Chandigarh, May 14 - A German delegation led by Mr. Markus Kerkhoff, Group CEO of Poppe + Potthoff GmbH, Germany, called on Haryana Chief Minister Sh. Nayab Singh Saini here to apprise him of the progress of their automobile component manufacturing plant in Jhajjar district. The delegation also included Mr. Thorsten Ellersieck, Head of Sales, Poppe + Potthoff, along with representatives from Lalbaba Engineering Limited, the Indian partner in this strategic joint venture.
During the meeting, the delegation expressed keen interest in expanding their investment footprint in Haryana, citing the state’s industry-friendly policies and proactive support from the government. Poppe + Potthoff, which has its presence in 70–80 countries, is also exploring the establishment of a new R&D facility in Haryana and plans to create a structured system for employing skilled manpower from the state to meet both global and domestic requirements.
Chief Minister Sh. Nayab Singh Saini, while interacting with the delegation, said that Haryana Government empowering its youth through world-class skill development initiatives. He said that the state has been proactively aligning its training programmes with global industry standards to ensure that the workforce is equipped with the latest technical knowledge and practical expertise. The Chief Minister also urged the Poppe + Potthoff delegation to recognize and harness the immense potential of Haryana’s talented youth by offering them meaningful employment opportunities. He said that the state government is fully supporting efforts to build strong partnerships between industries and educational institutions especailly technical, and help create a system that trains youth to meet both local and global job needs.
It was also informed in the meeting that Poppe + Potthoff GmbH, Germany and Lalbaba collaboration represents a landmark step in strengthening India’s manufacturing capabilities, promoting import substitution, and advancing the vision of Aatmanirbhar Bharat under the Prime Minister’s Make in India initiative.
The new joint venture facility in Jhajjar embodies a shared commitment to sustainable, future-ready manufacturing. Conceptualized as a zero-discharge plant, the facility will derive 40% of its energy needs from solar power, aligning with India’s environmental goals. The plant will focus on producing high-precision components such as fuel injection and airbag tubes – products that are currently fully imported. Localizing the production of these critical components will not only strengthen our national supply chain but also generate skilled employment and significantly reduce dependency on imports.

Chandigarh, May 14 - Haryana Chief Minister Sh. Nayab Singh Saini today handed over appointment letters to 25 newly recruited Block Development and Panchayat Officers (BDPOs) here today.
Addressing the newly appointed officers, the Chief Minister congratulated them on their achievement and reminded them of the significant role they will play in shaping the future of rural Haryana. Each one of you has been selected purely on the basis of merit. This is the new work culture of Haryana as the present government have ended the kharchi-parchi system and ensured that only deserving and qualified candidates enter government service.
“As frontline officers in rural administration, your duty is not just administrative but transformational. You must work towards building robust rural infrastructure, strengthening Panchayati Raj Institutions, and implementing welfare schemes effectively. Your efforts must align with the broader vision of Viksit Bharat as envisioned by Prime Minister Sh Narendra Modi,” he added.
The Chief Minister expressed confidence that the newly appointed BDPOs will uphold the trust placed in them and work diligently to further accelerate the visible and impactful development in Rural Haryana. “We are not just appointing officers today; we are empowering our villages with fresh energy and accountable leadership,” he remarked.
The appointment of these officers will address the shortage of BDPOs in the department.
It is worthwhile to mention here that the recruitment process was conducted by the Haryana Public Service Commission (HPSC), which held the Haryana Civil Services (HCS) Main Examination in March 2024. Following interviews, 113 candidates were selected for various positions, including 34 for the post of BDPO in the Development and Panchayats Department. The appointment process, however, was delayed due to a civil writ petition filed in court. The State Government, committed to justice and procedural integrity, actively pursued the case in the Punjab and Haryana High Court. After nearly 11 months of legal proceedings, the matter was resolved, enabling the final appointments to move forward.
Development and Panchayat Minister Sh Krishan Lal Panwar, while congratulating newly appointed BDPOs, urged them to work with dedication and integrity. He said that the holistic development of rural areas can be achieved only when administrative officers function with transparency, sensitivity, and prioritize public concerns. He encouraged the officers to become role models and play a proactive role in strengthening Panchayati Raj institutions.

Haryana Steps Up Fight Against Illegal Abortions with Formation of District-level Standing Committees
ACS-Health Sudhir Rajpal Chairs Meeting With All DCs, Issues Series Of Directives To Improve Sex Ratio In Haryana
Chandigarh, May 14 - In a concerted push to improve the sex ratio in Haryana, Additional Chief Secretary, Health and Family Welfare, Sh. Sudhir Rajpal today chaired a meeting with all Deputy Commissioners (DCs) of the state. The meeting focused on intensifying efforts to curb female foeticide and strengthening measures under the flagship ‘Beti Bachao-Beti Padhao’ campaign.
During the meeting, the Additional Chief Secretary gave a series of comprehensive directions to the Deputy Commissioners to deal with the problem of female foeticide, asking them to treat this mission as a personal priority, emphasizing that consistent, grassroots-level action is critical to achieving long-term results.
As part of the strategy, District-level Standing Committee— to be headed by the respective Deputy Commissioners and CMO being a member secretary — are being established to ensure tighter monitoring, enforcement and coordination to further improve the state's sex ratio. The Committees have been asked to conduct meetings every week, and take report on sale of MTP kits, inspection of MTP and ultrasound centres and designing strategies to curb sex determination and female foeticide.
The Additional Chief Secretary said the issue of illegal abortions is a deep-rooted societal challenge that demands a whole-of-government approach, along with active participation from all sections of society. He directed DCs to ensure that there is no illegal sale of MTP kits in their districts, adding that regular inspections and strict action against the offenders was required to deal with this problem. Any doctor found engaging in sex-selective practices will face stringent disciplinary action, including cancellation of their licence by the Haryana Medical Council.
Further, all abortions beyond 12 weeks must be thoroughly investigated, particularly in cases where the couple already has one or more daughters. Civil Surgeons have been instructed to lead these investigations and maintain a close watch. Any suspicious MTP case shall be tracked and action shall be taken according to law.
The Health Department has also been directed to ensure ANC registration of every pregnancy before 10 weeks and issue a formal order in this regard.
To provide personalized support and monitoring, all pregnant women with one or more female children are being assigned an ASHA or Anganwadi Worker (AWW) as a SAHELI (companion) to counsel them and monitor their pregnancies. A record of these women and their SAHELIs will be maintained by Civil Surgeons. In the event of an abortion, appropriate action will be taken against the concerned ASHA or AWW.
The SMO In-charges of CHCs (urban and rural) will be the focal point for activities regarding sex ratio improvement. CHC-wise strategy shall be formulated for improvement in sex ratio.
Apart from this, all district administrations have been instructed to expand Information, Education and Communication (IEC) campaigns and involve religious and community leaders in amplifying the message of gender equality and the value of girl child.

Haryana 112 Emergency Response System Enters New Phase with Robust Reforms and Technological Enhancements
Haryana 112 Records Significant Improvement in Emergency Response Efficiency - Over 2.31 crore calls handled
AI-Based Auto-Dispatch Systems to Launch on pilot basis in July 2025
Chandigarh, May 14 - The Haryana 112 Emergency Response Support System (ERSS) has marked substantial progress in its emergency response efficiency, as revealed in the latest performance update for April 2025. Since its launch, the system has handled over 2.31 crore calls, with 46.60 lakh vehicles dispatched to address emergencies across the state.
This was disclosed during the 13th meeting of the State Empowered Committee (SEC) 112 ERSS, chaired by Chief Secretary Sh. Anurag Rastogi today.
Chief Secretary stated that the data highlights a steady rise in service usage and improved response times. In April 2025 alone, 6,06,039 calls were attended as compare to 5,35,111 calls in April 2024 and 4,68,359 in April 2022. Dispatch rates have also seen consistent growth, with 30% of attended calls resulting in vehicle deployment in April 2025, compared to 24% in 2024 and 17% in 2022.
Improved Response Times
Chief Secretary, Sh. Anurag Rastogi informed that response times have shown significant reductions across various services. Police response time dropped from 12 minutes 4 seconds in April 2022 to just 7 minutes 3 seconds in April 2025. Medical emergency responses improved from 25 minutes 44 seconds in 2022 to 12 minutes 50 seconds in 2025. Fire service response time stood at 32 minutes 50 seconds in April 2025, maintaining a steady trend from previous years.
Emergency Response Vehicles deployed
In a significant milestone, the state-wide integration of the 108 emergency helpline system has been successfully completed within the designated timeline. As part of the integration process, five Emergency Response Vehicles (ERVs) have been deployed in each district across the state, enhancing the capacity and accessibility of emergency services. Additionally, the full-fledged integration of the 108 helpline with all 575 ambulances was successfully completed in November 2024. This seamless integration aims to provide efficient medical assistance, ensuring a quicker and more coordinated emergency response across the state, She added.
Additional Chief Secretary, Home Department, Dr. Sumita Misra emphasized the need for conducting mapping of hospitals in all districts across the state to ensure that road accident victims could be provided with medical assistance in minimum possible time.
New Initiatives Focus on Women's Safety and Efficiency
Dr. Misra said that Haryana has launched the Trip Monitoring Service (TMS) in November 2023 to enhance women's safety during travel. This service allows women to share their live location via WhatsApp with two dedicated desks at the State Emergency Response Centre (SERC). Over 300 trips have already been successfully tracked. Additionally, the state has built a verified database of around 94,000 working women and female students, which helps ensure quick identification and response during emergencies. She further added that a database of over 87,000 registered auto-rickshaws has also been integrated into the system to improve response times during incidents involving these vehicles.
Dr. Misra said that Haryana's dedicated cybercrime infrastructure was also reviewed in detail. She said that 54 Cyber Crime Reporting Terminals and 16 nodal officers from major banks have been stationed at the SERC in Panchkula. This setup has significantly sped up responses to cyber fraud cases. In 2024 alone, 7.25 lakh calls were received on the cyber helpline, with Rs. 268.40 crore successfully saved out of ₹980 crore reported defrauded a recovery rate of 27%, more than double that of the previous year.
Tackling Abusive Calls
The meeting was further informed that Haryana 112 has introduced a mechanism to block abusive callers automatically after a warning, reducing the misuse of emergency services. Repeat offenders are tracked, and after the fifth instance, an Emergency Response Vehicle (ERV) is dispatched to their location. This strategy has led to a marked decline in the number of abusive calls.
New Technological Investments
To enhance emergency services further, Haryana has procured 423 Mobile Data Terminals (MDTs) with SIM connectivity and mobile device management licences for better coordination in ambulances and fire vehicles. Additional network components like UPS systems, monitors, and IP phones were deployed to optimize operational efficiency within budget limits.
Looking Ahead: Phase 2 of Haryana 112
As the current phase of Haryana 112 progresses, the SEC has approved several strategic enhancements for Phase 2. Additional Chief Secretary, Home Department, Smt. Sumita Misra informed that in a significant technology upgrade, the introduction of auto-dispatch systems powered with Artificial Intelligence (AI) will replace manual dispatch system, aiming to reduce delays and improve response times. The Auto-Dispatch Systems will be launched in the state on pilot basis in July 2025.

Medal-Winning Athletes from Haryana to Be facilitated for excelling in the 38th National Games

Chandigarh, May 14 – The Haryana Sports Department will organize a state-level felicitation ceremony on May 21 in Rohtak to honor athletes from the state who won gold, silver, and bronze medals in the 38th National Games held in Uttarakhand. Haryana Chief Minister Sh. Nayab Singh Saini will attend the event as the Chief Guest.
Sharing more details, Minister of State for Sports, Sh. Gaurav Gautam, said that athletes from Haryana dominated the National Games. He said that along with winning medals, our athletes have also won the hearts of the nation and the state.
The Sports Minister further shared that in the National Games held in Uttarakhand from January 28 to February 14, Haryana athletes secured a total of 153 medals, including 48 gold, 47 silver, and 58 bronze medals. With this achievement, Haryana ranked third in the medal tally. A total of 689 athletes and approximately 200 sports staff from Haryana participated in the Games.
Sh. Gaurav Gautam emphasized that Haryana’s athletes are showcasing their talent globally by winning medals in the Olympics, World Championships, Asian Games, and Commonwealth Games. He added that Haryana’s sports policy has played a crucial role in enabling athletes to reach this level.
The Chief Minister Sh. Nayab Singh Saini has allocated a budget of Rs. 1961.79 crore for the Sports Department for the financial year 2025–26, compared to Rs. 1381.79 crore last year. The new budget focuses on enhancing sports infrastructure, providing better sports equipment, and implementing an insurance scheme. Special emphasis has also been laid on further honing youth skills, said Sh. Gaurav Gautam.
He further stated that new Centers of Excellence will be opened at Maharshi Dayanand University, Chaudhary Charan Singh University, Guru Jambheshwar University of Science and Technology, Kurukshetra University, and Indira Gandhi University in Rewari. Additionally, two state sports complexes will be operated on a pilot basis under the Public-Private Partnership (PPP) mode for improved management and maintenance. If the results are positive, more complexes may be brought under the same model, said Sh. Gaurav Gautam.
The Minister said the number of sports nurseries in the state will be increased from 1,500 to 2,000 to nurture the talents of the athletes in Haryana.

Chandigarh, May 14 – Haryana Industries and Commerce Minister, Rao Narbir Singh, said that no country or state can progress without industries. To boost industrial growth in the state, the government has started work on developing 10 new Industrial Model Townships (IMTs). Land has already been identified for this purpose. A new industrial policy will soon be introduced, and drafts for various related policies are being prepared.
He said that Chief Minister, Sh. Nayab Singh Saini who also holds the portfolio of Finance Minister, has given priority to the industrial sector in the budget. The budget for the Industries Department has been increased by 126 percent, with a total allocation of Rs.1848 crore for the current financial year. Rao Narbir Singh said that bringing major changes to the industrial sector over the next 5 years is his top priority as Industries Minister.
He said that a new IMT will be developed in Mewat adjoining Gurugram. After Manesar, M/s Amprex Technologies Ltd. has shown interest in setting up a unit in Mewat. Out of its proposed Rs.7,083 crore, an investment of Rs. 2,460 crore has been made by the company. He said the state government is committed to transforming Mewat into a developed district like others in Haryana.
He further said that to promote the textile industry, the state has launched the “Haryana AatmaNirbhar Textile Policy 2025 ” Textiles industries in Panipat, Gurugram, and Faridabad will be promoted. Under this policy, a provision has been made to give a subsidy of Rs.1200 crore to the industries.
Rao Narbir Singh said that areas with at least 10 acres of land and 50 proposed industrial units will be declared as “confirmation zones.” A dedicated portal for this will be made, where investors can upload their documents. A “Single Window System” has been set up in Panchkula to provide NOCs to entrepreneurs. Similar systems will be established in other districts so that investors don’t have to visit multiple offices for approvals.

In this direction, priority is being given to the appointment of specialist doctors in various medical institutions of the state. Giving information, Haryana Health Minister Arti Singh Rao said interviews were conducted from May 8 to 10, 2025 for the appointment of Senior Residents for Maharishi Chyawan Medical College, Koriawas, Narnaul at Shaheed Hasan Khan Mewati Government Medical College, Nalhar, Nuh district.
The Health Minister said this process is an effective step towards equipping the medical college with specialist doctors, strengthening medical education and providing quality treatment to the common citizens.
These specialist doctors have been appointed in the branches of General Surgery, General Medicine, Orthopedics, Anesthesia, Skin and Sexual Diseases, Pathology, Anatomy, etc.
The Health Minister clarified that this selection is provisional at present and the final selection of the candidates will be valid only after verification of the original documents. She said the aim of the Haryana Government is to provide quality health facilities to every citizen of the state, and ensuring the availability of doctors in all districts is the priority of the government. This appointment process is a strong and meaningful effort in this direction, which will strengthen the backbone of health services in Haryana.

*Haryana to Revamp ITI Curriculum to Meet Industry Needs – Dr. Sumita Misra*
Chandigarh, May 14 – To maximize job placement for trained youth in Haryana, as envisioned by Chief Minister Nayab Singh Saini, the Haryana Government is updating the ITI curriculum. Dr. Sumita Misra, Additional Chief Secretary, Home Department, said that the new syllabus will include foundational training in AI, soft skills, and industry-focused modules to better prepare youth for modern jobs.
She was presiding over a high-level committee meeting to assess progress on key action points from the 4th National Conference of Chief Secretaries held in December 2024. Dr. Misra stressed that improving the quality of skill training institutions is essential to achieve the ambitious goal of maximum placements.
Dr. Misra directed officers to compile and analyze past placement records of ITI graduates to identify gaps between training and actual employment trends. This will help in crafting a more targeted and efficient placement strategy. She directed to develop a dedicated portal to provide real-time access to industry-specific skilled workforce data, facilitating efficient talent matching, streamlining industrial hiring, and boosting employment opportunities for Haryana's skilled youth.
With the objective of modernizing teaching practices, she disclosed that a state-level training conference for ITI faculty will soon be organized. The conference will acquaint instructors with the latest industrial innovations, tools, and technologies, ensuring that students are mentored in line with current industry demands.
Dr. Misra also directed that the Haryana Single Window Portal should be linked to the Haryana SARAL Portal. This will streamline single-point contact for all government incentive schemes for new entrepreneurs, and this feature should be prominently highlighted.
She further said that the State Government is working to establish IT hubs and service clusters, which will be supported by robust social infrastructure. Dr. Misra added that the State Government will soon notify the State Logistics, Warehousing, and Retail Policy, which will outline a comprehensive logistics action plan. This policy aims to enhance efficiency and drive economic growth across the sector.

Chandigarh, May 14 – Haryana Chief Electoral Officer, Sh. Pankaj Agarwal, said that the Election Commission of India is continuously taking new initiatives to make the Lok Sabha and State Assemblies election process more transparent and fair.
He said that Chief Election Commissioner, Sh. Gyanesh Kumar and Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi had an interaction with the National People's Party led by its Party President, Sh. Conrad Sangma at Nirvachan Sadan. The meeting is in continuation of the interactions being held by ECI with the Presidents of various National and State Political Parties.
The Commission had earlier met with the delegations of the Bahujan Samaj Party (BSP), led by the Party President Km. Mayawati, on May 06, 2025, the Bharatiya Janata Party (BJP), led by the Party President Sh. Jagat Prakash Nadda, on May 08, 2025 and the General Secretary of the Communist Party of India (Marxist), Sh. M.A. Baby on May 10, 2025.
He further said that to ensure an error-free voter list, a total of 4,719 meetings have been organised with the representatives of national and state recognized political parties and other stakeholders. Out of these, 40 meetings were conducted by the CEOs, 800 by DEOs, and 3,879 by EROs. More than 28,000 representatives from different political parties participated in these meetings.

Executive Engineers (XENs), Sub-Divisional Officers (SDOs), and Junior Engineers (JEs) must work diligently in this regard. He also emphasized that dedicated efforts should be made to ensure proper implementation under the Mahagram Scheme so that no village reports any issues related to it. He said that he would personally conduct surprise inspections in the coming days.
The Minister gave these directions while presiding over a meeting with senior officers of the Public Health Engineering Department at his office in Chandigarh on Wednesday. SEs from all districts of the state joined via video conferencing. During the meeting, he also conducted a district-wise review of the water supply situation arising due to the reduced inflow from the Bhakra Dam.
The Minister directed officers to ensure that public complaints are resolved on a priority basis within the prescribed time frame. The goal of the department is to provide clean drinking water to the people, and any negligence in this regard will not be tolerated. He also gave directions to resolve the water scarcity in the Morni and Rohtak region.
*Minister directs officers concerned to launch Awareness Campaigns to prevent Water Wastage*
During the meeting, the Cabinet Minister reviewed the actions taken so far regarding the disconnection of illegal water connections across Haryana. He said that under no circumstances should water be wasted. He also directed the officers to plan awareness campaigns involving school children in the coming days.
Sh. Gangwa said that all the complaints related to contaminated water should be addressed promptly. He directed that the officers must prepare a time-bound plan to resolve such issues. He directed that officers in every district ensure that while storing water at water treatment plants, no leakage from sewer lines mixes into the drinking water supply.
While giving directions regarding villages where pipelines are being laid or have already been laid under the Mahagram Scheme, the Minister said that the repair work of roads must be carried out by the contractor as per the scheme norms. SEs, XENs, and other concerned officers must monitor this closely. Whether it involves the construction of STPs or the laying of drinking water and sewer lines, officials must remain vigilant. They must take responsibility and ensure there is no compromise on quality. If negligence is found, strict action should be taken against the contractor as per the rules. No excuses will be tolerated.
*Ensure There is no Shortage of Drinking Water*
A review of the drinking water supply situation across the state was also conducted during the meeting. District-wise officials presented reports on the current situation, especially in the wake of the Punjab government reducing Haryana’s water share from Bhakra Dam. It was reported that tanks in some waterworks in the state have dried up. Drinking water issues have been reported in Sirsa, Bhiwani, Hisar, Kaithal, and Sonipat. However, water is being provided to the public in these areas through tankers and alternative means. Additionally, lifting from canals and other methods have been used to supply water in several parts of the state.
Sh. Gangwa said that rationing of water should be done strategically in both rural and urban areas to ensure that no one faces difficulty. He added that the state government is actively working to resolve the issue. Given the rising temperatures in the coming days, alternative solutions must also be explored. The Minister emphasized that as the demand for water rises in May, June, and July, arrangements should be made accordingly.
