Kullu, October 11, 2026: Union Minister for Health and Family Welfare and Chemicals and Fertilizers Jagat Prakash Nadda launched a sharp attack on the Congress Government and Chief Minister Sukhvinder Singh Sukhu while addressing a public representatives and party workers' convention at Mela Ground, Patlikuhal, in Kullu district.
Nadda alleged that nearly four years of Congress rule in Himachal Pradesh had been marked by misgovernance, financial mismanagement, flawed policies and administrative disorder. He said that despite substantial financial assistance from the Central Government, the State Government had failed to utilise funds effectively and complete several important development projects within the stipulated timelines.
He said that Chief Minister Sukhvinder Singh Sukhu repeatedly accused the Central Government of neglecting Himachal Pradesh, whereas the Narendra Modi-led Government had extended significant support to the state in infrastructure, healthcare, railways, highways, industrial development and public welfare.
"Whenever Chief Minister Sukhu is questioned about development, he blames Delhi. The reality is that the Central Government has provided substantial financial assistance, but the Congress Government has failed to utilise the resources available to it. The problem is not a shortage of funds but the State Government's inability to manage development projects," Nadda said.
He alleged that the Congress Government had disrupted development activities, closed educational and healthcare institutions and delayed several projects initiated during the previous BJP Government.
Nadda said that the people of Himachal Pradesh were suffering because of the State Government's administrative failures and misplaced priorities.
*BJP's Performance in Local Body Elections
Congratulating BJP-supported candidates and party workers on their performance in the recent local body elections, Nadda said that the results reflected public support for the party and dissatisfaction with the Congress Government.
He stated that the BJP had won 11 out of 17 wards in Dharamshala Municipal Corporation, 12 out of 14 wards in Mandi and 37 out of 63 municipal wards across the areas he referred to.
He further claimed that BJP-supported candidates had secured 190 out of 251 Zila Parishad seats and highlighted the party's performance in Kullu, Lahaul-Spiti and other districts.
Nadda congratulated party workers for what he described as a clean sweep of four seats in the Manali area.
He said that the results had strengthened the morale of BJP workers and underlined the importance of remaining connected with the people.
Referring to the 2027 Assembly elections, Nadda expressed confidence in the BJP's organisational strength and urged party workers to intensify their public outreach and grassroots activities.
*Prime Minister Modi Completes 25 Years of Government Leadership
Nadda congratulated Prime Minister Narendra Modi on completing 25 years of continuous government leadership on October 7, 2026.
He said that the journey, which began when Narendra Modi assumed office as Chief Minister of Gujarat on October 7, 2001, had been characterised by public service, good governance, national development and a commitment to building a developed India.
Nadda said that Prime Minister Modi had dedicated his public life to serving the nation and had worked continuously towards strengthening India's economy, infrastructure and welfare delivery systems.
He highlighted the vision of Viksit Bharat 2047 and said that India was making significant progress towards becoming one of the world's leading economies.
Referring to the country's economic performance, Nadda cited a growth rate of 7.8 percent and said that India had emerged as one of the fastest-growing major economies.
He said that the Prime Minister's emphasis on transparency, direct benefit transfers, infrastructure and welfare delivery had transformed governance in the country.
₹360 Crore Provided for Health Infrastructure; Nadda Questions State Government's Performance
Launching a strong attack on the State Government's handling of healthcare infrastructure, Nadda said that the Central Government had provided approximately ₹360 crore to Himachal Pradesh under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM).
He stated that 15 Critical Care Blocks were planned under the programme, but according to the progress figures cited by him, only one had been completed.
Similarly, he said that out of 12 Integrated Public Health Laboratories, only one had been completed, while none of the 73 Block Public Health Units had become operational.
Nadda said that the Central Government had extended the implementation period of the scheme until 2027 to facilitate completion of pending projects.
"The Central Government provided the funds, sanctioned the projects and even extended the deadline. Yet the State Government has failed to make these facilities operational. Chief Minister Sukhu must explain why essential healthcare infrastructure is still incomplete despite the availability of Central assistance," he said.
Nadda warned that further delays could create difficulties in utilising the sanctioned funds within the extended implementation period.
He emphasised that effective healthcare required functioning hospitals, laboratories, critical care facilities, trained medical professionals and timely execution of infrastructure projects.
*Una Bulk Drug Park: ₹1,000 Crore Central Assistance, Slow Utilisation of Funds
Nadda questioned the progress of the Bulk Drug Park project in Una district.
He said that the Central Government had committed ₹1,000 crore in financial assistance for the project and had already released ₹225 crore as the first instalment.
According to Nadda, the State Government had utilised only around ₹12 crore of the released amount.
He alleged that delays in obtaining environmental clearances and completing administrative formalities had slowed the implementation of this important industrial project.
Nadda said that the Bulk Drug Park had the potential to attract investment, generate employment and strengthen the pharmaceutical manufacturing ecosystem in Himachal Pradesh.
He questioned why the State Government continued to demand additional financial support while failing to utilise funds already released.
He also referred to the proposed ₹100 crore Central assistance for the Medical Device Park and criticised the State Government's decision regarding the project.
15th Finance Commission Funds: Nadda Questions Utilisation
The Union Minister said that approximately ₹521 crore had been made available to Himachal Pradesh under the 15th Finance Commission for healthcare-related development activities.
He claimed that the State Government had utilised only around 52 percent of the amount, leaving a substantial portion unutilised.
Nadda alleged that the State Government's inability to execute sanctioned projects had adversely affected the expansion of healthcare infrastructure.
He demanded accountability regarding the utilisation of Central funds and the status of pending projects.
*Central Government Transforming Himachal's Roads and Railways
Highlighting the achievements of the Narendra Modi Government, Nadda said that unprecedented investments had been made in strengthening road connectivity, highways and railway infrastructure in Himachal Pradesh.
He referred to the expansion of four-lane road connectivity towards Kullu and Manali and said that such projects had significantly improved access to important tourist destinations.
He stated that approximately ₹468 crore had been provided for the repair and restoration of the Kullu-Manali road corridor.
Nadda said that improved road infrastructure would strengthen tourism, trade, transportation and economic opportunities for local residents.
Referring to the Bhanupalli-Bilaspur-Beri railway project, he said that the Central Government was committed to expanding railway connectivity in Himachal Pradesh.
He mentioned December 2027 as the target for extending railway connectivity to Bilaspur.
However, he alleged that delays in land acquisition and compensation-related processes under the State Government were affecting further progress towards Beri.
Nadda said that the Central Government was prepared to proceed with railway development, but the State Government must fulfil its responsibilities concerning land acquisition and associated procedures.
*AIIMS Bilaspur, Chamiyana Hospital and JICA Healthcare Project
Nadda highlighted the establishment of AIIMS Bilaspur as a landmark achievement for healthcare infrastructure in Himachal Pradesh.
He said that more than ₹1,400 crore had been invested in the establishment of AIIMS Bilaspur, providing advanced medical facilities to residents of the state.
He also referred to approximately ₹200 crore in Central assistance for the Super Speciality Hospital at Chamiyana, Shimla.
The Union Minister said that the Central Government had facilitated a healthcare development project supported by the Japan International Cooperation Agency (JICA), involving approximately ₹1,422 crore.
He stated that the funding arrangement provided for a 90 percent Central contribution and a 10 percent State contribution.
Nadda said that the Centre had consistently supported Himachal Pradesh in strengthening medical infrastructure and that the State Government must ensure the timely implementation of these projects.
*Kishau Multipurpose Project: ₹15,624 Crore Investment
Nadda highlighted the Kishau Multipurpose Project, estimated to cost approximately ₹15,624 crore, as an important initiative for regional development.
He said that the Central Government had taken significant steps to advance the long-pending project through coordination among the participating states.
He referred to the agreement reached on September 15, 2026, under the leadership of Union Home Minister Amit Shah.
Nadda described the initiative as an example of cooperative federalism and said that such projects would contribute to water management, irrigation, power generation and regional development.
He reiterated the Central Government's commitment to supporting major infrastructure and hydropower projects in Himachal Pradesh.
*Welfare Schemes Transforming the Lives of Millions
Nadda highlighted the achievements of the Narendra Modi Government through major welfare schemes, including Pradhan Mantri Awas Yojana, Pradhan Mantri Ujjwala Yojana, Ayushman Bharat, PM-KISAN and Pradhan Mantri Garib Kalyan Anna Yojana.
He said that approximately 11 crore LPG connections had been provided under the Ujjwala scheme, helping women move away from traditional cooking fuels.
He also referred to the construction of millions of household toilets, which had improved sanitation, dignity and public health.
Nadda said that Ayushman Bharat provided eligible families with health coverage of up to ₹5 lakh annually for specified treatments.
He also recalled that the previous BJP Government led by Jairam Thakur had introduced HIMCARE to expand healthcare protection in Himachal Pradesh.
Referring to PM-KISAN, Nadda said that direct financial assistance was being transferred into farmers' bank accounts, strengthening transparency and reducing the role of intermediaries.
As Union Chemicals and Fertilizers Minister, he also highlighted the substantial subsidy provided by the Central Government to make urea affordable for farmers.
He said that these welfare initiatives demonstrated the Modi Government's commitment to farmers, women, economically weaker sections and vulnerable families.
*Sukhu Government Must Account for Central Funds: Nadda
Nadda said that the Congress Government must explain how much Central assistance had been received, how much had been utilised and how many sanctioned projects had been completed.
He alleged that the State Government was attempting to conceal administrative shortcomings by repeatedly accusing the Central Government of discrimination.
"The Congress Government cannot escape accountability by blaming Delhi. Funds have been sanctioned, projects have been approved and resources have been provided. The State Government must now explain why development works remain incomplete and why the people of Himachal Pradesh are being deprived of timely benefits," Nadda said.
He emphasised that effective coordination between the Centre and the State was essential for accelerating development.
Nadda urged the State Government to focus on project implementation, administrative efficiency and public welfare instead of political blame games.
Concluding his address, Nadda congratulated the newly elected BJP-supported public representatives and appreciated the dedication of party workers.
He called upon party workers and elected representatives to remain actively involved in public service, organisational activities and addressing the concerns of the people.
