CHANDIGARH, 11th March 2026:Punjab Chief Minister Bhagwant Singh Mann on Wednesday said the opposition abandoned the Budget debate because it could not defend its opposition to giving ₹1,000 to women, asserting that parties which kept people poor for decades are now uncomfortable with the empowerment of ordinary families under the Aam Aadmi Party (AAP) government.

Describing the fifth annual budget of the Punjab Government as the “Budget of the martyrs’ dreams,” the Chief Minister said the budget is aimed at fulfilling the aspirations of freedom fighters like Bhagat Singh and Udham Singh, while reaffirming that the Punjab Government has delivered on all its election guarantees within four years and is now preparing its agenda for the 2027 Assembly elections. He also said the opposition already knows that a government led by Bhagwant Singh Mann will return to power in 2027, which is why it chose to run away from the debate instead of facing the truth before the people.

Concluding the debate on the Budget for the financial year 2026–27 presented by Finance Minister Harpal Singh Cheema, Punjab Chief Minister Bhagwant Singh Mann said, “For the first time in the history of Punjab, a government has fulfilled all its election guarantees within four years. The manifestos of traditional parties were merely formalities. With the support of the people, we will continue serving them with the same spirit in 2027. For the first time, a government treated its budget as a sacred document and fulfilled every promise made to the people.”

Congratulating Finance Minister Harpal Singh Cheema for presenting a people-friendly budget, the Chief Minister said that the budget focuses on providing facilities to those whose progress is often hindered by financial constraints. “The budget includes providing benefits of the Mukh Mantri Mawan Dhian Satkar Yojna to 97% of women, providing free ration to 40 lakh families under the ‘Meri Rasoi’ scheme, and offering cashless medical treatment up to ₹10 lakh,” noted CM Bhagwant Singh Mann.

He added that earlier budgets were limited to paving streets and drains, whereas the present government is focusing on providing world-class education to children, quality healthcare services, and building medical colleges.

The Chief Minister said that to provide quality healthcare facilities to people and enable youth to fulfil their dream of becoming doctors while staying in Punjab, seven medical colleges are being established in the state. “These colleges will be built in Hoshiarpur, Kapurthala, Sangrur, Shaheed Bhagat Singh Nagar, Lehragaga, Malerkotla and Ludhiana, which will add 600 MBBS seats,” stated CM Bhagwant Singh Mann. He further noted that 881 Aam Aadmi Clinics have recorded five crore OPD visits, reflecting people’s trust in the healthcare services.

Taking note of the criticism of the Mukh Mantri Mawan Dhian Satkar Yojna by opposition leaders, the Chief Minister said that wealthy leaders of traditional parties are deliberately insulting poor people. “Traditional parties never worked for the welfare of the poor, due to which many families still struggle with poverty and find it difficult to arrange two meals a day,” stated CM Bhagwant Singh Mann.

He added that these leaders are uncomfortable with the economic empowerment of the poor and pointed out that while they educate their own children in convent schools in the hills, they want poor families to remain deprived of quality education.

The Chief Minister said that after the Punjab Government started Schools of Eminence, children from underprivileged families are now clearing examinations such as JEE, JEE Mains and NEET. “The Meri Rasoi scheme will ensure nutritious food for 40 lakh families, especially their children,” added CM Bhagwant Singh Mann. He explained that under the scheme each family will receive a kit containing 2 kg sugar, 2 kg pulses, 1 litre mustard oil, 200 grams turmeric and 1 kg salt.

Highlighting employment generation, the Chief Minister said that the creation of 10,000 posts in the Punjab Police will provide opportunities for youth and further strengthen the force. “The Punjab Government has already provided around 64,000 government jobs to youth so far,” stated CM Bhagwant Singh Mann. He also said that the Sardar Bahadur Amin Chand Armed Forces Preparatory Institute in Hoshiarpur has been completed and admissions will begin this year, enabling youth to prepare for service in the armed forces.

Referring to efforts to ensure canal water reaches tail-end areas and reduce dependence on groundwater, the Chief Minister said that recent data reflects encouraging results. “According to data presented in the Rajya Sabha by the Central Ground Water Board, groundwater levels have increased in 57% of observation wells in Punjab, with the rise mostly ranging between 0 to 4 meters,” stated CM Bhagwant Singh Mann.

He further said that to commemorate the 350th martyrdom anniversary of Sri Guru Tegh Bahadur Ji, a Sri Guru Tegh Bahadur World-Class University is being established at Sri Anandpur Sahib as a tribute to the great Guru. The Chief Minister added that the 650th birth anniversary of Sri Guru Ravidas Ji Maharaj will be celebrated on a large scale and ₹100 crore has been allocated in the budget for this purpose.

Criticising the opposition for constantly opposing welfare initiatives, the Chief Minister said that opposition parties had earlier claimed that free electricity could not be provided, yet the Punjab Government successfully fulfilled the promise. “They also claimed that Bhagwant Singh Mann would not remain Chief Minister even for a year, yet I have been serving as Chief Minister for four years,” noted CM Bhagwant Singh Mann. He asserted that he will continue to serve as Chief Minister even after the 2027 elections.

Reiterating his stand on Punjab’s rights, the Chief Minister said that neighbouring states often call Punjab their “elder brother” but simultaneously attempt to exploit its resources. “Himachal Pradesh sometimes calls Punjab its elder brother while demanding a share in Chandigarh and royalty on water, while Haryana raises the demand for the SYL canal,” stated CM Bhagwant Singh Mann.

He added that because of the firm stand taken by the Punjab Government, for the first time Haryana has not allocated funds for the construction of the SYL canal in its budget.

Taking a dig at the absence of opposition members during the debate, the Chief Minister said that opposition leaders have never been serious about the issues of their constituencies and predicted that they will also disappear from the political map in 2027. “The Congress party is suffering from internal factionalism and cannot return to power,” stated CM Bhagwant Singh Mann. He added that the party’s condition has deteriorated to such an extent that it now wants to contest Assembly elections without declaring a Chief Ministerial face.

Holding the Shiromani Akali Dal responsible for damaging Punjab’s generations, the Chief Minister said that the party pushed youth into the quagmire of drugs and the path of gangsterism, which ruined entire generations. “Zomato was formed much later, but during the Akali government drugs were transported in government vehicles,” stated CM Bhagwant Singh Mann.

The Chief Minister further remarked that the Shiromani Akali Dal, which finished third in the Zila Parishad and Block Samiti elections, is day dreaming about forming the government in Punjab. “The Punjab Government is fully committed to the well-being of Punjab and the prosperity of its people, and no stone will be left unturned to achieve this goal,” affirmed CM Bhagwant Singh Mann, adding that the government will continue safeguarding the interests of the people of Punjab and take every possible step for their welfare.

CHANDIGARH, 11th March 2026:Punjab Finance Minister Harpal Singh Cheema on Wednesday strongly condemned Congress MLA from Bholath Sukhpal Singh Khaira over highly derogatory remarks made by him on social media platforms, demanding an immediate and unconditional apology. The Finance Minister also appealed to the Speaker of the Punjab Vidhan Sabha to initiate strict disciplinary action if Khaira fails to apologise publicly for his offensive and unparliamentary language.

Addressing the House, Minister Harpal Singh Cheema stated, “Sukhpal Singh Khaira made offensive comments directed at the women of Punjab and subsequently launched a severe personal attack on me, referring to me as a ‘bandua mazdoor’ when I stood up to object to his remarks. Such language is completely unacceptable and unbecoming of a legislator.”

Taking the matter further while addressing the media outside the house, the Finance Minister also demanded that the Congress party should tender an official apology because its member used these derogatory words towards the labour community and women. He stressed that the party leadership must take responsibility for the shameful conduct of their representative.

Taking a firm stand against the incident, the Minister urged the Speaker to act decisively. “I have appealed to the Speaker of the House to take strict disciplinary action. If Sukhpal Singh Khaira does not issue a prompt and public apology for his highly offensive and unparliamentary language, his membership in the legislative assembly should be cancelled,” he stated.

Expressing anguish over the personal attack on his humble background, Minister Harpal Singh Cheema reminded the House of the dignity of labour and the proud legacy of the working classes. “I ask the members of this House, particularly those from the Congress party, to reflect on their own lineage. The ancestors of many elected representatives proudly came from labouring and working families. Would any of them accept being labelled as ‘bandua mazdoor’? Such language insults not only an individual but the dignity of the hardworking people of Punjab,” he said.

CHANDIGARH, 11th March 2026:Punjab Food, Civil Supplies and Consumer Affairs Minister Lal Chand Kataruchak has appealed to the Union Government to ensure that there is no shortage of essential commodities such as LPG, petrol and diesel in view of the ongoing war-like situation in the West Asian region. Chairing a meeting with representatives of Indian Oil Corporation Limited (IOCL), Hindustan Petroleum Corporation Limited (HPCL) and Bharat Petroleum Corporation Limited (BPCL), the Minister emphasised the need for coordinated measures to maintain uninterrupted supply and prevent panic among the public.

Addressing the meeting, Punjab Food, Civil Supplies and Consumer Affairs Minister Lal Chand Kataruchak said, “In view of the war going on in the West Asian region, the Union Government must ensure that there is no dearth of essential commodities such as LPG, petrol and diesel so that the public does not face any inconvenience.”

The Minister further urged the High Powered Committee constituted by the Union Government to remain vigilant and take necessary steps to maintain adequate supplies. “The High Powered Committee constituted by the Union Government must make sure that there is no panic amongst the public on account of the volatile situation in West Asia,” he added.

The Minister also directed the senior officers of the department to closely monitor the situation at the district level. He instructed them to convene meetings with Deputy Commissioners and District Food Supply Controllers while involving representatives of gas companies to ensure seamless coordination.

“Senior officers of the department should hold meetings with the Deputy Commissioners and District Food Supply Controllers, also involving representatives of gas companies, to ensure that there is no disruption in the supply of essential commodities,” stated Minister Lal Chand Kataruchak.

Addressing the media outside the Assembly, Dr. Baljit Kaur said that under the leadership of Chief Minister Bhagwant Mann, the Punjab Government has presented a special and people-centric budget on the occasion of International Women’s Day, prioritizing the dignity and economic empowerment of women. She said the announcement to provide ₹1500 per month to women is a historic step aimed at improving their standard of living and strengthening their financial independence.

Expressing shock over Khaira’s remarks, the Cabinet Minister said it is extremely unfortunate to question the dignity and capability of women who felt happy about this initiative. She asked whether women from poor families or those celebrating such assistance are not capable of giving birth to brave sons.

“Punjab’s brave sons have never been born only in wealthy homes. Many of them were raised by poor but courageous mothers who struggled through hardships and sacrifices, yet gave the state its greatest heroes,” Dr. Baljit Kaur said.

The Minister added that such remarks not only insult women but also undermine the legacy of Punjab’s brave sons who came from humble backgrounds.

Taking a strong dig at the Congress party, Dr. Baljit Kaur said it should also remember painful chapters of history, including the 1984 anti-Sikh riots, when countless brave sons of Punjab became victims. She said the Congress must introspect before making irresponsible statements that hurt the sentiments of women and the people of Punjab.

Dr. Baljit Kaur further said the Punjab Government has always respected welfare schemes meant for women, regardless of which party introduced them. Whether it is free bus travel for women or other welfare initiatives, the government has never opposed or discontinued any scheme that benefits women.

Chandigarh, March 11 :-Amid growing global concerns over children's vulnerability in the digital space, Punjab Good Governance and Information Technology (GG&IT) Minister Mr. Aman Arora informed that the state government will take the matter with the Centre government to frame rules regarding social media usage by minors, besides, evaluating global best practices to safeguard children's interests.

Responding to a call attention motion moved by MLA Rana Inder Partap Singh in Punjab Vidhan Sabha, Mr Aman Arora stated, “this needs to be age-specific. We must delineate what content is appropriate for children aged 8 to 12, versus 13 to 16 and what is suitable for those above 18. A blanket ban often increases the psychological interest of children in the prohibited item and such prohibitions often drive young users towards the dark, unregulated corners of the Internet.” He assured that the state government was committed to protecting children and ensuring that the digital age remained a period of opportunity, not addiction.

Outlining the state government's comprehensive "Digital Safety Net" strategy to combat rising mobile phone addiction and exposure of children to harmful online content, Mr. Aman Arora said that the battle against digital addiction requires a collective front involving the government, schools and most importantly parents.

This concern is not limited to Punjab or even India. It has emerged as a pressing global policy issue," the GG&IT Minister said, while informing that Australia has recently enacted a law restricting social media accounts for children below 16, while Karnataka has proposed a similar ban. Andhra Pradesh is considering restricting access for those below 13 years.

Mr. Aman Arora revealed that Punjab has already launched multiple initiatives to tackle the challenge proactively. The state government has rolled out the Cyber Jaago initiative, run in collaboration with Cyber Crime Division of Punjab Police and the IT Department, transitioning from reactive policing to preventive education. Under this programme, teachers across 3,968 government high schools are being trained as "Digital Mentors" to educate students on identifying online threats and managing screen time.

To ensure swift response to cyber complaints, Punjab Police has integrated the national cybercrime helpline (1930) with the state's Dial-112 emergency response system. Citizens can now report online fraud, cyberbullying or cybercrime incidents through the single emergency number. It has also launched Project Jeevan Jyot 2.0, establishing district-level task forces specifically addressing online exploitation and abuse of children, he added.

Referring to the Digital Personal Data Protection Act, 2023, Mr Aman Arora said the state was working closely with the Centre to implement its "verifiable parental consent" mandate for processing data of minors. The state is committed to strictly adhering to these age-gating and safety-by-design principles. Schools are being encouraged to organise counselling sessions addressing screen addiction and mental health.

Livasa Hospitals' new multi-speciality hospital is going to invest Rs 360 crore in Ludhiana. This is another important milestone in strengthening Punjab's healthcare capacity.

He said Livasa Hospitals has entered into a long-term agreement with Primewalk Infra Private Limited to develop a 368-bed multi-speciality tertiary care hospital in Ludhiana.

The hospital will be located at Sherpur Chowk on the National Highway ensuring accessibility for patients from Ludhiana and nearby districts. The facility is currently under construction and will be operational in phases over the next 18 months.

Speaking on the scale of the project, he highlighted that the hospital will be developed on 9,500+ square yards of freehold land, with a built-up area of over 2.3 lakh square feet. The total project investment is estimated at 235 crore by the Livasa Group, and 360 crore including the landowner contribution.

The project is being supported by India Resurgence Fund (IndiaRF), a joint venture between Piramal Group and Bain Capital's Special Situations team.

Cabinet Minister Sanjeev Arora informed that this investment reflects strong institutional confidence in Punjab's healthcare sector and economic potential.

He said that Chief Minister Bhagwant Singh Mann, fulfilling the promise made before the elections, has decided to give Rs 1000 per month to women of the state and Rs 1500 per month to women of the Scheduled Castes, which is a huge social revolution that will play an important role in giving equal rights to women. He said that a budget of Rs 9300 crore has been kept for this work, for which I thank Chief Minister Bhagwant Singh Mann and Finance Minister Harpal Singh Cheema.

Sharing details of his life events, he said that with the social security and welfare schemes run by the government, needy but talented students succeed in achieving their life goals. He also congratulated Cabinet Minister Baljit Kaur for successfully running the Post Matric Scholarship Scheme.

He said that while our government has provided better health facilities to the people by launching a health revolution, it has also changed the condition and direction of government schools in Punjab with an education revolution. *Chandigarh March 11:*Punjab Water Resources and Mining Minister Barinder Kumar Goyal while participating in the Budget debate in the Punjab Vidhan Sabha today appreciated Finance Minister Harpal Singh Cheema for presenting a historic and people oriented Budget despite several financial constraints faced by the state due to union government's apathy.

The Cabinet Minister said the Budget has been presented without imposing any new tax on the people even after the discontinuation of annual GST compensation of nearly Rs.30000 crore since 2022. He said the state government has also faced natural disasters and lack of financial cooperation from the Union Government besides delay in release of Punjab’s legitimate funds. Even then the Budget ensures major welfare initiatives for every section of society which makes it a commendable financial roadmap for the state.

Speaking on the issue of the projected Rs.20000 crore revenue from mining, Barinder Kumar Goyal said the statement made earlier by national leader Arvind Kejriwal was based on the immense potential of potash mineral reserves in Punjab. He explained that potash is a critical mineral which is currently imported for agricultural fertilisers across the country. He informed that surveys conducted earlier indicated the presence of potash deposits in parts of Punjab and earlier dispensations did not pursue this opportunity seriously but the Mann government raised the matter with the Union Government and central agencies. Following our sustained efforts, fresh exploration work has been initiated in village Qabarwala of district Fazilka covering nearly 48 kilometres area with an estimated survey cost of Rs.19.3 crore.

He informed that according to preliminary drilling assessments the quality of potash found in the region is encouraging.

CHANDIGARH, March 11:Punjab Education Minister Harjot Singh Bains on Wednesday launched a sharp attack on the BJP-led Central Government, calling out its “failed foreign policy” for triggering a worsening energy crisis in the country. Speaking during a discussion in the Punjab Assembly, the minister raised concerns over shrinking petroleum and LPG stocks, shutdown of fertiliser plants in Punjab and what he described as discrimination in gas supply to the state, while demanding that the Centre disclose the actual national reserves of petroleum, LPG and LNG.

Participating in a discussion on a condemnation motion moved by Food & Civil Supplies Minister Lal Chand Kataruchak in the Vidhan Sabha, Harjot Bains expressed deep concern over the rapidly depleting stocks of petroleum and LPG across the country. He pointed out the contradiction between the Centre’s claims of self-sufficiency and the ground reality. He asked the centre government to come clean on the exact stock levels of petroleum, LPG and LNG in the country.

“On one hand, their spokespersons claim we have plenty of petroleum and LPG. On the other hand, commercial supplies have been halted. This is not just an administrative lapse. It is the direct result of the BJP government’s failed foreign policy,” Harjot Singh Bains asserted, while highlighting the grim repercussions of this crisis for Punjab, particularly for its agrarian economy.

He expressed displeasure over the shutdown of the NFL (National Fertilisers Limited) units at Nangal and Bathinda, warning that the upcoming kharif sowing season is under direct threat. “The Nangal and Bathinda fertiliser plants are almost shut down. Where will our urea come from? Our kharif crops sowing is due. It is a serious issue linked to the livelihood of our farmers. While Punjab’s plants are starved of gas and shut down, the NFL’s Panipat plant continues to receive 100% supply. This is blatant discrimination against Punjab,” he said.

Harjot Bains warned that the situation is merely the tip of the iceberg. “If left unchecked, the country could soon face a crippling petrol and diesel shortage. Tomorrow, they will say there is no petrol or diesel. It will not stop at fields. Our hostels will close their messes, our tourism industry will collapse and it will even impact our armed forces. This issue touches every kitchen in the country,” he added.

Demanding to unequivocally condemn the BJP’s foreign policy failures, the Punjab minister stated, “We must ask why Punjab is being punished. Why are our plants in Nangal and Bathinda closed while NFL’s Panipat runs at full capacity? The entire country needs to know the truth about the stock situation before it is too late.”

CHANDIGARH, 11 March 2026:The Punjab Assembly on Wednesday passed the State Budget for the Financial Year 2026–27 presented by Finance Minister Harpal Singh Cheema after a comprehensive three day debate. Concluding the discussion in the House, the Finance Minister presented a detailed summary of the Aam Aadmi Party (AAP) government’s work over the past four years and responded to the queries and suggestions raised by various MLAs during the debate.

Punjab Finance Minister Harpal Singh Cheema stated, “Guided by AAP National Convenor Arvind Kejriwal’s anti corruption principles and Chief Minister Bhagwant Mann’s vision, the Punjab government’s zero tolerance policy toward theft has led to record breaking revenue growth. Excise revenue increased from ₹20,000 crore to ₹53,000 crore, while GST collections doubled from ₹61,000 crore to ₹1,21,000 crore. Additionally, stamp registration revenue rose significantly from ₹12,000 crore to ₹30,000 crore. This financial turnaround has been made possible through strict vigilance and honest governance.”

Referring to employment generation and the AAP government’s guarantees, Harpal Singh Cheema said, “When our government took its first Cabinet decision in 2022, we had promised to provide 30,000 government jobs. Today we have far exceeded that promise by delivering more than 63,000 government jobs to the youth of Punjab. This historic recruitment drive has helped curb the state’s brain drain and has created a positive environment for the younger generation.”

Responding to opposition concerns on state debt, he continued, “Eighty five percent of the state’s current funds are being utilised to service the massive debt inherited from previous governments. Despite this burden, our government has successfully reduced the debt to GDP ratio from 48 percent to 45 percent and cleared inherited liabilities worth ₹21,860 crore. At the same time, the state has strictly adhered to the limits set under the Fiscal Responsibility and Budget Management (FRBM) Act and has not resorted to excessive borrowing. Short term cash management has been handled efficiently through the Sinking Fund and Guarantee Redemption mechanisms, enabling the state to secure lower interest rates.”

Speaking about welfare measures, the Finance Minister added, “The government has successfully rolled out the ₹1,500 financial assistance for women, fulfilling all five major guarantees promised to the people of Punjab. Not a single rupee of sugarcane dues owed by the state government is pending. The outstanding ₹27 crore belongs to a private mill in Phagwara and its properties have already been attached to ensure farmers receive their rightful payments.”

Responding to a suggestion from MLA Rana Inder Pratap regarding a One Time Settlement for farmers, Harpal Singh Cheema said, “Chief Minister Bhagwant Mann is actively pursuing the amalgamation of loss making banks with the Reserve Bank of India to facilitate such a settlement.”

Replying to questions raised by MLA Barindermeet Singh Pahra regarding MLA Local Area Development funds, he stated, “The MLA Local Area Development funds have been doubled from ₹5 crore to ₹10 crore per MLA, enabling elected representatives to bring forward comprehensive development proposals. There are certain guidelines for utilising these funds and MLAs should ensure that these guidelines are followed.”

Addressing infrastructure demands raised by MLA Nachhattar Pal and other newly elected members, the Punjab Minister added, “The budget has prioritised critical infrastructure projects. An allocation of ₹130 crore has been made for the construction of new bridges and roads across the state. The Home Affairs budget has been increased by seven percent to ₹11,577 crore. Capital outlay for constructing new police stations and police lines has also increased significantly from ₹297 crore to ₹480 crore.”

Addressing concerns raised by MLA Rana Inder Pratap regarding funding for the health insurance scheme, Harpal Singh Cheema said, “₹2,000 crore has been earmarked for the Health Insurance Scheme and if required this allocation can be increased later in the year.”

Welcoming suggestions from MLA Sukhwinder Sukhi regarding salaries of personal assistants and drivers, he added, “The House committee should forward its recommendations for the review of the Chief Minister.”

Speaking about employee welfare and pensions, the Punjab Finance Minister continued, “The government has cleared 100 percent of pending Dearness Allowance arrears for pensioners above 75 and 85 years of age for the period from January 2016 to June 2021. Funds have also been allocated to release the remaining arrears for current employees and pensioners starting from April 1.”

CHANDIGARH, 11th March 2026:A resolution on the Union Government’s failure in foreign policy and its impact on the country’s energy security was tabled before the Punjab Vidhan Sabha on Wednesday, expressing deep concern over the emerging gas and energy crisis across the country. The resolution, tabled in the House by Food, Civil Supplies and Consumer Affairs Minister Lal Chand Kataruchak, will be discussed in detail in the Assembly on Thursday (tomorrow).

The House also witnessed disruptions and uproar as the resolution was introduced, with members raising concerns over the growing shortage of LPG and the serious economic implications of the situation. The Speaker stated that the resolution had been formally tabled and that a full discussion on the matter would take place in the Assembly tomorrow.

Members emphasised that the House feels a strong sense of urgency in the matter, as reports of LPG shortages have begun to create panic among consumers, restaurants, dhabas and small traders across Punjab.

Tabling the resolution, Food, Civil Supplies and Consumer Affairs Minister Lal Chand Kataruchak stated that the House records its deep concern and serious dissatisfaction over the situation arising in the country due to the Union Government’s failed foreign policy and imbalanced energy policy. “This House records with deep concern and serious dissatisfaction that due to the Union Government’s failed foreign policy and imbalanced energy policy, a situation of energy crisis has emerged across the country,” Lal Chand Kataruchak said.

He noted that the present circumstances in India are not merely the result of international developments but are also a consequence of what he described as a weak, inconsistent and directionless foreign policy. “The situation prevailing in India today is not only the result of international circumstances but also the outcome of the weak, inconsistent and directionless foreign policy of the Union Government,” Lal Chand Kataruchak added.

The Minister warned that the country’s energy security is now facing a serious threat, with alarming reports of LPG shortages emerging from several parts of the country. “Reports are emerging about a severe shortage of LPG supply. Because of this, restaurants, dhabas, small traders and ordinary consumers across the country are facing a serious crisis,” Lal Chand Kataruchak stated.

He informed the House that several major cities including Delhi, Mumbai, Bengaluru and Chennai are already reporting significant shortages of LPG. The National Restaurant Association, representing more than five lakh restaurants in the country, has warned that if LPG supplies are not normalised within the next 72 hours, thousands of restaurants and food establishments may be forced to shut down.

Speaking on the fifth historic Budget, the Cabinet Minister said that during the last four years, Chief Minister Bhagwant Singh Mann led government has carried out several transformative initiatives which could not be accomplished during the past seventy years. He said that the Aam Aadmi Party led government under the leadership of Chief Minister Bhagwant Singh Mann has ushered in a new era of governance based on transparency, accountability and people centric policies.

Highlighting key achievements of the government, Hardeep Singh Mundian said that the state has witnessed a major education revolution "Sikhya Kranti" with world class training being provided to principals and teachers besides large scale recruitment of educators. He said thousands of youth have been provided employment opportunities while the health sector has been strengthened through the establishment of Aam Aadmi Clinics and implementation of Mukh Mantri Sehat Yojana aimed at providing accessible medical services to the public.

The Cabinet Minister further said that the government has taken historic steps in the agriculture sector by increasing the price of sugarcane and ensuring eight hours of assured power supply to farmers. He added that the state government has also upgraded more than 4000 KMS of rural link roads thereby improving connectivity and facilitating rural development.

Hardeep Singh Mundian said that Chief Minister Bhagwant Singh Mann led government has taken several initiatives to strengthen the industrial ecosystem in Punjab. He said that the Progressive Punjab Investors Summit provided a platform for dialogue with industry leaders and helped attract investments to the state thereby creating employment opportunities for the youth.

Referring to social welfare initiatives, the Cabinet Minister said that the government has launched several schemes aimed at empowering vulnerable sections of society. Mission Jeevan Jyot for the welfare of women and children programmes for senior citizens under the “Sade Buzurg, Sada Maan” initiative and social security measures have ensured that the benefits of development reach every household.

Chandigarh, March 11: The India International Disputes Week concluded today at the Chandigarh Judicial Academy with jurists, arbitration practitioners and policy experts deliberating on the future of arbitration and alternative dispute resolution (ADR) in India.

Delivering the keynote address, Arun Chawla, Director General of the Indian Council of Arbitration, emphasised that credible dispute resolution systems are central to investor confidence and economic growth. He noted that as cross-border commerce expands, strengthening institutional arbitration and responsibly integrating technology will be key to building trust in India’s dispute resolution ecosystem.

A panel on the evolution of ADR practices in India featured Naresh Markanda, Shashwat Bajpai, Deepak Jindal, Animesh Anand Bordoloi, Neeraj Kochar, Harishankar K Sathiyapalan, and Col Narinder Singh, moderated by Jonathan Rodrigues. Speakers discussed the growing importance of mediation, arbitration and institutional mechanisms in addressing commercial disputes and improving access to efficient dispute resolution.

Another panel examined institutional arbitration versus ad hoc arbitration, featuring Sanjeev Sharma, Devna Arora, Devathas Satianathan, A J Jawad, Siddhesh Pradhan, Ulla Glaesser, Navin Kumar Singh, and Sahil Narang, moderated by Shruti Sabharwal. Panelists highlighted that institutional arbitration offers greater procedural clarity, cost transparency and oversight, which strengthens the enforceability of arbitral awards.

In the session titled “Anatomy of Enforceable Awards,” S. J. Vazifdar and Kshitij Sharma discussed the importance of carefully reasoned arbitral awards and procedural discipline to minimise challenges at the enforcement stage.

Earlier, J R Midha shared insights on improving arbitration efficiency through streamlined procedures. He emphasised structured pleadings, identification of admitted and disputed facts at the outset, use of interrogatories and video-recorded cross-examinations to reduce delays and ensure that arbitrations are completed within the statutory timeline.

Delivering the valedictory address, Dinesh Maheshwari highlighted that arbitration has evolved into a dynamic institution of dispute resolution and stressed the importance of strengthening institutional frameworks, legal scholarship and global collaboration to position India as a credible arbitration hub.

In his concluding remarks, Ashwani Kumar Mishra said the week-long event had brought together diverse perspectives from across jurisdictions and emphasised that the ultimate objective of dispute resolution mechanisms is to promote peace and certainty in society. He also lauded the participation of young lawyers and students and appreciated the efforts of the organising team, expressing confidence that initiatives such as the Chandigarh International Arbitration Centre would evolve into institutions of excellence for dispute resolution.
