Chandigarh, February 27- Haryana Chief Minister, Sh. Manohar Lal while speaking during the ongoing Budget session of the State Vidhan Sabha, said that unlike the previous governments, the current state government has presented the need based budget rather than demand based budget. The public has full confidence in the present government.

The Chief Minister said that his government is working on the principle of underprivileged hold the first right to the state’s resources. Highlighting the eradication of traditional governance practices, when the development was restricted to only one assembly constituency or district, he said that the present state government's focus is on addressing the real needs of the people rather than merely catering to political demands. He further said that the budget presented by the present state government reflects this ethos, symbolizing a government that is truly of, by, and for the people.

The Chief Minister said that upholding the principle of Antyodaya, in the present state government's tenure, every welfare scheme is being formulated and the state is poised for a transformative journey towards progress and prosperity.

The Chief Minister reiterated the government's pledge to realize the aspirations of a Viksit Haryana by 2047, aligning with the larger vision of a Viksit Bharat. Expressing confidence in the Bharatiya Janata Party’s continued governance, he claimed that BJP Government will continue until 2050.

While speaking on the pivotal role of fiscal management, the Chief Minister said that the fundamental principle of the budget is receipts and expenditure, where even a difference of 1 paisa cannot occur.

Speaking on the State Own Tax Revenue, he said that in the year 2001-02, this figure was Rs. 4,971 crore, which has been projected to be Rs. 84,551 crore in the budget estimate for the year 2024-25, showing an increase of more than 20 times. Our State Own Tax Revenue has increased, which indicates development, as a result of which our GSDP has also increased. According to the FRBM Act, the state can take loans up to 3 percent of the GSDP. In the budget estimates for the year 2024-25, it is estimated to be 2.77 percent, said the Chief Minister.

Sh. Manohar Lal further shared that in the fiscal year 2014-15, the effective revenue deficit was 1.90 percent, which remained at 0.65 percent in the revised estimate for 2023-24 and is proposed to be 0.9 percent in the budget estimate for the year 2024-25. It is hoped that it will remain below 1 percent. We are consistently making improvements in this regard, he said.

The Chief Minister said that his government is working with the spirit of Antyodaya. Efforts are being made to uplift those at the bottom of the socio-economic pyramid and to make their lives prosperous. The poor hold the first right to government resources.

He said that the government has formed the Haryana Income Enchantment Board viz (Haryana Aay Vridhi Board) so that the income of the poor people can be increased and they can be financially strengthened.

The slogan of ‘Roti kapda Makan’, we have added ‘Shiksha, Swasthya aur Samman’. Efforts are being made to improve the lives of everyone by giving good governance to every citizen. The present state government is moving ahead in the direction of making Haryana a 7-star state, i.e ‘Shiksha, Swasthya, Suraksha, Swabhiman, Swavalamban, Sewa and Sushashan’.

The Chief Minister, while presenting comparative figures of crime, said that in the ten years from 2005 to 2014, there was an annual increase rate of 3.9 percent in murder cases, which has now decreased to minus 0.51 percent since 2014. Similarly, the rate of dacoity has decreased from 7.73 to minus 3.90, robbery from 9.38 percent to 3.23 percent, snatching from 10.86 percent to 4.53 percent, rape from 10.86 percent to 5.01 percent, cases of assault on women from 18.02 percent to 2.62 percent, kidnapping of minor from 22.61 percent to 3.49 percent, attacks on government employees from 4.41 percent to minus 2.81, and the rate of dowry deaths has decreased from 3.66 to minus 4.1.

He said that the result of the examination conducted for Group-C posts will be declared soon. Apart from this, recruitment is also being done for PGT and Police. In this way, more than 43,000 recruitments will be done in the coming days.

Chandigarh, February 27 - Haryana Chief Minister, Sh. Manohar Lal while speaking during the ongoing budget session of the state Vidhan Sabha here today made four major announcements including establishment of a police commissionerate in Jhajjar, the elimination of the 1 percent Haryana Rural Development Fund (HRDF) levied on Sabzi Mandis (vegetable markets), the conferment of proprietary rights to 2719 families residing in four villages, who have built their houses on the land of Government Livestock Farm, Hisar and the inception of a High-Level Task Force dedicated to Mission Haryana-2047.

Speaking in the House, Sh. Manohar Lal said that Jhajjar district, adjacent to the National Capital Region, will now be made a Police Commissionerate. Commissioner of Police will be deployed there for law enforcement. Previously, Police Commissionerates are already in place for Faridabad, Gurugram, and Sonipat.

The Chief Minister further announced the abolition of the 1 percent HRDF imposed on vegetable markets. He said that previously, 1 percent HRDF and 1 percent market fee was imposed in the Sabzi Mandis across the State. Now, consensus has been reached with the Arthiyas, and instead of this 1 percent market fee, there will be a lump-sum payment based on the average of actual market fees during the past two years, i.e. fiscal years 2022-23 and 2023-24. Additionally, if someone wishes to pay based on the 1 percent rate, they can do so as well, said Sh. Manohar Lal.

Meanwhile, in yet another historic move, Chief Minister, Sh. Manohar Lal today announced the grant of land ownership rights to residents of four villages namely Dhandhoor, Peeranwali, Beer Babran, and Jhiri who have built their houses on the land of Government Livestock Farm, Hisar.

The Chief Minister said that households residing in 2719 houses will get the rightful ownership of their houses. This decision will certainly mark a significant stride towards empowering the residents of these villages, ensuring their rightful ownership and fostering development within the region, he said.

Divulging further details he said that of the total houses, 1831 houses constructed on an area of 250 square yards of land, which will get ownership rights after paying a charges of Rs 2000 per square yard. Furthermore, 742 houses are built on an area ranging from 250 square yards to 1 kanal. The residents of these households will be granted ownership rights after paying charges of Rs. 3000 per square yard, While 146 families having properties in an area ranging from 1 kanal to 4 kanals will be required to pay Rs 4000 per square yard. Regarding the houses built on an area exceeding 4 kanals, the Chief Minister clarified that the area of such dwelling will be limited to 4 kanal only and the remaining land will be integrated into the village's communal area for general use.

Sh. Manohar Lal further announced that by the year 2030, Haryana aims to achieve its sustainable development goals. For this purpose, the present state government is forming a high-level task force for Mission Haryana-2047. He further shared that Sh. Deepak Bagla, who has been the CEO of Invest India, will be the Chairman of this task force.

The Chief Minister said that by the year 2047, when India is poised to become a $5 trillion economy, Haryana plans to contribute $1 trillion towards it.

Haryana Government Moves to Standardize Engineer Recruitment Procedures

Chandigarh February 27- Haryana Chief Secretary, Sh. Sanjeev Kaushal has directed all departments, boards, and corporations to submit their suggestions within seven days for amending the Haryana Civil Services of Engineers, Joint Recruitment Group-B Rules, 2023.

The aim of this amendment is to bring uniformity in the direct recruitment of Sub Divisional Engineers (SDEs) across all departments.

The letter sent to all Administrative Secretaries reads, the objective of this amendment by the state government is to conduct a combined written examination for Sub Divisional Engineers and to bring uniformity in the direct recruitment process in various departments such as Public Works (Buildings and Roads), Public Health Engineering, Irrigation and Water Resources, Rural Development and Panchayats, Urban Local Bodies, Town and Country Planning, Housing, etc.

Additionally, this initiative extends to various boards and corporations such as Haryana State Agriculture Marketing Board, Bhakra Beas Management Board, Haryana State Pollution Control Board, Haryana Police Housing Corporation, Haryana Shehri Vikas Pradhikaran, and Housing Board - Haryana, where such positions exist.

Production of Tobacco Products without Specified Warnings and Nicotine/Tar Content on Label to Face Consequences

Chandigarh, February 27 - Haryana Home and Health Minister Sh. Anil Vij has said that the state government is continuously making efforts to provide right direction to the youth in the state, in this direction, two bills were passed on the fifth day of Haryana Vidhan Sabha. These bills include the Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Haryana Amendment Bill, 2024 and the Haryana Antrarashtriya Gita Jayanti Mela Authority Bill, 2024, so as to keep our youth away from toxic substances and they can get the art of living an ideal life.

Sh. Vij says that the state Government has taken a serious note that Hookah Bars are serving hookah narghile with tobacco containing nicotine in various Districts of Haryana, which is highly injurious to health of the public at large. Various flavours/herbs are also served by such Hookah Bars. Many a times, even banned drugs are served in the said hookah bars under the guise of serving flavours/ herbs. Such hookah involves water pipe system and flavoured constituent shisha, heated with charcoal. Due to the misconception of less or no risk associated with it and availability of multiple flavours and less harshness of smoke its usage has increased significantly. However, smoke of such flavoured hookah contains various toxicants, which are not only harmful for the person smoking but also those nearby due to passive smoking. The cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and, Distribution) Act, 2003 defines smoking under section 3(n) but it does not include smoking of hookah.

In the interest of public at large, a legislation i.e. ‘The Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Haryana Amendment Bill, 2024’ to define and to for prohibit 'hookah bars' and further that no Hookah/ Narghile is served for smoking in Hookah Bars, Hotels, Restaurants, Taverns, or other commercial establishments in the State of Haryana and formatters connected therewith and incidental thereto, is required. Therefore, this bill is presented.

Section 20 Punishment for failure to give specified warning and nicotine and tar contents:-

(1) Any person who produces or manufactures cigarettes or tobacco products, which do not contain, either on the package or on their label, the specified warning and the nicotine and tar contents, shall in the case of first conviction be punishable with imprisonment for a term which may extend to two years, or with fine which may extend to five thousand rupees, or with both, and for the second or subsequent conviction, with imprisonment for a term which may extend to five years and with fine which may extend to ten thousand rupees.

(2) Any person who sells or distributes cigarettes or tobacco products which do not contain either on the package or on their label, the specified warning and the nicotine and tar contents shall in the case of first conviction be punishable with imprisonment for a term, which may extend to one year, or with fine which may extend to one thousand rupees, or with both, and, for the second or subsequent conviction, with imprisonment for a term which may extend to two years and with fine which may extend to three thousand rupees.

Notwithstanding anything contained in the Code of Criminal Procedure, 1973, ACT no. 2 of 1974 offence punishable under this Act shall be bailable.

Sh. Vij is optimistic that after the introduction of this bill, the youth will be prevented from consuming such toxic substances and this bill will work as a beneficial module for the youth to avoid drug addiction.

The Haryana Antrarashtriya Gita Jayanti Mela Authority Bill, 2024

As per the Indian tradition, Lord Krishna delivered the eternal message of Srimad Bhagavad Gita to Arjuna on the battlefield of Mahabharata in Kurukshetra. This event is believed to have occurred 36 years prior to the beginning of Kalyuga. Therefore, 5160 years have passed since Lord Krishna delivered the divine message of Srimad Bhagavad Gita. As per the Hindu calendar, Gita Jayanti is celebrated on the 11th day of the bright fortnight (Shukla Paksha) of the month of Margashirsha, which falls sometimes in November and sometimes in December.

In order to safeguard the ancient heritage and traditions of Kurukshetra, the Haryana Government established the Kurukshetra Development Board on August 1, 1968. The Board has been celebrating the Gita Jayanti Mahotsav in Kurukshetra since 1989. Since 2016, the Government of Haryana, in collaboration with the Kurukshetra Development Board, has been celebrating the Gita Jayanti Mahotsav as the International Gita Mahotsav. The aim of this Mahotsav is to share the eternal message of peace, harmony and universal brotherhood that is found in the Bhagavad Gita with people around the world.

The Mahotsav is a festival celebrated for eighteen days in Kurukshetra, also know as Dharamakshetra or the land of righteousness. This Mahotsav provides an opportunity to showcase the great cultural, religious, historical and spiritual traditions associated with the region. Apart from Kurukshetra, the festival is also celebrated for three days throughout the State of Haryana. The Mahotsav has also been organised outside India in places such as the Republic of Mauritius (February, 2019), United Kingdom (August, 2019), Canada (2022) and Australia (2023).

A large number of devotees and people at large, both from the country and abroad, enthusiastically involve themselves with the local people during the period of Mahotsav. Currently, there is no independent authority/body in the State to organize the Gita Jayanti Mahotsav. The State Government has felt the necessity for the establishment and constitution of a statutory authority in the State for management, regulation and organising the Antrarashtriya Gita Mahotsav in a proper and cogent manner as well as to provide better facilities to the pilgrims and visitors during the Mahotsav period. The main functions of the Authority will be to popularise and disseminate the teachings of Srimad Bhagavad Gita as well as organise cultural and educational seminars, workshops, fairs, exhibitions and conferences. Further, it will provide all the essential facilities to the devotees or pilgrims and will have powers & duties as mentioned in the said proposed Bill in the public interest. Therefore, it has been felt necessary to enact the Haryana Antrarashtriya Gita Jyanti Mela Authority Bill, 2024.

Haryana's Minister of Printing & Stationery (Independent Charge), Sardar Sandeep Singh

Chandigarh, February 27 - Haryana's Minister of Printing & Stationery (Independent Charge), Sardar Sandeep Singh, stated that the stadiums in Matanhail, Talao, and Kablana of Jhajjar District already have facilities such as tracks, boundary walls, equipment, drinking water, and toilets. Additionally, as per requirements, estimated assessments are being prepared for their maintenance.

Minister, Sardar Sandeep Singh was responding to a question raised by a member of the house during ongoing Budget Session of Haryana Vidhan Sabha.

He also informed the house that stadiums in villages like Birdhana, Bahu, Jamalpur, Birahor, Surehti, Kheri Hoshdarpur, Kodrawali, and Khachroli come under the jurisdiction of the Development and Panchayats Department. Currently, there are facilities for tracks and boundary walls in these villages. Maintenance of sports infrastructure and new works will be undertaken by the Development and Panchayats Department/Gram Panchayat as per the requirements.

Furthermore, under the Haryana Provision of Sports Equipment Scheme 2023-24, sports equipment is provided to Gram Panchayats and Municipalities. In Jhajjar district, out of 40 applications received by January 31, 2024, 27 Gram Panchayats have already been provided sports equipment under this scheme.

He also apprised the house that there is a possibility of completing the remaining work of sports stadiums during the financial year 2024-25.

Chandigarh, February 27 - Haryana Chief Minister, Sh. Manohar Lal said that the provisions made for reservation for Scheduled Castes and Backward Classes are being adhered to in the engagement process of the manpower deployed by Haryana Kaushal Rozgar Nigam. Currently, there are 15.64 percent manpower against the 16 percent reservation for BC-A and 11.4 percent against the 11 percent reservation for BC-B. Additionally, there are 20.63 percent employees belonging to the Scheduled Caste.

The Chief Minister shared this information while responding during the question hour in the ongoing budget session of the state vidhan sabha here today.

Sh. Manohar Lal said that there are no permanent appointment made under HKRNL, engagements are made on a temporary basis for a specific period. The number of persons deployed under this does not have a fixed number to calculate reservations. Employees are appointed according to the department's requirements. However, the government is ensuring the reserved quotas for Scheduled Castes and Backward Classes, i.e. 20 to 27 percent respectively. He said that if the reservation is not fulfilled in the first recruitment, it is completed in the next one.

The Chief Minister said that the HKRNL is also used to provide employment opportunities for the youth in the private sector. The data of registered youth is shared with registered industries according to their demand, and industries then employ youth based on their requirements, he informed.

Sh. Manohar Lal further stated that the department sends the demand on the Nigam's portal, and based on the allocated points according to specified criteria, candidates are selected, and the list is sent to departments. However, sometimes departments change their demand, and selected youth are unable to join the relevant department. Now, the government is integrating the Nigam’s portal with the HRMS. If a department wants to change the demand for its employees, they can do so before the candidates are selected. Once the selection is done, the department is obligated to make them join, shared Sh. Manohar Lal.

He said that for the purpose of providing employment opportunities abroad, with the assistance of the Foreign Cooperation Department, youth are registered through the HKRNL. Applications have been submitted for job opportunities in Israel as well.

He informed that out of 8169 applicants, 1909 applicants have been provided with skill training, and 219 have been selected. The verification process for their passports is underway, and after that, they will go to Israel. These initiatives are undertaken in collaboration with the Israel government and the National Skill Development Mission, said the Chief Minister.

He stated that these youth will be provided employment in Israel with a salary of more than Rs. 1 lakh. Insurance has also been arranged for these youth, said the Chief Minister.

Haryana Urban Local Bodies Minister, Dr. Kamal Gupta

Chandigarh, February 27- Haryana Urban Local Bodies Minister, Dr. Kamal Gupta said that 8 out of 12 colonies have been notified by the District Municipal Commissioner, Hisar falling within the limits of Municipal Committee Narnaund.

Dr. Kamal Gupta was responding to a question asked by MLA, Sh. Ram Kumar Gautam during the budget session of the Haryana Vidhan Sabha here today.

He informed the House that a proposal to provide basic amenities in the colonies falling within the limits of Narnaund is under consideration by the government and the streets will be constructed within 12 months.

He stated that administrative approval of Rs 25 crore was issued on January 25, 2024 for the execution of developmental works in the approved colonies of Narnaund Municipality.

Haryana Deputy Chief Minister, Sh. Dushyant Chautala

Chandigarh, February 27 - Haryana Deputy Chief Minister, Sh. Dushyant Chautala has revealed that the government is considering installing common boilers to make industries in Panipat profitable.

Deputy CM said this while responding to a question raised by a member of the Haryana Vidhan Sabha today.

The Deputy CM said that since the previous consultant of HSIIDC found the project to be non-feasible, HSIIDC has engaged IIT Kanpur for re-assessment of feasibility study of installing common boilers at Panipat.

He further mentioned that during the winter season, industrial operations in NCR are being regulated according to the Graded Response Action Plan (GRAP) as per the directions of the Commissions of Air Quality Management for National Capital Region and Adjoining areas (CAQM). However, there is no restriction on operation of boilers using approved fuels, provided all other applicable environment norms, including emissions, are complied.

Haryana Deputy Chief Minister, Sh. Dushyant Chautala

Chandigarh, February 27 – Haryana Deputy Chief Minister, Sh. Dushyant Chautala said that the construction of three new bridges in Ambala district is being carried out on the link road from NH-152 (Ambala-Hisar Road) to village Khaira, on Parallel drain of SYL Canal and SYL Canal and Narwana Branch.

Deputy CM said this while responding to a question raised by a member of the Haryana Vidhan Sabha today. He informed that 85 percent of the work on the bridge over the SYL Canal has been completed. However, the remaining work has been halted due to ongoing litigation with the agency. Now that the agency's contract has been terminated, tenders for the remaining work are being invited. It is expected that this work will be completed by September 30, 2024. Additionally, the work on the bridge over the Narwana Branch and parallel drains has been completed.

Chandigarh, February 27 - Haryana Deputy Chief Minister, Sh. Dushyant Chautala, stated that the state government is determined to curb illicit liquor in the state. Due to the robust excise policy, excise revenue has increased from Rs. 6,100 crore to Rs. 11,000 crore in the last four years.

Sh. Dushyant Chautala, who also holds the portfolio of the Excise and Taxation Department, was responding to questions raised during the budget session of the Haryana Vidhan Sabha today.

The excise department has issued a directive to sell liquor in glass bottles instead of plastic bottles in the state. Sh. Dushyant Chautala said that after February 29, 2024, the sale of liquor in plastic bottles will be banned in the state. This decision is part of the state government's excise policy to prevent the sale of illicit liquor. He stated that transportation and track & trace of liquor packed in glass bottles would be easier. Transparency will be ensured, and the sale of illicit liquor will be curbed, he added.

Sh. Dushyant Chautala said that positive steps will be taken in the future, if necessary, to combat illicit liquor. The directive regarding selling liquor in glass bottles will not be withdrawn.

He further stated that over the past four years, various measures in this regard have been taken, such as implementing track and trace for vehicles transporting liquor, installing flow meters, and CCTV cameras in distilleries. These measures have significantly contributed to the record increase in excise revenue from Rs. 6,100 crore to Rs. 11,000 crore. Without these steps, he added, the revenue would have decreased from Rs. 6,100 crore to Rs. 4,500 crore.

Specialist cadre and MBBS cadre vacant posts will be advertised - Anil Vij

Chandigarh, February 26 - Haryana Health, Medical Education and Research Minister, Sh. Anil Vij said that the state government is moving forward to create a specialist cadre, and in-principle approval has been given in this regard. The file regarding this matter is with the Finance Department, and as soon as permission is granted, separate vacancies for the specialist cadre and the MBBS cadre will be advertised.

Sh. Anil Vij was responding to a question during the Haryana Vidhan Sabha Budget Session here today. He mentioned that for the first time in the state, recruitment of doctors has been conducted on a large scale.

Sh. Vij said that it is commendable that the government is addressing the shortage of doctors and making efforts to recruit them. He provided details of previous recruitments, stating that in 2017-18, 662 post of doctors were advertised, out of which 554 were appointed. Similarly, in 2020, 954 doctors were appointed. In 2022, out of the 1252 vacancies for doctors, appointment letters were issued to 990 Medical Officers.

He further stated that the recruitment process is ongoing, mentioning that currently, there are 5,522 sactioned posts for doctors in the state, out of which 4,016 are filled, and 1506 posts are currently vacant. He also noted that doctors often resign, leaving positions vacant. However, the government is moving forward to establish a specialist cadre and in-principle approval has been received for the same.

Chandigarh, February 27- Haryana Health and Family Welfare Minister, Sh. Anil Vij said that Jan-Aushadhi Kendra will be established in all Civil Hospitals in the state and discussions are underway with the Union government for the same. Pharmacists will also be appointed in these Jan-Aushadhi Kendra.

Sh. Vij was responding to a question during the budget session of the Haryana Vidhan Sabha here today.

He informed that currently, there are approximately 171 centres holding retail drug licenses covering all 22 districts of the state. Five centres are operational in government hospitals/medical colleges. Health Welfare Committees have been authorized to work in each district, out of which 5 Jan-Aushadhi Kendra are functional in hospitals of Karnal, Bhiwani, Rewari, Gurugram and Yamunanagar districts.

Sh. Vij said that CT scan/MRI scan services have been initiated under the PPP mode in various health institutions of the state, and currently, CT scan services are operational in 17 districts except for Jhajjar Charkhi Dadri, Fatehabad, Nuh and Narnaul. Tenders for Charkhi Dadri and Jhajjar have been floated. The Health Minister said that funds have been released for 162 PHCs/CHCs for renovation, and under this, CHC/PHC in Charkhi Dadri will be renovated in the first phase, and the renovation of all 29 sub-health centres will be completed in the coming financial year. Chandigarh, February 27- Haryana Urban Local Bodies Minister, Dr. Kamal Gupta said that investigation with regard to complaint about wards of Municipal Corporation, Faridabad has been entrusted to Commissioner of the Municipal Corporation and the investigation process is underway. Stern action will be taken against those found guilty.

Dr. Kamal Gupta was responding to a question asked by MLA, Sh. Neeraj Sharma during the budget session of the Haryana Vidhan Sabha here today.

He informed the House that the then Commissioner of Municipal Corporation Faridabad constituted a committee comprising a Joint Commissioner, Chief Engineer, and Zonal and Taxation Officer (Headquarters) to investigate the issue.

He said that the names of the officers who made payment/recommendation for the works mentioned in the CAG report and ACB investigation report have also been given.

Chandigarh, February 27 - Haryana Development and Panchayats Minister, Sh. Devender Singh Babli said that out of 100 villages in the Ateli assembly constituency, 80 villages have Chaupals for people belonging to the scheduled castes while 32 villages have backward classes chaupals.

Sh. Babli was responding to a question during the budget session of the Haryana Vidhan Sabha here today.

He stated that demand for the construction of Chaupals for scheduled castes has been received via the ‘Gram Darshan Portal’ in one village and via ‘Jansamvad’ in four villages out of the remaining 18 villages. There has been no demand received for the construction of Chaupals for backward classes. These proposals are under consideration by the government.

Chandigarh, February 27 - Haryana Deputy Chief Minister, Sh. Dushyant Chautala said that Haryana is the only state where 14 crops are being procured at MSP. Along with this, 18 crops have been included in the ‘Bhavantar Bharpai Yojna’.

Chandigarh, February 27 - Haryana Chief Minister, Sh. Manohar Lal while speaking during the ongoing budget session of the State Vidhan sabha announced that the Deras and Dhanis located within a radius of up to 3 kilometres from the village Phirni to get power connections. Earlier, this limit was 1 kilometre.

He further announced that power Consumers in the Deras and Dhanis will not have to bear any expense for the connections upto 300 metres. Earlier, this limit was 150 metres, said Sh. Manohar Lal.

The Chief Minister said that if a connection is taken even beyond 300 metres, the expenses will be borne in a 50-50 ratio between the consumer and government.

Making another announcement, the Chief Minister said that such consumers of Deras and Dhanis, who want electricity connections from rural feeders instead of tubewells, then the government will bear the entire cost of the transformer. The consumer will only have to bear the cost of the new line.

Chandigarh, February 27 - Taking another pivotal step towards digitization, Haryana Chief Minister, Sh. Manohar Lal today announced that the data of all departments will be digitised in the state. For this purpose, digital record rooms will be set up at the headquarters and district levels. Apart from the budget for 2024-25, if required, provision for the same will also be made in the upcoming supplementary budget estimates for this purpose.

The Chief Minister was speaking during the ongoing budget session of the Vidhan Sabha here today.

Sh. Manohar Lal said that the government had started digitizing the records of the Revenue department from the Kaithal district, and today the records of the entire department have been digitized.

Chandigarh, February 27 - Haryana Chief Minister, Sh. Manohar Lal said that the provisions made for reservation for Scheduled Castes and Backward Classes are being adhered to in the engagement process of the manpower deployed by Haryana Kaushal Rozgar Nigam. Currently, there are 15.64 percent manpower against the 16 percent reservation for BC-A and 11.4 percent against the 11 percent reservation for BC-B. Additionally, there are 20.63 percent employees belonging to the Scheduled Caste.

The Chief Minister shared this information while responding during the question hour in the ongoing budget session of the state vidhan sabha here today.

Sh. Manohar Lal said that there are no permanent appointment made under HKRNL, engagements are made on a temporary basis for a specific period. The number of persons deployed under this does not have a fixed number to calculate reservations. Employees are appointed according to the department's requirements. However, the government is ensuring the reserved quotas for Scheduled Castes and Backward Classes, i.e. 20 to 27 percent respectively. He said that if the reservation is not fulfilled in the first recruitment, it is completed in the next one.

The Chief Minister said that the HKRNL is also used to provide employment opportunities for the youth in the private sector. The data of registered youth is shared with registered industries according to their demand, and industries then employ youth based on their requirements, he informed.

Sh. Manohar Lal further stated that the department sends the demand on the Nigam's portal, and based on the allocated points according to specified criteria, candidates are selected, and the list is sent to departments. However, sometimes departments change their demand, and selected youth are unable to join the relevant department. Now, the government is integrating the Nigam’s portal with the HRMS. If a department wants to change the demand for its employees, they can do so before the candidates are selected. Once the selection is done, the department is obligated to make them join, shared Sh. Manohar Lal.

He said that for the purpose of providing employment opportunities abroad, with the assistance of the Foreign Cooperation Department, youth are registered through the HKRNL. Applications have been submitted for job opportunities in Israel as well.

He informed that out of 8169 applicants, 1909 applicants have been provided with skill training, and 219 have been selected. The verification process for their passports is underway, and after that, they will go to Israel. These initiatives are undertaken in collaboration with the Israel government and the National Skill Development Mission, said the Chief Minister.

He stated that these youth will be provided employment in Israel with a salary of more than Rs. 1 lakh. Insurance has also been arranged for these youth, said the Chief Minister.

Chandigarh, February 27- Haryana Urban Local Bodies Minister, Dr. Kamal Gupta said that 8 out of 12 colonies have been notified by the District Municipal Commissioner, Hisar falling within the limits of Municipal Committee Narnaund.

He informed the House that a proposal to provide basic amenities in the colonies falling within the limits of Narnaund is under consideration by the government and the streets will be constructed within 12 months.

Chandigarh, February 27 - Haryana Deputy Chief Minister, Sh. Dushyant Chautala has revealed that the government is considering installing common boilers to make industries in Panipat profitable.

Deputy CM said this while responding to a question raised by a member of the Haryana Vidhan Sabha today.

The Deputy CM said that since the previous consultant of HSIIDC found the project to be non-feasible, HSIIDC has engaged IIT Kanpur for re-assessment of feasibility study of installing common boilers at Panipat.

He further mentioned that during the winter season, industrial operations in NCR are being regulated according to the Graded Response Action Plan (GRAP) as per the directions of the Commissions of Air Quality Management for National Capital Region and Adjoining areas (CAQM). However, there is no restriction on operation of boilers using approved fuels, provided all other applicable environment norms, including emissions, are complied.

Dushyant Chautala said that the construction of three new bridges in Ambala district is being carried out on the link road from NH-152 (Ambala-Hisar Road) to village Khaira, on Parallel drain of SYL Canal and SYL Canal and Narwana Branch.

Deputy CM said this while responding to a question raised by a member of the Haryana Vidhan Sabha today. He informed that 85 percent of the work on the bridge over the SYL Canal has been completed. However, the remaining work has been halted due to ongoing litigation with the agency. Now that the agency's contract has been terminated, tenders for the remaining work are being invited. It is expected that this work will be completed by September 30, 2024. Additionally, the work on the bridge over the Narwana Branch and parallel drains has been completed.

Chandigarh, February 26 - Haryana Health, Medical Education and Research Minister, Sh. Anil Vij said that the state government is moving forward to create a specialist cadre, and in-principle approval has been given in this regard. The file regarding this matter is with the Finance Department, and as soon as permission is granted, separate vacancies for the specialist cadre and the MBBS cadre will be advertised.

Sh. Anil Vij was responding to a question during the Haryana Vidhan Sabha Budget Session here today. He mentioned that for the first time in the state, recruitment of doctors has been conducted on a large scale.

Sh. Vij said that it is commendable that the government is addressing the shortage of doctors and making efforts to recruit them. He provided details of previous recruitments, stating that in 2017-18, 662 post of doctors were advertised, out of which 554 were appointed. Similarly, in 2020, 954 doctors were appointed. In 2022, out of the 1252 vacancies for doctors, appointment letters were issued to 990 Medical Officers.

He further stated that the recruitment process is ongoing, mentioning that currently, there are 5,522 sactioned posts for doctors in the state, out of which 4,016 are filled, and 1506 posts are currently vacant. He also noted that doctors often resign, leaving positions vacant. However, the government is moving forward to establish a specialist cadre and in-principle approval has been received for the same.

Anil Vij said that Jan-Aushadhi Kendra will be established in all Civil Hospitals in the state and discussions are underway with the Union government for the same. He stated that demand for the construction of Chaupals for scheduled castes has been received via the ‘Gram Darshan Portal’ in one village and via ‘Jansamvad’ in four villages out of the remaining 18 villages. There has been no demand received for the construction of Chaupals for backward classes. These proposals are under consideration by the government.

Haryana Deputy Chief Minister, Sh. Dushyant Chautala

Chandigarh, February 27 - Haryana Deputy Chief Minister, Sh. Dushyant Chautala said that Haryana is the only state where 14 crops are being procured at MSP. Along with this, 18 crops have been included in the ‘Bhavantar Bharpai Yojna’.

Sh. Chautala was responding to a question during the budget session of the Haryana Vidhan Sabha here today.

While highlighting the state government’s commitment to ensure prosperity of farming community, he said that the state government has provided more than Rs.29,000 crore directly into bank accounts of farmers.

Sh. Dushyant Chautala further said that the present government has repaired 20,000 kilometres of existing roads.

Chandigarh, February 27 - Haryana Chief Minister, Sh. Manohar Lal said that every work being executed under Karnal Smart City is done in a fair and transparent manner. There is no corruption of any kind going on in these works. However, if any MLA gives a written complaint of any irregularity, the government will certainly examine, and if someone is found guilty, action will be taken against them, assured Sh. Manohar Lal while responding during the question hour in the ongoing budget session of the Vidhan Sabha here today.

The Chief Minister said that certain works are carried out under the Smart City project, and the allocated amount for these works is definite. Besides, all other works are carried out by the municipal corporation. Therefore, it is unethical for any member to allege that works under Smart City are not being carried out transparently.

Chandigarh, February 27 - Haryana Chief Minister, Sh. Manohar Lal while speaking during the ongoing budget session of the State Vidhan sabha announced that the Deras and Dhanis located within a radius of up to 3 kilometres from the village Phirni to get power connections. Earlier, this limit was 1 kilometre.

He further announced that power Consumers in the Deras and Dhanis will not have to bear any expense for the connections upto 300 metres. Earlier, this limit was 150 metres, said Sh. Manohar Lal.

The Chief Minister said that if a connection is taken even beyond 300 metres, the expenses will be borne in a 50-50 ratio between the consumer and government.

Making another announcement, the Chief Minister said that such consumers of Deras and Dhanis, who want electricity connections from rural feeders instead of tubewells, then the government will bear the entire cost of the transformer. The consumer will only have to bear the cost of the new line.

Chandigarh, February 27 - Taking another pivotal step towards digitization, Haryana Chief Minister, Sh. Manohar Lal today announced that the data of all departments will be digitised in the state. For this purpose, digital record rooms will be set up at the headquarters and district levels. Apart from the budget for 2024-25, if required, provision for the same will also be made in the upcoming supplementary budget estimates for this purpose.

The Chief Minister was speaking during the ongoing budget session of the Vidhan Sabha here today.

Sh. Manohar Lal said that the government had started digitizing the records of the Revenue department from the Kaithal district, and today the records of the entire department have been digitized.

The complete record of the Assembly from 1966 to date will be available digitally on this website. On this occasion, the Chief Minister congratulated the Speaker, Sh. Gian Chand Gupta and said that with the records being digital, it can be utilized effectively and accessed whenever needed.
