Chandigarh, September 16, 2026: A meeting of the Board of Directors of the Chandigarh Housing Board (CHB) was held today under the chairmanship of Shri H. Rajesh Prasad, IAS, Chief Secretary, Union Territory, Chandigarh-cum-Chairman, Chandigarh Housing Board.
The meeting was attended by Shri Diprava Lakra, Finance Secretary; Shri Nishant Kumar Yadav, District Commissioner-cum-Estate Officer; Shri D. Karthikeyan, Chief Executive Officer, CHB; Shri Rajiv Mehta, Chief Architect; Shri C. B. Ojha, Chief Engineer; members of the CHB Board of Directors, including Shri Balbir Singh Dhol, Shri Vinod Joshi and Shri Shakti Prakash Devshali; and Shri Sorabh Kumar Arora, Secretary, CHB.
The meeting was convened primarily to discuss the reports submitted by committee constituted for Need Based Changes in CHB Dwelling Units under the Chairmanship of CEO, CHB vide order dated 11.05.2026. This committee submitted its report regarding Need Based Changes in Independent Dwelling Units of CHB and Installation of Lifts in all the Dwelling Units of CHB. The reports of the committee were discussed in detail and were approved with minor modifications.
The long standing demand of Independent Dwelling Units owners of CHB for considering their Dwelling Units at par with Marla houses as per Chandigarh Building Rules-2017 has been approved by the Board.
The Board also approved the installation of lifts in all CHB flats and dwelling units in accordance with the prescribed procedure. Applications will be submitted by registered architects under the self-certification scheme and will be decided by CHB within 30 days. Until the required facility becomes available on the Online Building Plan Approval System (OBPAS), applications will be accepted offline. The area occupied by the lift or lift well will not be counted towards ground coverage or Floor Area Ratio. However, this exemption will not apply to independent dwelling units.
There is no mandatory requirement for consent of every resident of a block for installing a lift. However, any resident willing to contribute towards the installation and maintenance costs must be allowed to join the proposal and use the lift. Disputes among residents will be dealt with under Clause 15 of the Chandigarh Housing Board (Allotment, Management and Sale of Tenements) Regulations, 1979, by treating the block as a registered agency. For this purpose, a block means all dwelling units accessed through a common staircase. The approval for installation of lifts will be given by CHB Board also approved detailed Standard Operating Procedures for implementing these decisions, including the processing of applications and issuance of completion certificates.
These decisions will provide CHB allottees with a clear and transparent framework to modify or reconstruct their houses while ensuring structural safety. The provision for lifts will particularly benefit senior citizens, persons with disabilities and residents with mobility difficulties.
The issue regarding Installation of Rooftop Solar Photovoltaic under PM Surya-Ghar: Muft Bijli Yojana in CHB Dwelling units was also deliberated and the Board approved these installations strictly as per the guidelines of PM Surya-Ghar: Muft Bijli Yojana. No prior approval/ NOC shall be required from CHB.
Now, the reports of the committee along with the recommendations of the Chandigarh Housing Board will be submitted to Hon’ble Administrator UT Chandigarh for approval.
