Haryana Government and Alliance Air Aviation Limited inked MoU to Commence Flight Operations from Maharaja Agrasen Hisar Airport
Chandigarh, June 13 - Chief Minister, Shri Nayab Singh announced that the state government is set to start flights from Maharaja Agrasen Hisar Airport to Chandigarh, the state capital, along with five other states. An agreement has been signed today with Alliance Air Aviation Limited regarding flights from Maharaja Agrasen Airport. Soon, people of the state will be able to fly from Hisar. He stated that Prime Minister Shri Narendra Modi's dream of making air travel accessible to the common man will be realized in Haryana.
Chief Minister Shri Nayab Singh made this announcement at the PWD Rest House, Sector-1, Panchkula, following the signing of a Memorandum of Understanding (MoU) between the Haryana Government’s Civil Aviation Department and Alliance Air Aviation Limited to promote air connectivity to regional airports under the Regional Connectivity Scheme (RCS). In the presence of Chief Minister Shri Nayab Singh, Civil Aviation Minister Dr. Kamal Gupta, and Haryana Assembly Speaker Shri Gian Chand Gupta, the MoU was signed by Sh. Satish Kumar Singla, Additional Director of the Civil Aviation Department, and Sh. Ranjan Kumar Datta, CEO and Head of Network Planning for Alliance Air Aviation Limited. The flight schedules under the Regional Connectivity Scheme will be outlined shortly.

Scheduled flight routes from Maharaja Agrasen Hisar Airport include flights to Ayodhya in Uttar Pradesh, Ahmedabad in Gujarat, Chandigarh, Jaipur, and Jammu.
Boost to the State's Economy - Chief Minister
Chief Minister Shri Nayab Singh stated that today is a significant day for civil aviation in Haryana. The signing of this MoU with Alliance Air has opened new opportunities to advance the broader objectives of making Hisar a comprehensive aviation hub. Air connectivity will boost the state's economy.
The Chief Minister mentioned that a few formalities remain at the airport, which will be completed soon. While national flights are being started from this airport, international flights will also be operational in the future.

Chandigarh, June 13 - Haryana's Minister of Industry and Commerce and Labour, Sh. Mool Chand Sharma, has given a big bonanza to the Ballabgarh Assembly constituency. A government co-ed college will be constructed in Sector 23 of Ballabgarh, benefiting the youth of this region and surrounding areas significantly. The admission process for this college has started from this academic session itself. Until the new building of this college is constructed, classes will be held in the Government College Kheri Gujran.
Sh. Mool Chand Sharma expressed his gratitude to Chief Minister, Sh. Nayab Singh and Union Minister and Former Chief Minister, Sh. Manohar Lal for ensuring this college project.
He stated that the college named after Shaheed Bhagat Singh is being constructed in Kheri Gujran at a cost of approximately Rs. 22 crore. Until the new building of the college is constructed, classes will be held in the Government College Kheri Gujran. The portal for admissions has been opened.
He also mentioned that previously, a women's college named after Sushma Swaraj was constructed in Sector 2 of Ballabgarh. Today, about 1800 girls are receiving education there. Our region is progressing in the field of education.
Taking a dig at the functioning of the previous government, he said that there were education ministers and MLAs here, but neither was there a school nor a college. The condition of schools in Ballabgarh was poor earlier, and there were no colleges, leading to inadequate education facilities. Our government has constructed several colleges in Palwal and Faridabad. The arrangements in schools have been improved. A Skill University has been established so that the youth can become skilled along with education.
College Started with 160 Seats in Arts Stream and 80 Seats in Commerce Stream
As per the letter issued by the Additional Chief Secretary of the Higher Education Department, the Government Co-ed College has been directed to commence from this academic session 2024-25. The college has been approved to start with 160 seats in the Arts stream with subjects like English, Hindi, History, Political Science, Geography, Economics, Mathematics, Computer Science, and Physical Education, and 80 seats in the Commerce stream.

Haryana Government to work on domestic airport project in Karnal - Dr. Kamal Gupta
The Civil Aviation Minister inspected Karnal Aerodrome and engaged in discussions with aerodrome officers regarding the proposal to establish a domestic airport
Chandigarh, June 13 - Haryana Health and Civil Aviation Minister, Dr. Kamal Gupta said that Karnal is set to become a hub for domestic air travel across India in the upcoming months. Plans are underway to upgrade Karnal Aerodrome into a fully operational domestic airport.
Haryana Civil Aviation Minister, Dr. Kamal Gupta today discussed the proposal to build a domestic airport in Karnal with the officers of the Aerodrome, Public Works Department, and other relevant departments in Karnal. Officers were provided with the necessary guidance to expedite the implementation of this project.
He said that Chief Minister Sh. Nayab Singh and Union Minister Sh. Manohar Lal are committed to enhancing convenience for Karnal residents through the domestic air project. To facilitate this initiative, Karnal Aerodrome was thoroughly inspected, and officials were directed to address any existing challenges that may hinder the project's advancement. Dr. Gupta alos examined the workshop, runway, and other key facilities at Karnal Aerodrome during his visit.
The Civil Aviation Minister stated that surveys are currently being conducted at Karnal, Ambala, Pinjore, Narnaul, and Bhiwani, where airstrips ranging from 3,000 to 4,000 feet are available. Under the RCS, possibilities of establishing domestic airports are being explored based on these surveys. Discussions will follow with officers after surveying all airstrips, and wherever feasible, domestic airports will be developed.

No need for NDC for buying and selling agricultural land in urban areas – Subhash Sudha
Landowners can directly register their properties
Permission will be granted to sell vacant plots in urban colonies
Chandigarh, June 13 – Haryana Minister of State for Urban Local Bodies, Sh. Subhash Sudha said that Municipal Councils and Municipal Committees in the state will no longer require Non-Objection Certificates (NOCs) for the purchase or sale of agricultural land within urban areas. Landowners can now directly register their properties without having to pay property tax or development fees. There are about 252,000 such properties in the state.
Sh. Subhash Sudha was addressing a press conference here today.
The Minister said that permission will be granted to sell vacant plots located within colonies in urban areas. To facilitate this, applicants must clear any outstanding property tax and fees. Upon payment, they will receive a No Dues Certificate, enabling them to proceed with the sale of their property. This initiative will benefit 430,000 properties. In addition, the State Minister highlighted that property owners who have self-certified their properties within Lal Dora boundaries will also be permitted to sell their properties. This initiative is set to benefit 685,000 such properties.
Sh Subhash Sudha said that 741 unapproved colonies across all urban areas in Haryana have been regularized, granting owners the right to sell all 171,368 properties within these colonies. Additionally, efforts are underway to complete the regularization of the remaining 433 colonies by June 30. Furthermore, 705 small areas (patches) have already been regularized, the remaining 1200 patches, except those which are on government land, forest areas or green belt and road lands, will be authorized by June 30. This is expected to benefit a total of 13,38,000 properties in the state.
The Minister said that people were not able to deposit the amount due to objections on 1,17,705 properties, now they have been provided the facility to deposit the amount. He said that for the convenience of urban residents, all registration details from HSVP, HSIIDC, and Tehsil offices will automatically appear on municipal bodies' property portals. This eliminates the need for individuals to visit offices or seek assistance elsewhere, as they can now access these services from home.
He mentioned that in the family stake, family members now have the right to divide their property, allowing the smallest division to be as small as 50 square yards. This means, for example, a 100-square-yard plot can be divided into two parts. This rule applies to properties in urban areas under the jurisdiction of municipal bodies, excluding those governed by HSVP, HSIIDC, and licensed colonies under Town and Country Planning regulations.
He said that previously, owners faced difficulties transferring property upon death, whether based on a will or without, or due to other reasons. To address this, the government has decided that municipal bodies will issue a 30-day notice in two newspapers upon application. Following this notice period, the authorities will determine the successor and grant permission for the transfer. This streamlined process ensures that people do not have to endure prolonged waiting periods and can promptly obtain rights to the property.

'Minister of State Sh. Aseem Goel Heard Public Grievances during District Public Relations and Grievance Redressal Committee Meeting
10 out of 15 Complaints Resolved On the Spot
Chandigarh, June 13 – A meeting of the District Public Relations and Grievance Redressal Committee was held today under the chairmanship of Haryana's Minister of State for Transport, Sh. Aseem Goel. During the meeting, out of the 15 complaints on the agenda, 10 were resolved on the spot, and the remaining 5 complaints were directed to be resolved by the concerned department officers.
Sh. Aseem Goel chaired the meeting of the District Public Relations and Grievance Redressal Committee in Kurukshetra today. While presiding over the meeting, Sh. Aseem Goel stated that this was his first meeting of the District Public Relations and Grievance Redressal Committee in Kurukshetra. He emphasized that delivering justice without bias is our responsibility. During the meeting, he heard 15 complaints, out of which 10 were resolved on the spot, and the remaining 5 complaints were instructed to be resolved by the concerned department officers at the earliest.
During the meeting, issues from several departments such as Urban Local Bodies, Development and Panchayats Department, Police, Public Works (Buildings and Roads), Irrigation, Electricity, Health, Social Justice and Empowerment Department, among others, were presented before the minister. He directed the officers of the concerned departments to resolve the remaining complaints in a time bound manner.

Haryana Government Implements New Procedures for Reporting Citizen Complaints
Chandigarh June 13: The Haryana Government has launched an initiative called “Samadhan Prakoshth” that aims to streamline grievance redressal process and ensure timely resolution of public concerns. The Government has issued Standard Operating Procedure (SOP) to be followed by district administrations for reporting these grievances and their current status.
The order issued by Chief Secretary, Sh TVSN Prasad mandates Deputy Commissioners to follow specific guidelines when reporting complaints to the Chief Secretary's office. These procedures emphasize:
• Daily Reporting: Districts must submit detailed reports of citizen complaints to the Chief Secretary's office via email at cs.coordination@hry.nic.in by 3:00 PM daily. The report must include information on grievances received during daily morning meetings as well as those received through other channels. Each complaint should be documented with the complainant’s PPP ID, the concerned department, and a description of the grievance, including whether it pertains to policy gaps, implementation issues, or other matters.
• Identifying Policy Gaps: Complaints unresolved due to policy shortcomings must be clearly flagged to highlight necessary amendments. The reporting format requires detailed documentation of such policy gaps to facilitate understanding and action.
• Addressing Implementation Issues: Delays caused by implementation issues require specific reasons and evidence to be documented, with an expectation of prompt solutions. The report should include a thorough explanation of the implementation blockage, along with any relevant evidence.
• Complaint Categorization: Accurate categorization of complaints based on subject matter helps facilitate appropriate handling and resolution. Each complaint must be categorized properly to ensure it is addressed by the correct department.
• Documentation: Complaints raised during daily meetings of the District Administration must be documented using a prescribed format and entered into the system immediately. This ensures that all grievances are tracked from the moment they are received.
• Record Keeping: Meticulous records of all complaints received, actions taken, and resolutions achieved are mandatory. This comprehensive record-keeping is essential for transparency and accountability.
• Designated Officer: A designated officer will compile and verify the daily reports, ensuring adherence to instructions and timely submission. This officer is responsible for ensuring that all reports are accurate and submitted on time, in compliance with the established guidelines.
These measures will improve the accountability and responsiveness of the administration in addressing public grievances. This, in turn, aims to enhance citizen satisfaction and trust in the government's functioning.

Haryana Government notifies two more services of the Fisheries Department under the Right to Service Act
Chandigarh June 13: The Haryana Government has notified the scheduled time limit of two more services of the Fisheries Department provided to the citizens under the Right to Service Act, 2014.
Sharing information in this regard, Chief Secretary, Sh TVSN Prasad said that with these two more services, the total number of services of the Fisheries Department under the Right to Service Act has reached 39.
As per the notification, the District Fisheries Officer will have to give the benefit of subsidy on the purchase of four-wheelers (Loading) and subsidy for Fish Farmers Producers Organization, to the eligible beneficiaries within the time period of 40 days. While the Deputy Director, Fisheries has been designated as the First Grievance Redressal Authority, the Director, Fisheries has been designated as Second Grievance Redressal Authority of the Fisheries Department.

The Supreme Court, through interim orders dated February 6, 2024, in SLP(C) No. 27349 of 2018 titled "Madan Singh and others Vs State of Haryana and another," along with various other SLPs, directed that the promotions of employees regularized under the 2014 policy will be subject to the outcome of these appeals.

Chandigarh, June 13 - Haryana Public Health Engineering Minister, Dr. Banwari Lal said that the Department is fully alert in view of the ongoing summer season and adequate supply of clean drinking water is being ensured across the State. Any disruption in the supply of drinking water is being resolved immediately so that people do not have to face any inconvenience, he added.
Dr Banwari Lal who also holds the portfolio of Public Works (Building and Roads) Department Minister was presiding over a meeting regarding various development projects and basic amenities, at Rewari today.
Stating that water is the basic need of people, Dr Banwari Lal directed the officers to ensure adequate supply of clean drinking water in the state. He said that new drinking water pipelines should be laid wherever required. While reviewing the electricity supply situation, he directed the officers of the Power Utilities to curb unannounced power cuts and replace old electricity poles and wires.
Development projects should be completed in a time bound manner- Public Works Minister
The Public Works (Building and Roads) Minister, Dr. Banwari Lal also reviewed the progress of various development projects of district Rewari and directed the Department officers to expedite the pace and complete the pending works in a time bound manner. He made it clear that compromise with quality in development works would not be tolerated at any cost. He asked the concerned departments to work in close coordination to avoid any delay in the execution of works. He reviewed in detail the progress of development projects pertaining to various departments including Public Works (Building and Roads), Public Health Engineering, Rural Development Department and Urban Local Bodies.
'Samadhan Shivir' to promptly resolves public grievances
Dr. Banwari Lal said that the State Government has launched a key initiative 'Samadhan Shivir' to promptly resolve people’s grievances. As part of the programme, Deputy Commissioner, Superintendent of Police/ Deputy Commissioner of Police (HQ), Additional Deputy Commissioner, District Municipal Commissioner, Sub Divisional Officers (Civil) (HQ) and SDO (C) and Deputy Superintendent of Police and other Officers in independent Sub-Divisions in the district sit together in Deputy Commissioner’s and SDO (Civil) office and resolve Grievances of Public. These 'Samadhan Shivir' are being held in all districts of the State from 9 am to 11 am on all working days. He directed the officers to patiently hear the grievances of the people and resolve them on priority basis.

Director General of Police Reviews CCTNS and ICJS Systems with State Empowered Committee Members
Discussion Held on Strengthening and Enhancing the Effectiveness of the Networking System
Chandigarh, June 13 - Haryana Director General of Police, Sh. Shatrujeet Kapur reviewed the CCTNS (Crime and Criminal Tracking Network and Systems) and ICJS (Interoperable Criminal Justice System) with officers from concerned departments and provided necessary guidelines. During this review, officers presented reports on the work done under the CCTNS and ICJS projects through a PowerPoint presentation.
The meeting was held at the police headquarters in Sector-6, Panchkula. Many district police superintendents also participated via video conferencing. The meeting saw the participation of Additional Director General of Police (Cyber) O.P. Singh, IG Telecom Y. Puran Kumar, and several other officials.
Detailed discussions were held on the efforts being made to strengthen the network system under the State Action Plan prepared for the CCTNS and ICJS projects. It was reported that Haryana's score in the progress dashboard was 99.86% in March and 99.99% in April, the highest in the country. Similarly, Haryana Police consistently received a perfect score of 10 out of 10 in providing services to the public through the portal under the Right to Service.
It was mentioned that a speech-to-text feature for FIR and daily reports has been developed and work on it has commenced. Directions have been given to all police superintendents to encourage investigation officers to use this technology to enhance their efficiency. This would save time and enable them to work more conveniently and efficiently. Officers were also asked to provide feedback on using this technology so that any shortcomings could be addressed promptly.
Sh. Kapur gave directives to update the case diary module in the CCTNS system according to new laws. Changes have been made to the CCTNS system to effectively implement these new laws. He directed that digital evidence, such as audio and video recordings, should be uploaded in the case diary module to ensure their long-term preservation, thereby increasing the conviction rate of criminals. Training programs for police officers regarding these changes in the CCTNS system are being conducted. The State Crime Records Bureau is organizing training programs for over 800 police officers in Haryana.
Regarding the National Automated Fingerprint Identification System (NAFIS), it was stated that fingerprints of 97,719 individuals, including arrested, convicted, and unidentified deceased persons, have been uploaded. These fingerprints have been examined by experts from the State Crime Records Bureau. With the help of 30,585 fingerprint slips uploaded in NAFIS, criminals involved in past crimes have been identified. Additionally, 14 unidentified bodies involved in criminal activities have been identified using the NAFIS system. Sh. Kapur also directed the deployment of trained fingerprint lifters at police stations for taking fingerprints from crime scenes. Discussion also took place on topics such as the e-Court, e-Challan process, preparation of case diaries, evidence management system, e-Signature, and technical changes in line with the three new laws.
