SUB-REGISTRAR MONOPOLY ENDS, PEOPLE FREE TO CHOOSE ANY OFFICE FOR REGISTRY: BHAGWANT MANN
SAS NAGAR (MOHALI), May 26:In a major citizen centric initiative, the Punjab Government led by the Chief Minister Bhagwant Singh Mann has introduced the country’s first Easy Registration system which was dedicated to the people by the Chief Minister and National Convener of AAP Arvind Kejriwal.
“This is a revolutionary step as people will not have to run from office to office, won’t have to deal with agents or middlemen as everything from start to finish will be available on the phone and will be fast, clear and transparent”, said Bhagwant Singh Mann and Arvind Kejriwal.
Interacting with the media persons after launching the project, the Chief Minister and National AAP Convener said that Citizens can now register at any Sub Registrar Office in the district, not just where the property is located. They said that combined with Seva Sahayak doorstep services via helpline 1076, this improves access for rural households, senior citizens, busy working professionals and those with limited mobility. Bhagwant Singh Mann and Arvind Kejriwal said that the system provides real-time WhatsApp notifications at every step of document from submission, approval, payment and appointment ensuring citizens always know their status.
The Chief Minister and National AAP Convener said that these build trust by removing uncertainty and making the process visible and traceable. They said that through online document submission, digital pre-scrutiny and self-scheduled appointments, citizens no longer face long lines or repeated office visits. Bhagwant Singh Mann and Arvind Kejriwal said that the 48-hour pre-scrutiny guarantee and no waiting at final registration reduce stress and waiting time.
The Chief Minister and National Convener of AAP said that by offering online payments through a single gateway, removing cash handling and introducing a unique WhatsApp corruption reporting system, the platform eliminates the space for unofficial demands and rent seeking by agents ensuring accountability. They said that by enabling self-drafting of deeds and providing affordable doorstep services through Seva Sahayaks, citizens avoid high fees charged by private deed writers and middlemen. Bhagwant Singh Mann and Arvind Kejriwal said that citizens can draft their own deeds using the “Draft my Deed” tool or seek low-cost assistance at Sewa Kendras or through Seva Sahayaks.
The Chief Minister and National Convener of AAP said that this increases self-reliance, reduces dependency on private deed writers and empowers citizens to manage their own transactions. Asserting that people will not have to run to banks for payments, they said that the online consolidated payment gateway allows citizens to pay all fees (stamp duty, registration fees) in one digital transaction, cutting out trips to banks and related expenses like preparing demand drafts or cash handling leading to security concerns. Hailing it as a move aimed at saving time, money and energy of the people, Bhagwant Singh Mann and Arvind Kejriwal said that with 48-hour document pre-scrutiny and appointment-based registration citizens minimise time lost from work or family obligations, leading to indirect financial savings.
The Chief Minister and National Convener of AAP said that the online portal with pre-set government rates and “calculate my fees” calculator ensures that citizens can plan expenses properly, avoiding hidden or surprise costs and improving financial planning with no dependency on agents. They said that this new and hassle-free registration is designed to save the time, money and peace of mind of the people. Bhagwant Singh Mann said that this out of the box idea works on dictum of ‘Your Property, Your Convenience’ and enables an individual to get his registration done at the closest and fastest office adding that it has been successfully started from Mohali and will be replicated across the state in coming days.
The Chief Minister and National Convener of AAP said that the mechanism of this system across the state will be introduced by July 15. They further said that from July 15 to August 1 the trial of this system will be conducted in every district of the state. Bhagwant Singh Mann and Arvind Kejriwal said that from August 1 this system will be finally implemented in the entire state for facilitating the common man.
The Chief Minister if anything needs fixing, people will know early thereby ensuring that there are no surprises on the day of registration adding that accountability of the officers has been fixed and proper mechanism of checks and balances have been introduced. They said that if a Sub registrar/ Tehsildar raises an Objection people will Know Instantly and all objections will be tracked by senior officers like the DC and SDM. Bhagwant Singh Mann and Arvind Kejriwal said that this will prevent corruption and if someone causes unfair delay strict action will be taken.
The Chief Minister and National Convener of AAP said that if anyone has a complaint they can lodge it through WhatsApp. They said that if anyone asks for a bribe a citizen can instantly complain through a WhatsApp link and they will get updates on action taken against the officer. Bhagwant Singh Mann and Arvind Kejriwal said that this out of the box idea will set a new benchmark in the public service delivery by providing the citizen centric services to the people at their doorsteps that too in a smooth, hassle free and convenient manner.
The Chief Minister and National Convener of AAP said that the network of corruption in the Tehsils was deep rooted and complex but this action is a step forward towards eliminating it. They said that no other state of the country has such a robust registration system and this will herald a new era of public facilitation. Bhagwant Singh Mann and Arvind Kejriwal expressed hope that this mechanism will be replicated in other parts of the country also as Punjab will become a lighthouse for the other states.
