kubota tractors will display their strength in the fields of Haryana. The Chief Minister believes that the combination of the hard work of Haryana’s diligent farmers and Japan’s technology will set new benchmarks in agriculture.

Chandigarh, October 8- Union Minister of Road Transport and Highways, Sh. Nitin Gadkari today inaugurated India’s first commercial Electric Truck Battery Swapping cum Charging Station built by Energy in Motion at Delhi International Cargo Terminal Private Limited (DICT) in village Panchi Gujran, Sonipat district. Union Minister for Heavy Industries and Steel, Sh. H. D. Kumaraswamy was also present on the occasion.
Calling this initiative by Energy in Motion historic, Sh. Gadkari said that India spends nearly Rs. 25 lakh crore annually on fuel imports. If we save this money by using alternative energy, it will be invested in India’s development and help us move faster towards the dream of a developed India.
Sh. Gadkari said that special focus is being laid on reducing the country’s logistic cost. The government’s target is to bring it down to single digits (below 9 percent) by December 2026. To achieve this, the highway network is being strengthened and multi-modal infrastructure is being developed by integrating waterways, rail and road transport. Lower logistic cost will not only benefit traders and industrialists but also reduce the transportation cost of farmers’ produce, he added.
Highlighting the vision of Prime Minister, Sh. Narendra Modi to establish India as a Green Energy Hub, Sh. Gadkari emphasised agricultural-based energy production and said that recently, the government permitted production of ethanol from maize. As a result, the demand for maize has increased and its price has risen from Rs. 1,200 per quintal to Rs. 2,800 per quintal.
Prosperous villages and farmers will make India self-reliant
Sh. Gadkari said that under the leadership of Prime Minister, Sh. Narendra Modi, the government aims to make farmers not only providers of food but also producers of energy. The true strength of India’s economy lies in its villages and farmers. If the villages prosper, India will naturally become self-reliant.
He further said that to enhance farmers’ income, the government is promoting agri-based industries, bio-fuel production, and alternative energy sectors. Projects on ethanol, bio-CNG, bio-LNG, and green hydrogen are being implemented across the country to directly benefit farmers. A plan is being implemented to produce bio-fuel from sugarcane, paddy straw, and other crop residues, which will not only increase farmers’ income but also help tackle issues such as stubble burning, he added.
Union Minister for Heavy Industries and Steel, Sh. H. D. Kumaraswamy said that India is moving rapidly towards the goal of becoming a developed nation by 2047. Currently, heavy vehicles play a significant role in transporting goods along with railways. If we manufacture heavy vehicles powered by bio-fuel instead of diesel using new technologies, it will not only reduce logistic costs but also curb pollution. The future of the world lies in bio-fuel rather than diesel and petrol.
He further highlighted that under the leadership of Prime Minister, Sh. Narendra Modi, the Central Government has implemented the PM E-Drive (PM Electric Drive Revolution in Innovative Vehicle Enhancement) scheme. The scheme aims to accelerate the adoption of electric vehicles (EVs) across various categories, build a robust EV-charging infrastructure, and develop a strong domestic EV manufacturing ecosystem aligned with the vision of Atmanirbhar Bharat.

Nayab Singh Saini, the high-level delegation from the state, which is on an official visit to Japan, visited the Kubota Tractor Plant located in Osaka on Wednesday. During the visit, the Chief Minister met with senior officials of the company and held detailed discussions on potential investment and opportunities for technical collaboration in the agricultural equipment manufacturing sector in Haryana.
During the meeting, Kubota Company announced an investment of Rs 2000 crore in Haryana in collaboration with Escorts. This investment by Kubota will prove to be a major step forward for both the industrial and agricultural sectors of Haryana. It will not only bring modern agricultural technology to the state but also create numerous employment opportunities for local youth.
The delegation included Haryana’s Minister for Industries and Commerce Sh. Rao Narbir Singh, Chief Principal Secretary to the Chief Minister Sh. Rajesh Khullar, Principal Secretary to the Chief Minister Sh. Arun Kumar Gupta, Commissioner and Secretary of the Department of Industries and Commerce Dr. Amit Kumar Agrawal, Managing Director of HSIIDC Dr. Yash Garg, and other senior officials.
The Chief Minister appreciated the company’s state-of-the-art manufacturing technologies and innovation-based production system, stating that Haryana is an agriculture-dominated state and therefore has the potential to become a major hub for agricultural equipment manufacturing. He invited the company to invest in Haryana and establish a local manufacturing unit. Kubota officials expressed keen interest in investing in Haryana.
The delegation shared information about the Haryana Government’s industry-friendly policies, stating that the state government is creating a strong industrial environment to attract investors. They said that simple and transparent procedures have been adopted in Haryana for setting up industries, ensuring that investors receive timely approvals.
The state government has implemented a Single Window System to promote “Ease of Doing Business,” through which all necessary approvals are available on a single platform. Haryana’s developed industrial clusters, excellent transport network, skilled human resources, and reliable power supply create a favourable environment for investors.

Under this MoU, Daikin will invest Rs 1,000 crore in Haryana to establish a new Research and Development (R&D) Centre, which will generate employment opportunities for the youth.
A high-level delegation from Haryana, led by Chief Minister Sh. Nayab Singh Saini, is on an official visit to Japan with the objective of attracting foreign investment and promoting global industrial activities in the state. The MoU was signed today at Daikin Industries Limited’s R&D Centre in Osaka in the presence of the Chief Minister. The MoU was signed by Dr. Amit Kumar Agrawal, Commissioner and Secretary, Department of Industries and Commerce, Haryana Government, and Sh. Shogo Endo, Deputy Managing Director, Daikin Industries Limited.
The delegation also includes Haryana’s Industries and Commerce Minister Sh. Rao Narbir Singh, Chief Principal Secretary to Chief Minister Sh. Rajesh Khullar, Principal Secretary to Chief Minister Sh. Arun Kumar Gupta, HSIIDC Managing Director Dr. Yash Garg, and other senior officials.

Health Minister Arti Singh Rao listens to public grievances
Directs officers to ensure swift redressal of issues
Chandigarh, October 8- A large number of people gathered at the Chandigarh residence of Haryana Health Minister, Ms. Arti Singh Rao today to share their grievances and complaints. The Minister listened to each person attentively and directed the concerned departmental officers to take prompt action.
During the public hearing, residents from across the state raised issues related to health services, benefits of government schemes, electricity and water supply, education, employment, and local development works. The Health Minister heard all concerns and assured the people that their issues would be resolved at the earliest.
Ms. Arti Singh Rao said that the state government’s priority is to ensure that every citizen receives the benefits of schemes and services without any discrimination. She emphasised that poor, farmers, labourers, and the underprivileged must be able to access government schemes in a transparent and hassle-free manner.
The Health Minister directed officers to prioritise quality and transparency in all public service-related work. She directed them to expedite development projects and ensure accountability. She also said that negligence or laxity at any level would not be tolerated.
She further said that such public hearings help strengthen communication between the government and the people, allowing genuine issues to be identified and addressed effectively. She assured the public that the government remains committed to meeting their expectations.
